A sacred institution like state assembly has been desecrated by dragging it into series of controversies. Legislature, executive and judiciary are the three pillars on which the nation rest. But here in Manipur a pillar has been reduced to a farce with the guardian of the house making assembly secretariat a family fiefdom. The recent exposure made by media indicating excessive figures of employees of the state assembly secretariat reveals what is sweeping in the minds of the guardians of the house. The present one cannot be different from the past. The allegations that start with the appointment of Speaker’s wife as an employee of the secretariat and selling away of the newly bought vehicle at heavily reduced price need to be investigated. A sacred institution, which lays down rules for the Government to function, cannot be spoilt as is being done. In Manipur funny news appear quite often and in all these stories the main characters happen to be the ministers’ or speaker’s families. There also had been news of a minister’s wife a teacher by profession not attending school for several years but drawing pay without doing anything. In USA when Hillary Rodham Clinton was to be made Secretary of State an understanding was achieved between the Clinton family and the US Government. As per the agreement former President Bill Clinton should cease all activities to pave way for his wife to become the post of her choice. Bill Clinton lost a lucrative job. He was earning then lots of money by delivering speeches in foreign countries. On the contrary here in Manipur if the husband becomes a Minister the wife if unemployed insist she be made an employee. She does not think that her status will drag down the official status of her husband. Or perhaps she thinks that in the Manipur style of politics her husband’s career in the electoral politics will be short-lived. If not for that reason why a wife should insist to become a Government employee. A husband requires a supportive housewife to shine in electoral politics. If both of them go to their respective offices, who will take care of visitors at the bungalow or at home. Rules need to be formed in such a way that if either a husband or a wife becomes an MP or an MLA the spouse should be made to relinquish the Government job if they held one. By framing such laws the controversial appointment of such nature happening in assembly secretariat will not occur. But those employees recommended either by UPSC or MPSC can be dealt with differently. Abraham Lincoln former USA President said if you want to know the character of a man giver him power. The news stories carried by media and subsequent action by opposition parties threaten to expose the character of the men in power. The situation now calls for paying the thrust to face saving. Before the highest authority of the land intervenes to correct the wrongs done one must apply one’s own wisdom and correct the wrongs done. Nothing should be done to approve the wrongs done. In doing so more ammunition will be supplied to the opposition and it may cause colossal loss to the party in power.

Imphal, Oct 20 : Governor Gurbhachan Jagat assured representatives of seven Opposition political parties Saturday that the state Government has begun looking into corruption issue and also assured he would initiate for investigation into all graft charges against all the state officials.
Representatives of seven political parties including Trinamool Congress, CPI, CPM-M, JD-U, MPP (Manipur People’s Party), JD-S and BJP held consultations with Governor Gurbachan Jagat at Raj Bhavan at 12:25 pm .
The meeting with the Governor continued for more than half an hour during which they also discussed the current state of affairs of the state but prominently the issue of corruption, they told newsmen who were waiting for them in front of Raj Bhavan gate after the meeting.
Representatives of CPI, MPP, JD (U), JD(S), BJP, CPM and AITC submitted a memorandum to the Governor Gurbhachan Jagat today .It was stated that the Legislative Assembly of Manipur is the highest democratic Institution which decides the fate of the people of the state. The sanctity and the prestige of this highest Institute must be preserved and protected at any cost. Unfortunately, it has been noticed and seen for the last few years and more so during the last few months that there are open malpractices, nepotism and corruption in the functioning of the Manipur Legislative Assembly Secretariat.
The local media had already published the detail informations about the malpractices, corruption and nepotism on the recent recruitment of the Assembly staff in different categories on contract basis wherein family members and relatives of Hon’ble Speakers and Hon’ble Deputy Speaker even with fabricated documents. These are very unfair and unethical behaviours of the dignitories and officials of the Assembly Secretariat. The whole episode needs to be thoroughly investigated.
The repeated revelations of the Tehelka and subsequent publications by local medias on the Rs. 224 crore scam in Loktak Lake Development where undue favours and violation of CPWD norms mark biggest ever scam have really shocked the people of Mahipur. The K-Pro Infra Works Private Limited Company was awarded the work without observing CPWD norms. The single bidder company entered into a joint venture with Hyderabad based Progressive Construction Limited (PCL) for cleaning up of Phumdis (Biomass) from Loktak Lake. Interestingly, PCL is founded and controlled by a Congress MPfrom Andhra Pradesh, K. Sambasiva Rao, it is learnt. Further, another exposure on the misuse of Rs. 50 croresfrom the ICDS funds of the Social Welfare Department, Govt. of Manipur is a matter of great concern for all of us. Many more such kind of misuse of Govt. funds are expected to be revealed in the near future.
Governor was urged to consider and take a serious view on this matter and initiate appropriate actions on these issues.
CPI Manipur state unit secretary Dr M Nara, Manipur JD-U president M Tombi, CPM secretary Sarat Salam, MPP president S Umananda, BJP president Sh Shantikumar, Manipur Trinamool Congress president RK Sivananda and JD-S working president Manihar Goswami were present at the meeting.
They further expressed their urge to the Governor for setting up of an inquiry committee consisting of all the political parties in the state so that all the cases of corruption are investigated through it.
“The Naga political issue was not included at the meeting for the simple reason that we are planning to raise it in the upcoming winter session of Parliament and for this, we will prepare to send a delegation of the seven political parties to New Delhi soon ahead of the session,” they added.

IMPHAL, Oct 19 MNS NNN: Manipur Opposition parties lashed out at the ruling Congress led Secular Progressive Front (SPF) Government on Friday criticizing it has embroiled in a biggest ever scam involving the state Assembly House.
Leaders of Opposition parties comprising of seven non-Congress political parties led by Trinamool Congress– CPI, (MPP), Janata Dal (United), Janata Dal (Secular), CPI (M) and BJP– held a press conference at the Manipur Press Club during which Dr M Nara, Secretary, CPI Manipur state launched a scathing attack on the SPF Government saying the latter has caught up in the biggest ever scam in the state that involves the highest democratic institute Assembly House.
On Naga peace process, Dr Nara demanded the state Government to convene an All Party Meeting after CMr O Ibobi who is now in New Delhi returns to the state. He also announced representatives of the seven political parties will meet the state Governor tomorrow to highlight various issues.
Bringing a solution to the Naga political problem is most welcome, Dr Nara acknowledged but he said a big controversy looms behind it because both the state and Central Governments have been dealing with it in a clandestine manner out of the public domain.
Accusing that the peace talks between the Central Government and NSCN-IM have caused an anxiety among the people, Nara demanded as soon as the Chief Minister comes back here an All Party Meeting should be convened so as to clear the air regarding the Naga political process.
Alleging that leaders are caught up in the biggest ever scam in the state,he said all the corruption issues like controversial appointment in the state assembly, siphoning of Rs 224 crore in the name of cleaning of Loktak Lake, diverting of another Rs 50 crore meant for Integrated Child Development Scheme (ICDCS) to be taken up by the state Social Welfare Department would be raised in the next winter session of Parliament after consulting with the national leaders and they are now all prepared for it, Nara informed.
MPP president S Umananda also said leaders of the non-Congress political parties are all set to meet with Governor Gurbachan Jagat to impress upon him to look into the whole gamut of issues.
Blaming the Government for committing wrongs by violating laws, Umananda said the controversy over the alleged appointment of the state’s Deputy Speaker’s wife in the assembly after providing OBC certificate to her should be clarified to the public by the Government after a probe into it.
He said embezzlement of Rs 224 crore sanctioned for cleaning of phumdis (in the Loktak Lake is tantamount to underestimating the people . The Government should also clarify to the public on how the project was entrusted to the Hydrabad based K-Pro Infra Works Pvt Ltd Company allegedly existed only in paper.

SENAPATI, Oct 18 NNN: There have been reports of illegal immigrants sneaking into Senapati district of Manipur following the concerted drive against them in the valley districts by the state administration. However, this reports are yet to be confirmed officially.
Talking to NNN, president of Naga People’s Organisation (NPO) Mr Markson said the apex civil body of the district has strong apprehension of the sneaking in of these illegal immigrants into the district. “We are taking up measures to thwart this problem,” asserted Markson. He then alerted the people to be cautious about the development. “There is every possiblity of these illegal immigrants sneaking into the district as there have been full swing drives against them in the state capital Imphal and other valley districts,” opined the NPO chief this evening.
Meanwhile, the NPO in a statement said masquerading as daily wage earner, shops-in-mobile, job-seekers, construction workers and other professions, many illegal immigrants suspected to be those of Bangladeshi immigrants might have sneaked into the district especially in the headquarters.  “We are very much concerned about such development,” the NPO stated.
It then said in recent months there have been increasing cases of non-locals involved in business activities and criminal offences. “The need for checking and preventing the inflow of illegal immigrants into the district is seriously recommended to the concerned authorities”, it added.
According to NPO, it had issued a “public directive” on July 18, 2011 which states that, any landlord renting his house should first obtain character or domicile certificate from their tenants, failure which the landlord will be directly responsible for any activity committed by their tenants.  In this regard, the NPO had directed to all the sub-ordinate local bodies to strictly impose the directives.
The NPO’s concern has been substantiated by the fact that the district serves a gateway for people from outside the state of Manipur. The most important route, the National Highway-2 passes through Senapati district and that, the people with doubtful domiciles can take advantage in the district as a stop-over before they proceed to elsewhere in Manipur .
