IMPHAL, Dec 8: NEROCA has entered the final of 55th CC Meet football tournament after defeating NISA by 4-3 in the tie-breaker in the first semi-final match played today at Khuman Lampak Main Stadium.

Both NEROCA and NISA could not make any goal till the completion of normal time. The winner was later decided by a tie-breaker.

NEROCA scored four goals while NISA scored three goals in the tie-breaker.

M Ashok, Ng Tomarjit, Mahesh Rai and Th Roshan were the scorers of NEROCA while L Ratan, L Nabachandra and Th Borish scored for NISA.

Goalkeeper Mutum Raj of NEROCA was instrumental in making his team victorious by saving two goals against S Manimohon and G Golmei of NISA.

Assam Rifles Soccer will play against USA in the second semi-final match tomorrow.

While the Manipur Tourism department is still in a euphoric hangover over the recently concluded Sangai Tourism Festival 2011, what it now needs to do is some serious thinking and reality check on what it now flaunts as a demonstration of the tourism potential of the state. The tourism festival was indeed very well attended in all of the days it lasted, including most importantly on the day there was a bomb attack near the gate of the festival site. But the crowd turnout may not have all to do with tourism and by that virtue would be greatly off the mark to presume this is an indicator the state is ready for a booming tourism future. In more likelihood, this was more an indication of how starved of entertainment outlets Imphal and indeed the whole of the state has become in the past few decades. In the rural areas, where is life a little more paced out this starving need for release from routine life may not be as much, but in Imphal, which is today acquiring all the characteristics of a city, with shrinking living spaces, crowded streets, and an ever increasing pressure to find livelihood, the need is mounting each day. While it is growing in size and pace of life, it desperately lacks avenues to wind down at the end of each week of hard work and at the end of each day of grinding routine.

This is so especially in the still fledgling but nonetheless burgeoning private sector. No need to be modest about this but those who work, really have to work hard, and most often for salaries that are far from hansom. In this ever growing sweatshop, what are pathetically missing are avenues for quality time after work hours. Acute power shortage has ensured the state is plunged into virtual darkness after daylight hours, which in winter is as early as 5pm, making any possibilities of extending waking hours into the evenings. By 7pm, there is nothing very much left to do in Imphal city. Even at homes, there isn’t much scope for the families to sit together in front of their TVs, or in reading rooms, talking and winding down, for there would invariably be extended load shedding. If outlets for outdoor unwinding from work tensions built up during the days or weeks are dead, so are they inside homes. Added to this, a puritanical culture of austerity enforced by many “governments” in the name of a skewed sense of morality has murdered openness in the society which gives individuals moments to strip themselves of extremely conservative social expectations and be themselves. Under the circumstance it is only but natural that there would be a desperate universal thirst for any offer of a release. Fairs and fetes such as the tourism festivals become precisely such opportunities, therefore the frenzied rush for them. Come to think of it, this entertainment starvation is loudly visible even in crowds that form to watch earthmovers at work or electricians on mechanised lifts repairing street lamps. At Moreh a familiar remark often heard amongst residents is, even Tamu, though for long under a military regime, offers more quality time after work than their own hometown, supposedly in a free society and polity.

This is however not to say the government should not be delusion about Manipur’s tourism potential. It does have it. What we are suggesting is for it to be realistic in its assessments and not be swept by false euphoria. In the effort to improve Manipur’s tourism potential, there are a lot more other things to be accomplished, including very mundane and seemingly insignificant considerations. As for instance, no tourist is going to be coming to the state with their own transportation facilities. Starting from the airport where they land and for all the days they spend in the state sightseeing, they would want to hire taxis. Journalists who constantly receive colleagues from other parts of India and abroad know how much of a problem this is for visitors. While there are taxis and auto-rickshaws for hire in the city, their fare structures are not regularised. Those who hire them would have to literally bargain and haggle with them. For visitors from outside the state who are unaware of the rates here, this is a source of immense irritation. Why cannot the government for a start, regularise the taxi service in the state, making it strictly a licensed profession, entitled to subsidies and taxes alike, with a standardised metered fare structure? More than the even the tourism festival, which is more of a large scale local fair meant for local consumption, even a routine thing like standardising taxi service would do much more towards welcoming tourists to the state.

The transcript of a conversation between terrorists in the Kashmir Valley intercepted by security forces on 20 October reads: “Bilal kal phone kar raha tha bande ko ki aap Sallahuddin point pe jao wahan se E-mail karo mujhe aur tagda banda wahi dekho jo Sallahuddin ne dekha tha waisa tagada banda dekho jo Srinagar mein Batmaloo ki side kisi bhi jagah kuch panga karega toh yeh log aaj kal kah rahe hai bayan de rahe hain ki militancy khatam ho gayee  paar se dabaw aa gaya  hai thoda bahut bhagdadh  machao.” (Bilal phoned yesterday to take the man to Sallahuddin and email back to me….choose a man who is tough and smart like the one Sallahuddin chose, who can create some chaos to disprove what some people are saying about militancy being over… there is pressure from across to do some chaos…).

On the morning of 25 October 2011 two grenades explode at Srinagar’s crowded Lal Chowk and Batmaloo within a span of 15 minutes. While the Lal Chowk explosion caused injures to head constable Surinder Singh and constables Manoj Kumar and Manoranjan, the grenade hurled on a police picket in Batmaloo area barely one kilometre away exploded without causing any damage.   Over the next 24 hours, the third incident was a hit-and-run attack in Anantnag injuring a police constable the fourth incident a grenade lobbed at a CRPF picket outside the State Bank of India branch in Shopian’s Zanipora area, which failed to explode.

While no terrorist outfit claimed responsibility for these obviously coordinated attacks and fortunately no one was killed National Conference (NC) leader Mustafa Kamal created a far greater explosion by mouthing a typically separatist-style statement that the Army /forces not in favour of removal of the Armed Forces Special Powers Act in the Valley were responsible. The Army swiftly responded by stating that whatever Mr Kamal said was not worthy enough of a response. Sections of media and observers labeled the statement as nothing short of preposterous. The senior leadership of NC tied itself up into knots in the process of damage control.

Transcripts of two more audio recordings of intercepted conversations shared with this writer by highly placed sources are worth mentioning. On 19 October 2011 the intercepted conversation is between Wasim, the only surviving senior Hizbul Mujahideen terrorist in the area around Kangan and his friend Altaf, who is blaming Pakistani agencies for instigating Wasim and some others already killed to join the militancy and advising him to surrender to security forces (SFs): “Tere demag mein Pakistan walon ne kaun sa keeda chhoda hua hai…… Tu samajhta kyon nahin tere ma-baap bhi tere liye pareshan hain….. yeh chor hein  Pakistan wale… kitne ko marwa rahe hein …. koi Taliban wale mar rahen kuchh border par mar rahe hein….  Kashmir Hindustan ka hai Hindustan ke saath hi rahega ..Ham kaun sa kafir hain..ham tera bhala chahte hain…” (What have the Pakistanis planted in your head?…why don’t you understand?… Your parents are very worried…These Pakistanis are crooks…See how many of your group they have got killed…some have been killed by the Taliban, some have got killed on the border…Kashmir is India’s and will remain with India… we are not infidels to advise you so… we are your well-wishers…). The other is a transcript of a conversation on 20 October between two unidentified suspects:  “Hum scheme karenge… Main raat ko hi isko utha lunga aur raat ko hi Kashmir me lejaenge aur iske upar FIR karenge… Bata denge inhone isko kahin mara hai… Ab dead body nahin de rahe hain… Phir yahan hartal laga denge… Mujhe aise marna hi hai, main apna ek bachha apne hath se maar dunga” (We will make a plan…. I will take him away at night to somewhere in Kashmir and then lodge an FIR that they abducted and killed him somewhere  and are not handing over the body to me…then we will hold an agitation here…)

Whether it is political expediency or selective amnesia, Jammu and Kashmir (J&K) chief minister’s widely reported statement of 22 October 2011 that the AFSPA and the Disturbed Areas Act (DAA) will be lifted from parts of the state and that too within days, while certainly not surprising, is most certainly too great a risk on too sensitive a matter to be taken unilaterally.

If what Mr Abdullah has stated is not unilateral, meaning that it has the Centre’s nod, then even the contemplation of such a move, leave alone its swift implementation, that too without consulting the Army and at such a stage when Line of Control (L0C) and the hinterland have had a spate of encounters with hundreds of Pakistani terrorists in 42 camps are being trained and equipped and waiting/trying to cross over, is not only amazing but disturbing.

27 October 2011 marks 64 years of J&K being saved and wrested from over 10,000 Pakistan army instigated raiders. Thereafter, 24x7x365/366, Indian Army has been guarding the LoC and preventing any alteration of its alignment either way at the cost of thousands of its casualties seems to have been forgotten. Or is it being overlooked or disregarded? If Mr Abdullah thinks that there is such a level of improvement in the Valley’s security that AFSPA and DAA can be lifted from some parts, he must remember that that has been possible, including the best tourist season in 25 years and an incident-free annual Amarnath pilgrimage, mainly because of the Army being there effectively.

If the separatists’ oft-parroted demand of removing AFSPA and ‘demilitarizing’ J&K is ever implemented, there should be no doubt that Pak army/ ISI/jihadis will complete what was attempted in 1947.

Mr Abdullah must also know that the India-specific terror infrastructure maintained by  Pakistan army and the Inter Services Intelligence (ISI) is very much there, very active and of late, even more innovative. He also must know that there are enough Pakistani terrorists present in J&K and many trying to enter it and that removing AFSPA and DAA even selectively from some parts will only help these terrorists to enter them. He must also remember all the incidents of Pakistani terrorists in recent months and that the National Intelligence Agency has traced the perpetrators Delhi High Court attacks to Kishtwar, where investigations are currently on. The latest reports are that Ghulam Sarwar, of Lashkar e Tayyaba active for years in Udhampur and Doda districts is also involved.  

Mr Abdullah should also know that with all that has happened or ‘mis-happened’ in his government/ political party and governance of the state will not get wished away by drawing red herrings like demanding clemency for Afzal Guru or lifting the AFSPA and  DAA.

An assessment of Ministry of Home Affairs (MHA), Government of India Department of Jammu & Kashmir Affairs on its website reads: “Level of Terrorist Violence and Security Situation in J&K – In 2008, the number of incidents is down by 35% and those of civilians killed by 42% and of security forces killed by 32% as compared to the previous year (2007)”. Further details are: “In 2009, the number of incidents is down by 30% and those of SFs killing by 15%. and civilians killing by 14% as compared to 2008; in 2010, (till July. 2010) the number of incidents increased by 11% and SFs killing by 40% but civilian killing come down by 54% in comparison with previous year; till 2008, 1428 grenade attacks have taken place whereas 1033 grenade attacks took place in 2007. In 2009 only 978 grenade attacks have been taken place; during the year 2010 (till July) 28 grenade attacks have been taken palace; the daily average of terrorist incidents is 1.93 during the year 2008 as against 3.00 for 2007. In 2009, the daily average of terrorist incidents is 1.36; in 2010 (till July.2010) the daily average of terrorist incident is 1.46”.

While MHA’s assessment till 2010 is quite obvious, the latest inputs covering 2011 so far are: there are 42 terrorist training camps in Pakistan Occupied Kashmir (POK), of which 34 are active and 8 are dormant; there are upto 2500 terrorists being trained in the latest commando technique and use of hi-tech weapons and equipment; there are approximately 50 launch pads, with 750-800 terrorists poised for infiltration, for which dumping of arms, ammunition and equipment is in progress; there have been 35 attempts of infiltration across the LoC involving approximately 224 terrorists, out of which 54 succeeded, 32 were killed and one-Nissar Ahmed was apprehended recently; 19 Pakistani terrorists tried to enter India from other borders, mainly Nepal; in operations by Army and security forces so far this year, 116 terrorists were killed, 40 were apprehended and eight surrendered; in 66 terrorist attacks in the Valley this year, 30 innocent civilians and 27 security personnel were killed. Mr Abdullah has timed his latest statement on AFSPA with the Save Sharmila Jan Karvan rally from Kashmir to Manipur, which began on 16 October. However, what has emrged from latest reports about Irom Chanu Sharmila hunger-striking and force-fed for 11 years for removal of AFSPA is how she is at her ‘supporters’ mercy and how they have kept her propped and prevented her from leading a normal life. Her statements in an interview to a Kolkata daily are indeed significant: “The man I love is waiting for me impatiently. He came here to meet me but my supporters refused that idea… (At first) they insulted him and threatened him,” Sharmila said about Desmond Coutinho, a 48-year-old writer and activist, who met her in March this year. “It was a stormy night. He was sitting near the meira shang (women’s shelter) where the meira paibis (women activists) gather. They were hard-hearted.” The couple met on March 9 at a court, only after Coutinho sat on a hunger strike himself for two days.  Before she was released for a brief period, Sharmila requested the judge to provide him with security. Had it not been for the security, “Desmond could have been beaten to death”, Sharmila said.

In the Northeast, ULFA under Paraesh Baraua, NSCN-IM, PLA and some other groups, with their elements in   Burma and China are continuing their anti-India operations, which now involve not only terrorist attacks in the Northeastern states, but also training and supplying weapons to Naxal-Maoists. “Police commandos”, who replaced the Army in the parts of Manipur where  AFSPA was removed have been reported to have beaten all earlier records of human rights violations.

Not only the top brass of the three services, particularly Army, but the Defence Minister Mr. AK Antony has repeatedly and clearly stated that AFSPA must not be removed or amended, because any non-police personnel handling internal violence need to be covered, like the police is covered by the Criminal Procedure Code. Even with AFSPA, soldiers or para-military personnel do not have the kind and amount of power that a policeman has.

What certainly should be done is to rename AFSPA as Security Forces Special Services Act.

This is due to the principles and ideologies passed down the generations with the believe that it is by far better to live one day in freedom than live a lifetime under subjugation, and outside forced have not been able to break the spirit of the populace, it said.

However, in contrast to the ethic norms laid down by courageous ancestors there are many who should not be deemed as their descendants. The Indian government in order to enforce its rule have created puppets to serve their wishes. There are MLAs, ministers and those with deep pockets who enjoy the power and luxury of being in cahoots with the centre while strangulating the common man and dominating those who are against their wishes. The state has been in such a melee for the past 62 years and the common man has become poorer and more decrepit with each passing day even though they are earning their living through daily toil, it added.

But, the sad part is that we have lost the insight and the rationale to see through such devious designs which is planned by the Indian government. Those who are in close proximity with those in power feed like parasites and fill their pockets, it further stated.

They in turn propagate corruption, nepotism amongst the society. Such neo-colonialism policy of the Indian government has muddled the minds of the public and day by day, the society is deteriorating, the release further added.

Even then, there are many who still hold the love of the land deeply in their hearts and such determined youths are welcome and trained by the UNLF under its armed wing, the MPA, it added.

Further according to the release, the latter has in turn continued to wage the war of independence successfully on many counts in the past and will continue to do so in future. It is the bounden duty of all to join the fight for independence, it said.

But, those who have led the youths to the right path have been deemed as human traffickers, anti-social elements by the Indian occupational forces. Such wrong propagations should be avoided from sinking in to the mindset of the populace and rather the sacrifices made by those who have spearheaded the liberation movement must be acknowledged. The issue must be introspected and discussed by the public, it said.

The only solution for the different communities to coexist and develop is to rally for Independence and each individual to do their part, otherwise there is no light at the end of the tunnel, it concluded.

IMPHAL, December 7: Suspecting foul play over the death of their daughter at her husband’s home yesterday, the family members of the dead women led a mob to the residence of the husband and destroyed some furniture this morning at Mayang Imphal Bengoon Mayai leikai.

The dead woman has been identified as 21 years old Kusum ongbi Kaboklei w/o Md Abdul Salam of Mayang Imphal Bengoon Mayai Leikai. Kaboklei is stated to be six months pregnant with her fourth child and her husband who is a Tata magic driver failed to return home yesterday, a source said.

According to her husband’s family, Kaboklei had consumed poison last night at around 9:30pm on which the family rushed her to the RIMS, however she succumbed at 1:30am today. The family later informed Kaboklei’s family of Mayang Imphal Bengoon Maning leikai this morning.

Meanwhile, Kaboklei’s family has pointed their suspicion of foul play in her death. They have also informed that Kaboklei’s father in law identified as Sheiriyajuddin and her brother in law Abdul Rahman could have been involved in the death of their daughter.

The family further informed the concerned police about their suspicion and the police have picked up the two individuals this evening for interrogation.

Meanwhile, locals of Mayang Imphal Bengoon Maning leikai has formed a JAC against the death of K Kaboklei and has further resolved that the family of the accused should be ousted from the village for at least ten years. The ownership of the families land should be transferred to the three children of Kaboklei.

IMPHAL, Dec 7: Following the up-gradation of the Khengjoy SDC circle to the status of the Sub-division by the state government very recently, state government has given its official approval for the up-gradation of the Khengjoy Primary school to a High School.

According to an official source, the state government while complying to a recent cabinet decision further approved the creation of one post of head master and eight posts of graduate teachers to be deployed in the up-graded Khengjoy High School as per the norms notified earlier by the state government.

It may be mentioned that, the Khengjoy Primary school is under the control of the Chandel Autonomous District Council.

Khengjoy village is located in the interior areas of the  Chandel district on Indo-Myanmar border. Recently the state government had up-graded the Khengjoy SDC circle to the status of sub-division.

The source further mentioned that, the state government has also agreed to sanction the financial liabilities of Rs.122 lakhs which included Rs.22 per annum for payment of salaries of the school staffs and Rs.100 lakhs for the reconstruction of the said Khengjoy High school, the source added.

IMPHAL, Dec 7: Following the up-gradation of the Khengjoy SDC circle to the status of the Sub-division by the state government very recently, state government has given its official approval for the up-gradation of the Khengjoy Primary school to a High School.

According to an official source, the state government while complying to a recent cabinet decision further approved the creation of one post of head master and eight posts of graduate teachers to be deployed in the up-graded Khengjoy High School as per the norms notified earlier by the state government.

It may be mentioned that, the Khengjoy Primary school is under the control of the Chandel Autonomous District Council.

Khengjoy village is located in the interior areas of the  Chandel district on Indo-Myanmar border. Recently the state government had up-graded the Khengjoy SDC circle to the status of sub-division.

The source further mentioned that, the state government has also agreed to sanction the financial liabilities of Rs.122 lakhs which included Rs.22 per annum for payment of salaries of the school staffs and Rs.100 lakhs for the reconstruction of the said Khengjoy High school, the source added.

EMA criticises handling of the Sangai fest bomb blast victim by police and rescue team

IMPHAL, December 7: “The European Manipuri Association is shocked and concerned with the recent bomb blast at Hapta Kangjeibung, Imphal, a congested public area, killing an innocent rickshaw driver and injuring civilians on the fate full day of November 30” stated a press release of the European Manipuri Association.

It has further stated that EMA members are also anguished and deeply concerned at the lethargic and poor response from the emergency service to such an unfortunate incident. The manner, in which a grievously injured, nearly dead victim was handled by the security and the rescue team, choosing to question the victim instead of rushing him to the hospital, does not conform to the required standard of human dignity at all. This reflects the degradation of human values and respect of life in our society today, it added.

“We at EMA would like to see the government authorities, the local police and the hospital emergency departments to be the most responsible and highly professional teams who can execute their professional duty in the most considerate manner, in order to bring back respect from the community”.

It has further expressed its concern regarding the media coverage of the incident. A lot of our members have expressed a deep sense of revulsion and shock, looking at the picture of the badly mutilated and helpless victim.

“We feel that showing such gruesome images is not only insensitive to the families and dear ones of the victim but also to the viewers. As adults and responsible citizens of our society we have an obligation to not expose our children and young people to such disturbing images as it can have a long lasting psychological impact on them and their outlook to violence and crime” the release added.

The release has further appealed to the media fraternity to exercise utmost care and restrain while publishing disturbing images and to be more sensitive to the feelings of the families and loved ones of the victims.

It has further offered the EMA’s salute to all Manipuris who showed their resilience and further determination not to get swayed by the blast, but made the Sangai Festival a success and further added that the association shares the grief and pain of the bereaved family.

According to an official source, an official meeting of the Project Sanctioning Committee of the Ministry of the  Women and Child Development  will be held on December 9 at 3.30pm in the office of the secretary, MWCD under the chairmanship of the secretary WCD at Shastri Bhawan, New Delhi.

The source further informed that, the meeting will consider the proposals under the general grant-in-aid schemes of MWCD, the official source added.

IMPHAL, Dec 7: The PIB Defense Wing in a statement has stated that troops of 5th AR, Senapati Brigade under Red Shield Division achieved a major success in the last 48 hours by apprehending a top cadre of the NSCN (IM) and a top civil wing functionary of the banned KRF.

The NSCN-IM cadre has been identified as s/s maj S Johnson, 46, s/o S Lungshim of Kachai, Uhkrul district. He is stated to be the Second in Command of the Oklong camp of the NSCN (IM), the release added.

Further according to the statement, troops of 5 Assam Rifles later handed the NSCN (IM) cadreover to Imphal west police station.

It further stated that, in another incident, troops of 43 Assam Rifles launched a specific search operation in Motbung area and apprehended a KRF civil wing functionary identified as J Singson, 43, s/o Paolon Singson of Motbung.  J Singson is the chief administrative officer of the KRF and is actively involved in the financing, administration, recruitment and extortion activities of KRF, it further said.

IMPHAL, December 7: Defending champion Shillong Lajong FC today faced a shock exit from the ongoing 55th CC Meet football tournament being played at mapal Kangjeibung at the hands of USA Khurai, after wasting a 1-0 lead in the first half of play.

Following a 1-1 draw at the end of regular time, USA, Khurai defeated Lajong FC 3-0 in the penalty shot out.

Lajong FC who has had a fairly successful run at the Imphal main stadium ground as its home ground in the I-league, has been ousted from this year’s edition of the Sir Churachand Singh memorial Football tournament.

Lalnunmawia opened the account for Lajong in the 45th  minute.

However Lajong failed to maintained its lead for long when Thangkhosen Haokip of USA equalised for his club in the 49th minute.

The score remained at 1-1 till the end of normal time.

Thongminthang, BoyeshRangla and Haolengou Kipgen scored for USA, Seikhao Tuboi, Jenga Rongmei and Ronald Zothangzama failed to convert their spot kicks.

USA will now meet AR on December 9 in the second semi-final match, while NISA will meet NEROCA in the first semi-final tomorrow.
