IMPHAL, July 24 NNN: The Border Road Organisation (BRO) has assured that the repairing work on the sinking portion at Phesama along National Highway-2 (Imphal-Dimapur road) near the Nagaland capital Kohima will be completed within two weeks depending on the condition of the weather.
Manipur Works minister Kh Ratankumar today visited the damaged site of the highway to oversee it. He was accompanied by officials of PWD including its Additional Chief Engineer (NH-2),  Principal Secretary (Works), Ram Muivah, Mao constituency MLA Dikho and members of Transporters and Drivers’ Forum.
Ratankumar while speaking to the reporters on the sidelines of the inspection visit said he has told the Commander, 15 BRTF to accelerate the repairing work being taken up at the sinking portion of NH-2 which has hit the people of Manipur.
Tejpal, Commander, 15 BRTF said the landslide occurred at the portion is about 175 m and the repairing work has been hampered by inclement weather.
He said only two hours can be worked per day at the site due to heavy rain and when the rain stops it is also difficult due to traffic movement by light vehicles along the stretch.
Tejpal said a culvert is also needed to construct there to support the site.
He assured that the repairing work will be finished within two weeks depending on the weather and the BRO has been told to start working day and night from Wednesday.
Later, Ratankumar inspected the 8 km long inter village road stretch from Mao to Kidima near the highway to arrange it as a temporary bypass route for transporters.
The minister said the inter village road is a narrow section and it is also a sloping area which may not be easy for loaded trucks to overtake. He, however, said goods laden vehicles carrying up to 10 tons can pass through it.
Ratankumar also said now empty heavy vehicles have started passing through the damaged portion at Phesima.
The Prime Minister is now upset by the bad condition of the Imphal-Jiribam road, the minister said, adding the construction works along the route now being taken up by the BRO is likely to hand over to the state PWD as a last option by the Centre.

IMPHAL, July 24 : Manipur Chief Minister Okram Ibobi Singh said on Wednesday sportspersons of the state need to take part in game and sports in the interest of the nation by using their excellent talents to succeed easily.
Ibobi was participating in a function marking the 7th anniversary of the National Sports Academy (NSA) at Khuman
Lampak Sports Complex here. He said, “Let us work hard together to fulfill the objective of the academy which was established in the interest of the nation.”
He said it is the sheer pride for both the state and Central Governments when this academy makes the young sportspersons of the state good personalities possessing fine character and discipline.
Ibobi said if they are really playing for the nation, success will come to them with flying colours.
Parliamentary Secretary for Youth Affairs and Sports, M Prithiviraj who was also present at the occasion, said, “We should preserve the sports culture of the state which is also known as ‘sports powerhouse’ in the country.
The academy was established on July 24, 2007 under the sponsorship of the Ministry of Development of North Eastern Region (DoNER).
It aimed at generating world class young players besides giving education to them. The academy trains players in six different disciplines—archery, boxing, judo, tae-kwon-do, wrestling and weightlifting.
Students can pursue their academy career from class 6-12 at the academy which is affiliated to CBSE.
Dr RK Nimai, Commissioner, Sports, N Ashokumar, Director, Youth Affairs and Sports (YAS), members of NSA School Management Committee and Principal of the academy, staff and students also took part in the function.

MNS:- An independent panelset up by India’s Supreme Court to investigate six alleged extrajudicial executions in the northeastern state of Manipur has found damning evidence of impunity and abuse of special powers by security forces, resulting inwidespread human rights violations.
The panel found that allseven deaths in the six cases they investigated were extrajudicial executions, and not deaths resulting from “encounters” where security forces claimed they had fired in self-defence against members of armed groups.
The panel also saidthat the continued operation of the Armed Forces (Special Powers) Act, 1958 (AFSPA) in Manipur has made “a mockery of the law,” and that security forces have been “transgressing the legal bounds for their counter-insurgency operations in the state of Manipur.”
The Supreme Courtappointed the panel in January 2013 in response to a public interest litigation filed by aManipur-based victims’ group and a local human rights organisation seeking investigation into 1,528 alleged extrajudicial executions committed in the state between 1979 and 2012.
The three-member panel,headed by retired Supreme Court judge Santosh Hegde, was tasked to determine whether a sample of six cases raised by the petitioners were “fake encounters,” staged to cover up extrajudicial executions. The panel was also directed to analyze the functioning of the state police and security forces in Manipur.
The panel submitted itsreport to the Court on 4 April. The petitioners received a copy of the report on 15 July.
In its report, thepanel said that none of the seven people killed in the cases it examined had any formal criminal charges against them. It stated that security forces appeared to have assumed that the seven individuals had to be eliminated and acted accordingly.In one case, the panel notedthat the victim suffered 16 bullet injuries shot at close range, indicating a clear disproportionate use of force. It said that the medical evidence in the case indicated that the security forces’ intentions were to kill the suspect, not disable and arrest. The panel said, “The incident in question is not an encounter, but an operation by the security forces wherein death of the victims was caused knowingly.”
Inanother case involving the killing of a 12 year-old boy, security personnel told the panel that they had fired in self-defence. The post-mortem report stated that the victim suffered four bullet injuries, all of which were potentially fat al, whilenone of the security forces were injured.
The panel concluded, “It is extremely difficult to believe that nearly 20 trained security personnel equipped with sophisticated weapons…could not have overpowered/disabled the victim.” It concluded that “the incident in which the deceased…was killed was not an encounter nor was he killed in exercise of the right of self-defence.”
The report also identifiedserious investigative lapses committed by investigators and persistent abuse of the Unlawful Activities Prevention Act (UAPA). It called for all deaths resulting from encounters to be investigated by senior police officials, and for the Manipur Criminal Investigation Department to be “suitably strengthened” within six months to carry out such duties effectively. It also called for the cases to be monitored regularly by a committee chaired by the head of the state human rights commission, and tried by a special court.
Crucially, the panel pointedto the AFSPA as a key contributor to rights violations by security forces.
The report stated, “Thecontinuous use of the AFSPA for decades in Manipur has evidently had little or no effect on the situation. On the other hand, the six cases, which have been shown to be not real encounters, are egregious examples of the AFSPA’s gross abuse.”
The panel echoed astatement made by the Jeevan Reddy Commission, another government committee formed to review the AFSPA in 2005, which said that the law had become “a symbol of oppression, an object of hate and an instrument of discrimination and high-handedness.”
The panel’s reportrecorded how security forces in Manipur were disregarding procedural safeguards set out in Supreme Court rulings and Army directives to ensure that AFSPA powers were used with exceptional caution and with the minimum force necessary.
Moreover, the panelfound no information to back the central government’s assertions to the Supreme Court that the use of AFSPA powers was being closely monitored. Rather, after repeated requests, they were told that there was no official record of basic information essential to such monitoring such as the number of civilians killed or injured by the police, army or other special forces in Manipur.
However, the panel stoppedshort of calling for the AFSPA’s repeal, and instead recommended that the law cease to operate in more parts of Manipur progressively.
Soldiers operating inareas where the AFSPA is in place cannot be prosecuted without the permission of the central government. Applications seeking permission to prosecute are almost always rejected, and sometimes remain pending for years. The panel recommended that the central government be given three months to respond to requests for prosecution, failing which it would be presumed to have granted permission to prosecute.
Amnesty InternationalIndia welcomes the findings of the Supreme Court-appointed panel, but urges authorities to go beyond its recommendations and repeal the AFSPA in Manipur and elsewhere. The AFSPA has provided impunity for perpetrators of grave human rightsviolations for decades. Its continued operation in any form will allow human rights violations to continue.
In Manipur, impunity isendemic and authorities take little to no action to investigate and prosecute allegations of rights violations by security forces. A special investigation team comprising senior police officers from outside the state should be formed to conduct prompt and full investigations into all 1,528 cases of alleged extrajudicial executions brought before the Supreme Court by local groups.
Where sufficientadmissible evidence is found, suspects – including those with command responsibility – should be prosecuted in fair and speedy trials meeting international standards in a civilian court, regardless of the time that has lapsed since the crime occurred. The families of the victims should receive adequate reparation, including compensation.
Amnesty InternationalIndia urges both state and central authorities to heed the panel’s recommendations to bolster the Manipur police and Criminal Investigation Department in six months time in order to conduct thorough, impartial and effective investigations into all future cases of alleged extrajudicial executions in Manipur.
Authorities must apply procedureslaid down by India’s National Human Rights Commission in cases of deaths caused in the course of police, army or other security personnel action, and follow the UN Principles and Manual on the Effective Prevention and Investigation of Extra-Legal, Arbitrary and Summary Executions.
The Government of Indiamust also act on the recommendations of the UN Special Rapporteur on extrajudicial, summary or arbitrary executions and set up a credible commission of inquiry intoextrajudicial executions throughout India.

Background
Impunityin cases of extrajudicial killings is a matter of grave concern in Manipur and some other parts of India. In his comments after visiting India in 2012, the UN Special Rapporteur on extrajudicial, summary or arbitrary executions Christof Heyns observed that “Impunity for extrajudicial executions is the central problem. This gives perpetrators a free rein, and leaves victims in a situation where they either are left helpless, or have to retaliate.”
TheNational Human Rights Commission has itself on occasion said “extrajudicial executions have become virtually a part of state policy.”
The AFSPA, which hasbeen in force in parts of Northeastern India since 1958, and a virtually identical law (The Armed Forces (Jammu and Kashmir) Special Powers Act, 1990) in force in Jammu and Kashmir since 1990, provide sweeping powers to soldiers, including the power to use lethal force against any person contravening laws or orders, and to prevent the assembly of five or more persons.
The law has providedimpunity for perpetrators of grave human rights violations, including extrajudicial executions, enforced disappearances, rape, torture and other ill-treatment, and excessive use of force.
The AFSPA falls farshort of international standards, including provisions of treaties to which India is a state party, and is inconsistent with India’s international legal obligations to respect and protect the rights to life, liberty and security of person, to freedom from torture and other ill-treatment, and to an effective remedy.
Several UN bodies andexperts, including the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on the situation of human rights defenders, have stated that the AFSPA must be repealed.A number of Indianbodies, including the Second Administrative Reforms Commission, the Jeevan Reddy Committee to review the AFSPA and the Prime Minister’s Working Group on Confidence-Building Measures in Jammu and Kashmir, have also urged the repeal of the law. The Justice Verma Committee, set up to review laws against sexual assault, said in January 2013 that the AFSPA legitimized impunity for sexual violence.

IMPHAL, July 24: The All Manipur Parents’ Guardians’ Association today appealed to the state Chief Minister and the Education Minister to check the implementation of Sarva Siksha Abhiyan in the schools of the state.

For the year 2012-13, the centre had sanctioned Rs 280 crores for civil works to be taken up under the SSA guidelines, however there has been no progress whatsoever, alleged S Sumati president of the association.

She further alleged that Engineering cell of the Directorate of Education (S) has addressed the government to deposit the funds meant for all civil works under the SSA guidelines with them though the engineering cell is just a monitoring cell.

Speaking to media persons during a press meet at the association’s office, she said all deposits should be made to the School Management Development Committee/ School Management Committee.

And as such, all civil works under the SSA are lying defunct in the state and so the authorities are unable to send the Utilization Certificates to the centre, she further claimed.

Following the failure to submit the Utilization Certificates for the year 2012-13, the centre has also blocked the funds for 2013-14, she further alleged.

Concern authorities to extend the August 1-3 written test for the recruitment of Assistant Engineers for different departments to be conducted by the Manipur Public Service Commission in consideration of the students who are appearing in their last semester, said a mother of one such candidate.

There have been cases where police have failed to file charge sheets in cases of rapes even after years of FIRs being submitted, but stipulations under the Criminal Law Amendment Act 2013 which was passed in March this year have now ensured that charge sheets are filed within 90 days of the FIR. Despite the stipulation for directions to file chargesheets, there are numerous cases languishing under the explanation of `forensic results awaited`. Many cases in the state are in fact, being in cold storage and waiting for families of affected victims to lose interest in pursuing the elusive chimera. Till the time the political leadership wakes up to institute a state of art facility where the most scientific forensic tests can be done, most samples will continue to be sent to Kolkata though it is strange that the same are not being sent to a nearer place: Guwahati. To get back to the Criminal Law Amendment Act 2013, it came about following the recommendations of the Commission led by Justice Verma that was instituted to look at ways and measures to address rising crimes against women in the country following the brutal gang rape and subsequent death of a 23 year old para medical student in New Delhi in December last year. Interestingly, the Act stipulates the punishment for rape and sexual assault cases with seven years of rigorous imprisonment of either description for 7 yrs to life and fine with the quantum of punishment increasing to 10 years for the same case of rape and sexual assault if committed by a public servant including police personnel. The Criminal Law Amendment Act 2013 also addresses other crimes on women including stalking, eve teasing. The later has in fact come to be clubbed under sexual harassment in a public place since eve teasing is in effect a form of sexual aggression that ranges in severity from sexually suggestive remarks, brushing in public places and catcalls to outright groping. Once considered a mild social youth related behaviour, there is no doubt that the term ‘eve teasing’ in itself sets the tone for women (the ‘eve’ in question) are mere objects to be made a public spectacle of with women having to bear the brunt for it for being the ‘weaker sex’. The inclusion of this social behaviour by men against women in fact goes a long way in encouraging or giving leeway to men to ‘get away’ with ‘serious crimes’.

Meanwhile, even as strong legal and police action on crimes against women will go towards deterring such incidences in the future, what is more important is for attitudes towards women to change. Till the time, those in the police and the legal system refuse to entertain complaints or discourage women from lodging complaints related to crimes being committed against them, till the time proper investigations are made and appropriate penal codes put in the charge sheets, not much can happen. And while the Criminal Law Amendment Act 2013 has indeed come to the rescue of the many women in the country who have endured various crimes of a sexual nature against them, there is a strong need for social support systems and a shift in attitudes. While strong legal and police action on crimes against women will go towards deterring such incidences in the future, what is more important is for attitudes towards women to change.

In Manipur, we have instances on a regular basis where various civil society groups under the garb of social reform go for what are commonly known as ‘restaurant drives’ rounding up couples in what they describe as ‘compromising situations’ and then giving away names and details of the women. In the process, they not only violate laws of confidentiality but also commit a wrongful action by getting into a sphere where there may be strong grounds for consensual sexual activity or a harmless social meeting, which by dint of social disapproval of such meetings take place in isolation or in restaurants that supposedly give privacy. Many ‘social workers’ and public leaders have in fact also gone on record saying that crimes against women of a sexual nature are the result of provocation by women in terms of what they dress in, where they are going and with whom. Such unwarranted aspersions on the character of women in fact give the men involved in the perpetuation of such crimes the leeway to be emboldened and also get away. But rather than look at character certificates, the focus to prevent the rising sexual crimes against women is to ensure that justice is brought when they do take place without affecting the dignity of the women involved and for various stakeholders of the society to look at ways and means to ensure that men can begin to think of women as their equal. If women are accepted as the weaker lot, men will only continue to suppress them through various ways and means, including taking recourse to sexual crimes.

IMPHAL, July 24: The Keirao Mahila Congress Committee today organized a one day workshop cum reconstitution of its members at the residence of ex Pradhan Allauddin at Keirao Muslim Makha Leikai, today.

The workshop was attended by R K Ranisana president Manipur Pradesh Mahila Congress Committee and Allauddin ex Pradhan as chief guest, president and guest of honour, respectively.  

RK Ranisana said that women empowerment in the state is somehow different from the past as today women have come out to contest elections not as a dummy and not under the influence of their husbands or any other person, but on their own.

The centre has reserved 50 percent seats for women for the upliftment of the woman and to bring a change in the country, she said.

During the workshop cum reconstitution a mass enrollment of members of the Keirao Mahila Congress Committee was also conducted.

Poultry development has been a household activity in India. However, scientific poultry production in India gained momentum during the last four decades due to concerted efforts of the Government of India through policies, focused research and the initiatives taken by the private sector.
The poultry sector has emerged from entirely unorganized farming practice to commercial production system with state-of-the-art technological interventions. Poultry sector, besides providing direct or indirect employment to people, is also a potent tool for subsidiary income generation for many landless and marginal farmers. It also provides nutritional security especially to the rural poor.
Poultry sector in the country has shown steady progress over the years. Currently egg production is around 66.45 billion. The poultry meat production is estimated to be around 2.5 million tonnes. The current per capita availability of eggs is around 55 eggs per year. Exports of poultry products were around Rs.457.82 crore in 2011-12 as per the report of Agricultural and Processed Food Products Export Development Authority (APEDA).
Central Poultry Development Organizations
The Central Poultry Development Organisations (CPDOs) located at four regions viz. Chandigarh, Bhubaneswar, Mumbai and Hessarghatta have played a pivotal role in the implementation of the policies of the Government with respect to poultry. The mandate of these organizations has specially been reoriented to focus on improved indigenous birds, which lay on an average 180-200 eggs per annum and have vastly improved Feed Conversion Ratio in terms of feed consumption and weight gain. In these CPDOs, training is also imparted to the farmers to upgrade their technical skills. Besides, CPDO, Hessarghatta is also imparting trainers’ training to in-service personnel from within the country as well as overseas. Diversification with species other than chicken like ducks, turkey, guinea fowl and Japanese quail is also undertaken. The Central Poultry Performance Testing Centre (CPPTC), located at Gurgaon is entrusted with responsibility of testing the performance of layer and broiler varieties. This Centre gives valuable information relating to different genetic stock available in the country.
Novel Scheme
A novel scheme has been launched for the all round development of poultry sector. It has three components namely, ‘Assistance to State Poultry Farms’, ‘Rural Backyard Poultry Development’ and ‘Poultry Estates’.
Rural Backyard Poultry Development
This component is expected to cover beneficiaries from Below Poverty Line to mainly enable them to gain supplementary income and nutritional support. During 2012-13 (till Dec 2012) around Rs.21 crore has been released for assistance to nearly 95,000 BPL beneficiaries.
Assistance to State Poultry Farms
It aims at strengthening existing State poultry farms so as to enable them to provide inputs, mainly in terms of providing improved stocks suitable for rural backyard rearing. In 2012-13, seven farms have been assisted so far (partly) taking the total tally of assisted farms since inception to 233 (till Dec 2012).
Poultry Estates
Entrepreneurship skills are to be imparted through setting up of Poultry Estates. They are meant primarily for educated, unemployed youth and small farmers with some margin money for making a profitable venture out of various poultry related activities in a scientific and bio-secure cluster approach. Two poultry estates have been selected on pilot basis, one in Sikkim for broiler farming and another in Odisha for layer farming. Operations in the first stage will commence after infrastructure and input services are set-up, beneficiaries are selected and trained.
Poultry Venture Capital Fund
The main objective of the scheme is to encourage entrepreneurship skills of individuals in various poultry activities. The scheme is now being implemented from 2011-12 on capital subsidy mode. Under the scheme the components like hybrid layer and broiler poultry units, technology up-gradation, extension of component of breeding farms for low technology input birds to individuals are included. Establishing poultry breeding farms with low input technology birds, feed go-down, feed mill, feed analytical laboratories, marketing of poultry products (specialized transport vehicles, cool room storage facilities and retention sheds for birds etc), egg grading, packing and storage for export capacity are already part of the scheme. Under PVCF, 506 units have been covered in 2012-13.
