MNS:- The Vice President of India, Shri M. Hamid Ansari has said that in India it is estimated that over 50,000 children are born with clubfoot every year making it an important factor of disability amongst our children. Delivering inaugural address at the “National Clubfoot Conference” organized to raise awareness on the prevalence of Clubfoot deformity here today, he has said that while clubfoot is easily identifiable and curable based on timely intervention; as a large number of children suffering from the disease are from the rural areas, they remain permanently disabled for want of access to timely cure and treatment.
He expressed his concern that it is estimated that in India there are more than 10 million persons with locomotor disabilities. Until two years ago, Polio was a major cause of disability. However, thanks to an effective anti-polio program, based on Government, NGO and international partnership, we have not had a single case of paralytic poliomyelitis for the last two years. With the eradication of Polio, it becomes logical to address the other causes of childhood disabilities; congenital clubfoot is one of them.
The Vice President said that until recently many children with clubfoot were treated surgically, which is not only an expensive but a less than fully satisfactory option due to relatively poor long-term results. Apparently, now a new method –The Ponseti Method- can correct the foot deformity in children in a more cost effective and efficient manner. Its relevance in low resource setting cannot be over estimated. The Ponseti method is now the standard of all National Clubfoot programs across the globe. It`s phenomenal success is attributable to a combination of sound scientific knowledge, applied in an integrated socio-medical environment using the already existing health care delivery system in many countries.
The Conference is expected to provide the doctors and experts from India and abroad an interactive platform to share experiences and update themselves on newer knowledge and techniques in the treatment of clubfoot disease.

This programme has been launched under the public- private partnership mode with several State Governments partnering CURE International India to make this option a reality for the needy patients. It is particularly heartening to know that a large number of poor and deprived patients are able to access this method of treatment. In a short span of 3 years the program has become the largest in the world with over 7000 children enrolled for free treatment in 18 states in India and more are being added.
One of the key components of clubfoot care is follow up, as this condition can recur as the child grows older. It is good that the clubfoot program in partnership with Government medical colleges and CURE International India is documenting all cases and closely following up all the children treated with clubfoot.

Direct Benefits Transfer: Timely and Quick Transfer to Beneficiaries

The Direct Benefits Transfer (DBT) scheme first found mention in the 2011-12 Union Budget speech, by the then Finance Minister, Pranab Mukherjee who had stated that the government plans to move towards direct transfer of cash subsidy for kerosene, Liquefied Petroleum Gas (LPG), and fertilizers. A task force headed by Nandan Nilekani was set up to work out the modalities of operationalising Direct Cash Transfer for these items. Later this task force submitted its report in February 2012.
The Government launched Direct Cash Transfer scheme on 1 January 2013 to transfer cash into bank accounts of beneficiaries across 20 districts in the country. The scheme has now been rechristened as Direct Benefits Transfer (DBT) and curtailed beneficiary districts to 20. It covers 7 welfare schemes instead of 20. At least two lakh beneficiaries are expected to benefit from DBT scheme immediately. Food, fertilisers, and fuel have been kept out of its purview for the present.
The National Food Security Bill, 2011, pending in Parliament, includes cash transfer and food coupons as possible alternative mechanisms to the Public Distribution System.
But it should be borne in mind that DBT is just been launched. There would be several lessons on the way as scheme expands and progress and is implemented in the entire country before 2014.
How does the Scheme Work? The money is directly transferred into bank accounts of beneficiaries having Aadhar cards. The Aadhaar number is a unique identification number that every resident of India (regardless of citizenship) is entitled to get after he/she furnishes demographic and biometric information.
LPG and kerosene subsidies, pension payments, scholarships and employment guarantee scheme payments as well as benefits under other government welfare programmes will be made directly to beneficiaries. The money can then be used to buy services from the market.
Already on a pilot basis Electronic Benefit Transfer has begun in Andhra Pradesh, Chhattisgarh, Punjab, Rajasthan, Tamil Nadu, West Bengal, Karnataka, Puducherry and Sikkim. The Government claims the results are encouraging.
Under the DBT each and every beneficiary has to establish his identity and eligibility many times by producing multiple documents for verification. The verification of such documents is done by multiple authorities. Interestingly an Aadhaar enabled bank account can be used by the beneficiary to receive multiple welfare payments as opposed to the one scheme, one bank approach, followed by a number of state governments.
A Game Changer
Government believes that the Direct Cash Transfer or Direct Benefits Transfer is likely to be a game-changer in more than one way.
The Centre releases as much as Rs 2, 00,000 crore as subsidies under various schemes for the targeted sections across the country. Therefore it is within its right to devise methods to reach beneficiaries the way it wants.
Firstly, the Direct Benefits Transfer (DBT) scheme is aimed at cutting the bloated subsidy bill of Rs.1, 64,000 crore. India’s budget deficit was 5.8 per cent of gross domestic product in the financial year ending 2012 March.
Secondly, unlike other welfare scheme launched so far by the Centre, DBT helps in timely and quick transfer to intended beneficiaries.
Thirdly, the transfer of direct cash into account of targeted beneficiary is a winning proposition for the recipients as it aims to eliminate middlemen in various government sponsored welfare schemes and subsidized food, fuel and fertiliser schemes. Take for instance, it’s estimated that public coffers can be richer by several crore yearly just by switching to cash handouts for LPG and kerosene, a proposed move that would also curb diversion of subsidised cylinders for commercial use and diesel adulteration with inexpensive kerosene. Bringing all subsidies under DBT’s ambit can be the major fiscal game-changer the economy needs very much.
Fourthly, the Direct Benefits Transfer scheme is likely to be simple and error free. On the basis of Aadhar cards money is deposited in beneficiaries’ accounts.
Fifthly indirect transfers are more prone to leakages than direct cash transfers. So, that is why the Central Government has put in a mechanism of direct cash transfer. According to Planning Commission the Public Distribution System has become so inefficient that 58 per cent of the subsidized grains do not reach targeted beneficiaries while one-third of it siphoned from the system.
Sixthly, the Aadhar based DBT helps eliminate duplicate cards and cards for non-existent persons or ghost beneficiaries often found in schemes such as the PDS and MNREGS.
Seventhly, with the actual transfer of cash taking place with the help of micro automated teller machines (ATMs) it would infuse financial inclusion on a greater scale in rural India. Quoting a World Bank Study the Reserve Bank of India last year in its annual report has said, in India only 35 per cent have formal accounts versus an average of 41 per cent in developing economies. With the implementation of DBT, it could fuel financial inclusion.
Eighthly, aided by Aadhar technology Direct Benefits Transfer will not be a mere welfare scheme but also the world’s largest experiment in administrative reform. It will revolutionise the delivery of welfare measures in world’s populous democracy.
DBT: Not a Magic Wand
Can Direct Benefits Transfer Scheme act like magic wand? Probably it cannot solve all the problems by India’s poor and improve country human resources index.
It will have problems with banks, post offices and online connectivity. These have to be resolved. But there is no point in throwing the baby with bath water attitude and abandon DBT altogether.
DBT in ultimate analysis aims at poverty elimination, inclusive growth and delivering better welfare measures. No doubt rampant corruption, inefficiencies and leakages have made many welfare schemes dysfunctional. Direct Benefits Transfer to the poor aims to mitigate these many malaises.
Considering these benefits, India would be in right direction to implement cash transfer though there would be many lessons to be learnt and hurdles to cross.

DIMAPUR, Feb 9 NNN : The Naga People’s Front (NPF) today condemns the stand of the Manipur cabinet and the views of the advocate in Imphal who have termed the statements of Nagaland Chief Minister Neiphiu Rio as a hate speech.
NPF said, “This action of the Advocate (Khaidem Mani) and the Manipur cabinet is nothing but another example of how Nagas’ rights and the Nagas’ voice are being suppressed by the majority and the Manipur government.
The NPF then said that these are just a few examples of how the Nagas have been denied their rights by the Manipur establishment under Ibobi Singh and the majority. “Therefore when Nagaland Congress leaders led by SC Jamir including K. Therie, KV Pusa and H Chuba rushed to Imphal travelling all the way by road to seek the blessings and support of Ibobi Singh and strategize with him for the Nagaland elections, the NPF and the Nagaland Chief Minister clearly stated that it is nothing but a betrayal and an insult to the Naga people. We stated that it is a great insult and betrayal to all Nagas, when Naga leaders are going the chief minister of Manipur who is opposed to the Naga rights. That is why we said that, the Congress leaders in Nagaland have become the agents of outsiders. In fact, the SC Jamir led team had quietly rushed to Imphal in the early morning hours and returned during dark in order to keep their visit to Imphal a secret but the deputy chief minister of Manipur, who is also a Naga revealed their visit and purpose of visit to the media and the clandestine activity was exposed to the Naga public,” the NPF press communique added.
“The NPF and the Nagaland Chief Minister have every right to speak up for the Naga people wherever our people live. The party and its leaders carry the voice of the Naga people and we will continue to voice the Naga rights and desire of the people so long as it is required. The NPF will not be a silent spectator to any injustice to the Naga people and will make every sacrifice required to work for the Naga people. Our aim is to being the Naga family together under a spirit of oneness politically, culturally and emotionally. We desire peace and brotherhood with all sections, especially our neighbors, because we will continue to live together as neighbors forever, but we will not let others take advantage of our goodness and suppress us and deny us our rights,” the NPF statement asserted.
The press communique then claimed that the NPF is a recognised political party and it is a party that is democratic in nature, peace loving and strives for universal brotherhood but “we will always stand up for the rights of the Nagas and we condemn the statements that the Nagaland Chief Minister’s statements are “hate speeches” and reiterate that expression of the feelings of the people is a democratic and fundamental right”.
On Saturday, the United Naga Council (UNC) has come out with strong statement while driving home its point by citing numerous cases to prove that Nagaland chief minister Neiphiu Rio had said the right thing.
“It has been reported that the Manipur State Cabinet has taken serious note of the speech of Neiphiu Rio, the Chief Minister of Nagaland wherein the latter was described as one of the greatest enemies of the Nagas. In this connection, we would like to place the facts of Ibobi and his government to set the record straight,” said the UNC.

New Delhi/Patna/Bhopal, Feb. 9 (ANI): Cutting across party lines, leaders of various political outfits on Saturday welcomed the execution of 2001 Parliament attack convict Afzal Guru.
Delhi Chief Minister Sheila Dikshit said the law has taken its course. “I don’t want to comment anything further on the issue,” she added, while talking to media in the national capital.
Meanwhile, Bihar Chief Minister Nitish Kumar said justice has been delivered at last.
Kumar, however, questioned the delay in Afzal Guru’s execution.
“This matter was pending for many days after the Supreme Court awarded punishment to him for the heinous crime. Justice has been delivered at last. People of the entire country have this feeling that it should have taken place earlier,” he told reporters in Patna.
Madhya Pradesh Chief Minister Shivraj Singh Chauhan also echoed similar sentiments as his Bihar counterpart, and said that decision to hang Guru is a very good step.
“The entire country is delighted and relieved following Afzal’s execution. But one question always strikes in the mind as to why there has been so much delay in hanging Afzal Guru,” he added, while talking to media in Bhopal.
Former Uttar Pradesh Chief Minister and Bahujan Samaj Party (BSP) supremo Mayawati lauded the Centre for taking a firm decision to hang Guru.
“My party welcomes this decision of the government. My party would like to tell the Central Government that it should aside all political interests and take firm and suitable legal action against the terrorists irrespective of his caste and religion in the national interest so that there is an end to terrorism. I fully expect that the Central Government will lay importance on these issues in the days to come,” she added.
Union Home Minister Sushil Kumar Shinde today confirmed that Guru was hanged at 8 a.m. at the Tihar Jail. Guru was buried inside the prison complex soon after his execution.

Imphal, Feb 9 MNS/NNN: Chief Minister O Ibobi on Saturday inspected the sites of Thoubal Multipurpose Project and Dolaithabi Project and instructed the concerned authorities to complete these projects well ahead of the stipulated time.
During the trip, the Chief Minister said that the Thoubal Multipurpose Project has set the target to finish by March 2015, but the Government wants to complete it well ahead of the stipulated time by December 2014.
He said the construction work could speed up and finish it very soon if additional materials were supplied to the project and that the inspection was conducted to make an assessment of the undergoing construction work.
The Thoubal Multipurpose Project was approved by Planning Commission in May1980 after finalizing its estimated cost at Rs 47.25 crore. The project aims to supply drinking water, irrigation and generate hydro power with the help of the Thoubal River.
“The project, whose canal system has been completed in part, would be able to finish within the predetermined time if there is no shortage of construction materials and if improved the law and order situation and provided there is a conducive environment,” IFCD officials who accompanied the Chief Minister during the inspection trip, said.
On the other hand, almost 80 percent of the construction work on the Dolaithabi Project has been completed. As per instruction given by the Chief Minister, more millers would be installed to accelerate the work.
The project was approved back in 1992 after obtaining due clearance from the Government of India but its construction work started only in the year 2006. Its total estimated cost is Rs 360 crore. During the inspection trip, the Chief Minister was accompanied by IFCD minister Ngamthang Haokip and engineers of the department.

IMPHAL, Feb 9 MNS/NNN: A prayer service for the death of FCI truck driver Ningombam Gobardhon organized by All Manipur Road Transport Drivers and Motor Workers Union (AMRTDMWU) went berserk after a large number of police fired several rounds of tear gas canisters at the gathering at Mantripukhri in Imphal on Saturday.
Gobardhon was found murdered inside his truck at Kohima in Nagaland town along National Highway-2 (Imphal-Dimapur road) on February 7 morning.
Traffic along the Mantripukhri section of NH-2 was choked due to the prayer service.
Heavily armed police led by Imphal East District Police SDPO, Manjit reportedly rampaged through the office complex of the AMRTDMWU where the prayer service was progressing and fired several rounds of tear gas canisters to quell them.
The police said the crowd participating at the prayer service was blocking the highway section as a mark of protest against the alleged killing of the driver following which they were forced to hold back them by resorting to tear gas shells firing.
However, no one was reported suffering any injury in the police action.
The body of Gobardhon was brought here from Kohima late night yesterday.
In connection with the alleged killing of the truck driver, a joint meeting of Transporters and Drivers Council (TDC) and AMRTDMWU was held at the office premises of the former located at MG Avenue here last night.
The meeting decided to urge Manipur Government to arrest the culprits of the killing.
Meanwhile, protesting against the alleged unruly act of the police who reportedly ruined the prayer service for Gobardhon at Mantripukhri, the AMRTDMWU along with the family members of the killed driver and the Joint Action Committee (JAC) seeking justice in the killing have submitted a memorandum to Chief Minister O Ibobi today. The memorandum demands that action be taken against the SDPO and dismissed from service and warns that the union will launch protest against the police officer.
Simultaneously, they met with the Chief Minister who asked them to take the body, one of the representatives of the JAC told reporters.
The Chief Minister also assured them that he would look into the matter and that the Government would take a decision in the next two-three days regarding paying of ex-gratia and a suitable Government job to the next of kin.
Meanwhile, a report said that the JAC and the family have claimed the body following the assurance from the chief minister to address the matter.

Election campaign in full swing in Nagaland

DIMAPUR, Feb 9 NNN: Election funs have begun in Nagaland with cases of charges and counter charges on the rise.
Zhaleo Rio, the younger brother of Nagaland chief minister Neiphiu Rio had lodged a complaint in a police station here in connection an attempt to ‘assassinate’ him by unidentified persons while candidates in the Jangpetkong assembly constituency in Mokokchung district that NSCN-IM leaders are threatening them while projecting Congress party candidate I.Imkong as their sole candidate.’
On Friday, Neiphiu Rio’s younger brother Zhaleo Rio had lodged a complaint in a police station in Dimapur saying some gunmen boarding in a Maruti Gypsy came to his house at Sovima village in Dimapur few days ago and opened fire at the house. Terming it as an ‘assassination bid on my life’ Zhaleo Rio said investigation is underway in this connection.
The chief minister’s brother is contesting from Ghaspani-2 assembly constituency in the outskirt of Dimapur from the Naga People’s Front (NPF) ticket.
At Jangpetkong assembly constituency, three intending candidates namely Dr Longriniken of NPF, Independent candidates ET Sunep and Dr K Chuba Ao have alleged that NSCN-IM cadres have been openly asking people to vote for I Imlong of the Congress party.
Meanwhile, in spite of the ‘clean election campaign’ spear headed by the Nagaland Baptist Churches Council (NBCC), gala feastings are in full swing.
A Dimapur based newspaper in its editorial has carried it today that at the minimum Rs 100 crores could have been spent by the candidates and the political parties.
Feasting, distribution of money and throwing wild parties are not new to Nagaland during any election time.
The said daily in its editorial went on to say that some hefty Rs 300 crores was spent in the 2008 Nagaland assembly elections.
Meanwhile, the NBCC is spreading its message of free and fair poll in every nook and corner of Nagaland in a very swift manner. Volunteers of NBCC have been spending sleepless nights while giving awareness on their mission i.e. to have free and fair poll.
Non-violence, no feasting, no wild parties, no distribution of money etc., etc., are some of the preaching under ‘free and fair election’ by the Church in the state.
Nagaland goes to the poll on February 23.

IMPHAL, Feb 9 NNN : The 7th anniversary of the “Eikhoi Lairik Ningthina Tamsi” (Let us concentrate into our study) campaign spearheaded by Manipur Students’ Federation (MSF) was observed at Lilong Higher Secondary Madrasa in Thoubal district on Saturday.
Giving the note address of the function, MSF general secretary RN Koireng insisted that the Eikhoi Lairik Ningthina Tamsi campaign was launched with an aim to save the students from the impact of bandh and other strikes, apart from putting them away from migrating the state to other states of the country for academic pursuit.
Koireng alleged that the present education system provided by Manipur Education Department was far beyond encouraging. “The department is indulging in rampant corruption in place of providing good information and infrastructures for the students,” he accused.
He also maintained that bandh and strikes have seriously impacted the academic atmosphere and as a result of this, students from the state are migrating to outside states.
The academic campaign was started on February 9, 2006 whose main objective is to save these students from such mass migration of students from Manipur, he added.
W Nabakumar, Dean School of Human and Environmental Science, Manipur University, MSF president L Umakanta, P Dhanakumar, Chairman, Board of Secondary Education, Manipur also attended the function.
A quarterly journal “Mangal” published by MSF was also released at the event.

PRESS STATEMENT
Dated Tahamzam, 9th February, 2013

It has been reported that the Manipur State Cabinet has taken serious note of the speech of Neiphiu Rio, the Chief Minister of Nagaland wherein the latter was described as one of the greatest enemies of the Nagas. In this connection, we would like to place the following facts of Ibobi and his Government to set the record straight –

1. Denial of the right to proportional representation of the tribals by rejecting census figures of 2001.
2. Imposition of alien laws/systems such as the farcical Manipur (Hill Areas) Autonomous District Council Act 2008, Manipur (Village Authority) in Hill Areas Act 1956 etc.
3. Land alienation of tribals under Manipur Land Revenue & Land Reforms Act 1960.
4. Opposing peace by violently objecting to the Indo-Naga Cease-fire in Manipur.
5. Ban on Peace Tour of Th. Muivah, Naga leader and principal negotiator to Naga areas in Manipur.
6. Systematic state violence against the Nagas as exemplified by the response of the GoM to the peace rally against police brutality at Mao Gate on 6th May 2010 where two students were shot dead and hundreds injured from indiscriminate firings, properties looted and destroyed, mass scale atrocities committed and warlike situation created in Naga areas.
7. Issue of arrest warrants and fixing of price tags on Naga leaders for spearheading people’s movement against suppression and deprivation of rights.
8. Imposition of Meiteilon and Meitei script upon the tribals in educational institutions.
9. Deprivation of service quota and violation of promotion rules in government services to disadvantage tribals.
10. Imphal centric governance and administration; and concentration of all infrastructures and facilities in Imphal valley resulting in the denial of access to basic services and amenities, such as healthcare, education, communication etc. to Nagas and tribals in the hills of Manipur.
11. Militarization of Naga areas and continuous imposition of Disturbed Areas Act and Armed Forces (Special Powers) Act 1958 in hill areas where there is peace. On the other hand lifting of Disturbed Areas Act from greater Imphal where more than 20 underground groups are actively operating.
12. Ibobi refused to allow Neiphiu Rio, Chief Minister of Nagaland to visit Senapati to grace the launching of the NPF on 28 may, 2011 which is perfectly legal and democratic.
13. Ibobi’s cabinet had series of meeting, had discussion in the state Assembly, convened an all political party meeting and sent delegation to Delhi over the 18th Dec, 2012 Momoko assault incident. The assault of 13 students and attempt to rape of Naga girl at Napetpali on 24th dec, 2012 by cadres of KCP(CM) and killing of 2 innocent Kongkan villagers by the UNLF on 28th Dec, 2012 did not merit any attention from the State Government. During the indefinite bandh in Imphal valley with effect from midnight of 21st December, 2012 the Nagas, tribals and Christians who were stranded there were subjected to torture and humiliation under the very nose of Ibobi. Nagas and tribals proceeding for Christmas celebration to their respective villages were attacked in more severe forms. On 25th December 2012 evening the Rongmei Naga Baptist Church at Lamphel, Imphal was attacked and almost burned down. All these and many more took place under the security of the Ibobis’ communal Government.
14. The Manipur Chief Minister, Ministers, MLAs, political party leaders and leaders of civil society from the valley have openly threatened bloodshed & civil war in public platforms if the interest of the communal forces in the valley are not conceded to.
The above are reported facts that have already been brought out in the public domain. It is for the public to judge whether the remarks of Neiphiu Rio was communal. He spoke for the people who were not being heard. It will also be clear from the above who is to be booked under the IPC.
