IMPHAL, November 15: The JAC formed in connection with the alleged killing of Md Hasmad Ali has imposed a 48hour state-wide general strike from 5am of November 16 till 5am ofNovember 17 to protest the failure of the government to fulfil their charter of demands.

Speaking to media persons during a press meet convened at Keirao Youth Club, Keirao Major Ingkhol JAC`™s spokespersons, MI Khan, revealed that the decision was taken during a public meeting held at Keirao Makting Youth Club this morning owing to the failure of the state government to fulfil its demands submitted in the form of a memorandum submitted to CM and Deputy CM on November 3.

MI Khan expressing his disappointment over the indifferent attitude of the Government warned to intensify its agitation if their demands are not materialised at the earliest.

He further appealed all the civil bodies, meira paibis to extend their co-operation.

Declaring Md Amu, who has been arrested by Police in connection with the incident, as the mastermind, is one of the demands of the JAC.

After the announcement of the strike, the JAC also convened a joint meeting at AMMUCOC office attended by representatives of AMMSO, UMWDO, MMWO, ANJUMAN, AMMUCOC and MCM later after the announcement of the strike.

During the meeting the six organisations unanimously resolved to extend their full co-operation to the JAC movement.

On October 15, the Myanmar government signed the much talked about Nationwide Ceasefire Agreement, NCA, with eight of its many rebelling ethnic nationalities who have been waging war against the Union of Myanmar ever since the country became independent of the British in 1948. India too was invited to be an official witness to the historic event, along with the UN, EU, and two other neighbours of the country, China and Thailand. Although many are sceptical if this peace overture will work, especially because a number of the most powerful ethnic rebel organisations, including the Wa, Kachin and Kokang have stayed away from it, there can be no doubt the development is momentous. S.S. Kaplang`™s Naga army, though on a truce with the Myanmar government, was not invited to the event, ostensibly on account of objections raised by India reportedly informing the Myanmar government it would not be a witness to a deal in which a group hostile to it was party. Other than Khaplang`™s NSCN, it is interesting, and indeed did not go unnoticed by international observers, that the other three ethnic armies which stayed away, are all immediate neighbour of China. Indeed, the Kokang are ethnic Chinese and the Wa, once the backbone of the powerful Burmese Communist Party, too are today more or less Chinese surrogates. It may be recalled there had been reports even as Myanmar was still under the military junta and the country had no mobile telephony or internet networks worth the name, the Wa territory in the north, quite outside the Myanmar junta`™s control, were already under cover of the most advanced Chinese airwaves.

There were other criticisms of the event too. As many wellknown observers have noted at the time, this peace deal virtually amounted to placing the cart before the horse or horses in this case. Under normal circumstances, the approach should have been for some kind of a peace negotiation to have preceded the deal. That is, after a certain degree of consensus has been reached on core issues and a roadmap to the ultimate goal becomes somewhat visible, a peace deal of the kind should have then followed. In the October 15 agreement the order was just the reverse. You make a deal first without knowing how or what the roadmap should be. The only two fundamental things that those who put their signatures on the deal document were, all agree not to seek to break up the Union of Burma and that the final truce will seek to build a constructive federal relationship between the states and the Union. These are very broad terms, but as they say, the devil is in the details, and although this is a big step, it can still hardly be said a final resolution is in Myanmar`™s sight just as yet. Whatever the hitches, we do hope the nation gets to resolve its insurrection problem once and for all in the near future, guaranteeing peace and justice for all ethnic groups inhabiting the country.

There are parallels between what Myanmar has achieved so far towards resolution of its internal problems and how India is doing this in the Northeast. In particular the recent `Framework Agreement` between the Government of India and the NSCN(IM) comes up for comparison. The same question of putting the cart before the horse had been posed in this case too, for it is apparent now that the `Framework Agreement`, apart from agreeing to agree on a final resolution, has no details. Here too, as many insightful critics have observed, the devil will be in the details, and already this prediction is proving to be prophetic. Nobody knows what has been agreed upon or if there has been any agreement at all, making everybody suspicious of what may have transpired. All we can say at this point is, we hope something works out to the benefit of all stake holders, and the alternate nightmarish scenario of one peace agreement setting off thousand other mutinies does not come true. There is another point of comparison, and this time in the approaches Myanmar and India have taken, and here Myanmar scored. It invited every stake holder to the negotiating table though not all responded positively. The Myanmar government therefore gained the moral high ground somewhat for it can now tell those who did not respond that they were not excluded and indeed they were still invited to join. In India, the approach was different. The government sought out the one with the biggest guns and ignored the rest, probably hoping that silencing the biggest guns will lead to the ultimate silencing of all guns. As to how problematic this can get is already beginning to be sensed in both Nagaland and Manipur in particular, but also Assam and Arunachal Pradesh.

IMPHAL, November 15: Editors of Nagaland based media houses today issued a public statement in connection with a notification issued by a Colonel of the General Staff for Assam Rifles.

IMPHAL, November 15: Editors of Nagaland based media houses today issued a public statement in connection with a notification issued by a Colonel of the General Staff for Assam Rifles.

It said on October 25, editors of five Nagaland-based media houses were issued a notification by a Colonel of the General Staff for Assam Rifles.

Given the gravity of the matters raised in the notification we, the Editors of various English and Indigenous language newspapers of Nagaland have taken the communication as an opportunity to reflect, consult and critically examine what our role is in these circumstances, it said.

It is our understanding that the General Staff for Assam Rifles is concerned about three critical issues: that through our reporting of press statements by NSCN-K, we have, in effect, intentionally or unintentionally supported unlawful association; we have violated the Unlawful Activities (Prevention) Act of 1967 and by publishing statements by banned organizations, we are, ipso facto, complicit in the organizations`™ illegal activities, it said.

These are serious charges indeed that merit a response from the Nagaland-based media and the wider media fraternity, it said.

In the following paragraphs, we respectfully describe our role as media organizations functioning in an environment of conflict where the search for peace and justice is a critical component of our collective vision and mission in Nagaland, it said.

As editors, our reporting has always been guided by a free, fair, forthright, sensitive and unbiased approach as we work both within the backdrop of Naga history and our current reality, it said.

Such an approach to journalism ensures that reporting is impartial and inclusive to the fullest extent, provides opportunities for constructive engagement and, where possible, promotes healthy debates and dialogues on the difficult issues and challenges that Nagaland faces, it said.

Pursuant to this mission, we, the editors and journalists, are always open to critical feedback that can help improve our media practice, it said.

`When we have reported news by, or from, banned organizations, we have done so in the spirit of transparency, inclusivity and fairness so that the surfacing divergent opinions can promote dialogue and constructive engagement among diverse groups in Nagaland.`

History shows that at no point has the spirit or letter of our publications intentionally sought to support a banned organization or to incite and promote violence, or was biased in nature, it said.

`It is within this context that the editors are concerned by the suggestion that in our reporting we, in effect, support unlawful association and are complicit in illegal activities,` it said.

`Is this an attempt to censor, weaken and ultimately silence the role of the media in Nagaland?`

We believe that the Assam Rifles shares our vision that the citizens of Nagaland have the basic and inalienable right to be informed, to listen to all voices on matters that affect their daily lives, and to make informed decisions pursuant to the dream we all share of a Nagaland that is thriving, peaceful and democratic, it continued.

`Further, by implying that the Nagaland-based media is supporting a particular banned organization, the Assam Rifles is, ipso facto, jeopardizing the personal safety and well-being of the editors and the media fraternity in Nagaland. We want to believe that this is not the spirit or intent of the notification letter dated October 25, 2015.`

`We wish to reiterate that the notification needs to be viewed within the context of the long standing Indo-Naga issue, which historians and scholars have noted is one of the oldest political conflicts in the world. We fully appreciate the historical reality within which we live and work that has many forces as the pursuit of peace and justice has involved multiple actors and stakeholders who have their share of competing interests and positions as well.`

`However, the media in Nagaland has remained non-partisan, impartial and independent by upholding indigenous and internationally accepted values of non-violence, democracy and peace.`

With the print media being the primary means of mass-communication in Nagaland, we have carefully and diligently ensured that the editorial process `“ individually and collectively `“ acts responsibly, without prejudice, and is guided by universally recognized standards and ethical norms of journalism. We seek to make critical editorial decisions in ways that encourage healthy, peaceful and constructive engagement, it said.

`It is in this spirit that on this occasion of the National Press Day, which is commemorated on November 16 of every year, we, the Editors of various English and Indigenous language newspapers in Nagaland, take this opportunity to reflect and assert our role as an independent and responsible free press, and to affirm our commitment as the fourth pillar of democracy. We remain open to critical feedback, and believe that the free flow of information and ideas is essential for contributing to mutual understanding and peace in Nagaland.`

Hence, as proponents of the free press supporting our commitment to the right to freedom of speech and expression, peace, democracy and economic empowerment, we shall: remain impartial and non-partisan while exercising our editorial independence that is free from all influences by State, Non-State and Corporate entities; continue to create and provide responsible and healthy spaces and opportunities that are open to diverse viewpoints in a sincere and sensitive manner without infringing on the news quality or the potential for constructive engagement; continue to uphold and safeguard values and practices of non-violence, democracy, liberty, inclusivity and peace; continue to practice universally acceptable standards and ethics of journalism, in particular peace journalism, while upholding the right to freedom of speech and expression; continue to exercise the right of free press `“ which also includes the right to freely gather and distribute news, information and ideas without restrictions; and continue reporting events ethically with transparency, accountability and objectivity by verifying and authenticating our sources of information while respecting the principle of confidentiality.

`As Nagaland-based media houses, we hold ourselves responsible to the Press Council of India. Furthermore, in order for the media in Nagaland to uphold democratic values, protect the right to a free press, and to creatively examine our role in the complex and challenging situation in Nagaland, we are open to meeting and exploring with democratically elected members of the Government of Nagaland on issues that would enhance an environment where the media can function freely and where any issues that any party might object to `“ like the notification from Assam Rifles `“ can be addressed in a peaceful and constructive way.`

`Finally, by no means should this joint statement be misconstrued as a tacit support, or against any group in Nagaland.`
