New Delhi, Aug.30 (ANI): Calling on the Indian Government to develop greater familiarity with China’s strategic culture to avoid a conflict in the future similar to the Sino-Indian War of 1962, former foreign Secretary Shyam Saran said New Delhi needed to send a message across to Beijing that aggressive moves by it, could invite counter moves.
Delivering the prestigious K. Subrahmanyam Memorial Lecture here on Wednesday, Saran said: “The lesson to be drawn is not that we should be militarily provocative, but that we should have enough capabilities deployed to convince the other side that aggressive moves would invite counter-moves.”
Saran said avoiding a conflict with China would require the development of a “greater familiarity with China’s strategic culture.”
Warning that what happens at the government level in China impinges most directly on India’s geopolitical space,” Saran maintained that the relationship between New Delhi and Beijing is still adversarial in nature, and could generate tensions, or even a worse case scenario, and therefore, it should b imperative on New Delhi’s part “to fashion a strategy which is based on a constant familiarity with the Chinese strategic calculus.”
He noted that in 2005, China had concluded a significant agreement of principles to settle its border disputes with India, acutely aware at that time about India’s deepening relationship with the United States and Europe, but later, when doubts arose on the durability of India’s “projected” rise, China held back.
Saran claimed that in recent months, China again appeared to be changing course on India, in the face of a backlash against its posture in the South China Sea, and given the United States’ decision to enhance its military assets in the Pacific, and the domestic unrest in Xinjiang and Tibet, he said New Delhi should have leveraged the opportunity to actively engage in imaginative diplomacy to secure enduring advantage.
Referring to the Wangdung Incident in 1985, Saran recalled that at that time, Beijing was unwilling to legitimise the ceasefire line arrived at after the 1962 war as a border.
“It was also conveyed to us that at a minimum, Tawang would have to be transferred to the Chinese side,” Saran said.
He said New Delhi had then pointed out that in 1982, then Premier Deng Xiaoping had himself spelt out the package proposal as we had hitherto understood it, but in 1985, Beijing said that New Delhi had read too much into Deng’s words.
To beef up his premise about the need to remain skeptical about China on the trust front, Saran recalled that in 1986, Indian troops discovered that Chinese troops had crossed the Thagla Ridge, and built permanent barracks as well as a helipad on a key feature.
“I recall accompanying Ambassador K.P.S. Menon to lodge a protest with the then Chinese Assistant Foreign Minister,” Saran said, “and being witness to a most undiplomatic, offensive and vituperative harangue by the latter.”

Manipur based insurgent groups like People’s Liberation Army (PLA), United National Liberation Front (UNLF), People’s Revolutionary Party of Kangleipak (PREPAK); Naga insurgent group like National Socialist Council of Nagaland/ Khaplang (NSCN/K) and United Liberation Front of Assam (ULFA) Anti-talk faction and National Democratic Front of Bodoland (NDFB) have their camps / hideouts in Myanmar Naga Hills (MNH).
The presence of IIGs in Myanmar has been the single most important security issue for India at every bilateral negotiations, i.e. National Level Meeting (NLM) at Home Secretary Level and Sectoral Level Meeting (SLM) at Joint Secretary Level held every year in pursuance of 1994 Memorandum of Understanding (MoU) between India and Myanmar. Myanmar has always been assuring India that they will not allow their soil to be used by IIGs to carry out activities inimical to India. IIGs continue to use Myanmar territory notwithstanding Myanmar’s repeated assurances not to allow its territory for activities inimical to India.
In the recently held NLM between India and Myanmar at Nay Pyi Taw (Myanmar) in January, 2012 and SLM held at Kolkata in June 2012, the issue of continued presence of IIG groups in Myanmar was raised again and it has been assured by Myanmar to co-operate closely to address the Indian concerns.
As a result of regular National Level and Sectoral Level Meetings and follow-up of deliberations of NLM and SLM, Myanmar authorities have shown willingness to act against these militant groups and have started some operations against IIGs in Myanmar in recent times.
This was stated by Mullappally Ramachandran, Minister of State of Home Affairs in written reply to a question in the Lok Sabha today.

New Delhi , Aug 28 (ANI): Union Home Minister Sushil Kumar Shinde has said that the Central Government is keen on giving utmost priority to restore peace in violence-hit Assam , where recent ethnic clashes have claimed at least 90 lives.
Shinde, who met a delegation of Bodoland Territorial Council (BTC) here on Monday, emphasised that irrespective of any community’s faith, language or cultural heritage, the law and order will not be compromised at any cost.
“I have directed that a coordination committee should be set up. I have also told that whether it is Bodo tribes or Muslims, the law and order will not be compromised . The culprits will be arrested. The need of the hour is to restore peace in the region and urge people in relief camps to go back to their homes;. This is what I have told them , “ said Shinde
He also mentioned that the officials in the state had been directed to institute a coordination committee to review the prevailing and prospective scenario in the troubled regions of Assam .
Shinde said that he had told the delegation that maintaining amity should be given to priority. “The issue needs to be dealt with utmost seriousness and such incidents are bringing a bad name for the country.,” he said.
Violent clashes erupted in Assam in July after unidentified men killed four Bodo youths. In retaliation, armed Bodos – who dominate Kokrajhar and Chirang districts – attacked minority groups, suspecting them of being behind the deaths.

D. Raja upset with PM’s statement on coal blocks

New Delhi, Aug 28 (ANI): Communist Party of India (CPI) leader D. New Delhi, Aug 28 (ANI): Communist Party of India (CPI) leader D. Raja on Tuesday expressed disappointment over Prime Minister Dr. Manmohan Singh’s statement on coal blocks allocation issue, and said that the former should admit who should be held responsible for such a huge loot.
Raja said the Prime Minister’s statement is just a cover up and doesn’t answer to several questions.
“The CAG has said it clearly, the natural resources were looted, private companies have gained to the tune of 1.86 lakh cores.
The Prime Minister on one hand says I take full responsibility, but the next sentence the Prime Minister says that the allegations are false. Then he goes on to question the CAG, the calculations can be disputed. Then he goes on to blame all state governments,” said Raja.
“So, somewhere down the line, some accountability has to be fixed, responsibility has to be fixed. The Prime Minister should admit who should be held responsible and accountable for such a huge loot, plunder of our natural resources,” he added.
Raja further accused the ruling Congress Party and the Bharatiya Janata Party (BJP) of adopting a rigid attitude and not allowing the Parliament to function smoothly.
“There is stalemate. To run the Parliament is the primary responsibility of the government. It is also the equal responsibility of the principal opposition party. Both are taking rigid stands,” he said.
Meanwhile, Minister of State for Parliamentary Affairs Rajiv Shukla said the government is trying its best to end the deadlock in Parliament.
” Both Speaker of the Lok Sabha and chairman (presiding officer of the Rajya Sabha) are trying. But it seems that the BJP has decided not to let Parliament function. They are running away from discussion. They are running away from debate because their chief ministers are involved,” he said.
Proceedings in both the Houses of Parliament were adjourned for the sixth day today on the coal blocks allocation issue.
Prime Minister Dr. Singh, who is facing sharp criticism from the opposition over the CAG report on coal block allocations, earlier on Monday said that his ‘silence is better than a thousand answers, as it keeps intact the honour of innumerable questions’
“Hazaron jawabo se achchi hai khamoshi meri, na jaane kitne sawalo ki aabru rakhe,” said Dr. Singh, asserting this has been his ‘general attitude’.
“It has been my general practice not to respond to motivated criticism directed personally at me,” he added
The Prime Minister also rejected the CAG’s observations as ‘misleading’ and ‘flawed’, and blamed the opposition parties for thwarting the efforts of his government to bring a policy of competitive bidding.
Dr. Singh, who spoke both inside Parliament as well as outside, took ‘full responsibility’ for the decisions taken by the Coal Ministry whose charge he directly held for some time and asserted that at ‘any allegation of impropriety is without any basis and unsupported by facts’.
The BJP has held the Prime Minister, who then held direct charge of the coal ministry, responsible for what has been estimated as a notional loss of Rs 1.86 lakh crores by the CAG in coal block allocations, and demanded his resignation.
The CAG report on coal block allocations states that nearly 150 coalfields were allotted to private and state-run firms without transparency and objectivity between 2005 and 2009.

GUWAHATI, Aug 27: NNN : As the Hindu based Bajrang Dal called Assam bandh today, the Muslim dominated bodies will call 12-hour bandh on Tuesday as a counter-bandh to the former’s.
All Assam Minority Students’ Union supported by two other organisations has announced today to call a counter bandh on Tuesday.
In today’s Bajrang Dal bandh, the Rashtriya Swayamsevak Dal and Vishwa Hindu Parishad endorsed it to protest the ‘migrant-induced’ violence in western Assam.
Due to the bandh today, government officeswitnessed a thin attendance. Educational institutions and other private firms were closed. Road blocks and pelting of stones to the commuters marked today’s bandh in many parts of Assam.
On Sunday, the death toll due to the ongoing ethnic clashes in Assam has reached 88.
One more person was found killed yesterday in western Assam district of Dhubri bordering Bangladesh.
According to Dhubri district superintendent of police PC Saloi, one more dead body was recovered on Sunday. It is still unclear whether the person was killed last evening or this morning.
Sunday morning, the police found the dead body was found in Suknajhora village under Bogoribari police station.
Following the incident, the people started agitating by blocking National Highway 31 and pelting stones at the police. A family was attacked in Kokrajhar district by the agitators and injured five persons. The blocking of the highway was reportedly lifted on Sunday evening.
On Saturday, seven persons was killed in Assam in the clashes in separate incidents.
The latest cases of ethnic clashes cropped up again even as the State and the Union governments are trying their best chalking out strategies to contain the problem.
Three days ago, had Assam chief minister Tarun Gogoi had sough the help of newspaper editors for restoring normalcy in the communal clashes affected areas of Assam particularly in Kokrajhar, Chirang and Dhubri districts.
Meeting the editors, the chief minister of Assam had requested the journalists to extend needed co-operation to the state government in restoring peace in Assam.Altogether 15 newspaper editors had attended the meeting.
A day before Tarun Gogoi’s meeting with the editors of Assam, he had also sought the help of civil society organisations to extend needed co-operation for bringing the ongoing clashes into a halt.
The state government has been formulating strategy after strategy but it is yet to fructify at the moment.
The clashes between the Bodos and the immigrant Bangldeshis broke out in mid July which has resulted in the displacement of lakhs of people.
Bodos have vowed that those Muslims that have already been displaced from Bodoland Territorial Council (BTC) will not be allowed to return again in the area.

Reports had also said that around 1200 non Muslims had already fled from Dhubri district since the last few days fearing backlash.
Communities like Bengali Hindus and Koch-Rajbongshi comprised the maximum among the fleeing people from Assam’s western district of Dhubri. Dhubri is an Assam district bordering Bangladesh where, of the total population Muslims comprise of 75%.
In districts such as Nagaon in central Assam and Karimganj and Hailakandi in southern Assam where Muslims are majority, the state government is in full gear to contain any untoward incident. Reports said adequate security has been already stationed in these districts.

Torrential rains lashed Jaipur recently, flooding streets and stalling traffic.Speaking to reporters on Monday, locals said continuous rains have begun to affect their livelihood.
“ Authorities have also issued warnings to locals in Uttar Pradesh as water levels have escalated in River Ganga, leaving low-lying areas in Haridwar vulnerable to floods.
Local authorities vowed to deal with the aftermath of any situation that might affect the area.
Interacting with reporters here, Haridwar District Magistrate Sachin Kurve said, “Water levels in River Ganges are slowly rising and remain just 0.6 from the danger mark. We will have to see the pattern of rainfall in the next few hours. Our staff is working to deal with any situation, as the Ganges is nearing the danger mark.”
The administration has promised to take steps to evacuate the people to safer places.
The annual monsoon, vital for South Asia’s agricultural dependent economy, often wreaks havoc as floods inundate vast swathes of low-lying lands.
As River Yamuna breached the danger mark yet again, threatening to submerge low-lying areas in New Delhi, railway officials on Monday said the old bridge is still safe, and added that rail traffic would not be halted.
Divisional Railway Manager, Northern Railway (NR), A K Sachan, said that the bridge is safe for vehicular movement and a guard is deployed to check the water level.
“The danger level in Yamuna River is 204 metres, at the moment; the water level is 204 metres. But there is another aspect, where scour depth is measured, where the sand washed away in the riverbed is measured. So, that level is 199 metres, but so far that level is 201 metres. So, we have a gap of 2 metres. So, we are still very safe. We have deployed a guard on the bridge and round the clock manning is being done and if anything goes wrong like scour level goes further down, then we will have to take the action and stop the traffic on the bridge,” said Sachan.
Sachan further said that construction work of new bridge was delayed due to some problem posed by the Archaeological Survey of India and are trying to resolve the issue at the earliest.
So far, a total of 307.8 mm of rain has been recorded in Delhi in the second lap of monsoons that began in the last week of June.

Questioning the division of power between the Prime Minister, Dr. Manmohan Singh and Congress Party president Sonia Gandhi, Bihar Chief Minister Nitish Kumar said that the current UPA-II regime lacks integrity and goes against what the architects of the Indian Constitution envisaged.
“The Prime Minister is always considered to be the leader of the country. Therefore, the leader of that political party which forms an alliance, should be given the responsibility of Prime Minister. This is very simple fact. This is the major problem here, as political power is vested in some hands and administrative power in some other hands. Even the architects of our Constitution would have never thought about such a division of power,” said Kumar.
He also added that it was false to assume that the Congress Party had failed on several fronts due to alliance compulsions, whereas the fact was that were conflicts within the party itself.
“On the one side, there is an issue of consensus between the ruling party and its allies.
