Itanagar, Feb 09 (ANI): The governments of Arunachal Pradesh and Assam would draw New Delhi’s attention towards steps to neutralise the impact of three dams proposed by China on Tsangofo.
Tsangofo is known as Siang in Arunachal and Brahmaputra in Assam and sustains the life of people of North East India.
Arunachal Pradesh Water Resources Minister Newlai Tingkhatra and his Assam counterpart Rajib Lochan Pegu and Revenue Parliamentary Secretary Pradhan Baruah told media persons after a joint official meeting here today.
“We have no objection to China building dams. But the Chinese dams should not affect the life of the people, which sustain on the flow of Brahmaputra since ages. If the downstream flow of the river is not affected we have nothing to object,” both the ministers reasoned.
Pegu informed that Assam Chief Minister Tarun Gogoi has drawn the attention of Prime Minister Dr Manmohan Singh in writing, Tingkhtara said he would urge Chief Minister Nabam Tuki to follow suit.
Responding to a volley of queries, Tingkhatra said that states have been formed for administrative reasons, but nature has no boundary and Assam suffers heavily because of landslides, erosion and siltation in Arunachal Rivers.
On a specific question that India will lose its first user rights if China builds three dams first, the Assam minister said the life of people of Assam and Arunachal cannot sustain without the river, which is the life giver for them.
Pegu, however, said that he was not opposed to any dam if the downstream impact is assessed scientifically and precautionary measures initiated for building any dam in the region.

IMPHAL, February 9:  The Ucheckon Nongchup Gram Panchayat today called a press conference at the Macha Leima Micro Finance Project office demanding that remuneration to MNREGS job card holders for the non-working days should be made available under the scheme.

Speaking at the press conference, Ucheckon GP member Konsam Bijaya said MNREGS job card holders of the Gram Panchayat had also received their remuneration for the non-working days recently on January 26, 2013 after a long time during which they had to take the issue to the court.

She said job card holders should avail the remunerations provided under the scheme for the non-working days of a year which the central government has provided for their welfare only.

She said, members of the GP had submitted a memorandum to the Panchayat and Pradhan to provide employment to the people of the GP in November 2010.

Their demand was however turned down by the Pradhan and the Panchayat saying that there is no job available, she said.

She added that following the development, the members made a demand for remuneration of the non-working days to the MNREGS job card holders, which was also turned down.

On January 15 2011, 14 complainants filed a complaint with the Imphal East Ombudsman regarding the non-payment of remuneration by the Panchayat and the Pradhan for the non-working days.

Even after a direction from the Imphal East Ombudsman to distribute the remunerations to the job card holders for the no-working days also, the Panchayat and Pradhan failed to comply with the directions which coerced the complainants in collaboration with the Human Rights Law network to file a case with the Gauhati High Court on the issue.

The beneficiaries receive their remuneration only on January 26, 2013, she added.

IMPHAL, February 9: The Manipur Students’ Federation will be checking books, newsletters and magazines in the state and see whether the books suit the culture and tradition of the land and if there is any features which can mislead youngsters and students. Any books found carrying such features will be banned.

This was said by general secretary of MSF, RN Koireng speaking at the 7th anniversary function of its academic campaign “Eikhoi Lairik Ningthina Tamsi” held at Lilong Higher Secondary Madrassa in Thoubal district today.

This was one among the 11 things which the student body has announced to take up during the academic session 2013.

The others include, survey to check whether Board of Secondary Education Manipur prescribed books for class I to X are being taught at schools, to keep a watch of the workings of SCERT and BOSEM, to stop both teachers and students from using intoxicants.

Further, MSF will take active role in saving eco-system/environment and will pursue to get 50 or 25 percent concession on transport fare for students and also will take active role in other issues which are related to students.

The function was attended by Prof W Nabakumar Singh, Dean, School of Human and Environmental Science, Manipur University; Longjam Umakanta Meitei; and Potsangbam Dhanakumar Singh, Chairman, Board of Secondary Education Manipur and H Amuba, senior lecturer of Lilong Higher Secondary Madrassa as chief guest, president and guests of honour respectively.

IMPHAL, February 9: The Manipur State Shumang Leela Council called a press conference today saying that there is no need for the council to clarify on the allegations level by certain ‘leela troupes’ and their demand for review of the Ningthem Kumhei results.

Speaking to mediapersons, festival chairman Tarpon said there were five judges during the festival and the result was according to the marks given by the five.

Not a single member of the council was involved in declaring the result, he said and as such there is no need to review the results as the judges result should be final.

When Pakistan’s Lt Gen Shahid Aziz, with the ISI in, writes in his new book that Musharraf conspiratorially plotted the Kargil caper with a few other cronies and lied about it being a Muhajideen-led strike for freedom in J&K, he says nothing new but only further confirms known facts. The first of these exposures was the Musharraf-Aziz-Nawaz Sharif tapes of Indian intercepts of conversations between the trio from Beijing, where Musharraf had gone to drum up Chinese support, Army Hqrs, Rawalpindi and Islamabad.  The diaries of Capt Hassan, captured on the Kargil heights, also disclosed that elements of Pakistani troops were dressed as mujahideen and filmed by his unit for propaganda use later. The Government of India has at its secretive best, classified these revealing Annexuresof the Kargil Review Committee Report.

Interviewed on Indian TV barely 10 days before Lt Gen Shahid’s tell-all story broke, Musharraf had one again repeated the balderdash he served up in his autobiography. The man is a consummate liar, a commander who disowned his own troops whom he led to death and disaster. Some tribute is,however, owed to those Pakistani officers who distanced themselves from Musharraf even if they were not strong or bold enough to stop his aggressive adventure.

Nawaz Sharif, who was only partially informed by Musharraf but was opportunistically fired by his own ambitions, has now urged an inquiry into the Kargil folly which had unpleasant consequences for Pakistan. Itis doubtful if this will happen as an inquirycould open a can of worms going back on a whole series of belated revelations after furious initial denials of terror attacks against India by the military-ISI-LeT/jihadi complexover decades. The deceit and denials started from 1947-48, through 1965, the destructionof Charar-e-Sharif, Siachen, and the attacks on the J&K Assembly building, the Red Fort,the Indian Parliament, etc, to 26/11 and thereafter.

In all those years of cross border violation, UNMIOGIP did nothing and its one damning report, that of Gen Nimmo, its Australian commander on Operation Gibralter, was conveniently shelved by Pakistan’s comforters in the UN Security Council.  

In each case the cry has been,‘let’s move on, let the peace process proceed,do not look back’ And India has repeatedly responded only to be stabbed in the back yet again. The Pakistan establishment is openly colluding withthe J&Kseparatists who have been warned that jihad may intensify after the US withdrawal from Afghanistan in 2014.Nevertheless we must keep trying as Pakistan civil society is beginning to realise that it cannot continue to breed the monster devouring the nation that it fed with a false ideology of Nazar-e-Pakistan from its very creation by denying any identity bar being the “Other” to hated, Hindu India. Kashmir is a fiction, a bogey and a chimera on which the military and mullahs batten.

It is necessary to repeat and explain this sorry narrative as the Pakistani establishment still thinks it can befool the world by evoking UNMOGIP or the OIC, neither of which commands much credibility. What the Government needs to consider is bringing all this damning material together in a White Paper which authoritatively documents Pakistan’s brazen deceptions and confessions, including its patronage of the Taliban and AQ Khan’s nuclear-rocket roguery. The conclusionsand follow up on investigations pertaining to Benazir Bhutto’s assassination by the UN Inquiry Committee that was sought by Zardari and the more recent internal inquiry into the Osama bin Laden Abbottabad safe-haven retirement home mystery, are awaited. The truth may be too dangerous and embarrassing to reveal.

If Pakistan has gone the way of medieval political Islam, India is not free of a similar menace in the form of an exclusivist, backward-looking, divisive and chauvinistic Hindutva that has nothing to do with Hinduism, an eclectic faith. This in turn has spawned counter Islamic radical movements, throwbacks to the past or seeking revenge for perceived Muslim victimhood, real and imagined.

Recent weeks have seen the BJP caught in a fractious struggle between those like the RSS and VHP and sections of the BJP who would rally behind the banner of Hindutva for the 2014 polls, and the moderates who realise that this would not consolidate but divide the Hindu vote and ensure failure at the polls by frightening away present or potential NDA allies. Meanwhile NarendraModi has been projected as the next BJP prime ministerial face with his development model for making India a world power. He came to Delhi to address college youth and visited the Kumbhmela to acclaim.

Modi’s development model in Gujarat has certainly delivered, despite some failings. But the man’s singular flaw lies in his terrible human rights record. Yes, cases are going forward in Gujarat as his supporters argue, but only after herculean efforts and Supreme Court orders to ensure a modicum of due process regarding the 2002 pogrom which he has studiously sought to deny at every turn. This is the CM-cum-Home Minister whose message to his traumatised people over PrasarBharati at the very commencement was, “If you want peace, do not seek justice”. What he wanted was that the upstart “miahs” should kow-tow to him as second class citizens Is this the man being projected as a possible BJP prime minister? God forbid, for he has shown no sign of remorse or shame.

The truth is closing in on Modi and maybe his own party may disown him before the 2014 poll as the wheels of justice keeps moving. As for the Ram temple, if it is to be built, let this be by consent and with grace and not by the kind of crusading brute force with which it was crudely demolished by an act of calculated political deception.

Far better to pay homage to faith by working dedicatedly – and not by tokenism – to get rid of caste, a terrible blot on the nation. The recent Dalit-Brahmin caste-hostel clashes in Patna, in which the Dalits were abused in the most shocking terms, are a reminder how much caste is still embedded in Bihar’s feudal structure which Nitish Kumar has been afraid to take on frontally. He backed down on both land and school reform, pigeon-holing the recommendations of two committees he himself had set up. His opposition to NarendraModi is shallow when he presides over the most caste-ridden state in India.

The Centre and Congress too have been pusillanimous in fighting caste and communal hatred as witnessed by their current stand in limiting promised equal opportunity legislation solely to minorities rather than across the board as recommended.  And is only after much protest and prompting that Praveen Togadia of the VHP, that arch Hindutva communalist, has been booked for hate speech

In J&K it is good that Omar Abdullah has cracked down on the Grand Mufti who, in his profound ignorance of Islam, Kashmiriyat and sufi traditions, decreed that music is un-Islamic and shut down a girls rock band in Srinagar. A lawyer plans to challenge the less-than-Grand Mufti’s self-appointed status as an arbiter of 21st century secular Islamic conduct.

One overdue closure was Afzal Guru’s execution.

It was a cold Delhi morning when I boarded the Delhi-Dehradun Shatabdi Express from New Delhi Station (NDLS). On the way to the platform, I picked up some newspapers from the street vendor to read during my five hour journey, to my destination. It was more of a tourist train then the regular trains which we normally travel. I was going to Dehradun for my office work; it was a three day official trip to meet my company clients in and around Dehradun. Since, it was my second visit to Dehradun; I was familiar with the terrain and areas of the surrounding area. When I reached my coach,  I found out that I was in the last row with a seat by the right window, seating beside an American family. A lady accompanied by two little girls. I presumed they were her daughters and rightly so.

After a few minutes of early morning hustle and commotion, things began to settle down after the train started moving. There were a lot of foreign tourists in the train and most of them were all heading for Haridwar, a holy place near to the Ganges and its Hindu temples. As we were moving out of Delhi, I saw the American lady whispering to the ears of her younger daughter, The young girl seemed to be asking her for some candies or potato chips. She was convincing her young daughter that it was too early to have them. Instead, she gave her two daughters a DVD player to watch movies during  the journey.

Only then did she settled down in her right beside me. She shook her head and whispered to me about her little daughters saying, “Girls! They want to have chocolates and chips in the morning”. I smiled back . She introduced herself as Linda, I told her my name and we shook hands. Then she continued saying she was going for her daughters’ school summer camp in Mussorie, a hill station 35 kms from Dehradun and situated in the foothills of the Garhwal Himalayan ranges, it is also known as the Queen of the Hills. It was that period of the year when schools would conduct special camps in hill stations away form the city buzz.

Then she inquired whether I was from Nagaland, I was surprised to hear an American asking about a North Eastern state of India, when most citizens of India doubt about its geographical existence. I replied that I was from Manipur. She said that there were three Naga women working in her husband’s Trust in Delhi. Her husband worked for an educational Trust  in New Delhi and covering many Indian states including the North East. When I asked about the Trust`s existence in Manipur, she said that they were planning to start the trust in other north eastern states including Manipur. As Nagaland and Mizoram had  a sizeable number of Christian population it was easy for them to establish their network easily. For me, it was heartening to see an American family working in India to promote education for children belonging to the underprivileged sections of the society.

When asked about the  Indian education system as compared with America, Linda said, “Indian education focus more on text book studies with less extra curricular activities. Only a few schools in India conduct those activities on a regular basis. In America, schools focus more on developing value added activities along with the text book studies” . Linda had also heard about the militancy problem in North East region and about the Indian Army being stationed in the states. Before I could reply back, she continued saying about North Eastern people are very hard working, friendly and dedicated.  .

The train journey went off while catching up with what Linda loved to do and how her family spent time in Delhi. There were socio political elements to conversation and we talked at length on FDI in India, what it meant to have Obama heading the Government in the US, about military aid from America. Soon, we heard that we would be reaching Mussorie in another 15 minutes. When I saw that she had four heavy camping bags, I offered to help her and helped carry two of her bags till the Taxi stand. Linda looked overwhelmed by this gesture and  holding my head, bowed down and murmured so softly that I could not make out what she was saying. But it looked like she was saying a soft prayer for me and for some strange reason, I felt good.  I knew I would never meet them ever again. I would never know what she has blessed me with but I would live with the unknown blessing!

Winter helps. The free lunch at a friend’s place was terrific. Moment slips away like smart thieveswhen the company is wholehearted and unrestrained. We would not realise the starch cementing on our hands. When the food was servedit was about Moreh.  It was Kim Kardashian’s vital statistics after the food. How did we land there? None of us could explain.But this time we could not afford to spent longer hour on treatise like those. Children were waiting for the day out. A day of freedom from their routine, what was even more liberating for them was a day off from tuition on a working day.

FAT LESSON: It has been ages that we have stopped going to the cinema theatres in the town. First of all, the theaters have remained the same. Imagine an adult who has not taken a single bath since birth. The aroma of human excreata accumulated since time ancient is still there to serve cine-goers. The sultry air bereft of oxygen is still there in plenty. The seats and the bugs are still there to massage. More importantly, the films being shown have assumed a quantum leap in terms of brilliance. It has gone way ahead of our time. Heaven may fall; these theatres will remain the same. Therefore the option is: stay home, stay foolish, instead of being a démodé cinephile. Meanwhile, a film festival had arrived in the town. Children film festival. It was at the multipurpose auditorium near the palace gate. In recent times the place has become an amiable destination for event like festivals. So we decided to take some children to the festival. The wide and open lawn within the premises of the auditorium provides a soothing breathing space. We could notice the amazement on the children’s’ faces when they saw the sprawling architecture. The previous show was nearing its end. We had to wait for the next screening. Problem was, asking the children to stay still and wait for something to begin. In their true spirit they turned the concrete lawn into a playground. Up and down they ran, with sweat all over their body. Reminiscence of school days ran in our mind. The difference is we ran on playground filled with grass. A green playground is something which is gravely missing in most of the schools today. Our ingenious educationists who are running educational centers without playground would love to recall. What kind of games they played on the school playground. What kind of lessons they learned from it. We agree the world is moving fast. Accordingly they have new learning module. More text books, home – work, class –work, test notebooks all piled up into a truckload called school bag.Our children carry it on their back like a beast of burden. We believed among those books there must be something called physical education. Should they consider removing that portion? They would not. Part of the business, err … part of the syllabus.

TOY STORY: There were few more minutes to the scheduled screening. Soon the children came running to us. Achapot! They shouted in unison with their fingers pointing towards the gate.Stickers, aeroplane, car, tortoise, lizards, spinning top … you name it. These are the toys that come with the crunchy eatables inside thecolourful plastic packets. Free, it comes. Children just love it. Hurriedly they tore open the packets. Oh baby! One of the kids was almost crying. He could not find any free toy in her packet. We rushed like fire fighters to buy another packet for him. Great are those minds thatgave birth to the idea of free toys in a food packet. Most of the children insist their parents to buy achapot with free toys. The notion of getting something free has already been ingrained into the young minds. Parents would just buy them to satisfy their children’s demand. We hope, in the future these children would grow up to be tax paying citizens who are well aware of their duties. Some of them would be workingas government employees. We hope, they would not waste time running after ‘no due certificate’ for their monthly salary. The bond of trust the government share with their employees is ground breaking in these part of the world. We hope, when these children grows up they would break the entire bond.

THE SHOWTIME: had already arrived before the children finish their snacks. We ushered them quickly inside the hall. The giant curtain getting separated and collapsing to the flanks drew good attention from the kids. They clapped when the first ray of light kissed the white screen with images. “This television is thousand times bigger than our TV”, some of the kids uttered. It was an animated movie that was screened. The kids gave rapt attention to the screen. After half an hour or so, they started showing sign of displeasure. It was an unpleasant revelation for us. The film especially made for children, screened at a children festival failed to excite them. Of course, there were children who were slightly grown up trying to make sense out of the movie. The film was rich with content undeniably. What our children were expecting was something different from what they regularly see on the TV. “There is no fight with magic pawaar, no hero, no bad, no rangers, no pawaar punch”!  We bought them few more packets of achapot with free toys.

FOOTNOTE: there have been attempts from some forces to dictate terms in art, that a specific genre should be followed. This is allowed and that is not allowed. A practice very much evident in performing art, which is in a way hurdle to wholesome growth of the art form, LeipungNingthou calls it, “angaang poktringaida eepaan haanna thadokpa”.

There are buddy cop flicks and then there are buddy cop flicks. We are, all of us, more than familiar with the genre and the linear, almost predictable storyline. However, with all the photocopied plots and never-ending bromance, the genre almost never fails to entertain. The movie in question this week, is one of the better ones of the lot.

“End Of Watch,” I have learnt is a term used when an officer of the law gets slain in the line of duty. That pretty much sums up the whole movie for you, but not quite. In all the ways the movie is similar to the unending list of films in the genre, it still manages to hold its own, entertain and surprise in its own way. It manages to find the sweet spot between the territory familiar with fans and things that are still new to them. And in the end, manages to leave an aftertaste that’s not sour at all, not in the least. The end result being the fact that this is one of the best movies of the genre.

Like all films of the genre, past and future, the screen opens up to show two “buddy” cops on duty and then goes on to show the level and depth of their friendship. Taylor and Zavala played by Jack Gyllenhall and Michael Pena respectively play the lead characters as the ‘buddies.’ Taylor and Zavala are two Los Angeles Police Officers, who have been friends for a long time and almost like family to each other. Unlike other films where cops use their badges to run amok and go out hunting the bad folks cowboy style, the cop action here are kept slightly in touch with reality where the police is made accountable for their actions or inactions for that matter. But being “real” doesn’t mean that we are deprived of our rightful dosage of gore and on-screen gunfire.

Taylor is the more serious of the two; the organized person, who takes everything seriously, while Zavala his partner, is the one who breaks the ‘ice’ of seriousness. The two cops have their share of laughs when not in the line of duty but when called, they complete their work in all seriousness, honesty and with fierce intensity. They are in their own right the ‘heroes.’ They risk their limbs and more frequently, their lives in their ‘heroic’ line of work, to the extent of seeming preposterous at times that two policemen would face so much of action on their own so very frequently. But all this is forgiven in the name of cinematic liberty and masked by the excellent work of the actors, director and the tight execution of the tale.

The movie goes on to show Taylor’s new-found fascination with filming everything at work. Taylor and Zavala are transferred to a crime-infested part of LA where unwittingly they get deeply involved in conflict with the big fishes of the infamous Mexican Cartel. Things get more intense and the crimes more gory as they dig deeper into what they should have let lie, thus endangering themselves more than they already had which builds up the plot for the last act of the film.

David Ayer, the writer-director of this film and the well known “Harsh Times” deserves all the good word and accolades for a well-executed, almost plausible flick. He kept the storyline tight, plot intense, characters human and all this at a palatable pace. He has also been credited with films like “Training Day” and “The Fast and the Furious,” where also his job had been more than exquisite. The actors in the lead role Jack Gyllenhall and Michael Pena have also lived up to the expectations to the point where their performances didn’t feel like acting anymore; and they almost seem like real life police officers (on reality TV?). The supporting casts in the form of Natalie Martinez, Anna Kendrick, America Ferrera and Dan Houser have all been uitilized superbly and each one have all done their job without leaving any room for complaints.

I have had the joy of multiple viewing of this delightful piece of cinematic joy and I would advise anyone to do the same for they are not going to be disappointed, and that goes for you too dear reader. And like always, till we meet next, keep your eyeballs glued to the flickering screen.

I am a Cat-lover. Always have been. But not all things have been bright and sunny for our darling felines. The world is filled with a huge amount of cat-haters. It has been a rather unfair world for Cats I believe; they are considered lazy, selfish and arrogant. No wonder they are scheming for world domination.

One does not choose a cat, a cat chooses you. People who are mostly are scared of Cats seem to be themselves insecure, it sort of freaks them out that cats can be so mysterious, I think because they do not understand them. And it is puzzling for them to own and live with something that they do not understand. They need clear intelligence like say “Woof” when you say “Yes”, drool when you are hungry or pee on the lamp-post when you are being playful.  I do not have anything against dogs, I do not like them but I do not hate them. I just think that they are not smarter than cats.

Haters say a lot against cats. They please no one but themselves they say. They are not loyal as dogs they say. But I choose to ignore them. So what if they are anti-social? You do have a right to pick who you want to purr to. Of course, cats do not want to be patted by every Tom, Dick & Harry.  Cats will go about doing their own business rather than following around you and seeking your undiluted attention even when you are with friends. They will not bark and howl when you go out with friends and leave them alone, they would not be bothered to be left to themselves, no Sirree. That’s called independence.

So, does the choice of your pet define who you are? I would say yes. Everyone has heard the famous saying that married folks start looking like each other, but own a pet and you start looking the same pretty much too. Just get out early in the morning and see people jogging with their dogs, they might not look alike, well at first, but they do act the same. Grumbly ones, happy ones, crazy ones and those with a drooling tongue.

Cats would not expect you to take them out for walks or throw them Frisbees. They will just be lazy and cuddle up to you when you watch your movies and eat Tacos. You do not need to bathe them, they can take care of their own. They are agile , graceful and strong. You are never scared of carrying them around or throwing them in the air. Seriously, what good is a pet if you cannot play catch, throw them up in the air and land on their feet?

What of pet- birds, you ask? You cannot own a pet canary without a cage or a parrot or a duck. Too high a maintenance for snakes, a mouse or even a rabbit for that matter. Felines are the only pets you can keep without a lease. They are first and foremost, low- maintenance; they move quietly, they are more polite. Of all the half a dozen cats that I have had as pets, none of them ran away unannounced, they would purr to me when they needed attention and would come at my beck and call. Some of them would be my excellent siesta companions. Sun-basking in the winters, chewing on strings, climbing trees and collecting dead bugs, what all did I not do with them?

Of all the good to mankind that cats have done, the media and movies have not always been nice to cats, this much we know. What with their movies about loyal dogs, about Dogs who help cops and dogs who become heroes. Cats have been stereotyped all their lives and for what? For being what they are? Super Villians and old witches shown patting cats in their laps. Why the constant connection of old hags and cats, one wonders most annoyingly. Every neighborhood seems to have an old lady with a dozen cats, “Crazy Cat Lady”, they call them, I seriously do not know how one assumes one is crazy when they own a lot of cats. What about people who are surrounded by pets just because they are kind-hearted and loving? And do not even talk about those poor black cats. Just because they are rarer, one calls them unlucky. Totally biased , don’t you think? And above all, Hollywood does not spare them either. Cats are always shown, if not as cute or dumb kittens, too girly for their own good or evil and scheming, the likes of serial killers: making Tom dumb in Tom & Jerry or Lucifer, the stepmother’s cat in Cinderella or bad old Sylvester constantly trying to kill the yellow canary Tweety bird. Even Garfield is obese and cares nothing more than eating and kicking Odie off the table.

Why does one forget that cats are distant cousins of the king of the jungle? That they are fierce and strong? That they are free-spirited, wild and intelligent? That they are independent and are not bound to anyone? That they fight battles everyday just to keep our rooms free from rodent attacks? And that they still make sure to be presentable and pretty when summoned. Now that is a pet you want to live with.

(The author did not mean to offend dog-lovers, well not too much anyway. One good thing about cats though, they do not make you feel like a bum even if you slept through the day.)
