IMPHAL, December 14: A state cabinet meeting held this evening has approved the  acquisition of land for the development of exhibition ground/city haat/urban recreation centre/public utility in Greater Imphal.

Further according to a reliable source, the meet has further approved the acquisition of land belonging to Aru Ahen pisciculture Co-op Society, Wangkhei Khunou, Imphal east to be used for public utility Service and extension and regularisation of two lecturer (flute and violin) in the Manipur Government Music College will be the other agendas to be taken up during the December 14 cabinet meeting, the source further informed.

The state cabinet has also approved the revision of rate of honorarium for the elected representatives of MAHUD &RD and the regularisation of staffs of DIET under SCERT under the education (s) department, the source informed.

Other agendas approved during the cabinet meeting include the extension of service N Naorem Singh, director of Manipur Fire Service for one year on superannuation and extension of service of N Shamungou Singh Sr Scientific officer of Manipur Remote Sensing Application Centre for one year on superannuation, the source further informed.

Regularisation of officiating appointment of W Jadumani Singh Inspector, HC and N Dhanachandra Singh Inspector SSI was also approved.

IMPHAL, December 13: A regular with the Indian national football team, Moirangthem Gouramangi had recently added another feather to his achievements by winning the SAFF tournament with the Indian national team at New Delhi recently.

A centre back who has played with numerous well known clubs of the country, Gouramangi  currently plays for Churchill Brothers as a centre back. Gouramangi  has won nearly every club tournaments in India playing for separate clubs.

He has won the federation with both Dempo (2004-5) and Mahindra United (2005-6) and the National football league with Dempo in 2004-5.

He has also won the I-league with Churchill brothers in 2009 and was also adjudged the best defender of the season. In 2003, Gouranmangi captained the U-18 national side which had won the Ian Rush trophy.

In his debut for the Indian national senior side in 2007, the team won the Nehru Cup International in New Delhi. He has five international goal to his name.

At 6 ft 1in, Gouramangi is one of the tallest football players in the country.

Q) Anything you would like to tell about yourself, may be your childhood and about the clubs you have played and playing for now?

A) Guess it’s not the best thing to talk about yourself, briefly for your information: I started playing with DMRAO awang sekmai just for fun in the evening as any other kids does after school, it was a great feeling to represent my school (Manipur Public School) in the year 1998 if am not mistaken, we participated in the North East CBSE school meet in Itanagar. Then the real football journey started from the year 2000 when i got selected to the Tata Football Academy, Jamshedpur. Spent a long and important four years in the TFA till 2004. Started my club career after that – 1st club Mohan Bagan but went on loan to Dempo the same season and remained there almost the entire the season, 2nd club Mahindra United, 3rd club Sporting club de Goa, 4th is Churchill Brothers since 2007 till today.

Q)What do you think is the present and future of football in the state?

A) Undoubtedly Football is still the number one sports in our state, thanks to the many generations of players before us. The football fraternity in the country highly talks about us and appreciates the fact that we are one of the best footballing state in the country who had in the past and is producing numbers of good players. But the impression in the current scenerio is change which is unfortunate and sad. Let’s together face the fact and the truth that we are no longer considered to be among the top 3/4 footballing states in country whether we like it or not. We are losing our place in the national team and clubs, No doubt we still have hundreds of players playing out of the state in various clubs across the country and many employed with the government offices.

The question is – are we playing the lead roles in our jobs like many of our seniors in the past used to? NO.

So my question is – Are we compromising the quality for the quantity???

Q) Why do you think that local clubs of the state are unable to make it to the I-league?

A) Note : If you look at top clubs in Europe or Asia or any other part of the world, football clubs is not run anymore just out of passion or for the love of the game. Football clubs now is entirely a business entity, that is why FIFA and AFC is putting the utmost effort to bring the change in India, how to run a club.

Frankly, it’s just that we have not found yet in our state someone with the equal passion and interest of personalities like Mr.Vijay Mallya, Mr.Churchill Alemao. Mr.Dempo, Mr.Salgaocar and all the owners of the respective I-league clubs. What i mean is it’s very expensive to run and sustain a club in today’s time. Still in india the clubs are run only out of passion.

Q) Is there any visible difference in the players training in the state and outside the state, what is the main difference?

A) I dont think so i will be the right person to comment on this since I have never trained or played in a top club in Manipur.

Q) Would you like to play for any local club if given the chance?

A) I would love to, never know I might one day.

Q) What can the state do to promote the game in the state and bring out more players from the state?

A) Besides AMFA`s development programes, i think we the entire state need a hell lot of work to do because other states have gone far ahead of us in terms of everything.

To begin with first we need a tremendous support and interest from the state government, keeping in mind the limited resource and funds the respective clubs have.

Success of clubs will be the future of our state.

Q) What is one thing that you enjoy while playing football?

A) There is no specific, I just enjoy playing football whether it is during training or a match.

Q) What inspires you to play football?

A) I dont know coz i had never planned to become a football player, but i remember i enjoyed playing football as much as any other kid does after school; to go out at the nearby field and play and run around with the other fellow kids. And today here I am playing for Churchill brothers and the Indian team.

Q) What has been the best and most memorable play you have accomplished in your career as a football player?

A) There is a lot but winning the AFC Challenge Cup in Delhi and qualifying for the Asian Cup in Doha are moments to cherish.

Q)Anything you would like to share with the kids who look up to you and get motivation from you to play football?

A)  Keep working hard to the very best you can, try always to do the right things for that you need to know or keep asking to yourself or the seniors whether what you are doing is right or wrong, it can be on and off the pitch.

Absolute faith is absolute surrender to an amazing grace. A lot many people do not like the idea of surrender, but it is a fact that a lot many who felt there never was a need to surrender, did ultimately surrender – albeit a surrender not in humiliation, but in humility. In legendary singer and poet, Bob Dylan’s words: “You may be the heavy weight champion of the world, but someday you gonna have to serve somebody.” This amazing grace however does not have to be in the direct sense of Almighty God, but often manifests in the shape of what many poets have referred to as “hope”. TS Eliot’s “Four Quartets” comes to mind, an extended poem that followed his earlier one of a similar genre “The Wasteland”, which, after a lengthy tour of the spiritually barren landscape of modern life, ends with the chant Shanti, repeated three times. In the end, all that matters is peace, but peace, as a physical condition as well as a mental state, is illusive. Nobody would know this better than those of us in Manipur. Its quest has also never been easy. In a very paradoxically way, those who have found it are those who have surrendered – in the most sublime cases, surrendered their individual wills to the will of the “Amazing Grace”.

Many, if not most religions actually say this. Earthly life in this interpretation is a punishment, and transition from this temporal existence to the divine is the ultimate meaning. In the Judaic religions (including Christianity) the original sin is what condemned life to earthly existence. Otherwise it would have been an eternity in Eden for the original parents and nobody else. As to how attractive this idea is, is a matter of opinion. The original mother, Eve, probably thought it was a bore so she ate the forbidden apple, out of what is described as a feminine weakness. If not for her original sin, we all probably would never have seen daylight, or moonlight for that matter. It is difficult to say if we should deride what she did or else be thankful. Another paradox of life we suppose – another overwhelming question of “to be or not to be”. To be happy with a secure vegetative life, or else look for happiness in choosing to face challenges even if it means exposure to trouble and misery. The non-Semitic religions say very much the same thing, but in a different way. Take Buddhism for instance, or Hinduism for that matter. Rebirth is perpetuated by individual sins, implying that this cycle will end when sin is banished. As in other religions, earthly nonexistence here becomes bliss. The lure of this bliss, it has been explained, is also what gives suicide bombers the fanatic courage which makes them able to do what they do.

But the Amazing Grace manifests in another more tangible and comprehensible form – hope. To paraphrase Eliot’s “Four Quartets” this amazing grace is like the faith of a passenger in a subway train that stops and becomes stranded for hours in pitch darkness in the middle of a tunnel deep down below the surface of the earth because of a sudden power failure, that power would be ultimately restored and the train would again begin moving. That at the end of even the darkest tunnel, there would be light. Put another way, it is like a test of faith of a child in her father’s love for her and her belief that he would never abandon her, come what may. In pitch darkness where she cannot see anything, in the event of an emergency if she is required to jump from the window of her first floor room, and her father implores her to do so from below with the assurance that he can see her and would catch her, would she jump? She would if she had enough faith in her father. Such faiths give hope. Such hopes salvage. The amazing grace is that way too. For some inscrutable reason which you cannot explain but all the same feel, you know that this amazing grace would not let you fall. Come to think of it, Manipur has been stranded in the middle of a deep, dark tunnel for decades. Yet it has held together, despite all the centrifugal forces threatening to tear it apart. It is reasonable to believe hence that despite all its inherent contradictions, a faith in itself has given it the strength and hope that there would one day be light. What a time to recall the miracle of this Amazing Grace in this auspicious and festive season of a great religion of the world.

JAC of abducted father, son imposes bandh on Imphal-Yairipok road

IMPHAL, December 13: The Joint Action Committee of Irilbung Water Supply Chowkidar Ibomcha and the Yaikhu Kanba Lup have imposed a 5 hour bandh tomorrow along the Imphal-Yairipok road from 10 am to 3 pm.    

Ibomcha and Yaikhu, father and son, were reportedly abducted from Irilbung water supply scheme, where Ibomcha (the father is currently serving as the chowkidar) by miscreants identifying themselves as KCP militants on December 7 around 9:30 pm. The victims have remained traceless since then.

The JAC in this regards today organized a public meet cum sit in protest at Irilbung bazaar wherein the decision to imposed the bandh was resolved. The gathering also adopted several other resolutions.

In the first resolution, the meet agreed to pressure the government to take the responsibility for the safe release of the abducted victim at the same time, it had also resolved to appeal to the individuals/groups involved in the abduction to release the duo unharmed on humanitarian grounds.

The meet further agreed upon the imposition of public curfew in the entire government offices located within the Irilbung block until the victims are released, in protest against the indifferent attitude of the government to take initiative to release the duo.

Apabi Devi Ibomcha’s wife has appealed the group who have abducted her husband and son, to release the duo unharmed on humanitarian ground.

She said that the father and son are the only sole earners of the family and innocent persons who never had any forms of enmity with anyone.

She further revealed that her daughter in law, Yaikhu’s wife is also expecting.

IMPHAL, December 13: In the aftermath of attack on the BJP leaders carried out by some miscreants during a political convention held at Thoubal Moijing on December 11, eight persons including two VDF personnel were apprehended with suspected explosive substance by private security guards while trying to intrude at the residence of intending BJP candidate of Thoubal assembly constituency, Oinam Indira Devi at around 8:30 pm today.

Speaking to IFP over the phone, Oinam Indira who is also the secretary of a local NGO stated that some youths identified as relatives of Thoubal Adhakshya Md Latif came to meet her. However, she suspected the youths as all family members of Adhakshya Latif were known to her. When enquired about their credentials, they ran away from her residence, she stated.

Her private security guards deployed at the gate nabbed three of the youths while one of them fled. They disclosed that they were altogether nine coming in an auto-rickshaw from Sangaiyumpham. On further inspection, the guards found five other youths holding some blackish sticky chemical substance inside the auto, Indira asserted.

Personnel of 15 Assam Rifles were called in to verify the apprehended youths. On verification, two out of the eight youths turned to be VDF personnel posted at Thoubal and Wangbal posts. The investigation on the matter is still on. The police are yet to ascertain the recovered chemical substance, the BJP candidate added.

Indira disclosed that some unidentified persons have recently threatened to blow up her house. A hand grenade was also found at her residence some months back, she added.

When asked about any suspect in today’s incident, she stated that political rivalry is behind all threats to her.

UKHRUL, December 13: International rock band from the United Kingdom (UK), “Higher on Maiden” rocked Ukhrul with heavy metal music thrilling the tens of thousands of head-bangers at the TNL ground in what could be Ukhrul’s biggest rock concert. Rock fans braved a cold chilly December night as the band belted out metal songs one after the other. The rock concert was held under tight security arrangement and youth volunteers around the periphery of the TNL ground deputed by the Ukhrul Students’ Union.

The explosive high-profile international band in Ukhrul town remains the first of its kind in the records of the district.

The rock band landed from UK and is performing a “rock-tour” of the entire North Eastern States in India, organized by Seven Sisters Entertainment Group, New Delhi with a focal aim to enlighten the promotion of the art of Rock music bands established in the States, according to Sunny Shimray and Hardy Shimray the join associate partners of the organizing bodies Seven Sisters and MIZIM.

The rock band’s line up consist of main vocalist Ian Mikensie, Paul Hewitson (Bass), Steve Bunet on Drums and Steve as backing vocalist with guitars. IMPHAL, December 13: The observation of the ‘International Fortnight Observation Protesting Violence against Women’ organized by the Women Action for Development (WAD) which began from November 23 concluded today with a simple function at the Royale Conference Hall, Classic hotel.

The closing function was attended by Manipur Legislative Assembly speaker, I Hemochandra, eminent playwright MM. Manaobi, AIR programme executive, Vijaya Yumlembam as chief guest, functional president and guest of honour.

Speaking at the function, the Manipur Legislative Assembly speaker noted that crime and violence against women has been gradually increasing in the state.

However lauding the effort of the WAD in spreading awareness and supporting the victims of crime against women, the speaker stated that WAD has been extending care and support to the victimised lot.

He further appealed to the general public to take active role in the fight against such gender violence and to uproot it from the soil of the state, which is what the WAD and other like minded organizations have been promoting in the state.

Further during the valedictory function, WAD also distributed best gender journalist award 2011 and also for best lyricist, slogan competition.

The WAD also submitted a memorandum with charter of demands to I.Hemochandra.

The demands included setting up of women cell in every police station without delay, establishing working committee of Legislative Assembly for Protection of Women and Children from violence, to ensure effective implementation of gender budgeting policy with one third allocation of resource for women and also cases pertaining to violence against women and children should be allowed to handle by the IOs who are trained and gender sensitive.

The WAD further mentioned to launch ‘Helpline Centre’ for the victims of Violence Against Women (VAW) and punish those police officers who could not file the charge sheet for the case of VAW in time besides “criminal investigative award” for those discharging their duties for the cause of women and girls.

It further demanded to scatter CJM courts which are concentrated in Imphal to their respective districts for easy access and implementation of Protection of women from domestic violence Act properly and effectively.

CHURACHANDPUR, Dec 13 (agencies): A litter of cigarette stubs, abandoned syringes and used contraceptives greet a visitor to one of the four drug hangout joints in Manipur`s second largest town where red-eyed, stoned and slightly feverish youngsters huddle together.

Churachandpur, 60 km to the south of State capital Imphal, is a hub of injecting drug users (IDUs) thanks to its proximity to the Golden Triangle, notorious for opium and heroin production. The Golden Triangle, in narcotic parlance, includes the contiguous border area of Thailand, Laos and Myanmar from where drugs are sourced and peddled to north-east India and beyond.

The town, along with Ukhrul and Chandel districts, have the most number of IDUs in the State. There are an estimated 38,000 IDUs in Manipur, which has a population of around 2.5 million. “The injecting drug users mix heroin with water and inject in their body with the help of a syringe,” a member of the NGO SHALOM, which works with drug users, told IANS.

Locally known as No.4, a small chit of heroin costs anywhere between Rs 50 and Rs 300 in Churachandpur.

“Lack of socio-economic development and proximity to drug trafficking routes make the problem worse for youngsters who are unemployed. They get into drugs and never come back,” Chhakchhuk from SHALOM told IANS.

There are four hangout zones — locally known as hot spots — in Churachandpur where the IDUS indulge in drugs.

At one of these places, a 16-year-old fiddles with a syringe which contains some fluid. Her kohl-lined eyes are burning red, not with anger but with the effect of drugs. Ask her what her name is and she tells you to “get lost” without batting an eyelid.

What is most concerning is that these drug users share needles with each other, increasing the chances of contracting HIV. Locals say these places also see a lot of sexual activity. According to NGOs in Manipur, out of 38,000 injecting drug users in Manipur, 5,000 are female and highly vulnerable to HIV.

As per independent estimates, HIV prevalence among IDUs was over 15 percent in seven districts of the country in 2008.

While Amritsar topped with 30.40 percent, Churachandpur was second, with 28 percent of IDUs suffering from HIV.

“A majority of the female IDUs are sex workers who peddle drugs in the State from neighbouring Myanmar,” said an NGO functionary in Imphal.

According to the state Narcotics Control Bureau (Imphal Unit), heroin manufacturing units have mushroomed in Manipur.

In a press conference in Imphal earlier this month, Bijoy Shahni, assistant director of the Narcotics Control Bureau (Imphal Unit), said heroin was being illegally transported from Myanmar through Manipur to other parts of the country via Nagaland and Assam.

Likewise, he said drugs like Ephedrine and Pseudoephedrine tablets are also smuggled to Myanmar through Manipur.

To reduce the looming health threat local NGOs like SHALOM and SASO provide fresh needles to IDUs and advise them not to share needles. While they have been able to make some impact, Manipur still has a long way to go.

IMPHAL, December 13: With the government remaining indifferent to the demands of the JAC of AMTUC and AMGO despite the cease work strike of the JAC entering its 52 days today and at the same, the Manipur Secretariat employees joining the strike from today, it is an apparent invitation for a fiasco, said the JAC.

The JAC in a statement has said that taking into consideration the interest of the people they have been excluding essential services from the purview of the agitation. However it warned that it would not be wise on the part of the government to further test the patience of the JAC.

It posed that implementing few developmental projects in the state alone cannot be termed as welfare of the people and the state, when its machineries are left with a meagre pay scale.

It noted that the central government has been sanctioning funds to the tune of more than 80 percent to pay salaries/honorarium of the employees, pensioners and labourers, which has been playing the vital role in economic circulation/distribution through out the state. It is not the accumulated wealth hidden by the MLAs, ministers and other VIPs, doing this task, it maintained.

It claimed that the government is recklessly recruiting youths for government services before election to get political benefit. However after the election this vested interest policy will land the state into an ‘economic famine’ after the election, it asserted.

The JAC however would not acknowledge this ‘famine’ and allow it to entangle with its rightful demand of 6th pay, it held.

It warned that any employees found discharging their duties for their personnel gain in the wake of the agitation, will be dealt with serious consequences.

At the same time, it appealed the government to do the needful by regarding the agreement reached between the JAC.

IMPHAL, Dec 13: The proscribed UNLF has cautioned the people against human traffickers who have exploited women and children in the name of delivering good jobs outside the state.

A statement issued by senior publicity officer Ksh Yoiheiba mentioned that the Assam Rifles of the Indian Occupation Force often tries to mislead the people by naming fake traffickers. Persons who bring youths into the revolutionary movement have been wrongly exposed as human traffickers. Such misleading act of the Indian security forces leads to unnecessary commotion and violence amongst the innocent people.

The Assam Rifles have challenged the modesty and dignity of Manipuri women. Chanu Rose, Ahanjaobi, Sanjita, Manorama and others were the victims of these immoral Indian security forces, the statement said.

The UNLF further appealed to the people to identify the real human traffickers and safeguard innocent women and children from being exploited at the hand of Indian colonialists.

The attack on a BJP political rally at Thoubal two days ago was condemnable. Although nobody has claimed responsibility as to who the mob was affiliated to, it is anybody’s guess where this might be. The BJP which chose to hold the rally at Thoubal too would have actually been looking for such a confrontation. The constituency, it is well known is that of the chief minister, Okram Ibobi, and anybody who has been observing developments with an eye on the forthcoming elections would not hesitate to say there is hardly likely to be any contest here and Ibobi would win hands down. The chief minister, according to people with intimate knowledge of the constituency, has almost a cult following here, and his ardent supporters would do anything to ensure there isn’t even a wee bit of challenge to their hero’s supremacy. Not only is it a question of pride in an outlying district throwing up a chief minister of the state, but also of what the chief minister has done for the constituency and its people in tangible material terms. It is said that in the constituency there is not a single family today without a government job, and this is phenomenal in a state where unemployment is climbing to up the vicinity of 20 percent. In many other areas, there would be more families without a government job than those with one.

It is unlikely there was a mastermind behind the attack and the mob were just fanatical supporters of the chief minister wishing to show their loyalty in doing what they believed was in the interest of the man they literally worship. Little would they have realised they did more harm to the image of the man they thought they were helping. Remember the parable from the junior school text book of the ultra loyal monkey who wanted to kill the fly on the nose of his sleeping master with a club. Whatever the motivation behind the attack was, it must not be taken lightly. This is especially so because the Assembly elections are just about two months ahead and such act if allowed to go without penalty would become threatening for candidates who intend to stand against the chief minister. Not only this, if left unchallenged by the law, it may begin to encourage more in other constituencies supporting candidates currently in power, to take the law into their own hands. Since it is unlikely the government would pursue the Thoubal incident in earnest, perhaps it is only right for the Election Commission of India, ECI, to intervene. A strong message must be sent out now that such behaviour, regardless of which side of the electoral battle line the culprits belong, would not be tolerated at any cost.

But there are also other things of concern. If it is true that Thoubal has been favoured too disproportionately in reaping the benefits of the government, as is often charged, there would have to be something wrong. It is true any politician would like to nurture his constituency so as to ensure his longevity in politics, and indeed this is encouraged to officially sanctioned limits but the fact is, there is a limit. The local area development funds availed to all MLAs and MPs is meant precisely for this purpose, but anything beyond would have to be viewed with a degree of scepticism. If percentage of government employees recruited in the last 10 years in the Thoubal constituency (the period of Ibobi’s chief ministership) has soared far too much above the state’s average, the matter needs to be seen with a critical eye. If it is a question of private enterprises sprouting and spreading thereby generating employment, there can be little to question, for it is individual enterprise which made this possible, perhaps with institutional support such as easy credit facilities from the banks etc which also is perfectly legitimate. If on the other hand, it is a matter of distribution of government largess, then the familiar question would arise whether the chief minister is the leader of the state or of his constituency alone. But as we said, these are only serious speculations of what may be an infringement on the law and propriety, and in this sense an alert for everybody to be wary, but the more urgent concern is that of the attack on the BJP rally at Thoubal. The matter has already come up at the Rajya Sabha and it must now be pursued to its logical end in the state too so that the electoral accounts of the Assembly polls two months ahead is begun on a clean slate.
