LAMKA, August 24: Autonomous District Council, Churachandpur members participated in an interaction programme with the 27 sector Assam Rifles organised by the AR at HQ Veng today.

The meeting was presided by ADC chairman Langkhanpau Guite and Cdr 27 Sector Assam Rifles Brigadier R K Sharma.

The event was also attended by 19 other MDCs of various other district council constituencies, CO 7 AR col Aditya Verma and CO 25 Madras Col Anil.

In the meeting, few points were brought to the notice of the MDCs, like non availability of anti-venom vaccines at Dist Hospital Ccpur and to organise a Swachh Bharat Abhiyaan campaign in the district.

These issues were noted by the MDCs, with the chairman ensuring immediate co-operation from their part.

Few points were also highlighted by the ADCC chairman like checking of their vehicles at all Assam Rifles posts, to which Cdr, 27 sector assured that their stations will be informed about their identity and movement and the Cdr also insisted that all MDCs should spend some time with the troops while crossing the AR post, which will help in bridging the gap.

The meeting concluded with a note of expecting better and further coordination in the future between the ADC members and the Assam Rifles.

IMPHAL, August 24: Many unregistered dental clinics are mushrooming up in the State which is indeed a matter of serious concern in a State where prevalence of Hep-C and B is very high.

This was echoed during a day-long workshop on `Prevention of viral Hepatitis B and C at Dental Health Care Settings`™ organised by Community Network for Empowerment (CoNE) in partnership with Indian Dental Association, Manipur State Branch; Directorate of Health Services, Government of Manipur and MACS partner NGOs Forum at Hotel Yaiphaba on August 23.

Joint Director of Director of Health Services Dr Nandalal who was present at the inaugural function as one of the presidium members stated that the main purpose of the workshop is to prevent infection of viral hepatitis B and C at dental health settings in Manipur.

`Dentist and dental health care workers are at high risk of infection with hepatitis C virus during their occupational exposures. Similarly they can infect their patients by such agents if adequate control is not implemented. As such use of appropriate personal protective equipment, sterilisers and disinfection procedures is necessary to minimise spread of the disease`, he said.

Stating on the mode of transmission of the disease, Dr Nandalal informed that Hep-B and C is spread through direct blood contact, mother to child, organ transplantation, medical and dental procedures and people who inject drug (PWID).

He further informed that cleanliness of the clinic is most necessary which plays a crucial role in prevention of Hep-C and B.

During the open discussion session where issues of unregistered dental clinics mushrooming up in the state was brought up by the participants mostly dental doctors, the Joint Director informed that measures have been taken up in this regard by the government to close down unregistered clinics.

Registration has now become mandatory, he added.

Data are insufficient to estimate the transmission of Viral Hepatitis B and C at Dental Health Care Settings as no study has been officially conducted in the State. But according to the majority of studies conducted in some developing countries, it has been reported that the prevalence of HCV infection among dentists, surgeons, and hospital-based HCP is similar to that among the general population, approximately 1-2%, he explained.

A recent HCV serological survey conducted by CoNE in partnership with Directorate of Health Services across the nine districts covering 1011 populations found that 83% of PWID are infected with hepatitis `“ C. Regrettably, nearly 65% of people living with chronic hepatitis B and 75% of those with chronic hepatitis C are not aware of their infection. Despite its higher prevalence and transmissibility, viral hepatitis C, has received far less attention than HIV in the state, Dr Nandalal said.

Taking part in the workshop, elected president of Indian Dental Association, Manipur State Branch Dr RK Ratankumar said that this kind of workshop is very important and needs to be organized with larger participants considering the prevalence of viral Hepatitis in the state

Highlighting the prevalence of Hepatitis B and C in the State, State Epidemiologist, Government of Manipur Dr Shasee Mangang said that contribution of Dental Health Care providers in preventing the viral Hepatitis B and C in the State is vital.

The workshop ended with a recommendation to form a committee and develop a minimum protocol which is to be followed by dental clinics. The recommendation was derived through open discussion among the participants.

IMPHAL, August 24: The Indigenous Peoples`™ Association of Kangleipak has handed over a memorandum seeking protection of Manipur`™s territorial boundary to BJP Manipur president Th Chaoba to be submitted to Prime Minister Narendra Modi today.

After handing over the memorandum to the BJP State president at the Nityaipatcuthek office of the BJP, IPAK president Sapamcha Jadumani said the memorandum concerns the August 3 signing of accord between the Government of India and the NSCN (IM).

The fact that the government of India has already declared to consult the neighbouring State government during its finalisation stage means that Manipur and the other neighbouring States will certainly be affected, he said.

This has made the people restive, he said, appealing to the BJP Manipur president to send the memorandum to the Prime Minister.

Jadumani also said that in the memorandum, the association has highlighted some important events of Manipur and its history.

It is mentioned that Manipur which was a princely state was merged into India by forcing the then king of Manipur Budhachandra to sign the Merger Agreement on September 21, 1949 at Shillong, and that the Shillong Times in its September 27, 1949 edition reported the agreement signing as `Manipur annexed by New Delhi,`™ he said.

IPAK has also highlighted in the memorandum that before the signing of the agreement, Manipur had its own government headed by Chief Minister MK Priyobarta and his council of ministers with our own Constitution, which means that the king was not the authority to sign the agreement, he said.

Following the signing of the agreement, the Manipur Assembly held its session at the Johnstone Higher Secondary School on September 29, 1949, around 2:30pm and adopted a resolution nullifying the merger agreement, IPAK has said in its memorandum, he continued.

However, on October 15, 1949, India notified that the Manipur (Administration) Order 1949 is extended to the whole of Manipur and that it has come into force, he said.

Later, on November 26, 1949, the Indian Constitution was declared but what is disheartening that the mention of Manipur in the Constitution was limited to only half a page, whereas the mention of other States are extended to even three four pages, he lamented.

India has with this started its step-motherly treatment of Manipur which is continued till today, he said.

Meanwhile, Chaoba also claimed that the BJP will fight against any disturbances on the territorial integrity of Manipur and that he will make the memorandum reach the party leaders at the earliest.

He said the party leaders will report it to the Prime Minister.

Chaoba said he has spoken to the Central government on several occasions regarding the territorial integrity of the State and the government has always responded positively that the territorial integrity will not be affected by the accord.

IMPHAL, August 24: The Medical Directorate has clarified that the directorate has not suspended its medical check-ups and ambulance services.

The clarification was made in connection with a statement of the Manipur Commission for Protection Child Rights that the directorate has suspended its routine medical check-ups of hunger strikers and ambulance services.

The directorate has not taken any such decision to stop medical check-ups or ambulance services, Director of Health Services Dr O Ibomcha told media persons today.

A statement of the directorate issued regarding ambulances has been wrongly interpreted, he said.

Elaborating further, Dr Ibomcha said the directorate in its statement had said that the ambulance services kept on standby for emergency at various locations would be pulled back to be use for the conduct of routine medical check-ups of the hunger strikers.

He said several ambulances have already been damaged during the ongoing peoples`™ movement. Imphal East CMO Dr Pushpa Rai even sustained injuries during a tussle with agitators when she, along with her team escorted by the police, had gone to provide medical aid at a protest site.

He said the directorate had informed the DGP that medical teams will no longer tag along the police while attending to the hunger strikers.

The people seem to be wary of the police presence and whenever, the medical team is accompanied or escorted by the police, the public seem to be unhappy, he asserted.

The directorate has been providing prompt, medical care and attention, and we will continue with providing service, he added.

He continued medical teams of the directorate led by their respective CMOs in all districts are well prepared and equipped to face any eventualities.

Mobile ambulance services have been attending to the hunger strikers on a round the clock basis, he further said the people should have more trust and faith in the medical staff.

The Medical Directorate has appointed ILP Issue Medical Coverage team led by SNO Dr Kh Sasheekumar Mangang (mobile no: 09612555708), CMO Imphal East Dr Pushpa Rai (mobile no: 08414098272), CMO Imphal West Dr Kula (mobile no: 08974009603), CMO Thoubal Dr Jayantakumar (mobile no: 08974009015 and CMO Bishnupur Dr Babychand (mobile no: 09436025511) and they can be contacted for any emergency, he said.

CM requests inclusion of age appropriate text on freedom fighter`™s life in NCERT text-books

NEW DELHI, August 24 (MIC): The Prime Minister of India Narendra Modi recalled Rani Gaidinliu`™s contribution to India`™s freedom struggle, while inaugurating the freedom fighter`™s Birth Centenary at a solemn function at Vigyan Bhavan here today.

Speaking on the occasion, he emphasised that India must remember the glorious heritage of the freedom struggle, and ensured that the legacy of the struggles and achievements of the freedom fighters was passed on to succeeding generations.

He also said, `It is our misfortune that people such as Rani Gaidinliu have either not been remembered adequately, or have been deliberately forgotten.`

The Prime Minister spoke of his government`™s initiatives for the development of the North-East. He reiterated that the progress of the north-east would provide a big boost to the development of the entire nation.

In his speech, Manipur Chief Minister Okram Ibobi Singh conveyed his sincere appreciation to the Prime Minister of India Narendra Modi and Ministry of Culture for the grand function organised to pay their sincere gratitude to the leader from Manipur who had played an important role in the Freedom Movement of India.

The Chief Minister also drew the attention of the Prime Minister of India for recommendation to the Human Resource Development Ministry to include age appropriate texts on the life of Rani Gaidinilu in NCERT text books of classes I to X.

He said, `This will go a long way in promoting national integration, as well as women empowerment.`

He said Gaidinliu was a Naga leader who led a revolt against British rule in India.

In 1927, at the age of 13, she joined the Heraka religious movement of her cousin Haipou Jadonang. The movement later turned into a political movement to drive out the British. Within the Heraka cult, she came to be considered as an incarnation of the goddess Cherachamdinliu. With the arrival of guns from Cachar, it turned into an armed rebellion against the British policies of forced labour and ruthless oppression.

Persuaded by Jadongang`™s ideology and principles, Gaidinliu became his disciple and a part of his movement against the British. In three years, by the age of 16, she became a leader of guerrilla forces fighting against the British rulers. After Jadonang was arrested and hanged by the British in 1931, Gaidinliu emerged as his heir, he said.

The Manipur Chief Minister narrated that Gaidinliu openly rebelled against the British rule, exhorting the Zeliangrong people not to pay taxes.

She received donations from the locals, many of whom also joined her as volunteers. The British authorities launched a manhunt for her. She evaded arrest by the police, moving from village to village in what are now Assam, Nagaland and Manipur. The Governor of Assam, British India dispatched the 3rd and 4th battalions of the Assam Rifles against her, under the supervision of the Naga Hills Deputy Commissioner JP Mills. Monetary rewards were declared for information leading to her arrest: this included a declaration that any village providing information on her whereabouts will get a 10-year tax break. Her forces engaged the Assam Rifles in armed conflicts in the North Cachar Hill (16 February 1932) and the Hangrum village (18 March 1932).

In October 1932, Gaidinliu moved to the Pulomi village, where her followers started building a wooden fortress.

While the fortress was under construction, an Assam Rifles contingent headed by Captain MacDonald launched a surprise attack on the village on 17 October 1932. Gaidinliu, along with her followers, was arrested near the Kenoma village. She was taken to Imphal, where she was convicted on the charges of murder and abetment of murder after a 10-month trial. She was sentenced to life imprisonment by the Political Agent`™s Court for abetment of murder. From 1933 to 1947 she served jail terms at Gauhati, Shillong, Aizawl and Tura jails, he added.

The Chief Minister said that the first Prime Minister of India, Pandit Jawaharlal Nehru met her at the Shillong Jail in 1937 and described Gaidinliu as a daughter of the hills and he gave her the title `Rani`™ or Queen of her people. Nehru wrote to the British MP Lady Astor to do the needful for the release of Rani Gaidinliu but the Secretary of State for India rejected the request stating that trouble may rise again if Rani was released.

She was released in 1947 after India`™s independence, and continued to work for the upliftment of her people.

She was honoured as a freedom fighter and was awarded Padma Bhushan by the Government of India in 1982. In 1991, Gaidinliu returned to her birthplace Langkao, where she spent her last days, he added.

Okram Ibobi said, `The life history of Rani Gaidinliu is an inspiration to all young Indians. This is, in particular, an embodiment of women power of India which all of us must respect.`

He further stated, `Observing the Birth Centenary Celebrations of Rani Gaidinliu will make her contributions in the Freedom Movement of India known to all the people of our great country India.`

During the function, Prime Minister of India released the denomination of coins of Rs 100 and Rs 5 to commemorate the birth centenary of Rani Gaidinliu.

The Governor of Nagaland Shri P.B. Acharya, the Chief Minister of Nagaland T.R. Zeliang, Union Home Minister Rajnath Singh, Union Finance Minister Arun Jaitley, Union Culture Minister Dr.Mahesh Sharma, and Union DoNER Minister Dr. Jitendra Singh were also present.

Her forces engaged the Assam Rifles in armed conflicts in the North Cachar Hill (16 February 1932) and the Hangrum village (18 March 1932).

In October 1932, Gaidinliu moved to the Pulomi village, where her followers started building a wooden fortress.

While the fortress was under construction, an Assam Rifles contingent headed by Captain MacDonald launched a surprise attack on the village on 17 October 1932. Gaidinliu, along with her followers, was arrested near the Kenoma village. She was taken to Imphal, where she was convicted on the charges of murder and abetment of murder after a 10-month trial. She was sentenced to life imprisonment by the Political Agent`™s Court for abetment of murder. From 1933 to 1947 she served jail terms at Gauhati, Shillong, Aizawl and Tura jails, he added.

The Chief Minister said that the first Prime Minister of India, Pandit Jawaharlal Nehru met her at the Shillong Jail in 1937 and described Gaidinliu as a daughter of the hills and he gave her the title `Rani`™ or Queen of her people. Nehru wrote to the British MP Lady Astor to do the needful for the release of Rani Gaidinliu but the Secretary of State for India rejected the request stating that trouble may rise again if Rani was released.

She was released in 1947 after India`™s independence, and continued to work for the upliftment of her people.

She was honoured as a freedom fighter and was awarded Padma Bhushan by the Government of India in 1982. In 1991, Gaidinliu returned to her birthplace Langkao, where she spent her last days, he added.

Okram Ibobi said, `The life history of Rani Gaidinliu is an inspiration to all young Indians. This is, in particular, an embodiment of women power of India which all of us must respect.`

He further stated, `Observing the Birth Centenary Celebrations of Rani Gaidinliu will make her contributions in the Freedom Movement of India known to all the people of our great country India.`

During the function, Prime Minister of India released the denomination of coins of Rs 100 and Rs 5 to commemorate the birth centenary of Rani Gaidinliu.

The Governor of Nagaland Shri P.B. Acharya, the Chief Minister of Nagaland T.R. Zeliang, Union Home Minister Rajnath Singh, Union Finance Minister Arun Jaitley, Union Culture Minister Dr.Mahesh Sharma, and Union DoNER Minister Dr. Jitendra Singh were also present.

IMPHAL, Aug 24: The Manipur State Commission for Women has urged the State government to take legal action against the police officer who had pulled the hair of a girl student protesting for ILP on August 3.

The commission has also urged the State government to provide the name and details of the police officer involved in the incident.

A statement of the commission said it strongly condemn the undesirable attitude of the responsible police officer who tortured the girl student of Ibotonsana Girls`™ Higher Secondary School on August 3 while she was agitating demanding the ILP.

It said pulling hair of a girl is undesirable in any society.

In this connection, the MSCU has also registered a case for making an inquiry into the matter because it is a crime against women, it said.

The commission has also submitted a copy of the commission`™s finding today to the State government and urged the government to provide the name of the said police officer for inquiry.

It is also decided to make a field visit to the residence of the victim girl protestor, the statement said.

It may be mentioned that the police officer had pulled the hair of a girl student who was protesting outside the Secretariate building on August 3 with other students .

IMPHAL, Aug 24: The Haipou Jadonang Statue & Park Development Committee-Manipur has informed that as desired by the general public, the committee is organising the solemn occasion for unveiling the bronze statue of Haipou Jadonang on his 84th Death Anniversary which is to be held on August 29 at the park in a befitting manner.

A statement of the committee said the park in the name of Haipou Jadonang was built in 2006 with the assistance of the State government, near the site of his hanging in between the Imphal River and the Nambul River and a bronze statue has been erected within the park.

It said the people of Manipur have shown its gratitude to the State government for the development of the park and installation of the statue.

It has further appealed to all ethnic communities of Manipur including CSOs, religious leaders and people from the different walks of like to join the solemn observation of the 84th Death anniversary and unveiling of the Statue of the freedom fighter on August 29 at 10am at the haipou Jadonang Park, Keishampat.

It has further appealed to all concern not to call bandhs or blockade on the day.
