IMPHAL, Jun 4 : Chief Minister N Biren Singh, expressing disappointment at the low turnout of a State Level seminar, has said that most of the experts of the State are quick at pointing out the Govern-ment’s flaws but never agree to participate in fruitful inte-ractions with the Govern-ment to discuss possible areas of improvements.
