New Delhi, Oct 9 : Union Minister of Corporate Affairs Dr. M.Veerappa Moily today detailed the recent initiatives taken by his ministry for attaining an all – inclusive role of addressing a vide sweep of functions – Corporate Governance Reforms and the Emerging Legal Framework with a vision to facilitate corporate growth with enlightened regulation. Addressing media persons gathered at the annual Economic Editors Conference 2012 her in New Delhi he said the over all aim of these initiatives is to be responsive and sensitive to changes in the business environment and suitably formulate and modify corporate laws and regulations from time to time.
The Minister said we are meeting in a scenario which is growth driven with realistic optimism indicating an ever improving economic situation. The measures recently announced to accelerate the pace of reforms has not only sent a positive signal to the corporate sector but have auger well in the economic as a whole and I am glad that these measures have been whole-heartedly welcomed by different shades of objective opinions. That these announced measures are not a passing phenomenon is buttressed by the fact that on a single day i.e. 4th of October the inflow of FII was 0.8 billion US Dollars. What is more the movement of NIFTY in the recent past has been of the order of 25 % which is the highest in the corresponding period among all the major exchanges like NASDAQ (21%) and the German exchange (20%).
He said the Ministry of Corporate Affairs is tasked with the responsibility of not only regulating and overseeing governance of companies but indirectly our responsibility also extends to providing a suitable legal framework which allows businesses to play a role in the development by a country with of course involvement and policy inputs from a number of Ministries / agencies.
The corporate sector continues to grow at a steady rate. At present the number of companies incorporated is nearing a million mark. There is more to this figure – 2.00 lakh companies have been added in the last two years alone. This shows a high degree of corporatisation of businesses in the country and promises ever increasing role of corporates in the overall Indian growth story.
Dr. Moily referred to the Cabinet approval of a number of amendments to the Companies Bill introduced last year largely on the basis of the report of the Parliamentary Standing Committee on Finance. The amendments seek to fine tune the provisions of the Bill to make them more effective and serve the needs of the growth of the corporate sector.
He however, dispelled the impression that one of the amendments makes the requirement to spend 2% of the average net profits of the last three years by the prescribed class of companies from non-mandatory to mandatory. He clarified that in the Companies Bill, 2011 as introduced, the stipulation is that the select class of companies “shall endeavour to ensure” expenditure as above on the CSR – if they fail to do so, the Director’s Report will explain the reasons for not being able to achieve the requisite target. All that the amendments propose to do is to remove the words ‘endeavour to’ from the earlier formulation. In other words, if a company fails to ensure achievement of the target, it is required to explain the reasons in its report as before and hence there is no material change in the situation as far as its mandatory nature or enforceability is concerned. He hoped that if legislative business proceeds smoothly in the Winter Session, the Bill will receive approval of both the Houses in that Session itself as it reflects the conscientious in the Standing Committee.
The minister also referred of a number of amendments in the Competition Act which not only seek to make functioning of Competition Commission of India more effective in the light of experience gained in its working but it also proposes a very healthy relation between the Competition Commission and other sectoral regulators. Sectoral regulators will be required to compulsorily refer issues concerning competition which arises within their jurisdictions to the Commission with a corresponding responsibility on the Competition Commission to refer any issue relevant to the jurisdiction of a sectoral regulator to that regulator. The amendment also seeks to enable laying down different thresholds for different classes of enterprise to attract the jurisdiction of the Competition Commission in matters of acquisitions and mergers etc.
Dr. Moily also mentioned of the recommendations made by a Committee of eminent business personalities under the Chairmanship of Shri Adi Godrej on adoption of 17 “Guiding Principles” to underpin the system of corporate governance in the country. He said SEBI is actively contemplating making these principles as part of its listing agreements and the MCA on its part is examining as to how these principles can form part of policy guidelines of corporate governance.
He also hoped of obtaining the endorsement of the Cabinet to the National Policy on Competition applicable to the Centre and States to serve as a forward linkage and extension of the Competition Act.
Dr. Moily said his ministry has taken serious note of the reported procedural bottlenecks, jurisdictional overlaps and systematic inertia coming in the way of Ease of Doing Business. Accordingly, a Committee under the chairmanship of Shri M. Damodaran, former Chairman, SEBI with a very eminent members has been appointed to address the issue in a larger perspective and to suggest measures to be taken by different Ministries and agencies to a provide friendly enabling environment for initiating and smooth conduct of business by entities both from this country and abroad.
The Minister also informed that a Committee constituted by the Ministry has prepared an Annual Business Responsibility framework, which has been shared with various stakeholders. He intimated that SEBI has already adopted this framework got top 100 listed Companies. The Ministry is examining opinion of stakeholders on this framework and will soon take a decision regarding implementing the same for specified class of Companies.
He recalled the Ministry’s primary responsibility of administration of the Companies Act, enforcement of its provisions and corporate regulation generally. In this sphere keeping a record of filing required under the law by the companies and making such stored information easily accessible to public and to regulators alike is the sine-qua-non on our existence. He also referred to the comprehensive interactive portal MCA21 which has made filing and retrieval of information and collation of data a very easy task. He said in fact this arrangement compares most favourably with the best in the world. It is the pioneering and functional portal amongst all organisations of Government of India. MCA21 will undergo further upgradation from January, 2013 in its next 8½ years‘ cycle for which Infosys has been chosen as the service provider following a very comprehensive technical and financial competition process. The portal will have still more advanced features and will encompass the Company Law Board, SFIO and the Official Liquidators organisations.

Drawing the attention of the Union Agriculture Minister Sharad Pawar this correspondent informed that in the 10th five years plan Central Agriculture University Imphal had returned Rs 80 cores to the centre for one reason perhaps unable to utilise the fund properly and consequently in the 11th five years there had not been addition of infrastructure in the university complex, while at the same time the other academic institutions like RIMS and Manipur University had seen addition massive structures. He was asked why CAU cannot do that. The Minister replied prevailing law and order problem in the state has stood as obstruction in the visit of faculty members for conducting research work. But fund is not a problem if there is requirement of fund it will be delivered without delay.
Civil Aviation Minister Ajit Singh perhaps was not well aware of the development that has taken place at Imphal airport that he posed the question where do you want go when this scribe put a pointed a question when will Imphal airport become international airport. The minister was also informed that the prosperous south East Asian nations neighbouring with Manipur have expressed their willingness to visit Gaya the birth place of Budha. One official of the Civil Aviation Ministry informed the gathering that there had been increase in the frequencies of flight and Imphal airport have received night landing facilities. Ajit Singh told in response to other questions from other scribes that every MP in the country wants one international airport in their respective states. He however assured to look into the demand of for up gradation of Imphal airport up to international level.
Dr. M. Veerapa Moily Power Minister was informed of the shortage of power supply in Manipur. He was told that since the commissioning of Loktak Hydro Electric Project a national project in the slate seventies Manipur has not added a single unit and the consumers receive only 6 hours power supply in 24 hours. The Minister was asked to release more fund for taking up hydel projects in the state. He was warned against bringing private partners in power sector. The consequence has been felt in Delhi, where power tariff had shot up beyond the affordable level of common masses and Tejriwala has protested against the power hike. The Minister assured to look into the matter. He said power scarcity in the country would be solved in the near future.
Oil and Natrual Gas Minister Jaipal Reddy was the last minister to address the session. The Minister was informed that six subsidised gas or none subsidised gas makes no sense in Manipur. If a consumer in Manipur can be provided at least five gas cylinders annually it will be considered as fulfilling a boon. Number one problem facing Manipur is gas scarcity. Increase state’s quota the problem may be solved. Jaipal Reddy replied there is no quota system in the allocation of refilled gas cylinders. He also assured to look into the matter.

New Delhi , October 9 : The Planning Commission has given investment clearance for “Dolaithabi Barrage Project (Medium Revised)
Manipur”. The estimated cost of the project is Rs.360.05 Crore (2011 Price Level).
Sources from the planning Commission said that the project shall be completed in the financial year 2013-14 and Plan accounts would be closed by 31st March 2014. Project may accordingly be executed as per the approved outlays in the State Annual Plans. The State Finance Department would restrict the expenditure to the approved cost and no additional expenditure beyond approved cost may be permitted unless the revised estimate is got approved following the prescribed procedure. In case of any further cost revision, the project shall be debarred from AIBP funding.
The project Authority must seek the approved of the “Command Area Development Plan” from the Planning Comission. The CAD works will also be executed concurrently with the project implementation so that the participation of the stake holder farmers is ensured right from the stage of project planning through implementation to maintenance. This will ensure that the outlay on the project is converted into enduring outcomes in the form of assured and sustainable irrigation benefits to the farmers. The pari-passu implementation of the project would be monitored by the Planning Commission.
The beneficiary farmers may be encouraged to take over the system after completion for operation and maintenance. The project envisages construction of a Barrage 78.75m long with six bays of 10m each to pass a design discharge of 2900 Cumec and a head regulator on the left bank. It will help in Annual Irrigation of 7545 ha of land.
The Dolaithabi Barrage Project situated at Dolaithabi in the Imphal East District of Manipur was approved by the Planning Commission in the year 1992 for an amount of Rs. 18.86 crore vide letter No. 20(12)/89-I & CAD dated 11-06-92. The latest revised cost of the project is Rs.215.52 Crore at 2008 price level. The Project was awarded in 1992 to M/S Jain & Associates, Calcutta and targeted for completion by 96-97. However, the contract was rescinded in 1995-1996 as the firm did not start the work.
Subsequently, it was again awarded to M/S NPCC Ltd. in Nov. 1996. The construction work was stalled due to insufficient fund as provided in the State Plan. Though the Project was financially supported by AIBP funding, inadequate release of the AIBP funds was also another major reason for stalling the progress of the work. In addition to this, the law & order situation at Project site has also been another reason for hampering the implementation of the project. However, the project was included in the Prime Minister’s Package during his recent visit to the State in November 2004. Accordingly the Project has been rescheduled for completion during March, 2012.

Imphal, Oct 9 : : A BSF Deputy Commandant, a native of Nagaland was hurt in a bomb attack apparently carried out by militants at Luwangshangbam Mamang Leikai, a locality under Heingang Police Station in Imphal East on Tuesday.
Militants set off the remote control Improvised Explosive Device (IED) planted on the roadside around 9:50 am close to Isar Oil Pump located near Luwangshangbam Haotabi along National Highway 2 as the convoy of 155 BSF got through it, wounding its Deputy Commandant named Lima Tensing Ao who was in a Bolero jeep, police sources said.
The BSF Deputy Commander suffered minor injuries in one of his limbs in the blast but not serious. He was taken to the unit hospital of a BSF camp stationed at Koirengei where he was treated.
The injured Deputy Commandant of the boarder guarding force’s 155 Battalion is based in Nagaland. The police also said the convoy was driving along the NH-2 towards Nagaland from Imphal when the attack occurred.
Meanwhile Discovering the presence of UG cadres in Lamjao, troops of 27 Assam Rifles of 28 Sector under HQ IGAR(S) and Thoubal Police launched joint operation in the area and apprehended two PREPAK cadres on 08 Oct 12. The apprehendees were identified as E Priyo Singh alias Hemchand alias Nanao ,35 yrs,s/o E Hemanta Singh,r/o Lamjao Awang Leikai,Kakching and Mrs Naorem Memchoubi Devi alias Memchaobi,30 yrs,D/o N Ibo Singh,r/o Kakching Chumnang Leikai,Kakching. One .32 Pistol, three .32 mm live rounds, one Chinese hand grenades, three mobile phones with six SIM cards and two demand letters were recovered from the apprehendees who alongwith recoveries was handed over to Kakching police station.
In yet another incident, discovering the presence of UG cadres in Tangjeng, troops of 42 Assam Rifles and 28 Assam Rifles under HQ IGAR(S) along with Thoubal Police Commandos launched joint operation in the area and apprehended one KCP (Nayon) cadre from a Hyundai i10 car with Regn No MN 04 A 6579 on 08 Oct 12. The apprehendee was identified as No.303 SS Cpl Wahengbam Inao alias Nanao,31 yrs,s/o W Tomab,r/o Arong Khunou,Thoubal. He revealed that he had done training in 2005. One 9 mm Pistol with five live rounds were recovered from the apprehendee who alongwith recovery was handed over to Thoubal police station.
Security Forces under the aegis of Red Shield Division apprehended a 16 year old boy recruited and trained by PREPAK. The boy has been identified as Pukhrabarn Bungoton Singh, son of Pukhrabam Kumar Singh, resident of Kumbi Polo Ground. The boy was forcefully put through training on small arms and placing of IEDs by PREPAK at Thanan Camp in Myanmar. The boy has been handed over to the Kumbi Police.
In another operations troops of the Red Shield Division along with Imphal West Police Commandos apprehended a terrorist of ZUF. The apprehendee was involved in the firing incident of the SF near Pinjang village on 06 Oct 12. The apprehendee has been identified as SS Private Latjanthai Malangmai alias Latjungbung son of Makhulung Malangmai resident of Happy Colony, Nonei Bazar. The individual has been handed over to Bishenpur Police Station.

IMPHAL, Oct 9 NNN: Irom Chanu Sharmila who has been fasting for the last 12 years demanding revocation of Armed Forces (Special Powers) Act, 1958 from Manipur was present in the court of Judicial Magistrate (1st class), Imphal East on Tuesday.
Sharmila sought permission from Judge Y Lother saying she wanted to interact with media persons outside the court but the Judge refused the prayer.
Although the Magistrate first told his officials to collect a list of the journalists to whom Sharmila wanted to speak to, he later declined it.
Irked by the act of the Judge, the hunger striker went out of the court room without giving her signature for her attendance.
However, the court further notified her to reappear in the court on October 20.
During the production, Sharmila was accompanied by several human rights activists and other leaders of different civil societies in the state.
Meanwhile, the Superintendent of Police, Manipur Central Jail has requested the state Health Department to furnish the present health status report and fitness certificate of Sharmila besides the required medical staff for production of the hunger striker before the Ld. Metropolitan Magistrate, Patiala House Court, New Delhi. As per the Production Warrant issued by the Ld. Metropolitan Magistrate-06, Room No. 4, Main Building, Patiala House Court, New Delhi, Sharmila is to be produced before the court on October 17 at 10 am.
The hunger striker is presently under Ryles Tube feeding and requires medical attention round the clock. As such, her present health status report and fitness certificate along with the required medical staff to accompany her for travel to Delhi needs to be obtained from the state Health Department.
Sharmila is currently hospitalized at Special Ward of Jawaharlal Nehru Institute of Medical Sciences (JNIMS) here.

New Delhi, Oct 9 : Following a review of current protocol practice, The President of India Shri Pranab Mukherjee has formally approved the following changes for implementation with immediate effect:
Use of the words ‘His Excellency’ will be discontinued while organizing functions within the country and during interaction between Indian dignitaries and the President. In Hindi, Rashtriya Mahodei should be used in place of Mahamahim during such occasions.
The word “Hon’ble” will be used before the title of ‘President’ or ‘Governor’. The traditional Indian greeting of “Shri” or “Smt.” should precede the name.
“Excellency” will be used only for interaction of leaders with foreign dignitaries and foreign dignitaries with our leaders as is customary international practice.
It has also been decided that the word Rashtrapatiji will replace Mahamahim in official notings in the President’s Secretariat.
As per past practice, above decisions have been conveyed to the Ministry of Home Affairs for further action.
Taking into account inconvenience caused to public during his movement within the city and in order to reduce the burden on police and other agencies, The President has instructed that, to the best extent possible, all functions be organized within Rashtrapati Bhavan premises itself.

The eastern region of India is all set to increase its share in the country’s rice production. The initiatives taken by the Central and the State Governments of the region have already resulted in an impressive increase in production of food grains with the area now turning into a food surplus zone from a food deficit one.
In order to address the constraints limiting the productivity of rice-cropping systems in eastern India, the Government launched a programme ‘Bringing Green Revolution in Eastern India’ (BGREI) two years back. It operates in seven states viz. Assam, West Bengal, Odisha, Bihar, Jharkhand, Eastern Uttar Pradesh and Chhattisgarh.
This programme, since its launch in 2010-2011 as a Prime Minister’s initiative based on the Inter Ministerial Task Force, has yielded remarkable results in rice and wheat production in the region. Under this programme Bihar and Jharkhand have shown quantum jump in rice production. Stupendous efforts have been made by the State Governments in extending technologies and practices to the farmers of the region for record production of rice and wheat.
The eastern region was selected for the project essentially to harness the region’s abundant water resources, necessary to enhance the production of food grains.
Water management is the main problem in eastern India, not water availability. The premise is that with abundant water, it would be made possible to increase crop productivity if better agronomic practices are adopted, high quality seed is used and other inputs like fertilizers and pesticides are applied judiciously.
While Punjab, Haryana and western Uttar Pradesh ushered in Green Revolution in India in the sixties, over-exploitation left these three states virtually depleted in terms of water resources.
This became a major concern of the country’s agriculture planners.
Clearly, India needs to boost its food production to feed its ever-increasing population. The only way to ensure food security, a concern of every Indian, is to grow enough food grains domestically. The eastern region has the potential of setting in a new Green Revolution. There is no reason why it cannot become the food bowl of the nation, given the high priority and focus that the central and the State Governments are giving to BGREI.
Therefore, a bouquet of activities have been taken up that include block demonstrations of rice and wheat technologies in cluster mode approach; promoting resource conservation technology (zero tillage under wheat); creation of asset building activities for water management (shallow tube wells/dug wells/bore wells, distribution of pump sets); promotion of farm implements and need based site specific activities etc.
Adoption of hybrid rice technologies, line transplantation, SRI, micro nutrients, drum seeders are some of the success stories that have emerged from the hard work put in by the State administrations in the region.
However, for the stability in production full potential of this enormously resource endowed region has to be realized.
Promotion of production technologies would need to be backed by effective marketing arrangements, procurement operations, power irrigation, value chain and rural infrastructure, institutional development for credit supply and lastly innovative approaches in extension to be able to reach out to a very large number of small and marginal farmers. Moreover, the farmers should get the minimum support price for their produce and for that, the awareness about the grading standards should be extended to the farmers. A Committee of Chief Ministers of these States has been set up to oversee implementation of BGREI at top level and to ensure that the scheme continues to receive high priority.

Post Offices in India constitute the largest network in the country offering financial, communication and other retail services. Rural Development supported by reach and infrastructure of Postal Network can write golden chapters of human endeavour and social development. Rural development refers to the process of improving the quality of life and economic wellbeing of people living in relatively isolated and sparsely populated areas. It aims at finding the ways to improve the lives of the people by increasing the level of participation of people living in isolated areas so as to meet their required needs. However Development of rural areas, like any other development activity, can only take place when there is an adequate support of appropriate infrastructure.
Department of Posts has been involved in rural development for the last 150 years. With its more than 139,000 Post Offices in rural areas, it provides support in various critical functions through communication, financial services, life insurance products and other retail services. Till March 2011, 4271 Panchayat Sanchar Seva Kendras have been functioning in the country. Panchayat Sanchar Seva Kendras are opened at Gram Panchayat Headquarters where Post Offices do not exist. This scheme is implemented by Gram Panchayats through an agent appointed by them.Rural Information Communication & Technology (RICT)
Electronically empowered Post Offices can mitigate complaints of discrimination and negligence that rural India always feels. In order to further widen and deepen an already unmatched reach of this network, particularly in rural areas, India Post has embarked upon an ambitious programme of ICT induction in all its post offices. The programme involves computerizing and digitally connecting all the post offices including those in rural areas. Rural ICT segment of this programme will bring in efficiencies in the way business is transacted. Under RICT Programme, all rural Post Offices will be provided Main Computing Devices which may be either handheld or computer net books. Majority of devices will be handheld ones which are compact, rugged and are slightly bigger than ordinary remote control devices for televisions, Printers, Digital camera, Fingerprint scanner, Bar Code scanners, Smart card reader and writers, Magnetic card reader, GPS and Solar Panels.
By connecting Branch Post Offices to a central server customers in rural areas can transfer money instantly, can operate their accounts, both deposit as well as loan accounts, from their village or in case of migrant labourers from their village as well as from their places of work. Rural ICT program will improve the quality of services and will facilitate faster payments and faster integration of information. As Post Office is geared to serve the ‘aam aadmi’, the benefit of quality service will pass on to the target group. Digitally networked rural post offices may also become an important medium of dissemination of information. In addition to improving efficiency of mail, financial and retail services, the computerization of rural post offices will enable India Post to deliver much-needed social security schemes even more efficiently. It will also allow the Department to engage in delivery of many more social security schemes.
Financial Services
It is widely acknowledged fact that improving the access to financial services is a very effective strategy for development of rural areas. Financial inclusion of the excluded households of rural areas is being accorded high priority by the government. Among all the organizations in the country which deliver financial services, the Department of Posts has the largest outreach in rural India, and more so, in backward and remote areas. Moreover, the Personnel who run the rural Post Office mostly belong to the local communities, and are thus trusted by their clientele enhancing acceptability of financial services by local people.
Post Office Savings Bank is the oldest and the largest banking institution in the country. The money collected through Post Office Saving is also utilized as investment towards nation-building by the Government and various State Governments. Small Savings Schemes operated at Post Offices in the rural areas contributing to the cause of rural development include Post Office Saving Account, Post Office Recurring Deposit Account, Post Office One, Two, Three, and Five Years Time Deposit, Monthly Income Scheme, Public Provident Fund, Senior Citizen Savings Scheme and National Savings Certificate.
Department of Posts introduced Rural Postal Life Insurance (RPLI) in 1995 for the benefit of rural population with special focus on weaker sections. It aims to ensure access to substantial cash at periodic intervals to meet life cycle expenses on education, marriage and old age. RPLI offers various policies like Whole Life Assurance (Gram Suraksha), Convertible Whole Life Assurance (Gram Suvidha), Endowment Assurance (Gram Santosh), Anticipated Endowment Assurance for 15 and 20, years (Gram Sumangal), 10 years RPLI (Gram Priya) and Children Policy (Bal Jiwan Bima).
Today, India Post delivers financial services as an agent of Ministry of Finance. Under the present setup, India Post cannot extend credit and other banking services to the rural poor. With the proposed Post Bank of India, post offices in India can be repositioned as the proactive agents of ensuring financial inclusion even in the remotest corner of the country. The Proposed Post Bank of India will deliver a host of value added services (micro credit, insurance etc) to existing 237 million postal savings bank customers and will also provide one stop financial services (savings, credit, insurance, remittance and pension) to small and medium sized customers.
Delivery of Monetary Components of Social Security and Other Welfare Schemes
In addition to the overall development of rural areas, the Government and State Governments have been striving to economically and socially develop the households in need of such development by providing them with direct benefits under social security and other welfare schemes. A large part of such schemes is being delivered through the Post Offices due to their unparalleled outreach in rural areas.
The Government enacted the MGNREGA in September 2005 and the scheme came into force in all districts in the country with effect from 1st April 2008. Department of Posts has taken the responsibility to disburse the wages through Post Offices by opening savings bank accounts in the names of MGNREGA beneficiaries. Starting with Andhra Pradesh Postal Circle in 2005, the Scheme of disbursement of MGNREGA wages through Post Offices accounts is currently operational in the entire country excepting Delhi, Jammu & Kashmir and Tamil Nadu Postal Circles (Tamil Nadu and Puducherry). The Scheme is operational through 98168 post offices.
The Department is also contributing to the efforts in financial inclusion by payment of benefits under various social security pension schemes viz. IGNOAPS (Indira Gandhi National Old Age Pension Scheme), IGNWPS (Indira Gandhi National Disability Pension Scheme) and Indira Gandhi Matritva Sahyog Yojana (IGMSY Scheme), a Conditional Cash Transfer (CCT) Maternity Benefit Scheme. Such payment are being effected either through money orders or Post Office Saving Bank accounts.
Rural Enterpreneurship Programme
India Post has taken up this ambitious program in association with Tata Institute of Social Sciences and National School of Open Studies. The program aims to convert 3.5 lakh Gramin Dak Sewaks (including Branch Post masters), in to rural entrepreneur through a continuous and vigorous skill development program. It is proposed to cover all the 1,30,000 Branch Postmasters in a phased manner. This vocational program will cover areas such as financial management, micro finance, IT, communication and leadership skills. The Branch Post Masters will develop the knowhow for postal business such as post office savings bank, insurance and money transfer services.

The program will thus give the Branch Postmasters an opportunity to grow as individuals and improve their own finances. It will also tap their talents and make them key resource persons for contributing to the development of the village. Pilot is being launched with 2000 GDS in seven circles, Assam, Gujarat, Karnataka, Maharashtra, Rajasthan, Tamil Nadu and Uttar Pradesh.
Retail Post
Department of Posts is being developed as a one-stop shop to provide a range of utility services to the customers and thus providing convenience and affordability at the door steps of the common man. With Retail Post, India Post will be leveraging the vast network of post offices across India. Services include collection of Electricity bill, Telephone bills, Taxes and Fees. Further under Retail Post, the Post Office sells application forms of AFMC, Universities etc. Apart from this Gold Coins, Railway tickets etc are being sold through Post Offices. MoU has also been signed between India Post and National Stock Exchange for installation of LCD TVs in select Post Offices for creating “Financial Awareness” among the public.
The Post Offices provide a large number of services in the rural areas through their vast network, trained manpower and time tested operating and accounting procedures. The Department of Posts has the largest outreach, especially in backward and remote areas compared to any other similar institution in the country. Post offices have a rich experience of delivering financial services and a well-established audit trail. The expertise in running Savings Bank and insurance activities of Department can act as a catalyst in transforming the economic and social conditions of the weaker section of the society by not only reaching credit when needed but also enabling to adopt income generating activities leading to asset creation. Post offices are ably suited to deliver all social security measures instituted by State/ Central Governments in an efficient/ transparent manner. The Rural ICT programme will further strengthen the delivery mechanisms of all social security schemes, reduce the delay in payment, and improve the quality of collection and sharing of information between the Post Offices and State Governments concerned.
Encouraging Post Offices to remain involved in the activities of rural financial inclusion will ensure sustainable all round development of the rural populace. These features make postal network the most effective vehicle of rural development.
