MNS: Apropos to the news article title “Families of slain militants allege fake encounter “ published in this paper it was stated that three hardcore militants killed in an encounter with Assam Rifles troops on 09 May 12 belong to UG group which has been active in the area of Maphou Dam and is involved in extortion with an intent of derailing the development process. The militants killed were heavily armed and in uniform.
Assam Rifles has always believed in homecoming of misguided youth and it has been an earnest endeavour to encourage fellow countrymen to shun path of violence and join the mainstream. It is due to vested interests of few individuals with narrow agenda, hampering peace and development process in the State, who propagate violence and are making all endeavours to discourage growing defections amongst their rank and file. It shows the frustration among different UG groups whose cadres are joining the main stream through homecoming ceremony. The initiative by Assam Rifles with excellent incentives from the State government has led by 190 surrenders to Inspector General Assam Rifles (South) since September 2011, which aptly displays the humane and people friendly attitude of Assam Rifles. The entire fraternity of Assam Rifles always encouraged surrenders and have been regularly approaching the Village Elders and parents of misguided youth to persuade them to stop gun culture. While a number of well wishers have been able to come forward and facilitate home coming of misguided youth some have been evading the issue. As the three deceased, rather than joining the mainstream created their own breakaway faction to disrupt peace and tranquility in the region. It is reiterated that all misguided youth who want to give up arms should not be discouraged by false propaganda.

Imphal. May 11 NNN : Even as the situation remains tense after three days of inter-villagers clash at Chadong village in Ukhrul district, acting village headman of the village Yaomi Kasar and social activist Ashang Kasar have accused former candidate of Naga People’s Front (NPF) from Phungyar assembly constituency Mr Honreihkui Kashung for creating trouble.
Immediate police action has been requested to apprehend the accused persons involved in breaking into the houses of two villagers of Chadong village, Ukhrul district and damaging household properties worth more than Rs. 25 lakhs, a complain lodged to the superintendent of police, Ukhrul district by the victims’ party said.
The houses of the village headman of Chadong village, James Kasar and Ashang Kasar, another villager had been broken into at around midnight of May 8 and properties like utensils, furniture, clothes, television and computer sets, CD machines, gas stoves, etc. were damaged, stated a complain written to the superintendent of police, Ukhrul district by Ashang Kasar signed on behalf of the victims of May 8 incident.
The complainant and the headman were staying at Imphal at the time of the crime, and only one old woman and the sister of James Kasar were staying in the village during the course of the incident, stated Ashang Kasar. The criminals were holding deadly weapons like daos, guns, and sticks in their hands and they didn’t allow the women to raise any alarm by threatening to kill them if they did, added Ashang.
The complain to the superintendant of police stated that in Chadong village which consists of 400 houses, there are three issues over which there is controversy. The first issue concerns the matter of chieftainship of the village, the second regarding non payment of compensation from government of Manipur in the Mapithel dam construction, and the third being the defeat of Honreikhui Kashung, who was a candidate of Naga Peoples Front (NPF) in the last general election.
It was also mentioned that the three cases were still in different courts for disposal and awaiting the final result from the courts concerned.It was therefore requested by Ashang Kasar that the accused persons be arrested immediately and prosecuted under section 452/456/427/34 IPC and cost for compensation be estimated.
The acting village headman, Yaomi Kasar and village secretary, Haorei Mahong have also accused the above mentioned accused persons under the leadership of one MH. Kahaoshang, former village secretary, for illegally destroying houses and beating up village authority of Chadong village.
They are also accused of trying to murder Job Kasar s/o (L) Pashi Kasar at his residence on May 8 at 6:30 pm, who is now in a serious condition undergoing treatment for the injuries sustained due to the assault of the accused persons.
The officer in charge of Litan police station, Ukhrul district has been informed for necessary action to arrest the accused persons.

MNS: On 10 may 12, 16 Assam Rifles carried out a search operation on confirmed inputs regarding running of weapon manufacturing unit and storage of illegal weapons in a house near Razhu pt, Kohima.
During this search operation a large cache of arms and warlike stores which included 04 x 9mm Pistols/Revolvers, 06 x Double Barrel Guns, 24 x Single Barrel Guns, 09 x .22 Rifles, 11 x Air Guns alongwith some partially made pistols, empty magazines and assorted ammunition was recovered.
The illegal weapons and ammunition were manufactured and stored to be used by some UG factions. The apprehended individuals’ alongwith the recovered weapons, ammunition and the vehicle were handed over to the police station. It is evident with such nefarious activities that, the factions are disturbing the peace in the region and have once again shown the lack of respect for the peace loving people and their sentiments.

Imphal, May 11 : The results of HSLC examinations conducted by Board of Secondary Education Manipur and HSSLC examinations conducted by Council of Secondary Education were declared today. In HSLC examinations, Ch Achouba of St Joseph got the first position, while Chingkhei Wangjam of Don Bosco secured second position while M Valentina of Little Flower got the third position.
The pass percentage was 70 compared to 71 last year. A total of 30277 students were enrolled, 30050 appeared, 7051 passed in first division, 12654 in second division and 1442 in third division.
In the HSSLC exam a total of 19482 appreared, 6972 passed in first division, 8005 in second division and 1022 in third division. The pass percentage was 82 percent.
In Science stream A Langlen of HRD got the top position . A total of 13590 students appeared and 6066 passed in first division, 5195 in second and 192 in third division. The pass percentage was 87.
In Arts stream L Kiyamba of Enlighten English School got the first position. A total of 5350 students appeared, 825 passed in first division, 2606 in second and 781 in third division.
In Commerce stream L. Thibuni Chachei of Mt Everest , Senapati got the first position. Only 542 students appeared and 36 passed in first division, while 204 passed in second and 49 in third division. The pass percentage was 53.
A girl from Senapati district is a topper in commerce. L.Thibuni Chachei daughter of PF. Loli of Taphou Pudunamai Village from Mt.Everest Hr.Sec. School, Senapati, created history by securing the 1st position in the commerce stream in the examination conducted by Council of Higher Education Manipur.
Miss Thibuni is the daughter of Taphou Pudunamai ex-pastor Pf. Loli and Losa who is serving in Sericulture department. Excelling among 5 siblings, Thibuni completed her matriculation from Don Bosco High School, Senapati. She aspires to become a prestigious Chartered Accountant.
She was away collecting firewood for her household when contacted for this interview.
An adherent Christian faithful, she studies 11 to 12 hours a day and prays every morning for divine’s blessings and grace. Her greatest strength is her guiding parents, friends and most importantly her Commerce teaching faculty guided by her principal. Thibuni wishes to pursue her B.Com studies in Delhi University and achieve the Chartered Accountancy very soon. “Even though I secured only 2nd division during my matric exam, I gave my best and achieved this rare honor and achievement. Everything is possible if you give your best labour coupled with will to achieve it”, the topper said philosophically.

We are once more at the end of another entertaining yet tumultuous week. Even though the state faces a worrisome scarcity of entertainment avenues, it doesn’t mean that the people have been completely deprived of being entertained. The lack of such avenues in the state has been filled up on a regular basis by the various state as well as non-state actors in the state with their amusing antics which sometimes border to hurtful stupidity. The people of the state as such get to see such amusing antics on a regular basis if not on a daily basis providing the state and its people with ample dosage of entertainment. There are several incidents happening before our own eyes which though by any means don’t define entertainment nonetheless provide entertaining avenues for the public.

The week that just went by was also full of such amusing and foolish antics and incidents, how else could one define the act of the five CDOs including an officer who were suspended for their reported involvement in the disruption of a Laiharaoba procession just before midnight some days ago citing that the carriers of the local deities were only play acting to be uncontrollable. The incident further fanned the anger amongst the local public of the area who took to arms and went on a rampage. The incident managed to hold the attention of the public for some time with the public wagging their tongues on the topic and thoroughly dissecting it. The much dreaded fake encounter also reared its ugly head during the latter part of the week in the state. While local media reported a gunfight between militant suspects and personnel of the Assam Rilfes some days back which left three militant suspects dead; a father of one of the dead claimed the next evening that he had himself attended to the surrender of his own son before a Major of the Assam Rifles on the same day as the reported encounter. The incident though not at all pleasing or amusing for anyone, could well hold the attention of the people of the state for a long time, providing the people in the process with something to amuse themselves. It will be long before the truth comes out in the case nonetheless it must have already set the tongues wagging. Agitations are sure to follow, sit-ins, public meetings, rallies will soon follow and capture the minds of the public for the time being before another entertaining incident comes along and seized the minds of the public from the previous incidents.

Seizure of 21 cartoons of a banned drug from the Imphal Tulihal Airport which originated from the National capital is another interesting and entertaining incident which could amuse the general public for some time. What is interesting in this incident is not the seizure of the banned drugs but the sheer size of the consignment which had managed to reached the only Airport in the state after originating from the National capital. 21 cartoons (each cartoon containing 7000 strips each of 10 tablets) of a banned drug. The state needs a thorough investigation of the incident which in all likelihood is not a one-off incident. Though the police had managed to seize the consignment this time, there might have been times when they had failed to do so and the drugs had made its foray among the youths of the state. While such incidents provide some entertainment for the state, it would not be too much to ask for the setting up of entertainment avenues for the people of the state and for both the state and non-state actors to understand the issue of entertainment in the state.

There is no denying the fact that one’s land of birth has a magical power that makes it hard for those who have gone far away from her to forget her easily. In fact, thousands upon thousands of the natives of Manipur are studying and working in different cities of India. During my stay in Delhi I have, in different ways, interviewed some of the youth who are studying and working here. They all seem to want to go back to Manipur, but on second thought, they seem to harbor some kind of anger in their hearts. Corruption, for instance, is one big thing that is conjured up in their minds whenever they think of Manipur that dissuade them from venturing back to their land of birth. They are well aware of the alleged selling and buying of government jobs in Manipur. Despite a number of declarations made through the media by many influential and responsible personalities of the land that corruption will not be tolerated or allowed to persist, in the innermost part of their hearts, they still have doubts about those words getting translated into real actions. And corruption aside, many other bad situations in Manipur continue to discourage them from venturing back to their motherland.

In strange lands they work among strange people, yet ironically, they seem to feel more secure. A friend of mine suggested to me to bring my family and settle permanently in Delhi. I, without even thinking for a moment, answered him saying, “Yes that’s a good suggestion, but I feel that Delhi is not a safe place for women and children”, to which he answered, “Do you think Manipur is safer than Delhi?”. His question left me quite puzzled. After thinking for a few minutes, I told him, “Besides that matter, all my good friends and relatives are in Manipur, so I miss that place.”

Sometimes, I close my eyes and think of the many problems infesting our land of birth. Unemployment problem also happens to be one major problem why many youths and fleeing from the state. I know quite a number of people here in Delhi that are very unlikely to come back to Manipur until and unless they hear about miraculous changes taking place in Manipur, no exaggeration included. Many are working at multinational companies, banks, call centers, restaurants, schools, colleges, hospitals and many other private companies that pay them very well. They easily earn 20, 30, 40, 50, 60 thousands here in Delhi. I know the same is the case in other big cities like Bangalore, Mumbai, Calcutta and many other states. So many thousands of sincere and hardworking Manipuris are studying and working in strange places among strange people all because they don’t have similar opportunities in their land of birth.

Talking about employment opportunities and good payment in Delhi, I know one thing personally about the difference of pay conditions prevailing in Manipur and in Delhi. In Manipur, 6th pay commission has just recently been implemented, in Delhi it has been there since the very introduction of the commission. A friend of mine in Delhi once smilingly told me, the 7th pay commission is likely to be introduced soon. In Manipur, I had once been a guest lecturer at a government college some years ago. I was told that I would be paid Rs. 8000 per month; I was very delighted, I left home during the weekdays and stayed near the college that was about 50kms away from home; the college paid me only 3-5 thousand rupees per month from the college fund. The government never sanctioned the full amount. There was indefinite delay and the fund either lapsed or got lost in the process. Only God knows what went wrong. Eventually, I discontinued going to that college because I knew that I could not survive with Rs.3000 per month. Another joke of the situation was that I started visiting chak hotels regularly at the bus parking and the bus fare very often reached Rs.100 because of the frequent bandhs that compelled the buses to make detours. So, consequently, I started incurring deficits that led me to the decision that I should give up being a government guest lecturer. The glaring contrast that I find here in Delhi is that the guest lecturers (I am not one) here are presently enjoying a monthly pay of Rs. 25000 (twenty five thousand).

I actually don’t have proper idea exactly how much the guest lecturers of Manipur University (a Central University) are being presently paid. My point is that the big difference of employment opportunities and pay seem to be important factors driving away so many hard working young people from our land to faraway cities. As for myself, at the moment, I presently don’t intend to remain permanently in Delhi although the prospect of getting a permanent well-paid job is very bright here. But I know many Manipuri friends in Delhi who are so happy with their jobs and pay and feel very much at home in the capital city. Apparently, they don’t intend to return to their native land at least in the near future.

Another factor that attracts so many youth from our state to the big cities, particularly, Delhi is the availability of so many facilities- coaching centers, excellent books, regular electricity etc that facilitates them so much in achieving their dreams and goals. A brilliant youth who last year got the coveted IAS post has been persuading me to work permanently in Delhi. He tells me, “If you stay here at least one year, you will know how much life is better here in Delhi; people who are acquainted with Delhi, never want to go away from it.” What he says is definitely true. Undeniably, there are so many opportunities in Delhi and other cities and states. Despite the so many hurdles and discriminations, Manipuri youth continue to flock to other states and cities of India- all because they want to live a financially independent and carefree life that is not available in Manipur.

Purchase of defence land in Srinagar

New Delhi, May 10 : The Central Bureau of Investigation has registered a case against the then DEO, Srinagar; the then SDO-I, DEO, Srinagar; SDO-II, DEO, Kashmir Circle, Srinagar and other unknown public servants/private persons U/s. 5(1)(d) r/w 5(2) of J&K P.C. Act, Svt. 2006 and Section 120-B, 420 of R.P.C.
It was alleged that a huge area of Ministry of Defence land near a sensitive zone in Srinagar was suspected to have been taken by private persons in connivance with officials of Revenue Department of Jammu & Kashmir State and Directorate General of Defence Estates (DGDE), Srinagar.
There was no provision to issue No Objection Certificate (NOC) by the office of DGDE for the purpose of sale/purchase of defence owned or occupied land.
Moreover, as per the existing rules, defence land cannot be alienated to anyone without prior approval.
The said officials of DEO, Srinagar in conspiracy with unknown private persons allegedly issued NOCs to the private persons for the purpose of sale/purchase of defence land measuring 12.25 acres which was either acquired by the Ministry of Defence, Govt. of India or State land of J&K handed over to MoD by the Govt. of J&K.
On the basis of these unauthorisedly issued NOCs by DEO, Srinagar, certain private persons dishonestly & fraudulently managed to execute the sale deeds and attestation of mutation of the defence land.
Some of the private persons had approached DC, Budgam and Court seeking compensation on the basis of sale deed executed against such defence land & attestation of mutation thereof.
Searches were conducted at four places in Jammu, Ambala, Delhi and Patna. Certain documents collected from the office of DGDE, Srinagar Circle and others are being scrutinized.

Motherhood is a divine feeling, a wonderful experience, but it brings with itself tremendous responsibilities which call for proper care for both mother and the child. For a healthy mother and child, it must be ensured that required medical care is provided to pregnant woman and full immunization course is administered to the child. It is with this spirit in the mind that the Ministry of Health and Family Welfare launched the Mother and Child Tracking System (MCTS) in December 2009. The focus in MCTS is on the Beneficiary Based Monitoring of the delivery of services to ensure that all pregnant women and all new born receive ‘full’ maternal and child health services. The MCTS utilizes Information Technology and seeks to capture details of every pregnancy in the country in a centralised data base. It is a generic system which aims to provide information of different health services received at the individual level, by monitoring all service deliveries that an individual benefits from.
MCTS Coverage
The MCTS database primarily comprises of
· All new Pregnancies detected/ registered from 1st December, 2009 at the first point of contact of the pregnant mother with the health facility/health provider.
· All Births occurring from 1st December, 2009.
Unique Identification Number
The record of each mother and child is tracked through a 16 digit unique identification number. The 16 digit unique number contains state code, district code, Block PHC/CHC Code, Health Sub-Centre Code, Pregnant Woman code, child code and the serial number given to each mother/child.
Advantages
The Ministry of Health and Family Welfare endeavoured to have a central data repository for quick reference of validated data for all pregnancies and births in India. Such a Central Database seeks to facilitate grassroots level health functionaries like ANM, ASHA, Anganwadi workers etc. in performance of their duties by enabling more effective transformation and utilization of information. It is envisaged to implement a Beneficiary Centred Approach so as to ensure delivery of maternal and child health services from conception till 42 days after delivery in the case of pregnant women and up to five years of age in the case of children so as to ensure that all pregnant women and all new born receive full maternal and immunization services.
Further, MCTS would enable roll-out of targeted health programs and schemes, for controlling of external cost and time spill-over and ensure tracking of full immunisation course for all children. It shall also lead to validation of information collected from each block/district/state at the central level, for figuring out authenticated situation at respective functional levels.
Furthermore, efficient need-based planning of allocation and management of health resources can be done at ground-level. For example a fair idea about drug stock and inventory can be made once number of pregnancies have been recorded at a particular level. Thus, it leads to improved supply chain management of vaccines and drugs .Also, MCTS can provide vital clues for making improvements in the system for better service delivery. The bottlenecks at the implementation level which hinder effective implementation of Government initiatives can be known and provide valuable inputs for public policy implementation. Not only this, MCTS is expected to facilitate qualitative improvement in the delivery of services to pregnant women and children of the country and thus facilitates an accelerated reduction in maternal, infant and child mortality.
Architecture of MCTS
The operationalization of the MCTS is achieved by clear cut role allocation at different levels viz. village level, Sub Centre level, PHC level, CHC level, District level, State Level and the National Level.
Village Level
Identification of pregnant women and new born is done at the Village level. The Accredited Social Health Activist (ASHA) of the National Rural Health Mission (NRHM) has been given the responsibility of informing the Auxiliary Nurse Midwife (ANM) about the details of the pregnant women and new born in the village every month.
Sub Centre Level
The delivery of maternal and child health services according to the agreed service delivery protocol is done at the sub centre level. At the Sub Centre level the ANM is responsible for Contacting all pregnant women reported by ASHA and preparation of the Pregnant Woman Card( One copy to be retained by the ANM and the other given to the pregnant woman).Services are delivered according to the agreed service delivery schedule and the ANM updates the Maternal Health Card.The ANM Contacts parents of all new born and prepares the Child Health Card.
The above data is entered into a Central Database at Primary Health Centre /Community Health Centre where internet facility is available. This registers pregnant women and the details of services due (example ANC or antenatal care) to the woman along with the dates are captured in the database. The name and contact details of associated ASHA worker/ANM are also entered into the database .In fact, two distinct fields in the data base viz. Services administered and Services overdue help in monitoring and tracking service delivery at field level.
Primary Health Centre (PHC)
The Medical Officer at PHC is responsible for organizing training of ASHAs in the identification of pregnant women and children below five years of age; organizing fortnightly/monthly meeting to review the records maintained by ANM with a view to improve the quality of the record; visiting all villages in the PHC at least once in a month to supervise the activities of ASHA and to provide her necessary support; on the spot verification of the data entered in MCTS using a standard sample design.
Finally, the Medical Officer also identifies gaps in the context of providing ‘full’ maternal and child health services to all pregnant women and all new born recorded in MCTS.
Community Health Centre (CHC)
The Block Program Manager at the CHC is responsible uploading the data on pregnant women and new born in the MCTS software and generating reports related to the implementation of MCTS at the PHC level within the CHC. He is also responsible for tabulation and analysis of the verification data available through the cross checking of the records entered in the MCTS system.
District Level
MCTS performance review is done at the district level to fill up the gaps in the health care delivery institutions within the district in the context of delivering ‘full’ services to all pregnant women and all new born.
State Level
Monthly reports of the implementation of MCTS for all districts within the state are generated and state level monthly meetings are organized to review the implementation of MCTS at the district level and identify and address bottlenecks and constraints in implementing MCTS.
National Level
MCTS cell is responsible for monitoring and analysis of the progress of MCTS in terms of data entry status, identification of low reporting States/districts and identification of districts/facilities not reporting.
The Quality of data reporting is known through data of performance of state and district indicators and cross analysis of data and services provided. This helps in identification of abnormalities and and discrepancies in MCTS data.
Also National level meetings are organized to review the implementation of MCTS at the state/UT level and to identify and address the bottlenecks and constraints in implementing MCTS. Besides, the MCTS Cell also prepares Quarterly Research Note using the data available through MCTS.
Thus, the states can take action at their own end to ensure that services reach those for whom they are meant. This is possible since the contact details of all beneficiaries to whom services are overdue along with the associated ANM/ASHA are available at the click of a mouse. As on 1 May, 2012, a total of 2,07,55,732 women have been registered with the Mother and Child Tracking System.
The Central Government on its part regularly intimates Mission Directors of NRHM in states on the progress made and gaps which remain in provision of services to beneficiaries. In addition, a call centre has been established in the Ministry of H&FW to directly contact pregnant women and parents of the new born registered under the system to verify the services that they have received. A Toll-Free facility which provides information to beneficiaries registered with the MCTS server has also been started. At present the data of MCTS is available only through private login to the Ministry of Health and Family Welfare and various State Governments. Although, a full fledged MCTS portal is expected to be launched so that the data is available in Public Domain. In a nut shell, MCTS not only facilitates closer monitoring and regular check-ups of pregnant women and reduces avoidable complications but aids strategic decision-making and need based allocation of resources also.
