The proposal on this was made here by the four-member expert team from University of Minnesota, USA who are presently in Mizoram for conducting study on the flagship
programme in the state, called New Land Use Policy (NLUP).
The visiting team of professors, while meeting with Mizoram University Vice Chancellor, Prof. R. Lalthantluanga and Head of Dept. in the Vice Chancellor’s Office yesterday,
discussed on the possibility of collaboration in the field of research, exchange of faculty members and students. The proposal made by the visiting team of Professors from University of Minnesota was welcomed by the Mizoram University Vice Chancellor. As said in the meeting, follow-up actions will be taken in due course of time to enable the two universities to sign a Memorandum of Understanding (MoU).
The expert team, after meeting the the Mizoram University Vice Chancellor, left for Reiek village to have interaction with the village leaders and NGOs. After that, the team will proceed on to Khawrihnim the next morning to study NLUP through field visit.
As reported earlier, the four-member expert team comprises Prof. Karlyn Eckman, Prof. Dean Current, Prof. Joe Magner and Prof. Michelle Sherman.Getting back to Aizawl today afternoon, they will stay in Aizawl on Sunday and Monday, and will attend the observation of Farmers’ Day programmed to be held at Vanapa Hall on Monday.

London, Jan. 13 (ANI): The mother of the Delhi gang rape victim has spoken for the first time about the attack that shocked the country and has asked to hang the culprits for the heinous crime that they committed.
“My soul will never know any rest if the men who tormented my daughter are not hanged,” the Telegraph quoted her a saying.
“If they are not, the idea of them being in jail, eating and watching television, talking and laughing when my daughter has gone from this world will eat away at me. “Living out the rest of my life will be very hard if those men are not hanged,” she said.
She asserted that she was not interested in compensation from the government, or in the various promises of help that have been made by ministers and organisations, including job offers for her son.
“I want only one thing. I want to see those animals hanged,” she added.

DIMAPUR, Jan 13 NNN: The two-day National Consultation on the Naga peace process and the possible outcome held at the India Islamic Cultural Centre, Delhi on January 12 and 13 stressed for the need the solution must also be to the satisfaction of all the Naga peoples, and therefore fulfil their long-standing demand for integration of all Naga areas which are currently divided over four different States- Nagaland, Arunachal Pradesh, Manipur and Assam.
“In this, the Government of India must display statesmanship and leadership in taking the matter forward with the different state governments concerned, rather than putting the onus on the Naga civil society and the Government of Nagaland. A solution which does not recognise the right of the Nagas to live together as one people is unacceptable,” said the press communique jointly issued by Keviletuo Kiewhuo, president of Naga Hoho and E Deena Dayalayan, member ‘Indian Civil Societies’.
The two-day event was participated by members of civil society from across the Naga areas as well as from India.
“Fifteen years have passed since the Nagas and the Govt. of India entered into a ceasefire and commenced their search for a political solution to the long standing aspirations of the Naga people for self-determination. The ceasefire that was being extended from time to time was agreed in March 2007 to be a continuous process subject to the progress of the political talk. Civil society is concerned with the delay in finding a solution to the Naga political demands and urges the government and the parties concerned to expedite and find a solution to the satisfaction of the long standing Naga demands,” the joint press communique said.
According to the Naga Hoho and the ‘Indian Civil Societies joint note, a deep concern was raised regarding the lack of transparency in the ongoing peace process, even while it appears that there is reason to hope that a solution is close at hand. It would be in the interests of a substantive and sustainable solution for the process to be made more transparent, since these are issues that are of deep concern to the people. Recently, the complete house of the Nagaland Legislature have also communicated to the Prime Minister of India that the need of the hour is ‘solution not election’. It is imperative that this solution is arrived at urgently and that no elections are held until there is clarity on the contours of the political arrangement, Keviletuo Kiewhuo and E Deena Dayalan added.
It stated that the increased deployment of the security forces during the ceasefire is deprecated. The consultation also expressed its apprehension regarding increased military intervention in civil administration and developmental processes, or welfare functions, in Naga areas. Any solution to the Naga issue must entail a complete withdrawal of the draconian Armed Forces Special Powers Act, 1958, and a visible reduction in the physical presence of the Indian armed forces from the Naga areas.
The consultation resolved to continue to work together towards a peace that is just and honourable, and founded on principles of democratic governance, and urged upon the parties on the negotiating table at this historic juncture to address the concerns of the Naga people.

The last of the twelve programmes was held at the village of Sadokpam, Imphal West on 12-01-2013. At the programme organised at Sadokpam, the Chief Medical Officer, Imphal West District, Dr. Sarungbam Bimola Kumari Devi delivered speech on the themes of Janani Shishu Suraksha Karyakram(JSSK), Janani Suraksha Yojana(JSY), Immunisation, Malaria and HIV/AIDS.
Prior to the programme at Sadokpam, the Directorate of Field Publicity, Imphal had already organised programmes at Keinou, Ngaikhong Siphai, Khoijuman at Bishnupur District, and at Charangpat, Khangabok, Heirok at the District of Thoubal and at Sanjenbam, Top Makha Leikai, Khergao, Top Khongnangkhong, Khurai and at Oinam Sawombung and Hiyangthang at the District of Imphal West.

Imphal Jan 13 MNS UNA : The alternative arrangement demands of the Naga in Manipur have nothing to do with the communities of Zeliangrong in the state Amu Kamei, President Zaliangrong Union (ZU) Assam, Manipur and Nagaland said on Sunday.
Amu Kamei was speaking to the media person in a press meet at its office of Zeliangrong Union at Kakhulong after a meeting of Zaliangrong region representative of the state.
The ZU (AMN) was also asked by a representative of alternative arrangement that, what will be state of Zeliangrong people residing in the valley and the stand is clear that the Zeliangrong people will never shift to Nagaland as “we are here from since time immemorial” added Amu Kamei.
Clarifying over a news item publish in some local paper of the state that the Zeliangrong Union took a resolution to go with the decision of alternative arrangement was baseless as they did not take any resolution in the meeting held on 11 of this month.
And the public should know that ZU is not under any UG group nor will go according to their wishes said Amu Kamei.
In today’s meeting of the Zeliangrong Union meeting they took a resolution that the Gaan Ngai festival falls on January 24 but not January 25 according to the government calendar so the Union will pursue to change the date.
In the meantime a press release of Kabui Samiti signed by its general secretary P G Makuningtou Kabui said that we the Kabui are residing in the valley will peace and harmony with others in Manipur since time immemorial. We are not and will not involve in the Naga issue and the Kabui communities should be aware of wrong propaganda added the release.

Some demands are reasonable some utterly distasteful. Wise and sensible men understand without doing much how the society in which they are living can be taken to the path of development. The question is addressed to ourselves. Do we realise where our weakness lies? Can we face head on the pressure that comes to us? We wait for someone to come out and fight for us. We egg on others to fight for us. But not all are born fighters. The number of cowards is on the rise. That had been reflected when roadside heroes disguising as upholders of moral values attempted to deflect the real issue in the name of supporting bandh. The recent fight for restoration of dignity to the artistes went awry. Likewise some highlanders are attempting to hijack the real issue of helping the needy people in the hills of the state. Neither implementation of sixth schedule nor declaration of alternative arrangement will fulfil the cherished dream of putting the highlanders at the place of their choice. What is required is cleansing the mind of the so called leaders, who talk of problems of neglected lot while enjoying cosy lifestyle in the cities. Soon after becoming leaders they forget how they spent their childhood period. None of these leaders were born with the silver spoon in their mouth. Who will tell these leaders to think for the common masses and work for them only? As our leaders remain concerning themselves, the leaders in other states like Nagaland have started talking for the welfare of the people in the hill states. But the ground reality is Manipur is far far ahead of Nagaland. Our sports stars are doing well in the international sports arena. The artistic talent of Manipuris is unmatched. Can Nagaland think of hosting National Games as Manipur did 20 years back? Manipur is moving forward. Nagaland too can set on the path of development only when their people realise the faulty stand taken by their leaders. Their leaders work to serve the interest of unknown elements neglecting the duty to serve the needy people. They attempt to befool the masses by telling that peace and development lie in solving Naga problem. Winston Churchill war time bluff master attempted to conquer the world by spreading false pride of Britons and at the end Britishers were crushed and he was exposed. Now we are living in a fast developed world. They must address the question to themselves whether the demand for integration of Naga inhabited areas will be practicable. No land can be created on communal line. This is known to all. But the pan Naga development council if it works at the pattern of NEC having headquarters in Shillong may be acceptable. NEC exists to take care of the states in NE region. Similarly pan Naga council can function to take care of the needs of Nagas. More financial assistance can be extended to the community to enable it to compete with others in the field of sports and cultures. Let it shape the path for the peace and development to usher in. The areas considered to be neglected by all must get benefit.

The trend of drug trafficking in the state is persistent and incorrigible until and unless another revolt of violent transformation like The Third Nupilal breaks out in order to save the youngsters and youths of future generation from being exploited by such trailing drug invasion. So far, numerous illicit drugs like ephedrine and pseudo- ephedrine were impounded whose values worth crores of rupees in the International market by the combined team of Special Intelligence Unit and NAB units in many occasions from Imphal Tulihal Airport that are dispatched from Metro airports on cargo flight in the form of consignments. The permissible and authorization of these drugs by the vigilance authority to freight from Metro airports is also a question of wonder.
But the sources and the destinations of this drug trafficking are made concealed and this nexus need to be cracking down. Some of the impounded drugs are disposed off in front of the media while many are vanished from the possession. For the first time, the involvement of many high profilers and officials in this drug smuggling is revealed as the valiant cop who leads the drug raid was transferred with immediate effect on the following day. The misled of political powers exercised to transfer a valiant cop like Inspector K. Ranjit for performing his rightful duty is gravely condemnable and deprivable. By being a mute spectator or by staging peaceful protests and demonstrations, no amicable solutions will bring forward to stop this social offence of drug trafficking. It is high time to invite for a forceful revolt like another Nupilal to bring forth a change to this deplorable system. Such transformation is the only hope to save the generation next from being gullibly slugged by illicit drugs.
The limit of tolerance for the people of the valley is on the verge of its conclusion and indeed fed up from being the suffered commoners or victims from all dimensions and perspectives of issues like high inflations due to frequent economic blockades as if it is permissible by laws and fashionable; power system failure; corrupt administration and sick governance; fear psychosis possessed in the mind of people as an ill impact of peace talks and autonomy demands; predicament lives in the midst of grenades and IEDs (“if the commoners obtained grenades, to whom are they going to hurl back” is the crux of transformation); and the dark side of globalization and its impracticable gaps. Drawing from various angles and perspectives, a psychic embedded vision is sighted in people’s mind that the people of the valley or the so called Meiteis community is on the verge of its extinction turmoil by horrific issues and agendas and by analyzing its scale of engulfment it is indeed necessary for the Meiteis to be protected and preserved.
Recent surrender dramas and misguidance of gullible youths by taking advantage of unemployment issues causing demoralization of youths of the state is also another factor contributing to the race extinction. At which part of the sphere where we can find a harmonious place to settle and a blissful environment for the young kids to grow and nourish? As life devalues, the future generation will curse us for sure of being a mere mute spectator rather than shaping a safe environment for them to cherish during our time. There shall be no fate for the future generation to cherish but to live a vagabond life slugged by those drug invasions.
Finding a solution, the identities of the concealed high officials and political leaders who are involved in drug trafficking are in need to be exposed and shackled. Dwelling public property for self causes must be stopped at once. Government’s delay tactics, blame gaming, short term memory of the public, negligence in tackling issues and suppression of any uprising movements by compensating with a fistful of money, being mute spectators, starting of many uprisings with a bang but concluded with a whimper without proper settlements won’t bring any amicable solutions to resolve the languished issues of the state.
The Governor should intervene and extend his support beyond jurisdiction for the cause of humanity by ostracizing the involved politicians from partaking governance. A collaborative effort is necessary to bring forth amicable solutions against corruption and drug trafficking. Role of media should also be broaden its spectrum by conducting various sting operations against those corrupt leaders and exposing the hidden truths and scams to the public for spreading awareness and transformational changes. Let us pledge to transform our society from being a state of languish and superseded by the terror of drug invasion. Let us pledge to tackle the drug trafficking issues collectively and shackle those involved in such social offences.

The 2 days National Consultation on the Naga Peace Process and the Possible Outcome held at the India Islamic Cultural Centre, Delhi on the 12-13 January, 2013 comprised members of civil society from across the Naga areas as well as from India.
Fifteen years have passed since the Nagas and the Govt. of India entered into a ceasefire and commenced their search for a political solution to the long standing aspirations of the Naga people for self-determination. The ceasefire that was being extended from time to time was agreed in March 2007 to be a continuous process subject to the progress of the political talk. Civil society is concerned with the delay in finding a solution to the Naga political demands and urges the government and the parties concerned to expedite and find a solution to the satisfaction of the long standing Naga demands.
A deep concern was raised regarding the lack of transparency in the ongoing peace process, even while it appears that there is reason to hope that a solution is close at hand. It would be in the interests of a substantive and sustainable solution for the process to be made more transparent, since these are issues that are of deep concern to the people. Recently, the complete house of the Nagaland Legislature have also communicated to the Prime Minister of India that the need of the hour is ‘solution not election’. It is imperative that this solution is arrived at urgently and that no elections are held until there is clarity on the contours of the political arrangement.
The increased deployment of the security forces during the ceasefire is deprecated. The consultation also expressed its apprehension regarding increased military intervention in civil administration and developmental processes, or welfare functions, in Naga areas. Any solution to the Naga issue must entail a complete withdrawal of the draconian Armed Forces Special Powers Act, 1958, and a visible reduction in the physical presence of the Indian armed forces from the Naga areas.
The solution must also be to the satisfaction of all the Naga peoples, and therefore fulfil their long-standing demand for integration of all Naga areas which are currently divided over four different States- Nagaland, Arunachal Pradesh, Manipur and Assam. In this, the Government of India must display statesmanship and leadership in taking the matter forward with the different state governments concerned, rather than putting the onus on the Naga civil society and the Government of Nagaland. A solution which does not recognise the right of the Nagas to live together as one people is unacceptable.
The consultation resolved to continue to work together towards a peace that is just and honourable, and founded on principles of democratic governance, and urged upon the parties on the negotiating table at this historic juncture to address the concerns of the Naga peoples.

The camp was organised with an endeavour to acquaint the students with the multiple facets of the Indian Army and the Assam Rifles. The event included a lecture cum presentation on career options in the Armed Forces and the various options to join the Indian Army/Assam Rifles. The highlight of the camp was a weapon cum equipment display. A total of 40 students from Waikhong Village attended the event. It was indeed heartening to see the future generation take such a keen interest in issues confronting the nation.

MNS: The Kuki Students’ Organisation, General Headquarters deeply condoled the untimely demise of Thangminlal Mate of Urangpat Village, Senapati District a student leader of KSO Delhi who embarked a winger van to Churachandpur for KSO’s emergency meeting met a road mishap along Imphal Tiddim road on 11th January which subsequently succumbed to his injuries.
He had been the Joint Secretary of KSO Delhi in the year 2010-11 and an active member of KSO Delhi till death, a kind hearted person who had contributed lots of the energy and understanding in all parts of the society yeoman activities. Moreover, Not only was he a good son, but also a good and dedicated student leader who has contributed his mite for the good of the society, playing an important role in promoting quality education and social transformation among the Kuki students.
As such, his demise is a considerable loss to the society and the void he created in his absence is tremendous. We share our grievances to the grief stricken family members on this unfortunate moment. The KSO will always cherish his memories in all times to come.
