This was stated by the Chongpu Kipgen, Chief Executive Officer, Sadar Hills Autonomous District Council, Kangpokpi today in his brief speech at District Youth Convention and Yuva Kriti organized by Nehru Yuva Kendra, Kangpokpi at Council Hall, ADC Sadar Hills, Kangpokpi.

The MCS Officer who attended the function as chief guest said that societies which utilize their youth in a right direction are more developed but societies which fail to realize the importance of the youth lack behind in every department of life.

Youths should keep in mind that the energy and brightness of their minds act as torch-bearer for the society asserted the Chief Executive Officer before adding that if they (youth) are not in the right direction and is unconcerned about the future of the society, they will become a burden for the society and will not play any productive role.

The MCS Officer further said that youth should spread awareness and education among the masses about their rights and responsibilities and help other youths in building confidence and pursuing the field of interest while getting proper and complete education and participant in welfare activities.

He continued that the youths should also promote a fair image of the society to the world and serve the society with their skills and talent in various fields while adding that they should also nip in the bud all the evils that are polluting the society and reinvigorate the culture, trend and traditions of the society while helping the government in the implementation of policies.

The Chief Executive Officer also held equal responsibility to the Government and parents in empowering the youth of the society stating that it is the duty of the government to provide the youth with ample opportunities to play their role in an effective manner and at the same time parents must induce nationalistic feelings in their young ones since youth with nationalism would lead the nation to the front.

Seikholet Singsit retired DI/DDO who attended the function as President said it is extremely unfortunate that today we find many youth who can change the future of the society with their well being and courageous behavior are more interested in other places and thoughtless activities which are not useful to them as well as society.

They choose to spend their days doing drugs and indulging in illegal activities instead of bettering themselves or going to work because they were not empowered morally, academically as well as financially the retired Deputy Inspector added.

S. Gourakishwor Singh, District Youth Co-ordinator, NYK Kangpokpi pointed out that the youth are the most vital human resource of the nation on whom the present and future of the country depend while adding that the Department of Youth Affairs and Sports is implementing a number of schemes for youth development putting emphasis on the importance of the youth in national development, and to harness their vast potential for creative causes.

Resource persons Thangkhogin Haokip, Research Scholar, Department of Education, Assam University and Helun Misao, Director. IGSSS, Saikul also stressed the vital role and responsibility of the youth in community building.

It is time the youth, the students have to realize their power, their role, their duties and their responsibility and stand up for their rights said the resource persons who also said that it is time that instead of brain drain youth should act like magnets and attract world to the society.

Around eight Yuva Kriti stalls have been opened at the occasion where more than 120 youths participated from 50 different youth clubs out of 420 affiliated under NYK, Kangpokpi.

Sports materials were distributed to the participating youth clubs in the event attended by various CSOs leaders including Kuki Women Union Sadar Hills, Kangpokpi Women Welfare Organization,etc.

JCILPS threatens to boycott current Assembly session

IMPHAL, February 28: The Joint Committee on Inner Line Permit System (JCILPS) has threatened to launch intense form of agitation if a bill is not passed in the ongoing assembly session to safeguard the indigenous people of the State.

Convenor of JCILPS Ibotombi Khuman, speaking at a press meet held today at its office here at Nongmeibung, said in the current Assembly session which will be held for five days, three days have already passed, however nothing have been discussed about the Inner Line Permit system or a similar law to safeguard the indigenous people of the State.

JCILPS members had a meeting with the All Political Party Committee on ILPS including the Chief Minister and his council of ministers along with legal experts at the Chief Minister`™s Secretariat on February 18.

There at the meeting JCIPS members were assured that `the Manipur regulation of visitors and tenants bill, 2015`™ will be tabled in the current Assembly session, he said.

The All Political Party Committee on ILPS had also sought legal opinions from the experts to help implement the said bill during the session at the meeting, he added.

He further said that it is very unfortunate that three days of the five day session has gone by without discussing anything regarding the issue. If the said bill is tabled somehow a day before the concluding day of the session, there is still hope of passing the bill, he added.

He pointed out that the uncontrolled influx of migrants will cause demographic imbalance in the State if not taken care of at the earliest. If the government keeps neglecting the issue JCILPS will initiate actions in a `do or die` manner, he maintained.

JCILPS will stage sit-ins at various places of greater Imphal to pressurize the government to introduce and pass the said bill in the current session, he said.

He informed that they will continue to check on non locals and will start issuing special permit/pass to the migrants in case the government fails to do it. Those migrants who failed to produce proper identification documents will be sent back, he added.

If the said bill is not introduced last by February 2, the remaining sessions will be boycotted, added JCILPS co-convenor Kh Ratan.

IMPHAL, February 28: Inner Manipur MP, Dr Thokchom Meinya has raised the need to set up a dedicated national highway protection force to ensure smooth movement of goods and essential commodities on the National Highways in Manipur.

On the 2nd day of the ongoing Budget Session of Parliament on February 24, Inner Manipur MP, Dr. Thokchom Meinya in an intervention in the Lok Sabha stated: `The National Highways in Manipur are once again under blockade since 18th February.

The Joint Action Committee (JAC) on Kadangband killing has gone ahead with its proposed 5 days economic blockade on all National Highways from that midnight.

Consequently, the trucks carrying essential commodities, passenger buses, oil tankers etc. have stopped plying on these National Highways.

As a result, essential commodities including food items and life saving drugs, gas, petrol etc are allegedly made un-available. Taking advantage of this, the hoarders and shopkeepers hike the prices of goods and commodities.

This causes tremendous hardships to the people of the State forcing them to buy them at sky-rocketed prices.

Bandhs and blockades are very frequent on the National Highways of Manipur. Even though the present blockade was over on the midnight of February 23, such a blockade needed to be dealt with at once.

So I request the Union Government and the Home Ministry in particular to immediately intervene and help the state government to mitigate the same at the earliest.

In order to deal with blockades of the National Highways, in a long term perspective, once again I urge upon the Union Government to set-up a dedicated National Highway Protection Force so that the National Highways, the life-lines of the State of Manipur, are fully secured and insulated from these bandhs and blockades and thus to ensure smooth movement of goods and essential communities particularly in Manipur.`

IMPHAL, February 28: The state government is making its best effort to insert class IX and X in every Kasturba Gandhi Balika Vidyalayas in the State.

This was stated by Education Minister M Okendro, speaking at the inaugural function of Kasturba Gandhi Balika Vidyalaya at Konchak Heigumyangbi, Mayang Imphal organised by Sarva Shiksha Abhiyan, State Mission Authority, Manipur today.

The State government will urge the Ministry of HRD to upgrade the KGBVs which have classes from only VI to VIII to upto class X standard.

He also assured that the government is doing its best on the matter.

Bringing quality education in the state is one of the main objectives of the State government whether it is private or government or aided institutes, he added.

The Education Minister also strongly condemned the reported incident at Medhabati School terming it an act of barbarism.

He informed that the government has given its order to probe into the incident at the earliest and to take up strict action against the culprits.

He also appealed to all the teachers, wardens and the school authorities to look after the students with tender love, care and guide them in the right way like their own children.

Giving his presidential speech at the function, Works and Transport Minister, Ratankumar, lauded Education Minister M Okendro for running the department efficiently.

He further said Mayang Imphal is known for judo and boxing as there are three Arjuna awardees and one Olympian.

He said 80 percent of the Judo players in India are from Manipur and out of which 70 percent are again from Mayang Imphal.

The state government is trying its best to setup a stadium for Judo by March at Koubru Leiji (Imphal-Bishnupur road), he informed.

Education (S) Secretary H Deleep Singh, speaking at the function said that KGBVs are set up in educationally backward blocks, where the female literacy rate is below the

National average (46.13 percent as per census 2001) and gender gap in literacy rate is below the national average of 21.67 percent.

He informed that MHRD sanctioned for KGBV in all the districts.

He further informed that the construction work for ten KGBV buildings have been entrusted to the engineering Wing of Education (Schools).

IMPHAL, Feb 28: Retired academic and former minister, Prof. Gangmumei Kamei, has been nominated as a member of the newly re-constituted Indian Council of Historical Research, according to a notification of the Ministry of Human Resource Development, Department of Higher Education, published in the Gazette of India, Section-1.

The notification dated February 24, lists 18 new members selected after the term of the previous ICHR expired on December 22, 2014, and Prof. Gangmumei`s name figures fifth in the list.

The term of the new ICHR is three years with effect from the date of the resolution constituting the new body or the date of the first meeting of the re-constituted Council, whichever is later, the notification further said.

Prof. Gangmumei, it may be noted, has been a towering figure in the academic world in Manipur and the country, and is the author of several book on history of Manipur. He has also contributed numerous articles on history of Manipur and the Northeast, its people, customs and traditions for various reputed journals, both academic as well as mainstream media.

As a public intellectual, he has also never confined himself to the world of academia and have always strived to put theory into practice bring his theoritical understanding of issues to various public forums as an activist as well as a politician.

IMPHAL, February 28: The Union Minister of Railway Suresh Prabhu has assured a full-fledged railway sub-division office for in Imphal and a new railway connection track between Imphal and Kohima in near future, said M Asnikumar General Secretary BJP Manipur Pradesh.

While interacting over phone call, M Asnikumar who is in New Delhi currently said that yesterday delegates comprising of State BJP President Th Choaba and himself met Suresh Prabhu Union Minister Railay at around 5pm at Railway Bhawan New Delhi.

During the 15 minute meeting, the BJP Manipur Pradesh delegate urged the Union Minister to speed up the completion of the first railway track between Jiribam to Tupul and Tupul to Imphal.

Asnikumar further said they appealed to the Union Minister to consider a ropeway between two railway stations of Noney and Tupul. If a ropeways is installed between these two stations, it would be of extreme convenience to passengers.

The Union Minister assured the BJP delegate of looking into the feasibility of such a ropeway, which would be constructed at an estimated of Rs. 15 crores.

Prabhu has also given directives to the Railways Board to speed up the construction works of the Jiribam to Tupul rail link and also asked for weekly progress report of the construction work.

Asnikumar further said the Union minister further assured the BJP Manipur delegation that the Ministry will soon begin to survey the possible track line for Imphal- Moreh railway link.

The Minister also said that very soon a full-fledge sub-division office for the Railways will open at Imphal for the convenience of the people of the State, Asnikumar said.

The Minister also agreed to visit Manipur either in March or April as per the Prime Minsiter Narendra Modi`™s standing instruction for Union ministers to visit the NE States for every month.

Asnikumar further said the BJP delegate also met Arun Jaitley Union Minister Finance and Information & Broadcasting and Piyus Goyal Union Minister of Power and Renewable government of India at around 4 pm for 30 minute at his official at the Parliament House.

During the meeting, the Finance Minister assured banking facilities in the remote hills and valley village of Manipur.

He further assured sanction of a special package for the people of Manipur to improve the rural livelihood. The Minister gave assurance to look into the matter of opening several banks in various remote villages.

As the Union Minister of Information and Broadcasting, Jaitley further agreed to give maximum help towards promoting the welfare of the state journalist fraternity. He has agreed to license more radio and FM channels.

M Asnikumar further said Piyus Goyal Union Minister Power and Renewable also assured to study the feasibilities of Green power projects which can fill up the shortage of energy in the State.

The Modi-led Union Government has just presented the first full-fledged Budget today. The confidence with which the Finance Minister presented the Budget was already visible in the Economic Survey of the outgoing financial-year presented only a day earlier. The Economic Survey writes: `A political mandate for reform and a benign external environment have created a historic moment of opportunity to propel India onto a double-digit growth trajectory. Decisive shifts in policies controlled by the Centre combined with a persistent, encompassing, and creative incrementalism in other areas could cumulate to Big Bang reforms. `¦`¦ India has reached a sweet spot`”rare in the history of nations`”in which it could finally be launched on a double-digit medium-term growth trajectory. This trajectory would allow the country to attain the fundamental objectives of `wiping every tear from every eye` of the still poor and vulnerable, while affording the opportunities for increasingly young, middle-class, and aspirational India to realize its limitless potential. The macro-economy has been rendered more stable, reforms have been launched, the deceleration in growth has ended and the economy appears now to be recovering, the external environment is benign, and challenges in other major economies have made India the near-cynosure of eager investors. Daunting challenges endure, which this Survey will not ignore, but the strong political mandate for economic change has imbued optimism that they can be overcome. India, in short, seems poised for propulsion.` It was with this prelude that the budget was presented today laying out `the roadmap for accelerating growth, enhancing investment and passing on the benefit of the growth process to the common man, woman, youth and child: those, whose quality of life needs to be improved.` The budget also talks bold: `In respect of social and economic indicators, for seven decades now, we have worked in terms of percentages, and numbers of beneficiaries covered. It is quite obvious that incremental change is not going to take us anywhere. We have to think in terms of a quantum jump.` Besides the strong components for taking care of the black-money issue, the other avowed objectives of the Budget are: `(i) A roof for each family in India. The call given for `Housing for all`™ by 2022 would require Team India to complete 2 crore houses in urban areas and 4 crore houses in rural areas. (ii) Each house in the country should have basic facilities of 24-hour power supply, clean drinking water, a toilet, and be connected to a road. (iii) At least one member from each family should have access to the means for livelihood and, employment or economic opportunity, to improve his or her lot. (iv) Substantial reduction of poverty. All our schemes should focus on and centre around the poor. Each of us has to commit ourselves to this task of eliminating absolute poverty. (v) Electrification, by 2020, of the remaining 20,000 villages in the country, including by off-grid solar power generation. (vi) Connecting each of the 1,78,000 unconnected habitations by all weather roads. This will require completing 1,00,000 km of roads currently under construction plus sanctioning and building another 1,00,000 km of road. (vii) Good health is a necessity for both quality of life, and a person`™s productivity and ability to support his or her family. Providing medical services in each village and city is absolutely essential. (viii) Educating and skilling our youth to enable them to get employment is the altar before which we must all bow. To ensure that there is a senior secondary school within 5 km reach of each child, we need to upgrade over 80,000 secondary schools and add or upgrade 75,000 junior/middle, to the senior secondary level. We also have to ensure that education improves in terms of quality and learning outcomes. (ix) Increase in agricultural productivity and realization of reasonable prices for agricultural production is essential for the welfare of rural areas. We should commit to increasing the irrigated area, improving the efficiency of existing irrigation systems, promoting agro-based industry for value addition and increasing farm incomes, and reasonable prices for farm produce. (x) In terms of communication, the rural and urban divide should no longer be acceptable to us. We have to ensure connectivity to all the villages without it. (xi) Two-thirds of our population is below 35. To ensure that our young get proper jobs, we have to aim to make India the manufacturing hub of the world. The Skill India and the Make in India programmes are aimed at doing this. (xii) We also have to encourage and grow the spirit of entrepreneurship in India and support new start-ups. Thus can our youth turn from being job-seekers, to job-creators.`

From all these stated objectives, and the orientation of the policy foci included in the Budget, three things are clear. First, the Union Government is really determined to endeavour to move towards elimination of the black-money related problems and loopholes in the country. Second, the Budget has a strong support mechanism for enhancing investment by entrepreneurs, from small to the big. This is to give a framework to create a job-based support mechanism for enhancing the quality of life. Third, the macroeconomic administration in the country is being led towards a responsible and responsive governance system as is evident of the entry into an agreement framework between the government and the Reserve Bank of India.

Certain new characteristics of the Budgetary process this time are interesting. First, unlike earlier, the Economic Survey gave a clear indication of what the Budget likely to be, and even mentioned the term in the report. Second, the Budget Speech also contains a page of contents. But, despite all the commitment for a deepening the digital content of the Indian economy, the Budget documents available in the official website of the Ministry of Finance are absolutely marked by absence of required quality and presence of mistakes; even the packages used by the Ministry for the documents are dated.
Well, these things aside, we must say that the Budget is very clearly focused and achievement oriented for the economy of India sans the North East. The policy approaches contained in the Budget would go a long way in instilling character and direction to this economy.
But the question with which we are also concerned relates to the scope and potential of the North East. The Budget indicates as if the Government has already agreed to the recommendation of the Fourteenth Finance Commission for abolition of the category of Special Category States. Well, assuming that we have no qualms against this decision, the question arises as to what has been put in place to take care of the differential developmental challenges of the North East. The region is taken back to the beginning of the Fourth Five Year Plan when the recommendations of the Pande Committee and Wanchoo Committee Reports were altered at the advantage of the `major` States by a decision of the then National Development Council. Despite the long efforts under the so-called Special Category States, no effort has ever been taken to contextualise the development interventions to the geographic and the institutional realities of the region. Under the new budget, there is not even an attempt to appreciate the development issues of the region in a way different from those in the rest of India and the imperative to go for contextualised interventions to genuinely take the region forward. The new Budget has put in plain and clear terms, unlike any time in the past, that the development challenges in the region would be taken care of by the generalised approaches applied throughout the country. This amounts to worsening of the development approach towards the region. Further, it also commits the biggest mistake of not realising the inequality of opportunity characterising the region vis-à-vis the rest of India. The region has lost out in terms of approaches and contextualised interventions despite the verbal commitments to the `mainstreaming` of the region; treating equally the unequal can never be a mainstreaming exercise.

IMPHAL, Feb 28: In a first of its kind incident in the state, an administrator of a Children Home raped over 10 underage girls in Churachandpur district since consistently in the last three or four years, stated police sources on Saturday.

The incident of sexual harassment of the juvenile children of North Eastern Children Home (NECH) by its administrator came to light after a 15 years old girl resident lodged a written complaint with the Officer-in-Charge, women police station, Churachanpur on February 25 at about 3:30pm.

The written complaint stated that in the month of December 2012, she was repeatedly sexually abused by the administrator Timothy L. Changsan and at the same time another 15 years old girl of the home too lodged a similar complaint of sexual harassment.

Both the juvenile girls stated in their report that Timothy L. Changsan used to threaten the girls with dire consequences if they spoke to anyone and forced sexual intercourse with the girls without their any consent.

According to local sources, the accused Timothy L Changsan had sexual intercourses with around 14 underage girls who are staying at the home.

The accused has been arrested by the police and has been remanded to judicial custody added the source.
