Imphal, Feb 1 : A Fact Finding Team of Manipur Station Commission for Women met an alleged rape victim of Kakching and her parents. Police raided the resident of the culprits and they were found absconding.
The fact-finding team was led by Pitiswori Hodam, member of Manipur State Commission for Women along with its Member Secretary, S. Meghachandra. Pitiswori took the statement of the girl separately and assured to the victim and the family members for justice. “The victim is minor and it is the matter of kidnapping and raping a minor. The rapist, the parents and others involved in the crime will not be spared,” said Pitiswori.
A 17 year old student of class 11, studying at Shillong was allegedly kidnapped by a man from Charangpat Mamang Leikai, Thoubal district with the help of three men in a red Maruti van. She was allegedly raped inside the vehicle and forced her to accept as eloped with her consent by the family members of the rapist. A case of kidnapping, seducing and raping a minor girl is registered at Kakching police station under 366/376/342/34 of IPC and 3(1)(XII) of SC/ST Prevention of Atrocity Act 1989 on January 30.
The victim said “The allegation level against me and my parents saying that it was elopement with my consent and my father is baseless. I want the rapist, his parents and other people involved in the crime be booked and punished,”.
Early today, a delegation also met the SDPO of the Kakching Police, A. G. Sharma to enquire about the actions taken by the police. According to the police, an attempt to arrest the culprits was taken and the culprits are absconding. Sharma assured the delegation that the culprits will be arrested soon and they will be brought before the law of the land.
NNN adds the State Platform of Disabled People’s Organisation Manipur (SPDPO) has urged upon Manipur Government to take prompt action against culprits of rape cases to deliver justice to the victims and their families.
SPDPO has claimed that some rape victims have been infected with HIV which adds woes to the victims and their families as well.
On Friday, SPDPO submitted a memorandum to the Chief Minister drawing his attention with regard to several rape cases committed against differently-abled girls in the state, urging the Chief Minister to take appropriate action to deliver justice to the rape victims and their families, Jaswanta Sapam, president, SPDPO told a press conference at the Manipur Press Club here.
A 13-year-old physically challenged girl from Hayel Labuk Idiga village in Thoubal district was allegedly raped on January 19, 2013 by one Md Kora aged 70, a resident of Waithou
Sangomsang village in the district, he said, adding the victim’s family had lodged a complaint to the village authority and an FIR case was also filed at Thoubal Police Station on January 20 regarding the incident.
However, no concrete action had been taken in connection with the case by the police till date and the police were hesitant to arrest the accused Kora, he said.On July 4, 2009, a 22-year-old disbaled woman, a resident of Itam Nungoi Mayai Leikai in Imphal East, was allegedly sexually assaulted by her own grandfather named Takhellambam Tomba aged 67.
Again in November 2, 2011, a 12-year-old disabled girl was allegedly raped by one Thokchom Boge aged 30 at Khurai Kongpal Laishram Leikai.Drawing the attention of the Government, the SPDPO president claimed that some of the rape victims had been infected with HIV adding woes both to the victims and the families.He threatened to launch agitation in the event of failure of the Government to take immediate action to punish the culprits of the rape cases.

The Indian Coast Guard will be celebrating its 36th Anniversary on 1st February, 2013. Since its inception, the service has grown into a multi-faceted and vibrant force, maintaining round the clock vigil in the Maritime Zones of India, by deploying its multi-role ships and aircraft.
Beginning with a modest inventory of two frigates seconded from the Indian Navy and five boats from the Customs Department , the service today has attained a force level of 77 ships and 56 aircraft. During the past year, one Pollution Control Vessel, six Inshore Patrol Vessels, four Air Cushion Vessels and two Interceptor Boats have been inducted. In addition to the establishment of a Regional Headquarter (NE) and activation of eight CG Stations, activation / commissioning of three CG Stations has been planned in early 2013.
The Indian Coast Guard today is on the path of rapid expansion, with a large number of state-of-the-art ships, boats and aircraft under construction at various shipyards/ Public Sector units (PSUs), and a Coast Guard Academy to be established in the near future. The Coast Guard organizational structure will have five Regional Headquarters, 12 District Headquarters, 42 Stations and 15 Air Units functioning all along the Indian coast.
On the manpower front, the service has initiated several measures to augment its manpower by introduction of Short Service Appointment (SSA) for women officers in General Duty and General Duty (CPL holders) branches, departmental promotions of outstanding Subordinate Officers and conduct of special recruitments drives.
An average of 20 ships and 8-10 aircraft are tasked daily, to keep the vast Exclusive Economic Zone (EEZ) and coastline under constant surveillance. The Indian Coast Guard has also set up the Coastal Surveillance Network (CSN), that comprise of network of coastal surveillance radars and electro optic sensors at 46 remote sites, including 36 on the main land, six in Lakshadweep Islands and four in Andaman and Nicobar Islands.
Regular community interaction programmes are being conducted by Indian Coast Guard in the fishing villages all along the coast. These programmes are aimed at sensitizing the fishing community on the prevailing security situation and to develop them to be the ‘eyes and ears’ for intelligence gathering. In addition, during the past year, the Indian Coast Guard conducted 20 coastal security exercises and 21 coastal security operations.
Maritime Search and Rescue in the Indian Search and Rescue Region is undertaken by the Indian Coast Guard round the clock. Untiring efforts under difficult conditions have resulted in saving of 204 lives in the last year. A total of 30 medical evacuations at sea were also undertaken by the ICG during this period.
The Indian Coast Guard has carved a niche for itself at the International level and is today
recognized as the leaders in the region. Institutionalized visits as per Memorandum of Cooperation/Understanding are being conducted regularly. The 12th Indo-Japan Coast Guard High Level Meeting was held in January 2013 at Tokyo, Japan. The 8th Heads of Asian Coast Guard Meeting was held at New Delhi in October 2012. It was of great significance. Since this meeting was held for the first time in India. In addition, Indo-Pak Joint Working Group Meeting was at New Delhi held in July 20 12, for the first time.
The Indian Coast Guard has been expanding and is witnessing all around development, in both capacity and capability. State-of-the-art ships and aircraft manned by competent and professional officers and men take pride in serving the Nation and protecting our maritime domain. The theme of the Indian Coast Guard for the year 2013 is ‘Focused on Maritime Safety and Security’, which aptly reflects the commitment and resolve of the service, and is in tune with its motto ‘Vayam Rakshamah’ meaning ‘We Protect’.(PIB Feature).

Big projects are not feasible as we can not afford to waste other resources and land. Even if we hate our neighbour China fo many reasons we are thankful to the great nation for illegally supplying cheap power sources like battery, recharegeable lamps etc. Sale of candle have climbed down in Manipur after the heavy import of the illegal alternate source. The government of India should seriously start working on this line. The solar panels issued through some agencies in the state adorn residences of government officials while it is doubted if the beneficiaries include the common masses forget about the poor. Energy has become a global concern and hence the government should ensure that people have easy access to the schemes to provide alternative source of energy. Inverter and other products in our country are costly compared to products coming from neighbouring countries. Researchers at Rochester Institute of Technology, international semiconductor consortium SEMATECH and Texas State University have suggested that use of new methods and materials for building integrated circuits can reduce power—extending battery life to 10 times longer for mobile applications compared to conventional
transistors.The key to the breakthrough is a tunneling field effect transistor. Transistors are switches that control the movement of electrons through material to conduct the electrical currents needed to run circuits.Unlike standard transistors, which are like driving a car over a hill, the tunneling field effect transistor is more like tunneling through a hill, said Sean Rommel, associate professor of electrical and microelectronic engineering.“The tunneling field effect transistors have not yet demonstrated a sufficiently large drive current to make it a practical replacement for current transistor technology,” Rommel
sserted, “but this work conclusively established the largest tunneling current ever experimentally demonstrated, answering a key question about the viability of tunneling field effect transistor technology.”Such methods can be used in our energy starved state . Whatever the government takes up we have to ensure that people get the benefit.

Aam Aadmi Party for real or just the name?

The news of establishing a new political party in our state whose vision states “a dream of an equal and just society where every man, woman and child has the right and privilege to lead a fulfilling and nurturing life, free from all kinds of oppression” reminds me of the lengthiest constitution in the world. Its directive principles and the frame work for all the citizens’ rights starting form the first citizen to the aam aadmi as a whole. And a system that follows a written constitution that govern, protect its citizens for their welfare and development. As our nation celebrates 64th Republic Day those words written in the golden book is a distant reality for many Indian and has been “work in progress” never fully executed till date.

On the contrary our society is governed by the bureaucrats’ politicians and men’s with weopon. News of sexual harassment, graft, and scam along with anti social elements flexing their muscle is a daily phenomenon across the length & breadth of the country. It would be my wildest dream to see a new India free from corruptions and crimes against women. And, on this very topic, how many political party & politicians has promised to fight corruption and actually bring all the corrupt to justice. I wonder how the general public would react to such newly formed political parties and embrace with both hands. Beside the politician & political parties in our states is for the riches. The recently concluded state election and panchayat election is the proof that- aam aadmi wants the yellow and red notes rather than the politician or the political party itself. This trend has been in the blood of the people of our state for ages, as they knew that only the corrupt and power hungry people took center stage for changes and developmental promises. Looking at our timeline and the history of the state in the last five decade since independence it is a matter of shame that we do not have a single influential political leader to guide and lead us to development and prosperity.

If those pre election promises were fulfilled by the candidates and ruling party as such, people would have admired them as their leader who is reliable for development and good governance. The launching of Aam Aadmi Party in Manipur and the whole of North East is a wel-come change of ideas and option for the citizens of this region who really believe in the democracy and development in the society. The question to be asked is how many citizens are there in Manipur who is ready to cast their vote, free from influence and greed of money. The up coming Nagaland election could well be an eye opener for the general public to try the new, rather than favoring the old and inefficient political parties in the region.

AAP further states that every civilization reaches a plimsoll line of tolerance. And this is their line. India’s common man has had enough of oppression, inequality, injustice and unkept promises. For the last 2 years the anti corruption movement has galvanized the country from end to end into one common voice – a voice that is demanding a complete rehaul in the way political parties and their leaders function” as quoted in their web site aamaadmiparty.org. Its is only too be seen in days to come to find out if Aam Aadmi Party really care for the Aam Janata or just another political party gone with the winds.

JIRIBAM, February 1: Unidentified persons lobbed a hand grenade near a PHED Water Treatment Plant (reservoir) located inside the newly constructed Sericulture Dept compound, Bidyanagar, Jiripam Sub Division late last night around 9:30pm.

The assailants fled from the scene after lobbing the grenade near the workshed where workers of the water Treatment Plant were staying.

Bomb expert of the Jiri Police Cdo and 22 AR arrived at the spot and exploded the bomb at a safe place this evening around 2:47 pm.

There is no confirmation about the reason behind the attack.

IMPHAL, Feb 1: A group of local youths found a dead body this morning 11:30am at Khurai Sajor leikai Awang Loubuk. The youths had gone fishing and found the dead body while trying to lift out a chunk of floating biomass. The dead body was later identified to be that of one Oinam Goroba (35) son of O madan of Kongpal Chingangbam Leikai.

Sources said, he had been missing since December 10, 2013 after he left home for a musical concert. Porompat police has taken up a case on the incident and the dead body has been handed over to the family after post mortem was conducted at the JNIMS morgue.

IMPHAL, Feb 1: The District Transport Officer, Imphal West has notified that valid insurance certificate is mandatory according to the Central Motor Vehicle Rule 1989 Act 1988 during application for vehicles registration number.

Mechanical Propelled Vehicles should posses valid insurance certificates, it said.

Driving vehicles without a valid insurance certificate is a violation of the Central Motor Vehicles Act/Rules, the statement further said.

Vehicles owners are also informed to carry along all the documents i.e. valid registration certificate, valid licence, valid insurance certificate, valid pollution certificate, valid fitness certificate while driving their vehicles, the statement said.

The maximum speed limit of Motor cycle (two wheelers) is 50 kilometres per hour, medium or heavy passenger vehicles should not cross the speed limit of 40 km per hour and the maximum speed limit for heavy or medium goods carrying vehicles is 40 km per hour, it added.

The intake capacity for the training is 260 and all the persons of all districts willing to undergo the training can apply for the training. As small as the state is, there is no dearth of issues or conflicts in opinions cropping up resulting in undesired stalemates, and topped with the inability of the concerned  authority to react in a desired and fast manner; everything look sluggish in the state today. The issue over the implementation of the Right to Education Act in the state has caught both the attention and imagination of the people at the moment; however, we cannot take the sorry state of affairs of the two Fast Track Courts lightly on any counts. The two courts were set up on December 31, 2001 following a recommendation of the Eleventh Finance Commission for a five year period. According to the website of the Department of Justice, Government of India, the Finance Commission had recommended a scheme for the creation of altogether 1734 Fast Track Courts in the country. Funds were released directly to the state government for the establishment of the courts by the Centre with the state governments given the sole responsibility of establishing the courts in consultation with the concerned High Courts. The original term of the scheme had ended on March 31, 2005; however the Supreme Court had directed the Centre to continue with the Fast Track Courts.

The IFP had reported that both the fast track courts in the state have been reduced to almost an inconspicuous and defunct state with their own sets of problems which defeat the real objective of establishing the said courts to dispose long and pending back logged cases. Advocates had reasoned out that the general public seem to be unaware of the very existence of the two Fast Track courts which had been there since the past 11 years. This shows the dismal condition of not only the two courts but also of the whole administration in the state. The establishment of the Fast Track Court in the first place was for the people to benefit from it by getting fast and reliable justice. If one is to believe the advocates’ reasoning that the general public who are the actual beneficiaries of setting up of such systems have been largely ignorant of the issue, even to the extent of not knowing about the very existence of such courts then there is a major shortcoming on the part of the state. Leaving aside the other issues docking the two courts including the vacant post of the presiding officer in one of the two and the non-payment of 11 months salaries for the staffs of the other for a few second, the authorities need some serious consideration on the issue that the people are unaware of the very existence of the courts. The three pillars of the Indian Democracy- the Judiciary, the Executive and the Legislative are related to each other outlined by the doctrine of separation of powers and each have well defined sets of responsibility and powers. All three have their importance and neglecting the judiciary would not serve any purpose for the state and its people. The Judiciary is an important part of our system as it interprets the law of the land and acts as the interpreter of the provisions of the Constitution. The popularity of the Fast Track Court has been on the rise ever since the recent Delhi gang rape case and the Centre has been advocating for the establishment of such courts in the backdrop of the case. The government should ensure that it is not neglected and the needed exposure provided so as to ensure that the main objective of establishing such Fast Track Courts are realized.

About Rhythms of Manipur

Rhythms of Manipur, founded in 1985, is a rare Manipuri performing group specializing in traditional as well as in fusion arts. An important centre for Manipuri dance and music, over the last twenty six years it has undertaken extensive concert tours and research to revive rare performing art forms of the region. So far the group successfully performed at Kolkata, Guwahati, Mysore, Bhopal, Shillong, Kohima, New Delhi and other places in connection with important festivals.

The group also scored the music of various ballets, plays, films – mention may be made of the Engallei Ballet of Manipuri, Jagoi Marup, which bagged the best production award at the 3rd National Ballet Festival 1992, the childrens film ‘Paari’ produced by the Children Film Society and directed by celebrated film maker Aribam Syam Sharma – Paari, featured in many international film festivals in 2000.

The group was actively involved in the first Bharat Rang Mahotsav organized by the National School of Drama in 1999, and in other national theatre festivals held at Bangalore, Kolkota and Kochi. In 2002, it performed Moirang Sai Opera at the Brahmaputra river as part of the fifty-year’s celebration of Ford Foundation in India. Its fusion music production, Journey, based on the tunes and rhythms of four north eastern states produced by the Doordarshan (National Television), Imphal was judged as the Best Entry in the Music Category in the 10th National Doordarshan Annual Award 2009-2010.

The group members have performed with Tal Kravitz, celebrated Israeli musician, in an event organized by the Indian Council for Cultural Relations and Embassy of Israel in 2010. In January 2012, at the 14th Bharat Rang Mahotsav organized by National School of Drama, the Rhythms of Manipur’s newest production – Operetta Loika Loikum – was performed. The Rhythms of Manipur has been supported by the Ministry of Culture, Government of India, since 1994.

Manipur,IMPHAL, Feb 1: The District Transport Officer, Imphal West has notified that valid insurance certificate is mandatory according to the Central Motor Vehicle Rule 1989 Act 1988 during application for vehicles registration number.

Mechanical Propelled Vehicles should posses valid insurance certificates, it said.

Driving vehicles without a valid insurance certificate is a violation of the Central Motor Vehicles Act/Rules, the statement further said.

Vehicles owners are also informed to carry along all the documents i.e. valid registration certificate, valid licence, valid insurance certificate, valid pollution certificate, valid fitness certificate while driving their vehicles, the statement said.

The maximum speed limit of Motor cycle (two wheelers) is 50 kilometres per hour, medium or heavy passenger vehicles should not cross the speed limit of 40 km per hour and the maximum speed limit for heavy or medium goods carrying vehicles is 40 km per hour, it added.

IMPHAL,Manipur, Feb 1: The Imphal East District magistrate has clamped CrPC 144 in the areas covered under the jurisdiction of the Imphal East district from January 28 to February 27.

Under the order, the assembly of five or more persons which is likely to turn unlawful in the area is prohibited and carrying of sticks, firearms and weapons of any other description or objects which can be used as offensive weapons within the said area is prohibited.

Persons who want to take out procession, public meeting, rally etc within the said area may apply to the deputy commissioner for permission and they will not take out procession, meeting etc. until the permission is obtained by them, the order said.

Manipur,IMPHAL, February 1: The 9th death anniversary day observation of Ema Kombi was held today at the office complex of the Poirei Leimarol Meira Paibi Apunba Manipur (PLMPAM) at Keishamthong today late in the morning during the anniversary day celebration.  Floral tribute were also paid to the portrait of the late Meira Paibis leader by various representatives of different civil society organization of the state and Meira Paibi groups.

The death anniversary day observation was attended by the father of social worker Th Iboyaima , President (PLMPAM) L Memchoubi and president (MEPWAK) P. Ibenungshi as the chief guest, president and guest of honour of the observation day function

Give a key note address at the observation,  day function General Secretary (PLPMAM) Landhoni said that the day was being observed with a social service drive of cleaning up the main Imphal markets.

She further said that (PLMPAM) was formed in the year 1985 on 25 August under the leadership of Ima Kombi at Thangmeiband Kabrabam Leikai and spread awareness for the rights of the people of the state in every corner of the state. Before the formation of (PLMPAM) Ema Kombi was an active member of the All Manipur Women Social Reformation and Development Samaj in 1980 and she raised her voice against the security personal and in the social issue of the state, she said.

Speaking at the function, the President of the All Manipur United Club Organization, K T Rahaman said that Ema Kombi was an inspiration for people belonging to the Backward state of  Manipur.  “She raised her voice for the better cause of the society and stood against the security forces,” he added.

Phulendro Konsam, President Committee on Human Right Alert (COHER) said that the role of the Ema of the state is critical in the context of the armed conflict.

Giving a chief guest speech of the day foundation Father of Social Worker Th Iboyaima said that today`s observation was incomplete since there was no memorial place where a proper tribute could be given.
