IMPHAL, Feb 20: Reacting to the false charges leveled by NIA against the arrested leaders of UNLF, the proscribed UNLF has asserted that the defeat of India will be brought with its own money.
A statement of UNLF signed by senior publicity officer Ksh Yoiheiba said that the NIA is plotting to jail the arrested leaders of UNLF by leveling false charges of extortions and waging wars against India.
India is taking up various policies to suppress the Manipuris in all fields. So far there has been no policy from the side of the Indian government to uplift the socio-economic condition of the people of the region. The cost for freedom movement of the outfit has to be collected from the people as well as colonial loyalists, it said.
The National Economic Policy (NEP) of the outfit has benefited lots of people. One important programme under NEP is the movement for food sustainability through which thousands of farmers of the region have benefited.  Moreover, the outfit also provides micro-financial assistance to the economically backward people so as to improve their livelihood, the statement mentioned.
Further, it said that India should give compensations to the people for the losses incurred due to colonial exploitations in the region, and added that the sole objective of the outfit is to defeat the colonial forces of India with its money.
The UNLF also lauded the people for their support towards the demand for holding plebiscite through which the freedom of Manipur can be restored.

IMPHAL, Feb 20: Reacting to the false charges leveled by NIA against the arrested leaders of UNLF, the proscribed UNLF has asserted that the defeat of India will be brought with its own money.

IMPHAL  Feb 20: ` We may have lost a battle, but we feel that a war has been won`, SPF spokesperson and IFCD minister N Biren told media persons on the sidelines of an official visit  to the Takmu Regional Water Sports complex today at Moirang.
The minister was referring to the recent defeat of the Congress party to the All India Trinamool Congress at the Konthoujam Bye election.
He further stated that the late MLA of the constituency Dr Sapam Budhichandra in his busy schedule of being the speaker of the Manipur Legislative Assembly and in maintaining his status might have had a laxity in undertaking developmental works in his constituency and which could have resulted in the loss of public support for the party in the constituency. We acknowledge the wishes of the Konthoujam public and have got the message that the wants of the public should not be deprived whatever the circumstances, the minister said.
On being questioned about the clearance of phumdis (floating biomass) and the allegation by the Bharatiya Janata Party that the progress of phumdi clearance work does not commensurate with the Rs 224 crores earmarked by the Union planning Commission. The minister stated that the allegations are baseless and the state BJP only knows how to hurl allegations, he charged that the state BJP is almost a non entity and have done nothing worthwhile.
He further stated that the progress of clearing the bio mass of Loktak lake is going on schedule with almost 40 percent completed. `The planning commission is overlooking the work , we have got new machines and new repair parts for the damaged machines which will have in ensuring that the clearance project will be completed by 2012`, he voiced confidently.
The minister briefing media persons regarding the Takmu Water Sports Complex stated that the complex is nearly 80 percent completed. `The boys and girls hostel is nearing completion, we only have to focus on the water rowing channel now and the deadline of December 2011 for completion of the project will be met`, he maintained.
The Takmu project of Loktak lake was initiated under the Special Plan Assistance (SPA) project with a total budget of 18 crores and the work is undertaken by the Manipur Development Society.

IMPHAL, Feb 20: Two individuals identified as one Chabungbam Manglemba Singh, 31, s/o Ch. Nungsijao Singh and Longjam Suresh Singh, 27, s/o L. Mangi Singh of Top Siphai Makha Leikai who have been allegedly whisked away by security personnel from their residence on the intervening night of February 18 and 19 have remained untraceable till date. In the connection a JAC was formed who had submitted a memorandum to the Chief Minister and the Governor of the state today evening.
While speaking to mediapersons today the, Longjam Tomba Singh, convenor of the JAC alleged that the two individuals were picked up from their respective residences by the army in full combat dress who had come in two light vehicles during the intervening night of February 18 and 19 without issuing any arrest memo.
He further maintained that following the arrest, the family members of the two went to the Mayang Imphal police station and the 12th Maratha Light Infantry, Mayang Imphal to report about the arrest of the two, however to their utter dismay both the PS and the MLI denied any knowledge of the arrest.
While demanding the whereabouts of the two missing persons, the JAC also demanded that the two be handed over to the nearest police station at the earliest.
Meanwhile as a mark of protest against the incident the JAC volunteers blocked the Wangoi area since early morning today. However there was no report of any untoward incident during the protest.

IMPHAL Feb 20: Post the Joint Monitoring  Group (JMG) meeting held yesterday at the 1st  Manipur Rifles battalion campus between the SoO signatories of the Kuki underground outfits and the government representatives , resolve was impressed on the UG outfits to adhere to the ground rules of the tri partite talks.
The army in a press statement have warned the KNF (P) to stop violation of the SoO , as the underground outfit is found carrying out recruitment of underage children. A PIB (Defence Wing) release today states that troops of 43 Assam Rifles under the aegis of the Red Shield Division successfully foiled the plans of the KNF (P) carrying out forcible recruitment of children.
The press release further states that , the said troopers had received information that the UG outfit have abducted seven children in between the age group of 14 to 19 years from Thoubal district on February 16 , it was also learnt that the cadres of the outfit had brought the children to Kangpokpi.
On receiving the information, personnel of the 43 AR carried out operations in the said area and managed to rescue the children.
The army views the violation of the suspension of operations agreement by the KNF(P) seriously and warns the group to desist from such overtures  in future.
The rescued children are Ngamgolai S/o Jankhojang Khongsai of Saichang Village of Thoubal district, Jangmithang S/o Dousci Khongsai of Saichang, Ngamfinluri khongsai S/o Doungam of Saichang, Jenkholam S/o Kemjang of Saichang, Lungoulen Vaiphei S/o Luthang of Molkon village of thoubal District ,Luniam Vaiphai S.o Sellen of Molkon and Leimin Lal Vaiphei of Molkon.
The locals also thanked the prompt action of the Assam Rifles in rescuing the children.
It may be mentioned that there are 11 designated camps constructed for the cadres of the Kuki outfits under the SoO agreement and periodic meetings of the KNO and UPF  which are the umbrella organizations of the outfits and periodic meetings are held with the representatives of the outfits with the state and Union government representatives to review the ground rules.
Such a meeting held at the 1st MR grounds yesterday had intimated the UG cadres not to venture out of the designated camps ,sources informed.

IMPHAL, Feb 20: State Home department has recommended four under trials including a woman belonging to separate under ground outfits to be detained under the National Security Act.
The state home department has recommended detentions of three undertrials identified as Shijagurumayum Raj Sharma alias Kokoton, 47 s/o Sh Tombi Sharma of Keishampat Thokchom Leikai, Saranthem Ranjit Singh alias Ratan alias Chandra, 42, s/o S Santaram Singh of Heirangoithong Makha Maibam Leikai Keibung and Mutum Tarun Singh alias Bung, 35, son of late M Mani Singh of Uripok Khiadem Leikai presently residence of Naoremthong Bazar.
According to an official source, the state home department has carefully considered grounds for their detention furnished by the  district magistrate, Imphal West District  last month and being satisfied that their activities are prejudicial to the security of the state and maintenance of public order it is also of the opinion that the ground are sufficient for the detention of the said persons under Section 3(2) of the NSA and the order of detention aforesaid made by the  district magistrate, Imphal West district, the department has made its approval for detention of the said three persons under NSA.
Further, the said department after examination of the report, the detention under, grounds for detention and other relevant paper furnished by the district magistrate, Bishnupur district during last month the department has recommended for the detention of one Mairembam Ningol Ningombam Ongbi Premila Devi alias Victoria alias Ibemcha alias Roma, 35, wife of N Boyai Singh of Churachandpur New Bazar under NSA, the source added.

A Meeting of MFI Central Board Committee (CBC), under the Chairmanship of MFI President Sri Oken Jeet Sandham, has been held at Hotel Japfu, Kohima on February 20, 2011 to approve various Committees of MFI. After a thorough deliberation as to how the National Federation (MFI) should be effectively run and streamlined, various Committees which were tabled during the Meeting have been approved. The winds of change are blowing the world over. Corruption and authoritarian regimes are under pressure in all the countries today. While in the earlier eras of human evolution, people had little knowledge as to how and with what mechanism these evils were to be fought against, they now do have the mechanism as well as the medium for effectively putting this into application. For the first time in human history, the relative strengths of the leviathan and the public opinion have been put to real test. It has now been established that despite the look and perseverance of power, the leviathan is essentially vulnerable. Further it has been established that the ruling elite too are a very fragile group. Since they consist basically of self-serving individuals, whenever there is any groundswell of public anger there easily arises cracks in the veneer of consensus they profess to have. Now is the time when we could warn the powers that be anywhere with Jacques Necker (1792), finance minister to King Louis XVI of France, thus: “Only fools, pure theorists, or apprentices fail to take public opinion into account.”

While the officers in the security set-up may remain loyal to the power elite, we cannot expect the citizen army to be brutal on the fellow citizens whenever a formidable public movement arises. This was fully demonstrated in Manipur in the June 18 event and in the developments now marking the Arab world. When the movement possesses massive support, the size of the leviathan security forces makes no difference; the force of the security agencies gets neutralized.  
 
Old But New: It is true that corruption has been an issue societies have had to fight against for a pretty long time. But, as mentioned earlier, people now have the methods to fight against it. At the global level, we already have the United Nations Convention Against Corruption. Further, unlike before, transparency and accountability are increasingly becoming the buzzwords of public demand.

When it comes to India, the reality really bites. While many countries have already ratified the United Nations Convention Against Corruption, India still remains one of the major laggards yet to ratify it, of the total. This is understandable of course. The recent events unfolding one scam after another and including the issues of money laundering in Swiss accounts speak of the reasons why India is still reticent about signing the convention. But it is going to be increasingly difficult for the power elite in this country to stop the global tide of movements against corruption with the power that modern information technology has given to the formation and assertion of public opinion. The very fact of the scams getting dug out by the news agencies testifies to the emerging trend in this country.

By any yardstick, the moral authority and public credibility of the Indiangovernment have already suffered a nose-dive consequent upon the exposure of the scams. Even the clean-image of the head of the people of the country has not only suffered a beating, he himself wears an injured look while facing the media. This is in sharp contrast to the image he commanded and confident posture he displayed while he was fathering the spate of economic reforms as minister responsible for looking after finances of the country.

Manipur Not Left Out:  My colleague economist Elangbam Bijoykumar has recently interpreted the emerging economic scenario of Manipur. He forcefully and quite rationally explains the increasing hold of the contractors on the society of Manipur with construction emerging as a major component of the State’s economy. The contextual interpretation of this trend speaks of the unhealthy direction the society of Manipur is heading at an increasing speed.

But what is of utmost interest to social observers of the land is that the global and national trend of fresh wind blowing seems to have touched Manipur as well. In terms of capability to use force and indulge in manipulations to achieve the desired outcome, the present government in the province would have very few competitors. But the recent bye-election to an assembly seat held by a prominent member of the ruling party has turned out to be an eye-opener. It has established beyond doubt that the people of the land can and do hit back as when the situation compellingly demands. What only awaits the land is a spark that fires a collective sharing of public opinion simultaneously. Under pressure of public dissatisfaction, the provincial government seems to increasingly losing its grip over issues. The handling of the ongoing strike by the teachers and the statements being made in this regard only speak of absence of application of mind.  
 
The Final Lesson: The key lesson emerging from both the international and provincial developments is singularly significant. It might take time for public opinion to coalesce, as many citizens would just sit back when the issues involved have elements of haziness. But when the regime perpetrates the excesses beyond a reasonable intensity and also beyond a tolerable time limit, it would definitely dawn on the people for the necessity to unite and assert aggressively. Once this dawn occurs, the public opinion alone would determine the course of history. What was unthinkable till yesterday would be the reality today. Miracles do happen when the public are resolved of the issues involved in a united way.

The accounted loss of 80% of the power in Manipur to transmission and thievery as stated by the Chief Engineer Power is a bold revelation. We have some knowledge of these losses but not to this extent. This loss must have been continuing for the last 3-4 decades. To make up this loss of power and tax thereon by the meagre 20% genuine consumer would be too much for the asking.

It is questionable if the Chief Engineer Power has full account of these losses. As far as power thievery is concerned the culprits are in the knowledge of the field staffs of the Power Department. The field staffs collect money from these culprits for the illicit connection. They also collect taxes from these connections from time to time. But it is anybody’s guess whether the money so collected is ever deposited in the Governmentfund? The funny thing is the “Power Drive” disconnects the defaulters of Power Taxes, but these illicit connections in obscure places are often left untouched.

As the editorial pointed out “those disconnected consumers get the power line connected by themselves soon after the power staff left the spot.” The situation is rather deplorable. The onlookers though seemingly annoyed could not object to it probably a ‘Bhai-Bondhu’ affair or not to createpersonal enmity.

Most of the genuine consumers are paying a minimum rate fixed by the Department as all or most of the meters provided by the Department are substandard and not recording the correct consumption of power. The minimum rate fixed for such defective meters was Rs. 189.00 per month. This minimum rate was recently purported to have been revised to Rs. 405.00 per month, without consumers’ knowledge and without proper notification.

In the matter of billing the Power Tax it is very irregular. Some funny saying “Bill Forms are out of print”. If bills are not timely issued to the consumers how payments of Power Tax would be regular? Still funnier phenomenon is charging different rates of minimum power tax in the same locality of Rs. 195.00 for some consumers and Rs. 405.00 for some other consumers during this period of Power Drive.” How such things could happen? This matter definitely would attract consumer court. It is too much for a Government to ignore!

This week threw a major surprise in the form of a newspaper advertisement in a daily Manipuri newspaper. It was an announcement for a “Manipur Barbie Queen contest” for under 12 year olds to be held at in the hall of the memorial to Subhash Chandra Bose at INA, Moirang! While there is no dearth of shocking developments taking place around us like the very recent warning to private mobile service providers to wrap up their mobile towers and the deafening silence from the civil bodies; this small advertisement made me blink in shock. Just how have we reached this plane where sensibilities have disappeared?

Children Beauty Contest Advertisement in a Daily Manipuri Newspaper

First of all, the sheer madness of it! How can girls younger than 12 years compete in a beauty contest? And then, a contest that is named after Barbie; the classic prototype of blond and anorexic? Won’t a beauty contest for young children be a classic case of child exploitation and rights violation? What parameters would be used to judge the young participants? These questions trouble me deeply. A child is beautiful in his or her own way regardless of features or attire. It is their inherent innocence and playful nature. So why should beauty contests happen where children will be made to look like caricatures of adults?

Children can pull at heart-strings. They can also be a market decider. That is why most print and visual advertisements feature children, regardless of whether the product being sold is a toothpaste, soap, noodles, car and other vehicles, electric appliances et el. The strategy works because when a child sees another child possessing something that he/she does not have, her concentration goes to that
object. Try saying a “no” to a child who after popular advertisements for snacks wants a packet. You can risk it at the cost of your ear-drums being shattered by unending wails. My own soon to be 6 year old explains to me kindly: “Mama, they also say brushing your teeth twice a day keeps off all germs. So why can’t I have a pack of Uncle Chips/Bingo/Mamoos…?” Try getting past that logic! And while building a brand with a child appearing in its advertisement is another matter altogether, the concept of beauty contests for young children may well be unethical and violating norms of child protection. Some of the Constitutional rights that may well end up being violated are Article 39 (vocation unsuited to age, protection of children against exploitation), Article 45 (no child below 14
years shall be engaged in hazardous employment) and Article 46 (protection from social injustice and exploitation). Also, every child has a right to participate in cultural activities that may include songs, dance and any other artistic pursuit recognized to be healthy. But a beauty contest for young children cannot be termed “healthy” by any stretch of imagination.

But how do such contests tend to go towards exploitation? The answer is clear on this: with children as the main players, there will be parents who will happily assume that the contest is a platform for their child to show her talent, to prove herself. Some critics can even turn around and question my disquiet saying: “but if the parents are comfortable with their young children taking part in a beauty contest, why raise a hue and cry?” The fact is that most parents will not look critically into the question. They will get carried away by the hype, the shot at 3 minutes of fame n local channels and newspapers, the few amount of prize money but not consider that such a contest will only serve the interest of everyone concerned but for the children taking part in it. That is where the child would end up being exploited by all parties concerned.

Some time earlier, there was intense debate on a national level around the nature of “talent contests” on TV channels that featured child artists and hopefuls as participants. The debate happened following the emotional and mental break down of a young child participating in a music reality show. She had been given a public and very vocal criticism of her performance and went into such trauma that she had to be hospitalized. Following this incident, there was a public and media scrutiny over the nature of children taking part in such talent contests: how many hours would they have to practice before they went on TV, how many hours they would get to rest and sleep and play and how much can children take in as public criticism. Soon, the National Commission for Protection of Child Rights (NCPCR) came up with strict laws for TV shows involving children. These call for a counselor on the sets of the show, limited working hours and no deep make-up for children.

Competitions are part of the process of growing up but when it is tied to the concept of beauty, it gets into a difficult terrain. Perhaps the organizers of this soon to be held contest have not thought much into it and gone ahead with their planning. But it is not too late to consider what demons they might well unleash in the lives of the young girls. Small little girls who will walk under public scrutiny and perform songs or dance or whatever it is they have to do to take way a crown that will be meaningless in a place where they don’t have a clue over their future and its safety. PS: A photograph of the advertisement along with a calling attention has been sent to the Chairperson of the National Commission for Protection of Child Rights to alert them about this forth-coming event. This step had to be taken up on an individual level following the silence from NGOs working for Child rights Protection in the state at the time of writing this column.

IMPHAL, Feb 19: A team of BCCI officials comprising of former Indian test player and actor Sandeep Patil and former Indian spinner V. Venkataraman have arrived at Imphal today for three-hour visit to inspect Khuman Lampak cricket ground and Luwangpokpa Cricket ground Luwangsangbam.

Sandeep Patil is presently the director of National Cricket Academy, Bangalore and Venkataraman is the bowling coach of the same cricket academy.

Speaking to IFP, the visiting officials stated that the BCCI has sanctioned huge amount of money for the development of cricket pitches in the state, but the works have not been implemented properly.

The officials also said that the BCCI intends to organize various grass-root talent hunt programmes in the state and for this good pitches need to be developed.

The curator of BCCI has also already developed the pitches but the ground staffs are unable to maintain the pitches, the officials added.

Further, the officials stated that the BCCI will soon organize talent hunt programmes and the young cricketers of the state will be trained by good coaches from BCCI.

They also expressed dissatisfaction over the delay in organizing various cricket tournaments in the state such as Dr. Kishan Cricket Tournament.

The director of NCA Sandeep Patil will once again visit the state to organize the talent hunt programmes.
