IMPHAL, Feb 8 NNN: The two Vehicular Pollution Testing Centres (VPTCs) at Imphal are not functioning to the fullest owing to the inefficient enforcement by the State Government’s machineries and also lack of awareness among the people about the testing centres, according to official sources.
Although there are a total of 2, 24, 056 registered vehicles in Manipur now as per record maintained by Manipur Transport Department, the number of pollution tested vehicles is far less, the sources said.
Two VPTCs—one at Moirangkhom, MSRTC complex and one at Mantripukhri—were installed after the Ministry of Road Transport and Highways provided necessary equipments free of cost to the state Government. The VCT at Moirangkhom was installed in the year 2012 while the one at Mantripukhri was installed a decade ago.
The VPTCs equipments include one Exhaust Gas Analyzer for testing of petrol run vehicles and another Diesel Smoke Metre for testing diesel vehicles.
According to the official sources, permissible carbon-dioxide emission limit of petrol powered four- stroke vehicles is 3 percent per volume while that of two- stroke is 4.5 percent.
However, the permissible limit of Hatridge Smoke Unit (HSU) emission for diesel vehicles is 65 percent per volume.
Since 2012, a total of 300 petrol powered vehicles and 2000 diesel vehicles have been tested at the VPTC at Moirangkhom. During the testing, at least eight petrol vehicles and 100 diesel vehicles were found using beyond the permissible level, the sources said.
None of the vehicles, however, ever came back to the centre even though the authority had asked them for checking within a week.

DIMAPUR, Feb 8 NNN: Again, when the speculations on the early settlement of the vexed Naga political issue have been fueled, a serious loggerhead has cropped up between the NSCN-IM and the government of India.
The blow-hot, blow cold relation between the government of India and the NSCN-IM has been getting murkier every passing day with both the groups are confronting the other in their own sweet way.
With the increasing cases of the Assam Rifles arresting NSCN-IM cadres with weapons accusing them as ‘to be used in the ensuing elections”, the NSCN-IM said today that New Delhi is imposing its diktat on the Naga outfit.
Addressing a press conference today at Camp Hebron, V.S.Atem who is the ‘emissary’ to NSCN-IM collective leadership’ (Th Muivah and Isak Chisi Swu), accused the government of India of imposing its own way of cease fire ground rules on the NSCN-IM.
Few days ago, Chairman of the Cease Fire Monitoring Group (CFMG) N George to the NSCN-IM banning the carrying of weapons by the latter’s cadres even if they are card holders.
“As per the ground rules of the cease fire, card holders of our cadres can carry their weapons,” V.S Atem said. The NSCN-IM leader terms the act of New Delhi as ‘blatant violation of cease fire ground rules’.
V.S Atem then said the NSCN-IM is taking seriously with the development and the outfit had held a meeting yesterday. “If the ceasefire ground rules are to be violated like this, then the fate of the cease fire is in a great threat,” V.S Atem said. He then said the NSCN-IM is not going to oblige to the latest diktat of the government of India come what may.
Harping on the other front, V.S Atem Atem accused Manipur chief minister O Ibobi Singh of ‘stoking communal fires between the Nagas and the Manipuris’ by means of impressing upon the ‘Prime Minister and the Union Home Minister of India to wipe out all the NSCN designated camps from Manipur.’
“To give this kind of reckless statement by Mr Ibobi amounts to stoking of communal fire between the Nagas and the Manipuris. And this will definitely be treated as a violation of the ceasefire agreement by a constituent unit of the Government of India,” V.S Atem added.
On the numerous cases of the NSCN-IM cadres shipping in to Nagaland with large number of weapons in recent time, V.S Atem said they were the claims of the Assam Rifles. “We are not aware of those things,” said Atem.

“Time will take its course if delaying tactic is adopted on the excuse of official procedures and the resumption of mass movement/protest – PUBLIC BLOCKADE temporarily suspended will be the responsibility of the government,” the KSDC said today.
During the temporary suspension of the ‘public blockade’ and after the boycott called on the Republic Day celebration 2013 in all the Kuki inhabited areas of Manipur, the KSDC team landed in Aizawl for wide range of consultation with leaders from various Mizos’ civil organisations and individuals with regards to the demand for Kuki State.
On Febuary 6 at SAVIDGE HALL, Aizawl under the aegis of Zo-Reunification Organisation (ZORO), consultative meeting was held with representatives from various civil organisations of Mizoram (ZORO Central Committee and Zones, Mizoram Students’ Union, Mizoram Chiefs’ Council, MUP, MHIP, intellectuals, and former MNF leaders/commanders and four representatives from KSDC led by the Chairman, Hejang Haokip). Various issues from the past (during MNF’s movement to the contemporary political and social scenario) pertaining to the Kuki-Chin-Mizo (ZO) was presented and discussed in that august meeting, three important resolutions were adopted.
“The meeting vehemently condemned the Kuki genocide led by the NSCN (IM) leading to the loss of more than 1000 innocent life including women and children, burning down of 350 Kuki villages and rendered more than one lakh Kuki population homeless and the atrocities committed to the Kuki brethren in Manipur by the Manipur undergrounds by planting landmines killing many and injuring many more and ambushing Indian security forces in Kuki areas and resolved that ZORO will put up the case before the UN Human Rights Council in the forth coming Forum,” the KSDC said.
The meeting also condemned in an equivocal term, the alleged discrimination done to the Kukis by the government of Manipur towards the Kukis in developmental projects and others.
The meeting then resolved to fully support demand for the Kuki State in Manipur by brethren Kukis as the demand is legitimate and is to safeguard our rights and dignity.
The meeting further resolved to pressurise from states to union levels that before any solution is given to the Nagas/NSCN (IM) in Manipur, Kuki political solution/settlement should be made.
“The meeting with the Peace Accord Mizo National Front (MNF) Returnees Association (PAMRA) was emotional as they recalled the time during the MNF movement and to show their solidarity endorsed to support the demand for Kuki State. The meetings with senior leaders and politicians were also encouraging,” the KSDC stated.The KSDC then said it will continue its consultation in Manipur and outside.

IMPHAL, Feb 8 (MNS/NNN): Manipur Cabinet today took serious note of the alleged ‘hate speech’ by Nagaland Chief Minister Neiphiu Rio and expressed apprehension about the adverse impact of his political speech on inter-state and inter-ethnic relations and on communal harmony.
A Cabinet meeting chaired by Chief Minister Okram Ibobi was held at the Chief Minister’s Secretariat here this afternoon during which the meeting condemned the statement of Nagaland Chief Minister Neiphiu Rio that Ibobi was one of the biggest enemies of the Nagas at an election rally at Zunheboto in Dimapur on February 6, M Okendro, Education minister and the state Government spokesperson, told journalists after the meeting at his office chamber in the New Secretariat this evening.
It also decided that the state Home Department should convey the state Government’s concern to Ministry of Home Affairs and Election Commission of India for such irresponsible and provocative public statement of Neiphiu Rio and that such statement should be avoided in the larger public interest, he said.
The Cabinet meeting discussed 16 different agenda among which it approved the declaration by the Ministry of Road Transport and Highways three state Highways of Manipur as National Highways.
The three National Highways are the NH-102 B starting from Churachandpur on NH-2 connecting Singhat, Sinzawal, Tuivai road and terminating at Myanmar road in the state, NH-102 A, the highway starting from Tadubi on NH-2 connecting Paomata and terminating at Ukhrul on NH-202 and NH-137, the highway starting from Rengpang on NH-37, Khongsang and terminating at Tamenglong.
The Cabinet also approved for recruitment of 44 Section Officers (SOs) for PWD. It also approved to pay land compensation to the land owners of the NH-53 where rail line is being developed besides appointment of contract staff for National Vector Borne Disease Department.
It further approved to implement the MoU signed between the state Government and organization of work-charged employees of five engineering departments in the state.
The Cabinet also approved to increase the Dearness Allowance given to the state Government employees to 65 percent from the present 58 percent.
It also approved to pay an ex-gratia amount of Rs 5 lakh and another Government job to the family of Laishram Ibohanbi, a head Constable in Manipur Police. He was found dead at Fins Corner in Ukhrul district on January 3.
Meanwhile, Advocate Khaidem Mani today dubbed the statement of Nagaland Chief Minister Neipiu Rio that Manipur Chief Minister was one of the biggest enemies of the Nagas as a “hate speech.”
“Neiphiu Rio could be booked and sentenced to five years jail term under IPC for his alleged communal remarks that might spark tensions between the people of the two neighboring states”, advocate Khaidem Mani told journalists at the Cheirap Court complex here.
He said, “Such statement is hated by responsible citizens and also they always condemn it.”
It was an attempt of Rio to create enmity between the 34 different communities of Manipur and that of Nagaland, Khaidem Mani alleged, terming the statement as a non-political statement but an incitement of hostility between the two states.
Khaidem Mani said, “The Nagaland Chief Minister can be booked and sentenced to five years jail term under IPC 153-A for his hate speech. It is a non-bailable offence and non-compoundable offence as well.”
Chief Minister Rio had stated during an election rally at Zunheboto in Dimapur, Nagaland on February 6 that Manipur Chief Minister O Ibobi was one of the biggest enemies of the Nagas and that he was responsible for suppression of the Nagas in Manipur.

IMPHAL, February 8: A 31 year old riding Honda Access (two wheeler) was killed in a road accident after he was hit by a Tata truck at Koujengleima under Sekmei police station this morning at around 8:10 am.

The victim has been identified as Khwairakpam Brojen, 31, son of Bashanta, a resident of Awang Sekmei Makha Leikai. He succumbed to his injury at CHC, Sekmei at around 8:30 am.

The dead body was handed over to his family members after a post mortem was conducted at RIMS.

IMPHAL, February 8: The executive members, ADC, Ukhrul in its meeting contempt and rejected the constitution of Composite Inspection Team (CIT) by the Executive Director/DC, Ukhrul for projects implemented and monitored at district level through DRDA without the approval of the chairman, said a release of ADC, Ukhrul.

“It also discussed the ED’s attempt to wrest the control of functions from the elected local self government. The ED also conducted programme implementations and functioning without the approval of the Chairman, ADC/DRDA,” it further said.

“It is therefore, informed to all the headmen/chiefs/chairmen, VDCs, headmasters/headmistresses, SMDCs etc to take a right decision in conducting monthly assembly and attending the various programmes taken up under DRDA Ukhrul,” it added.

Former Indian Prime Minister Mr AB Vajpayee said the Indo-Naga talks should not harp on the absolute issue of “sovereignty” and therefore it should be “unconditional.” So, the Collective Leadership (NSCN) sermonized to the Naga frontal organizations that sovereignty of Naga nation is not a plausible issue to be discussed at the moment and, thus, the Naga civil societies uncritically fed the same opinion to the general public and it was made to believe that owing to the changing international scenario of inter-dependent state system the issue of sovereignty must be purged from the aspiration of the Nagas. In other words Nagas have to find solution within the Indian Union and, subsequently, the entire gamut of political aspiration of a Naga nation state was eliminated from the discussion. Thereafter, NSCN began to engage with government of India on the redefined political stance of “Unique History and Situation of Nagas.”

After prolonged negotiation with Government of India ever since ceasefire was signed in 1997, the Government of India in a Joint Communiqué with NSCN on July 11, 2002 officially recognized “the unique history and situation of the Nagas.” Based on this newfound political expression the NSCN presented a proposal for “Special Federal Relationship with India.” Although, the Naga negotiators believed that the expression “unique history and situation of Nagas” is conceptually political and embodies sufficient characteristics of popular sovereign state, Government of India perceives the same expression literally and reduced it as a mere assertion for recognition of “unique history and identity of Nagas.” Therefore, the Government of India convinced the Collective Leadership that the Constitution of India is spacious enough to explore possibilities for protecting and accommodating the “unique history and identity of Nagas,” entrapping them into contemporary discourses on federalism, which is not only fashionable but also tricky and interminably corrosive with nuances.

While reiterating the rhetoric to “think outside the box,” which surprisingly was taken literally by the Naga negotiators, the Government of India, in 2007, devised constitutional experts to formulate the aspiration of the Nagas within India’s Constitution. As a result, the discussion on the subject for “special federal relationship” with India was dropped from the table, and the struggle for Nagas’ self-determination went on to look for a leeway to fit within India’s Constitution. Ideologically, in the most famished display, the demand of the Nagas for self-determination was resurrected with the slogans: “No Integration, No Solution” or “Solution Not Election” – in full throttled support from all frontal Naga organizations.

This development led Government of India to believe that the 60 years long bloodshed was a mere “identity crisis” and power parley articulated by the elite Nagas. It was also interpreted and painted as an “ethnic politics” and “electoral politics” by Indian scholars and media and therein it encouraged knee-jerk reactions from the neighbouring communities as they felt threatened that ethnic filtration in Naga dominated areas would expunge the minorities within the territory. However, the mammoth challenge before the effort to integrate Naga areas came from the neighboring states, whose fear of losing chunks of territories and demographic statistics also means slicing a huge pie away from their budgetary coffers. They accused the state of Nagaland for irredentist politics at the expense of other states. Unable to articulate the rights of the Nagas, the Collective Leadership gave in to the pressure of the neighboring states and Delhi and thereby the agenda for integration of Naga areas was subtly cast aside in the most preposterous rhetoric of phase-wise integration program. However, NC Hills of Assam or the much-politicized land-transferred Naga districts of Assam during British rule are no longer in the imaginative frame of a territorial negotiation, as is seen today.

Not surprisingly, in the phase-wise integration program the United Naga Council (UNC) became the launching pad with a proposal of “alternative arrangement” for the Nagas in the present state of Manipur. Such shoddily clad reactive and emotive activism did not only reflect sectarian politics within the Naga national cause but exacerbated the acute relation between Meiteis and the Nagas. Meiteis were made to believe that Nagas are merely attempting to paint the Meiteis as non co-habitable community in the eyes of the world. Therefore, Meiteis leave no stone unturned to seize the moment while denouncing Nagas’ quest as mere ethnic politics disregarding the modern civic nation-state values. Meiteis began to reassert even stronger for their lost Manipuri kingdom, which presumptuously covers the expanse of entire Naga territory and Chin-Kuki-Mizo landed areas. It has emboldened Meites insurgents to boldly harp on pre-merger status or, until recently, even prompted All Manipuri United Club Organizations to demand the retransfer of Kabaw Valley, from Myanmar.

Although Meiteis’ redundant claim is based on the feudalistic historicity and cosmic construction of Manipuri Kingdom which ruled over some Nagas at the behest of colonial British for a brief period, Government of India also could not undermine such state-formation since India itself is founded on the same colonial structure based on the feudal social system. Government of India took serious notice of such systematic disturbances that could affect the entire nation-state system of India and, therefore, at best, the issue of alternative arrangement is left to the Government of Manipur. Schemingly, Government of India is very much aware of the decision making structure in Manipur, wherein, two-third legislative representatives are Meiteis and that would invariably oppose any agenda of the Nagas. Also, by subversively non-conducting Census of India for 2001 and 2011 in parts of the District of Senapati, the equations of population and representational politics is skewed by erasing the existence of a portion of tribal population (including Nagas).

Talks between the UNC and the Government of Manipur with observers from Delhi incorrigibly failed, as expected. Since the Government of Manipur’s hard-line stance failed to budge on the of UNC’s demand for “alternative arrangement,” the Collective Leadership on the negotiating table were easily persuaded by Government of India to jettison territorial solution for Nagas in view of non-territorial supra-state model. A “non-territorial supra-state model” is specifically designed to give cultural autonomy to the Nagas with locally administered financial package directly funded from Delhi. Although Assam and Arunachal Pradesh do not find any problem with this solution, the Meiteis stiffly opposed it as they see the legitimacy of the history of Manipuri kingdom getting delegitimized, since their socio-cosmic picture includes Nagas as a composite cultural group of their kingdom. Therefore, the discussion on the Naga issue further condescended on the idea of devising the Nagas of Manipur under Sixth Scheduled of the
Constitution of India or extending article 371(A) in all Naga inhabited areas. However, in recent press statements from the Government of Manipur, Ibobi Singh is stated to have had flatly opposed granting of any of these provisions to the Nagas in Manipur. Ibobi’s defiance against insertion of such provisions for the Nagas of Manipur majorly spring from the insecure fear that such constitutional provisions to the Nagas will prevent Government of Manipur to exploit the land and resources of the Nagas. In a recently concluded “Discussion on Naga National Issue” with the Indian civil societies in Delhi, Sujit Chakraborty, an observant journalist from Tripura, mentioned in his paper that a solution may not find possibility even within Sixth Schedule or even Article 371(A).

In the ongoing so-called Indo-Naga talks, the historic Naga struggle for self-determination has consciously or unconsciously scaled through different indeterminate terrains of political bargains. It is like a company shop offering successive discounts: season’s sale, post-season’s sales, and finally clearance sales! Firstly, it began as a political movement with the idea that Nagas are equally a nation with inherent rights and capacity to determine its own state system to govern its people. However, it got condescended and the discourse suddenly centered on the protection of its history, culture and identity. Secondly, it further got reduced as a mere constitutional problem wherein it failed to accommodate the aspiration of the Nagas within the Indian Union. Finally, it now appears that the entire Naga cause is hinged on the failure of state machineries and power politics among the ethnic groups in the state (i.e. Manipur).

Given the currents of political development, what needs to be seriously pondered is the question of what is the Nagas’ cause. Is it simply an attempt to adjust with the established institutional organs of Indian state system and changing facets of Indian politics? Nagas have not only failed to clinch the issue steadfastly but have consistently failed to identify problems in its process of revolutionary cause. Negotiation indeed is like haggling over the price and discount of a political commodity! The emergence of phrase dropping like “shared sovereignty” – as a frantic display of exhausted political directions – is but an import of some European and Pacific counselors, partisan to Nagas but who have little perception of dynamics in Indian politics and constitutionality. As of now, the triumvirs of NSCN, Naga Hoho and NPF-led government, out of their sheer anguished ideological stance, sell the same idea, which Government of India has been selling, since when: “What is not possible?”

Whether it is the recent statement of Chief Minister Neiphiu Rio paraphrasing Prime Minister Manmohan Singh, or Naga Hoho paraphrasing the words of Neiphiu Rio, what is impossible a hundred years before would not be possible even a hundred years from now, indeed? At the heart of negotiations between Government of India and NSCN is the monumental truth of what is not possible! Unlike the “indefinite ceasefire,” the answer this time appears to be definite! Although catchy but empty slogans like “politics is the art of the possible” keep reinventing power politics and mesmerizing its intended audience, the practice and progress of politics is clear evidence between what is apparent impossibility and public deception! The talk-about-the-talk, as the Irish calls it, certainly needs to either radically transform itself or come out plain clean with honest confessions of negotiating failures.

Manipur is one such place where many consider general strikes, bandhs and economic blockades to be democratic forms of agitation. Such agitations have been a part of our society for quite a long time. The co-relation is such that even the Chief Minister had acknowledged general strikes will become a legacy of the state someday. And in all likelihood it will continue to be so, unless the people of the state including the strike sponsors, general public and the authorities realised the impact of such exercise on both the economic as well as the social aspects of our society without actually considering whether it delivers their goal or not. Almost every part of our society has at some point of time used a general strike or a bandh or a blockade as a means for their demands. Agitation organizers always append the announcement of every such bandhs, blockades with a disclaimer of any untoward incidents happening during the agitations. The first section of the society that faces the brunt of such agitations is the general public and among them, it is the daily wage earners who will be facing the direct hit. The impact on the general public of bandhs would always be greater than on the government as all government agencies work for the welfare of the people in the first place. What is ironical at this stage is that the agitators use this argument to impose their so call democratic forms of agitations. The failure of the government to fulfil its duties compelled them to agitate in the first place, is another of the agitators arguments. Nonetheless, arresting someone else’s development just because we think we have been neglected by the government drubs the very argument because such agitations also interfere in and slow down the functioning of government machineries.

It was reported today that 15 Village Defence Force personnel were sent to jail on the first day of the indefinite general strike called by the state VDF demanding pay hike, their argument being they are underpaid in today’s world where prices of everything has skyrocketed. The Chief Minister was however quick to respond and declared the agitation as unreasonable. While acknowledging their demand to be reasonable, he had also added that it could have been sorted out with talks. The present agitation comes as a classics example of the agitators justifying their general strikes by declaring it as a democratic form of agitation and the government criticising it as unreasonable while the general public continues to suffer the indifferent attitude of both. This could also mean that the people have lost so much faith from the government that they think that talks with the government is a futile exercise. If so, then the government has to gain a lot more popularity so as to earn back the respect of the public. Both sides should understand the futility of their arguments until both take constructive actions towards their respective goals and by action it do not even remotely mean that the people should come out and call strikes and bandhs and that the government should send out its police for a face-off. Before starting any agitations, people should try talks and if in case agitations have to be staged there are also different forms of agitations which could be utilized to place one’s demands before the authorities. General strikes and bandhs create disturbances for the general public and affect the whole state and it should not be counted as a democratic form of agitation.

Discussion on Zo Indigenous Nation (Chin-Lushai-Kuki)’s Problems in Northern Region of Zo Territories

Members Present: Representatives of Mizoram Chief Council, MHIP, MUP, MSU and the representatives of Kuki State Demand Committee of Manipur.

After having self-introduction from the various organisations present in the meeting, the representatives from Manipur i.e. Kuki State Demand Committee (KSDC) explained their problems and asked for the support of the peoples of Mizoram.

The meeting decided to have a resolution supporting the Kuki movement as follow:

Resolutions:

The consultative meeting under the aegis of ZORO represented by the Mizoram Upa Pawl (MUP), Mizo Chief Council, Kuki State Demand Committee, MHIP and MSU adopted the following resolutions with regard to the demand for statehood for the Kukis in Manipur by the Kuki State Demand Committee on this day the 6th February 2013 at F. W. Savidge Hall in Aizawl.

1. The meeting unanimously resolved after threadbare deliberation of the atrocities committed by the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), Meitei underground’s killing of the Kuki people and the then indifferent attitude of the government of Manipur towards development of Kuki to put up at the United Nations Human Rights Council.

2. Resolved to fully give moral support to the KSDC demand for Kuki state in Manipur.

3. Resolved to pressurise the government of India and government of Manipur for political solution of the Kuki problems before any political settlement is given to Naga or NSCN-IM in the present administrative area of Manipur state.

5th Round of tripartite talk of the Government of India(GoI), Government of Manipur(GoM) and United Naga Council(UNC) on the demand for an alternative arrangement outside the Government of Manipur scheduled for the 12th February, 2013 at Tahamzam(Senapati) District Headquarter,Manipur – invitation for coverage

The fifth round of tripartite talk of the GoI, GoM and UNC on the demand for an alternative arrangement for the Nagas in Manipur outside the GoM, pending settlement of the Indo-Naga issue has been scheduled to be held at DC’s office, Tahamzam (Senapati) District Headquarters, Manipur at 11. AM on the 12th February, 2013.

It may be recalled that the demand was registered in the 1st July, 2010 Naga People’s Convention, the highest decision making platform of the Nagas in Manipur. The demand is based on the unmistakable facts that it is impossible to protect our right to life, land, time-honoured institutions, customary practices and values, land and resources under the administration of the dominant and communal Government of Manipur and that our history with it has clearly confirmed the harsh reality that it has never recognized and respected the identity and dignity of the Naga people. The democratic process of dialogue of the GoI, GoM and the Nagas in Manipur, under the aegis of the UNC was thus initiated by the Government of India in the form of tripartite talk. Four rounds have since been completed, the last of which was held at Delhi on the 31st August, 2012.
