Speaking to media persons at the association’s Chingmeirong office, spokesperson Y Iboyaima said members of the association during an inspection yesterday found Bhama Singh loading bags of fertilizer brand `Moti`, which is not in production at present, into a DI Truck (bearing regd no MN 01 W 1245) owned by one Sanjit of Yairipok.

The DI truck was loaded with around 71 bags, he said. Bhama was trying to sell off the fertilizers at Rs 400-450 per bag, he alleged.

The members found around 200 bags in total in the sub-agent’s godown at his Khongjom residence, he claimed while saying that the empty bags which looked brand new after being filled up by a fertilizer of another brand were stitched up to look like new.

Though production of the fertilizer brand was stopped some years back, the members found that the bags all look brand new, he said and claimed that the Agriculture Officer, headquarter could be hand in glove with the sub-agent in the illegal business.

Whenever a truck brings fertilizer into the state, either the truck or the fertilizer owner has to pay Rs 10 per bag at the government fertilizer godown whether the truck unloads the bags at the godown or not, he said while demanding from the concerned authorities to clear up on how the amount so collected is being used.

Speaking on the occasion, various persons said that since Manipuris were choosy about jobs, non- Manipuris did the jobs in their place, adding that the state of Manipur has become a state of people who are not willing to work but want easy money.

Speaking at the function as the president, H. Addressing media persons at the pary office, he said the increase in the number of street vendors in the state capital is due to the absence of industries and private undertaking in the state.

The police personnel, instead of taking action against the vehicles parked along the roads of the bazar area congesting the roads, are more interested in chasing away street vendors who cannot pay them bribes, he claimed.

He further added that the police nonetheless allow other street vendors who can pay them bribes and termed the state government as `anti-poor`. For the poverty striken vendors, the small place alongside the Imphal Bazar roads act as their centre of economic activities, he said.

SK Thadou disclosed that the group are in the process to sign the SoO. “The result will however depend on the positive response from the Government on their promises,” he said.

He continued that on May 20, he had a talk with Sambu Singh Joint Secretary of Ministry of Home Affairs North East at Massimpur in Assam where, he had listed the UTLA (SK)’s condition on signing the SoO in writing.

He elaborated that the conditions include to make a clubbing of the Barrak valley/Tuilang area of Manipur into one administrative unit with CCpur district or to Tamenglong or to Jiribam whichever is suitable for the Government; to grant two sub divisions for which the Governemnt should constitute one MLA constituency for Tuilang area plus one more parliament constituency for the tribals.

He added that the place of Barrack valley/Tuilang had been facing hardships on many fronts including communication and administration where the people had to tread more than 200 km journey to get proper treatment.

He continued that to get even a tribe certificate or any other document, people have to undertake the 200 km plus distance above the red tapism in the sub division center.

SK Thadou said that in this regard he had met all the concerned tribal bodies which are supporting his claim.

SK said that the group stands for unification of all major tribes of the hills and appealed that they should not misinterpret the cause propounded by the UTLA(SK) and further elaborated that the area has more than 200 villages with a population that almost reached the ten thousand mark.

On being asked of the numerical disadvantage of having his demands met, he said that “Parliament is empowered to amend any existing rule and Act”.

On being asked by IFP, if he will consider the fulfillment of the said demand as the liberation of his group, he replied, “Yes but on the condition that the promises given by the Government]t through the Joint secretary of Home NE is actually fulfilled”.

He retaliated at claims from other factions of him being in collusion with the security forces of India and said, “the opposite is the fact”.

The chairman further said that right now, the UTLA (SK) has more than 70 cadres with more than 50 widows who will soon be rehabilitated with the promise of Government being fulfilled.

He continued that bloodshed had no place in our society and movement. The UTLA will sign a pact with the govt soon and the people will be the witness and assured that there will be transparency in their dealings, the decision to sign this peace pact with the govt is based on the will of the people who are for development, he concluded.

The HSRP Project has been launched for Kangpokpi in Sadar Hills by A Kumar Singh, District Transport Officer, Kangpokpi during a simple function held at his office chamber today evening in the presence of Shimnit Utsch India Pvt Ltd members and technicians besides staffs of DTO, Kangpokpi.

Speaking at the sideline of the launching programme, A.Kumar Singh said that, implementation of HSRP project here will help and benefit the general public.

“But since the public at present is totally in the dark regarding the project, it is highly needed to make them aware of the various unique features of the project and at the same time educate them well about the project,” he added.

He also maintained that, after launching the project in the remaining two districts of Ukhrul and Bishnupur, it will be very much helpful if the Director of State transport issues an order to all the concerned district law enforcement authorities to carry out necessary actions for maximum success in the implementation of the project.

The DTO,Kangpokpi has also provided a room for the HSRP project.

High Security Registration Number Plates project has been implemented by Shimnit Utsch India Pvt.Ltd, which is a joint venture company formed by Shimnit India and Erich Utsch AG of Germany to implement and introduce the same in India.

Under the Ministry of Roads Transport and Highways, Govt.of India had amended Rule 50 of Central Motor Vehicle Rules 1989 to standardize the pattern of displaying registration mark throughout India under which all vehicles should be affixed with High Security Registration Plates because unlike ordinary plate which is fix by screws, the registration plate will be fix by embossing and black foiling.

There is also a standing order from the Supreme Court that Pan India, for uniformity in all Indian state, that once the implementation of HSRP Project in the state, then within two years all vehicles whether old or new will compulsory have to use the said security plate, added a member of Shimnit Utsch India Pvt.Ltd.

Mentioned may be made that, at present more than 100 countries in the world are either directly under German technology of affixing HSRP or joint venture.

IMPHAL, May 23: Autonomous District Council has said in a press release that the members of the ADC, Ukhrul held a meeting on May 13, 2013 in connection with the misconduct and unbecoming of a government servant and the meeting which was attended by 24 members out of 26 total members unanimously resolved to remove him from the post of CEO. ADC, Ukhrul under Section 32 (2) of the Manipur (Hills Areas) Autonomous District Council Act 1971.

The release added that the same notice has been served to the government along with the resolution copy for immediate removal of LN Kashung, CEO from ADC, Ukhrul on May 14, 2013. It further said that LN Kashung, CEO, ADC, Ukhrul has also been given directive/notice to cease the functioning as CEO, Ukhrul immediately with effect from May 14, 2013 and utilising funds without the knowledge and approval of the Executive Committee or it will amount to misappropriation while notifying all concerned Heads of Departments and staff under ADC, Ukhrul that any order issued and execution of programme works by DEO shall not be honoured by the council and day to day work will be executed by the Addl. CEO, Ukhrul henceforth.

The ADC members have also requested the government to the earliest action in the interest of the ADC house, Ukhrul and the public in general.

Joining a host of other earlier ‘assurances’ that a Passport Seva Kendra will ‘soon’ be opened in the state, the Deputy CM made the mandatory statement on the matter. He joins a host of others who have promised the same but it is for everyone to see that the promise has not been delivered as yet. For a state whose domiciles are spread across the world in pursuit of their careers, the lack of a passport office in the state is a major obstacle. With an increasing number of the state’s citizens and domiciles venturing abroad, there have been persistent calls for a Passport Seva Kendra but the concerned authorities have been busy with lip service while remaining tone deaf to the said calls. Even as Manipur and other states in the North East region make do without a Passport Seva Kendra office and continue to be covered under the Guwahati Passport office, other small towns in the country like Bareily, Shimla, Raipur, Dehradun etc have their own passport offices. The Passport Seva Project (PSP) was launched across the country starting from 2010 in order to meet the growing needs of passport demand from the public and went for a complete overhaul with technology being increasingly used to speed up the process of application and take away the role of middlemen in the form of travel agents and agencies making a business out of passport applications. The PSP identified under the National e-Governance plan was launched under a Public-Private-Partnership (PPP) platform with Tata Consultancy Services as Service Provider. Under the PPP mode, the Ministry of External Affairs retained its role of verification, granting, issuing/revocation/impounding of passports thereby making the Ministry in charge of data and information while the service of filing, documentation in the office, process of application from one level to another, online submission of particulars, client service, staffing etc were provided by Tata Consultancy.

The introduction of the PPP model took away the unwelcome practice of application files getting delayed in between tables, which was the norm in the earlier system where the passport procedure was directly under the Government. The demand and expectations of passport applicants for a speedy process on one hand and the tendency of delays on the other hand led to the ferment of a breeding ground for corruption and the entry of middle men. Earlier, the Regional Passport Office at Guwahati functioned just like any other Government office: if you knew someone high up in the office or knew someone who knew someone high-up or if you paid someone at the office for chai-paani the Passport process could be speeded up. It also meant that travel agents with their network of people in Guwahati could well play the shots by charging hiked up rates. At one time, a minimum of Rs 3000 would be charged for a normal Passport process when the standard rate was Rs1500/- with the rates going up astronomically if one wanted a passport on a Tatkal (urgent) basis. The advent of the new and improved hassle free passport application system as it exists now is a boon for many but for the people of Manipur and the other states without a passport office, it has unfortunately meant more hassles since the new system entails bio-metric fingerprinting and being photographed at the office by the staff for which the applicant has to be present at the passport office in Guwahati. This means that all applicants have to first take an online appointment and then travel all the way to Guwahati, thereby involving having to spend money and the time to travel and then get back.

The talks of opening up a passport office in the state have been doing the rounds since the last five to six years. An official at the Regional Passport office in Guwahati said that even with the MEA taking a pro-active interest in opening up such offices in all the states of the NE region, the responses from the state Government have not been serious enough. Five to six years of repeating an unfulfilled promise shows just how serious the Government is about translating their words into action. The people deserve to be told about the reasons for the delay and the lack of seriousness over setting up a passport office in the state given the fact that it would not only take away the inconveniences that passport applicants of the state are facing now but also providing job openings for staffing the office. The Government cannot continue to stretch its promise when all it needs to do is get into action mode in real earnest.

Mizoram CM attacked for visiting temple

AIZAWL, May 23 NNN : Mizoram chief minister Lal Thanhawla’s reported participation in a Hindu temple sometimes ago is kicking up ruckus in Mizoram with the principal Opposition party Mizo National Front (MNF) organising a protest rally in the state capital Aizawl today.
However, it is not certain when the chief minister had entered a Hindu temple but there have been speculations that Lal Thanhawla and his wife had participated in a Hindu temple and the picture of that event was reportedly circulated by people in social media.
Today, the Mizo National Front (MNF) organized a protest rally christened as ‘Milem biak duhlohna kawngzawh’ or ‘Rally against Worshiping of Idols’ in Aizawl.
The rally began from Chanmari to Vanapa Hall.
Thousands of people in the state attended the protest rally.
MNF alleged that Mizoram Chief Minister Lal Thanhawla had attended at a Puja sacrificing himself according to Hinduism.
At the protest rally, MNF leader R.Tlanghmingthanga addressed the gathering at Chanmari, Dr.H.Lallungmuana at Zarkawt point, Lalthlengliana at Dawrpui and Zoramthanga the party president at Vanapa Hall.
Former Chief Minister Zoramthanga clarified that the MNF was not saying Lal Thanhawla had violated the Constitution of India. “But we organized this protest rally as he had violated the God’s commandments in the Bible,” Zoramthanga said.
According to Exodus chapter 20 in the Bible’s Old Testament, it is written as, “And God spoke all these words: ‘I am the Lord your God, who brought you out of Egypt, out of the land of slavery. You shall have no other gods before me’”, Zoramthanga pointed out. The MNF president then said Chief Minister Lal Thanhawla had violated these two commandments fourth times with his wife breaking a coconut, smearing colour in their foreheads while believing in idolatry, said Zoramthanga.
“Being a preacher in the pulpit in the church, such kind of activity was not suited for the leader of the Christians in Mizoram, so the protest rally was organized,” the MNF leader added.
Meanwhile, the protest rally today passed a resolution saying Mizoram Chief Minister Lal Thanhawla injured the heart of the Mizo people. Chief Minister Lal Thanhawla has also denied the religion of the Mizos and the Mizo people, the MNF leader said.

No justice yet in rape case

New Delhi, May 23: The legal maxim “Justice delayed is justice denied” has become true for the family of a five-year-old girl, who was horrendously raped and brutally murdered four years ago. Even four long years have passed without justice after the rape-murder incident; the accused has been acquitted by the Court in Delhi recently.
The 5-year-old was allegedly raped and brutally killed by Manoj Thapa at Mahipalpur in New Delhi on April 17, 2009. The accused,. Manoj Thapa (21) stayed in the adjacent building and was just another friendly neighbour of the victim’s family when he committed the crime. Later he was arrested.
The family of the victim came to Delhi from Mhainamtsi village of Peren district, Nagaland in the month of January, 2009 to get better employment opportunity as well as to educate their child in a good school. However, their dreams short lived when they lost their only child. The nightmare continues unstoppable till today. In pursuing the case, the North East Helpline met B.S Jaiswal, DCP South yesterday. “It was really unfortunate and very disappointing to learn that the Judge, Atul Ghar has acquitted the accused Manoj Thapa on the ground that there was no sufficient evidence to punish him,” said Dr. Alana Golmei, General Secretary of NE Helpline.
“The alleged murderer Manoj Thapa had several criminal records including a charge of raping a deaf and dumb girl at R.K. Puram in 2004 but it’s shocking to learn that the Court has acquitted him without even further investigation,” Dr. Alana added.
However, the DCP South B. S. Jaiswal yesterday told NE Helpline that the police is not convinced with the verdict of the Court and therefore the police have filed an appeal to the High Court and is awaiting for the next hearing.
North East Helpline strongly appeals to concerned authorities and law enforcement agencies to seriously look into the matter so that the family of the victim gets justice.

Meanwhile, Zeliangrong Students Union, Manipur (ZSUM) and Tangkhul Katamnao Saklong (TKS) has decided to endorse the agitation of All Tribal Students Union, Manipur (ATSUM) to be begun from June 3 on ‘tribal issues’.
TKS has said that the issues taken up by the ATSUM are genuine and the agitation ought to be supported by all the civil society organisations including from the valley districts while ZSUM stated that its volunteers will be fully prepared to take up the agitation in its jurisdiction. TKS then said the move of ATSUM is ‘timely’.
Meanwhile, the Tangkhul Katamnao Saklong has said today that banned drugs seized by the police should be destroyed before the civil organisations. “For over a month now that the police in Ukhrul had seized the bannned drugs but the custody of the drugs is not revealed,” said the TKS.
The TKS then expressed its anguish over the Naga River Colony episode where several houses were dismantled by the state government for the construction of a 5-star hotel. The TKS terms it as inhuman and brute action of the state government saying, “Enough time was not given for the people to vacate their belongings.”
