IMPHAL, Aug 21: The teaching and non-teaching staffs of Manipur University along with students under the aegis of Manipur University Students`™ Union today visited Medical Team Helpline, RIMS to extend physical and financial assistance for the injured ILPS protesters and the family of Sapam Robinhood Family.

According to a statement, the Students`™ Union also visited Ananda Singh Higher Secondary School to extend moral support to students who have launched fast unto death stir in front of the school. Further it said the student body have been taking part in its capacity in the movement for the implementation of ILPS in the State.

In a press statement, the student body has expressed dissatisfaction on the part of the government insincerity to implement the much needed Bill despite students leaving their studies to join the movement and the present scenario in which citizens of several localities launching a fast unto death stir. The student body has also appealed to the State government to implement the people`™s Bill or ILP Bill at the earliest possible, it added.

IMPHAL, August 21: Expressing apprehension on the wayward activities witnessed in the ongoing mass movement commanded by JCILPS demanding introduction of Inner Line Permit System or any similar law in the State so as to regulate the unchecked inflow of outsiders, the All Manipur United Clubs`™ Organization (AMUCO) has observed that such activities will leave a scar on future legitimate agitation, which could create confusion and insecurity amongst the people.

In a statement, AMUCO cautioned the people against vested agents whose intention is to divert people`™s attention from the collective movement.

It is speculated that the treaty between NSCN (IM) and Government of India will be finalized within three months even as national parties are saying that the territorial integrity of the State should not be put at stake by it, AMUCO said.

Even if Manipur`™s boundary is not compromised, the State will witness unprecedented situation if there exists two administrations with certain power like Karbi Autonomy in Assam, it said.

Stating that time has come for the people to unite together and keep common goals for the betterment of the State instead of creating animosity amongst each other, the statement said there is a need for the united clubs in every localities to monitor different forms of agitation launched in their respective areas.

AMUCO in the statement also appealed to the people to refrain from imposing sudden road block, damaging vehicles and restricting free passage to personnel of essential services in the name of supporting the ongoing ILPS movement.

IMPHAL, August 21: Taking into account the significance of National Service Scheme (NSS) in the society to make students more socially sensitive, the NSS scheme has become an Elective subject for Higher Education System in India, said a press statement of NNS Cell, Manipur University..

During the Annual Conference of Secretaries/ Ministers of State/ Union Territories/ In-charge sports/ Youth Secretaries, held during May 24 and 25, 2013 at Vigyan Bhawan, New Delhi, amongst other things, an issue was discussed for considering NNS as an Elective subject, it said.

As a follow up programme, Five Inter-University two day Workshops for five zones were conducted to discuss the issue in the country under the aegis of the Association of Indian Universities and Sponsorship of the Ministry of Youth Affairs and Sports, Government of India, it said.

The statement said such Workshops were purposeful and came out with a design of the Curriculum of NNS to be adopted by the Indian University as an Elective subject.

These Workshops resolved to consider NNS as an Elective subject by the Indian Universities in the degree course, the proposal for which was forwarded by the Association of Indian Universities to the University Grants Commission for necessary approval, it said.

It said, the Ministry of Human Resource Development, as part of its discussion in the 62nd Meeting of Central Advisory Board of Education (CABE) held on October 10, 2013 had also decided to consider the same.

The statement further said that the curriculum is designed for Honours/Pass/General Course having four common semesters and two semesters for Pass/General Course. In this connection, a circular has been issued by the UGC signed by its Secretary Prof. Dr. Jaspal S. Sandhu on August 13, 2015. It added, the matter has been communicated by the NNS Cell, Manipur University to the notice of the authority of Manipur University too so as to take up necessary steps for implementing the NSS as an Elective subject.

CHANDEL, August 21: The mother of a man arrested by the 22 Assam Rifles from Kakching Lamkhai on charges of being a NSCN (K) cadre and his wife have today appealed for the safe release of the man identified as H Bojesh Monsang of Zaphou Village, Chandel district.

Addressing media persons in Chandel, the mother Ng Bonthung said her son H Bojesh Monsang is not an NSCN (K) cadre as stated by the PRO IGAR (s) in a release which was published in some local dailies on Friday.

She clarified that Bojesh had joined the NSCN (IM) in 2008 but was discharged from the outfit in 2010 on health ground. Since then, he (Bojesh) used to live with her at home and helped her to support the family as she was a widow, she claimed.

She further stated that Bojesh recently got married to JV. Shangmila in July 2015 and was pursuing computer classes in Imphal.

He was arrested on August 17 from Kakching Lamkhai while he was on the way to Jivan Hospital for a medical check-up of her wife, the mother claimed.

She said her innocent son was forced to admit his involvement under pressure to avoid physical pain and torture meted out to him in the course of interrogation, she alleged.

IMPHAL, August 18: The village chief of Lamlai Khunou, P Mahami and the Federation of All Tribal Youth Clubs, Manipur (FATYC) have strongly appealed to the State government to take up immediate measures and mitigate the plights of the poor villagers affected by the construction of the Mapithel Dam.

A team of FATYCM led by its president R Ashing along with media persons on August 18 had visited Chadong and Lamlai villages to inspect the villages affected by the construction of the Mapithel Dam Multi-Purpose project.

Speaking to the team, P Mahami lamented that the surrounding villages have been going through a lot of hardship since the past many days and surviving without electricity, proper drinking water.

He said at the same time, water has inundated the only road connecting the villages.

However, in such a crucial juncture, the objection of the Mapithel Dam Affected Villages`™ Organisation to the government`™s decision to construct a link road connecting Ramrei to Ramrei Aze is unfortunate, he bemoan.

Mahami said his village is also facing the same hardships as those under MDAVO and need clean drinking water, electricity, road connectivity and schools for the children.

He said the `The people of the villages, including myself have already suffered enough, but we are hoping that god will surely give a reason to live longer.`

The Lamlai Khunou Village chief also said his village has also no objection with the government bringing development to the area by constructing roads which will be beneficial for the villages.

He further fervently appealed to the concern authorities to take up the necessary measure at the earliest.

LAMKA, August 21: Barely 24 hours after a UG cadre was found shot dead reportedly claimed by the KNA (I), another UG cadre identified as Doungam, 40, son of (L) Tonglet Mate was also allegedly killed last night by another UG group near Patlian Village which is about 5 km far from the Churachandpur Police Station.

Sources said Mate, who is a KNA (I) cadre, was taken away from his Lhazangphai Village residence by some unidentified persons yesterday around 3-4 pm.

Both killings are believed to be related as local leaders said Mate`™s killing appears to be a revengeful act of the KNA/KNO against the killing of Seiminthang Haokip wich reportedly claimed by the KNA (I). However, there is no confirmation from the outfits till the filing of this report.

Sources also claimed that Mate was dragged out from his village and then taken to Patlian where he was shot dead around 10pm last night.

After the Churachandpur Police was informed, the body was taken to the Churachandpur District Hospital mortuary around 9 this morning.

He is survived by his wife, two daughters and a son.

After post mortem was conducted and a FIR was registered, his body was taken home for the conduct of his last rites.

With no group coming forward to claim responsibility for the killing till the filing of this report, there is still no confirmation as to the reason for the alleged killing.

Sources also informed that the body of the UG cadre will be buried at Lhazangphai Village cemetery.

Meanwhile, the occurrence of two killings on two consecutive days has raised concern among the people, who are questing the mindless killing.

IMPHAL, Aug 21: Lamenting that many Meitei residents of Moreh are reeling under intense hardship with some finding hard to accommodate themselves following the unfortunate incident that took place in the border town on August 18, the Meeitei Council Moreh (MCM) and ACODOM have sought intervention of the government into the grievances faced by the residents at the earliest on humanitarian ground.

In a joint statement, the MCM and ACODOM regretted that the incident has come as a shocker to the Meitei residents of Moreh which had already been affected by flood and landslides due to incessant shower of rain in the past few couples of days.

It appealed to the people and civil society organizations to contact members of the organizations namely A Thoiba Meitei, president of MCM (mobile no 8974845892), I Ibobi Singh, president of ACODOM (mobile no 03874201929) and L Inaocha Singh, memner of MCM (mobile no 8974355661) to provide assistance to the aggrieved residents.

IMPHAL August 21: Hundreds of people from various communities participated in the Peoples`™ Convention on the theme `Question on the future of Manipur`™ at GM Hall, Imphal today.

The day long deliberation was organized by the Committee for Reconsolidation Campaign with Manipur titular king Leishemba Sanajaoba as the president of the function and Ningthouja Lancha as the moderator.

Imminent speakers representing various communities spoke on the occasion.

Among them were Prof W Nabakumar, dept. of Anthropology MU; Naoroibam Indramani; Haobam Indrakumar, HOD, Political Science, Modern College; advocate Puyam Tomcha; advocate Paosing Golmei; advocate Moirangthem Manimohon; research associate, Centre for South East Asia Study, MU Kangujam Sanatomba; convenor Athoubasing Ningshing Thousillup, Sana Konung Somorendro Thokchom; ex-minister RV Mingthing; Chiru, All Hill Tribal Communities Association Angam Zatun and vice president, Komrem Mothers Union Akim Serto.

RV Mingthing clarified that the rippling panic and tension following the signing of Naga Peace Accord needs to recognized that the agreement is within the constitution and hence will not overlap on the rights of other citizens of the country.

He shared the exemplary deeds of cross community relationship which needs further rejuvenation in order to integrate the hills and the valley beyond ideological ideals.

Kangujam Sanatomba detailed the historicity of Manipur becoming an Indian State where it was not represented well in drafting the present constitution which has led to denial of various rights entitlements and safeguards.

He feels that the present movement has not address these core issues.

`ILPS alone will not be able to save the native people, we need a constitutional protection. A greater autonomy is the only solution`™ he said.

This can only happen if we are able to impress upon the GOI to officially recognize the armed political conflict in Manipur which can only be addressed by a political solution.

Hence it requires a long term political engagement with armed groups, he asserted.

He also stressed on the imperative need for rebuilding the relationships of the hills and the valley. He feels that the Meiteis being the majority community should shoulder this initiative.

`Else threat to the territorial integrity will result from the Meitei Political attitude too`™ he remarked.

He continued, `We love the land but not the people occupying those land; We should learn to love the people too!`™

Sanatomba feels that the present movement has raised the peoples`™ level of political consciousness and to encouraged participation.

However he emphasized that the core issue is not AFSPA, territorial integrity or ILPS but a political solution to the political conflict.

`It is time to focus on our rightful political claim with nothing less than greater autonomy and all the other secondary issues will be solved by attaining this` he said.

Angam Zatun expressed that it is unfortunate that the education institutions are closed for more than a month now.

While reiterating the need to collectively rebuild the intercommunity ties he also said that there is a tendency to blame the hills for anything and everything even the recent flood.

He said no land is left in plantation of trees in the hills and soon the hills might insist on growing more trees in the valley.

Meanwhile, the convention also arrived at five resolutions including a demand for the Government of India to acknowledge the Political Conflict Situation between India and the State; demand for pre-merger status of the government in the State; formation of Ethnic and Tribe Councils by the government and representatives of the councils to form a Upper House or establishment of Ethnic Council under a Ministry; formation of a preparatory committee `Coalition for Indigenes`™ Rights Campaign Manipur` (CIRCA Manipur with Somorendro Thokchom as convenor and Paosing Golmei and Waikhom Ananda Meetei as co-convenors and to organise a Peoples`™ convention in the presence of representatives of all communities of the State.
