MNS : A poster campaign demanding introduction of ILP in Manipur organized by MPP was held today at Bishnupur and Oinam. S. Umananda president MPP, O. Joy ex-MLA, M. Maniton president youth front and leaders of woman front MPP were present.
O. Joy said that MPP demanded introduction of ILP in Manpur. The union govt. should implement the ILP in Manipur. The constitution of India, if necessary, should be amended regarding the implementation of ILP in Manipur. It can safe the indigenous people of Manipur.
MPP strongly condemned the statement of union home minister Shusil Kumar Shinde regarding the ILP. His statement taunts Manipuris. He should respect the decision of Manipur assembly. Such campaign will continue at other districts of Manipur.

Medical team consisting of medical officers and paramedical staff of 42 Assam Rifles of 26 Sector under HQ IGAR (South) conducted a medical camp at Chandel on 02 Nov 2012. More than 100 patients from Chandel and nearby areas were diagnosed and provided medicines. An interaction session with villagers also organized by the Medical officers in which they were educated on HIV/AIDS, malaria, seasonal diseases and its precautionary measures to overcome such disease in future..

Shankar Das of CPI-ML, who had visited the State to show solidarity to Sharmila in her struggle and to review current state of affairs in Manipur including the issue of Inner Line Permit (ILP) as well as the political scenario, was upset when he was prevented from meeting the hunger striker by the State Home Department.
Das addressed a press conference at the Manipur CPI-ML office here during which he expressed regret over the denial of permission to him by the authority to meet Sharmila.
He alleged that Chief Secretary Poonia had refused the permission by terming his party as an ‘anti-national party.’ He described the act of the CS as unfortunate and condemned it. State Government should take action against him.
In the 40-year long history of CPI-ML, no political has ever called the party an anti-national party, Das asserted adding he was quite amazed to learn such remarks from the Chief Secretary of the Congress-rule State.
Das, flanked by Shyamsundar, Manipur State CPI-ML Secretary and other leaders further attacked the Congress-rule states saying they are all highly corrupted. Huge amount of money from India has been stashed abroad and the money is now investing in various foreign companies, Das accused, calling the Congress an anti-national party.
He said the party will launch agitation against AFSPA in 19 States from the current month.

IMPHAL, Nov 3NNN: Kangla Fort in the heart of Imphal will be turned into a solar citadel as the State Government is all set to lighten the most important historical and archaeological site of Manipur by solar energy it will begin from December or January next. Government has taken up the initiative in light of irregular supply of electricity in the State as well as the environment of the Kangla Fort, Keithelllakpam Dinamani, Superintendant, State Archaeology Office, Kangla, told Nepram Tombi on Saturday. Presently, a total of 130 kw of power unit is consumed by the Kangla Palace having an area of 237.62 acre and for this, a total power bill of about Rs 47,000 is paid per month to the State Electricity Department, Dinamani added. He further informed that the solar energy development in Kangla will be taken under Jawaharlal Nehru National Solar Mission (JNNSM). The Central Government will bear 90 percent of the cost while 10 percent by Manipur Government, he added. The estimated cost of the mission is 3, 15, 90,000 and the work has been entrusted to a Kolkata base company, Sunshine Power Product Pvt Lmt. The State Government offered the work order to the Company in September, the official informed. Aside from lighting the Kangla including its enclosing fences, the Kangla Uttra will also be installed with a wonderful light and sound system after seeking approval from the Central Government, Dinamani said. He also said the main objective of the light and sound system at the Kangla Uttra is to display in visual and sound all the historical facts of the fort to tourists from outside. The new system is expected to cost around Rs 2 crore, he added. Kangla Fort, once occupied by Assam Rifles for a long time since the British left Manipur, was handed over to Manipur Government by the Centre in 2004. Since then, development of the fort has been continuously taken up by the State Government under the sponsorship of the Centre.

Imphal, Nov 3 : A three-day Bharat Nirman Campaign in Ukhrul has concluded after highlighting and disseminating information regarding the various national flagship programme to the public at Multi-Purpose Hall, Mini Secretariat here on Saturday.
In the valedictory function Tangkhul Theological Association (TTA) president Dr. YL Mingthing graced as chief guest with Hungpung village headman AS Peter Wungayung and Wonthing A Shimray, deputy inspector, Autonomous District Council, Ukhrul as functional president and guest of honour respectively.
Dr. Mingthing said people in the northeast must be the happiest as the region has experienced lots of changes in the past few years while saying information on our existence has earlier been limited to the rest of the world.
He also stated the region still lag behind in terms of information and communication compare to other parts of the country.
Further, the chief guest pointed out that media plays a major role in disseminating information to the public and this role has not been recognized properly in our society.
He also lauded the organizers of conducting the Bharat Nirman Campaign in Ukhrul and believed that the participants are benefited from the programme.
Functional president and guest of honour AS Peter Wungayung and Wonthing A Shimray also addressed the gathering this afternoon, while expressing gratitude to the organizer for bringing such programme to the public in Ukhrul.
Earlier, the technical session has presentation on Sarva Siksha Abhiyan, Mid Day Meal and Right to Information delivered by officials from relevant departments of the district.
Gin Gangte, FEO, DAVP, Imphal delivered the welcome address and Premalata Loitam, MCO, PIB, Imphal pronounced the vote of thanks at the valedictory function.
The campaign organized rally, exhibition, public address, magic show, drama, songs and cultural items to disseminate information relating to national flagship programmes. The three-day programme was attended by children from different schools, representatives of social organizations, NGOS and members of the public.
In the entire three-day campaign, the Songs and Drama Division, Imphal entertained the audiences with their performances.
The organisers also gave away memento, certificates and prizes to various departments involved in the three-day campaign. The government departments from various blocks, NGOs and societies from different parts of the district took participation in the programme.
The Bharat Nirman Campaign was organised by the Press and Information Bureau, Imphal in collaboration with Directorate of Field Publicity (DFP), Department of Advertising and Visual Publicity (DAVP), Song and Drama Division, All India Radio, Doordarshan and district administration Ukhrul.

IMPHAL, Nov 3 MNS NNN : With issues and controversies surrounding the clearance of weeds in Loktak Lake, P. Chandra Shekhar Rao,zonal organisation secretary, North East States, BJP has charged the Congress-led Secular Progressive Front (SPF) Manipur government of malpractices on the ongoing clearance work of the lake and demanded certain points to be clarified and initiated at the earliest.
Addressing newspersons at the State’s BJP head office here today, P. Chandra Shekhar Rao demanded that the government should furnish reports on the present status paper on Loktak Lake clearance contract given to K. Pro Infra Works Private Limited and immediately release the details of the promoters of the private farm including its full form.
He further demanded that a Special Audit enquiry should be made by the Controller and Auditor General of India on the scam and an Enquiry Commission should be set up under a sitting Supreme Court Judge on the scam without further delay.
Elaborating on the contract work given to the private farm, P. Chandra Shekhar Rao informed that the Loktak Development Authority (LDA) Manipur had awarded “work order” amounting to Rs 224,39,14,035 to the farm, M/S K. Pro Infra Works Private Limited on August 1, 2009 and alleged that the private farm was the lone bidder in the process of the tender.
“This was the plan of the government. It is mandatory that there should be at least three bidders in any tender work no matter how big or small of the value of tender is. Awarding the work to the single bidder is a gross violation of CPWD manual norms “, he further charged.
Taking serious note on the issue, he expressed that the BJP had already raised the scam of the Loktak Lake Management and Conservation Project under SPA funded by PC with a total amount of Rs 224 crores and further informed that the matter will be raised in the winter session .

IMPHAL, Nov 3 NNN : All is not well among the various hill based students’ organisations. Misunderstandings and communication gaps are the reasons for all the ails. A day after the announcement of the ‘reviving’ of the erstwhile All Tribal Students’ Union Manipur (ATSUM) by the Joint Committee of Hill Districts Students Organisations (JCHDSO), the Kuki Students Organisation, General Headquarters (KSO-GHQ) has said it will not accept such move of the JCHDSO. The apex Kuki students’ body’s logic being that All Naga Students’ Association, Manipur (ANSAM) and the KSO-GHQ are the main constituent units of ATSUM and without their involvement and consent reviving or formation of the apex tribal students’ body is ridiculous. “The supposed formaion (revivival) of the All Tribal Students’ Union, Manipur (ATSUM) under the auspice of some hill district students’ bodies as ‘unacceptable’ and ‘invalid’. It is true that ATSUM has been defunct for the last three years. However, its two main constituent units, the KSO and All Naga Students’ Association, Manipur (ANSAM) have been working hard for the reinstatement of ATSUM to its former glory. To this end, exhaustive meetings and consultations were being held by Naga and Kuki students’ leaders. As such it is a matter of time that ATSUM becomes fully functional again. But this reported formation of ATSUM by Joint Committee of Hill Districts Students Organisations (JCHDSO) in the meantime, came as a shocker to the KSO.

Born on December 15, 1949 at Kwakeithel Moirangpurel, he became the managing director of MFDC. He was awarded best actor award in Shanmbal Wangmada and was the music director and singer of different Manipuri film. He was the playback singers of Lamja Parsuram (1974), Shaphabee (1975) Olang Thagee Wangmadasu (1980), Kombirei (1989), Shambal Wangma (1993), Meichak Meichak (1991), Aroiba Bidai (2000), Nongju Ahing (2002) and Krishna Allah Jesus.
He was awarded best music director in the Manipur film festival 1984 organised by MFDC.

New Delhi, Nov 2 NNN: Kuki National Organisation (KNO), an umbrella organisation of more than 10 Kuki militant outfits has asserted today that it demands a separate Kuki state in Manipur under the Constitution of India. The KNO then said it had taken a decision to abrogate the Suspension of Operation (SoO) if the government does not hold dialogues with it by November 22.
Addressing a strong posse of journalists today at Press Club of India, New Delhi, spokesman of KNO Seilen Haokip said that the lands of the Kukis are never under the Meitei kings, and the land ownership system has always been under the Kuki chiefs. Until there is a political solution for the Kukis in Manipur, the chieftainship system should not be abolised,he KNO leader asserted. Seilen Haokip then said that the KNO has already taken a decision to abrogate the SoO if the government does not begin political talks by November 22, 2012 to find solutions to the Kuki political issues in Manipur. “If there is no political dialogue even after signing the SoO, then there is no point in staying at the designated camps set up on the basis of the SoO agreement. The KNO will have no other options but to go back to the jungle and continue its armed struggle against the state government and the government of India”, the KNO spokesman stated.
When asked about the demands of the KNO, Haokip said that the KNO’s demand is for a separate State for Kukis in Manipur under the Constitution of India. He further added that KNO demand confined only those of the lands and areas inhabitat by the Kukis and doesn’t demand areas of the Meiteis or the Nagas. “We want peaceful co-existence with other communities, and we do not want any to exploit the other”, he said.
When asked whether sections of people Manipur will allow the territorial disintegrity of Manipur, Seilen Haokip said that the valley-based Meiteis do not own the hills in Manipur. “It is not for the love of the hill people that they opposed the territorial disintegrity but due to their enjoyment of dominance over the hill people. They don’t own the hills or the tribal people. We hope they are sensible enough and do not claim what is not theirs. We are asking only what is rightfully ours”, Haokip said.
On the ongoing talks between the NSCN-IM and government of India, the KNO spokesperson said that the KNO is not opposed to any peaceful solutions reached between the two, provided the Kuki interests are not affected.
Chronicling the event, Seilen Haikip said in response to the call of the Prime Minister to abjure the path of violent and come forward for talks, the KNO signed the Suspension of Operation (SoO) with the Government of India (GoI) in 2005. “However, this was objected by the Manipur state government. So, in 2008, KNO signed a tripartite SoO with GoI and the State Government of Manipur. Even after seven (7) years of the signing of the SoO, during which peace prevailed in the Kuki hills of Manipur, the Government is yet to initiate any political dialogue”, the KNO spokesperson said.
Accusing the government of dictating terms, Haokip said that on August 31, 2012 the government unilaterally decided on a three-month extension of SoO, rather than the usual yearly basis. “It appears the government does not appreciate the peace dividend of the SoO”,he said.

Former Union Minister Th Chaoba said rank of BJP in the State has been propping up due to the bad conduct of the Congress. Chaoba also lashed out at the SPF Government accusing it of swindling crores of rupees. Chaoba charged that in the name of cleaning pumdis (floating biomass) in Loktak Lake work is being taken up in the lake using the name of K-Pro Company by hiring machineries from Loktak Development Authority under the supervision of one of the sons of Chief Minister Ibobi.

Imphal, Nov 2 : Today, the Gauhati High Court, Imphal Bench has issued a notice of motion returnable within 4 weeks to the State Respondents namely (1) The State of Manipur through the Commissioner (Health & Family Welfare) to the Government of Manipur (2) The Director, Jawaharlal Nehru Institute of Medical Sciences Hospital, Porompat (3) The State Mission Director, State Health Society, National Rural Health Mission, Manipur and (4) The State Nodal Officer (JSSK), State Health Society, National Rural Health Mission, Manipur in consideration of a Writ Petition filed by one Lukram Ongbi Pratima Devi thereby claiming to avail her of the benefits and entitlements guaranteed under the scheme namely Janani Shishu Suraksha Karyakram (JSSK) launched in the State of Manipur on 15th August 2011 by the State Health Society, National Rural Health Mission, Manipur in pursuant to the launching of the same scheme on 1st June 2011 by the Ministry of Health and Family Welfare, Government of India.
The Janani Shishu Suraksha Karyakram (JSSK), a scheme initiated by the National Rural Health Mission for providing free and cashless services to pregnant women and also covered the treatment of sick new born in all government health institutions, was launched in the State of Manipur with effect from 15th August 2011.
Lukram Ongbi Pratima Devi is at present a pregnant woman who has been attending the Jawaharlal Nehru Institute of Medical Sciences for prenatal check ups. As she wanted to get herself avail of the entitlements guaranteed under the said scheme, she had submitted a representation dated 5th September 2012 to the Respondents for making arrangement of all necessary drugs and consumables entitled under the Janani Shishu Suraksha Karyakram for the delivery of her child at the Jawaharlal Nehru Institute of Medical Sciences Hospital which is expected to fall on 15th December 2012. However, as her representation was not answered after lapse of two months, she finally decided to approach the Gauhati High Court, Imphal Bench for seeking appropriate relief and therefore filed the said Writ Petition.
The Petition was filed by Human Rights Law Network, Manipur Unit.

IMPHAL, Nov 2 NNN: After remaining defunct for almost three years, the All Tribal Students’ Union, Manipur (ATSUM) has been revived today with a new set of its executives.
Thangzamuan Tombing has been elected as the new president of ATSUM, Vareiyo Shatsang as the general secretary and Majabung Gangmei as the speaker of the ATSUM for the tenure 2012-2014. D.Stephen who is the convenor of the Joint Committee Hill Districts Students’ Organisations (JCHDSO) administered the oath of the new ATSUM executives today.
In these three years, the JCHDSO was filling up the vacuum as ATSUM was defunct.
Due to a prolonged debate on some technical issues of All Tribal Students’ Union Manipur (ATSUM), the apex tribal students’ body had not been able to function smoothly since 2010. Having exhausted all the initiatives including appointment of the ‘election commission’, caretakership, appointment of search committees, the assembly of ATSUM on April 5, 2012 at Hotel Tampha, Imphal resolved that the presidents of the five hill students’ organisations viz- Churchandpur District Students’ Union (CDSU), Senapati District Students’ Association (SDSA), Naga Students’ Union, Chandel (NSUC), Zeliangrong Students’ Union, Manipur (ZSUM) and the Tangkhul Katamnao Saklong (TKS), should settle the crisis and see that the ATSUM is brought back to its vibrant self at the earliest time possible under the convenorship of the chairman, ZSUM, D. Stephen.
A panel meeting of ATSUM was convened consequently on April 19, 2012 by the convenor of the five apex hills district students’ organisations at the office of ZSUM, Imphal. The All Naga Students’ Association (ANSAM), Churchandpur District Students’ Union (CDSU), Senapati District Students’ Association (SDSA), Naga Students’ Union, Chandel (NSUC), Zeliangrong Students’ Union, Manipur (ZSUM) and the Tangkhul Katamnao Saklong (TKS) were present. The signatories decided that the posts of the ATSUM executive council would be allotted district wise. Accordingly, CDSU was allotted the post of president, the post of the vice-president and the general secretary were kept for further deliberation, NSUC was given the finance secretary post and resolution number 4 of the meeting provided ZSUM for the speaker who is responsible for the assembly affairs of the ATSUM. The meeting concluded with a word of prayer by the former president SDSA. After 6 (six) months of rigorous consultation with the federating units and student leaders of the past and present, the convenor called a meetingof ATSUM as a follow of the previous meeting i.e on April 19, 2012, the plenary meeting declared Mr Thangzamuan Tombing as the president of ATSUM, Vareiyo Shatsang as the general secretary, ATSUM and Majabung Gangmei as the speaker of the ATSUM for the tenure 2012-2014. The matter was duly forwarded to the care-taker for execution on or before November 2, 2012 failing which the plenary meeting endorsed the convenor to administered the oath taking.
Since the caretaker fails to execute the oath-taking ceremony during the stipulated time, the convenor as entrusted in the presence of the federating units has administered the oath taking ceremony today.
The remaining posts of the executive council/assembly affairs are ‘entrusted’ to be inducted by the new executive council/officials in consultation with the federating units. While wishing the newly inducted team of the ATSUM the meeting solicits the support and co-operation of one and all.

Imphal, Nov 2 : Shirui hills, a hotspot of biodiversity in the Ukhrul district of Manipur, is under serious threats with depleting forest cover and wildlife fast disappearing over the years.
In his topical presentation on “Forest Development” in the afternoon session of the Bharat Nirman Campaign organized by PIB, Imphal on Friday, Lovejoy Rumthao, Range Officer, Forest Department, Ukhrul, said the Shirui hills is under serious threats with recurrent forest fire and wanton feeling of trees. “Shirui lilies are not the only important thing…may also disappeared in future,” he stated.
Expressing deep concerns on the prevailing situation in the Shirui hills, Rumthao felt the condition may worsen if the rampant forest destruction continues unabated in the hills.
Shirui hills is a site for important flora and fauna of Manipur. The hotspot diversity situated 12 kms from Ukhrul town, boasts of being the home of important official symbols of the State namely Shirui Lily (flower), Nongin (bird) and U Ningthou (tree).
Mentioning certain forest development schemes being undertaken in the current years, he informed that the AR, ANR and SMC programme are being implemented in 18 blocks of the district. He said that there are six biodiversity sites being maintained at Challou river, Maklang river at Shakok village, Shirui lily at Shirui village, Iril river at Phungthak hills, Khangkhui and Kachouphung.
In comparison to other districts of Manipur, Ukhrul records a relatively more success stories of MGNREGS but the participation of women are reported to be very negligible in monitoring and supervisory role.
In an address on MGNREGS AC. Ningshimi, Project Officer, DRDA, Ukhrul, said the work progress under MGNREGS in the district is much better than the others in the State of Manipur despite some discrepancies in the implementation of the national flagship programme.
She also stated there is higher presence of women in the actual work and worksite under MGNREGS but admitted that their role in monitoring and supervisory system is very negligible.
Of the total 44048 job cards issued in the district, it is informed that 42 percent are women beneficiaries. It is also reported that another 8663 have applied for inclusion in beneficiary list.It may be mentioned that Ukhrul district is included the third phase of MGNREGS implemented on April 1, 2008 along with the others left out in the earlier programme.
The resource person urged upon the participating students to have thorough knowledge of MGNREGS, while saying they would be the ones to carry on the programme in future.In the district, she stated that there are six blocks in Ukhrul with SDO/BDO supervise the work and implementation at block and sub-divisional level and Vigilance and Monitoring Committee in every village.
Lamenting that the work implementation in the district is always delayed, she iterated the paper process is delayed in most cases and caused the subsequent delay in getting approval from relevant authority. In fact, she said the work for every financial year should begin by April 1 but it is not so in Ukhrul.
Ningshimi also admitted that there are discrepancies in the implementation of MGNREGS in Ukhrul. Informing that the guidelines like mandatory bank account of beneficiaries and facilities for mothers at work site are yet to be realised, she stated that there are instances of excess beneficiaries in some villages and inability to complete the 100 days work in certain years.
In future, she informed that the DRDA would organized a more intense awareness campaign with its inspection rate remaining only at 10 percent.
Earlier, Premalata Loitam, MCO, PIB, Imphal delivered an opening remark on the second day of Bharat Nirman Campaign.
She asked the audience to be interactive with the experts on various issues they wish to know and empowered with knowledge concerning the schemes of national flagship programme.
Saying this campaign is being organized to find out how the citizens are kept updated and aware of the projects implemented by Government of India, she said it is the government’s responsibility to educate the people on all these issues.
“This campaign is also to find out any lacunae in Government’s programme being undertaken for the welfare of the people,” she added.

India’s rural housing policy of Indira Awaz Yojana(IAY) has able to provide remarkable benefits to the people of Ukhrul District. More than 10,000 homeless families in the District has been provided house since the beginning of IAY in the country.
Project Officer of DRDA Ukhrul A.C Ningshimi in her topical presentation on Rural Housing at the second day of Bharat Nirman Campaign in Ukhrul said that the IAY has been implemented in the District comprehensively based on the list provided by the villages basing on the ‘permanent waitlist’ criteria. She however lament that the Permanent IAY Waitlist cannot be accurately implemented in the District due to lack of updating of the list viz. BBL category, disabled persons etc by the concern village Authority.
Manipur being a State which significantly comprised of hilly areas the Project Officer categorically mention the difference between hill areas and valley areas in the implementation of IAY. She stated that hill areas due to geographical reason of being more terrainous coupled with poor transport facilities; the IAY benefits’ of Rs.48, 500 is being given to the beneficiaries as against Rs.45, 000 of the valley areas.
Indira Awaz Yojana is one of India’s foremost scheme which addresses housing shortage in rural areas as part of poverty alleviation program. Under the scheme Below Poverty Line (BPL) families are given priority in the selection of beneficiaries.
The Project Officer while elaborating on the implementation of IAY in Ukhrul District said that there are two types of IAY. The first is to provide assistance for new construction while as the second is to provide assistance in the upgradation work. Apart from the empirical implementation of IAY in the District she also vividly highlights the features which include 5 percent reservation for natural calamities and 3 percent for differently abled persons.
In years to come, the Ukhrul town may face a total shortage of water considering the drastic reduction of water production volume at the Shirui hills and in the absence of alternative means so far.
In an address on “Rural Drinking Water Supply” in the afternoon session of the Bharat Nirman Campaign organized by PIB, Imphal on Friday, V Shangreiphao, SE, Rural Circle No. 11, PHED, Manipur said the water production level has drastically reduced over the years and falling totally short for the growing population in the Ukhrul town.
“The yield of water source has reduced three-fourth since the earlier years. In this case, the Ukhrul town would experience total water shortage in near future,” he stated.
Unless certain measures are taken up to preserve and boost the water sources at Shirui hills, he expressed concerned that the hilly town may face a serious drought with high concentration of population.
However, he stated that there are proposals for implementation of catchment area protection programme to preserve the water sources, while adding it already has the Cabinet approval of the State government.
Mentioning that there are various work programmes under rural water supply to be implemented in the district, the resource person informed that there are 13 centrally-sponsored schemes to be taken up at estimated cost of 5.65 crore budget and nine state-funded schemes at a gross budget of 1.81 crore.
He also informed that five NLCPR funded water supply schemes are being implemented in the district, while the work progress at Riha (Loutei) at 2.61 crore is at 72 percent and Shangshak at 4.92 crore is at 40 percent. The other programmes in the pipeline are to be taken up at Kamjong, Lunghar and Tolloi.
He also added that the performance of rural water supply programme was poor in the financial year 2011-2012 citing fund constraints and diversion as the main factors.

Mail News Service Imphal, Nov 1 : The biggest post harvest festival of the Kuki-Mizo-Chin group ‘Chavang Kut 2012’ was celebrated presenting rich traditional dance and songs organized by State Level Kut Committee, Manipur at the 1st Manipur Rifles ground here on Thursday. The day falls on Novermber 1 every year. It is one of the most anticipated calendar day for the Kuki-Chin-Mizo group of Manipur and elsewhere. One of the few occasions, KUT (as it is called) symbolises happiness and health, hard work and toil, peace and brotherhood, abundance and hope. Young and old, kings and paupers, strong and weak are united in the spirit of ancestral unity. Traditionally, locally brewed beers were exchanged within a village marking an end to agricultural drudgery consequent to plentiful harvest. The day officially announces the beginning of leisure and game. Cut to modern days, the festival has been laced with festoons and fanfare with the showcasing of tradition within the modern context. The festival is in this sense, a link between the gapping hole of tradition and modernity. For the people of Chin-Kuki-Mizo, it is a time to retrospect about the past and look forward to the future with optimistic zeal. Diaspora of Kuki-Chin-Mizo takes time out to reunite with their roots despite the mad search for global identity. For those unable to make a connection to their forefathers’ blood-drench soil of Manipur, they still make an effort by organising Kut wherever they may be roaming. Governor Gurbhachan Jagat said the Kuki-Mizo-Chin groups have their own unique and distinct cultural heritage and this is reflected in their various festivals. Kut is one such festival held during autumn and this festival provides an opportunity to not only make merry but to introspect on our past and plan for the future. This festival which includes songs and dances is now participated in not only by the Kuki-Mizo-Chin groups but by other communities also thereby strengthening the bonds of friendship and is a harbinger of peace, harmony and progress. Citizens of Manipur as responsible people and should ensure that we settle our differences through talks and negotiations and not resort to violence, including bandhs and blockades. Let us set aside our differences and resolve not to resort to bandhs and blockades as it severely impacts the poorer section of the society more. Let us cast aside our self centered egos and policies of the various ethnic groups and work for the overall welfare of the State. Kut is the time to do this as this festival exemplifies gratefulness, compassion, and gaiety. Emotional integration cannot be achieved in a single day but a start needs to be made so that we can build on it. Chief Minister Ibobi has appealed for the peace and harmony in Manipur. Gracing the evening session of Kut celebration, Ibobi Singh talked for peaceful co-existence among the various communities in the State. No group should work against the interest of a particular community but rather maintain communal harmony, Ibobi said. Even though Manipur is a tiny State it is known as a mini India by many because of its multifarious communities and that in the over 2000 years of its history it has witnessed co-existence among different communities. He also expressed heartfelt gratitude to the State Level Kut Committee, Manipur for inviting him to the event as well as for organizing it. Home minister Gaikhangam also addressed the function marking the inauguration of the auspicious and joyous occasion of Kut. He prayed to Almighty to bring peace, prosperity and integrity in the State of Manipur with the celebration of the festival. The state Home minister also expressed gratification to see hundreds of people from different communities of the State congregating and participating the occasion. “Although Manipur is a small State it is inhabited by people of different caste and creeds rich in culture, tradition and discipline since very long time,” Gaikhangam hailed. Manipur does not lag behind other states of India in various fields such as religion and many other podiums, and the integrity of the different communities has beautified the State to the highest degree, he further affirmed. Maj Gen KK Sinha, SM, General Officer Commanding and all Ranks of Red Shield Division extended warm greetings and sincere goodwill to the people of Manipur on the auspicious occasion on “Kut”. The Festival of Harvesting. The General Officer Commanding expressed the hope that the festival would foster peace, harmony, prosperity among all community of the State.

TAMENGLONG, Nov 1 NNN : The Zeliangrong United Front (ZUF) has said that whether the Nagas get ‘Independence’ or not the Zeliangrong people and their lands will be always the ‘Zeliangrongs”, said A Dangmei, spokesman of the ZUF.
The ZUF leader said by ‘birth the Zeliangrongs are always the Zeliangrongs’ and it does not matter whether Nagas attain Independence or not. “The lands of Zeliangrongs will be taken care of by the Zeliangrong people,” A Dangmei asserted.
He then questions as to why the NSCN-IM has been sending its ‘boys’ to Tamenglong district for attacking the ZUF when the talk phase of the NSCN-IM with New Delhi is reportedly in a crucial stage. “The NSCN-IM leadership should not waste their time to attack us. Instead they should be concentrating on its mission,” A Dangmei advised.
The ZUF also questions as to why the NSCN-IM has been after the former outfit.
Meanwhile, the ZUF expressed its heartfelt gratitude to the Tamenglong district based civil society organisations for taking utmost care of the dead bodies of ZUF’s ‘Lance Corporal’ Rathailung and Lance Corporal Lanhung who were killed in the October 30 shoot out.
After the condolence service at Tamenglong, the Zeliangrong civil organisations arranged the transportation of the two dead bodies to their respective villages and for this we will remain grateful to our Zeliangrong civil societies, A Dangmei said.
Meanwhile, the ZUF expressed its regret for all the trouble given to the public on October 30. “We do not like to create such a situation where fear grips the psyche of the general public,” said the ZUF and blamed the NSCN-IM for the whole pandemonium.

A.W Ringshangphi said that Bharat Nirman Campaign is an opportunity for the people to expand their knowledge on the program and policies of the country. Providing platform to the people to interact with the concern authority is in fact the opportunity never to be missed out by every citizen who has a sense of development. Carrying out this campaign at Ukhrul is a great chance for the people of Ukhrul District.
Public Information Campaign on National Flagship program touching Ukhrul for the second time is a great opportunity for the people said the Functional President Silla Konghay in her speech. While lauding the campaign she also points out the need to carry out this kind of program to villages rather than confining at the District Headquarters as it is the villagers which need this information the most. Confining this kind of program at the District Headquarter cannot make the Bharat Nirman campaign into reality due to its limitation in creating awareness among the rural masses as intended by the government of India.
‘We are living in the age of information and those who do not have the right information become a stagnant person in this fast changing world’ said J.Huileng the Chief Guest in his inaugural speech. Elaborating further he said information is the basic key to any development whether it may be infrastructural aspect or human resource development aspect. Bharat Nirman Campaign is an information campaign on the various programs taken up by the government. And it is the right of every citizen to have the right information.
Irengbam Rajeev, District Project Manager (DPM), NRHM, Ukhrul, said that the participation of people in NRHM in Ukhrul district is laudable and the healthcare benefits of public under NRHM has been seen at maximum level in Ukhrul district.
Ever since the implementation of NRHM in 2006 in Ukhrul, Irengbam said the district is availing benefits from the national flagship programme with visible improvement in rural health facilities. He informed that health infrastructure has now been improved in the district with strengthening of human resource added by new techniques and know-hows.
He also stated that many are under BPL category in Ukhrul and therefore maintaining good health can fight poverty and uplift family’s earning. “This is one major policy being undertaken through NRHM at larger perspective,” he added.
Under the NRHM programme, Ukhrul is availing benefits including healthcare packages like Janani Suraksha Yojna (JSY), Jananai Shisu Suraksha Kariakram (JSSK) and services of Accredited Social Health Activist (ASHA) among others.
Besides, the management of health institutions is delegated to the public with the implementation of NRHM. “In almost every village, the hospital management society (HMS) has been instituted to manage health centres and other health facilities in the villages,” Irengbam stated.
In Ukhrul district, he stated that there are now 302 ASHAs operating at various rural areas and are primarily engaged in basic healthcare of at grass root level.
Further, he said the ASHA committee has been set up in villages and are being assisted with financial and material help by Government of India.
In the same year when NRHM was implemented in Manipur and in its district, JSSY is also implemented in September. A new scheme called JSSK has also been implemented recently aimed at providing optimum healthcare benefits to mothers and during childbirth. Under the JSSK, he said that all treatment-related cost for mothers at hospital would be borne by government and these facilities are allotted to the Primary Health Centres.
He appealed the mothers to deliver babies at government run health institution to avails basic benefits under NRHM.
For effective and successful implementation of NRHM, Irengbam said that the public should have proper knowledge and wide awareness in regard to healthcare and the nuances incorporated in the flagship programme.

A sit in protest demanding Inner Line Permit System in Manipur was also held at Keishampat junction here today.

During the protest various political parties of the state namely Manipur People Party (MPP), Communist Party of India (CPI), Janata Dal United (JD-U) etc and other state civil organization took part.
President of Federations of Regional Indigenous Society (FRIENDS), Sapamcha Jadumani said that it is quite unfortunate that till today the state government remains silent over the demand for implementation of Inner Line Permit System in Manipur.
He reiterated that if the state government fails to implement ILP systems in Manipur before 18 November then from the next day the committee will start recording details of illegal immigrants .
