The release signed by Nonglen Meitei, secretary publicity and propaganda has stated that there is a total moral degradation in Manipur.

It has further expressed that elected representatives and intellectuals of Manipur are concerned with only looting the general public, it added.

TSDDO alleges violation of GRGF scheme guidelines by DRDA

IMPHAL, Dec 21: The people of Tamei sub-division in particular and the Tamenglong district in general are happy for implementation of various developmental programmes in backward areas of Tamei sub-division, Tamenglong district by the Manipur state government.

A press release of the Tamei Sub-Divisional Development Organization has stated that it is unfortunate to learn that the DRDA, Tamenglong has issued work orders for implementation of Backward Region Grant Fund (BRGF) 2011-12 violating all the guidelines of the BRGF scheme.

It has further stated that the guidelines say that the said scheme is to be implemented by the District Planning and Implementation Committee (DPC) who are appointed/nominated by the Govt.

As per the guidelines, before implementation of any part of BRGF scheme a DPC meeting is to be held by inviting all the DPC members. The beneficiary committee is also to be form through the concerned BDOs.

However, the DRDA Tamenglong violating all the above cited facts has issued work order in respect of Tamei and Tousem blocks in connivance with unscrupulous money mongers for their own benefit.

It has further added that the DPC meeting has not been held till date and the VDCs/BCs were not form through the concerned BDOs, the selection of beneficiary is not done in DRDA Office but it was done in a secrete place in Imphal, it further charged.

Therefore, the Tamei Sub-Division Development Organisation urged the concerned authority to immediately cancel the work order and book the culprits involved in swindling away of public money for their own benefits, the release added.

IMPHAL, Dec 21: Suspected militant cadres exploded a hand grenade at the residence of Kh Lukhoi, 68 of Laimapokpam under Nambol police station late last night.

The suspected militants lobbed the grenade last night at around 11pm which landed at Lukhoi’s residential courtyard and exploded; however there were no casualties during the blast.

Kh Lukhoi is further identified as a peon at the Bishnupur high school.

Police have registered a case in connection with the attack.

IMPHAL, December 20: The Naga People’s Organization has showed concern over the continuing gun-battles between various Naga armed outfits in Manipur and Nagaland.

In a press release, the organization has appealed for tranquility and peace to reign over the land during this festive and holy month for every Christians. The recent outbreak of shoot-out at Khoupam valley and Dimapur town is disturbing to the peaceful existence especially during these festive months, it added.

The factional fighting between the Zeliangrong United Front (ZUF) and NSCN-IM killing one IM cadre is vigorously condemnable at the backdrop of sincere appeals made by Naga civil bodies and Nagas general public since many months. Moreover, the gun battle between cadres of NSCN Khaplang and the GPRN/NSCN (Khehoi) at Naharbari village in Dimapur, Nagaland on December 19 has seriously affected the public’s cry for communal harmony. Such disregard and insult of public appeals for peace and reconciliation among the Naga factions is unacceptable, the release added.

Calling for immediate cease-fire and halt of all provocative activities between different Naga groups, the NPO also shares the grief of family members and condoles the sad demise of lieutenant Daikho Peter of Kalinamai village who was killed in the factional fight on December 18 in Khoupum valley. “Shedding the blood by his own brother has no joy or victory for any Nagas but pains the spirit of Nagas Unity and oneness”. The development has seriously jeopardized the otherwise much appreciated and joyful reconciliation process of all the Naga revolutionary groups, the statement added. The NPO again appealed for sanity and peace to return during this season of forgiveness and celebration of brotherhood.

Meanwhile, the Naga People’s Organization (NPO) has also appealed to the KCP calling the 36hrs general strike to suspend the said bandh during this festive season especially for Christians. With common people especially from the hill districts heavily depending on the capital city of Imphal for shopping and other purposes, imposing such bandh will affect such yearly activities. Understanding the religious and festive season of the public, the NPO appeals for relaxation of bandh to the people of the state, the release added.

IMPHAL, December 20: In protest against the murder of S Ibomcha and his son Geetchandra alias Yaiphu, different women bodies of Irilbung today organized sit-in-protest today at separate places and demanded the government to punish the responsible individuals or group at the earliest.

The sit-in protests were held at Bamon Kamphu Mayai Leikai, Irilbung Panthoibi Keithel and Bamon Kampu Irom Leirak.

Meanwhile, the 24 hour general strike imposed by locals of Irilbung and the JAC formed against the brutal killing of the father and the son has affected normal life in state.

Main market areas in Imphal and surrounding areas remain closed and deserted,

Most passenger vehicles also remained off from the roads. Inter-state and inter-district transportation were also greatly affected by the general strike.

Attendance at most government departments of all districts remained almost nil. Business establishments were also greatly affected.

However, there have been no reports of any major untoward incident during the strike which will end this midnight.

IMPHAL, December 20:  The proscribed UNLF has claimed that atleast ten personnel of the 17 Assam Rifles were injured during a well-planned ambush laid by cadres of the MPA at Nambasi village under Kasom Khullen sub-division of Ukhrul district around 10am.

According to a statement of the outfit signed by Ksh Yoheiba, senior publicity officer, a fighting patrol team of the MPA laid Claymore mines along the route where personnel of 17 AR were on patrol duty yesterday morning.

During the ambush, numerous AR personnel were injured, the statement added.

It has further claimed the ambush on a convoy of the 36 AR on November 15 at Old Samtal area which had injured numerous AR personnel, the statement added.

The party will continue to attack the Indian army, the release added.

The Chief Minister further introduced the Manipur Lok Ayukta Bill, 2011 for consideration by the House.

IMPHAL, December 20: The India International Friendship Society has awarded Moirangthem Marjit Singh with the coveted Indira Gandhi Shiromani Award 2011 for his outstanding individual achievements and distinguished services to the nation.

Moirangthem Marjit Singh who is an assistant professor at the department of computer science and engineering at the North Eastern Regional Institute of Science and Technology received the award during a simple function at Speaker Hall, Constitution Club Rafi Marg, New Delhi on December 17.

The award includes a memento and a certificate of excellence.

Moirangthem Marjit Singh hails from Khangabok Pt III Cherapur Leikai

Speaking to IFP, Moirangthem Marjit Singh stated that the society had selected him for the award after perusing his bio-data.

He further stated that, he has had an excellent academic record since his school days topping in almost every examination he had appeared.

According to him he did both his class X and XII from Jawahar Navodaya Vidyalaya Kakching.

He further did his Master in Technology from NERIST where he is presently staying as an asst professor.

In 2010, he was also awarded a gold medal for topping in his MIT at NERIST. The medal was handed over by former India President APJ Abdul Kalam.

When asked if he has any message for the youths of the state by this IFP reporter, Marjit stated that there is nothing impossible if one is hard-working and have the patience to endure the hardship. He further urged the youths of the state to be active, hardworking and not to look behind if they want to move forward.

Regardless of how much has been said against bandhs and blockades, there is no dearth of people who would resort to these disruptive forms of agitations at the drop of a hat. So despite the bruises the entire population received on account of the recently concluded 121-day economic blockade along the national highways connecting the state to the rest of the country, thereby cutting off its lifelines, nobody seems to have learnt the lesson. The series of bandhs currently being called in the wake of the atrocious, cold blooded double murder of two perfectly innocent men, a father and son, by a splinter group of an underground organisation, is a demonstration of this. There can be no argument about it that the murders deserved the strongest condemnation but this does not mean those who empathise with the victims must resort to not only shooting themselves in the foot but also heaping more misery on the ordinary people. However, this is precisely the scenario. With a strike by the employees of the Public Health Engineering Department, PHED, the department to which one of the men killed – the father – was associated as a caretaker at one of the department’s facilities at Irilbung, the state is today forced to do without treated piped municipal water. Not only are the difficulties imaginable but the prospect of water borne diseases breaking out is immense too. This is to be dovetailed by a three day bandh by another faction of an underground group. Yet, it does seem the government would once again simply wait and watch. Though this strategy does wear out agitators, the injuries caused both psychologically and physically to the population is nothing trivial. If the government was willing to place its ears close enough to the ground, it would sooner realise that the morale of the people at this moment is at a nadir. Few, if not nobody, see a bright future for themselves or for the state anymore. The problem is, the government does not seem to think this is too heavy a price to pay for the tactics of inaction it has been so deliberately and consistently following.

The other truth is, the habitual callers of these disruptive strikes are of two kinds. One class belong to government services and whose job and livelihood securities are guaranteed regardless of whether they perform or simply sit on their haunches doing nothing. The second more often than not belong to a class who do not earn out of their own sweat, but live on other people’s earnings. Very often they call themselves social workers. If a survey were to be taken today amongst ordinary folks who live by their labour, both in the hills as well as in the valley, there would be few if any who support these strikes. Sure, they too would be outraged by many of the issues over which these strikes are called, but in no way would they condone these self-inflicted injuries in retaliation, after all they are the ones who are left to bear the brunt always. Why are these habitual strike callers not sensitive enough to understand the plight of ordinary vegetable vendors, day labourers, rickshaw drivers etc. A day without work is a huge blow on them and their families’ nutrition standards. Many less fortunate may even have to go hungry. What about the small time entrepreneurs, shopkeepers, motor mechanics etc, who do their small businesses out of rented spaces. Surely the days without work on account of these strikes are not going to be accounted for in the rents they have to pay at the end of the month.

When will these demagogues ever listen to the pulse of the people instead of decreeing what the pulse of the people should be and then enforcing it on the people? When will the government ever put its foot down and say no more of this? This lawlessness has been allowed to go on for far too long making the state and its people suffer inordinately. The inevitable consequence is, the state is lagging behind in so many spheres today. In particular, quality of life has plummeted so much that all with the means are virtually running away to settle elsewhere. The young population also do not anymore have their eyes on the state, and would not only prefer studying outside but also working and ultimately settling at the places of their work. If nothing is done to reverse the trend, Manipur in the near future is going to become a land of geriatrics and untalented, for the young and talented would all go away. It is a tragedy that the government which takes every opportunity to boast of achievements and blame others for failures, do not measure their deeds in terms of their contribution to this bleak future before the state.

DGP K Kire surprises Manipur with his `football magic`

After 37 years of serving the State and retiring after reining the topmost position in the hierarchal institution, it is something a blessing. Many used to retire after serving in various Governmental departments for decades but they did not reach the topmost position. It is nice to see that someone serving full to rein the whole institution and retiring gracefully.

Kelhousiethe Kire, IPS, who is retiring as Director General of Police (DGP), Nagaland by 31st December this year after serving long 37 years in the State’s Police Department has many things to be remembered. In his long chequered service history spanning over three decades in this insurgency prone State bordering Myanmar, he would have a many to tell.

In fact, when he joined the Nagaland Police way back in 1974 as DSP, the situation at that point of time in Nagaland was simply horrible. In was a time when the people did not like to join the Police service because of the unprecedented escalation of violence between the Indian security forces and the Naga underground people. It was also a time while many Naga leaders including prominent church workers were working overtime to convince the Naga underground people to come out and have some kind of deal with the Government of India. The following year, the infamous Shillong Accord was signed between the Government of India and the representatives of the Naga underground outfit.  

So, Kire had opted for the service of the State Police and he never turned back from his avowed commitment. He himself rightly pointed out that many had sacrificed their precious lives in the line of duties while some are not. While attending a recent funeral service of a jawan of 10 NAP (IR) who died fighting Maoist militants in West Bengal’s Purulia, he said, “We all will die, but the manner in which you have sacrificed is known by the people far and wide.” “Don’t think it is worthless,” he said.

Since Nagaland got her Statehood in 1963, the State had 17 Police Chiefs and out of which only 5 are Nagas. Mr Kire has served in various capacities and before coming to Police Headquarters, he had served as DSPs and SPs and Commandants of Nagaland Police battalions in various districts of the State. He assumed office of the Director General of Police of Nagaland on March 1, 2009. He took over from J Changkija, IPS.

Remarkably, many new things like strengthening security apparatus took place during Kire’s tenure as DGP. The raising of more Mahila Battalions and Commando Units, etc, also took place. It may be mentioned that the service of 15th NAP (IR) Mahila Battalion was sought during the last Commonwealth Games at nation’s capital. The services of the personnel and officials of the Battalion were lauded by Union Home Minister P Chidambaram. The Naga women personnel were deployed in various markets in the national capital besides Delhi Metro Stations. “The Mahila battalion performed as effectively as any other force, proving that they are in no way less than their male counterparts,” said Chidambaram while addressing the 15th NAP (IR) Mahila Unit in New Delhi.

Kire continued motivating and boosting morale of jawans by personally spending his 2009 Christmas with personnel, officials and their families of 9th NAP (IR) Battalion at Delhi. He again spent his 2010 Christmas with the jawans, officials and their families of 10th NAP (IR) Battalion at Purulia, West Bengal.

Many crucial elections like 14th Lok Sabha, five by-elections including the most crucial 29 Aonglenden one took place during his tenure as State’s Police Chief. He closely monitored various security apparatuses during these elections to make sure that no untoward incidents occurred. He also wisely saved situation from erupting violence when the unprecedented impeachment of NSCN (K) Chairman SS Khaplang from the organization and its follow-up developments. His sagacious and bold decision forced the Center to come their clear stand on ceasefires with various factions.

Kire was also not only an avid sport lover but also an outstanding sportsperson. He was a great footballer. In fact, before joining Nagaland Police in 1974, he played number of football tournaments including Subroto Cup in 1967. In the same year when he joined Nagaland Police in 1974, he played historic CC Meet at Imphal and lifted the Trophy. In fact, till today, he plays football besides holding prestigious positions in various sporting Associations in the State.

He also always thinks that sports can play major role in bringing peace among the various sections of the people. There is no barrier for him when sports come to his mind. He simply doesn’t want to politicize any sporting activities in his life. In a rare manner as a Police Chief of Nagaland, he kept going to Manipur to play himself football tournaments. In one such occasion, which I would never forget in my life was his joining Nagaland Police veteran football team when they entered final of the prestigious 13th Challenger Cup 2011 held at the historic Imphal Polo Ground. They had to play against Football Club Imphal (FCI) on May 10, 2011.

It was a surprise one day that Kire just called me up asking whether I had any program on Tuesday (May 10, 2011). I simply replied, “No,” and asking him anything what I could do for him. He told me that he was going to Imphal on Tuesday (May 10, 2011) to play final football match against Manipur football team (Football Club Imphal) in the 13th Challenger Cup 2011 at the Polo Ground, Imphal. I was wondering what he was talking but he told me that Nagaland Police veteran football team entered final in the 13th Challenger Cup 2011 at Imphal and would play against FCI. “So I want to join them,” he told me. I was very happy and told him that I would be meeting him next day in his office to organize for the journey to Imphal.

I met the DGP in his office the next day. From his office we both started chalking out for our journey program. He was so simple that we would just go to Imphal. I told him to communicate with his counterpart in Manipur for proper security arrangement along the National Highway 2 – Kohima-Imphal Road (previously NH 39). I was actually worried because if anything happened while going to Imphal, it would be simply a hell. I started contacting Manipur police officials at Imphal informing that Nagaland DGP was coming to Imphal to play football final match. So, I too engaged in working out DGP’s comfortable journey to Imphal and back to Kohima. In a way, he was so simple and tension-free-type man.

So the next day, we left for Imphal. Some senior Nagaland police officials too accompanied the DGP to Imphal. We were received in 1st MR Battalion by some high ranking Manipur Rifles (MR) officials. Then hurriedly we had our lunch and the DGP, without taking any rest, changed his dress for the match. We then headed to the Polo Ground where we met Nagaland police veteran football players. They were actually thrilled seeing their DGP there not only to support them but to join them in the match. The match started at 3 PM.

On the other side, since the Nagaland DGP’s taking part in the final match already appeared in Manipur local dailies, many sports and football lovers of Imphal thronged the Polo Ground to have a glance on the Nagaland Police Chief’s skills in football. In fact, the crowd cheered when the Nagaland Police Chief entered the ground and frankly speaking, the crowd in the Polo Ground sided with the Nagaland team. Surprisingly, DGP Kire wasn’t a new person in Imphal. He had many childhood friends and many of them were also holding high positions in various Governmental establishments and institutions in Manipur. Many of them came and wished him good luck before the start of the match and in fact didn’t leave him throughout. Many Manipuris who retired from the Nagaland Police came and gave their happiest salutes to him. It was a scene of something extra-ordinary bonding between the Nagaland DGP and his past friends in Nagaland uniform service from Manipur. His participating in the match also boosted morale of the players of the Nagaland team.

Nagaland team played dominance in the first half too and definitely when the DGP joined them in the second half, it was really free-will match for Nagaland players. Manipur team had a tough time defending all along. Finally, in the second half, Nagaland gave one solidarity goal emerging Champion of the 13th Challenger Cup 2011.

This is the second time Nagaland police veteran football team lifted the prestigious Challenger Cup Trophy. Earlier in 2009, they lifted the trophy and in 2010, they could not take place in the Cup.

Kire was so kind that he donated Rs 1 lakh to the organizer and also while receiving the cash award along with the trophy, he took the trophy and returned the cash back to the organizers.

His simplicity and no barrier in sports and more importantly going to a place where lot of issue having, his playing football there at Imphal had not only sent a clear message to the people who were also fed-up of insurgency that “sports can bring a lot to them.” He had shown en example that political activities should not come in the way of sports and in fact the people in Imphal had shown unprecedented love and care for the Nagaland DGP. His plays in Manipur in 2009 and this year were simply “heroic.” I salute him. He played his part. He became a hero in Manipur and I am thinking if the Manipur DGP too comes and plays in Nagaland, it will be a wonderful chemistry in the relationship of these two trouble-torn neighboring States in the region. I wish a Merry Christmas to DGP Kire and his family members and to have a very happy retired life in years to come.

IMPHAL, Dec 19: The KNO/KRA (Kuki Revolutionary Army ) on Monday claimed it shot and injured a man late last night for allegedly involving in extortions from public using names of various militant organizations and warned him that he will be awarded capital punishment if he does not surrender before the group within 24 hours.

Kamlim Khongsai of Gallom village in Senapati district was shot at by cadres of KRA around 10:30 pm at Khongsai village in Imphal East district.

A gang led by Khongsai involved in many cases of extortions from various government departments using names of various militant groups, particularly Kuki Revolutionary Army, its publicity secretary T. Simte told Newmai News Network over telephone from an undisclosed location on Monday.

Simte also said Khongsai continued his anti social activities and did not heed to the party despite warning before he was shot and wounded by KRA.

Giving a stern warning, Simte said KRA will kill them if Khongsai and his gang involves in further extortion and refuses to surrender before the party within 24 hours.

He also maintained that KRA has been working for the good of the society so it would not tolerate any anti-social elements.

IMPHAL December 19: A team of Imphal east commandos arrested two KCP (Kokai) cadres from Kiyamgei Palahanbi area yesterday at about 9.45 pm. The arrested duo are identified as Ningombam Inao Singh, 34, s/o (l) N Naba of Bashikhong Kongba Irong and Ningthoujam Sunil Singh, 43, s/o (l) N Tamphajao Singh of Bashikhong Kongba Irong .

A release of the Imphal east police has stated that one 9mm pistol with live ammunition was recovered from the possession of N Inao Singh and on verification he disclosed that he joined the KCP (Kokai) organization in 2008 through one Hemanta of Bashikhong Kongba Irong. Accused N Sunil Singh also disclosed on joining the organization in September, 2001. They both disclosed of being involved in extortion of money from general public, government offices, private firms, businessmen etc and also in transportation of arms and ammunition from one place to another, the release stated.

IMPHAL, Dec 19: A joint stakeholders’ report entitled “India: Status of Human Rights in Manipur” was released today by former member of Manipur Human Rights Commission, Yambem Laba in a simple function organized  by Civil Society Coalition on Human Rights in Manipur and the UN at Manipur Press Club, Majorkhul.

The said report has been submitted to the office of the High Commissioner for Human Rights of the UN for consideration in the second cycle of the Universal Periodic Review of India by the UN Human Rights Council in May, 2012.

IMPHAL, Dec 19 (NNN): The United Naga Council 9UNC) has demanded that the the SDPO (police officer) of Ukhrul and his team should be awarded with drastic action immediately for assaulting the general secretary of All Naga Students Association, Manipur (ANSAM) and also for creating public disorder. The UNC also asked the deputy commissioner of Ukhrul district to tender public apology for mishandling the situation.

ANSAM leader Seth A Satshang was allegedly assaulted by SDPO Wungpam Kasar and his team on December 17.

According to UNC, the ANSAM was observing one our daily public curfew in Naga areas in demanding the Alternative Arrangement pending Indo-Naga final settlement outside the Manipur government. It said the peaceful one hour curfew was a symbolic protest and that it is a political action.

DIMAPUR, Dec 19 (NNN): The festive mood in Dimapur was spoilt today by the sound of gun firing.

The stand-off between the NSCN-Khaplang and the NSCN-Khole/Kitovi groups began since Sunday. On Monday, the blank firing began. It all started after the tussle for opening a designated camp at Naharbari in Dimapur arisen.

The NSCN-Khaplang has been planning to set up a camp at Naharbari but the NSCN faction led by Khole and Kitovi opposes.

The local populace and Naga organisations tried their best whole day today to calm the tension. However, from time to time each group opened blank firing. The gun firing sound was heard till this evening.
