IMPHAL, July 17: Various farmers’ organizations of the state have condemned the agriculture minister Ph Parijat saying that he is playing divisive roles in the present fertilizer crisis.
The separate releases from All Manipur Progressive Farmers’ Association, Heirok Farmers’ Society, Nongpok Imphal Loumi-Sinmi Apunba Lup, Ngairangbam Farmers’ Society and Khundrakpam Apunba Loumi Lup stated that the farmers of the state are facing shortage of fertilizers in the state due to irresponsible act of the concerned agriculture minister. He cannot keep his promises to the farmers. The farmers are still buying the fertilizers at a much higher rate than the actual price fixed by the state government.
The farmers further appealed to the concerned authority to take up necessary actions to solve the present fertilizer crisis.

IMPHAL, July 21: Former CADA and MOBC minister Md Allaudin has today announced that he will be contesting the ensuing 10th Manipur Legislative Assembly elections from Lilong assembly constituency on the Congress ticket.
Allaudin, 62, son of former Chief Minister Allimuddin, was elected as MLA from Lilong in the 7th Manipur Legislative Assembly elections and was a state minister in the then Nipamacha government.
Addressing the public at a function today at his residence at Lilong Haoreibi Turel Ahanbi, the ex-minister stated that the Muslim dominated constituency of Lilong has not been developed much during the last few assembly terms. IMPHAL July 25:M. Prithiviraj, MLA Moirang today donated rice as initial emergency relief material to flood affected families who are residing in makeshift relieve camps situated in Moirang Kendra.
Owing to rise in the level of water at Lotak Lake, several houses located in the low laying areas in the vicinity of the lakes have severely affected Privithiraj told to media persons present during the distribution of relief material.
Altogether 930 affected families are camping in various places of Moirang. Each families were given 10kg rice as initial relief material. IMPHAL, July 27: The foundation day off Central Reserve Police Force was celebrated by 69 Bn CRPF at Mantripukhri Headquarters today.
A release of DC 69 Bn CRPF stated that the erstwhile Crown Representative Police established by the British on July 27, 1939 was renamed as Central Reserve Police Force on December 28, 1949 by enacting the CRPF Act, 1949.
The foundation day celebration was marked by organizing inter-company games and sports, cultural programmes followed by a grand feast.
Speaking at the function, deputy commandant RV Philip highlighted the achievements of the battalion. The battalion has done commendable job in securing NH-53 during the two- month long economic blockade in 2010. IMPHAL, Aug 3: The Federation of College Teachers’ Association Manipur (FECTAM) has appealed to the students and guardians to bear the inconveniences of cease work strike for some more time until the state government fulfills the demands of the college teachers.
A release of the association stated that the college teachers are demanding the revised 6th UGC pay scale not only for their personal benefits but also for the upliftment of higher education sector in the state.
The state government has neglected the demands of the teachers for quite a long time. The teachers are concerned with human resource development of the state by enhancing the quality of higher education, it said.
The FECTAM further appealed to all concerned to render a helping hand to save the degrading higher education of the state.

The educated unemployed youths of our state have bestowed some faith in the state government after the declaration of recruitment result of 503 graduate teachers under Rashtriya Madhyamik Shikshya Abhiyan (RMSA). Although the recruitment process was not that proficient, the result could be written in golden letters in the history of the state. It has been a notion that government jobs in the state are purchasable at a certain specific rate, say ten lakh rupees for some grade-I post or five lakh for grade-II. Majority of our youths remain dejected while only some fortunate could procure jobs by paying the requisite amount. This has been in vogue for quite a long time. However, the RMSA result could be regarded as a “revolutionary” step taken up by the state government towards establishing confidence among the educated unemployed youths. Many proficient youths have been selected as graduate teachers without spending a single paise. We have much faith in them that they will work with dedication to bring a radical change in the education scenario of the state unlike the previous years. Among those successful candidates, many possess master’s degree with consistent good academic records besides the prerequisite qualification of B.Ed. Notably some candidates are also PhD degree holders who are well-qualified to teach at the university level. This new recruitment policy has indeed rejuvenated hope and aspiration among the youths. Many might have languished if they were not given such opportunity this time.
The dark side of this new recruitment policy is that malpractices are still going on in some examination centres in far-flung areas. Mass copying, impersonation etc. are very much prevalent in these centres. Quite often students from urban areas moved to these centres and turned up with flying colours in examinations. In the midst of such practices, those successful candidates cannot be judged exactly as “qualified teachers”. There may possibly be many candidates who have scored high marks using all sorts of unfair means. Nevertheless, such recruitment policy is a step towards curtailing “corruption” in the most controversial department of education (schools).
It will be more appropriate if the authorities concerned formulate more proficient recruitment policy free from corruption and nepotism. The youths are the backbone of the society and hence healthy competition must be encouraged among them. Corruption has really disturbed the minds of our youths. This has been going on for quite a long time. Our society may perish soon if the youths are made to go this way. The government cannot alone fulfill all needful things for the youths, but then things like corruption free job recruitment will at least give a ray of hope to them. Only RMSA will not work. There should be transparency in every competitive and job recruitment examination. RMSA recruitment should be an exemplary approach. The youths have much greater expectations than this.
The government should better keep up the aspiration of the youths by ensuring corruption free competitive examinations. The RMSA result is just a trailer. The full picture is yet to be presented by the government. This trailer has lit up the faces of many youths who have nearly lost faith in the present system. The government should think seriously on this matter. Corruption can be rooted out if the government employees are recruited in a more transparent manner. The newly recruited teachers of RMSA will think twice before moving way from their responsibilities. The buyer-seller type of relationship between the government and the employees will eventually come to an end if the recruitment is made purely on merit basis. The youths will surely welcome the change with great expectations from the government.

Once upon a time, a trip to a doctor meant a pretty decent time interval where the doctor would take patient history and then follow it up only with required medication instructions. Looking at those times, it is also a matter of great irony that though there were lesser doctors then and few private clinics, there would never be a rush of people waiting for their turns to be medically examined. But they say changes are the only constant of life and the scene has changed and how! For one, the number of doctors and specialized ones has increased and so has the number of private clinics and hospitals and doctors on private service. But along with the number of doctors increasing (and we are talking mainly of urban centers), there is also an ever growing number of people who are becoming inclined towards seeking health services.
There are interesting insights into the phenomenon of seeking health care. There is of course, the fact that people are becoming more aware about the need to be concerned about their health and to take medical opinion. But on the other end of the spectrum is also the fact that urban life styles have added to new medical ailments. Over and above these areas, there is a disquieting tendency for doctors to treat their patients like money spinning enterprises. There is rarely any doctor (doing private practice) in Imphal or for that matter, in the district headquarters who do not charge a set patient consultation fee. Most of these doctors have a family member or a relative manning a sort of ticket table. They allocate serial numbers and take the consultation charge. The going rate at present is Rs. 200 on the first consultation and Rs. 100 for every follow up medical check up. 99.99 per cent of the time, the doctor will give a list of medicines that you have to buy and the ticket attendant will lead you to the in house pharmacy. Chances are also that you will find free doctor samples of medicines being sold.
This piece today is certainly not a chest beating or vitriolic rant against the medical community in Imphal but a mere mirror image of the practices that has become totally normal. It is certainly not a stand-alone practice for the same situation exists in urban areas and cities. But one wishes that there was a standard set of rules or code of conduct and ethics that the medical fraternity here would stick to. Most private clinics that I have seen functioning outside the state have a social responsibility program where they give subsidized health care to senior citizens and people with poor economic backgrounds. I happened to take my son for a surgery for plugging his leaking tear sac at the Nethralaya Eye Institute and was very impressed by the standard of health care and quality that justified with the amount of money they were charging. They had a patient counseling session where they explained the operation and what would follow later on. But what impressed me most was the fact that they had free surgery and medication policy for senior citizens and people from poor backgrounds. For the later, they checked with BPL cards and when I asked what would happen in cases where people do not come with any official documentation specifying that so and so is poor, I was told that the one thumb rule to check such cases was the desperation of people seeking services and the state of their appearance. I was told that it was as simple as that!
Personally, I have nothing against doctors on private practice so long as they are not shirking their Government work timings. It is I as a consumer, and customer and patient party who is aware that I can also seek his service at a subsidized rate at the government hospital where he/she is practicing. And if this “I” feel that waiting at a hospital is not in the order of things, it is only fair that “I” pay for the time that the doctor has devoted to me. But having said that, there are many areas that need to be considered from the doctor’s viewpoint that justifies the money that is being charged for his consultation. For one, it would do well to have a strict order of who gets in first. Very often, doctors have a set consultation time, which is known or announced. Patients troop in and an attendant, who allocates a serial number, takes down their names. But mostly, the serial numbers do not matter because someone they know or some one in their social circle drops in unannounced for a check up. Also, there are certain doctors who will give first priority towards the patients they have been administering at his/her government hospital set up but who follow up with him later on a private consultation basis. This would mean that they would jump the waiting list and ruffle up a few feathers.

They say that an apple a day keeps the doctor away but either, something is wrong with the apples or the doctors have become indispensible for on an average basis, about 4 people out of 10 would most definitely be seeking medical attention or consultation at any given time: if not for his own self, for a family member, for a child etc.

IMPHAL, Aug 7: All concerned department under the Government of Manipur are advised to conform to the instructions laid down in the business of the government of Manipur (allocation) 2009 both in letter in spirit.
In this regard an official order has been issued recently by the under secretary (DP), Yumnam Robita that instances have come to the notice of the government that some administrative department have issued orders allowing withdrawal and disbursement of pay and allowances in respect of some IAS officers by invoking the provision of Rule 217(2) of the CTR (Vol.I) on the plea that the delegation is specific to the department concerned and no normal concurrence of DP is required.
It is also mentioned that the business of the government of Manipur (allocation) Rules, 2009 in this regard read as, all matters relating to appointment, promotion, transfer and all service matters relating to All India Services (AIS) i.e IAS, IPS & IFS and all matters relating to appointment, promotion, transfer and all service matter relating to secretaries and heads of department who do not belongs to the IAS, IPS, IFS and MSS.
The official order also mentioned that, the plea of the administrative department that they are authorized to do so under CTR 217 (2) would be tenable only if they were doing it for all officers. Department of personnel is the concerned department to issue such order in respect of AIS and state service officers as per the business of the government of Manipur (allocation) Rules 2009. And any orders in respect of AIS officers including IAS, IPS and IFS, secretaries to the state government and head of departments shall be issued by the department of personnel only, the official order added.

IMPHAL August 8: The principals of colleges will be made to take part in the cease work strike of college teachers from August 11 as decided by a resolution passed today in a general council meeting held today said a press release of the convenor of Federation of College Teachers Associations, Manipur.
The release added that the cease work strike which started from August 1 have been carried out by the college teachers alone against the government’s failure to implement the revised UGC pay scales for government teachers and its equivalent cadres. The release added that the resolution passed today is being necessitated to intensify their demand.
