CHANDEL, January 22: Sit-in- protest against land encroachment by the District Administration of Chandel district  at Thangbung Mino, an Anal Naga Village was held today at DC Lamkhai in Chandel.

People from different walks of life participated in the protest that was jointly organizsed by Anal Naga Tangpi, Anal Lenruwl Tangpi, Anal Sinnu Ruwl and Anallon Chiefs’ Association.

The Chief of Thangbung Mino village, Ts Thulhring Anal, raised strong objection against one Lalkholun Haokip for signing a land agreement, about 3000 acre, with the government for construction of a township and accusing him of procuring false and fake document to support his claims.

BD Thumdang, Chairman of Anallon Chiefs’ Association, told IFP that Thangbung Mino, an Anal village is already recognized by the government and this unfortunate encroachment attempt has shocked and hurt the Anal people, he blamed the chief of Menkang, a neighbouring village inhabited by the Moyon Naga tribes, for selling parts of the village without the knowledge and consent of people of Thangbung Mino.

Adding further that the protest was held to express the disappointment of the Anal People and was not to fight the government, he appealed the District Commissioner of Chandel to reconsider his decision and revoke the land acquisition order for which the people of Anal will ever remain thankful and grateful.

Meanwhile, Wng Victor Kohring, President of ANTA, expressed his regret over the lop-sided opinions vis-à-vis the Momoko incident that appeared in the editorial of the Hueiyen Lanpao (English Edition).

Accepting the clarification made by the daily to some extent, he asserted that the same content should be deleted or omitted in the next edition and wished that such unfortunate incident should not occurred again in the future to disturb the communal harmony.

Development will come only after unity and peace: Yamthong Haokip

IMPHAL January 22: Development in village or society can be brought only after unity among the people, not separatist or individualist ideas, said Yamthong Haokip during the inaugural function of a seven-day long conference of Vaiphei communities, Eastern Block VPC-ZILLAI conference- EVYSA 2014 at Haukhongphai Village, Sadar Hills East, Senapati, Manipur.

During the inaugural function the local MLA said Haukhongphai village is a very nice place but the population of the village of 200 people is very less.

He further said that only one king or village chief, or village head cannot bring development. If a particular village is build after various small villages amalgamated, the populations will be large, the thinking of various leaders can bring development, peace, love and harmony in the place or village will be lasting.

If the village has more populations it may show strength in field of education, club, sports. Even through the exchange of items the residents among them can survive a very good life.

So it is an appeal to leave the trends of separateness and disunity among the village, as it may lead to weakness and non-development in the area, he added.

Let us try to appreciate other goodness and richness but here in our minds when someone is good or rich, people are trying to pull down.

Sport is also one of the sign of unity and togetherness. The collective work or effort can conquer the world in any field game and sports.

He also added that we should work hard with this aim and objective.

Hard work has always proven to be fruitful and Marry Kom’s effort is an illustration.

“Let us concentrate together on your work and love each other like today. ZILLAI (Youth) is a sign of unity in the sport. So chief of the village, head of village, leaders should stand together for development and peace in our state,” Yamthong Haokip said.

In the inaugural function Yamthong Haokip MLA Saikul, Rockson social worker, T Manihar Singh MCS, SDO (Saikul) and Lamminlian Vaiphei were present as chief guest, guest of honour and president respectively.

In the opening day, 11 clubs from various Vaiphei village participated thought the expectation is for 28 clubs.

Colourful cultural dance and various songs were presented.

IMPHAL January 22: Manipur People’s Party has demanded a clarification from the state government on the news item published in a local daily about discrepancies in the selection of SI and Jamandar of the state police force which was declared in the year 2010 allegedly overlooking a plea from the state police headquarter, stated H Nabashyam, MPP spokesperson at a press conference held at Manipur Press Club today noon. If the news report is found to be correct, the state government should resign, he added.

He further said the newspaper had carried out a news item which mentioned that the State Police head quarter wrote to the state government to invalidate the result declared on 2010, he said.

He continued that according to the news report the state Police head quarter had sent the intimidation after finding out that many candidates have forged their educational certificates, sport certificates, and some of them did not attend the viva voce, he said.

The MPP demanded clarification from the State Chief Minister O Ibobi and his council of minister or their resignation in case they are guilty, he said.

Winners never quit? In many ways, the lone representative from Manipur at the Rajya Sabha Rishang Keishing is the most illustrious political leader from the state, even at the ripe age of 95 years. At the moment he is the oldest Parliamentarian and deserves a massive celebration when his term expires in April, 2014. Talks about his continuation for another five-year term is doing round. It is not within our jurisdiction to decide whether he should continue working and it will be overprotective and insulting for us to make suggestion about what is best for him and prevent him from doing what he wishes.

Rishang had been an enigma and there are few politicians in the states, within and outside his party, who can compare to his political acumen and achievement. He did not officially apply for consideration as the Congress party’s candidate but if the chief minister and the MPCC chief endorse his candidature (in line with the content of a news report) then there is no stopping his re-appointment. But the pertinent question is whether his election will benefit the state or will his conscience be in agreement. Around twenty active party members, including a sitting MLA, had forwarded their names for the post. Many of them are younger persons in the heights of their careers and capable of running the job on their own rights. The standpoints of the top leaders of the Congress party, which is sure of beating the competition with 42 MLAs, are bewildering if the reports are correct. There is no dearth of capable leaders in the party and choosing one among them could be considered as a well-earned rest for the nonagenarian leader. From the perspective of health, with people considering 65 years as the ideal time for retirement, the former chief minister has surpassed people who are thirty years younger. There is no ground to consider the argument for his retirement as a reprimand for the elderly. Also, with a young leader (Rahul Gandhi) being appointed as the campaign-in-chief for the Lok Sabha elections, the party should be freeing more places for its younger leaders and providing them good opportunities for growth. Many young leaders in the party had suffered from the party’s tradition of waiting for elder respected leaders to retire in order to progress along the ladder. The advantage of this argument is that it will allow newer ideas to be infused in the discussion for the welfare of the party.

Rishang has literally seen a lot of ups and downs in his political careers, from being a die-hard socialist leader, which he represented in the 1952 and 1962 Lok Sabha, and forsaking its ideologies to join the INC. He never parted company with the party since the mid 60s, even when he was left alone due to the ‘coup’ by Nipamacha in 1998. Rishang had enemies, even inside his own party. After his surprising defeat in the 2001 Manipur Assembly election, he faced marginalization and his nomination to the Rajya Sabha despite his growing difference with chief minister Okram Ibobi in 2002 was linked to his closeness to the Gandhis. It was a graceful distancing act from state politics. Of course, when he was re-nominated for the same position in 2008, it was admittedly due to the insistence of Sonia Gandhi. Rishang is well-respected and highly proficient in his job even now and brings valuable advantage of experience to the party. However, if other leaders are not given the opportunity now it will be far more difficult to encourage them later and the party need to think of the long term good of the party.

IMPHAL, January 22: The North Eastern Council (NEC) has been providing financial assistance to the state government for implementing various regional projects to develop infrastructure and the social sector.

Various NEC funded projects have been assigned to the state government under the annual plan for some years.

Out of the 80 NEC funded projects, 90% of the cost of some projects is to be borne by the NEC and 10% by the state government. Some projects are completely funded by NEC.

Some of the important projects includes providing assistance in regional projects like NERCOR MP-II, skill development programs, upgradation of Imphal Airport, upgradation of the Mahadev- Tolloi and Tamenglong-Khongsang road.

BRO is executing the road development activities of the two aforementioned roads.

But the state government in spite of the NEC funding is able to complete only 22 projects with 58 projects remaining unfinished.

The 80 projects were undertaken under the annual plans 2012-13, 2013-14 of  the 11th Five Year Plan. Some of the other projects are related with the power, transport and communication, human resource devolopment (HRD), agriculture and other allied sectors like tourism, health and water resources.

NEC has earmarked 701.35 crores for these projects. Out of the total funds, 62.45% is to be utilized in the hill districts. But 58 projects are yet to see the light of day.

Our sources told IFP that out of the earmarked 701.35 crores, NEC has released only 279.01 crores so far for the financial year 2013-14 of the 11th Five Year Plan.

Out of the 279.01 crores, the state government has utilised only 194.58 crores with only 70.83 % of the work being completed.

As the matter stand today, there is a possibility of NEC refusing to release the funds as the government has failed to provide proper utilisation certificates for those projects which are purported to be 70.83% complete.
