IMPHAL, June 23: The JAC formed against the alleged kidnap and rape of a 17 year old girl from Yairipok Changamdabi Mathak Leikai alongwith several student organization of the state called a press conference at Manipur Press Club today regarding the incident.

Ayuv Kori, JAC convenor alleged that the student was kidnapped by unidentified persons on June 19, 2013 when she left home at around 11:30 am to get admission forms from the Yairipok Universal College.

Further he alleged that after kidnapping her, she was raped and later dropped near the gate of her residence on June 20, 2013 around 12:30 am.

The JAC along with the local MLA, Thounaojam Shyamkumar Singh met Chief Minister Okram Ibobi Singh and demanded arrest of the culprit(s) at the earliest and also submitted memorandum to the Chief Minister Okram Ibobi today, he said.

He further said that Chief Minister assured the JAC members that within two days the culprits will be arrested.  

He continued that in case the government failed to take up actions and bring justice to the girl at the earliest, the JAC along with the student organizations of the state will initiate different forms of agitations.

While lamenting the incident, he said crime against women has increased manifold in the state.

The girls is in a trauma and is presently admitted at the Public Hospital, Hatta, he continued.

Newmai News Network adds: The joint meeting of all Manipur Women Organisation today demanded that justice be brought to the 68 year old woman who was raped on June 17 by a 25 years old at K Somrei village of Ukhrul district within 3 months` time.

Taking a five-point resolution, today`s meeting demanded that the culprit should be given a fitting punishment by the authority concerned. The meeting further demanded that adequate compensation be given to the victim and rehabilitated by the authority concerned. Today`s women organisations then demanded that the government create a safe environment for the fairer sex. The meeting finally asked that all the pending cases related to molestation or rape be expedited. On June 19, a 25-year-old man raped a 68-year-old tribal woman and robbed off her money at the village of K Somrei under Yairipok Police Station in Ukhrul district of Manipur.

Alphonsa (not real name), the victim while talking to reporters here said that Mohammad Sanayai of Mayai Leikai in Thoubal district, sexually assaulted her in a paddy field on June 17. She disclosed this to the media outside the Forensic Science, Regional Institute of Medical Sciences (RIMS), Imphal where she had come for medical examination in connection with the incident.

The accused had also robbed her of Rs 9000 after the rape, she had further alleged.

Md Sanayai had been taken into custody of the Yairipok Police Station

Meanwhile, The Southern Tangkhul Naga Baptist Association (STNBA), Yairipok has today issued a press statement condemning the alleged rape of 68 years old Tangkhul women on June 17, 2013 at 2:00 pm while she was working on her jhuming field by one Md Sanayai of Mayaikeithel.

It is further said that the Christian Forum of Southern Tangkhul Naga Baptist Association badly condemned such inhuman act as it is an assault to humanity and dampen the spirit of living togetherness while appealing to all concerned authority to take appropriate action to the culprit and also to look in the matter clearly so as to solve the problem without delay, said it.

IMPHAL, June 23: The three Child Welfare Committees of Imphal West, Thoubal and Imphal East today called a press conference at the Observation Home of the Social Welfare Department at Takyelpat about the recovery of 31 children between the age group of 5 to 17 years boarding a bus to be taken outside the state allegedly for studies.

Speaking to media persons, Thoubal CWC Chairperson Mala Lisham said that owing to the peculiar nature of the case, the matter was being taken up jointly by the three CWCs.

She said, “Today, on receiving an information from a Commando team of Imphal East Police Station that a  group of people are trying to transport some children belonging to Imphal West, Imphal East, Thoubal, Chandel and Churachandpur from North AOC, outside the state; the members of CWC of Imphal West, Imphal East and Thoubal along with the Anti Trafficking Squad under the Dept. of Social Welfare, Govt. of Manipur and CHILDLINE Team, rushed to the spot and conducted a spot verification with the assistance of team of commando of Porompat PS Imphal East”.

“On verification it was found that 31 children between the age group of 5 to 17 years, had boarded a bus bearing Regd. No.MN01-1515. On further verification, it transpired that the said group of 31 children were being taken to a school situated in Greater Noida by one Lucy Niang of Sugnu, Thoubal District, Manipur”, she said.

“On questioning the said Lucy, she informed that some of the children are reading in the said school since some years back and some of the children were studying since last year”, the CWC Thoubal said.

“She further stated that the children came to Manipur for their vacations and they were returning to the school as the vacation was over. However, on insistence by the joint team to produce the relevant education documents such as Identity Cards and the list of children she was taking with her, she was unable to produce any relevant documents in connection with the children”, she further continued.

Elaborating further Mala said, “On further verification, it was found that out of the 31 children,majority were children in need of care and protection under the definition as provided in the Juvenile Justice (Care and Protection of Children) Act, 2000. It was also stated by Lucy Niang that all the expenses for travel and studies of the children are borne by the said school which created a reasonable suspicion of possibility of illegal transportation of the children”.

“Even assuming that her statements are correct, the same appears to be in violation of the Supreme Court`s order passed in W.P. (Cr). No.l02 of 2007 dated 01.09.2010 in Exploitation of Children in Orphanages in Tamil Nadu, wherein para no (b) directed that – The state of Manipur and Assam are directed to ensure that no child below the age of 12 years or those at primary school level are sent outside for pursing education, to other states until further orders”.

The CWC Thoubal Chairperson also said that in view of the aforesaid premises, prima facie, there appears to be reasonable ground for suspecting that the children were being trafficked by the aforesaid Lucy.

The Joint Committee further feels that there may be a larger gang involved in such illegal activities. This facts needs to be properly investigated and appropriate punishment be awarded if any person are found to be involved in such illegal activities. Therefore, the OC, of the Imphal Police Station, Imphal West, Manipur, is directed to register an F.I.R. and investigate into the matter, she told the media persons.

“Out of the 31 children, parents of some of the children appeared before the joint team of Committees and they prayed for restoration of their child to them. After  consideration, the joint team of Committees are of the opinion that the best interest of these children will be served if those children whose parents appeared before the joint committees with proper documents for establishing their identities may be restored to them on their executing a personal bond and those children without parents shall be put in the custody of Govt. Children Home, Takyelpat in Imphal West for temporary shelter in order to protect them from further exploitation during the inquiry or until further order. Those parents whose children have been restored are directed to appear before the joint committee along with their children on 23.6.2013 at 11.30 a.m. at Govt. Children Home, Takvel, lmphal West District, Manipur”, she said.

IMPHAL, June 23: The Scheduled Tribe Demand Committee, Manipur, Uripok Cheirap Maning has said in a press release that whether a community is a ST or not is determined by the location where the community resides and the status of the community as a ST community is determined by its topography.

It continued that it is cited in the first line of the introduction of the report of Indian Government Indian Forest, 2011 that Manipur is a hilly state.

Among the states of India, Himachal Pradesh, Tripura and Uttarkhand are hilly states and the government of India has declared all the communities of the hilly states as tribals, it informed while adding that the order was declared by the President of India in 1950.

As per the order, communities are declared as ST, SC or OBC and even the Brahmans and Rajputs in the hilly states are declared as tribals, it said.

Stating that all inhabitants of Manipur residing in the state from before 1950 and all their descendants should have been declared as tribal but for certain reasons, such inhabitants have not been declared so, it noted that as a result, the inhabitants cannot avail of all benefits and facilities provided for ST.

Elaborating further, it claimed that the Equality of status and of opportunity to all citizens as stated in the Preamble of the Constitution of India has not been enforced.

It said that it is well known that the Preamble of the Constitution is considered to be the preface of the constitution.

It went on to say that against this backdrop, it can be questioned whether Meiteis/Meeteis are not treated by the Constitution equally as Meiteis/Meeteis are characterised by the hilly state and the criteria for inclusion in the list of tribes of the government of India and it is cited in the letter written by IK Barthakur, Padmashree and Padmabushan awardee, Member Secretary of North Eastern Council on May 3, 2013 that the Governor of Manipur fully supported it.

NEC strongly recommended it by appealing to the government of India to fulfil the demand for inclusion in the ST list and it will be approved very soon, it informed.

IMPHAL, June 23 (NNN): Several tribal student bodies of Manipur including that of the Indira Gandhi National Tribal University-Regional Campus Manipur (IGNTU-RCM) today demanded the President of India and higher authority that the Vice-Chancellor of the IGNTU-RCM be removed from his post for misdeeds while threatening to close down the varsity within June 25 for allegedly ignoring its demands by its authority.

A joint meeting of tribal students including that of IGNTU-RCM  was held today in Imphal during which it was demanded that the incumbent VC of the varsity be removed from his post on various grounds.

Neither ordinance for the Regional Campus Manipur has been formulated nor its director has been appointed till date, according to a release. It alleged that authority of the varsity has introduced a one -year course for M Phil programme against UGC guidelines and it has never given approval for organizing workshop and study tour despite repeated request.

It further alleged that there is a vague reservation policy in respect of teaching, non-teaching staff recruitment process and as well as in the admission process.

The students will be compelled to close down the varsity indefinitely by June 25 for non-compliance with the demands which are genuine, it threatened.

IMPHAL, June 23: A press statement of the Kuki National Organization has said that the UPF-a Kuki armed insurgent group signatory of the Suspension of Operation had yesterday sent an invite to the KNO to participate in a deliberation scheduled for the same day at the YPA hall, New Lamka.

“Recent days witnessed the floating of a Tribal People’s Organization of Manipur, (TPOM) backed by the UPF, one of the Kuki armed insurgent groupings who are signatories of the SoO with the center and state government of Manipur”, it said.

The state continued, “The KNO regrets that such an invite should come at such short notice, and the fact that it could not, for want of consultation within its fold attend the said meeting”.

It has also said that of the two tribal political alignments in the state, the Naga tribals had allowed themselves to be led in the exclusivist path defined by the NSCN (IM) and had never responded to overtures from Kuki tribals for a coordinated response to the “colonial and anti-tribal tendencies of the state of Manipur”.

“The NSCN (IM) and the UNC, the two political fronts representing Naga political aspirations continue to be exclusivist”, it said.

“The KNO had proffered a politically pragmatic “terms of engagement” to the Naga brothers, despite the NSCN (IM) sponsored Kuki Genocide, for tribal coordination and cooperation, wherein all disputable issues between the two tribal polities would first be settled to create opportunities for political cooperation” it continued.

Citing that the Tribal Peoples’ organization, Manipur, (TPOM) had proposed political arrangements within the so-called state of Manipur which presumes political unity between the two tribal groups, Naga and Kuki, it has said that the KNO “begs to seek if the exclusivist NSCN (IM) is in accord with this proposal”.

“The KNO once again appeals to the UPF leadership to confer within to deliberate on Kuki political rights and aspirations without taking resort to political one-upmanship through engaging ‘on-sale’ Naga individuals to project a united tribal cause with the petty objective of ostensibly outscoring the KNO on the broadness of aspired political settlements”, it said and added that the outfit continues to stand by its offer of political settlement of territorial disputes between Kuki and Naga peoples as a pre-condition for political coordination and cooperation, and persists in its appeal to the Naga people to take cognizance of the mutually destructive path the NSCN (IM) have led them into in so far as securing our common tribal rights are concerned.

That police cases take a road towards vagueness and then to public amnesia in the state is no secret. But it’s now official with the National Crime Records Bureau (NCRB) 2012 report putting Manipur on the top spot with regard to pending criminal cases. Interestingly, the 2012 NCRB report lists 3 states from the north-eastern region in the top three position: Manipur with 86.7 per cent pending cases in the top slot, followed by Meghalaya with 78.4 per cent and Assam with 61.2 per cent. The total number of cases registered for investigation 17, 168; also included pending cases from previous years out of which Manipur Police dealt with 2274 cases. This is a dismal figure with over 14,893 cases remaining untouched but the poor show does not stop here for the report goes on to say that for 2012, Manipur Police submitted their final reports in only 2179 cases and only chargesheets for 95 cases. The figures emerging through the report is not a total surprise but is still disheartening. But what is more relevant is whether there is to be no accountability for the dismal show with regard to the functioning of the state police as evident from the report. In a sense, the public amnesia is also to be blamed for the ineffective police system prevalent in our society today for, apart from Joint Action Committees (JACs) showing their rage on the street, not many JAC members stay around to egg on the police process. In fact, some JACs also face the charge of acting as middlepersons for out of court settlements with money exchanging hands and sometimes, not even reaching the families or affected individuals. What must be noted here is that a lot more cases would have added to the statistics in the state record in the NCRB report if only more people are aware of their legal rights, have the backing, knowledge and confidence to file police complaints.

For the cases that do end up getting registered, the poor show with regard to police investigations have always been dismissed off with the take that counter insurgency operations take away the most time, resources and attention. But this argument cannot hold for long, considering emerging situations in the state conflict theatre: firstly, the Supreme Court appointed three member Inquiry Commission led by former Justice Hedge into six fake encounters have in their report to the Apex Court have said that all six cases were indeed fake encounters. The Commission came in following a PIL filed at the Apex Court alleging that there had been over 1500 cases of fake encounters in the state. Secondly, the slew of surrender programs of various armed groups to security forces on one hand and signing of agreements over peace talks with various groups on the other means that the police can now spare their attention to taking up criminal cases. Thirdly, the increasing number of police personnel in the state must surely result in proactive action on the ground.

That police procedures are not being given much importance in the state was clearly evident from the proceedings of the witness depositions of the Supreme Court instituted Inquiry Commission during its sittings in Imphal and New Delhi in March this year. There were glaring loop holes starting from the stage of evidence gathering, noting down evidences or even handing over forensic samples and their handling. It emerged that procedures of official supervision with regard to police investigations were also being taken lightly. For criminal cases that do not have anything to do with armed groups, and especially in matters relating to deaths and murders or with cases of violence resulting/not resulting in death, the lack of progress have been explained away with a ‘reports of tests awaited’. Yes, the lack of a state of art forensic laboratory with proper staffing has for too long been used as an excuse with none the wiser why funds allocated for police development are not being used to institute such a laboratory. The statistics highlighted in the NCRB 2012 report cannot be taken lightly for given the demographic profile of the state and its size, the sheer gap in action taken and compliant lodged is too huge to be ignored. The Civil society groups and the various NGOs also need some explanation to do here for they have not shown much pro-activeness in highlighting this aspect with regard to the police system in the state except for their sloganeering with calls for justice. They would need to do far more in terms of building awareness and also turn their attention on calling attention to how cases are merely being filed away and left to be forgotten.

SAIKUL, June 23 (NNN): Saikul assembly constituency MLA Yamthong Haokip today inspected the construction of BDO/ SDO offiçe at Island village under his constituency.

The inspection was conduçted to take first hand account of the progress of the construction works. While inspecting the work site, Yamthong Hoakip instructed the contractor to speed up the ongoing works so that it can be completed on time.

The MLA was accompanied by ADC member Hemjathang Khongsai and also Kuki Inpi, Saikul Gamkhai president Thangkam Lupheng and other social workers. The ADC member Hemjathang expressed gratitude to the Saikul MLA and the government of Manipur for taking up such a big project with remarkàble progress for the development and upliftment of the area.

Meanwhile, Yamthong Haokip halted at Laikoiching village for sometime to oversee the condition of the FCS godown at Laikoiching and the construction works of the School building under RMSA.

LAMKA, June 23: In a press release issued issued today by the Information and Publicity of the Churachandpur District Student  Union  (CDSU ) Paukhanlian, the  release said that ‘’In pursuance of the decision made by the Thadou Tribe Union and the Kom Union Manipur in regards to the  affiliation of their respective bodies i.e  Thadou Students’ Association and Kom Students’ Union Manipur to the CDSU , the union  after a threadbare deliberation and intense discussion  unanimously  passed executive resolution  dated 15.6.2013 for the induction of the 2 student  body as a constituent bodied of the CDSU’’ .

The press release further said that the formal oath taking  and induction of the two new   members  along with portfolio allocation will be held at the earliest as decided by the executive.

MOREH, June 23: The 3rd Annual Children cultural programme of the Centre for Social Development (CSD), Moreh was held on Sunday at the border town, Moreh at Ima Kondong Lairembi haraobung from1:00 pm onwards. The programme was participated by different stake holders like the public leaders, women leaders of various organization, children from 5 children clubs, health volunteers, parents and guardians, children who are out of schools and child labours.As part of the event, Key note address was delivered by M.Thomas, (Programme coordinator,CSD Moreh) The programme aimed to provide space to children to expose their hidden talents to various stake holders and to enhance their ongoing children collective processes. Around 350 children from various ethnicity participated in the programme with a spirit of oneness. The event was marked with lots of encouraging and acknowledging speeches from various public leaders.
