Irked over the indifference matted out to North East students in the main land India, different students organization under the banner ‘North East Students’ Organization (NESO)’, on Thursday publicized its first phase of agitations by holding a sit-in-protest on June 7 at Guwahati.
Addressing a press conference in Shillong, NESO, Information and Publicity Secretary and former Khasi Students Union (KSU president, Samuel B Jyrwa said, “We have decided to stage a one-day sit-in-protest in Guwahati on June 7, over the failure of the central government to address various issues affecting the North East region.”
He also informed that it is the first phase of agitation to demand the central government to address the issues pertaining to the North East Region (NER). “Discrimination against our students (North Eastern) studying in different parts of country is one of the serious issues which have tormented us. We demand the government to safe-guard the lives of North eastern students studying in main land India,” the publicity secretary of NESO asserted adding “The other issues of concern are, influx, lifting of the Armed Forces Special Power’s Act (AFSPA) .from NE region,

It was asked if the Director R.I.M.S had taken money more than one lakh rupees each from the nurses at the time of their regularisation.
It was asked how the courses of the B.Sc Nursing in RIMS Nursing College is managed. Strength of students and utilisation certificate of the expenses were demanded.
It was asked “What is the present position of the Dental College and the OPD Block for which the Foundation Stone had been laid down by the Union Minister of Health and Family Welfare it was asked? How much money had been utilised till date for the purpose? How much money is yet to be utilised? Please provide the utilisation certificate.
Give the reasons for not functioning/running the Hospital Information system properly in RIMS. How many Superspecialists/Post Doctorals are working in RIMS? Please provide a list of their names, subject of speciality and qualifications. What has done by the RIMS authority to make avail of their services to the public? What steps are taken and what steps are there in the planning in this regard? What are the job facilities given to Some of the Doctors who are nominated by the Govt. Of Manipur as State nominee for the courses of P.G. are being given appointment in the RIMS Hospital by the RIMS authority after their pass-out. They are to resume their services to the parent Department of the State Govt. Please provide a list of the names of the Doctors, their subject of speciality and the Dept. they are working with/without the permission of the state Govt.
Manipur is a state prone to Fire Arms Injury. In such situation, how many staff are there in the casualty Unit of the RIMS Hospital? Is it true that some of the staff of Casualty Unit had been absorbed to some other Wards or Departments of the Hospital? if yes, please make available a detailed list of the staff. Why is the casualty Unit not functioning as a separate Department with the latest facilities in the interest of public?
Why is RIMS not running a pharmacy? Why free medicine/ subsidised rate are not given as in the hospitals sponsored by the Union Govt.
How many private Hospitals, private Clinics and private Nursing Homes are their in the state run by the Doctors of RIMS? Apart from their home practices, is it true to say that most of the Doctors of RIMS are engaged and contracted with private Hospitals and private Clinics while enjoying the N.P.A.
Is it true to the saying of the public voice that the candidates who can pay a sum of Rupees ten lakhs to twenty lakhs are being appointed for nurses? Give reasons for the supplementary appointments in the said appointment.
Recently, some persons above the age of 62 years were detected as employees of RIMS. What actions has been taken against those officials involved?
Is it true to the saying of the public that without the permission of the authority, RIMS staff used the practice of hiring persons to substitute their jobs sharing the salaries? The nurses too didn’t performed their duties according to the roster. On mutual understanding amongst themselves, without the knowledge of the authority they had altered the night duties and at times hired or engaged unemployed nurses on their behalf. Please provide authenticated records maintained in the office in this regard.
Why the facilities of MRI, CT Scan, X-Ray, Ultrasound and Laboratories etc are still unavailable in RIMS , why does doctors refer to outside private clinics and private Laboratories? Does it mean to the offer of 10% to 20% to the Doctors by the outside private Labs ? Is it admissible for Dr. N, Damayanti Devi, wife of the present Director of RIMS Dr. S. Shekherjit Singh to hold the head of office (Principal) of the Nursing College of RIMS? Please provide the authenticated copies of documents and certificates of her educational qualifications maintained in the office records.
Kindly provide the authenticated documents and records maintained in the office with reasonfor holding the recent interview of Staff Selection for the post of Grade IV till 2 a.m, after midnight. What is the present position of the Doctors, nurses and Grade IV employees working in the RIMS ? On What is the total number of wards existing in the RIMS Hospital? Please provide the numbers in department-wise. What is the total number of beds in the Hospital? Please provide the numbers in department-wise. What is the total land area of RIMS? Please provide an authenticated copy of the land patta/Jamabandi.
What is the total number of ventilators using as life saving machines for serious patients? Is it
true that most of them are not functioning? Give the reasons for keeping them non-functioning.

New Delhi, May 31, 2012 – The UN Human Rights Council’s UPR Working Group adopted yesterday the draft report on India’s Universal Periodic Review (UPR). India’s UPR – a peer review process of the human rights record of all UN member states – took place on 24 May 2012 in Geneva, where India’s entire human rights record was examined thoroughly by other UN member states. The Government of India (GoI) oral response during the UPR session was marked by a general lack of acceptance of human rights challenges in the country and a mere reiteration of domestic laws, policies and Constitutional provisions by the Government of India (GoI). For more details, see Annex 1.
Eighty countries participated in India’s UPR and made a total of 169 recommendations on a whole range of critical human rights issues (see draft report at: http://www.wghr.org/pdf/A_HRC_WG.6_13_L.8_India.pdf). Recommendations made to India include: ratify promptly the UN Convention against Torture and the UN Convention on Enforced Disappearances; repeal the Armed Forces Special Powers Act (AFSPA); adopt the Prevention of Communal and Targeted Violence Bill; enact comprehensive reforms to address sexual violence and all acts of violence against women; improve human rights training of police officers; consider abolishing the death penalty or establish a moratium; ban all forms of child labour; strengthen efforts towards addressing maternal and child mortality; strengthen efforts to combat trafficking; and address the inequities based on rural-urban divide.
India declined to comment on any of these 169 recommendations at the HRC yesterday. GoI decided to examine all the recommendations back in the capital and respond to them prior to the plenary session of the HRC in Geneva in September 2012, where GoI will take a stand on which recommendations it accepts. According to Miloon Kothari, Convener of WGHR: “We look forward to a constructive response form the GoI as it formulates responses to the many useful suggestions that are contained in the document adopted by the UN on May 30, 2012. These responses from the GoI should be formulated after thorough consultations with the Parliament, human rights institutions, civil society .
