Kohima, Feb 19 MNS: Nagaland Home Minister Imkong L Imchen has resigned from the Council of Ministers following his arrest for the recovery of cash and weapons in his vehicle on Monday.
He also wrote a letter to Chief Minister last night and he said, “Assam rifles Flying Squad has intercepted my motorcade while coming from Kohima, consequent upon which they have seized money amounting to Rs 1.10 crore, which was received from NPF Central Office for NPF party election purposes. Besides, they have also recovered some arms and ammunition which I was totally unaware of. Under the give circumstances, I felt imperative to tender my resignation from the Council of Ministers with immediate effect, owning moral responsibility while holding public office, even though I have committed no wrong over the incident under the law.’
NNN adds the NSCN-K has asked the government as to why its cadres arrested with arms have been booked under National Security Act (NSA) and why the same yardstick had not been applied on ‘detained’ Nagaland home minister Imkong I Imchen.
Imkong I Imchen was detained after Rs 1 crore 10 lakhs along with a cache of arms and ammunitions was found from his vehicle.
“The government should reply to the queries of NSCN-K before the polling day, less NSA should be made irrelevant from Nagaland state and henceforth, any NSCN-K cadre arrested with arms should not be booked under NSA,” the NSCN-K said today.
Meanwhile, the NSCN-K said imposing of Indian election law is flatly rejected by the outfit because NSCN-K is not a party to the electioneering process. “NSCN-K had declared publicly that the outfit rejects the Indian election law upon its cadres but how come N. George who is the chairman ceasefire Supervisory Board (CFSB) has been banning the movements of even the red card holders with arms?,” it questions and further asks, “And what about the several candidates moving with several number of illegal arms?”
“In Nagaland home minister Imchen’s case, how come he could use such number of illegal arms while he is not even a party to the ceasefire agreement? Under what law Imkong have been released?,” the NSCN-K asked.

Imphal Feb 19 MNS UNA : Changing of political party is not an issue but decreasing of the Annual plan budget for the state is an issue, so the CM O. Ibobi better turn his attention to it said BJP Manipur Pradesh, President Th. Chaoba Singh on Tuesday. BJP Manipur Pradesh, President Th. Chaoba was speaking to the media person in a press conference about their party decision to bring out the state issue on March 2 & 3 in BJP National Council Meeting.
Changing of political party has been done for the betterment of the society as and to save Manipur from congress, claims Chaoba.
The annual budget plan of Manipur for the financial year 2012-13 was at Rs. 3500 crore but it was decided again at just at Rs. 2600 crore after decreasing for about Rs 800 crore, this show that the present government of Congress is heading backwards.
During 2004-05 there were 2.5 lakhs poor people in rural area but in 2005-06 it increased to 3.5 lakhs and for urban areas during the same period there were 40 pc poor but it was increased to 5 pc added BJP state president.
And he demanded to implement the three-tier-system for Panchayat.
L. Yatra said that CM is misleading the public of Manipur by blaming the Business Advisory committee for the only three day of sitting of the Assembly.
CM Ibobi himself is a member of the business advisory committee he has a big role in decision making.
Business advisory committee is dominated by the ruling party that’s why it is only three day by suppressing the oppositions party added Prof. Gangumei Kamei who was present in the conference.
BJP Chief had earlier charged the government of inability to conduct Assembly session properly and the Chief Minister in reply charged Chaoba of being a political opportunist who changed parties often and clarified it was the BAC which decides about Assembly sittings.

IMPHAL, Feb 19 NNN : The Kuki State Demand Committee (KSDC) said it is compelled to resume its suspended indefinite public blockade in all the lifelines of Manipur from midnight of February 24.
The Indefinite public blockade was suspended on January 27 following the assurance given by the government of India that political dialogue with KSDC and Kuki militant outfits under Suspension of Operation (SoO) on the issue of the Kuki state will start in the first or in the second week of February, 2013.
“However, till date, the government has not begun the political dialogue. Assurance after assurance, promise after promise, without any concrete evidence only exposes the lackadaisical attitude of the Government on the aspirations of the Kukis for a separate Kuki statehood within the parameters of Indian Constitution. The KSDC cannot tolerate any step-motherly treatment on the genuine demand of the Kuki people for their homeland. Therefore, we are forced to resume the indefinite public blockade in all the Kuki inhabited areas of Manipur, which will include all vehicular movement in all roads connecting the Imphal-Ulhrul road, Imphal Chandel road, Imphal-Moreh road, Imphal-Jiribam road, Imphal-Tamenglong road, Imphal-Leimatak hydroelectricity project road, Imphal-Churachandpur road, Imphal-Senapati road and Imphal-IT Road,” the KSDC said.
The public blockade will be intensified if the government of India is still adamant concerning the legitimate demand of the Kukis and the government will have to take full responsibility for any untoward incidents that might occur during the blockade, it added. The Kuki State Demand Committee further reiterates its stand that the government of India should create a separate Kuki state within Indian Union, nothing more, nothing less. “We demand that political dialogue should start immediately,” the KSDC demanded.
The KSDC appeals to all the Kukis around the globe, every churches associations, social organisations, village chieftains and people of all ages to join hands in the noble and legitimate mission for a Kuki state which will be carried out in a fashion, which will be a firm, but non-violent mass movement.

New Delhi, February 19: Agriculture Minister of Manipur Abdul Nasir today appraised the Union Minister of State for Agriculture and Food Processing Industries Tariq Anwar about the decrease of food production in Manipur due to draught like situation last year and requested him for all-out assistance from the Centre to the marginal farmers for better food production in the State. Referring to the Central Sponsored Schemes like National Food Security Mission and Rashtriya Krishi Vikas Yojana (RKVY); Minister Abdul Nasir urged the Union Minister to provide additional fund for Manipur from those central schemes.
Union Minister of State for Agriculture Tariq Anwar assured the Agriculture Minister of Manipur for providing all sorts of help for development of agriculture sector in Manipur. He asked the Manipur Agriculture Minister for submission of project proposals as soon as possible so that the fund could be released before March this year. Union Minister also assured for taking up new projects for Manipur under the National Fishery Development Board.
Manipur Minister Nasir sought for the meeting with the Union Minister to express the grievances of the farmers of Manipur yesterday when the 84th Annual General meeting of the Indian Council for Agricultural Research (ICAR) took place at A.P.Shinde Symposium Hall, NASC Complex, Pusa here. The Manipur police sports club A’s player M. Jawan scored 2 goals, S. Bimal and M. Surjit scored 1 goal each. while Tekcham polo club A’s players M. Manihar, M. Doren and P. Ojit scored 1 goal each. The tournament is organised by Manipur hourse ridding and polo association.
Today’s chief guest Karam Shyam MLA Langthabal A/C distributed the trophy and the cash prizes. The winner team got the trophy and cash prize of Rs. 20,000. While the runner up got the trophy and cash prize of Rs. 15,000.

IMPHAL, Feb 19 NNN: Hearing to the case of non-appointment of RK Brinda Devi to the post of Manipur Police Service (MPS) began today in the Imphal bench of Gauhati High Court here.
Petitioner Brinda hadchallenged the case in this court following which Justice P Vaiphei heard it today. She has approached the court after Manipur Cabinet has failed to take a decision regarding non-appointment of the petitioner to the post of MPS.
After the first hearing of the petitioner’s plea which was submitted through its counsel SK Bhatacharya, the court has directed the respondents to provide guidelines that restrict appointment of any qualified citizen to the MPS cadre if criminal cases are pending against him or her.
The Justice rejected the allegations levelled against Brinda by the state Government, Bhatacharya, Counsel of the petitioner told reporters after the hearing.
He said the court directed the state Government authority for further verification on a criminal case pending in the court as mentioned by the Government and to find out if any such provision restricts appointment of a person to a Government post.
The next hearing of the case has been scheduled on March 7, he said.Brinda’s name was omitted from the list of appointment after she was offered the post of MPS on September 27. Her name was omitted on the ground that she is the daughter-in-law of RK Sanayaima, chairman of the banned United National Liberation Front (UNLF). Sanayaima, also known as Meghen is currently facing trial in the Guwahati NIA Court.
Department of Personnel & Administrative Reforms (Personnel Division), Manipur in a memorandum submitted to the state Government had said that appointment of Brinda as an MPS officer in the Home Department of Manipur Government was not fit as she was the daughter-in-law of the militant outfit’s leader and that she had shown solidarity and support to her father-in-law.
