This art has kept the integrity of Manipur intact, including during the era of subjugation by foreign forces, he said.

Imphal, March 27: The BJP Manipur Pradesh has completed preparing a strategy to fight the upcoming ADC election of the State, and State BJP will declare the strategy by March 30. This was stated by Moirangthem Asnikumar General Secretary Administration of BJP Manipur Pradesh.

While interacting with media persons, he said that the BJP`™s highest body for selection of aspirant candidates for ADC election, the `BJP state election committee`, has been constituted by its office bearers during a meeting held at the office at 3pm today.

The meeting discussed the ADC election measures to be taken and strategies for each of the 144 seats of the six ADCs. In the meeting the state cell`™s convenor and co-convenors were present.

Asnikumar further said that another election committee meeting will held on March 30 at 4 pm, after the conclusion of the BJP office bearer meeting at 9:30am.

After this the BJP strategy for the ensuing ADC election will be declared, as well as the BJP`™s ADC candidates etc. The BJP will fight all seats in ADC election in every district of Hills.

The main battle thrust of the BJP for the ADC will be on the anti-incompetency of the Congress Party government in the State, development and welfare deficit for the people of hills etc.

The BJP will pressure the concern authority of election to make the elections free and fair and not to repeat the ADC election 2011 which went berserk.

The BJP Manipur Pradesh appealed to various organisations and individual of the hills to ensure a free and fair ADC election 2015.

The BJP Manipur Pradesh includes several leaders and former leaders in the constituted State election Committee, he said.

The BJP leaders have decided to work collectively to fight the upcoming elections. IMPHAL, March 27: In spite of various steps taken up by Government for the development of education sector the authorities of UNACCO continue to have inconsistent admission policy, charged some parents of students of the school.

They said three children were denied admission in the UNACCO School situated at Khongman, Zone- III on the pretext of a dispute between UNACCO and the locals of the area.

Parents and local drew the attention of the State`™s students unions and concern authorities to look into the matter.

In this connection, the parents and locals called a press conference at Manipur Press Club today where Lisam Babita Devi the mother of two children whose admissions were denied stated that since the establishment of UNACCO both her children a son and a girl have been studying in the school.

She said that her son is the topper in his class but without considering this fact the UNACCO refuse to give admission to him on the pretext of a dispute with locals.

She said the attitude of the managing director has given mental harassment to them all and is unacceptable.

She charged that instead of building the career of students they are giving harassment to the students, and added that the students are likely to lose a year on account of this inconsistency of the school.

She said her son is in bad health and this is the reason for denying him admission. If anything happen to her child, the school must be held responsible, she said.

A local alleged that the reason for denying admission is the objections to heavy vehicles passing through Lisam Leirak, Zone III as the Leirak is currently being renovated and heavy vehicles damage the unset road.

The Lisam Leirak was very narrow and in a bad condition some years back but after the contribution of land by the people residing adjacent to Leirak, it has been widened. But without considering the hard labour the school authorities began using the road.

The locals called many meeting to bring an understanding but the school authorities never came, they alleged.

IMPHAL, March 27: The Directorate of Information and Public Relation has stated that a total of 7,24,658 applicants including 5,15,034 male and 2,09,624 female are on the Live-Register of different Employment Exchange of Manipur at the end of February, 2015 according to monthly progress report on the working of Employment Service, Manipur issued by the Directorate of Employment, Manipur.

According to a release of the DIPR, the total number of job seekers registered in different District Employment Exchanges are as follows-Imphal West 1,87,373 (male-1,23,323 and female-66,050), Imphal East-1,15,779 (male-81,901 and female-33,878), Thoubal-1,21,929 (male-95,623 and female-26,306), Bishnupur-69,776 (male-51,799 and female-17,977), Churachandpur-72,547 (male-53,241 and female-19,306), Ukhrul-29,153 (male-20,325 and female-8,828), Senapati-60,555 (male-43,664 and female-16,891), Tamenglong-25,559 (male-19,301 and female-6,258) and Chandel 30,697 (male-20,986 and female-9,711). The number of job seekers registered under Physical/Handicapped are 2,723 (male-1,828 and female-895) and 6,567 under UEI and GB (male-3043 and female-3524), it said.

In another release, the DIPR has stated that Joint Registrar (Admn/Pm&P), High Court has notified that eligible applicants and also not enclosed self addressed envelope or applicants who wish to collect their Admit Cards in person for Chowkidar of High Court of Manipur can do so from Registry immediately till April 15 during office hours. However, applicants whose names are not mentioned in the reject list will be dispatched through post. The venue and date/time of the interview will be mentioned in the Admit cards, it said.

IMPHAL, March 27: Dr Moiranthem Premjit Singh has been officially appointed as Vice Chancellor of Central Agriculture University today and Dr M Premjit Singh has taken the charge of CV today itself.

Dr M Premjit Singh is the fourth and first to be from NE states of India to become a VC of CAU.

Born in 1955, he is from Moirang Phairembam Leikai, Moirang. Dr Singh started his career at CAU in 1986 as Assistant Professor of Entomology and became Associate Professor in 1990, Professor in 1998 and Director of Extension Education in 2009.

Besides this, Dr Singh has also acted as Registrar, Deputy Registrar (Academic), Assistant Registrar (Academic) and Research Co-ordinator (Oilseed Crops) in CAU for more than a decade. He has also conferred with The Young Scientist Award in 1992 on his research work entitled `Studies on Bee Pollination of Oilseed Crops`™.

Today during a press briefing at his office chamber Dr M Premjit Singh said that CAU, Iroisemba is the apex body of seven agriculture colleges situated at NE States of India excluding Assam and Nagaland and in the ongoing 12th five year plan another six agriculture colleges has been sanctioned to be included within the jurisdiction of CAU, Iroisemba and the state of Nagaland will also be squeeze in.

He further declared that another Food Technology College will also be introduced within the CAU premises. He said that he being the first VC in CAU from the state will promote not only agricultural technology but also sports and culture during his tenure.

Cabinet Meeting: Manipur ADC election to be held on May 30, four dialects get recognition

IMPHAL, March 27: A State cabinet meeting held today has given its consent to hold the election of six Autonomous District Councils of the Hill districts on May 30 (Saturday).

IMPHAL, March 27: A State cabinet meeting held today has given its consent to hold the election of six Autonomous District Councils of the Hill districts on May 30 (Saturday).

The meeting has also given its consent to give recognition to four dialects spoken by hill tribals of the State so that they can be studied in the schools upto Class VIII.

The cabinet meeting held at the Chief Minister`™s Secretariat conference room at 3 pm today was chaired by Chief Minister Okram Ibobi Singh.

Speaking to reporters after the meeting, state government`™s spokesperson, Minister Moirangthem Okendro who holds the education, CAF and PD portfolios, said the ADC election will be held on May 30 and the result of the election will be declared on June 8.

He further informed that the voting hour will be 7 am to 4:30 pm and the draft electoral roll for the election will be published on March 30.

He said in case of any changes required in the draft electoral roll should be submitted before April 13 and the final electoral roll will be published on April 20.

Public notification of the ADC election will come out as per the rule on April 30 and the last date of filing nomination for candidates is May 6 and scrutiny will be held on the following day, he informed.

The last day of withdrawing nomination paper is May 11 and if re-poll is required it will be held on June 4.

Further, counting of votes will be held on June 8 and the results will be declared to the ROs. The election processes will be completed by June 15, he added.

It may be mentioned here that a state cabinet meeting held on March 23 had already given its consent to hold the ADC election on time. Following which, State Election Commission submitted the tentative schedule of ADC election to the government.

Among the other agendas that were discussed during the cabinet meeting today, the spokesperson informed that the cabinet has also given its consent to recognize Maram, Anal, Maring and Simte dialects so that the dialects can be studied at schools unto Class VIII.

Out of the total 39 dialects spoken in the State, 13 dialects had already been given recognition to study at schools earlier.

To get recognition, a dialect has to have atleast 10,000 people who speak the dialect. There should be books, magazines, newspaper, etc written in the dialect.

According to a report of the Directorate of Language Planning and Implementation, Maram tribe has a population of around 45,255 with 35 villages; Anal tribe has a population of around 21,242 with 21 villages; Maring tribe has a population of around 23,238 with 23 villages and Simte tribe has a population of around 11,065 with 12 villages.

It may be mentioned here that the association had announced yesterday that if the arrested VDF personnel were not released unconditionally before 12 pm today, they will lunch intense forms of agitation and as the arrested VDF personnel have not been released the general strike call came.

The association executives and members gathered at the Irabot Bhawan at BT Road in Imphal at around 1 pm today to discuss their further course of action as the government has failed to meet their demands.

However, a large number of Imphal West District Police surrounded the area and disperse the gathering.

The meeting was later held at an undisclosed location where they decided to call a general strike to press their demands to the government.

A press release of the association said it has been 8 days that the VDF have been on `arm down and pen down` strike demanding reasonable honorarium which matches with the present market, service security and 13thmonth pay.

Vidyalaya organised a simple reception function.

Speaking at the reception function, Kshetrimayum Robert, DC Chandel said education is not only about teachers teaching alesson to the students inside the class room but it is more about providing all round development to the students so that they can reap the benefits of being educated.

Besides assuring to appraise the higher authority about the needed school`s infrastructures, the Deputy Commissioner also appealed the local people to extend co-operation and provide social security to the KGBV.

Meanwhile, the All Manipur VDF Guardian Association has stated that it will boycott the Congress Government for ignoring their demands.

According to a release of the association, it condemned the government for arresting 16 VDFs and injuring several others. The association stated that the government must take responsibility if any of the 10,500 VDF personnel took the wrong path. It also stated that it will support the 24 hours general strike to be imposed from the midnight of March 27 till the March 28 midnight. In this regard, it has appealed the government to come to an understanding and also to release the 16 VDFs who have been arrested or else, representatives of the association will meet with the Prime Minister and submit a memorandum, it said.

These words of Winston Churchill continue to haunt every time elections are held under the multiparty system, the model of democracy India has adopted. For instance, all of us know, despite many professed swears that we are fed up, the same leaders who have been the butts of many profane jokes and ridicules in private social evenings, would come back to lead us again. Or if any of one of them is to be unseated, we also know very well their replacements would only be a carbon copy of the replaced politician in different garbs. In these days of sweeping contract culture, it will be one former government contractor replacing another former government contractor. There have been ten Manipur State Legislative Assemblies since 1972, when Manipur became a full-fledged state under the Indian Constitution, but a retrospect will determine, apart from a few cosmetic changes here and there, there haven`™t been much to distinguish one Assembly from the other. This being the trend, understandably, the next Assembly, due in a year and a half, cannot be expected to be much different. It will most probably be the same wine in a different bottle. The electorate has always, wittingly or unwittingly, for various compelling factors, tended not to be independent decision makers, and this is the crux of the problem of democracy in many ways.

The term `leadership` has come to have different meanings in Manipur. In its simplest, it merely means a set of leaders who can win elections using whatever means, fair or foul, humiliating or dignified. Small wonder then that this brand of leadership is facing serious and real challenges, not from within the democratic system that elected them, but from without by men and organizations which have sprung up precisely to challenge the system. Whatever may be said, in more ways than one, the clout that the latter brand of leaders command often surpasses those of the democratically elected ones. Take just the instance of the Naga elected political leadership. Of the total of 11 in the 8th Assembly, there were four who meekly and obediently resigned from the Assembly as well as the membership of their former political parties, all because certain non-Constitutional leaders commanded them to, on the threat that their candidatures to future elections would be opposed if they failed. Today, again especially in the hills, it is no longer a question of the elected leaders welcoming their counterparts in the countercultures of insurgency to join the system they have given their oath of loyalty and allegiance to, but of them faithfully making themselves the subjects of the latter. The casualty is the democratic electoral system.

In the valley, things are a little different, but in no way better. The elected leaders would not resign because insurgent leaders want them to, they can only pretend they are the true guardians of the people as well as the many parallel governments. They issue invitations for peace talks, threatening state repercussion for breaches of law etc, but beyond the façade of these vaunts, there is little substance. The law has been made an ass a long time ago and the diktats of extra-constitutional organizations have come to command much more respect and awe. As we have seen, these groups which can hold the government to ransom are not always insurgents but also can be students`™ and JACs. Even as the government, for whatever the reason, pretends there is no damage done to the structure of democracy as such by handing over many vital and onerous responsibilities of governance to extra-Constitutional bodies, the people have lost all sense of the connection that should exist between government and governance. Hence, we all know who are enforcing excise norms in the state today even as the government remains a silent spectator, just as we also know who handle the education agenda, who are on contractual obligations to construct our roads, do clandestine `taxation` drives, award penalties for civil offences etc. Yet, we also know almost as a certainty, the profile of elected leadership will remain no matter how many new elections are held, precisely because we are the ones who will elect them. By and large, it will be another set of contractors joining the old set of contractors. Absurd things happen in the absurd theatre of Manipur.

Imphal, March 27: The JD(U) has alleged the Manipur government must be held responsible for the artificial water scarcity in state as this is a result of a lack of long term water policy, said Moiranthem Tombi President JD(U).

Addressing a press meet held at the office of the JD(U) Babupara, he said that even though the State has lots of water bodies like lakes, rivers, gorges etc and very wet monsoons, it is left to faced severe problem of water scarcity each year.

The main factor for this water scarcity is the lack of proper management and harvesting of rainwater in the State, he said.

The state has no long term policy of water harvesting, so the responsibility for all problem arising out of this must be borne by the State Government, he added.

When draught problem occurs in the State, people will also face water born diseases as a result of unplanned treatment of water a the Government facilities.

Further, he appealed to the seller and transporter of drinking water to be cautions as not to deliver unclean water from untreated sources.

The state government must now provide a water ration system to the people of Manipur regularly, he further said.

The state PHED has stopped the 24X7 water supply to people of Manipur and when the pipes are running people with water pumps switch them on to get the maximum, leaving little for those who do not possess pumps, he lamented.

It is very disheartening to learn that PHED run Singda Dam reservoir and treatment plant will not able to provide potable water from April 20, 2015, he said.

Meanwhile, Len Gangte, General Secretary said that draught problem is faced by the hill people much earlier than the valley people. Mismanagement of water policy is again the cause of this, he too said.

The hill people will face low yields of food grains in coming few months because of the negligence of the water problem by the IFCD and PHED departments, he charged.

KOHIMA, Mar 26 (NEPS): Another bomb blast this morning at the heart of Wokha Town has inflicted injuries to three women and one nine-month old baby boy.
The bomb, which was reportedly placed near a shop at the PWD Junction, Wokha Town by two unidentified men who came in a bike this morning, went off at about 9 AM, injuring three women and one nine-month old baby boy.

The two seriously injured women and the nine-month old baby boy have been brought to Naga Hospital Kohima while the other woman and the mother of the baby boy was under treatment at Wokha Civil Hospital as her condition is not that serious.
The nine-month old baby identified as Yanrenthung, son of Mhonpamo Khuvung, is from Sonkiton Village. His mother, Lina, who also received injuries, is undergoing treatment at Civil Hospital Wokha, as her condition is not that serious. The right hand of the baby boy was damaged while the splinter of the bomb hit his left stomach and his intestine came out.

The other two ladies who received serious injuries are identified as Thosano Ezung, 55, wife of Nymthungo Ezung of Longsachung Village and Benchilo Kikon, wife of Simon is from Lakhuti Village. Benchilo Kikon is the sister Dr M Kithan, Additional Director, H & F W. Legs of both the ladies were badly damaged.
Meanwhile, Home Minister Y Patton has strongly condemned the blasts – the one exploded at Dimapur yesterday at about 7:30 PM and the one exploded this morning at PWD Junction, Wokha at about 9 AM.

Terming as “cowardly and dastardly” the acts of the miscreants inflicting serious injuries to women and child, the Home Minister said all sensible people should condemn the acts of “terrorism.”

“It is very unfortunate that when the Naga people and various agencies have been making their concerted efforts to see that the Naga peace process reaches its logical conclusion, there are still some elements hell-bent on creating confusion and disturbances in the society,” the Home Minister said.
Praying for the speedy recovery of the injured Wokha bomb victims, Patton said the state government would leave no stone unturned in its efforts to see that “peace and tranquility is not disturbed in the state.”

BJP MLA Dr TM Lotha also condemned the bomb blast at Wokha.
Stating that the incident was very unfortunate, the BJP MLA from Wokha said such incidents had been taking place in Wokha Town including the recent one on February 24 and further urged the State Government to constitute a High Power Committee (HPC) to thoroughly investigate into the incident to know the facts and bring those responsible to book.

Urging the District Administration and Law Enforcement Agencies to ever remain alert, so that such unwanted incidents do not occur again at Wokha Town, Dr Lotha also requested the Chief Minister to pay ex-gratia to the bomb victims who had been undergoing treatments at Naga Hospital, Kohima and District Hospital, Wokha.
He also prayed for the speedy recovery of the injured.
