It is heartening that the chief minister Okram Ibobi has taken cognizance of the daily VVIP trespassers inside the Kangla complex. It is equally heartening that he probably took notice of this ugly miscarriage of official power after the matter was commented upon in the local newspapers, including the IFP several times. It is a surprise that so many of these VVIP’s did not realise or were brutishly ignoring the fact that they were violating a sacrosanct space all the while before being told by none other than the head of the government himself to know their limits. As per the chief minister’s public statement, the no other than the Governor of Manipur would be allowed to drive through the Kangla, using this patch of green with immense historical significance as a short cut to avoid busy traffic. This was being done even when these VVIP’s were not on duty or in a hurry. It had become a matter of flaunting their power and official status. Indeed, many of these VVIP trespassers had proven themselves to be eyesores, zipping at breakneck speed with sirens blaring across the Kangla, usually from its south to north gates and vice versa, but sometimes also the western gate.

What the chief minister has done is commendable. Not the least for deflating the disproportionately blown up VVIP egos. He has gone strictly by protocol to make the single exception of allowing only the Governor’s vehicle to pass through the Kangla if the need so arises. Apparently he has chosen not to even make the privilege available to himself. Practising what one preaches is definitely enchanting and the chief minister this time has done just this. The Governor is the constitutional head and as per official protocol is at the apex of the hierarchy of the state’s officialdom. We hope his statement gets transferred into official policy sooner than later and that prohibition of vehicles within the Kangla becomes as much an unwritten tradition as it is an official policy and nobody, absolutely nobody ever thinks of seeking exception other than for important public purposes. This is relevant because the Kangla obviously would be a tourist attraction as and when the tourist traffic increases, and now that the restrictions under the Protected Area Permit, PAP, has been relaxed, this is likely to be the reality in the coming years, or months as the case may quite possibly turn out to be.

We are at a loss why enlightened citizens as our VVIPs presumably are could not understand the value of heritage without being told. If they did, they would have treated the Kangla with more respect than they have shown. They probably also see the Kangla’s worth as much as its value as real estate. Indeed, many will remember there was once a move to divide up the Kangla into shop plots and at another time to build the state’s capitol here, and the Kangla moat outside the complex had begun to be filled. If that official plan had not been resisted by the more conscientious amongst the officialdom and by the general public, Manipur may have lost for good one of its most important, if not the most important historical heritage.

The mid 20th Century when the Second World War reached the soil of Manipur exposing the erstwhile kingdom to a scale of violence it had never seen before can be said to be the time Manipur was first introduced to the modern world in a real way. It was a traumatic start and it was sudden too. This being the case the disorientation that resulted is understandable. Even if many of the misinterpretations and misconceptions of modernity can be to a good extent attributed to this suddenness of epochal transition, it has been more than half a century since, and lessons ought to have been learnt by now. One of the biggest of these lessons is that beyond the material world which can be calibrated in material worth, there are also intangible heritages which are priceless. Once upon a time, unwritten rules, norms, taboos and even “motivated” and deliberately “cultivated” superstitions spelled out respect for these intangible gifts from the past eras. Today while these unwritten rules have lost their value, acquired modern laws and rationality have not been able to rewrite the need for protecting these heritages. The sooner the place comes to terms with this new challenge, the less irreversible harms would be done to our priceless heritages.

While many countries of the world are investing more in research and development of cheaper and cleaner nuclear energy, the nuclear research programme of Iran has drawn ire of the West since a decade. Although Iran has repeatedly claimed that its ongoing nuclear research program is for peaceful uses and its purpose is merely to become self reliant in nuclear energy, the western countries, particularly the United States and Israel are not ready to accept this argument. The United Nations agency IAEA has several times expressed its concern over the Iranian nuclear programme. In its latest report, the IAEA has said that it has “credible” information that “Iran has carried out activities relevant to the development of a nuclear explosive device.” Recently, a fresh resolution was passed by the IAEA calling on Iran to clear the doubts and concerns of the international community regarding its nuclear program.

On the other hand, Iran has called this report completely “non-professional, unbalanced and politically motivated” and prepared under “pressure” from the United States. Iran says the IAEA serves as America`s puppet. In the wake of this report, Iranian President Mahmoud Ahmadinejad has once again insisted that Iran’s programme is for peaceful purposes and it will never stop it.

But according to the IAEA report, the research carried out in 2008-09 is a matter of serious worry. It has said that research pertains to such devices which have no other use than to detonate a nuclear bomb. In response to this report, the US has said that Tehran has repeatedly failed to convince the international community that its nuclear programme is for non-military purpose. Amidst these, speculation of possible military action against Iran has caught up. While the US and Israel seem to favour such an option; Russia and China, on the contrary, have vowed to oppose tooth and nail any sanction against Iran in the UNSC, let alone military strike. Even the US administration is apparently divided over the use of force on Iran. The US Defence Secretary Leon Panetta has warned that attacking Iran may have “a serious impact in the region and on U.S. forces in the region.” Panetta opined that bombing Iran would merely “delay that (nuclear) program or derail it up to two or three years at most.”

In response to such discussions in the Western media, Iran has issued a stern warning. Parvez Sarwari, the chief of Security Commission of Iranian Parliament, said that Iran has the courage to turn Israel into a heap of dirt, in case any such mistake is committed by Israel. He said that he is eager for the moment when Israel provokes Iran to demonstrate its power and technology. This echoes Ahmadinejad’s view aired some years ago where he said that Israel must be “wiped off the map.” Such kind of threatening certainly gives strength to American and Israeli fears that Iran is actively involved in creating nuclear weapons.

To understand this speculation of war, we need to consider two other factors than the nuclear programme of Iran i.e. the disputed Presidential elections in Iran in 2009 and the ongoing anti-regime uprisings in the Arab world, better known as Arab Spring. These two things, in addition to Iranian nukes, have helped create such a negative atmosphere against Iran. Just after the Presidential elections in 2009, the protesters, led by the loser candidate Mir Hussein Mousavi, occupied Azadi Square in Tehran, accused the government of large scale poll rigging in the elections and demanded re-election. The government suppressed that movement by the use of force. Encouraged by the Arab Spring, once again the protesters took to streets in large numbers. This time again the movement was brutally crushed.

Iranian government claims that these protests are getting tacit support from the US and Israel, hence need to be suppressed. Israeli Prime Minister Benjamin Netanyahu also complements this assertion by saying that Arab Spring could “turn into an Iranian winter.” At the same time, pro-Nejad Iranian lawmakers have called for hanging of those opposition leaders who are involved in “conspiracy” against the government. This kind of internal conflict presents similar kind of excuses to the enemy countries, which were evident in Iraq, Afghanistan and Libya in recent years. In other words, wherever the US intervened militarily, it had the support of a large section of local people.

Though Iran can have a sigh of relief since the US will hesitate from acting against it, keeping in mind the ‘intolerable’ losses it had to suffer from military intervention in Afghanistan and Iraq. In case Washington decides to land on Iranian soil, the resistance to its forces will be much stronger and violent than it had experienced in Iraq and Afghanistan. Apart from this, the current financial position of the US won’t allow it to take on any new military adventure. Hence, the shadow of war on Iran is not so real. It may be a mere pressure tactic being used by the US and Israel to make Iran fall in line.

IMPHAL, November 21: Security forces have apprehended three cadres belonging to different underground organizations in the past two days during counter insurgency operations conducted in different parts of the state.

According to an official release issued by the  SP Imphal west, a team of the district police commandos apprehended an active sympathizers of the underground group Kuki Revolutionary Force (KRF) identified as Sehminlal Singson, 24, s/o Satlal Singson of  Keithelmanbi military colony from New Checkon bazaar this morning around 8.10 am. During preliminary verification, the arrested person identified himself as a sepoy of the 23 Assam Rifles, the release informed.

The official released further mentioned that, during further interrogation he revealed that he is working under the command of s/s finanance secretary LN Kuki of KRF and that he was involved in extortion of huge amount of money from shopkeepers located at New Checkon area for party fund.

The released also mentioned that one ID card of the Assam Rifles, two ATM cards of SBI, one driving licence, one demand letter signed by LN Kuki of KRF for a sum of Rs 5000 for serving to a grocery shop in New Checkon and Rs.20 in cash were recovered and seized from his possession by the police.

In yet another incident the troop of 15 Assam Rifles of 9 Sector under the HQ IGAR (South) apprehended one cadre of rthe underground KYKL identified as Puyam Amu alias Bisesor, 28, s/o P Homen Singh of  Langathel Heibungpokpi from his locality during search operation this early morning.

According to a release of the PRO IGAR (S), one 9mm pistol was recovered from his possession.

The official release further mentioned that, the troop of 17 Assam Rifles of 10 sector under IGAR (South) during their operation conducted at Kachai were able to seize 500 kgs of Ganjas this morning from the possession of one AH Peter, 48 s/o late Maringthuk of Leisham, Sondal village, Ukhrul district.

Meanwhile, troops of 6/8 Gorkha Rifles and 5/9 Gorkha Rifles of Logtak Brigade under Red Shield Division in a joint operation apprehended one terrorist of KYKL from Upokpi Khunau, Bishnupur today.

The individual revealed his identity as s/s lance corporal Salam Eboya alias Zalim, 37, s/o Salam Khumai, resident of Upokpi Khunau. He further revealed that he was trained in the year 1993 at a KYKL camp in Chandel, Phiram in batch No 07. He was involved in weapon transportation, tax collection and extortion in Moirang and Bishnupur areas on behalf of the banned terrorist outfit. The cadre was handed over to Bishnupur Police Station, stated an army press release.

IMPHAL, November 21: A delegation of the Kuki community from the state has move out a case for the Kuki tribal areas of the north-eastern state of Manipur to be brought under the Sixth scheduled of the Constitution of India along the lines of the Bodo Territorial Council.

According to a press communiqué from the ministry of the Traibal Affairs, government of India, a memorandum was submitted today to the Union minister of Tribal Affair’s and Panchayati Raj by the Kuki Inpi Manipur, an apex body of Kuki tribes complaining about the discrimination meted out as one of the main factor for the armed unrest in the hill areas of the state.

It is mentioned that the delegation of Kuki Inpi led by its president, Thangkhosei Haokip during the meeting with the Union minister explained that the state government has chosen not to heed the long standing demands of the tribal people of the state to be brought under the sixth scheduled of the Constitution.

According to the memorandum, he further narrated during the meeting that, in the last two decades, no autonomous district council election were held in the state and the power to transfer land in the hill districts were given to the district collectors, during which time the chunk of  tribal land were allowed to be  transferred or sold to the non-tribal.

It is also mentioned that, the KIM delegation have appealed the Union minister to urged the Union home minister, on the issue of the implementation of the Manipur (Hill Areas) Autonomous district Council Act, 1971 by the state government in relation to the Sadar Hill district, the official communiqué added.

IMPHAL, November 21: Health and family welfare minister L Jayentakumar today inaugurated a one day workshop on ‘Manipur in the present scenario related to sexual exploitation of women and children’ at Keishampat Keisham Leikai community hall organised by the Holistic Development Organisation.

“A mother has to play a big role in bringing a peaceful and developed society, and in order to look after the welfare of women and her children, the Indian government had instituted a separate department called the department of social welfare”, the minister stated.

Considering the welfare of the women and her children, the state through the department has implemented various schemes and projects; however the law and order situation in the state has blocked the successful implementation of the schemes.

He also opined that there was no good education in the Manipuri society some 20 years back, and the result is that the present day has been facing the worst kind of law and order in the state. Manipur needs good mothers to produce healthy and good children. The government has been implementing various schemes and programme but it is unfortunate that so far it has not been able to succeed.

Noting that in India, there is no separate department for men, he said the country has women and child department.HDO secretary, S. Prakash who was also speaking at the workshop said the number of children living with HIV/AIDS are alarmingly increasing in the state due to armed conflict situation.

It is the right time for the people of the state to work towards the development of the state.

Secretary HDO, S Prakash in his addressed stated that with the arrival of development in the state, the society is today witnessed to various unbecoming behaviours amongst the youth of the society and if the leaders and various civil societies of the state fail to check this unbecoming behaviours it could be fatal for the very survival of our society.

K Saroja, probation officer social welfare department stated that there has been a steep rise in the numbers of orphans and widows in the state due to the problems of armed conflicts and HIV/AIDS. Side by side little girls from Below Poverty Lines have been exploited by some individuals in the name of providing jobs. There has been an increased in sexual exploitation of children by their step parents. Not just these but the social welfare department has even countered instances when children were found sleeping atop trees afraid of facing abuse from their step-parents, she added.

The department has also reports of two rapes in the state this month. The department rescued a 12 year old from the clutches of a 42 year old who had abducted her and raped her for three days and another six year old who had been raped by a neighbour during this month. 

She informed that family members of young girls have a major role in stopping such sexual exploitations.

IMPHAL, Nov 21: The state government has approved to allocate additional funds of Rs 703.76 lakhs available under the State Development Fund (SDF), 2011-12 for the execution of 13 numbers of priority projects implemented by different department in the state.

According to an official source, the department to which the state government has allocated additional funds include PWD, health, transport, social welfare, MDS, GAD and education.

The source further mentioned that, additional fund of Rs 7 lakhs has been allocated to Road and Bridges; Rs 170.16 lakhs to Motor Vehicles, Rs 50 lakhs to technical education, Rs 50 Lakhs to medical & public health; Rs 120 lakhs to social security & social welfare; Rs 30 lakhs to craftsmen training; Rs 100 lakhs to MDS; Rs 126 lakhs to Public Works and Rs 50 lakhs to GAD.

The source has further informed that the funds will be additional to the annual plan outlay of the departments.

The first Mayangbam Anandamohan Singh Memorial Lecture synchronising with his birth centenary was held at the occasion. The lecture was chaired by Padmashri RK Jhalajit Singh and eminent persons of the state, Nongthombam Kunjamohan Singh and Dr. M KritiSingh and spoke on the theme “Literature, Society and Library”. IN 1957, two Italian priests, Fathers Bianchi and Revilicho of the Salesian order, arrived in Imphal and established the Don Bosco Youth Centre at Chingmeirong, about three kilometres north of Imphal along National Highway No. 39, and which later became Don Bosco High School. Catering to the needs of boys of the state and adjoining Nagaland, the school soon began to occupy centrestage in the matter of education. Salesian nuns soon followed suit and established Little Flower School for Girls. Till about 10 years back, these two schools would produce most of the Top Ten rankers in the annual matriculation examinations conducted by the state. In fact, the two schools began to be identified as elitist institutions that catered to the needs of the “high and mighty” of Manipur. The joke at one point of time was that these two schools together produced more first divisioners in the matriculation examinations than all the government schools of Manipur put together.

Perhaps it was this stigma of being labelled an elitist establishment that prompted Father MC George, rector of Don Bosco High School, Imphal, in 2002, to conceptualise and put into action a concept now called Bosco Mangal — Bosco being after Don Bosco and Mangal in Manipuri meaning light. This was long before the Centre conceptualised the Right to Education Act and the Sarva Shikshya Abhiyan programmes that aimed at education for all Indians.

The Bosco Mangal project, launched on 12 October 2002, heralded a revolution in catering to the educational and allied skills needs of a people then caught up in almost 50 years of insurgency and conflict. In a way Father George inverted the pyramid of established educational norms and practices of the so-called elite school establishments by taking education to the doorstep of the have-nots for little or nothing.

The Bosco Mangal project includes Youth Animation and Peace Programmes, Primary School Teachers’ Training, Basic Education Programme, Sponsorship for Poor Youth, Community School Programme, Intensive-Leap Frog Schools, Life Aid for People Living with HIV/Aids, Caring Community Project and Vocational Training Courses. These programmes were framed to contribute in making Manipur a better place, offering all young people the possibility of learning, growing and blooming so as to be able to live in good health, peace, joy and harmony.

Till date, when we imagine a child reciting his/her nursery rhymes in English, one tends to place such children in the metros’ income group, taught by well-paid teachers. But what the Bosco Mangal project has done is reverse this very notion. I was surprised to meet village children assembled in their teacher’s outhouse doing the same with much gusto. The teacher herself is just another village girl who finished her higher secondary school education and had the good fortune of becoming part of the Primary School Teachers’ Training Programme. Her students do not carry any text books because they are so poor they cannot afford these, so the teacher has to do double time to make sure her wards can copy the lessons down and also memorise them. She is paid by the Bosco Mangal project, but it is a pittance compared to what her compatriots earn in government or established private schools. But the satisfaction on the face of the young teacher in Keibul Lamjao village near Moirang in Bishenpur had to be seen to be believed.

To the village elders, the Bosco Mangal project is almost a Godsend. They still cannot believe their children can now recite poems in English without their having to spend a fortune in the process. That Christian missionaries are doing this and not once have spoken about conversions has added more credence to the crusade for universal education. So unlike the case in conservative Hindu villages as also even more conservative Muslim villages.

What is innovative about the project is that the Basic Education Programme aims at providing basic literacy skills to enable children — between seven and 12 years of age, who have never been to school or who had dropped out at an early stage — to get admission in regular schools. This is achieved by working in close coordination with village elders, women and youth groups.

At the Bosco Mangal Literacy Centres, the children are taught English, Maths, Hindi and Manipuri for two hours. The teachers too are put through life skills training.

What follows is parental sensitisation, courtesy Village Educational Committees, and after the children are put into regular schools financial assistance and scholarships are then provided for the needy ones. The Bosco Mangal project does not end with just teaching children how to read and write — they are provided with health check-ups and made part of a Self-Help Group in each Literacy Centre.

A unique innovation is the “leap frog” programme, whereby a child who had missed school for a couple of years is made to sit through two to three promotional examinations in a year so that he/she can be relocated to a class appropriate to his/her age. This has resulted in a very positive response from parents who want the Literacy Centres to continue and have pledged their support for the teachers concerned.

But educating children does not appear to be enough for the protagonists of the Bosco Mangal project for they have also successfully launched vocational training classes for young people. At the Thangzing Vocational Training Centre near Moirang, girls are being trained in embroidery. The trainees say they earn about Rs 1,500 a month but once out they can earn about Rs 3,500 a month on their own and this gives them the economic independence that has been lacking for so long in Manipur.

Heading the Bosco Mangal project in Manipur today is Father PX Francis, a soft-spoken Salesian from Kerala, who is a linguist in his own right and authored the first copy of the Bible in the ancient Meitei Mayek script. He speaks fluent Kabui dialect, besides Manipuri, and he is at ease amongst representatives of the foreign funding agencies as they weave across numerous villages where the Bosco Mangal project operates.

In a place like Manipur where the government has been such a dismal failure in providing education to the masses — so much that quite a few insurgent groups had taken up education as their agenda, besides the liberation of Manipur — the Bosco Mangal project has shown the way for both the overground and underground governments of Manipur can learn and try to follow the ideals of St John Bosco, who was born in 1815 and died 73 years later near Turin in Italy. Today, thousands of his establishments across the globe are reaching out to young people in their areas.

IMPHAL, November 20: The stage is all set for the Manipur Sangai Festival, 2011 (Manipur Tourism Festival), which will be inaugurated tomorrow at the Hapta Kangjeibung by the state Chief Minister Okram Ibobi Singh. The festival is being organized by the state tourism department with the main objective to highlight the potentials of tourism industry in the state, commissioner tourism KK Chhetry said this evening during a press conference called regarding the preparation of the festival.

The tourism commissioner further confirmed the arrival of delegates from seven South-East Asian countries to participate in the festival.

The tourism festival was launched while considering the potential of the state as a tourist hotspot, and the various exotic spots which could lure the national as well as international tourist into the state, he informed the conference.

There are separate committees to look into each and every details of the festival and they will help attract the tourist from the state as well as from outside according to their own specific needs.

The department has further instituted a separate cultural sub-committee which will look into bringing the various aspects of traditional and cultural items of the various communities residing in the state. The department has further instructed all district administrations to send cultural troupes of all communities residing in their districts so that the various cultural forms of all ethnic groups are showcased during the festival, he further informed.

Indigenous games and cultural items will be showcased everyday of the festival at separate venues in the state. Traditional polo, Mukna, Mukna Kangjei, Arambai will be showcased during the festival.

Other main attractions of the ten day long state festival will be X-Games including speed rock climbing competition, traditionalshow, rock show, he further informed.

He further informed that more than 200 bodies have already book to open stall at the main venue of the festival at Hapta Kangjeibung.

He further informed that more than 200 stalls have already been booked for the tourism festival while teams from Thailand and Kenya are on their way.

Our Moreh corresspondent adds: A delegation of 12 members of Myanmar will take in the Manipur Sangai festival which will be held from November 21.

Indo-Myanmar Association and NEFIT provided assistance to the Myanmarese delegates.

IMPHAL, November 20: With the conclusion of the ten days induction training programme for newly recruited graduate teachers under RMSA, counseling for posting teachers will be done on November21 for SGT; on November 22 for AGT and on November 23 for both EGT, MGT and LGT stated a release of the principal secretary, education (S).

It has further added that the counseling will be done at RMSA office, Babupara, Imphal west from 9:30 am to 4:30 pm. Only the candidates who attend the counseling will be given an opportunity for selecting the posting of his/her own choice, depending on merit. However, teachers under Additional English will be counseled along with English Teachers, it added.

Following the same pattern of recruiting the graduate teachers based on merit on the past academic and professional performance of the candidates, the process of posting by counseling is also based on merit of candidates. The counseling for posting involves selection of the posting from among the available vacancies based on the merit of candidates in a transparent process, it said.

It has further informed that candidates will be called in order of merit to select their posting. The first candidate will pick up his choice of posting and the next candidate will pick up from the left over vacancies and the process will continue till the end, it stated.

The likely vacant list of schools has been distributed to all the candidates on November 19, so that the candidates are aware of the likely vacant schools and their address. While preparing the likely vacant schools list apart from 67 upgraded schools, thorough analysis was done considering the gaps of teachers in position in class IX & X in all the existing 224 secondary schools and their enrollment. The vacancies are identified on the basis of student enrollment and shortage of teachers and availability of vacancies, it maintained.

The counseling will be done in the presence of all candidates. The whole process will be displayed on Big Screen for information of all the candidates. The progress of allotment of vacancies can be seen by the candidates as it goes on and on completion of the counseling posting order will issued immediately, it ended.

IMPHAL, Nov 20: Some members of Thoubal Zilla Parishad have alleaged Adhakshya MV Atao Rahman and former chief executive officer A Romita of embezzling Rs. 16,83,282 from the joint account at UBI, Thoubal Branch.

Speaking to media persons today at Manipur Press Club, Zilla Parishad member of Leishangthem, Md Abdul Latif stated the Adhakshya and CEO have embezzled the money from the fund sanctioned by state finance commission (2009-10,2010-11) and 13th finance commission (2011-12). The duo have withdrawn the money from the UBI without prior information to any the Zilla Parishad member.

The members further demanded the authorities concerned to investigate into the matter and take punitive action against the defaulters.
