IMPHAL, November 15: Chief Minister Okram Ibobi Singh has said that the Congress party will live up to the aspiration of the people and work for the welfare of Manipur.

The Chief Minister was addressing a political conference held at Moral Educational Intellectual Renascent and Athletic Association (MEIRA) ground today.

Okram Ibobi Singh, appealed to the people to support INC candidate in the ensuing by-election assuring that the party will make up for what have been failed to deliver by their rival candidate during their tenure in terms of development.

He said that the coming bye-election is crucial and that it is obvious if Congress party failed to materialised what have been assured then they will be in difficult situation in the 2017 general election.

Deputy Chief Minister Gaikhangam, once again reacting to allegation surrounding the disqualification of former MLA of Thongju, Th Bishwajit, said that all the charges levelled against the congress are baseless.

Despite various false allegations made by rival party the people still trust the congress party, he said adding that he appealed the people to support their candidate.

Minister of Education and CAF & PD, Moirangthem Okendro; MLA Heingang, N Biren also attended the conference.

Four NSCN (KK) cadres killed in Nagaland

IMPHAL, November 15: The Assam Rifles has claimed to have killed four cadres of the NSCN (KK) in Tuensang district of Nagaland today.

A statement of the PRO IGAR (N) said that receiving information about the movement of a group of NSCN (K) cadres with weapons in the area of Laikunger Village which is about 2 km west of Shamatore in Tuensang district, a patrol of the AR reached the area in the early hours today.

It said as the patrol approached the Community Hall inside the village, they were fired upon with automatic assault rifles from inside the hall complex at which the troops fired back.

During no stage of the encounter which lasted almost two and half hour, did the underground cadres attempt to reveal their identity or surrender, it said.

It further claimed that the during the entire encounter, Assam Rifles maintained utmost restraint and used minimum force to ensure there were no civilian casualties or collateral damage.

After the firing stopped a detailed search of the area was carried out which resulted in the recovery of bodies of four underground cadres alongwith four assault rifles which included one AK-47 assault rifle, one M-16 assault rifle and two .303 assault rifles, it said.

In addition the underground cadres were in possession of 101 live bullets of AK-47 rifle, 230 live bullets of M-16 rifle and 29 live bullets of .303 rifle, the statement continued.

Over and above the live bullets, the area was scattered with 83 fired cases of AK-47/ M-16/ .303 bullets, it said. The underground cadres were armed to the teeth and fully prepared for intensive operations. Later in the day, it came to light that these cadres belonged to the NSCN (KK) faction, it said.

It said there had been inputs from intelligence agencies in the past week regarding movement of NSCN (K) cadres from Myanmar across the border in the districts of Mon, Tuensang, Zunheboto, Kiphire and Phek in Nagaland.

The NSCN(K) cadres had entered Nagaland to carry out subversive actions against the Security Forces as well as to collect extortion money from various agencies like TTK Services (Dimapur), Airtel Telecom (Dimapur, Kohima, Zunheboto etc), contractors, businessmen, annual tax from State Teachers Association (Zunheboto), annual house tax from villages etc. There were also reports of movement of cadres of NSCN (IM), NSCN (KK) and NSCN (R) in these areas for collection of similar taxes, it said.

Office of Chairman Cease Fire Monitoring Group (CFMG)/ Cease Fire Supervisory Board (CFSB) had been approached to inform all the underground factions having Cease Fire with GoI not to venture out with weapons, specifically in the districts of Tuensang, Kiphire and Phek to prevent any accidental encounter with Security Forces, it said.

IMPHAL, November 15: The last rites of the six mowed down by a speeding car on Diwali midnight were performed today following an understanding reached between the families and the driver of the car Md Riyaj.

It is also learnt that Riyaj who was arrested along with his car by the police has been granted bail.

Around 45 minutes past midnight on Diwali night, a Santro car driven by accused Md Riyaj of Sora drove straight into a group of people engrossed in a dice game on the roadside at Babu Bazar, Thoubal killing five on the spot and leaving seven injured of which one succumbed the next day.

A source informed IFP that the understanding was reached between family members of the six killed, those injured and the accused.

It is learnt that the Accused Riyaj will pay Rs 2 lakh each to the families of those killed and that he will look after the treatment of those injured.

Rs 1 lakh each was handed over to the families and the remaining will be handed over before the Shraddha ceremony of the six, informed the source.

Post mortem of the bodies were conducted at the JNIMS morgue.

MSAD says Children’s Day is not for AFSPA implemented region of NE India

NEW DELHI, November 15: The day of November 14 reminds us as the “Children’s Day” and educates the people what Nehru had done for the people of the northeast region. However, from Nehru to Narendra Modi, all the Prime Ministers of India have committed to impose Armed Forces Special Powers Act (AFSPA) 1958 in the region and have been exploiting people under this law, said Manipur Student’s Association Delhi (MSAD) in a press release.

MSAD further stated in the press release that Narendra Modi has been travelling around the world and busy in meeting across the Indian Diaspora communities but he has no time to meet Irom Sharmila Chanu, which eventually has shown the hypocritic nature of the rulers of the Indian state without an exception.

In the parliamentary debate on August 23, 1956, Nehru made a statement like “I should like the house to remember that they should look at this in the larger context of our general policy in these areas, not only in Naga Hills but in the NEFA (Arunachal Pradesh) and neighboring areas. Many of these areas were for the first time brought under some kind of administration during the last six to eight years” (Nehru’s speech: 1953-57: 490), said the press release.

It said, the statement had shown that Nehru was not only interested in the Naga Hills but wanted a ‘general policy’ for all areas in the Northeast. He further said, “We had to send some of our forces with rifles and we did it without fuss. But we proceeded slowly, because we had the object of winning them over and not merely crushing them.   We had of course to shoot some because they shot at us.” He added, “Our instruction is that patience must be exercised because we want to win over these people, but make it clear to the hostile that a person who used his gun against us will be met with gun and army can’t be withdrawn” (Nehru’s speech: August 23, 1956).

Nehru had already presumed that the State was at war with the people of the region and it reflected the content of India’s general policies in the region at that time. Nehru’s mind and attitude towards the region could be understood from the statement he made on August 23, 1956, which was two years before AFSPA was passed in 1958, said the press release.

MSAD also stated in the press release that AFSPA is one of the most draconian legislations made by Nehru as a Prime Minister of India in 1958 as a gift to the racially different people of India to suppress and oppress the mind and body of the people as a bondage to the martial law.

November 14 is a day which is not meant to be a day of celebration for the children where sweets are distributed, instead it is the day for condolence as to remember the architect of AFSPA which has been producing thousands of widows, orphanages, survivor of rapes, disappearances and killing of people, said MSAD in the press release.
