The term Framework of an Accord has logic of understanding with a proposal inciting to do with an intention of second party and acceptance of the existing Body; which need to implement the theory to practical. To the same course of act of NSCN (IM) and Government of India’s (GOI) Accord underwent, though unlikely to the people of the three states of Manipur, Assam and Arunachal Pradesh has been silent for three months. But the act of speculating result of the concealed thunder would be worse as the extravaganza of recruitnient of forces lauded in Nagaland. Rather it will not be healthy administration in the NDA Government.

The exposure of the intention of the Central Government by promoting Community Regimental Force (CRF) in the name of a particular community had to have second or third thoughts before commencement of the Accord and   implementation, for that, the representation of the three states which neighbouring to the Nagaland should have been involved and should also have taken into confidence of the neighbouring states.

Hence, the norm to establish a CRF shall not finalise by a two party decision. Rather, the United Nations sanction and parliamentary debate over the enhancement of CRM would be necessary. Also, the Force should establish in the interest of the Nation, not in favour of a particular community. If necessary, Para-Military Force could be considered to establish in the Nation with mixed communities presentations, as 99 and 100 Bn. BSF of Nagaland was brought to participation.

Otherwise. such unconstitutional decision would be taken serious by Meitei Nationalist Party of India. Because, to-upgrade Naga Forces and threatening Meitei community in the Implial valley with the intention to discriminate communities in Manipur with the division on of hills and valley is taking serious in Manipur.

Therefore, to follow the constitutional as well as international norms of laws for forming up of a Community Force should be announced for implementation of such act would be coming into force.

On the other, it is also necessary to consider upon Manipur, the geographically isolated state of India, where lots of disturbances prevailed due to uncomfortable communication, while crossing over the hills, where also, necessary to upgrade the local force to the Regiment in Manipur. The Forces of MR were existed since the time of Royal Kingdom of Manipur. But, today, MNP appeal to upgrade Manipur Rifles to the Manipur Regiment.

Hence, Manipur is more vulnerable than the other states of India. Therefore, if it been discussed, rather sanction been made to upgrade Naga Regiment Force, there should not hesitate to upgrade MR to Manipur Regiment.

Hence, to deal with the diplomatic cult in India Manipur should be No.1 as Manipur fought the wars with Burma, China and Japan to protect Manipur, as hell as India, at that time there was no force input to fight the wars from the other parts of India. Keeping into consideration of the integrity of the border territories of the East, the Government of India may consider to include Manipur wherever, whenever any convention would necessary to institute in connection with involvement of territorial integrity so that the people of Manipur may feel ownness. Otherwise, by neglecting Manipur may cause a civil war like the war of 1903 and 1939, which of the act may result to immense destruction. For which, both of the Government either of state or of centre shall be held responsible. But, the loss of lives and loss of properties of the nation may occur.

Speech delivered by Mr. Th. Muivah, General Secretary, NSCN during the signing ceremony of framework agreement with the Prime Minister of India Mr Narendra Modi on 3rd August 2015 at New Delhi.

I thank God for this momentous occasion.

On behalf of the Chairman Mr. Isak Chishi Swu and the Naga people kindly allow me to begin by saying that Naga people have great respect for Mahatma Gandhi because he understood and respected the Nagas when the Naga delegation met him for the first time in 1947. Unfortunately, after his demise, the Indian state resorted to military might to crush the Nagas. Armed confrontation followed inflicting heavy losses on both the parties.

After a long fighting, Mr. Narasimha Rao, the then Prime Minister of India had the courage to admit that it is political issue and should be solved through political negotiations. We appreciated his wisdom and accepted the Ceasefire Agreement to start political negotiation in 1997. We gave our commitment to him that NSCN shall leave no stone unturned to find a negotiated amicable settlement between the two parties.

The Nagas were very happy when the Government of India under the leadership of the then Prime Minister of India Mr. Atal Behari Vajpayee, declared the recognition of the ”unique history and situation of Nagas” in 2002. We Nagas appreciated the statesmanship of Mr. Atal Behari Vajpayee and we gave our commitment that if the Government of India would understand the reality of the Nagas, the Nagas will appreciate the reality of India even ten times more and we never back-track from our commitments.

Today, under the visionary leadership of honourable Prime Minister Mr. Narendra Modi, we have come close to understand each other and have worked out a new relationship between the two parties on the basis of this uniqueness. We appreciate your wisdom, your leadership and your vision to build an enduring relationship between the Nagas and Indians. The Nagas will ever remember you for your statesmanship and your profound understanding of the Nagas with warm heart for them.

Beginning from now the challenges will be great so also the responsibilities. The obligations to meet the needs of the people shall be paramount for both the parties to make this historic Endeavour more meaningful. Let me also assure you that Nagas can still come closer if their rights are respected. On behalf of the Naga people allow me to assure you once again that Nagas can be trustworthy and take into your confidence for any policy in the Northeast and beyond the frontiers.

God bless you and your leadership.

IMPHAL, June 9: Three senior leaders of the NSCN/GPRN, KYKL and KCP representing each organisations namely KCP president Ksh Laba Meitei, KYKL chairman N Oken and NSCN/ GPRN chaplee Kilonser Starson accorded `a warm victory reception`™ to the Joint Assault Team that returned after the June 4 attack on the 6 Dogra Regiment, said a joint statement of the three outfits.

The joint statement made available to the media houses was signed by PRO NSCN/ GPRN Col Isak Sumi, dy secretary Publicity and Research, KYKL Th Thoiba and member-in-charge Information and Publicity, KCP S Mangal.

It said the reception was also attended by army chiefs of KCP, KYKL, and Col Isak Sumi of NSCN/GPRN.

Further according to the statement, the event was rather sombre for the losses of the unit commander, Maj Rajanglung of Naga Army and Cpl Amit alias Keisham Rajen, 27, son of K Khamba of Nongdren Maning Leikai, of KYKL during and after the battle.

It said `Late Maj Raza was hit by an enemy mortar shell in the battlefield and Late Cpl. Amit breathed his last on the way to a safer place from the battle, probably, due to heart failure.`

`The KYKL authorities were not aware of any sign of such latent ailment and he had not lodged any health complaint. The report that his dead body bore bullet marks is totally baseless,` it claimed.

The statement further said `If it happens to be a report given out by concerned Indian forces, it is nothing but a shameless lie.`

`Maj. Raza was not only valiant and tactical in battles, but also prudent and judicious politically. His acumen for combat plan could ensure easy success and his tactical guidelines for retreat could save the rest of his team even after his sudden demise. His death is an irreparable loss to the NSCN/GPRN organization and Naga national movement. Cpl. Amit was friendly to all and jolly to a fault. His commitment to the revolutionary struggle and cheerfulness in times of hardships could elevate the sagging morale of everybody. The vacuum caused by his death cannot be filled up easily.`

The joint statement also said the victory of the combined team `is a landmark step towards Naga Meitei unified struggle for WESEA against Indian colonialism and this particular event further forges the camaraderie spirit between the two struggling communities.`

The Elite Unit offered condolence salute to their departed comrades and the gathering observed two-minute silence in honour of the martyred souls, it said.
