IMPHAL, Dec 27 NNN: The Federation of All Tribal Youth Clubs, Manipur (FATYCM) has apprised the additional chief secretary, government of Manipur who is also in charge of tribal affairs and hills, in connection with the electronic payment system.
“That from the current year i.e. 2012-2013 the State Government is going to introduce the Electronic Payment system for payment of Pos- Matric Scholarship (PMS in short) for the
Scheduled Tribe Student who are below poverty line and since the last date of submission of forms has been fixed on December 29 it is too short for opening of the bank account for the applicants ( Student) and it is also very difficult for the poor students to open their account by investing a sum of Rs. 1000 ( Rupees One Thousand ) only minimum at this festival season particularly Christmas”, said the FATYCM.
“Moreover, the particular accounts which have to be opened is only for withdrawal of PMS which is not interested by the bank to open such account as the said account in an over-burden to the bank and as per normal rule of the bank in order to keep alive the bank account one should operate the said account atleast once in every 6( Six) months otherwise the said account will automatically ceased and such a strict derection also should be given to all the nationalized banks for certain exemptions for the PMS for the Scheduled Tribe Stucents who are below poverty line. Mail News Service
Imphal, Dec 27 : The All Tribal Students’ Union, Manipur (ATSUM) is shocked at the Christmas gift presented by the Meitei community to the tribal community. Indeed, the tribal community has been greeted with such Christmas gifts on regular basis, thereby causing untold miseries to the tribal communities residing in Manipur. The ATSUM strongly condemned the Napet Chingol incident of 24th December, 2012 in which 13 tribal students were ruthlessly assaulted and tortured. To add salt to the injury a young girl was ruthlessly molested, outraging the modesty of an innocent tribal girl.
The ATSUM un-equivocalty condemned such inhuman conduct and prefers not to remain a silent spectator to such communa! agenda perpetrated by the Meitei community.
It alleged that the Meitei community indulged in mass rape of tribal women at Parbung in the past. And again, on December 11, 2011, Hatkholhing aged 42 was raped and murdered at Yaiphakol, Churachandpur, such incidents have been reported time and again. Why was the Meitei community silent when such shameful incidents occurred? Why were the Meitei community and the Government of Manipur, insensitive towards the sufferings of the tribal community? The atmosphere of insecurity created towards the tribal communities would compel the ATSUM to explore every possible course of action for political survival of the Tribal in Manipur.
The ATSUM also strongly condemned the stone pelting on Tribal Christians, desecration to their places of worship and harassment caused to Christmas shoppers by Meiteis.
Which is why their Christmas spirit was fully dampened. This is nothing but terrorising the Tribal communities, sowing the seed of religious intolerance among the various communities living in Manipur.
The ATSUM, at this critical juncture, gave a clarion call to the tribal community to stand united against the onslaught of the dominant community in Manipur. It is high time we shed our petty differences and strive for the unity and integrity of the tribal community. The ATSUM would spare no effort to safeguard the dignity and birth rights of the tribal in Manipur said Muan Tombing, President, ATSUM.
The Tangkhul Shanao Long Delhi (TSLD) or Tangkhul women union (Delhi unit), said it is extremely shocked to learn the molestation and attempt to rape of a 15 years old tribal girl at Napetpali in the outskirt of Imphal by three cadres of KCP, an underground group.
“The KCP group even took away the mobile phones and cash and other belongings. Ironically the incident took place on the general strike called by the valley based civil organizations to press the demand for the arrest of Mr. Living Stone who allegedly assaulted Momoco, a Manipuri film actress on December 18. TSLD strongly condemn the inhuman act and demand immediate action be taken against the perpetrators and a speedy trial and severe punishment be given to them,” said the Delhi based Tangkhul women union.

GUWAHATI, Dec 27 NNN : Strongly refuting to allegation from some quarters that the army was behind the abduction and murder of tribal youths in western Assam’s Baksa district on December 21, the army said today that there was enough evidence to negate allegations. It was alleged that the army had conducted ‘secret killings’ at the behest of Assam governor J.B Patnaik.
To drive home its point, an army spokesman on Thursday said that Raj Kumar Rabha, one of the abducted youths found with multiple injuries stated that he was blindfolded during abduction and though he could see from the corner of an eye, none of his abductors were in battle fatigues. Besides, his abductors were speaking in local languages while the army unit deployed in that area is from Uttarakhand not conversant with local dialects.
Army authority said their operations were always directed against terrorists and their sympathisers. The army source also said that the three youth allegedly abducted, one of whom was found dead, did not have any known affiliation with any terrorist organization, and so there was no apparent reason for action against them.
Rabha, along with Kundan Basumatary and Rajib Basumatary, went missing from the Narayanpur area of Baksa district in Bodoland Territorial Area Districts (BTAD). Rajib was found dead two days after their alleged abduction on December 21.
One of the brothers of the deceased subsequently lodged an FIR at Tamulpur police station accusing the army’s 2 Kumaon Regiment of abducting the trio. While chief minister Tarun Gogoi ordered a judicial inquiry, Chief Executive Member (CEM) of Bodoland Territorial Area Districts Hagrama Mohilary accused Governor J.B Patnaik of using the army for an anti-tribal operation.
It is worth noting here that Governor J.B Patnaik is the constitutional head of BTAD, which has been restive following weeks of communal violence since June this year.

A sad phase passed away

None should attempt to gain star status over night. Because not all people are born to be big. The just concluded Manipur bandh has left a big question mark. Are we prepared to respect our leaders? It is true Manipuris by nature are not personality worshippers. That had been proved by the manner with which the bandh was organised in a haphazard manner. Top leaders of Film Forum and Shumang Leela council declared bandh had been suspended keeping in view the greatest festival of Christians, which fell on December 25. But a breakaway group declared the bandh would continue. Then all of sudden the JAC was abolished. The greatest weapon of democracy, which is used to express grievances of the masses was reduced to plaything in Manipur. It is a shame. We have a lot of lesson to learn from this bandh. Unless you are mentally prepared to be together with the leaders of your organisation you are better off to keep away yourself from the organisation. For at the end you will become a liability. You must immediately eschew the path and look for other ways. Without knowing what was in store for them they challenged the authority. If you are in an organisation you must know the culture and principles of the organisation without being told. The breakaway group was exposed. They too could not get anything. We must know some are born to be workers and some others as leaders. One cannot attempt to shoot higher by challenging the leaders. That happens in filmy world only. But if you are destined to be a big man surely you will think big. And if you think big all that happened would not have happened. Misunderstanding between man and man reduced the well organised bandh to a farce. So many people landed in trouble as they set out assuming that the bandh hour was over. Buses had the wind shields shattered and too many two wheelers and three wheelers were damaged. The anger was directed among ourselves. The message that the bandh wanted to send moved towards the wrong direction. It was a colossal loss. In future before we launch bandh or other forms of agitation to demand redressal of the grievances of the people we must think whether the masses would hear our voice. Even the father of the nation Mahtma Gandhi had trouble time controlling his supporters to come to his term. He even fasted to control his unruly supporters. Do we possess the charisma to carry the entire masses according to our whims? Like the headless demons the bandh volunteers carried out activities according to their whims. Manipur had in the past shown matured agitations. Manipur became full fledged state, got the place it deserved in the eighth schedule. These were the fall out of the matured agitation launched by Manipuris. Then AFSPA was lifted and AR shifted from Kangla. These are not mean achievement. The agitations launched by the people of the state to get all those demands in keeping with democratic principles reflected proper use of democratic rights. That was not to be seen in the just concluded agitation. A sad phase had passed away.

IMPHAL, Dec 27 NNN : Two persons including a Zeliangrong student union leader were allegedly arrested and harassed by personnel of the 10th Assam Rifles in Tamenglong district yesterday.
The Zeliangrong Youth Front (ZYF) and Zeliangrong Students Union Manipur (ZSUM) said today, “The high handedness, self styled, excessive and irresponsible nature of Assam Rifles to the Nagas have started re-surfaced when the 10th Assam Rifles stationed at Longmai (Noney) had created unnecessary trouble again that hampered the peaceful atmosphere at Longmai (Noney) areas by picking up of one student leader David Kamei, ZSUM information and publicity secretary and one Obed Kamei, a civilian both hailing from Longmai village along with the car (Accent) in which they were travelling in without any valid ground from the road diversion of Happy Colony at Longmai at about 6pm of December 26 and detained them at their camp till 1am and handed them over at the Longmai Police Station thereby released them this morning.”
The ZYF and ZSUM alleged that the Commandant of the 10th Assam Rifles identified as Ajay Sharma heaped fabricated, concocted and irrelevant charges on them and slapped the student leader without any reason and harassed him in various methods such as blind folding, bared his clothes in such a cold chilly night, made him kneel down, kept and confined him separately in one room along with some unknown persons.
The ZYF and ZSUM term it as an inhuman act to have been committed by only a beast. They further alleged that one Major Thappa who is stationed at the camp also slapped the student leader and interrogated him with irrelevant queries. The ZYF-ZSUM strongly condemned the 10th Assam Rifles unguaranteed, unauthorised and unlawfully activities perpetrated upon the innocent student leader and his colleague.
“The Assam Rifles whose slogan, “Friends of the hills people” has now turned into ‘fox in sheep’s skin’ by intimidating the student leader and innocent public without any reason. The very purpose of Assam Rifles or any security personnel is to protect lives and secure, see the well being of the citizens however, the presence of Assam Rifles in the midst of innocent and law abiding citizens has posed great threat as evident by the said incident. The 10th Assam Rifles should issue public clarification fully giving convincing and justification to the public as to how and why the student leader was detained for such long hours without any appropriate ground and handed over to Police and released only after mentally harassed, physically abused, forcibly obtained signature on papers containing text of ‘no objection’ to the detention by the victim, threatened to keep mum etc during captive in the custody. Such situation created especially during the festive season is uncalled for and also suspected to have acted on the instigation of people of anti peace,” the ZYF and ZSUM added.
The ZYF-ZSUM urge the Assam Rifles’ higher authority to issue proper, appropriate and necessary direction or instruction to the 10th Assam Rifles to issue public clarification regarding the misdeed committed and infringed upon the liberty of student leaders and innocent public. The matter will be highlighted to the Central Govt for taking up necessary action against the Commandant and the Major of the 10th Assam Rifles, they warned.
ZYF-ZSUM also advised the Assam Rifles to prevail reasoning ability so that such incident of harassment meted out to student leader and the innocent civilian does not recur in future.

IMPHAL, December 27: The Maoist Communist Party in a release by its publicity secretary Nonglen Meitei while applauding the meira paibi of Nongren area for rescuing the students who were threatened and molested by some individuals while on their way to join Christmas at Kalika Chingol mentions that the involved individuals will not be spared.

The release mentioned that they may have been given a sentence by the State authorities but there is another sentence awaiting them from the Maoist as they crossed the line by perpetrating such an act during the times of unrest, it said.

The Maoist applauds the decision to observe a single day for carrying out strike and to keep the pressure by taking out democratic form of protests and in the interest of the general public. It is the right decision and the Party appreciates all involved in making the decision, it said.

The decision points that there are many rational thinkers who acts and decides for the interest of the communities and yet there are many also who are trying to polarize the communities for their own selfish interests. But in the overall scenario, the public has also acknowledged the truth and that a communal divide cannot be created amongst the communities by the endeavors of some individuals or organizations.

But it is unfortunate that a particular electronic media acted without any ethical sensibility and it seemed that a provocation for bring out a communal tension was propagated. The example was that the electronic media did not carry the news development involving the decision to call off the general strike from December 23, it came to the knowledge of the Maoist that the issue was tried to be manipulated by the particular electronic media.

The matter was communicated to the establishment but even then, the news was not carried, the matter will not be easily put aside there will be further investigation in the unethical manner of the media establishment, it said.

Further, the Maoist supports the democratic movement to bring to justice the involved culprit  namely Livingstone of the NSCN (IM), the statement concluded.

NEW DELHI, December 27 (Agencies): Diesel prices may have to be raised by Rs 10 per litre over the next one year, and kerosene rates by same quantum over the next two years, if government accepts recommendations of Vijay Kelkar Committee.

The committee, which was appointed by Finance Ministry to formulate the fiscal consolidation roadmap, had in its report suggested raising diesel and kerosene rates to cut the Rs 1,63,000 crore fuel subsidy bill.

An Oil Ministry spokesperson said the report of the panel was with the government and no view on raising diesel or kerosene prices has been taken yet.

The ministry, he said, has “not moved any proposal or considering any increase” in rates at this point of time.

The Kelkar Committee had recommended that diesel prices should be raised in staggered manner over one year period to wipe out Rs 9.28 per litre loss on fuel sale. On kerosene, it had suggested raising rates by Rs 10 per litre over two-years.

Price of diesel, which currently costs Rs 47.15 per litre in Delhi, was last revised on September 14 when it was hiked by a steep Rs 5.63 per litre. Kerosene rates have not changed since June last year and costs Rs 14.79 per litre in Delhi.

“There is a need to rationalise prices. The losses have reached an unsustainable levels,” a ministry official said.

Oil firms currently lose Rs 30.93 per litre on kerosene.

Price hike along with promoting the use of LPG and natural gas will help cut kerosene consumption by 20 per cent, he said.

While government is likely to raise soon the number of subsidised cooking gas (LPG) from 6 to 9 cylinder of 14.2-kg per household annually, the ministry wanted to have just two rates for the fuel — a subsidised price and a market rate, instead of four rates presently, he said.

Subsidised LPG costs Rs 410.50 per 14.2-kg cylinder and any household requirement beyond current cap of 6 cylinders is to be bought at near market price of Rs 895.50 per bottle. For non-domestic use, a 14.2-kg LPG cylinder costs Rs 1,156 while a 19-kg cylinder for commercial use is priced at Rs 1,619.

NEW DELHI, December 27 (agencies): A 42-year-old woman was sedated and raped allegedly by three men in Uttar Pradesh who then dumped her in south-east Delhi, police said on Thursday.

The fresh case comes close on the heels of a 23-year-old girl being gang-raped in a moving bus in south Delhi on December 16.

Police claimed that the woman, who hails from Jaipur, was raped somewhere in Vrindavan and then dumped in south-east Delhi`s Kalkaji area on Wednesday night.

The incident came to light around 9.15 pm when a passerby saw the woman lying on a road and called the police.

The victim had gone to Vrindavan on December 22 and was returning home yesterday.

She met Verma (the accused) there and he accompanied her in a car to her hometown. On the way, Verma`s two friends joined them.

“She told us that she was gagged, sedated and raped by the trio. They took turns to rape her. A medical examination has confirmed rape,” a senior police official said.

Police said she was conscious and taken to AIIMS where she is undergoing treatment.

A case of gang-rape under section 376(G) has been registered.

One of the accused identified as Dilip Verma has been detained.

Delhi Police spokesperson Rajan Bhagat said Verma was picked up from Agra and he is being brought to Delhi for interrogation. He claimed that he knows the victim for five years.

Three teams have been formed and are raiding several places to catch the other two accused.

A senior police official said it is claimed that the woman had earlier tried to get a rape case registered in Agra but after investigations, police did not file any case as they found the allegations to be false.
