IMPHAL, March 23: A Joint body of village heads and elders formed after a conflict between the villagers of Gwaltabi and Manojang at Gwaltabi on March 20, managed a compromise between the two parties in a public meeting of the villagers was held today at Gwaltabi Community hall. The public meeting was organised by Tellou Chana Seijang Gram Panchayat.

Mention may be made that on the evening of March 20 at Gwaltabi village, a conflict between the small community of Meitei villagers of Gwaltabi and Kuki villagers of Monoyang broke out over an argument between few drunken individuals.

In order to strengthen the bondages of the villagers belonging to the two communities and avoid such conflicts in the future the Tellou Chana Seijang Gram Panchayat called the meeting.

The meeting was attended by village chiefs, leaders, Pradhan and other elders and local meira paibis of Manojang, Gwaltabi, Urangpat, Yaingangpokpi, Sabungkhok Seijang, Leimakhong Mapal, Tepland, K Khonong, K Vaipheijang, members from surrounding villages and CSOs.

During the meeting Pradhan L Dinesh said that the incident was regrettable and originated from petty issues. He further called for support from the CSOs and other intellectuals for bringing peace and harmony in the area.

Sales and use of illicit drugs and alcohol should be banned in the area to minimise such conflicts said Urangpat village chief Limkhopao Mate and added that people from different communities have been living in peace since time immemorial in the area.

He said that the dispute might not have aggravated if reported timely to the concern village heads in the first place. Later he wished the last of such incidents have been seen in the area.

Chairman Yaingangpokpi Village committee Saikhom Tomba called for a joint committee formed by villagers of different communities so as to quickly address such unwanted incidents in future. He urged everybody not to resort to mob justice.

Later the meeting resolved to form a peace committee comprising of leaders of various surrounding villages urging all that any unwanted or anti social incident in the future should be first reported to this committee.

In the sidelines OC to Yaingangpokpi Police Station A Tomba Singh expressed that their area of operation is inhabited by a number of different communities, being the juncture of three districts namely Imphal East, Ukhrul and Senapati, and therefore it is a sensitive area.

He further stated that the area is thinly populated hence the area MLA is not too concerned about their plight.

Lamenting the resort to mob justice he said that any kind of anti social activity must be reported to the police station immediately.

The OC further said that Yaingangpokpi PS is not a full-fledged police station and its personnel strength is inadequate. He added that the state Government is considering to make Yaingangpokpi full-fledged police station by inducting more staff in the near future.

The need is for discipline among the residing communities of the area, OC Lamlai PS, W Devkumar also said in the sidelines.

He further said that to minimise such untoward incidents, frequent public meeting is needed among the different communities of the area. He called for cooperation from the society in bringing peace and harmony.

IMPHAL, March 23: The All Political Parties Committee on the implementation of Inner Line Permit System in Manipur, had a meeting again today to discuss the objections raised against the Manipur Regulation of Visotors, Tenants and Migrant Workders Bill 2015, in particular by the JCILPS.

The Bill, it may be recalled, was introduced during the 10th session of the 10th Manipur Legislative Assembly on March 13 and after an intense discussion on the floor of the House, passed on March 16.

Today`™s meeting was initiated by the Chief Minister, Okram Ibobi, who extended formal invitation to the members of the committee. The meeting held at the Chief Minister`™s cabinet secretariat hall from 4.30pm to 6pm, was prompted by the objection to the Blll by the JCILPS and supporters, an official source said.

The Manipur People`™s Party, MPP, which is planning a sit-in protest against the Bill tomorrow at its party complex, however did not send any of its representatives to the meeting, the source said.

Today`™s meeting discussed threadbare points raised by the JCILPS on the matter of cut off year for deciding who is domicile and who is visitor, the definition of `permanent resident`, `visitor` and `tenant` etc, the source said.

Members present in the meeting were of the opinion that a joint sitting of the All Parties Committee and the JCILPS is called for to try and resolve these issues to the satisfaction of all, the source added.

There was however no consensus reached on the question of whether the Government should be represented in such a meeting, or whether it should be only between the All Parties Committee and the JCILPS, the source further said.

Among Government representatives present in today`™s meeting were besides the Chief Minister, Deputy Chief Minister, Gaikhangam and Law Minister, Thoudam Devendra Singh, the source added.

However, N Sovakiran, the president of the MPP which did not send any representatives to today`™s meeting told IFP that the Bill is a betrayal of the people`™s wishes as well as the commitment given by the Government to the All Parties Committee.

The MPP will go ahead and hold its protest sit-in at its office complex from 10am to 4pm tomorrow, Sovakiran said.

IMPHAL, March 23: The negligence of the government and the concern construction contractor of Thamcha High School, Nongmeibung Pung Mathak has resulted in displacement of students, DESAM alleged during an inspection it conducted at the school premises today. It also said it found various construction works grossly unsatisfactory.

Speaking to media person, vice president, A Thoithoi said that after the school had been upgraded to a High School in the year 2011-2012, with an instruction to complete construction of new infrastructure within 10 month after the date of up-gradation, the construction work remained incomplete even in the year 2014.

As per the notice served on March 1, 2014 by Government of Manipur, Education Engineering Wing, Department of Education, the estimate amount released so far is Rs. 34,61,768.

He further said that the construction work which is incomplete to this day still does not maintain quality or follow architectural drawings given by the Education Engineering Wing, Department of Education.

As per the specification, the rooms to be constructed are one room for arts & craft, one office room, one library room, one headmaster`™s room, one computer room, one science laboratory room, two class rooms.

When Thamcha was a Junior High School, it had up to class eight, with eight class rooms, but after up-gradation to High School it should have up to 10 class rooms but this is not so.

He further said after the school building was dismantled for up-gradation in 2014, students have been left without classrooms. The education status in this school is in a pathetic situation, moreover the school is unable to start its session even after most schools in the state have reopened its classes from February.

Thoithoi appealed to the concerned authorities to look into the matter seriously to bring quality education and for the better future of the students. He also appealed the concerned authorities to give tender to genuine contractors only.

The headmistress of the school, Ph Dasumati Devi also appealed to the concerned authorities for the completion of the work at the earliest.

He further said that if the government is willing to provide land for the establishment of a hostel for SC, OBC or differently able persons the Central government is ready to provide the funds.

He said State BJP president Th. Chaoba always asked him for support for differently abled persons in their meetings in Delhi.

If anyone wants to runs a school, rehabilitation centre, old age home, NGOs works etc, his ministry can provide assistance in the interest of Manipur people, he offered.

His portfolio as Union Minister handed by the Prime Minister Narendra Modi is to serve the old age person, senior citizen, differently able persons, transgenders, OBC, SC etc, he said. His department can provide benefit to 70 crores people of India, he said.

His said his department provide scholarships for post metric, overseas studies, higher education aboard etc. For rehabilitation centres we have funds to be used in freeing youths from drugs in Manipur also he had visited the rehabs centre today.

He said that the people of India have taken the decision to remove Congress from India and reposed faith in Narendra Modi`™s leadership for a better society in India. He further mentioned that after completion of 10 months of NDA government, the gross domestic product rate has increased to 5.7 percent from about 4.5 percent during the Congress lead UPA-II government in the Centre.

He added that this gross domestic product rate was 8.4 percent when the Bajpayee Government fell in May 2004 but after UPA government came to power in July 8 2004 Prime Minister Manmohan Singh promised to increase the GDP rate to 9 percent. But instead of an increase the Congress Government plummeted it to 4.5 percent.

Modi Government is set to increase this to 6.4 percent, he claimed. The Government`™s target is to attain 9 point percent in next 5 years, after which India will be above China and Japan in world rate of GDP, he said.

Krishan Pal Gurjar Union Minister of state for Social Justice and Empowerment said that the burning issue of corruption facing Manipur happened would be addressed.

During the UPA government the Congress party was known as the father of corruption, he charged. He further said the Congress sold the prestige of India before the rest of world every day with cases of corruption of the UPA government exposed routinely.

He further said that within next two years people of India and Manipur can see the change in development in India.

The Manipur people therefore should repose faith in the BJP Government and be part of India`™s change Kishan Pal Gurjar added.

THOUBAL, March 23: The long suffering Chowkidars of Primary Schools expressed dissatisfaction at the lack of appreciation of their service rendered for more than 30 years. They lamented they have not being given preference in the recent appointment of Chowkidar cum Peon on contract basis under Autonomous District Council.

While speaking to media persons, CK. Leirung Maring of Phunchong village in Chandel District has said that as per the recommendation of Village Authority he has been working as a Chowkidar cum Peon at Phunchong Primary School without getting paid since 1986 till date with the hope of getting appointment one day.

He also said that the then Assistant Inspector of Schools, ADC Chandel, M. Medun and Head Masters including the present Head Mistress also recommended CK. Leirung for post of chowkidar cum Peon of schools.

He further stated that after the Autonomous District Council Chandel issued a notification for the appointment of Chowkidar cum Peon on contract basis last year, he went for the interview which was held from 18-20 November last.

However, the concerned authority had appointed another person despite the recommendations of Village Authority, AI of Schools and Headmaster and without acknowledging the long years he suffered as the Chowkidar of the School without getting paid, he lamented.

He demanded that the concerned authority should be held responsible for any problems that arise due to appointment of new chowkidar of the School.

DL. Modar alias Moses who was working as the Chowkidar of Leibi Primary School in Chandel District for more than 30 year also expressed dissatisfaction over the recent appointment.

Demanding a clarification from the concern authority for not giving preference to the experienced and long-suffering Chowkidars in the recent appointments, DL. Modar said that it is unfair, unjust and inhumane on the part of the concern authority of Autonomous District Council.

He also appealed to all right thinking organizations to investigate whether the concern authority gave preference to bribe rather the well experienced and long suffering Chowkidars during the recent appointment.

Of the many qualities of a leader, one of the most important is the commitment with which ideals are held and valued. This needs no confirmation from any social scientists, for very often it is common sense that provides the most penetrating insights into issues that have direct and profound bearings into everyday life. And what other thing can have as much impact on everyday life as the quality of leadership any society gets. Ask any man or woman on the streets, literate or otherwise, and they will have the same answer `“ a leader without ideals, or a clear notion of a social goal, is no leader. The other important quality of a leader is, he must have the ability to draw up a clear roadmap as to how his ideals can be actualized. This again is street wisdom as much as it would be an absorbing agenda for highbrow academic seminar rooms. Do our leaders have these qualities, is an intriguing question. Many of them do, there can be no question about it, but the nagging doubt that arguably all of us would have expressed sometime or the other on this question is, many of them do not seem to possess them. Why then do our voters allow those who lack these qualities to return is a question that not many voters have asked themselves seriously or honestly, hence the recurrence of the phenomenon. The result is, we have many leaders in form only, but not in substance. This leadership vacuum is, from this vantage, at the core of some of the most vexed problems of Manipur, most pertinently, the question of insurgency. For ultimately, ideals are nobody`™s monopoly, and so also leadership, and if one set of leaders are unable to provide it, there will be others who would claim the role. Insurgency in this sense is very much a challenge and contest for this leadership space. Resolving the problem will in the end have also to be about resolving this issue.

But if there is a lack of ideal in the formal political leadership, the contenders lack the form. There can be no argument that all insurrections, including the ones we are witnessed to, were originally fired by ideals, hence their once popular appeals. But the danger here is, when there are no definite forms to the leadership they provide, the ideals themselves come to replace the form. That is to say, the ideals become the system itself, resulting in a mix that have led to the most oppressive dictatorships in history. Stalin, Pol Pot, Trosky, Mao were all idealists, and people still admire their ideals. Their only failure was, they allowed their ideals, and ultimately themselves, to not only substitute the system, but to become the system itself. History bears testimony as to how oppressive ideals un-moderated and un-tempered by a formal and objectified roadmap can get. In the modern context, this moderation must have to be looked for in a belief in constitutionalism. This would understandably limit the definition of leadership, for then a leader would have to be how the consensual constitution defines what a leader is, how he is to be selected and how deposed etc. In mature Western democracies, such as for instance England, we do hear of such stories as how even former Prime Minister Tony Blair, while he was Prime Minister, have had to visit a police station to face questioning by the officer-in-charge, (OC as we know them more popularly) and complete mandatory calls of the law for the drunken behaviour of his son. Few in this part of the world would not be wonderstruck by such accounts of the law enforcement. They would be equally awed by how a leader cannot step outside the constitutional definition of leadership. But this is the civilized safeguard to keep men entrusted with power from becoming despotic dictators. If the form can dilute and destroy ideals, as is happening in our formal politics of today, it is equally true that an overflow of ideals can subsume the form, if these ideals are not moderated by guidelines of a definite and institutionalized constitutionalism. The latter, it must be admitted, is one of the bane of the leadership of the non-official kind. The challenge of leadership then is, to have the ideals as well as the system `“ but separate from each other and one moderating the other.

IMPHAL, March 23: In the few months that the rains have ceased, water levels in all major rivers in Manipur are already acutely low. Some have dried altogether in great stretches of their lengths punctuated only by patches of stagnant pools in the river beds.

Nambul River in particular is in bad shape. Almost all along its length, the river bed has become baked dry and cracked. People living along this river are in the throes of a drinking water crisis.

Only 10 kilometres west of Imphal town, a cluster of villages including Akham, Ngarianbam and Mayang Langjing, falling within the Imphal West district and under the Lamsang Police station, are in a state of crisis and panic.

Once liberally fed by the Nambul River during the dry seasons, these villages do not have any community pukhris to depend on unlike most other villages in other parts of the valley districts. They never anticipated the Nambul River would be reduced to the condition it has been currently, and this lack of foresight is proving to be their misery.

Gram Panchayat member of Mayang Langjing Ward No. 7, Ngarianbam Sakhenbi, who distributed drinking water to villages within her ward today said Nambul River originates from Kangchup hills and after it confluences with Luwanhi River at Iroishemba, begins its southward journey on its meandering way to ultimately empty into the Loktak Lake.

This year however, to the alarm of everybody, the river is drying up way before it reaches the lake, Sakhenbi said.

The people in the Mayang Langjing area vitally depend on the river for their water needs, including drinking water.

There are two piped water schemes in the area fed by the river, one at Ngarianbam and the other at Mayang Langjing. But both have dripped dry too early in the year this time.

Nobody has any doubt this is on account of unprecedented deforestation in the catchment area of the river in the Kangchup Hills, together with an acute shortfall of winter rains this year.

The villages lamented that the government so far has not listened to their cries for availing drinking water to these villages. Sakhenbi told visiting media persons that these villages therefore have to buy drinking water in tankers from distant places, putting a strain on the family budgets of many of the villagers.

The Panchayat member also suggested that while the river is dry, her Gram Panchayat is arranging JCBs to de-silt the river bed to ensure better water holding and retaining capacity of the river.

The Gram Panchayat also held the concluding function of the village level national Rural Drinking water and Sanitation Awareness Week today at the Ngarianbam Ibudhou Pakhangba Sanglen. Mayang Langjing Zilla Parishad member Konthoujam ongbi Sunita Devi was chief guest and Sapam Dhananjoy Singh presided the function.

Assistant engineer, Mayanglangbam Damu Singh, was technical expert of the awareness programme organised under the initiative of the Public Health Engineering Department of the Government of Manipur.
