IMPHAL, Dec 27: Actiman Pseudo Ephedrine capsules worth around 50 lakh in the international market were burned to ashes in front of Chandel police station today at around 3 pm. The Pseudo Ephedrine capsules numbering 14,970 strips were disposed of according to an order of the CJM Chandel. The disposed Pseudo Ephedrine capsules were seized under FIR No 7(4) 2012 CDL PS u/s 21-22-27A of NDPS Act and 13(B) DC Act. The band drugs were disposed in the presence of SP in charge of Chandel and CO of 8th MR, Firoz Khan, SDPO, Lunkhomang Khongsai, Inspector CAR, Kh Birchandra, OC, SM Hussain Ahamad and Meira paibi representatives.

IMPHAL, Dec 27: The Tangkhul Katamnao Long Imphal (TKLI) has extended its gratitude while appreciating the Film Forum Manipur (FFM) and Manipur Shumang Leela Council for suspending the bandh in connection with the Chandel outrage on December 18.

According to a release of TKLI, “The TKLI would like to extend its sincere gratitude to all those who have extended financial support and all kinds of support towards the people in the relief camp at Tangkhul Avenue Hall, Nagaram Hall and Berean Lodge, Dewlahland especially to MLA Preshaw Shimray, MLA N Biren Singh, MLA Victor Keishing, John Raleng Chairman ADC Ukhrul, MLA Samuel Risom, Tangkhul Avenue Village Authority, Nagaram Village authority, Youth Club of Nagaram and Tangkhul Avenue and Women Society of Tangkhul Avenue and Nagaram, SDPO Ukhrul and OC Ukhrul. During the bandh over 3500 people from Ukhrul were stranded.”

“They were escorted upto Ukhrul headquarter. Despite mental torture and other inconveniences during this festive Christmas season timely intervention of MLA Preshaw Shimray have convinced the people`s anguish from being trapped into the communal situation,” it further said.

“This office also shares the pain and sufferings of the injured persons who are still in the hospital,” it added.

Manipur is no stranger to the spectacle of bands for days on end. Not a year goes by without one major bandh or a series of protests playing it out on the roads and highways. Though the degree does vary, it goes without saying that bandhs and their ilk disrupts the lives of people by curtailing their movement and in the process, their access to health care, food and livelihood. Yet, bandhs are considered as a means of registering protest and are fairly common in the state. Called by various civil society groups or associations of people who feel they have been aggrieved, bandhs do not really lead to solutions to the issue at hand but can well contribute to making matters at hand, more worse than they started out with.

The imposition of the indefinite bandh in the valley districts of the state following protests over the December 18 incident at Chandel where actor Momoko was assaulted and two artistes fired upon stands as a prime example of something that could have worked to ensure that justice is served in each and every case that has got to do with the safety and dignity of women. Unfortunately, the cause for women got derailed in the greater mischief that was unleashed by the emotional outbursts of certain individuals who instead of focusing on the act of an individual found it more important to highlight the community he belonged to. That the accused in the Chandel incident belongs to the NSCN (IM), an armed group now engaging in talks with the central government led to the protest overshadowing everything else. Putting the spotlight on the brutal assault on the actor at a time when there is a debate all over the country on the matter of a woman’s safety in public spaces following the Delhi rape case, would have been a logical course of action. Instead, we saw a movement that was violent and lost steam with mischief mongers adding more fire on the streets. Doctors and para medical staff, press and other essential services were all caught up in acts of immaturity. Young boys, not necessarily aware or serious about gender justice, played tough and confronted people going about their duties with rude behavior. With the report of an alleged attempt to molest a young girl and robbing people under the guise of supporting the bandh coming in, it is indeed a matter of great shame and irony that another similar case of molestation would happen on the sidelines.

If we think and believe that gender violence is something that comes in from the outside on “our own” and meted out by “them”, it would be the greatest folly. A turn back of media reports for this year will give the tell tale of even male family members resorting to physical assaults, molestation and rapes. It is becoming increasingly clear that the rise in gender related crimes, including domestic violence comes from a position of power and of knowing that one can get away with it.  The lack of a pro-active police and a legal system that is yet to wake up the need for gender justice gives perpetuators the ‘confidence’ to do what they do. The strong hold of patriarchal values and belief systems also mean that in every occasion of gender violence, society tends to question what the girl was wearing, who she was with and what was she doing. And then of course, one looks into the identity of the girl: whether she is from the minority community or the majority community. Gender violence within a marriage in our society is rarely discussed and when done, is confined to blame giving to the woman. Only a tough legal protection and their effective implementation can halt the rate and manner of gender violence as it exists today.

Bramhane, the then Income Tax Inspector, Balaghat(Madhya Pradesh) and sentenced him to undergo three years Rigorous Imprisonment with a fine of Rs.8,50,000/- U/s 13 (2) r/w 13(1)(e) of PC Act, 1988. The Judge has also ordered that if the accused fails to deposit the fine amount of Rs.8,50,000/-, an amount of Rs.8,09,360/- would be recovered by confiscation of bank balance. Further, the remaining fine amount i.e. Rs.40,640/- would be recovered after the attachment & sale of property of accused, situated at Raipur (Chhatisgarh).
After conducting an investigation, CBI filed charge sheet before the Court of Special Judge, CBI Cases, Jabalpur on 31/08/2009 U/s 13(2) r/w (1)(e) P.C. Act. 1988, alleging that during the period 01.01.2001 to 12.11.2008, Yuvraj B. Bramhane, working as Senior Tax Assistant & Income Tax Inspector at Raipur & Balaghat was found in the possession of assets to the tune of Rs.9.69 Lakh(approx.) which was disproportionate to his known sources of Income.
In another case, the Special Judge for CBI Cases, Chennai convicted Dilip Singh Bhonsle, an official of Archaeological Survey of India in a disproportionate assets case and sentenced him to undergo two years Rigorous Imprisonment with total fine of Rs.30,000/-
A case was registered on 30.05.2007 against V Dilip Singh Bhonsle, Conversion Assistant Grade-II, Archaeological survey of India, Mamalapuram Sub Circle, Kancheepuram District on the allegation that during the period 2000–2007, he had acquired assets disproportionate to his known source of income. . “In preparing the document that is before you, we were guided by the directions given by the N.D.C when it considered the Approach Paper over a year ago. We have also engaged in wide ranging consultations with the State Governments, both individually through the process of annual plan discussions, and also in groups through regional meetings. I thank all Chief Ministers and State delegations for the time they spent in these consultations and input they gave us.
. We have also consulted with many other stakeholders, including a very large number of civil society organizations.
. Plan discussions often tend to focus on Plan programmes, their funding arrangements and their performance in terms of expenditure. These are indeed important issues, but the end result we want must be seen in terms of the impact of these programmes on the ground. Both the Centre and the States must therefore subject programmes to a vigorous performance audit.
. More broadly, the outcome we want in terms of improving the living standards of the aam aadmi depends not on plan programmes alone, but on the performance of the economy as a whole, in terms of the pace of economic growth, its sectoral composition, the pace of employment generation, and the spread of income earning opportunities across different categories of the population and regions.
. These outcomes depend on what happens to investment and also the productivity of investment. Public sector investment is about 25 percent of total investment in the economy. The other 75 percent consists of private investment which covers the household sector, including small firms and farms, and also investment by the private corporate sector. It follows that both the Centre and the States need to focus on policies that will promote these different components of investment, and also increase their efficiency.
. In analysing policy options we have distinguished areas of policy intervention that are largely in the hands of the Centre and those that are largely in the hands of the States. We find that much of what needs to be done has to be done at the State level. We also find that many States are taking innovative steps in several areas, which is why growth over the past ten years has been high and also regionally well dispersed. We need to spread knowledge of best practice wherever we find it.
. The Twelfth Plan does not present a single growth projection. Instead, it recognises that growth outcomes will depend upon the extent to which we are able to take the difficult decisions needed to generate inclusive growth. In this context, the Plan identifies an aspirational Scenario 1 of “strong inclusive growth”, in which the economy is projected to grow at about 8.2 percent per year based on successful policy interventions at multiple leverage points which will generate virtuous circles
.. Scenario 2 is one where policies move in the right direction, but are not fully implemented: in this case, growth will be limited to between 6 and 6.5 percent with correspondingly lower progress on inclusiveness. The Plan also refers to a third Scenario which is described as “Policy Logjam”. This is the Scenario where there is very little progress on the different decisions identified. In this case, growth will be stuck between 5 and 5.5 percent. The Plan document emphasises that Scenario 1 is the only scenario that will meet the aspirations of the people.
. There is need to modify Scenario 1 in the light of two recent developments. First, the estimates of growth in 2012-13 presented by the Finance Ministry to Parliament a few days ago have been revised downwards to between 5.7 and 5.9 percent. Second, the latest assessment about global economic prospects released by the UN a few days ago suggests that the global economy will be significantly weaker in 2012 and also in 2013 than was projected earlier. In view of these developments, the growth rate associated with Scenario 1 could be scaled down to 8 percent.

MNS:- Following are the Prime Minister, Dr. Manmohan Singh’s closing remarks at the 57TH meeting of National Development Council in New Delhi today:
“We have had a very full and long day of deliberations. I thank all Chief Ministers for complying with the electronically imposed time limit. Had they not complied with the limit, we would not have been able to accommodate 40 speaker seven in this long session.
I assure all Chief Ministers that we have taken note of the points raised by them, including those in the written speeches. All these points will be carefully considered by the Planning Commission.
Many of the points are broadly in conformity with what has been said in the Plan document. There are also some points which suggest a different emphasis.
A Plan is not a rigid blue print. It is a broad “directional” and “aspirational” document, which must allow for modification on the basis of experience. We will keep this in mind as we implement the Plan, and make improvements and modifications in consultation with the States as we go along.
The lowering of the growth target to 8 percent has been commented on by some CMs. Several CMs have recognized that this is only a realistic refection of the external constraints on growth.
Some CMs have asserted that they will aim for a higher growth rate. I welcome this determination to do better. Some states will indeed do better than the average, and I commend their effort.
Several Chief Ministers emphasized the importance of sectors such as Agriculture, Power, Other Infrastructure, Health, Education and Skill development. The Twelfth Five Year Plan document reflects these priorities.
Several CMs also focused on the need for special consideration for backward States, and also for backward areas within States. I fully share this concern. States with low-income levels already get more resources under the formula used by the Finance Commission, and also the Gadgil-Mukherjee formula, which is used by the Planning Commission to distribute Normal Central Assistance.
In addition, we have the modality of the Backward Regions Grant Fund (BRGF). Under the BRGF, a large number of Districts received special assistance in the Eleventh Plan. There are also State Specific Packages for Bihar, KBK Districts of Orissa, Bundelkhand Districts of MP& UP, and most recently West Bengal.
The Planning Commission is currently working on a restructured design of BRGF, which will come into effect from next year. We will try to reflect the concern of CMs by recognizing the special needs of the extremely backward areas. The restructured BRGF will provide substantial additional funds to make an impact.
Several Chief Ministers have drawn attention to the problem of fuel availability affecting power plants. This is indeed an urgent problem, which needs to be tackled. I am requesting the Planning Commission to make a quick review of the situation and submit a report to me within three weeks. I would request all CMs to write to the Deputy Chairman of the Planning Commission giving details of Plants, which they feel are adversely affected.
I was happy to hear of initiatives in solar energy in some States. I have asked the Planning Commission to review the innovative steps under consideration in various States to see how we can give greater momentum to this area.

KANGPOKPI, December 27: One loaded truck has been partially burnt while a second truck was completely burnt down near Senapati District Headquarter yesterday night at around 1:30 pm in the 72-hour bandh in all the ‘Naga areas’ by the United Naga Council (UNC). There is no report of any casualty. Senapati Police recovered the partially burnt truck and kept it in their custody.

Sahid Ali, 35, of Sanggaiyumpham, Thoubal District, the driver of the burnt down truck said, “We were very much aware of the UNC bandh and thought that we could cross the area before the bandh came into effect. Accordingly we reach here at around 11 pm.”

He further said that one Maruti 800 bearing no registration number overtook the trucks and that unidentified persons got down from the car stopped the two trucks, dragging the drivers from the trucks. Later they took the two drivers to an unknown place and set about burning the vehicles, Sahid alleged.

Police sources suspect UNC bandh supporters in the incident. According to S.I. Th. Ngouni, 2nd Officer in-charge of Senapati Police Station, “When the incident of burning the vehicle was reported to the police, we immediately rushed to the spot along with the 109 Bn CRPF posted at District Council, Senapati. We are still investigating the incident.”

Following the UNC call for a 72 hour bandh in the hill districts of the state, business establishments remained shut while vehicles stayed off the roads in Senapati.

Meanwhile, a press conference was held at the office chamber of L Kailun, Inspector General Law and order today evening regarding the burning down of two FCI trucks at Vakha under Senapati district by suspected UNC bandh supporters.

Speaking to media persons at his office chamber, IG (law and order) said that the two FCI trucks were burnt down when they were parked at Vakha, about three and half kilometer before Senapati district head quarters on 27 December. The trucks has crossed the Mao gate before 10 pm of 26 December he said. He further said that it is not known as to why the two trucks did not come along with the convoy sent for escorting oil tankers and other vehicles from Dimapur on 26. “It is not clear why the two trucks did not straight away go on further from Mao for if they done so, they might have been able to reach Kangpokpi by midnight. If they two trucks had crossed the Kangpopki area, then the incident might have been avoided,” said L Kailun.

He further said that the drivers and handymen have been detained by the Senapati police for questioning and said that trucks were transporting FCI rice under an agent who happens to be the son of Woda Joran, a TNC candidate in the last general election from the Mao assembly constituency. Further, the trucks bearing registration number JH-02L / 9395 and belongs to one Md Rijajuddin of Lilong Makha while the second vehicle bearing registration number WB 59A / 4413 belongs to Md Rijuwan, also of Lilong Makha Leikai.
