The agitation for the introduction of the Inner Line Permit system in Manipur is yet again throwing up uneasy light on ways our civil society works. While the justification or suitability of the Inner Line System, a direct legacy of the British promulgated Bengal Inner Line Regulation of 1873, in meeting the present challenges of the State, is another matter, it is the manner of the agitations for its implementation by our civil society bodies, and the government’s response to them, which needs further deliberations urgently. True, the two may be likened to the familiar analogy of the disease and its symptoms, and that the primacy in any long term problem solving strategy must without dispute lie with tackling the disease first and not the symptom. However, as is often the case, both the disease as well as its symptoms can become equally serious life threatening challenges to the patient concerned. There can be no better or more immediate example than that of the dreaded AIDS (Acquired Immunity Deficiency Syndrome), the cause for which is the HIV (Human Immunodeficiency Virus). The disease is a killer, but equally, secondary infections such as tuberculosis to which the patient’s resistance have been destroyed, can devastate.

A lot has already been said on the ILP, the historical compulsions which made the British think of introducing it in its province of Bengal to which Assam was initially incorporated and the ramification of this frontier policy in what is now known as Northeast India. The significance of this regulation has greatly transformed in the present times, though this new meaning attributed it was not exactly what the British intended at the time of its introduction. The IFP has carried closer studies of these matters in earlier articles and will publish more in the coming days in the hope that more lights are thrown on various aspects of the issue at hand, and the possible benefits and drawbacks of the ILP understood better. For now however, the focus will be on the manner social agitations, including the current one, are pushed in Manipur, as well as the way they are retaliated by the government, for there is something very disconcerting in these developments.

This is not a recommendation for aping whatever happens elsewhere in the modern world, but one of assessing our own situations by referring and comparing them to how other progressive societies have handled similar situations. The current agitation in the State is spearheaded by students therefore a look at this youthful and extremely vital section of our society is imperative. True to the saying that the future belongs to the young, behind many of the most powerful social movements throughout the world have actually been the articulations by students’ communities, of various political and social aspirations thrown up before them by the changing times. Manipur too has seen its fair share of youthful restiveness. But the problem here is, the term “student” tends to be painted with a broad brush and used indiscriminately. While you often see 40 year old “student” leaders who have long ceased to be student, directing and orchestrating student agendas, you also more often than not see school students in uniforms barely out of their toddler days being led into the streets like lambs to the slaughter, to be the foot soldiers of aggressive protests. This is a pity. What the chief minister, Okram Ibobi reflected on the matter when he told the Assembly on the last day of its Budget Session on Monday, that these agitating students should not stray into politics just as yet, resonated strongly on this observation.

The jarring thing then is, while elsewhere in the world, student movements germinate, incubate and mature in university campuses, here in Manipur political thoughts seem to take birth on high school playgrounds. It is indeed a pain to see kids in school uniforms being pushed into frontlines and made to brave retaliations by the State. To every onlooker’s horror, the State has been at its brutal best in clamping down on these bewildered, slogan shouting, boys and girls, still wet behind their ears. There can be no excuse whatsoever for this lack of restraint, and the forces involved deserve unqualified universal condemnation. However, the manner in which these school children are dragged into the adult world and consistently made cannon fodders of political agitations, the full implications of which these children are unlikely to be familiar with, is tragic and no less condemnable.

If those who come out on the streets to confront the State on contested public issues were to be students and faculties of universities and colleges, it would have been expected and appreciated. The movements they initiate too would also more easily win the moral support and confidence of the public. The universities are acknowledged seats of higher learnings and birthplaces of revolutionary thoughts and ideals, and students as well as faculties here are looked up to as agents and catalysts of ideas capable of ushering in changes for the larger common good of society. Unfortunately, while university and college students have been conspicuous by their silence on social issues, their faculties have been indeed on strikes, unfortunately, more often than not on issues of service perks and other benefits supposedly denied them.

IMPHAL, July 30: State Chief Minister Okram Ibobi Singh inaugurated an RCC bridge at Chingarel in Khurai constituency constructed over the Iril River, today.

Construction of the bridge with a width of 7.50 metres and a length of 60 metres, began two years ago.

Later in the day, the Chief Minister inaugurated two more bridges, a community hall and an Apparel Training & Design Centre, Vocational Institute.

Speaking at the bridge inauguration ceremony, Ibobi stated that better means of transport and communication is the backbone for a faster and better development.

Moreover, economic conditions will improve with better road connectivity.

Expressing his belief that the Chingaren Bridge will not only provide better connectivity but will also ensure the economic upliftment of the nearby villagers, he commended the concerned authorities for completing the bridge two months ahead of the scheduled time.

Ibobi said that development projects in any place of the State if not completed within a scheduled time by maintaining quality gives a huge burden to the government and extra funds needed to be sanctioned.

Lauding Khurai MLA Dr Ng Bijoy for mounting pressure to maintain quality and complete the construction of the bridge quickly, the Chief Minister urged all the other MLAs to have an eye on the development projects in their constituency for better development and maintaining the quality of the projects.

The DONER ministry under the Non Lapsable Central Pool of Resources funded the construction of the bridge. The construction of the bridge began from August 2012 with an estimated cost of Rs six crores.

Chief Minister Okram Ibobi Singh also inaugurated the newly constructed Saiton Bridge, Kumbi Bridge and Phaougakchao Community Hall at Bishnupur.

Meanwhile, inaugurating the Apparel Training and Design Centre, ATDC at the Trade Centre Building, DIC Complex, Porompat, Chief Minister Okram Ibobi said there is tremendous scope for the fashion industry in the State based on the ethnic designs and motifs.

The inaugural function was also attended by Commerce and Industry minister Govindas Konthoujam, and Apparel Export Promotion Council chairman Virendar Uppal.

The Chief Minister continued that Manipur is home to various ethnic communities having their own traditional attires and textile products with distinctive designs.

He added that Manipur handloom products are also well known in the country as well as abroad.

He further expressed his gratitude to the ATDC team led by chairman Virender Uppal for its initiative in opening the vocational institute at Imphal.

He further said that India is a vast country with a large population and around 500 million youth looking for jobs in the country.

There is a great need to impart appropriate skills to the youths to enable them to get suitable jobs, he added.

The Chief Minister also said that the textile sector is the second largest employment provider segment after Agriculture and engages over 45 million people directly and indirectly in the country.

Textiles apparel industries contribute 14 percent of the national industrial production and 17 percent of the country’s export earnings, Ibobi asserted.

He further said that, he was informed that the ATDC, Imphal has trained and given employment to over 200 youths. Imparting training on apparel and design to the youths is an important means of mitigating the unemployment problems in the state.

Further the CM added that the vocational institute will provide greater opportunity for importing higher skills to the youths by conducting training programmes on designs and technology.

CM assured that the state Government will continue to extend full support to ATDC for its programmes and projects in the state.

He also added that the Institute will play a big role in improving the employment and economic condition of the state.

IMPHAL, July 30: A truck carrying non-locals was set ablaze by agitators demanding implementation of the Inner Line Permit (ILP), near Koirengei Bazaar, Tuesday.

Sources revealed that the incident occurred around 1.30 pm when the truck carrying 34 non-local labourers was coming from Sekmai side.

The truck bearing registration number AS-14/A-9132 was driven by Ajit Limbu, 32, son of Sher Bahadur Limbu of Kanglatongbi.

The said truck was stopped by some VDF personnel for checking at Koirengei; in the meantime a group of agitators mostly womenfolk from the nearby areas approached the truck and enquired about the non-local labourers.

In response to the query, Ngairangbam Hemakanta, 45, of Nambol Awang Jiri Mayai Leikai, who was bringing the non-locals reportedly identified himself as the accountant of the Credible Construction Private Limited and told the womenfolk that the labourers were engaged in the construction of Indira Gandhi National Tribal University at Makhan.

He said they were returning to the construction site after Eid holidays.

On failing to produced identity or related documents to prove themselves as residents of the State, the womenfolk set the truck on fire.

Ngairangbam Hemakanta was also assaulted by the mob and is currently being hospitalised at the JNIMS.

Sources said, police rushed to the spot and took along the non-local labourers.

IMPHAL, July 30: Former Member of Parliament and a candidate in the 16th Lok Sabha Election, 2014, Kim Gangte, has submitted a petition to the Speaker of the Manipur Legislative Assembly pleading for disqualification of Dr I Ibohalbi as MLA.

In the petition Kim Gangte, pointed out that Oinam MLA, Dr I Ibohalbi of the Trinamool Congress violated the integrity of the party by taking part in the flag hoisting ceremony of opponent candidate Lamminlein alias Lein Gangte of JD-U and spoke in favour of the candidate.

The ceremony was held on April 1, at Mission Lane, Sanjenthong, she asserted.

Kim Gangte opined that any MLA or MP who share the dais or speak in favour of an opponent candidate against the party’s nominated candidate in public meeting can be treated as voluntarily giving up the party membership.

She further highlighted that during the said election, the All India Trinamool Congress also nominated her as the candidate of the party at the same constituency where JD-U candidate Lien Gangte was contesting from.

Claiming that Dr I Ibohalbi’s act amounts to voluntarily giving up his membership of AITC and joining another political party (JD-U), she maintained that the MLA is liable to be disqualified from being the member of the Legislative Assembly under the provision of the Para(2) and Para 2(2) of schedule 10 of the constitution of India.

LAMKA, July 30: A top functionary of the underground outfit, Zomi Revolutionary Front (ZRF/ KNO) was shot dead yesterday around 11.30pm at B Vengnuam, Lamka.

The slained leader of the ZRF, a signatory of the Suspension of Operation with both State and Central governments, has been identified as Defence director Nengzamuan alias Nicholas, 36, son of (L) Khamzaneng.

He was shot dead inside his rented home at B Vengnuam, Lamka CCpur.

Nicholar is survived by his wife, a son and three daughters.

Soon after getting information of the killing, Churachandpur police led by SDPO, Immanuel Fimate rushed to the spot and inspected the site.

Sources said, the team recovered six empty cases of AK 47 cartridges and another of a 9mm pistol from the site and has registered an FIR no 80 (7) 2014 CCP PS u/s 400/302/34 IPC &25 (1-C)Arms Act.

Nicholar bore four bullet injuries on his body and had died instantly, informed a source.

The assailants numbered around five persons and had guns, sources also said.

According to the ZRF leader’s wife Chiching, a bodyguard of her husband, identified as Mangkhum had come in late that night and called her to open the gate.

When she opened the gate, she found five of them with AK 47s coming in and three going directly to the room where her husband was sleeping with their son.

Chiching continued that she was held at gun-point by one, while another stayed at the gate.

Soon she heard gunshots from inside her husband’s room, then the three came out and along with the two others dashed away in a White Maruti Gypsy which was parked outside the gate, she said.

“When I entered the room, I found the lifeless body of my husband lying, and our son shaking in fear,” she said.

ZRF c-i-c Lalpu Hangshing has condemned the killing and expressed shock at the manner his right hand man has been killed.

He said “killing” is not the solution to attain any objective, whether it is for “Zogam” or “Kuki” land.

Killing for revenge must stop, he said before urging all to stop such inhumane action.

He added the outfit will look after the family of the deceased leader.

Around 2pm today, the leader was laid to rest at the B Vengnual Cemetry under the Kuki Baptist Association centre church, after KNO and ZRF cadres gave a befitting respect to the departed leader attended by a large crowd.

Meanwhile, the information secretary of CCpur. District Students’ Union (CDSU) has condemned the killing and stated that Nengmuan’s killing is a blot to the district and should never be allowed to happen again, in the interest of peace and harmony in the district.

The KNO has also condoled the killing and said in statement that Nicholas was gunned down in the presence of his wife and 3 years old son by five cadres of Zomi Revolutionary Army (ZRA).

The void left by his’ death is immense, but his sacrifice for the Kuki nation will not be in vain, said a KNO statement.

His death will serve as a catalyst to fulfill the sacrifices he has made – the entire armed wing of KNO and the Kuki people will leave no stone unturned to fulfill his dream of a fully revived Kuki nation, it said.

UKHRUL, July 30: A heated confrontation between the State security forces and the residents of Ukhrul town occurred in front of the Tangkhul Naga Long (TNL) office amid mounting tensions as the public sought to hold a peaceful mass prayer program at TNL Ground at noon on Wednesday.

Tensions mounted here today when hundreds of residents of different localities in Ukhrul town who turned out at around 12: 10 pm to hold a peaceful mass prayer meeting under the theme ‘Prayer Just for Peace’ were prevented from entering the TNL Ground by the State security forces under the prohibitory order restricting assembly of five or more people, being clamped in and around the town.

A huge contingent of State security forces strategically blocked the route in front of TNL office leading to TNL Ground with female cops in riot gears chaining themselves across the road and restricted public access to the meeting venue. A heated confrontation between the two sides then ensued for a few moments with both sides pushing and shoving each other and in the process a handful of protestors forced their way through to the venue.

Meanwhile, sources said that on learning of the proposed mass prayer, the security forces has sealed the two main entrance of TNL Ground at northern and western sides and kept guarding since 11 am today morning.

The State security forces including police commandos, Indian Reserved Battalion (IRB) and Manipur Rifles (MR) were led by Ukhrul SP S Selvan.

Thereafter, around 12:30 pm a small congregation numbering about one hundred people gathered inside the TNL Ground and held a peaceful mass prayer while the rest of the town residents were dispersed by the security forces.

The mass prayer meeting was organized by the Tangkhul Frontal Organizations in tandem with the Tangkhul Churches Forum (TCF), Inter Churches Forum (ICF) and other Prayer teams of the district.

The congregation sought in unison divine intervention in the prevailing situation in the district. Prayer for an honorable solution to the ongoing Indo-Naga peace process, for the leaders of the Government of India and for the collective leadership of NSCN-IM, while seeking God’s grace in restoration of peace and normalcy in the town marked the highlights of the one and half hour long meeting which concluded with a mass prayer followed by the Tangkhul national enthem “Ili pharasang kahai ngalei” (My birth place).

Speaking at the gathering TNL president Artax A Shimray decried the action of the State security forces in attempting to thwart the prayer meeting while terming the present tense as creation of the Manipur government with a view to vitiate the ongoing Indo-Naga peace process.

Expressing anguish over the indifferent attitude of the State government, he lamented that a total of 17 days has elapsed since the public put up their charter of demands but nothing has been done as yet. He also called upon the public not to get disheartened by such coercive forces but to stay focused on the common objective.

Meanwhile, extending gratitude for public cooperation, Somipem Mungleng, convenor TCF, asserted that there can never be peace without justice.

Referring to the present scenario, he said that we should not give up our hope but continue to cling onto it. “War is being fought and is not lost.” He added.

Later, around 2:30 pm the situation returned to semblance of normality gradually as all contingent of security forces melted away from the scene following the conclusion of the mass prayer meet.

She also asked the government to release those young students and women who were arrested by the police for demanding implementation of ILP immediately without any conditions as the agitation was for the benefit of everyone in the State including the CM and Deputy CM.

Speaking to the media, MSCCPI member Sotinkumar said that there is a real threat to the continuous existence of indigenous people of the State.

During the Lok Sabha elections, however, the manifesto of other political parties didn’t mention the implementation of ILP system in the State except CPI, he added.

Sotinkumar said that his party will take part in any agitation in support of the implementation of ILP system in the State.

Our Bishunpur Correspondent adds: The Oinam Meira Paibi Lup organised a sit-in-protest cum public meeting demanding the implementation of Inner Line Permit system in Manipur at Oinam Tanglei Hada Bazar today. Around 200 people participated and gave their opinions on ILP. Meanwhile, the Iramdam Kanba Apunba Ima Lup, Women’s Upliftment Association and Keithel Phambi Imas of Moirang organised a similar protest at Moirang Bazaar where around 500 women took part.
