IMPHAL, October 15: The North East Film & Television Producers & Directors`™ Association has taken serious note over the non-continuation of commissioning programmes by Doordarshan in a general body meeting held this week at Guwahati.

According to a statement of the Television & Cine Foundation Manipur, its president, Sanzu Bachaspatimayum, who was present in the meeting, had apprised the members that despite many representations sent to DDG Northeast, DG and CEO Doordarshan, Mandi House; highlighting the grievances of private television producers, the Prashar Bharati officials have not given any response.

It continued that Sanzu also drew the attention of the members, particularly on the plight of many film makers, following the non-continuation of commissioning programmes. Sanju maintained that DD is virtually shutting down a viable avenue of creative expression. Commissioned programmes of DD provides a fertile ground for honing skill, and by discontinuing, it has robbed off the platform for aspiring film makers as well.

Further it said that Sanzu had highlighted the need for attention to be given to the film makers of the Northeast region by Prashar Bharti, emphasizing that there is no corporate sponsorship available.

Sanzu also had commended the members of Tripura and Assam for their concerted effort to impress upon the ministry of Information & Broadcasting and authorities of Doordarshan regarding the matter, before adding that it is unfortunate that the authorities have failed to give any response.

`This is an issue where we, from the region, and also as a regional body, must organise ourselves and resist this adverse policy of discontinuing commissioning program to private producers in the Northeast region`, Sunzu had added.

The meeting had unanimously decided to draw a concrete line of action to give more pressure to the authorities concerned, said the release.

IMPHAL, October 15: Political parties that missed out wooing voters yesterday at Hiyanglam were seen scurrying to their last minute campaigns today organising press conferences in their last bid to woo voters.

Campaigning for the October 17 Hiyanglam by-poll concluded today, however, with the CorCom imposing a general strike today, there were not much election campaigning activities.

Both the MPP and the AITC conducted press conferences today as part of their campaigning.

Due to the general strike called by the CorCom, the Manipur People`™s Party had to end its Hiyanglam by-poll campaign with a press conference today, said party president N Sovakiran during a press conference at the party`™s office.

He said everyone is aware of the No 1 enemy of the country and the State. Contrary to what the people has conceived, the Congress has always acted against the welfare of the people, he said.

He said it was the Congress who gave away Kabo Valley to Myanmar and implemented AFSPA in the State.

He continued the Congress had bifurcated Andhra Pradesh into two States just to strengthen its position.

Congress leaders Sonia Gandhi and Rahul Gandhi have never considered a thing for Manipur, he said before urging the Hiynglam public to elect the MPP candidate.

At the same time, speaking at a press conference called at his Langmeidong Bazar, Hiyanglam home, All India Trinamool Congress candidate Dr Y Radheshyam Singh said the party will win the Hiyanglam seat which has been left open by the demise of party MLA M Kunjo.

This election is very important for the party and it will allow the BJP which is in power in the Centre and Congress which is in power in the State to manipulate the public of Hiyanglam, he said.

Trinamool Congress`™s primary objective is to improve supply of water and road connectivity in the constituency, he said.

The condition in the constituency has been deteriorating, which is very unfortunate, he said before appealing to the public to cast their votes for him with the hope of seeing development in the constituency.

The party`™s State and general secretary L Premananda Singh said they were confident of the party candidate winning the by-poll.

He said the party candidate is the best choice for the public.

Vice president State unit M Thoiba was also present in the press conference.

IMPHAL, October 15: The number of medical staff who will be accompanying Irom Chanu Sharmila on her New Delhi trip for court appearances on October 30 and 31 is likely to be cut-down as the Home department has failed to sanction the required funds for the journey.

Sources said only Rs 1,24,000 has been sanctioned this time as against the usual Rs 1,38,700 sanctioned for Sharmila`™s earlier trips to the national capital in connection with a case.

The anti-Armed Forces Special Powers Act crusader is supposed to make physical appearances on October 30 and 31 before the court of Metropolitan Magistrate, Patiala House regarding a case FIR No 222/06 under IPC section 309 (attempt to suicide) filed by the Parliament Street Police Station against her. The case was registered against her holding a hunger strike demanding repeal of AFSPA at Jantar Mantar, in 2006.

However, since, the Home department has sanctioned a lesser amount of fund, the jail authorities submitted a written official missive seeking its permission to cut down the number of medical staff accompanying Sharmila.

Sources said the Jail authority had earlier decided to bear the added expenses and asked for reimbursement from the government later, however, after failing to get an assurance from the government on the reimbursement part, it was decided to instead cut down the number of medical staff.

Sources also informed that the jail authorities are waiting for an approval from the Home department to start preparations for the trip including booking of tickets, medical examination of Sharmila and seeking permission from the Ministry of Civil Aviation.

During her earlier trips to the national capital, Sharmila was attended to by a three-member medical team led by a doctor of the State Health Services. The medical team has to look after the condition of the hunger striker. Her team also includes two policemen including an officer and two jail staff other than the three medical staff.

The entire expenses for the eight-member team including for their stay at Delhi and flight tickets amount to around Rs 1,38,700, informed the source.

The last time she was produced before a court in New Delhi was in May 28, 2014. Source said Rs 1,38,700 was sanctioned for the trip.

Sharmila was supposed to appear before the court on July 17, however after the State Home department failed to sanction the required fund for the journey, it was deferred to October 30-31, sources said.

The 6th Schedule debate is once again rearing its head in the State. Not surprisingly, a clear pattern of its cyclic recurrence is now more of less established. It would

The 6th Schedule debate is once again rearing its head in the State. Not surprisingly, a clear pattern of its cyclic recurrence is now more of less established. It would normally come about when the politics of the Assembly variety sinks into a lull midway into its term, and the dreary mediocrity of issueless politics begins looking for new issues to arrest people`™s imagination in order that the elected politicians may have something to save their political careers. This pattern of State politics is not exclusive to the 6th Schedule issue but equally true of so many others, the territorial integrity issue for instance. It is often said threats of war unite the people, and therefore politicians periodically employ sabre rattling as a strategy to achieve this effect whenever the public are restive and the politicians are insecure about their political careers. This is however not to say these issues are trivial.

It is also unfortunate the 6th Schedule issue has also been appropriated by vested interests and made to look like an offshoot of the hill-valley friction in the State. Indeed, because of the consistent portrayal thus, it has become such, thereby something those in the hills must blindly support and those in the valley blindly oppose. This is unfortunate, and must cease to be so. Those of us who have watched politics in the state for at least the last two decades will remember that the 6th Schedule was almost a fiat accompli in the late 1990s, at about the same time the 1997 landmark Naga ceasefire agreement was signed. Rishang Keishing was chief minister, Meijinlung Kamson was the Union minister of state for internal security and O.N. Srivastava was the Governor. There were some token opposition from the valley communities, but not to the spirit of the Schedule but in anticipation of a compromise of the territorial integrity of the State. Rishang had managed to reassure the people the territorial integrity would not be put at jeopardy under any circumstance, and he had begun land surveys to demarcate the territories of the Autonomous District Council, ADCs, to give the 6th Schedule a tangible shape. It was here the stumbling block was encountered. The question was whether there would be six ADCs, (five hill districts plus Sadar Hills), or only five ADCs (with Sadar Hills as part of Senapati district). There was also a third proposal, whereby there would be only two ADCs, with the four `Naga districts` as one ADC and Churachandpur district as the other ADC. Bitter opposition to either of the models was actually what proved the undoing, and not so much valley opposition, as many now so eagerly want it to be seen as.

There is no reason why there should be so much ado over the 6th Schedule. It is an autonomy model for islands of small ethnic communities buried within a larger community. They would be governed by the laws of the State as well as those of the ADCs. Introduced in 1952, it was meant for the former undivided Assam, where the lands and communities roughly beyond the Inner Line, falling within what the British classified as `Excluded Area` (Naga and Lushai Hills) and `Partially Excluded Area` (Khasi and Jantia Hills and Mikir Hills) were given protection under the Schedule`™s provisions. Nagaland refused the offer for the Naga leadership then under A.Z. Phizo thought it was a compromise to their demand for complete sovereignty, which is why Nagaland still does not have the 6th Schedule, though so many in Manipur think it does. The Lushai, Khasi, Garo, Jantia and Mikir Hills were put under the Schedule, but after these original 6th Schedule areas became States in their own rights, the ADCs lost their relevance considerably. In the Lushai hills, (Mizoram) it was abolished for most part but retained in three tiny non-Mizo pockets, namely the Chakma, Lakher and Pawi (Poi). In Assam, Mikir Hills (Karbi Anglong) is still under the Schedule. In Meghalaya too the Schedule is still maintained as it was, so the three ADCs of Khasi HIlls, Jantia Hills and Garo Hills almost totally overlap with the Meghalaya government`™s administrative jurisdictions with the exception of the Shillong capital area which has been de-Scheduled. Some see the Meghalaya arrangement as a problem nonetheless it should be an eye opener for Manipur. If the 6th Schedule must be implemented, it can actually be to the entire State and not just the hills. Let each district have an autonomous ADC administration and let the State administration bind all these autonomous ADCs under a larger roof. As in the case of Shillong, perhaps the Imphal municipal area too could be made the only de-Scheduled cosmopolitan area. This would be a novel experiment in federalism too, but more in later editorials.

IMPHAL, October 15: Six days have passed since people of Zakhama have barred all the trucks and tankers from Manipur from travelling along the National Highway-2, Imphal-Dimapur Road, after a speeding truck en route to Dimapur from Imphal ran over a 17 year old boy in Zakhama on October 9.

Sources told IFP that people of the area where the incident occurred started a protest soon after the 17 year old boy who was taken to the hospital after the accident succumbed to injuries.

The truck involved in the accident bears the registration number MN-01/A-8747 and is used in transporting rice to Manipur by the Food Corporation of India. It was impounded by the Nagaland Police after the accident and has been kept under its custody ever since.

However, the people of the area have been protesting against the authorities to hand over the truck, its driver and other people involved in the accident so that they could deliver justice under their customary law.

As a result of this ongoing protest, empty trucks from Manipur including Gas Bullets, Oil tankers etc have been denied passage since October 10. However, the protestors have been allowing passenger vehicles and vehicles going to Manipur from Dimapur to travel along the National Highway.

As a norm, Oil tankers and FCI trucks have always been escorted by CRPF personnel but due to the ongoing protest the empty trucks and Oil tankers from Manipur are denied passage through Nagaland despite being escorted by CRPF personnel.

The senior depot manager of Indian Oil Corporation Limited along with members of the All Manipur Petroleum Tankers and Drivers Association, and All Manipur Petroleum Transporters Association met the CAF & PD minister M Okendro at his office to discuss the matter the evening before.

During the meeting, the CAF&PD minister assured that a special arrangement would be made by evening of October 15. However, as no official messages were conveyed until 5 pm this evening, empty trucks and oil tankers were unable to decide whether to leave Imphal or not.

Trucks and Oil tankers which were on their way to Dimapur from Imphal have been stranded at Mao Gate after they were stopped and forced to return from Zakhama. Some trucks have even returned back to Imphal.
