The silver jubilee celebration will however, be formally inaugurated by the Chief Minister on November 16 at the High Court Auditorium Hall.

CHURACHANDPUR, November 14: The JAC Churachandpur has said the funeral of the nine `Tribal Martyrs`™ is proposed to be held within the month of November.

The Joint Action Committee Against Anti-Tribal Bills (JAC) had earlier requested the Central government to intervene in the imbroglio that was witnessed as a result of the passing of the three anti-tribal Bills, namely, the Protection of Manipur People Bill, 2015; the Manipur LAND Revenue and Land Reforms (Seventh Amendment) BUI, 2015 and the Manipur Shops and Establishment Bill (Second Amendment) Bill 2015, said a statement of the JAC.

It said at the behest of the observer sent by the Ministry of Home Affairs, Ashok Prasad, Secretary (Internal Security), a joint delegation team comprising of the Coordination Committee: All Tribal Students` Union Munipur (ATSUM). the Joint Action Committee Against Anti-Tribal Bills (JAC) and the Manipur Tribal* Forum Delhi (MTFD) went to Delhi and met with the Home Minister and other officials of the Ministry of Home A flairs

It said as requested by the joint delegation, the Ministry of Home Affairs issued a press release on November 9 giving their assurance that in matters relating to the three anti-tribal Bills, all stakeholders including the Manipur Government, the hill and valley people and other interested parties will be consulted before arriving at any decision.

Now, with the Ministry of Home Affairs having given their assurance in writing, the JAC, in its joint meeting with the innpis/tribe councils made the following resolutions today.

The resolutions are that the funeral program of the nine Tribal Martyrs is proposed to be held within the month of November 2015, the date and time for the program will be finalized at a joint meeting convened by the innpis/tribe councils and the nine will be buried with the highest dignity and honour at the site donated by the Autonomous District Council, Churachandpur at ADC Complex, Bungmual.

IMPHAL, November 14: The Mahabali Mathenmei Fom has vehemently condemned the blast at a private residence at Mahabali Kabui Village on November 11 around 8.30 pm injuring owner of the house identified as Asiho Kamei on his head.

In a press note, the organization termed the act as mindless and asked what will happen if the blast inflicts injuries to innocent children and women of the village.

Even if the family is guilty, the matter should be conveyed to the village court at first for further necessary steps to be taken up, it said.

The organization also appealed to the concerned individual or organization to publicly clarify why the act was committed.

The Zeliangrong Youth Front has also strongly condemned the bomb explosion on November 11.

A statement of the front said that the village is not far from the main venue of the Manipur Sangai Festival and an elaborate security measure has been put in place in the area.

Triggering such an explosion inside a private residence is a senseless and act of terror which shows total dishonour of human lives, it said.

It is also a violation of human rights and an act committed only by terrorist groups, it said.

`The Zeliangrong Youth Front expressed extreme resentment against the responsible organization or group for triggering such a powerful explosion inside a private residence without informing the Zeliangrong Youth Front and other community based organizations before such drastic step was taken up had there been any mistake or faults committed by the owner of the house,` it said.

The responsible organization or group has not given any reason for the explosion till date it said, and demanded a proper clarification at the earliest.

IMPHAL, November 14: Chief Minister Okram Ibobi Singh today said people who criticise the government never speak of what we have accomplished and instead they criticise the work progress of developmental works in the State.

Speaking at the closing ceremony of the yearlong celebration of the 125th Birth Anniversary of the first Prime Minister of India Pandit Jawaharlal Nehru, the Chief Minister said we often hear people criticising the slow progress of the works undertaken by the government, but never mention anything about the projects which have been completed.

`I think if the government had not taken up any work, they will have nothing to say.`

The ceremony was held today at Congress Bhawan, BT Road, Imphal.

Reacting strongly against those criticising the government for all the disturbances created by the developmental works, the Chief Minister observed `If we are taking up a work, it is quite obvious that there will be some disturbances in the surrounding area due to the work.`

`If my neighbour is construction his house, that it is obvious that my house will be disturbed by some dust and sounds.`

The government, he said has no intention to cause any inconveniences to the public and want the projects to be completed in time.

However, the bandhs, blockades and sometimes nature hamper the work progress, he elaborated further.

Combining all the factors like bandhs, blockades, rain and others, we hardly get two working seasons in a year he said, further observing that in such a scenario people do complain of the project taking two years to complete.

Work at Sanjenthong has also been hampered much by all these factors he continued.

The materials used in construction of the bridge were not easy to get, and the hangers are made only in Germany, France and a few other countries, the Chief Minister observed.

Although the hangers were supposed to be brought by sea-route which is considerably cheaper, considering the significance of the bridge, inconveniences faced by the people and in an effort speed up the construction work, the hangers were flown in by Cargo plane costing much higher, he added.

We are aware of all the inconveniences faced by the people and the government like to complete the project on schedule much more than the public, he said.

Meanwhile, the Chief Minister also praised Pandit Jawaharlal Nehru for shaping India`™s form of democracy which he said is admired much around the world.

The people of India cannot forget Nehru`™s contribution and that is why he is known as the architect of modern India, he said.

There are still many countries around the world which claim to be democracies however, they are still unable to follow India`™s form of democracy, he said.

He further appealed to Congress members to abide by the principle of the real democracy that Gandhi and Nehru wanted and their slogan that without developing the villages the city cannot shine and also the sacrifices made by Indira Gandhi and Rajiv Gandhi for the integrity of India.

The function was also attended by Deputy Chief Minister Gaikhangam, who is also the president of Manipur Pradesh Congress Committee as functional president.

Ministers, Parliamentary Secretaries, MPs, MLAs, officer bearers of MPCC, INC councillors of Local Self Govt, PCC members, chief of frontals, cells, Depts, DCCs/BCCs presidents and party leaders also attended the function. A rally under the theme `Run for Peace` was taken out as a part of celebration at Imphal. The rally which started from Congress Bhawan passed through Khuyathong traffic island, Nagamapal Road, Wahengbam Leikai, Keisampat Junction, Paona International Market, and after passing under the BT Flyover concluded at the starting point.

Clarifying to charges from Congress that the BJP government in the Centre has failed to act on its promises to bring back the black money from foreign countries and check the price rise, he said the new NDA government is unable to do so as the government is trying to fill up the huge deficit incurred on the national treasury during the time of the Congress government.

He said the Modi government has launched the Digital India project which will bring transparency and accountability in every government scheme for the benefit of the people.

As for the black money, the NDA government has already started, he claimed.

He said although price hikes were really frequent under the Congress government, the Modi government has reduced the prices of petroleum products.

This is a plus point for the Modi government, he added.

He said that after Narendra Modi became the Prime Minister he had twice sanctioned fund for the construction of the Imphal-Jiribam National Highways-37 and set a target to complete it in 2016.

Rs 111 crore in the first phase and Rs 222 crore in the second phase, he claimed.

The Imphal-Aizwal road has also been upgraded as a National Highway and the DPR for the same has already been prepared by the Centre, he continued.

He added process is underway to upgrade the Jiribam to Tipaimukh Road similarly.

Asnikumar said the lost at Bihar and in Delhi couldn`™t mean the defeat of BJP as the party had managed to claim majority in several other States like Maharashtre, Rajasthan, Madhya Pradesh.

The BJP has also won the civic bodies election in Kerela, he added.

He further expressed that he is confident of the party winning both the seats of Thongju and Thangmeiband.

He said the people are aware of the Congress government`™s doing, observing that the PDS item distribution has completely failed and irrigation projects are not taken up.

At this point I must remind the readers that during British India the patriotic songs written by the great poets, coveraged by media had brought patriotic awareness among Indian public who could drove out the British from their land.

Here,I would like to brief the history and reasons of Ind-Pak panoramic bitter relation. In the early 1600s during Mughal`™s rule over Muslim Hindustan the British started entering here as traders for her rich raw material and established East India Company which started its rule over here in 1757 and increasingly took on governmental powers with its own judiciary and carried till 1858. Internal wars among the Dominions of Muslim Hindustan encouraged the British policy of `Break and Rule`™ and made the British Crown successful to have started their rule over Muslim Hindustan in 1858. As these Intruders were Britishers so their international media splashed cooked stories against Hindu Muslims and made their relation an international scenario.

During the British colonial rule over Indian subcontinent they victimized Indian citizens in their own country, injected Polarization between Hindu Muslim brotherhood, plundered their country by exporting unlimited raw material including the `Koh-e-Noor`™ diamond to their country and labeled themselves as `Victorians of British India`™. When Indians got awareness of their policy of `Break and Rule`™ then British sowed the seed of Conception of a separate country for Muslims by injecting Communal conflicts and religious differences in-between Hindus and Muslims who suffered Lunacy. The increasing polarity made Hindu Muslims strong enemy of each other, in consequence their hostility exacerbated the conflict and met bloody massacre with high number of casualties and fatalities,at last the violent partition of British India gave Birth to Pakistan in 1947.

But now with the passage of time, the advancement of science & technology, has refined the psychology of today`™s Indo-Pak public of high pressured Society who is cognizant enough to understand the involvement of national and international political leaders to keep Indo-Pak in the record list of complex relation. But the public of both sides does not have any bitterness as some of the grandparents are still breathing at Trans-border, their uncles,aunts,cousins,grand children of one blood stream, friends, from both sides love each other kicking the issue of Border Line aside.

Some examples of today`™s Indo-Pak youth are as the media personality AnnamLodhi, the Marriage of Indian Lawn Tenis Player Sania Mirza with Pakistani Cricket player Shoeb Malik, frequently coming of Adana Sami in Indian T.V programes, Indo-Pak Fans of the T.V serials of both countries, singers, actors, artists. This increasing awareness among Indo-Pak public and positive writings of media, film script writers, producers show that by the next decade the End of 68 years old Indo-Pak separation would be just like the last scene of Indian Salman Khan`™s film `Bajrangi Bhaijan`™ in which the policies of political agents had been unveiled and failed by the strength of love of Indo-Pak public who broke the Border`™s Line laid in-between them and gathered as `one`™. (lets see,hope so).

In the recently concluded elections of Bihar, many propaganda jingles were produced and played by political parties. Many of them were in Bhojpuri, Magahi and other languages of Bihar. These were played in areas where nearly every voter is counted in the Indian Union`™s official census numbers as `Hindi`™ speakers. But strangely, in this officially Hindi-land, Hindi was not enough as the medium of political communication. A gigantic fraud is committed on the people of Bihar every 10 years by counting almost all of them as `Hindi`™ speakers as per census, even when they mention their own non-Hindi languages as their mother-tongue. This is something that is exposed when political propaganda is done using people`™s own non-Hindi mother-tongues. Frauds are good for census purposes, but in elections, mostly real people with real non-Hindi mother-tongues vote. Thus, in areas where there are no Bhojpuri medium schools but plenty of Hindi medium schools and almost every citizen is registered as a `Hindi`™ speaker, Bhojpuri was widely used for political purposes. So politicians know what this `Hindi`™ is, just like the priests at the temple of Delphi must have known that there was no real oracle.

Languages are not intrinsically `funny`™ – promoting them as such is an old conspiracy by dominant groups and their languages of hegemony. Hegemonic languages are never `funny`™.They are `neutral`™. When Lalu Prasad`™s language is made `fun`™ of and his `funny`™ videos go viral, what is at display is nothing short of linguistic racism. Millions of mostly lower caste people don`™t think its `funny`™. They hear the language and its content. They speak it, make love in it, swear in it, cry in it. That`™s a world beyond Lalu Prasad`™s `funny`™ speeches going viral. There is a caste difference those who make love in Lalu`™s language and those to `love`™ his `funny`™ videos.

The Union government at New Delhi refuses to publish the socio-economic caste census (SECC) data. What truth in those numbers does it fear? Lalu Prasad Yadav drove that point home, by quoting some shocking data ( that 51% people are manual casual labourers, 14% families living in one-room kuchcha house, 14% are landless households, etc) and rhetorically asked the people whether people with such pathetic condition were brahmins, thakurs or bhumihars or from the lower castes? His audience knew the answer. Everyone knows. Like caste and class, language, in the Indian Union, unfortunately, is another axis of exclusion, that is intimately tied to caste and class. Hence, like Lalu Prasad Yadav, one can ask, who are the people who know only Bhojpuri or Angika or Magahi and no Hindi. Are they brahmins? Are they thakurs? Or are they overwhelmingly from the lower castes? The forced uniform Hindu-ness is not unrelated to forced uniform Hindi-ness. Bihar voted against uniformity forced by erstwhile dominant groups. Bihar voted for itself.

Hindi-ization of public sphere and political idiom excludes the majority. This Hindi-ization in the context of Bihar is led by upper-castes (except with the marginal exception of Maithili speakers, where upper-castes along with others are trying hard to fight for their language). The dominant group, due to their links to the West and especially to the Hindi circles to the West (including, most crucially, Hindi literature and media circles) have also made Hindi an aspirational language. This works to the advantage of these already dominant groups, as the other castes lose the less unequal playing field they might have had, when it comes to Bhojpuri or Angika. The ultimate aim of this design is to rob the majority of their Angika, Bhojpuri or Maithili agency and being converted into mere appendages of a Savarna-Hindi leadership. Everyone knows what kind of political forces benefit from this trend. This forced minoritization of the majority was only partially broken in 1990 with the ascendency of Lalu Prasad Yadav to Bihar`™s Chief Ministership. The displaced elites, especially those hegemonic caste-groups whose strangehold on politics was partially broken in the 1990-1995 period, have been trying to claw back to power ever since. Hence, when Nitish Kumar was making the case for the Bihari vis-a-vis the Bahari, that statement can be read in multiple ways. Every text has a sub-text. Every speech, even when made in Hindi, may have a non-Hindi sub-speech within it. Not everything can be heard clearly from Anglo-Hindi perches of Delhi. Certain readings require compassion, humility and taking-off Delhi-mark imperial blinders. One such reading (or one may call it a `spin`™) is that RJD-JD(U) called for unity among the Angika, Bajjika, Bhojpuri, Magahi and Maithili speaking peoples against the forces of Hindi-Hindu-Hindustan. The result is clear.

Looking into the future, if people-centric empowerment is part of the RJD-JD(U) agenda, then that process cannot happenusing Hindi as the unform medium of communication from the government to the people and vice-versa. Bihar`™s own languages desperately needs basic infrastructure and recognition that can come from funds that were historically looted and monopolized by upper-caste Hindi-wallahs to extend their sphere of hegemony. People should be able to study at least in primary school, speak in the Bihar assembly, have forms and signs in Angika, Bajjika, Bhojpuri, Magahi and Maithili. This much dignity they deserve and has to be a part of any future social-justice agenda.

Propagate commerce education in State, HoD urges faculties

IMPHAL, November 14: A two day workshop on `Recent Development in Commerce Education` being organized jointly by Department of Commerce, Manipur University and Institute of Chartered Accountant of India (ICAI), New Delhi was inaugurated at the Conference Hall of the Department of Commerce, Manipur University today.

Prof. H. Nandakumar Sarma, Vice-Chancellor, Manipur University; H. Deleep Singh, Secretary Education (S), Government of Manipur and Dr. A Rajmani Singh, Professor and Head, Department of Commerce, Manipur University graced the occasion as chief guest, president and workshop coordinator respectively.

The inaugural function of the workshop was taken part by 53 participants who are lecturers and Assistant Professors from various Higher Secondary Schools, Colleges and University of valley and hill districts of Manipur.

Prof. A. Rajmani Singh, Head, Department of Commerce, Manipur University while delivering welcome as well as the key note address requested to all the commerce faculties in the State to give more emphasis on propagation of commerce education in the State.

In his speech, Prof. H. Nandakumar Sarma asked all the teachers teaching commerce subjects to work together so that they can attract more students in the commerce stream in the State.

He also highlighted the importance of tax payment for the development of the country and the opportunity lying ahead among the commerce students to work as tax consultants.

In the advent of India`™s Act East Policy, commerce stream should take special responsibility in developing human resources that could face the upcoming challenges, he said.

He also said that there is a need for special emphasis to impart knowledge about Foreign Trade, Export/Import mechanism and other professionals in commerce like Chartered Accountant (CA), Cost and Work Accountant under ICWA, Chartered Financial Analyst (CFA), Company Secretary (CS), Income tax consultant, etc.

H. Deleep Singh emphasized on the development of commerce education in the State with special attention towards the commerce education in higher secondary level.

He said that we have come through the darkest period of the history of Manipur, but now light started showering on us.

He also said that the youths who were working in other parts of the country now have a tendency to come back in the state.

We need to broaden the employability in the State in order to accommodate them also. Even though rewards may not be higher, but most of the commerce graduates and masters are being employed in government as well as private sector firms, he asserted.

The function closed with a vote of thanks from Prof. G.P. Prasain, Department of Commerce, Manipur University.
