IMPHAL, August 19: In an interesting development concerning the demand for Inner Line Permit system, reports have emerged that the state Government has intimated the Centre stating that the ILP system never existed in Manipur, though there was a permit system for outsider entry into the State prior to its merger with the Indian Union in 1949.

Some ILP activist contemplate that this response from the side of the Government could be the reason behind Union Government’s hesitation to heed to the demand for ILPS introduction by the people of the state.

According to information available with IFP, following the resolutions adopted by the state cabinet on July 12, 2012 and resolution adopted by it on July 13, 2012, the Principal Secretary, (Home) Government of Manipur, Dr J Suresh Babu, submitted a written statement to the Home Secretary, Ministry of Home Affairs on August 3, 2012.

In the statement the home department mentioned that the state Cabinet resolved to urge the Government of India to extend the provision of Bengal Eastern Frontier Regulation 1873 to the state of Manipur. Earlier the Manipur Assembly passed a resolution to extend and adopt the Bengal Eastern Frontier Regulation 1873 with necessary changes in the point of details in the state of Manipur and to urge the Government of India to comply the same.

However, on August 6, 2012 the joint secretary (Home), Government of Manipur, Ningthoujam Geoffrey, also submitted another written statement to the Dr. M. C Mehanathan, Director (NE-I) NE division, ministry of home Government of India.

He mentioned that the State did not have the ILP system in the past. However, the State had a permit system, for entry into and exit from Manipur in force before its merger with the Union of India.

The said permit system was abolished by a notification issued by the then Chief Commissioner, Manipur (Vide No.8597-601 H.D dated November 18, 1950 which was published in the Manipur Gazette dated November, 18 1950).

Moreover, the statement said that the implementation of ILP system does not arises as there was no ILP in Manipur before.

IMPHAL, July 31: Terming the imposition of a 10-day ban on all construction works of national projects in the State by some organisations as unfortunate, deputy Chief Minister Gaikhangam has stated that it will be better to cooperate and think about the welfare of the people and the development of the State instead.

The deputy Chief Minister was briefing the media at his office today where he also stated that such act will not bring any benefit to the State and instead only hinder the development process by delaying the State’s many ongoing developmental projects.

Gaikhangam further said that everyone in the State must take responsibility for safeguarding the integrity of the State. He added that accusing the government of not doing anything to implement the ILP in the State or for the interests of the indigenous communities residing in the State would be a falsehood.

Continuing that ciil organisations are invited to participate during the visit for raising the issue of ILP implementation in the State at the Centre, Gaikhangam said that the government has no objections to the implementation of ILP.

Ibobi invites suggestions on ILP implementation

Imphal, July 28: Chief Minister Okram Ibobi Singh has invited suggestions regarding the introduction of an Act to control the influx of foreigners in the State, today taking advantage of

Imphal, July 28: Chief Minister Okram Ibobi Singh has invited suggestions regarding the introduction of an Act to control the influx of foreigners in the State, today taking advantage of the zero hour on the last day of the Budget session.

The State government is awaiting suggestions from experts or the legal fraternity to determine an Act to control the influx of foreigners in the State before the implementation of the Inner Line Permit.

He said that, in the past one week of Budget session, the House has discussed various issues raised by several organisations including the demand for implementation of the ILP, killing of innocent people by UGs, in public interest among others.

Coming to the much criticised police action against students and women agitators of the ILP in the past few days, the Chief Minister said it was infact a painful incident and further acknowledge that the State’s law enforcing agency had been harsh.

The Chief Minister maintained that the State government is not against implementation of ILP.

He however said that the Bengal Eastern Frontier Regulation Act 1873 was implemented only in Assam and its remote pockets like the Naga Hills, North-East Frontier Agency, and Khasi & Jaintia Hills of Meghalaya.

Those hill areas of Assam have become the present day Nagaland, Mizoram, Arunachal-Pradesh and Meghalaya States, however, the States of Manipur and Tripura were princely independent kingdoms before their mergers with the Indian Union, he observed.

O Ibobi said his Government needs permission from the Center to implement ILP in the State.

It is to re-implement a previous Act which was repealed by the then Commissioner Himat Singh in 1950, he said.

In 2011, the Assembly had discussed its implementation and taken a private resolution, and again in June 2013, two MLAs I Ibohalbi and Th Shyamkumar had moved private member resolution to urge the Central government to implement the ILP in the interest of the people of Manipur, he said.

We have sent resolutions to the Center from time to time during the UPA regime, he said.

Now as the NDA has come back to power in the Center, the whole process needs to be reset, he said.

During the last three – four month, the State government has been unable to insist upon the Union government, he added.

Ibobi further said that the government had even considered going to New Delhi for pressurising the Central Government for implementation of ILP.

The Government knows the sentiment of the agitators for ILP and our 60 MLAs are elected by the public too.

If necessary, we will also include the members of the ILP Demand Committee in pressurising the Government of India, he said.

He appealed to the students that it is not wise for them to divert their energies to the issue of ILP or any other issue because these crucial days for their study.

Meanwhile, he also clarified on the defunct state of the Manipur Human Rights Commission and said it stopped functioning since 2010.

There was no eligible person for the post of the chairperson after the retirement of Justice W.A. Shishak.

Following the instruction from the Union Law Ministry, the government has engaged the Assam Human Right Commission for holding the dual charge of the State. But it was not possible, O Ibobi continued.

Ibobi underscored in the affirmative that from August onwards, the MHRC will be functional, as informed by the Law Ministry.

Meanwhile, during the Zero hour the Thangmeiband MLA Kh Joykisan drew the attention of the House on the molestation case of girl athletes by an instructor of the Sports Authority of India.

The MLA said, such incidents should not happen in the future, particularly in the field of sports.

The authority concerned has transferred the accused after an FIR was registered against him; however, instead of just transferring him, he must be dismissed from his post, he said before adding that such heinous crime in the sports arena is really unfortunate.

Govt fooling public on ILP issue, insists Chaoba

IMPHAL, July 26: BJP Manipur Pradesh president Thounaojam Chaoba has declared that the State government is fooling the public by saying that it cannot implement the Inner Line Permit system

IMPHAL, July 26: BJP Manipur Pradesh president Thounaojam Chaoba has declared that the State government is fooling the public by saying that it cannot implement the Inner Line Permit system in the State without the consent of the Parliament, although the State Assembly has already passed it.

Speaking at a media conference, Chaoba said the demand for ILP is a burning issue; however, the government has seldom listened to the public voice.

He demanded that the government to implement the Inner Line Permit System in the State as is done in neighbouring States of Nagaland, Mizoram, and Arunachal Pradesh and fulfil the public’s desire.

The government has full power to implement ILP in the State, simple examples being implementation of the Act in neighbouring Nagaland, Mizoram and Arunachal Pradesh by their own governments, he said.

No permission is needed from the Parliament to implement ILP, Chaoba said.

If the government is willing, it is nothing, the State cabinet can just recommend it and discuss it in the State Assembly to pass it and pressurise the Centre, he said

He further demanded the immediate release of all students who have been arrested by the police during the ILP agitation and warned that he will inform the Centre of the happenings, in case the students are not released at the earliest.

The police action on the small students during their agitation demanding ILP was too harsh, he lamented before adding that the party strongly condemns the violation of human rights of the students by the police with their baton charges and boot-kicks against the unarmed students.

Although, such inhumane assault of the students was telecast by the TV channels, the government has decided to remain silent against the police excesses, he said.

When the party wanted to complaint about the blatant disregard of human rights by the police before the Manipur Human Rights Commission, the commission was found defunct, he lamented.

In this regard the BJP, State unit had written to the Union Home Minister Rajnath Singh, who had directed the State government to make functional the now defunct commission, he continued.

Demanding why the government has continued to remain silent against such blatant violation of human rights, he said the government has failed to even announce the names of the police officers involved.
