Imphal. May 28 NNN : A memorandum has been submitted today to the Union Minister, DONER by All Manipur Tribal Union (AMTU) supplicating for special financial package in favour of financially constraint professional students of Manipur in particular and other North Eastern states in general.
The memorandum signed by its president D.P Panmei and general secretary Romeo Bungdon stated that the North Eastern students are never lagging behind others mentally, intellectually or spiritually and are bestowed with divine wisdom and tradition; but being economically weak these students cannot afford to get through their professional courses as most of the time they are engaged in stress of poverty oriented psychologically, which often diverted their study and learning concentrations.
Moreover, some of these students cannot even get admission after clearing entrance exams due to financial constraint, since the course fees incurred semester wise are so huge even in government established/run institutes, leave alone private sector institutes, added AMTU.
It further stated that another matter supplementing to the economically feeble professional students is the much reduced scholarship provision against the real figure amount at the time of admission being provided to some selected caste/tribe/backward categories.
“That, these above matters of Socio-Economy which are abstract and less expressed traumas effected so many students to the extend of drop outs from their academic courses or sometimes being reduced to the poorest by having sold their little owned properties to meet the course fees. These less seen phenomenon have been the hindrances to our North Eastern students’ side kicking their academic careers and ethics. It is a matter of serious concern to be solved, as it is obvious that developing and elevating Human Resource in the North East India will strengthen our region and country in various aspects at the global criteria which is undeniable”. These were stated in the memorandum.
A Special Financial Package for North Eastern professional students particularly for Manipur to ease their unspoken grievances was requested by AMTU to the Union DONER minister.

Imphal, May 27 NNN: The Manipur unit of Naga People’s Front (NPF) has been dissolved.
According to an intimation dispatched by the Manipur State unit of the party to the NPF Central office based in Kohima, the dissolution of the party in Manipur has been done for re-structuring of the party in Manipur.
However, the intimation letter of the Manipur State unit signed by its president G Gaingam on May 24 addressed to the NPF Central president in Kohima said, “With reference to the notification number NPF-28/MSU/2011-14/39 dated 11/5/2012 of the President NPF Central Kohima, regarding the dissolution of divisional and area units and in accordance with the decision taken after a detailed discussion and serious consideration in the meeting of the NPF Manipur State unit comprising of members of Advisory Committee and frontal organisations, I am to recommend for the dissolution of the State unit with immediate effect.”
Based on this letter, it has become obvious that the Central Office of NPF in Kohima had notified for the dissolution of the party in Manipur on May 11.
Meanwhile, the Manipur State unit of the NPF also said in its intimation to the Central Office at Kohima, “In anticipation of the approval, the Manipur unit will cease to function forthwith,” adding with the reason, “This is done so to pave way for complete re-structuring process of the party in the state.”
Mention may be made here that the Naga People’s Front (NPF) after changing its nomenclature was expanded to Manipur officially last year with Nagaland chief minister Neiphiu Rio launching the party at Senapati in a gala fanfare amidst strong objections from certain quarters.
The party fought the last Manipur legislative assembly election held in January by fielding 12 candidates. It could manage to win only four seats. Mao and Karong assembly constituencies in Senapati district, Ukhrul headquarters constiuency and Chandel assembly constituency have been secured by the NPF.

Imphal, May 25 : The PRO PIB(Defence Wing) Col Ajay Choudhury has informed the State Principal Secy Home, Suresh Babu that he has been posted in Imphal as the PRO Defence (Ministry of Defence) since 16 Jan 2011.
He said he a regular visitor to Kangla Fort every morning for a morning walk. On 25 May 2012, it came as a rude shock to learn that a Constable identified as Herojit of 1st IRB posted on sentry duty at Kangla Fort Gate No 1 was quite high handed and questioned his Personal Secretary (PS) as to who he was and told his PS that he had the power to throw him out of the gate/ shoot him with his weapon if he so desired.
He went personally at 10.30 AM to meet the Assistant Commandant to apprise him of the incident. The BHM (who refused to give me his name) refused to give me the mobile number of the officer and told that the AC would not be coming to the office as he has a wedding to attend to. He asked him to take him to the next officer in charge. The BHM claimed that he was next in the chain of Command. On apprising the BHM of what his constable had done the BHM became rude and took out a letter dated February regarding passes to be made for walking in Kangla Fort.
When he tried to reason with him that this was a separate issue and that the constable needs to be disciplined, he said, you can go and do what you want if you come to Kangla on foot, we will throw you out. Throughout this period in spite of being apprised as to who the PRO was, the BHM was not dressed properly and was very truculent in his behaviour.
The PRO said he has put in 28 years of service in the Indian Army and as a Colonel today does not expect to be treated in this fashion by a constable with barley two years of service or the BHM with 7 to 8 years of service. He requested that the Commandant 1st IRB be apprised to take appropriate, action against the individuals and caution his troops to refrain from adopting a manner where in they feel they are beyond the purview of law and discipline.

Imphal. May 21NNN: Intensifying the agitation demanding the arrest of those involved in the alleged murder of Richard Loitam, a Manipuri student, in Bangalore, students today locked up the offices the Trinamool Congress, Nationalist Congress Party (NCP) and Manipur State Congress Party (MSCP).
The students’ organizations demanding justice for the alleged murder of Richard Loitam stormed the offices of the political parties and locked up the offices after ransacking them, before the police could do anything about them.
The students has locked up the offices of the Bharatiya Janata Party, and Manipur Peoples’ Party on Monday and had a face-off with the police while trying to lock up the Congress office.
Sit-in protests were also organized by students’ bodies at places like Thoubal and effigies were burnt to denounce the inaction and lack of response from the Manipur government regarding the alleged murder of the student of the state in Karnataka.
A press meet was also organized by the students at a place in Imphal after sealing the offices of the political parties, in which the student representatives condemned the racial discrimination of North East students in the Indian mainland.
Various forms of democratic agitations were organized by the students to protest the suspicious deaths of Richard Loitam and Okram Laaba appealing to the government of Manipur to look into the matter and to give justice to the two students, but all the appeals of the students failed to bring about a desirable response from the state and central governments, stated the students’ representatives.
The students stated that the political parties whose offices were locked up did not deem it fit to listen to the appeals of the students to help bring justice regarding the deaths of the two Manipuri students and so their offices were locked as they were of no use to the people of the state, and warned that the students would not be responsible for any unfortunate development if the offices which are locked up by the students are forcibly opened.
“Discrimination of students from the North East has been going on for the last many years but the so called leaders of the state representing the government have been keeping quiet instead of protesting and demanding justice for the numerous victims of molestations, rape and killings, and the discrimination that is being faced till today is a result of the silence maintained by the government regarding all these cases of discrimination”, stated the student representatives.

Imphal, May 19 : To protest the death of Richard Loitam and O. Laaba and the attitude of Political party which remain as a silent spectator in connection with the death of students, a large students damaged BJP office and stormed other political parties offices today.
The protesters attacked BJP office and damaged doors, windows and signboard and locked the main gate. The students then stormed the office of congress office however the security personnel posted there blocked the gate.
The security personnel beat up students who tried to lock main gate. The angry protesters then pushed barricade used in road dividing. The students again closed the main gate of MPP office and proceeded towards CPI office situated at Rupmahal tank where police rounded up 20 students including students leaders.
After the incident, the general secy. of DESAM, Thoithoi while talking to press said, there is BJP govt. in Karnataka. The BJP, Manipur state unit did not the issue seriously. They didn’t pressurize the issue. The congress govt. also did not pressurize the central govt.
Various agitations will be launched if students are not released on or before tomorrow.
Meanwhile Asian Age reports that , “A day after the long awaited histopathology report of Richard Loitam, who was found dead in his hostel room, was finally handed over to the police, Loitam’s parents refuted the report which said his weak heart was the reason he died.
In one of her posts on a social networking site, Richard’s mother Dr Vidyabali Loitam, says that the histopathology report of Richard was ‘baseless’ and was only ‘covering up facts’. She said: “My son was an active football player and was in good physical condition. Moreover in his school here, he had to go through a medical check-up every six months.
There was no indication of a heart problem so far. How can it suddenly happen?” “We (parents) both are doctors and are fairly knowledgeable in medicine. If our son had shown symptoms of a problem, we would have known about it. The report calls it hereditary, but there is no significant history of heart disease in our family”, she added.
Richard’s parents are now planning to approach the Karnataka and Manipur governments for a CBI probe into the case.
The Union home ministry on Friday asked states to adopt a ‘zero tolerance’ policy against ‘racial profiling and discrimination faced by Indian citizens of Northeastern states’.
In an advisory sent to all states and UTs, the MHA has suggested stringent measures, including action against police officers if they fail to act on a complaint or any information received from a citizen hailing from the Northeast, regarding a cognizable offence.
The move follows deaths of two Northeastern students, Dana Sangma and Richard Loitam in Gurgaon and Bengaluru in April, amid allegations that they fell victim to racial bias.
The MHA has said, “Where a complaint or if any information is received from a citizen hailing from the Northeast, regarding a cognizable offence and no follow-up action is taken, then a serious view should be taken against the police officer concerned and also against the officer-in-charge of the police station.”
It says if the complainant is a member of the Scheduled Tribe, then the provisions of Section 4 of the SC/ST (Prevention of Atrocities) Act should be invoked. This section prescribes imprisonment between six months to one year for a public servant who is not a member of the SC or ST communities and wilfully neglects his duties under the Act.
Toll-free helplines should be made available, where services of any officer or any operator conversant with English must be provided, since it is possible that the complainants may not be able to communicate in the local languages, says the home ministry.
The letter points to reports that people originating from the North Eastern states are facing discrimination ‘as they are addressed with derogatory adjectives or face discrimination in the form of targeted attacks, assault, molestation and other atrocities’. This has caused considerable anguish and distress in the minds of the people from the North east, it says.
The home ministry says, “Quick action by the police would restore confidence not only of the victim but also of the community and send a clear message to the accused that such behaviour would not be tolerated.” It says when complaints are received from a person belonging to the North-East, particularly from women, the ‘level of sensitivity and response should be of an even higher level’.’
The states have also been asked to arrange outreach programmes , under supervision of DCPs or district SPs , in areas of northeast congregation to meet community leaders of such groups and address their concerns.

Imphal, May 18 : A meeting against the proposed encroachment and land grabbing in Lei-Ingkhol , Imphal East was held today. The government was trying to take over the land in the name of Capitol Project taken up by the government . The meeting presided by the JAC president W. Basanta was attended by the representatives of All Manipur United Clubs Organisation, Citizens’ Concern for Dam & Development, Civil Liberties and Human Rights Organization, Forum for Indigenous Perspectives and Action, Columnist Writers, Ethno Heritage Council, Human Rights Alert, Just Peace Foundation, Life Watch, National Identity Protection Committee, Poirei Leimarol and, United Committee Manipur.
It is worth reminding that, Lei- Ingkhol people’s movement to defend the village that began on 21 February 2005 was suspended on 12 September 2006. The suspension was enforced after the then Union Minister of State for Labour Oscar Fernandes to defend the village. However, the premise of the struggle had been continued as the government without any restraint had issued a notification on 16 December 2010 to continue land encroachment. For a considerable period of time the people were kept under silence by the false promises of the electoral candidates to defend Lei-Ingkhol. As the result of the failure to receive any positive reply to the memoranda submitted to the CM and the Governor , the JAC was reconstituted and today’s a meeting was organised.
At the end of the meeting the JAC decided to oppose and condemn the attempt of the government to encroach and grab land in Lei-Ingkhol without the consent of the people .

Imphal. May 17 NNN : Federation of Regional Indigenous Society (FREINDS) along with members of Senior Citizens’ Forum, public leaders and K.B. Sharma will take part in a mass hunger strike on the day of the first monsoon session of Manipur Legislative Assembly to demand the implementation of Inner Line Permit (ILP) system in Manipur.
This was stated by the president of FREINDS Sapamcha Jadumani in a press conference at its office today. He said that FREINDS have been demanding the implementation of ILP system from 2005 in order to check the entry of foreigners into the state of Manipur as a result of which the indigenous population is in danger of being completely assimilated.
He stated that all the appeals and demands to maintain the territorial and emotional integrity of the state will be useless if the indigenous communities get extinct due to assimilation by the floods of outsiders coming into the state daily in the absence of ILP to check and regulate the entry of foreigners.
In connection with the demand to implement the ILP system in Manipur, FREINDS has initiated a signature campaign from May 10 starting with the signature of the titular king of Manipur Leishemba Sanajaoba and which will include the signatures of people living in different parts of the state which will then be submitted to the government of Manipur along with a memorandum during the monsoon session of the Manipur Legislative Assembly.
The mass hunger strike on the first day of the monsoon session of Manipur Legislative Assembly has been organized to show support to K.B. Sharma, who had announced earlier to media persons of the state that he would go on a fast unto death to demand the implementation of the ILP system in Manipur.
Jadumani appealed to the people of Manipur living in the hills and valleys to support the FREINDS in its demand to the government of Manipur to implement the ILP system in the state before the indigenous population of the state get wiped out due to influx of foreigners into the state.
