IMPHAL, August 16: Amidst the ongoing mass agitation demanding the government to introduce Inner Line Permit System or similar to effectively regulate the alarming influx of outsiders into the State, father and mother of Sapam Robinhood alias Thoi who was killed in the hands during an ILPS agitation have been admitted to hospital after their health deteriorated.

Reports received by this daily said Robinhood`™s father S Romesh Singh, 53 was admitted to Shija Hospital & Research Centre yesterday evening around 5.30 due to fatigue. He is being treated in the Medicine Ward Special Room No 20 of the hospital.

Soon after S Romesh was admitted to the hospital, his wife Sapam ongbi Babita Devi was also admitted to the same hospital. She is being treated in the Medicine Ward Deluxe Room.

However, their condition is said to be out of danger, the reports stated.

IMPHAL, August 16: The youth wing of the BJP, BJYM will seek the Centre to investigate the list of Thoubal Dam rehabilitation package beneficiaries. This in view of reported fraud by the authorities in drawing up the list of beneficiaries said Oinam Malesh, president BJYM Manipur Pradesh today.

He was speaking to media person in connection with the paucity of evacuation facilities made available to the people of Chadong village, in a function to mark the BJYM presenting a boat to the villagers.

The boat is donated by K Robindro vice president BJYM and convenor IT cell BJP Manipur on behalf of BJYM Manipur Pradesh.

Malesh further said that now Chadong village has lost important communication channels with the rest of the Manipur state and country. He said around six to seven thousand population of the village has lost its connection route to the state capital, and the boat that the BJYM presented today is a simple show of solidarity.

He further said the relation of many decades between hills and valley has been damaged by the present Congress government.

Now the people of Chadong village have no roads, medical facilities, no power, no drinking water, no education facilities.

Malesh further said that today the Chadong villagers has submitted a memorandum to BJYM, addressed to the Prime Minister Narendra Modi, informing him of the vague list of rehabilitated villagers.

The list has 455 beneficiaries, and around 350 households have taken rehab packages. The memorandum however said the genuine number of households of Chadong village is only 230 numbers.

Out of the 230, only around 100 households have received the rehab package it said.

The BJYM found some black sheep amongst the villagers playing along with the state government to dupe the innocent people Chadong, Malesh said.

The BJYM will submit a detail report of the fake list to concern Central authorities, he added.

BJYM team has also confirmed the use of tarpaulin sheets and polythene bags to stop the Earth Dam leakages in the Thoubal Multipurpose Dam, he said.

The BJYM will request the Central authorities to investigation the Thoubal Dam and all the fraudulence involved, said O Malesh.

Chadong village authority, MH Shimthar said the village is only 17 km from Imphal but now the state government has created a totally deserted village by erecting the Thoubal Multipurpose Dam in Maphou area. Now the village has no means of importing and exporting its needs and produces, he lamented.

The Manipur government has treated Chadong as a step child, he said, adding the BJYM team`™s arrival with a wooden boat is very reassuring to the people of Chadong that not everybody has forgotten them.

He further said that upstream villages of Chadong right up to Litan area have become submerged by the Dam water. Downstream of Thoubal Dam, we heard leakage of water in the portion of Earth Dam and we have seen how the Dam leakages is being sealed with tarpaulin sheets, polythene bags and sometimes even with cement bags filled with sand.

He said that the people of the area are afraid the Dam would collapse someday and cautioned the downstream peoples of Thoubal District and other to be alert all the time.

IMPHAL, August 16: Extending gratitude to the people taking part in the ongoing mass movement for enforcement of Inner Line Permit System or similar law to safeguard the indigenous people, the Joint Committee on Inner Line Permit System (JCILPS) which is spearheading the movement said that the government must regard the people`™s voice and movement.

In a statement issued by assistant media coordinator of JCILPS Md Kheirudin Shah Moijinmayum, the committee admitted that there had been transgression of the democratic form of agitation on part of ILPS protestors due to anger which should be avoided.

It said that the mass movement has been influenced by spread of unwarranted rumours which could create confusion amongst the people.

There is a need to wisely carry forward the ongoing movement jointly launched by women folk, students, club and civil society organization members till its destination. The fast unto death stir being launched by several students has added more impetus to the collective demand, the statement said.

Stating that Manipur Police ought to regard the people`™s movement launched solely to safeguard the indigenous people from the unchecked influx of non-locals into the State, the JCILPS in its statement appealed to the people to launch different forms of democratic agitation as per the announcement made by the committee.

Otherwise unwanted incidents may crop up if the movement is carried forward on the basis of rumour and personal wishes, it observed.

ILPS movement gains momentum as mass hunger strikes launched

IMPHAL, August 16: The five school students who have been on indefinite hunger strike in front of Ananda Singh Higher Secondary Academy, Nongmeibung from August 14 demanding implementation of ILPS or similar law in the State have been taken into custody by civil police today with their condition deteriorated.

In the meantime, showing solidarity to the movement more people including students have joined the indefinite hunger strike in different places bringing the total number of hunger strikers to 13.

The arrested student hunger strikers have been reportedly hospitalised in Regional Institute of Medical Sciences (RIMS).

Four of the five students were taken into custody by a team of police along with individuals in civvies in the wee hour today around 2 am while the remaining one was arrested around 11.30 am.

The arrest of the students had led to a confrontation between the police and supporters of the students, who converged at the venue of the hunger strike since the beginning of the movement.

Alleging that the nature of the police was very inhumane while handling the students, the supporters barricaded the Nongmeibung junction disrupting normal traffic leading to JNIMS and DC Imphal East office. In an attempt to disperse the mob, police fired several rounds of tear gas shells.

Sources said that in the confrontation, a woman agitator was injured. She is identified as Nongthombam Thoibi, 40, wife of N Rajen of Nongmeibung.

The news of the arrest and subsequent confrontation triggered a chain of protest throughout Imphal especially in Imphal East district with protestors blocking roads at several places.

Later in the afternoon taking the place of the five arrested students, five more students from various schools had begun the indefinite hunger strike movement in front of Ananda Singh Higher Secondary Academy.

The students have been identified as Toijam Robinson, a Class XI student of CC Higher Secondary School; Kh Thoibisana, a Class X student of Lamlong Higher Secondary School; Ningthoujam Linthoi Chanu, a Class X of Lamlong Higher Secondary School; Arambam Bhopendro Singh of Ananda Singh Higher Secondary School and Leisangkhom Fajal, a Class XI student of Lamlong Higher Secondary School.

Notably, a large number of women folk and youths coming from different localities are manning the student hunger strikers.

On the other hand, six individuals have also started indefinite hunger strike near Lamlong Bridge. They are identified as Haorokcham Jemson Meiti, 20 of Awang Khunou Mamang Leikai; Depeshwar Lairikyengbam, 30 of New Checkon Awang Leikai; Tennison Akoijam, 29 of Uripok Sinam Leikai; Sumanta Manoharmayum, 23 of Sekta Mayai Leikai; Yumnam Langdaiba Meitei, 22 of Langol Housing Complex Type II and Romedrajit Moirangcha, 28 of Heikrucham Mamang Nambol.

Similarly, another two individuals have taken up indefinite hunger strike at the bus shed of Thangmeiband Sinam Leikai since yesterday. They have been identified as Leisangthem Pratap, president of Thangmeiband Sinam Leikai Naharol Leisemba Clud and Laishram Gunindro, a member of Thangmeiband Leo Club.

Giving his keynote address, MSF general secretary Maibam Bidyaraj Meetei said that Armed Forces Special Powers`™ Act has been imposed in the State in the name of fighting insurgency. Under this black law the security forces have been torturing innocent people of the State.

Demanding to repeal this black law from the State, Chittaranjan sacrificed his life for the people by becoming the human torch to encourage the people to fight against this black law.

Senior Advocate Khaidem Mani speaking at the function regarding the present scenario in the state said that the students started protesting because the politicians who are supposed to fulfil the wishes of the people have considerably failed to do so and the politicians of the State should feel ashamed about this.

He urged the people to select and elect the right leaders who are selfless and dedicated instead of selling their votes for some petty cash during the time of election.

IMPHAL, August 16: Joining in the mass movement for introduction of Inner Line Permit System in the State to protect the indigenous people from the incessant entry of outsiders, the ILPS Demand Committee Heirangoithong (SCW Area) organized a sit-in-protest cum public meeting at Heirangoithong on August 15.

The protestors including women folk also formed a human chain during which slogans such as `Implement ILPS in Manipur`™, `Resign Chief Minister on moral ground`™, `Long live Manipur`™ etc were shouted.

Later, they marched towards the residence of MLA of Singjamei Constituency Irengbam Hemochandra who is also the PHED Minister at Chingamakha to submit a memorandum to press the collective demand for ILPS implementation.

However, police stopped them at Chingamakha Meisnam Leirak. There, a confrontation erupted between them.

Though the protestors managed to march further, they were again blocked at Kha Imphal Bridge. Later, six representatives of the committee were permitted to enter the residence of the MLA to hand over their memorandum.

The memorandum demanded inclusion of the five points adopted during a public convention in the proposed draft bill to safeguard the indigenous people.

After the end of the rally, the protestors burnt effigies of MLA Hemochandra and Karam Shyam in the middle of the road. They also chanted slogans demanding implementation of ILPS without further delay.

IMPHAL, Aug 16: As celebrated in other parts of the country, Manipur also celebrated the 69th Independence Day amidst tight security at 1st Bn Manipur Rifles Parade Ground on August 15.

Speaking on the occasion, Chief Minister Okram Ibobi Singh said the state government is not playing any delaying tactics or it is nothing like the government does not want to implement ILPs in the State.

The government is trying to draft the proposed bill before the end of this month. By which it doesn`™t mean that the government is waiting for 31st of this month but rather it can be any date within this month say it can be on 20 or 25 or even earlier, he said.

He further said that every demand of JCILPS is achievable through dialogues. He however maintained that the government has some limitations and that the feasibilities of the bill can be discussed by sitting together.

The issue is the steps to be taken after the bill is passed. The governor may reserve the Bill as it a money bill. But for this part all the politics parties can go to Delhi to urge the PM or the Central government to implement ILPS or a similar law to safeguard the indigenous population of the State.

Ibobi asserted that even the super power of the world cannot challenge the integrity of Manipur. There is only one way to encroach Manipur`™s land that is by killing all the people by bombing or by crushing the people using a very big bulldozer.

Ibobi also refuted the statement of the interlocutor of Indo-Naga talks RN Ravi that he met Manipur Chief Minister more than 12 times before a framework of the peace accord agreement was signed.

He said he met Ravi for three times only but did not discuss anything serious about the Naga issue in detail.

Ibobi said the first one was on April 27 last at Manipur Bhavan, New Delhi that also he tried not to give appointment to Ravi but due to Ravi`™s persuasions and considering that Ravi is the interlocutor he thought of meeting him once.

During the meeting, Ravi only asked for support in solving the Naga issue and nothing serious was discussed.

According to CM Ibobi, the second meeting with Ravi was when the CM had a meeting with Dr Jitendra post the Chandel ambush where Ravi also came but there was no discussion about the Naga issue at all.

The third was when the CM went to meet the Union Home Minister at his official residence on August 8. Ravi was also there at the Union Home Minister`™s official residence and they had a brief chat however nothing serious was discussed about the Naga issue.

The CM added that most of the demands of the hill people of the State for speedy development can be solved by amending the existing laws. The real problem is the fund constraint.

The 69th Independence Day was also celebrated at Bisnnupur Mini Secretariat Complex with Deputy Commissioner, Bishnupur Bobby Waikhom attending ad chief guest.SP Bishnupur Themthing Ngasangba; District Level Officers and several other government officials were also present at the celebration function.

March Pass by ten contingents from Manipur Police, Home Guard, VDF and Jawahar Navodya Vidyalaya Bishnupur and performance of cultural programmes by students of JNB Bishnupur were the main highlights of the function.

During the celebration, headmaster of Ishok Primary School H Iboyaima and several other government employees were honoured with Best Employee Award in recognition of their distinguished services.

The Independence Day was also celebrated at Mualnuam village in Churachandpur district, which was recently selected for new SDO Office under Thanlon Sub Division of Churachandpur district.

The celebration held under the initiative of local MLA and Parliament Secretary (PS), Vungzagin Valte was attended by many leaders including Zomi Council (ZC) Chairman LB Sona, Ngazam ADC constituency MDC, ZRO President Thanglianpau Guite, DLOs of Churachandpur, and several chiefs of the areas.

Eleven contingents from nine schools took out a march past parade during the function. The newly appointed SDO of the new subdivision, Thangboi Gangte hoisted the National Tri-colour flag.

Gangte said that the celebration was historic as the region has not witnessed any such big celebration in the past. The celebration was coincided with the informal inauguration of the new sub-division whose infrastructure is yet to be sanctioned by the government. The 69th Independence Day celebration was organised as per the Government Standing order of August 3, 2015.

Independence Day was also celebrated at Hiangtam Lamka public ground, Churachandpur. The celebration was led by ADCC Chairman Mr.Langkhanpau Guite and other team led by Churachandpur DC Lunminthang Haokip. Several dignitaries including a good number of ADCC members attended the celebration.

Churachandpur DC unfurled the National Tri-colour flag which was followed by a speech to the people present in the celebration and presentation of bravery award to four students who showed an exemplary bravery to save children from the inferno of raging fire and a 7 years old child from drowning in Tuitha (Khuga) river.

After the formal Independence Day celebration, a football exhibition match was played by the ADCC members. The celebration was marked by one of the largest contingent in the district so far with larger number of participants are students from various schools.

Braving the rain, Tamenglong also celebrated the 69th Independence Day with tight security and fun-filled.

The main function of the celebration was held at Lower Ground, Mini Stadium. Deputy Commissioner M. Luikham hoisted the National Tri-colour flag and received salutation from the march past taken out by 35 contingents by students of schools, colleges, police, VDF, NCC, and Band Party of 5th MR (Chiuluan, Khongjaron).

Cultural programmes, giving away of Credential Certificates to selected employees, distribution of red blanket were the main highlights of the function. The first prize of this year Gate Construction competition was bagged by Forest Department, followed by TADC (second) and Medical Department (third). In the competition of the march pass, the first prize went to 5th MR Unit Standard School (co-contingent), and the second and third went to Don Bosco School (girl contingent) and Gadailong Govt. Primary School (girl contingent).

Unlike the previous years, eleven non-Congress members attended the function. A football exhibition match was also played between DC XI and Medical Team ( Agui Kamei, TML) as part of the celebration.

Chandel district, a home of many ethnic groups following different cultures and tradition demonstrated the concept of the country`™s distinctive feature, unity in diversity as it joined the rest of the districts and states of the country in celebrating the 69th Independence Day on August 15 at Maha Union Govt Higher Secondary school ground, Japhou.

Speaking on the occasion, Deputy Commissioner Robert Singh Kshetrimayum highlighted various development initiatives and challenges being taken up by various line departments and sought further cooperation from various CSOs and community leaders for taking the district forward on the path of peace and development.

Organised under the aegis of the Chandel District Administration, the celebration was marked by unfurling of the tricolour, colourful parades of 42 contingents including MR, Manipur polices, VDF, ex-servicemen, colleges and school students and Dance troupe, cultural items and distribution of awards and prizes.

During the cultural session, Chandel Conservatory Music rendered beautiful hymns that were followed by cultural dance display of Anal, Chothe, Gorkha, Lamkang, Monsang, and Tarao.

Students of JNV Chandel performed Bharatnatyam while St joseph School Panchai, Anallon Christian Institute performed choreography and Maha union Govt Higher secondary school displayed cultural dance.

As part of the celebration, a football exhibition match between DC-XI team and Chiefs-XI team was organized.

This freedom however, did not come to the people easily. It came after years of struggle and supreme sacrifices made by the countrymen, the freedom fighters.

He further said that the country has come a long way since then and has seen unprecedented growth in various fields particularly in the last couple of decades so much so that the country has won the awe and admiration of the advanced countries in the world. Major progress has been made in the socio-economic sectors towards an equitable development throughout the country. science and Technology has also been no less a thrust areas and today, India has come to be considered as a technologically advanced country.

IMPHAL, August 14: The 12-hour public curfew called by the Joint Committee on Inner Line Permit System demanding the ILP hugely affected normal life in the State especially in the valley districts today.

Road blocks were witnessed at several parts of the valley districts, shops and other business establishments remained closed for the day while roads wore deserted looks as vehicles stayed off the road.

Inter-district and inter-state passenger services were also greatly affected during the public curfew.

The public-curfew was called by the JCILPS after announcing that the two rounds of talks held earlier this week with the government on the ILP bill had ended inconclusive.

BISHNUPUR, August 14: The 12-hour public curfew imposed by Joint Committee on Inner Line Permit System (JCILPS) in protest against the government`™s failure to pass a new bill acceptable to all sections of the people despite taking much time, has paralyzed normal life in Bishnupur district.

A large number of curfew supporters came out and blocked road at Nambol Bazar. Tyres were burnt and wood logs were placed at Nambol Thong disrupting passage of vehicles and commuters.

Business establishments and shops in the district were downed shutters due to the public curfew. The Bishnupur Headquarter also wore a deserted look.

Supporting the curfew, protestors placed rocks huge in size and wood logs at Malom Awang Leikai along Tiddim Road and restricted movement of vehicles and passerby.

MLA of Naoriya Pakhanglakpa Constituency RK Anand who is also one of the Members of the government constituted Drafting Committee and president of BJP Manipur Pradesh Th Chaoba were stopped by the curfew supporters at Malom Awang Leikai and made to walk by foot to pass the road.

Two Matuti cars coming along the road were also smashed by the curfew supporters at Malom. One of the cars belongs to younger brother of MLA RK Anand.

Roads were also blocked at several places at Malom during which slogans in support of ILPS introduction in the State were shouted.

NNN adds: Curfew supporters came out in large numbers in Tera Bazar area of the Imphal-Jiri Highway and blocked the road. They burnt tyres, fell trees to strengthen their support.

Also, any kind of traffic movement at Tiddim Road was blocked by residents of Keishampat and Kwakeithel area as a mark of supporting the curfew. However, they gave relaxation to medical services, media and other essential services.

On the other hand, all the local clubs and meira paibee associations in Mayai Lambi Road starting from Langthabal to Keishampat co-ordinated their way of supporting the curfew.

Sit-ins were staged in respective localities, and later a large human chain was formed uniting all the protestors of each locality. They shouted slogans demanding ILP system in Manipur and also demanding strict punishment to those police officers who were responsible for manhandling girl students.

Meanwhile, JCILPS co-convenor expressed his disappointment to the state government for its negligence. Chief Minister o Ibobi has announced yesterday that producing an indigenous people-friendly ILP Bill by August 15 will be difficult and is unlikely. Ratan said, ` We have submitted our five-points very much in time, and it`™s surprising that the government is taking too much time. It is showing its negligence on the ILP issue and is duping the public with its false assurances.`

`As held earlier, the future course of actions and agitation strategies will be decided in due accordance with the public after holding a public meeting, `. Ratan added.

Hebron (Nagaland), Aug 14 (IANS): NSCN-IM general secretary T. Muivah declared on Friday that his group has not given up the demand for “sovereignty” for Nagas and integration of all Naga-inhabited areas.

But “if we keep on opposing the Indian leadership, it will be wrong”, Muivah said at the group`s central headquarters here near Dimapur while speaking about the peace accord his Nationalist Socialist Council of Nagaland signed with the Indian government on August 3.

Muivah was addressing an event to mark the 69th “Naga Independence Day”. It was his first public address after the August 3 pact.

The NSCN-IM leader said the Naga people shall be the master of their own fate and shape their destiny due to their unique history.

He said the two core issues — sovereignty and integration of all Naga areas — would never be compromised.

The NSCN-IM, which signed a ceasefire agreement with the Indian government in 1997, celebrates August 14 as Naga Independence Day.

It was on August 14, 1947, one day before India gained independence, that then Naga leader Angami Z. Phizo declared the independence of Naga region, triggering a bloody and prolonged armed conflict.

Discussing the peace moves, Muivah said: “We appreciated the Indian leaders who have realized that it is not possible to suppress the Nagas because it is a political issue and can be solved through political means.

“Are we also to realize that we cannot chase out the Indian military from our land?

“So the time has come … the Indian side and Naga side decided to keep the military solution away. After lots of deliberations, they have agreed that Nagas have a unique history,” he said.

“We told them that Nagas were never under the Indian union and Nagas were never won over by anyone. They have realized this and recognized the unique history of the Naga people,” he said.

“Let us understand that when Indian leaders (are) starting to respect the rights of Nagas, it is high time we must also start respecting them. If we keep on opposing the Indian leadership, it will be wrong.

“We have got to appreciate them. They have their own difficulties. We have understood that, and so we said we`ll try to find out an amicable solution,” he said.

“We told them that the government of India and the NSCN-IM will have to seek a solution by respecting the sovereign rights of each other.

“We are confident that the framework agreement signed on August 3 would provide for ensuring an inclusive peaceful coexistence of two entities,” he said, while describing the idea of a “shared sovereignty” between the Indians and the Nagas.

“India will exercise its rights while the Nagas will exercise their rights. Each will coexist by exercising their own powers. We will work out for the best through understanding,” Muivah said.

IMPHAL, August 14: With just a day left before the August 15 deadline set for the government to come up with an ILP bill and the Chief Minister already hinting that meeting the deadline is almost impossible, the movement demanding introduction of the ILP or a similar act has been intensified.

Five students from various schools including a girl student on Friday began an indefinite hunger strike in front of the Ananda Singh Higher Secondary Academy demanding the ILP bill.

Surjt Sagolsem, Dayananda Lairikyengbam and Oinam Suresh of Ananda Singh Higher Secondary School and two others Loitongbam Bidyaluxmi of Ibotonsana Girls`™ Higher Secondary School and Thoudam Mukesh of Lamlong Higher Secondary School have launched the hunger strike since 7am today against the failure of the government to bring out the bill within the set deadline, informed Joint Students`™ Union of Government Higher Secondary Schools convenor Surjit.

All five are studying in class XII.

Security forces have been allowed to mercilessly assault student protestors including girls. Schools and colleges have been closed down in order to prevent students from participating in the democratic movement, he claimed.

Instead of actually trying to introduce a bill, the government seems to be interested only in its delaying tactics, he asserted.

The demand for the ILP is the peoples`™ demand and the government need to act positively to meet it, he said and added, unfortunately, the State government has turned-out to be anti-people.

One of the hunger strikers, Bidyaluxmi who is also the general secretary of the Ibotonsana Girls`™ Higher Secondary School Students`™ Union said they have decided to launch the agitation as part of their ongoing movement against the boycotting of government educational institutes and demand for the ILP.

She said they had taken the decision to launch the protest on their own and will continue till the government brings out the bill.

IMPHAL, August 14: The Congress Legislature Party has resolved that the State government will involve the Joint Committee on Inner Line Permit System in the preparation of a new ILP bill which is acceptable to the people and to table it in the State Assembly at the earliest in order to safeguard the indigenous people.

The decision was arrived at during a meeting of the CLP held at the Conference Room of the Chief Minister`™s Secretariat today.

The meeting began at 3 pm and continued till 9 pm.

Elaborating on the resolution of the CLP meeting, Education and CAF & PD minister Moirangthem Okendro who is also the spokesperson of the government said that the marathon meeting discussed at length the different forms of agitation launched by the people in pursuance of the collective demand for implementation of ILPS or a similar law to regulate the alarming influx of non-locals into the State which has posed a potential threat to the existence of the indigenous people.

He further said that the meeting minutely discussed the draft bill submitted by the government constituted Drafting Committee with Revenue, Law & legislative Affairs minister Th Debendra as its chairman.

During the meeting, the Congress legislatures unanimously resolved to sit down with representatives of JCILPS to draft an acceptable bill within the ambit of Indian Constitution, he said.

After drafting it, earnest efforts will be put in to ensure that the bill gets passed in the Manipur Legislative Assembly without further delay, the Minister maintained.

Okendro said that the CLP meeting also condemned the peace accord signed between NSCN (IM) and Government of India on August 3 in New Delhi as it was done in a hurried manner without consulting the State Chief Minister.

The CLP meeting concluded that the peace accord should not compromise on geo-political, socio-cultural and economic boundary of the State at any cost and that the agreement should be implemented in Nagaland only, he said.

The minister went on to inform that the meeting firmly resolved to ensure that the territorial integrity of the State is not put at stake by the peace accord.

IMPHAL, August 14: A group of societies supplying milk to the Manipur Milk Producers Cooperative Limited have expressed apprehension that the society is on a downward spiral as it is unable to produce even 4000 litres of milk per day due to lack of government guidance.

Speaking to media persons, the group on conditions of anonymity said the co-operative unit is under the Department of Co-operation, Government of Manipur, unfortunately, the Co-operative minister has failed to take any initiative to provide proper guidance to the Manipur Milk Producers Cooperative Limited.

The cooperative unit has been reduced to just a namesake, a member of one of the societies claimed.

He further asserted that the Manipur Milk Producers Cooperative Limited used to produce atleast 7000/8000 litres of milk on a daily basis earlier, but this is not the same anymore.

There was a time when we used to set a target of 20000 litres per day, he claimed.

However, due to the less intake of milk, the Manipur Milk Producers Cooperative Limited is unable to meet the target, he claimed.

It was also able to sell other milk by-products in the past, he said.

This downward spiral is a result of the negligence of the officer bearers`™ as there is no official to look over them, he claimed.

The societies, he said have already appealed to the concern authority to correct the mismanagement.

He continued that they have received information about products being sold without receipts for the past many months.

He continued that only 36 societies are at present supplying milk to the union although there are 250 societies under the Manipur Milk Producers Cooperative Limited.

He claimed that the officials are unable to make the other remaining societies to supply milk.

In the past, the Manipur Milk Producers Cooperative Limited use to make regular and sometimes advance payment of money to the societies, but nowadays, it is unable to even make regular payment which has deterred the societies from supplying milk, he continued.

Now, the union has also stopped production of its Aingbi Ice-cream which was launched in 2013, he continued.

If this trend continues, it wouldn`™t be long before the Manipur Milk Producers Cooperative Limited closes down, he said, and further appealed to the concern authorities to look into the matter.

He reminisced that Shillong Accord of 1975 was the worst thing that had happened to the Nagas, as a result of which Nagas began to lose ground it said.

The NSCN was formed in the aftermath of the Shillong Accord of 1975, signed between the Government of India and the Naga National Council.

The terms of the Shillong Accord had stipulated that underground Naga organisations would give up arms and `formulate other issues for discussion for final settlement`.

In the aftermath of the Shillong Accord, Muivah said some of them had taken a decision to oppose it, and after fighting for 25 years India realised the futility of military solution to the Naga issue, it said.

`India came in search of us. They took initiative to seek political solution. We also realise that we cannot finish the Indian Army off. So we also decided for political solution,` he added.

IMPHAL, August 14: In connection with the Independence Day observation on August 15, security forces have been beefing up security in the State since the past few days.

A cordon and search operation was conducted today at Saiton, Bishnupur District starting from 3:30am and concluding at 6:30am.

The operation was conducted by a joint team of Bishnupur police including CDO and women police and 2 columns of 6AR under the supervision of additinal SP Bishnupur K Meghachandra.

Another team of Bishnupur Police including CDO and women police and 12 Bihar Regiment also conducted a similar operation at Maibam Chingning of Bishnupur District under the supervision of DSP (Ops) Bishnupur N John.

Meanwhile, according to a statement of the PRO IGAR (s), troops of the 16 Assam Rifles of 10 Sector AR has launched an operation in general area Lamboikhul and apprehended an over ground worker of PREPAK (PRO) on August 13.

It said the apprehendee was identified as Poshangbam Bijoy Singh, 32, son of P Lukhoi Singh of Lamboikhul, PO- Sawombung, Imphal East.

He revealed that he was working as an agent of the group recruiting cadres for his group and was responsible to find the young boys for recruitment. The apprehendee has been handed over to the Sagolmang Police Station, it said.

In yet another release, troops of the 24 Assam Rifles of 26 Sector AR has conducted frisking and checking at Khudengthabi check post and apprehended a drug peddler carrying heroin on August 13. The apprehendee was identified as Md Ajijur, 45, son of (l) Md Anamuddin of Muslim Nagar Leikai Moreh, Ward No 5, Moreh.

From his possession, three packets of heroin weighing around 80 grams, one Aadhar Card and cash rupees 600/- was recovered from his possession. The apprehendee along with the recovered items has been handed over to the Moreh Police Station, it said.

Loitongbam Bidyaluxmi said they will be fasting until the the Inner Line Permit System is implemented in Manipur and further school will be boycotted until then.

Surjit Sagolsem said they know about the institute/coaching centers which were open during the class boycott and appeal to cooperate with the ILPS movement.

BISHNUPUR, August 13: As in other parts of the State, the Patriots Day was observed by District Administration Bishnupur at the district DC complex today with DC Bishnupur Bobby Waikhom attending as chief guest.

SP Bishnupur Thomthing Ngashangba; former Revenue Minister Kh Pulinkanta and several District Level Officers were also present at the observance function.

The observation started with display of salami salute by a team of Bishnupur District Police followed by offering of floral tributes at the portraits of those warriors who sacrificed their lives in the 1891 Anglo-Manipur War.

Irabot Celebration Committee, Irengbam also observed the Patriots Day at Irengbam Community Hall, Bishnupur district.

The observation function was graced by principal of Royal Academy of Law, Oinam I Jugeshwar as chief guest; retired headmaster of Modhumati High School I Samungou as president and retired headmaster of Irengbam High School as guest of honour.

Offering of floral tributes at the photos of Bir Tikendrajit and Thangal General and recital of patriotic songs by students were the main highlights of the function.

As part of the observation, Ningthoujam Loyanganba Meitei and N Malemnganba son of N Inao Meitei and Ahanbi of Irengbam village, who bagged medals in the national level Kungfu and Kick Boxing championships, were felicitated.

Mentors of the brothers and several officials including founder of Kung-Fu & Kick Boxing India Sifu Th Norendro; Black Belt 3rd Degree and National Referee Dr H Romen and Black Belt 2nd Degree and National Referee A Pintu Devi were also honoured.

The Patriots Day was also observed by Royal Academy of Law (RAL), Oinam at its campus wherein retired Captain O Sanajaoba; vice-chairman of Governing Body of RAL O Ibochouba Khuman and social worker G Gyaneshwar Sharma attended as chief guest, president and guest of honour respectively.

IMPHAL, August 13: Stating that the government wants more suggestions from Joint Committee on Inner Line Permit System (JCILPS) on the proposed draft bill to safeguard the indigenous people from the unchecked influx of outsiders into the State, deputy Chief Minister Gaikhangam has made a fervent appeal to the representatives of JCILPS to join the next round of talk on August 16 evening.

In a statement issued to the media today, Gaikhangam who also holds the portfolio of Home maintained that the government is trying to pass a bill acceptable to the people in the Assembly within this month.

He asserted that the second round of talks between the government and JCILPS on August 12 was fruitful from the government perspective as a copy of the draft bill already prepared by the government was made available to the representatives of the committee during the talk.

Exclusion and inclusion of points in the draft bill were discussed during the talk but unfortunately any consensus on the draft bill could not be reached due to short duration of the talk, he said.

Acknowledging the cooperation of the committee in preparing a new bill acceptable to all sections of the people, the deputy CM admitted that the government was putting earnest efforts to pass a bill within August 15.

The government constituted Drafting Committee had submitted its draft bill to the government on August 3. The government was waiting for submission of a detailed draft from the side of JCILPS though the committee submitted a memorandum clearly mentioning all the points to be included in the proposed draft bill on August 10, Gaikhangam elaborated.

He assured that efforts are being put in to ensure that all the points adopted during a public convention held recently are included in the proposed draft bill.

The Dy CM in the statement reiterated that the Assembly had passed resolution on two occasions to implement the Inner Line Permit System in the State like in Mizoram, Arunachal Pradesh and Nagaland but the Centre rejected it.

IMPHAL, August 13: A one day sensitization programme in relation with World Hepatitis Day 2015 was held today organized by Manipur Network of Positive People (MNP+) at its conference hall at Yaiskul Hiruhanba Leikai today.

MNP+ president L Deepak Singh speaking at the function said that he is HIV positive and was also suffering from Hepatitis C.

He did his treatment for hepatitis C about five years ago. During those days the treatment charges cost around Rs 6 to 8 lakhs and took around a year`™s time, he said.

In January 2015, some new medicines were introduced in the market which cut down the treatment cost and treatment period considerably and now it is something around Rs 60,000 to 80,000 with a treatment period of only three to six months depending on the condition of the illness, he said.

He said the side effects of the new medicines are also minimal.

More than 10 generic pharmaceutical companies are offering different kinds of medicines for treatment of Hepatitis C. But it is upto the individual to choose which company they prefer, he added.

W Ajitshwor, who has completed his treatment for Hep C also shared his personal experience and even showed a demo of how to inject the medicine during the programme.

He said many people who are suffering from Hepatitis C have a misconception about the treatment and its side effects because many have lost their lives during the treatment in the past.

He said it is not an easy thing to undergo this treatment as one needs to be mentally prepared for the side effects.

There is a misconception among the Hepatitis infected people and they discourage each other to undergo the treatment fearing the side effects, he continued.

He said the patient will need atleast one person to support him or her during the treatment and for him his better half has always been a great support.

He said sometimes even doctors and nurses commit mistakes while administering medicines however he tries his best to co-operate with them by doing his own research and consulting with the doctors about his findings.

Due to the frequent bandh and strikes in the State he was push to learn how to inject the medicines by himself, he added.

However he advised the people who were present at the programme not to do self medication but instead always consult the doctors first.

Some side effects he mentioned include anaemia, physical pain, headache and diarrhoea.

However he said the side effects might not be the same with other patients.

He said he had worked for almost 20 years in the field of HIV/AIDS and now he is retired however he would like to extend his help if anyone wants to know more about the treatment.

He said he has a Facebook page where he posted all the details including pictures about his treatment.

IMPHAL, August 13: Chief Minister Okram Ibobi Singh today maintained that bringing out the ILPS bill before August 15 which is the deadline set by the JCILPS doesn`™t seem feasible at the moment but the government is trying its level best to bring it out at the earliest.

The CM was replying to media queries on the sideline of the 124th Patriots Day observation organised by the Manipur Pradesh Congress Committee at the Congress Bhawan today.

He said the government commissioned Drafting Committee has already submitted its draft bill and the government is trying to finalise it at the moment. It may take some more time, he asserted.

However, the government has already handed a copy of the preliminary draft of the bill to the Joint Committee on Inner Line Permit System during yesterday`™s meeting so that the committee may study it, he continued.

The government at the same time is also scrutinizing the five-point demand of the JCILPS and trying to fit it into the bill, the Chief Minister informed media persons.

The demand of the JCILPS is not in the format to be fitted into the bill, and needs restructuring by an expert committee for it to fit into a bill, he added.

He said technically bringing out the bill before August 15 seems quite impossible at the moment, but the government is putting all-out efforts to bring it out at the earliest.

He said it is under the disposal of the Governor as to whether he would like to examine the bill after it is passed in the House or examine it before it is tabled in the House.

The CM also said on its part, the government is not leaving any room for mistakes in the bill.

After August 17, the government would like to have regular meetings with the JCILPS so that the bill comes out at the earliest, the Chief Minister said.

Frequent sharing of dialogues would certain aid in bringing an amicable solution, he observed.

The public demand for withdrawal of the previous bill, setting up of an inquiry into the alleged police highhandedness during the recent movement, unconditional release of the arrested students have all been met by the government and hopefully with frequent meetings with the JCILPS, the government may be able to find ways to implement an Act at the earliest, he said.

Chief Minister Okram Ibobi Singh also maintained once again that his government is still waiting for details of the Peace Accord signed recently between the GOI and the NSCN (IM) from the Centre.

Soon after the signing of the accord, he had demanded from the Central government the full text of the accord at which the Home Minister had assured to provide one, once it is tabled in the Parliament, the CM said.

He continued that he had met the government interlocutor, RN Ravi for more than 45 minutes during which, the interlocutor had said that the accord was just a framework and as and when it is to be finalised the governments of Assam, Arunachal Pradesh and Manipur will be invited for discussion.

The same response was also repeated by Prime Minister Narendra Modi in a meeting which lasted for more than half an hour, Ibobi asserted.

Yet, till date the Government of Manipur has not received any response from either side, he lamented.
