A single bench of High Court of Manipur comprising of Justice N Kotiswar today issued an order permitting relatives, well-wishers and friends of the nine people killed by security forces at Kodompokpi village on April 13, 1982 to offer floral tributes at Cheiraoching memorial complex on April 13.
