CIRCA to submit proposal to government of India

Coalition for Indigenes’ Rights Campaign (CIRCA) Manipur, has come to a decision to submit a proposal for the restoration of pre-merger political status of Manipur to be submitted to government of India.

While speaking to media persons at the Manipur press club, Convenor CIRCA Manipur, Somendro Thockchom said after 28 months of campaign on restoration of pre-merger political status, the CIRCA has decided to further debate on the political future of Manipur.

“Government of India should recognise the prevailing Manipur-India conflict as a political issue that requires a political solution. Furthermore influx of immigrants from the neighbouring countries and also from mainland India should be set as an agenda in any future political negotiations,” he said.

He mentioned that the exploration and exploitation of natural resources should be ceased until a satisfactory resolution is brought to the prevailing conflict in Manipur.   

Somendro said that the United Kingdom must intervene to bring about a settlement of the conflicts in Manipur since it has a hand in the controversies and confusion surrounding the political status of Manipur in the post empire period.

Somendro said CIRCA believes that the solution to our problems should be transformative not prescriptive.

It is also a firm conviction of CIRCA that the issues regarding indigenous nation is not monopoly of a single group and the involvement of the people is a must in search for lasting solution to the conflicts and crisis plaguing the state, he added.

Investigation officer additional SP, Imphal West, Priyadrashini Laishram submitted the charge sheet of the infamous Uripok double murder case before the chief judicial magistrate, Imphal West for the trail of the offence committed by the alleged accused Khongbantabam Hitler.

Khongbantabam Hitler, 30, son of Kh. Imocha Singh of Uripok Khumanthem Leikai had been detained under judicial custody by the court after he was arrested by Imphal police on June 2 in connection with the murdered of Irengbam Ongbi Monica Devi and her mother Soram Ongbi Lakhipyari Devi of Uripok Bachaspati Maning Leikai on May 30.

The charge sheet was submitted after the completion of the investigation and finding of the prima facie evidence by the IO for the trial regarding the case.

Earlier in the morning court order stated that the alleged accused Khongbantabam Hitler was granted bail on completion of his statutory detention period under judicial custody for six months, however no bond were furnished by the alleged accused person.

In the meantime the charge sheet was submitted to the court by the IO and the court cognizance the offence under section 302 and 449 IPC and registered it as a cril (P) case number 270 of 2017 with referred FIR number 169(5) 2017 Imphal police station under section 302/449 IPC.

Order further mention that the court is in the opinion that the court has no jurisdiction to accept the bail bonds as the offence is try-able exclusively by the courts of sessions and the alleged accused was directed to appear before the court on December 6.

Mentioned may be made that Hitler was arrested by police based on the complaint lodged by late Monica father, S. Tomba that he saw Hitler walking hastily towards his vehicle which was parked near his gate at about 4.30 pm of May 30 and reversed the vehicle back speedily with repeated horns, when he return home.

The complaint further stated that Hitler was ex-boyfriend of her deceased daughter before her marriage, and Hitler has been threatening his daughter and their family since long and he had always feared that Hitler would harm them in some way or the other.

On the other hand, source said the arrested Hitler during interrogation has reportedly admitted having an affair with the deceased Monica sometime in the year 2009.

He also admitted to committing the murder.

On June 4, angry locals of Uripok has vandalised the house of the alleged accused.

Deputy chief minister Yumnam Joykumar Singh said, State government is planning to open up frontiers in healthcare sector to attract people from beyond the borders.

He was speaking at the lamp lighting and oath taking ceremony, 2017 of College of Nursing (B.Sc. Nursing 1st year batch), held at jubilee hall of Regional Institute of Medical Sciences (RIMS) in Imphal today.

Deputy chief minister said, all out efforts will be made to develop healthcare tourism in the State to attract people from South East (SE) and East Asian countries.

He said, healthcare expenses in Manipur are much lower than the expenses in the SE & East Asian countries and therefore, large number of people can be made possible to come to Manipur for treatment. It will boost resources thereby enhancing economic growth in the State.

Stating that profession of nursing is a noble and helping gesture, Joykumar Singh said, people in the profession should understand that they are the first line of help to the needy people. Doctors alone cannot extend help to patients but the dedication, support and love of the nursing community are tremendously required.

He further said, lighting of lamp symbolises the hope to the people who are suffering. He appealed to the nursing community to maintain ethics while discharging duties and co-operate with the people in all the time. Deputy chief minister distributed awards to the outstanding nursing students in the function.

Director (RIMS) Prof. A. Santa Singh said, RIMS has been a centre of excellence in the healthcare sector. He said, the institute is planning to start PG Course in Nursing from the next academic session.

Controller of Examinations (MU) Prof. N. Ibotombi Singh, Dr. Manju Vasta, Principal, College of Nursing, AIIMS, New Delhi, Prof. H. Jamuna Devi, Principal, College of Nursing, RIMS also spoke on the importance of maintaining ethics and the role to be played by the nursing community.

Earlier, Continuing Nursing Education, 2017 on the topic “Nursing as a career” was also held where experts from AIIMS deliberated on various issues relating to nursing.

Former chief minister, O. Ibobi lambasted Prime Minister, Narendra Modi as timid minded for conducting more than 38 election campaign at Gujarat by forgetting that he is the Prime Minister of the country.

He was addressing a crowd during the sit-in protest demanding disclosure of the framework agreement between the central government and NSCN-IM today at Lainingthou Khamlangba community hall, Sagolband organised by Sagolband Block Congress Committee.

Ibobi said that the “Act East Policy” which was implemented almost four years back is just for the name sake as the government has not taken up any new project.

The former chief minister said that Congress is not against any political party or organisation but will not compromise if any of their agreements or MoUs affect the territorial integrity of the state.

Asking where is the transparency of the government if they do not even disclose the most sensitive talk to the public Ibobi lambasted the government stating that the government is transparent only in words.

Former deputy chief minister, Gaikhangam who also took part in the sit-in protest said that it will be wise for the ruling party to support their demand to disclose the framework agreement if the they truly wanted to safeguard the territorial integrity of the state.

He added chief minister, N. Biren Singh and BJP national general secretary, Ram Madhav assuring that the framework agreement will not affect the territorial integrity of the state is very doubtful as they themselves even do not know the contents of the agreement.

Such agreement between the central government and an insurgency group should not be a secrete document if it does not give any affect to neighboring states, he added.

“Why the central government is not disclosing the agreement if it does not affect to the integrity of the state?” asked Gaikhangam.

He added that the chief minister, N. Biren Singh and BJP national general secretary, Ram Madhav assuring that the framework agreement will not affect the territorial integrity of the state is very doubtful as they themselves even do not know the contains of the agreement..

The President of India said this while inaugurating the Hornbill Festival at Naga Heritage Village, Kisama, near Kohima today.

Ram Nath Kovind expressed hope and confidence that “a final agreement – one that is fair to all and meets the expectations and aspirations of all – will be reached soon”.

Also speaking on the occasion, Nagaland Chief Minister, TR Zeliang appealed the President of India to carry forward his message to the Government of India for the imperative need to resolve the protracted Naga political problem before the ensuing Nagaland State assembly elections.

 “The sad reality is that the vexed Naga political issue remains unresolved till today. And for far too long, the full potential and growth of the state has been impeded by the unresolved issue of the Naga political struggle. We all feel this state of affairs should not be allowed to continue as it not only hampers the normal avocations of peaceful citizens, but also stands in the way of every aspect of progressive growth. As a multi-tribal society, it is a fact that we face many challenges but when it comes to the resolution of the seven decades old Naga political issue, the people’s voice is for an inclusive, honourable and acceptable solution,” TR Zeliang said.

 TR Zeliang said that Nagas already witnessed 20 long years of the peace process and another 2 years after signing of the Framework Agreement. The Government of India and NSCN(IM) have been in dialogue for a very long time and today the six Naga National Politica Groups (NNPGs) have also entered into a dialogue with the Government of India, he added.

“Here, we duly acknowledge the pro-active role played by the tribal hohos, the civil societies and different NGOs in their efforts to bring the different political groups together. The fact that different factions and armed groups have now come together seeking a solution is truly very encouraging. We therefore, consider this to be the most opportune time for the Nagas and the Government of India to resolve the seven decades old Naga political issue once and for all”, the Nagaland Chief Minister said.

He then said that as the 21st century world advances rapidly into the next millennia, “our people will not want to be left behind but be proud partners in the march ahead with times”. This dream, however, can never be fulfilled without permanent peace in the land. “I, therefore, appeal to your high office to carry forward this message to the Government of India for the imperative need to resolve the protracted Naga political problem before the ensuing State assembly elections”.

A day after the State Cabinet passed new transfer and posting policy, the revenue department today allotted postings to the newly recruited SDCs’ through draw of lot.

Stating that the new method of posting is implemented to curb corruption, consumer affairs, food & public distribution and revenue minister Karam Shyam said cooperation from MLAs, elected members and the public is needed to make Manipur corruption free.

Speaking to the mediapersons at the conference hall of Old Secretariat, the minister said the revenue department under him is initiating ‘choose your own transfer through lottery’ for the new recruits, which is a step towards fulfilling Prime Minister Narendra Modi’s vision of a corruption free India.

Minister Karam Shyam said the chief ministerN. Biren Singh is determined towards making Manipur a corruption free state.  Stating that the full potential of the youths of the State have been eroded due to corruption, he said, it is the responsibility of each and every citizen to bring a good governance in the State.

The Minister also had a word of advice for the new recruits stating that sincere and efficient officers, after completion of 2 years (under the new transfer and posting policy), will be given suitable postings based on their performance.

The newly recruited SDCs’ of the revenue department chose their place of posting through draw of lots in front of the media.

The Minister said he hopes that other government departments will also follow such method of posting model which is devoid of corruption.

Altogether 48 newly recruited SDCs’ including 17 female officers chose their postings today. M Joy, special secretary, revenue and MAHUD, Th. Chittaranjan Singh, commissioner, revenue were present at the function.
