In response to the years long movement demanding implementation of an Inner Line Permit System in Manipur, the Government of Manipur have recently passed three bills; the Protection of Manipur People Bill 2015, the Manipur Land Revenue and Land Reforms Amendment Bill 2015, and the Manipur Shops and Establishments Bill 2015. These bills have been achieved after prolonged struggle that had affected most of the people (in Manipur) in some way or the other such as heavy repressions, casualties, arrests, riots, destruction of properties and obstructions to the normal functioning of democratic order.

Some sections of the population, however, have expressed dissatisfaction to the bills. The hard core pro ILP Sections felt that their demand have not been fully fulfilled by these bills. They considered that the Government still enjoys the power to sell land to the outsiders. Economically powerful outsiders can still buy land, if they are being favoured by those who are with the administration. There is no clear cut provision on the protection of the local labour and professionals, as outsider employees are exempted from the permit system. Whereas registered local entrepreneurs who fail to get their employees registered had to be penalised, there is no penalty against outsiders who would violate the provisions of the bills, such as entry without a valid pass or who fail to get their name registered in the concerned Directorate. There is also no provision on the detection of the landowner outsiders and corresponding actions to be taken up against them.

The bills have been openly opposed by the ‘tribal’ organisations, who claimed control of the Manipur Hill districts, particularly those of the Kuki Chin Mizo communities. They started feeling insecure as many of them, either those who probably immigrated to Manipur after 1951 or whose lineages may not be found in the list criteria mentioned in the Bills, could be treated as outsiders and lose their landed rights and properties tied with land. The other tribes have also expressed the similar concern. While trying to project the bills as pro-Meetei, they, however, fail to see that no one who come after 1951 is exempted from the permit system, including some sections of the Meeteis and others who came to Manipur after 1951. What they could have argued is that that the cut of base year 1951, to detect outsiders, would be redundant in regards to those settled immigrants after 1951 who have close ethnic ties with the one or the other ‘indigenous’ community. However, this insecurity interplayed with the propaganda that the Manipur Land Revenue and Reform Act 1960 have been extended to the hill districts, which is untrue as there is no amendment in the territorial extent of the said Act.

The resentment against the bills, which have affected Churachandpur, Kangpokpi and Moreh towns and other hill areas would not have been escalated into the present scale of unrest, had the Government of Manipur consulted the Hill Areas Committee or other responsible ‘tribal’ organisations to resolve any misunderstanding before passing the bills. The Government of Manipur had been lacking transparent in this regards; to the extent that these bills had not been made officially public till date. On the other-hand there has been inherent sectarianism of the civil societies that are either in favour of or against these bills. Neither the organisation that had led the ILP movement nor the tribal organisations who protest the bills had approached one another for a dialogue and understanding in this regards. From the beginning the ILP movement was mostly confined in the Valley Districts, while those in the Hills have isolated themselves from the movement thinking that they have been protected from outsiders under the existing laws. There were avoidable conflicts, which would have not occurred if these organisation had pursued for democratic solution to any of the complex issues. Now, when tensions have been spread due to misunderstanding and absence of dialogue, there seems to be roles of certain vested political groups to add fuel to magnify the unrest situation, to justify imposition of President Rule to topple down the incumbent congress ministry.

Our concern, however, is that all these unrest, rioting and repression has led to heavy toll and casualty on the civilians, destruction of properties and communal mistrusts. The common peoples are the losers in this conflict; as we know, the elite will negotiate at the negotiation table and share any form of loot from the public fund. We question: what are these bills that have caused dissatisfactions and misunderstandings to different sections of the population? Is there no room to either clarify the misunderstanding or add some clauses in the bills to resolve the immediate tension? Can the ‘indigenous insiders’ protect themselves from outsiders without promoting mutual trust, respect and co-operation amongst themselves? What the people need to realise is that they are trapped by the same fate of political betrayal and marginalisation. Unless they fight collectively on the basis of mutual respect and consensus, they are the losers. We, therefore, call upon the concerned civil society organisations, political parties, and other stake holders to have a dialogue on the Manipur People Protection Bill 2015 and the amendments in other two bills. We appeal them to help in defusing tension, demilitarisation and address the grievances of the affected families across communities.

IMPHAL, August 31: Violence erupted in Churachandpur district this evening against the passing of the Protection of Manipur Peoples`™ Bill 2015 and the two related bills during a special sitting of the State Legislative Assembly today.

Three persons have been reported dead , scores injured while residences of local MLAs in the district including that of Health minister Phungzathang Tonsing have been set ablaze, according to reliable sources.

Meanwhile, the district magistrate Churachandpur Lunminthang Haokip has imposed curfew in the district under section 144 (2) of Code of Criminal Procedure 1973 with immediate effect until further order.

Several vehicles including that of the DC and BSF have also been damaged in the riot, informed sources.

Huge mob of protestors came out to the streets soon after the bills were passed this afternoon, sources informed.

The mob attacked the residences of the MLAs and set them ablaze. Although, police sources have confirmed that the mob set ablaze the residence of Health minister Phungzathang Tonsing, the exact number of houses set ablaze is yet to be ascertained.

According to sources, 19 year old Pausuanlian, son of Zenkhanching of New Lamka Vengnuam succumbed to burn injuries sustained in one of the burning houses. However, it is yet to be confirmed in whose house he sustained the injuries and whether he was an agitator.

Thangzalian, 20, son of Vungching of Hiangtam was riding his bike which hit an electric post laid on the road as a road block. He succumbed to his injuries, according to sources.

The other dead has been identified as H Paulianmang, 23, son of (L) H Thianlal of Dorcas Veng. He was hit by a bullet, according to sources.

UKHRUL, August 30: At least two civilians have been shot dead and scores grievously injured in police firing and subsequent assault on civilians even as irate mob beat up some four five police commando personnel in Ukhrul today.

The mob had also set ablaze two government vehicles after the United Naga Council (UNC)-sponsored public mass rally turned violent here on Saturday.

The two deceased have been identified as Ramkashing Vashi, 26, son of Christopher Vashi of Teinem village and Mayopam Ramror, 32 of Teinem village.

Both were said to be recently married and survived by their pregnant wives respectively. The bodies have been deposited at the Ukhrul District Hospital for post mortem.

Meanwhile, another critically wounded Ngachonmi Muivah of Somdal has been taken to Imphal for treatment while all the other injured are being treated at the district hospital.

However, the exact number of the injured could not be immediately ascertained, though expected to be around 16 including the critically wounded.

Eye witnesses said that as the public numbering over thousands turned out at Awon Tang junction and tried to proceed towards the Tangkhul Naga Long Ground around 1:35 pm to join a mass gathering where a joint memorandum of Naga Hohos and Naga frontal organisations of the respective districts was slated to be read out before being submitted to the Prime Minster of India at 2 pm, State security forces fired tear gas shells, mock bombs resulting in heavy casualties among the public.

Soon after, similar violent situation erupted at Alungtang and Wino Bazaar where police commandos fired live bullet allegedly from suspected AK 47 rifles upon the rallyists at point blank range killing the duo instantaneously in front of Ukhrul Higher Secondary School at Wino Bazaar even as explosions of mock bombs and tear gas shells continued, sources added.

In the ensuing mob action, eye witnesses said, some four five police commandos were beaten up by the irate mob resulting in grievous injury of one police personnel.

The public went ahead and set ablaze two vehicles including a Police commando gypsy in front of TNL Ground at Wino Bazaar.

The public also rained stones at security vehicles passing through the TNL Office breaking windows of some vehicles even as commandos kept blank firing. Thereafter the public put up boulders and logs across the road in dual direction in front of TNL office to block passage of security force vehicles.

At the same time, the public held a gathering at TNL Ground where effigies of the Chief Minister O Ibobi Singh and Dy CM Gaikhangam were burned amidst strong condemnation and curse.

Thereafter around 4 pm police commandos went on rampage on the main road of the township and damaged some private vehicles, eye witnesses have said.

Subsequently, the State forces resorted to physical attack on civilians crossing the District Mini Secretariat at Hamleikhong and whisked away 9 persons in their custody inside the office complex where the civilians were brutally assaulted resulting in critical injuries.

Later, with intervention of district administration, it was decided that State forces be retreated to ease the mounting tension for the time being and Assam Rifles personnel be deployed in the town instead and subsequently, the youth were released and rushed to the district hospital, sources added.

However, around 5:30 pm two persons who happened to be friends of the two deceased were returning home after visiting the hospital were reportedly severely beaten up by police commandos who were staying near Ukhrul Town Hall. However, they have been rescued by AR personnel and rushed them to Army hospital at Somsai immediately.

The public mass rally was held in all the Naga hill district of the State to demonstrate the sentiments of the Nagas in the backdrop of the continued imposition of CrPc 144 along with deployment of State security forces while also to pressurize the Government of India to expedite the process for Alternative Arrangement pending Indo-Naga solution.

The rally was staged at six different localities of the town which was attended by thousands of peoples from all localities of the town and villages from nearby villages.
