A Colonel-rank Defence PRO in Manipur and five others arrested for allegedly transporting illicit drugs estimated at over Rs 24 crore for smuggling to Myanmar were on Monday remanded to police custody till March 8. Chennai, Feb. 24 (ANI): Former Supreme Court judge Justice (retired) K. T. Thomas, who had awarded the death penalty to Rajiv Gandhi’s assassins in 1999, on Sunday said it will be unconstitutional to hang them now after they had spent such a long period of time in prison.
Urging President Pranab Mukherjee to review their mercy petitions, Thomas said: ” Since the three convicts (Murugan, Santhan and Perarivalan) have already spent 22 years in prison, hanging them now would amount to punishing them twice for the same crime.
The President should reconsider this (mercy petition), because as of now, the three have undergone a punishment more than the term of life imprisonment.” He also stated that the judgment itself had errors, as it did not consider the antecedents nature and character of the accused.
A three-member Supreme Court bench comprising Justice D. P. Wadwah, Justice S. S. M. Quadri and presided over by Justice Thomas had awarded death punishment to Murugan, Santhan, Perarivalan and Murugan’s wife Nalini in 1999 for killing the former Prime Minister. Nalini’s death penalty was commuted to life imprisonment in April 2000.

Imphal, Feb 24 : The Sr Publicity officer of UNLF, Ksh Yoihenba today said the government which is trying desperately every possible way to undermine UNLF Chairman Sanayaima and 14 other cadres including two Central Committee members to negotiating terms like the other insurgent groups of the region which GOI could ensnare in their peace talk trap; is at a loss at the rock solid firmness with which UNLF Chairman and the cadres’ stand for sovereignty and independence of Manipur.
This time the Indian government allegedly misled the general public. The story reported on dated 20 Feb ’13, on some Guwahati based TV channels DY- 365, NETV, etc, and an Assamese daily “Asomia Protidin” that UNLF Chairman Sana Yaima @ Meghen has begun “peace talks” with representatives of India Government through Video Conference from Dispur is totally baseless, mischievous and misleading. Chairman Meghen and fourteen other cadres were taken to the Video Conference Studio located at the Secretariat complex at Dispur as the NIA produced two protected witnesses in a court in Delhi citing security reasons it was clarified. The statements of the witnesses were taken through video conference. All these NIA courts were stage managed by the government. It added that UNLF declared time and again that, its Chairman, and cadres are all freedom fighters; and can not be tried under any Indian law court, as UNLF is fighting to regain the right to national selfdetermination of the Manipuri peoples which India treacherously usurped.
Those TV Channels & newspapers which wrongly informed the public, besides creating confusion should make an apology in the larger interest of the media fraternity it was added.

IMPHAL, Feb 24 MNS NNN: Manipur police had detained an army colonel for transporting a huge amount of banned drugs worth Rs15 crore to the Myanmar side on Sunday.
Colonel Ajay Choudhury along with five others were transporting the banned drugs in three vehicles from Imphal towards the Myanmar side this morning when the Manipur police caught them and seized the drugs.
Altogether there were two Bolero jeeps and one Tata Safari. The Bolero jeep the army colonel was using has a flag-post which was leading the two other vehicles.
Reports said Col Ajay Choudhury, PRO of Defence Wing stationed at M-Sector in Imphal along with five others were heading towards the border town of Moreh in the Indo-Myanmar border when the Thoubal district police attached with Pallel police station in Chandel district signalled them to stop.
Colonel Ajay Choudhuri slowed down his vehicle and explained to the police about his identity and asked the driver to speed away.
The two tailing vehicles too sped away without paying any heed to police signal. Sensing some suspicion, the police in no time mounted their Gypsy vehicle and chased the three vehicles. After a good chased for about ten minutes, the police team managed to stopped them. The police checked the three vehicles and found the drugs in all the three vehicles.
In the first Bolero jeep where the army colonel was sitting, the police team found drugs packed in 2 huge bags, 5 carton boxes and one huge plastic bag. Six huge plastic bags and three carton boxes were found packed with the drugs in the second vehicle and in the third vehicle, i.e in the Tata Safari, 8 plastic bags, for travelling bags and one carton box were found loaded packed with the drugs.
The names of the seized drugs are cipla restifed, omkof, hilcold-t, polyfed-c and actidin.
Reports said all the six persons were detained first at the Pallel police station but handed them to Kakching police station, Thoubal district in the evening.
Reports said initially the army colonel was denying of carrying the drugs, according to a source. Ajay Choudhury had reportedly told the police that he was not aware of the goods. He thought they were the personnel goods of his travelling collegues. But it was not clear whether the army colonel had admitted of the wrong doing or not.
Meanwhile, the other five have been identified as one Ngairakpam Brojendro (40), s/o late Dyamendro of Singjamei Khong Kheidekpi, Imphal. He is reportedly an assistant manager of the Indigo airline based in Imphal. He was driving the first vehicle where the colonel was sitting.
The third person has been identified as one Haopu Haokip (28), s/o Hegin Haokip from Langol’s Game Village, Zone II, Imphal. The fourth one has been identified as Minthang Dongel (29) s/o Lupho Aobangel of New Checkon, Imphal. The next person has been identified as one Assan Rifle jawan R.K Babloo (25), s/o R.K Bijen of Porompat, Imphal and the last one is one Milan Haokip. s/o late Poukhokin Haokip of New Checkon, Imphal.
UNA reports that Col Ajay has confessed about his involvement with the smuggling of drugs along the Moreh route for over five times earlier.

Panic buying has started. Festive mood of spring season has been shattered. Moreover February and March are marriage season. Petroleum products will be the rarest item. But the season demands availability of petrol and diesel in huge quantity. Large numbers of vehicles are used in the Manipur style of marriage. The greatest festival of Manipuri “Yaoshang” is also knocking at the door. Wait and watch approach method though successful in the past in dealing with such form of agitation cannot be applied now. If such agitation is called during July or August it will not cause much problem. Because during autumn season no festival is conducted. This agitation is really untimed. The situation prevailing now calls for drastic action to bring the strikers to the negotiating table. State Government can summon Kuki leaders for holding threadbare discussion over the matter. They can be told boldly the demand can never be fulfilled. Because Manipur belongs to all communities. No piece of land can be carved out of our tiny state. If Nagas’ demand for amalgamation of all Naga inhabited areas cannot be met how can Kukis’ demand for separate homeland be given. Tell the agitationists to stop floating on the false dream. When the agitation called by a civil organisation to protest against the molestation of a film actor and ill-treatment meted to out other artistes who attempted to rescue the female actor turned ugly with all hell breaking loose, rebel organisation intervened and the situation was saved. That agitation exposed thoughtlessly called bandh threatens to tear even the social fabric. Even the scribes were attacked and their vehicles stoned. Who can advise the Kuki State Demand Committee to abandon the path they have adopted and switch over to other form of agitation? Agitation launched peacefully sends loud message. Irom Chanu Sharmila Chanu’s agitation “fast unto death agitation” rocked the mind set of those at the helms of affairs in Delhi. They are considering to find a way for softening the deadly and diabolic armed forces special powers act. The committee can single out some one among them to resort to peaceful agitation. That will be effective. Road blockade though it appears resounding success initially will end up without getting anything. The apex court had given a standing order to defy bandh or blockade on the national highway. Such form of agitation threatens to strangulate the most hapless people. The hand to mouth people will be the victim of the agitation. The rich people had already piled up all that will be required during the bandh period. Barrels filled with petrol and diesel too had been kept for use during the same period. Those who cannot buy even two or three litres of petrol will be seen standing forming long queue. The prices of other essential commodities will shoot up. Tighten the belt, gloomy days are ahead. Use petrol and diesel wisely and sensively. Eat little. It is sad we are going to land in a very ugly situation.
