IMPHAL August 13: The State today observed the Patriots`™ Day at several places including in the district headquarters paying obeisance to the martyrs of the State who had sacrificed their lives for the land.

People offered rich floral tributes and laid wreaths during the several observations.

The State has been observing the Patriots`™ Day as a State function honouring the martyrs for their supreme sacrifice since 1970.

Chief Minister Okram Ibobi Singh led in offering floral tributes at Bir Tikendrajit`™s memorial tomb at Hicham Yaicham Pat, Moirangkhom and at Thangal General Temple, Palace Compound, Imphal this morning.

A contingent of the Manipur Rifles also gave a gun salute at Hicham Yaicham Pat on the occasion in respect and acknowledgement of the supreme sacrifices of the brave hearts who courageously gave their lives during the fight for freedom of Manipur against the British imperialism in 1891.

Chief Minister Okram Ibobi Singh and deputy CM Gaikhangam also offered wreaths at the Kangla Uttra.

The main function was later held at Pheidabung, BT Park where Chief Minister Okram Ibobi Singh led the laying of wreaths to the martyrs.

His cabinet colleagues and senior officials also followed in paying respect to the patriots.

A contingent of Manipur Rifles gave Guard of Honour to the patriots before a formal public meeting was held at BT Park where Chief Minister O Ibobi and deputy Chief Minister Gaikhangam were seated on the dais as chief guest and president respectively.

This day is of great historical significance for the people of the State where supreme sacrifice was made by the brave souls to safeguard our freedom, the Chief Minister said.

Our true homage to these martyrs will be imbibing their patriotic courage and sacrificial spirit among us, the Chief Minister exalted.

It is a day to renew our spirit of patriotism and rise above our differences and unite for freedom and integrity of the State, said the Deputy Chief Minister Gaikhangam.

August 13 is a red-letter day in the history of Manipur, as on this fateful day in 1891, two great patriots, namely Bir Tikendrajit, the prince of Manipur fondly called the `Lion of Manipur`™ as he fearlessly fought against the British, and General Thangal, were hanged in broad daylight by the British in the presence of thousands of men and women at Pheidapung, Imphal Outer Pologround for resisting their colonial design and defending the freedom of Manipur.

Subedar Niranjan, Kajao Singh Jamadar alias Pukhramba Phingang and Charai Thangal of Mayangkhang were also hanged till death on June 8, May 25 and October 15 respectively the same year inside the Imphal jail on similar charge of waging war against the British Crown.

Meanwhile, the Apunba Manipur Kanba Ima Lup, NUPI SAMAJ and the All Manipur Tammi-Chingmi Apunba Lup today organised a torch rally of womenfolk starting from Wahengbam Leikai Yumjao Lairembi Community Hall as part of observing the day.

The rally commenced around 6:30pm and went straight to Bir Tikendrajit park and lighted candles and offered flowers before the Sahid Minar. From there the rally passed through Wahengbam leikai, Keishampat and after crossing the Keishamthong Bridge stopped at Hicham Yaichampat where they again made offerings to the tomb of Bir Tikendrajit.

The womenfolk then crossed New Thumbuthong and continued till the Palace Gate Traffic Island and offered flowers to the statue of the Thangal General.

A large number of activists, students and north-east people protested today, in front of Assam Bhawan under the banner of North-East Forum for International Solidarity (NEFIS) condemning the brutal gang rape of a pregnant woman by the army personnel in Assam’s Kokrajhar district which took place late on Sunday night. NEFIS demands immediate arrest of army personnel who raped the woman in Kokrajhar district of Assam.

Eminent activist Maya John of Centre for Struggling Women too joined the protest and pointed out the role of “AFSPA (Armed Forces Special Powers Act)”  in granting impunity to the Armed forces personnel who have been abusing the people of North-East including Assam, who have faced various forms of repression in the past. Among which women are the most vulnerable victims, facing brutal exploitation such as rape. It is to be noted that AFSPA (Armed Forces Special Powers Act) is imposed in various districts of Assam under which Army officers have legal immunity for their actions. There are serious chances of putting even this rape case under the carpet as done earlier. Police cannot take any action against the perpetrators unless the Home Ministry gives permission for the same. Such provisions clearly stand against common masses as such cases are gross violation of human rights and justice. NEFIS will take the issue further in the coming days if the government does not immediately arrest the perpetrators and takes action against them.

No Malice No Bias Only Truth: Rejoinder to Dinesh Sharma’s “Introspection: A blog on ILP”

By: Leishangthem Dijen

Apropos Dinesh Sharma’s “Introspection : A blog on ILP” published in August, 2015 in your esteem daily/news portal, Mr. Sharma’s account is really touching, no doubt. But the matter of unchecked influx of Nepali and Bangladeshi migrants into Manipur is a fact.

We know the Nepali/Gurkha people arrived in Manipur in the 19th century as mercenaries employed by the British Colonial power. They were stationed in Imphal as guards, for the British political agent both before and after 1891, Anglo-Manipuri war. When war broke out between the Manipuris and the British; the colonial power largely used the Nepali/Gurkha mercenaries to attack Manipur from both Burma and India front. Indeed the loyalty of the Nepali/Gurkha mercenaries to the British are known the world over. Till today Britain has maintained its Gurkha Rifles.

During the British period the mainstay of the British forces in Manipur were the Nepali/Gurkha mercenaries when the British left Manipur on August 14, 1947 not all Nepali/Gurkha mercenaries left Manipur along with the British. That was how Nepali settlement officially originated in Manipur that MK. Binodini d/o Maharaja Churachand Singh reportedly did not know as Mr. Sharma have mentioned in his write-up.

It needs to be known that when Gambhir Singh and the British made the deal to drive the Burmese out from Manipur, the limited service of the Gurkha/Nepali mercenaries were part of the deal. The British helped Manipur for their own interests and the Nepalis/Gukhas cannot claim credit for it because they were only serving the British.

Another claim that Mr. Sharma made was the nationality of “Major Subedar Niranjan Singh Chhetry”. We know that the Nepalese/Gorkha in Manipur make a strong claim that “Niranjan Subedar” was a Nepali/Gorkha”. They even observe his death anniversary. But the fact is “Niranjan Subedar” as he was lovingly known by this name, was a Hindustani.

Hindustanis both —- Brahmin and non-Brahmin, who came to Manipur from time to time became part of the Manipuri society and they become one of us, though they identify themselves as Sharma, Kshetri or Chhetry (as spelt by the Nepalese/Gurkha), Roy, etc.; Even Chinese and Kabow (Ava) were amalgamated into our society in the early period as recorded in our Puya (ancient chronicles) Indeed ours is a crucible pot like the Americans are. And there is no problem about it.

We welcome guests. We receive and entertain our guests. But we have a tiny population of around 21 lakhs consisting of native/indigenous Kuki, Meetei, Naga and Pangal (Meetei Muslim) against a total population of 1.25 billion Indians.

The estimated migrant population in Manipur is around 7 lakhs which constitutes    a-fourth of the population. If this trend is not stopped the indigenous/native population of Manipur would be reduced to a minority in another 2 or 3 decades like in the case of Sikkim and Tripura. But one thing, those who came before 1951 have no problem; they become Manipuris.

Would any society or state in India or any country in the world ever accept it? This is the grim reality in Manipur today and people are fighting for their survival. Hope every right thinking human being would agree with us.

Flood victims of Uchiwa Wangmataba still in despair

IMPHAL, August 12: Residents of Uchiwa Wangmataba in Wabagai who were affected by the recent monsoon flood are still surviving in despair, affected families bemoaned.

Although most of the water has receded, the water is still very much present in some parts of the locality, they said.

A small team of media persons today visited the affected areas to clarify on the claims and found that there are still many families who had to use small rafts to wade through the water to come out of their homes and go about their daily chores.

The media team was accompanied by some residents including members of the Uchiwa Wangmataba Popular Welfare Club.

Uchiwa Wangmataba has 700 voters, they claimed.

Speaking to the media team, former chairman of the local club, Yumnam Subhaschandra said that the affected residents are still facing much hardship.

On top of the flood, the water supply in the area has also been left neglected and unattended for long, he said.

The water reservoir is not fit for use anymore, but no-one has tried to replace it, he claimed.

He further urged the local MLA Fajur Rahim to look into the matter at the earliest.

He further asserted that the canal connecting Ikop and Imphal River is in bad condition and if it collapses, then it would badly affect the Uchiwa Wangmataba locals.

The canal, he said is more than 4 years old and needs to be widened and repaired or reconstructed at the earliest.

He continued the water supply facility is without a fencing, proper pipeline and pump house.

Subhaschandra also appealed to the MLA to look into the grievances of the people.

At the same time, he lauded the local MLA and other individuals who had provided aid to the people during the recent flood.

Library Day observation stresses upon Prof Ranganathan`s contribution to library science

IMPHAL, August 12: Commemorating the 123rd birth anniversary of Prof SR Ranganathan, who is known as the Father of Library Science in India, the Library Day was observed today at

IMPHAL, August 12: Commemorating the 123rd birth anniversary of Prof SR Ranganathan, who is known as the Father of Library Science in India, the Library Day was observed today at the Educational Guide Centre complex, Singjamei.

The observation was jointly organised by the Manipur Library Association and the EGC.

Speaking as the chief guest at the gathering, retd Principal Manipur College, L Sadananda threw light on the magnanimous contribution of Prof SR Ranganathan towards development of the library science in India.

He said Prof SR Ranganathan was an outstanding and highly motivated scholar and professor.

He also observed that the earlier belief was that learning begins from the cradle, but with the development in modern science witnessed today, learning is said to begin from the mother`™s womb itself.

The retd Principal also stressed on the five laws of library science propounded by Prof Ranganathan which are `Books are for use; Every reader has his/her books; Every books has its reader; Save the readers time and Libraries are going organization.`

Rephrasing a quote of English philosopher Sir Francis Bacon, he said some books are meant to be read only in parts, others to be read, but not inquisitively, and some few to be read with full attention.

Highlighting the vital role of library towards the development of our society, Sadananda emphasized that we need to visit libraries often and read good books.

He reminded the gathering that Prof Ranganathan was motivated to strengthen libraries in India because he wanted to develop the Indian society.

MALA president K Chaoba Singh who was the functional president at the event said the day is being observed so as to popularise the library movement and the reading habit among the youngsters.

He also observed rather unhappily that today students are so engrossed with their private tuitions that they have all forgotten to visit the libraries.

He further appealed to the parents and guardians to take their wards to libraries and inculcate the habit of reading books.

Several dignitaries of MALA also spoke on the life history of Prof SR Ranganathan and his unforgettable contribution in the field of Library Science in India.

Dr N Giridhari said that a librarian is the custodian of knowledge.

Dr Th Khomdon said, `If prof SR Ranganathan was not born, we would not have known the study of Library Science.`

Former president L Sarita Devi in her speech narrated how Atul Chandra from Naorem Leikai started the library movement in Manipur in 1927 and the beginning of Manipur Reading Club in the 1930s.

Nothing to worry about Naga accord: Th Chaoba

IMPHAL, August 12: President of BJP , Manipur State Thounaojam Chaoba has appealed to the public to keep calm and that there is no need for any wrong assumptions about the recently signed peace accord between the NSCN (IM ) and the Government of India.

Addressing media persons at the BJP office , Nityapat Chuthek today, Chaoba stated that he and other functionaries of the State BJP have been camping in New Delhi for the past 17 days and met the Prime Minister twice.

He was assured that the peace accord is just a framework and the necessary inputs are yet to be filled in.

The accord needs to be addressed in the interest of many North Eastern States including Manipur, Assam and Arunachal Pradesh and the Chief Ministers of the respective States have also met the Prime Minister in the regard.

The Centre is also cautious as not to mention any points including territorial integrity of the States which might spark off any unwanted incidents in the region.

He stated that the NSCN (IM) may demand many agendas but it is the purview of the Centre not to endorse any if it is not in the interest of the various communities. The pros and cons will be worked out and a time for discussion is also provided in the accord, it still remains a framework and still not being signed by the Union Home Secretary, he added.

Replying to queries about his stance and reassurance of the accord not damaging public sentiment and territorial boundaries, Chaoba said that he cannot give an assurance about what the accord will or not bring out as it was not his authority to say so .But, he is merely stating the word conveyed by the BJP higher ups inclusive of the Prime Minister.

Chaoba also maintained that this is not a time for political parties to hurl provocative remarks at each other and sought co-operation to deal with the burning issues the State is facing. He added that a request has been sent to the Chief Minister seeking to organize an all political parties meeting at the earliest to discuss the Naga peace accord.

IMPHAL, Aug 12: The Governor of Manipur has extended his best wishes to the people of Manipur on the occasion of `™Patriots`™ Day`™, 2015.

In his message, the Governor has said that the 13th day of August every year is observed as the `Patriots`™ Day`™ in the State in memory of those who laid down their lives in the Anglo-Manipuri War of 1891.

`It was on this day, 124 years ago that the British hanged our brave forefathers including Bir Tikendrajit for resisting their colonial design. These brave souls made the supreme sacrifice for the love of freedom of their motherland. Many of our forefathers who fought for the freedom of their motherland were also banished for life from Manipur. All of them embraced death or prison willingly rather than lose freedom. This day will remain of great historical significance to the people of Manipur as it changed the course of history of the State.`

He further said that this day also reminded the people of Manipur that we only succeed when we stand and work together as starkly evident from the British craft of `divide and rule`™ which they effectively used to their advantage. While observing the `Patriots`™ Day`™, the Governor has requested the people to take a pledge to stand as one against all challenges to the freedom and integrity of our country rising above caste, creed or religion.

The Governor once again expressed his privilege joining the people of Manipur in observing the `Patriots`™ Day`™ and also wished the observations in the State and also outside the State all success, it said.

IMPHAL, August 12: Proscribed outfit Kangleipak Communist Party has sent out its message on the 11th raising day of its armed wing Miyamgi Fingang Lanmi.

In his message, KCP, Military Affairs Committee, chairman Ksh Laba Meitei said August 13 is the raising day of the armed wing of the outfit and at the same time the memorial day for the patriots of the land who were hanged by the British.

He said the day is an auspicious day for both the land and the outfit. He further wished the different communities of WESEA, other armed outfits fighting for freedom, friends and supporters and the MFL on the occasion.

The message said independent countries of the world are today joining together along the lines of ethnicity, geographical locations, economy, social values and according to their own welfare and interest, for example AU in Africa, SAARC in Asia, EU in Europe and UNASUR in Latin America.

But, the unity of the independent countries is not the concern, it said.

It continued, those who are still fighting for independence should be united.

Several outfits of WESEA have recently formed the UNLFW, it said and added that it is in fact a new beginning of the movement.

The statement said the success of the Paraolon attack on a convoy of the 6th Dogra Regiment by a combined team of the NSCN/GPRN, KYKL and the KCP on June 4 in Chandel was because of the united force.

Cadres of the three groups who had carried out the attack have provided renewed vigour and strength to the outfits, it said.

Reports of the ambush echoed throughout the world. Not only local and national media, but others like the Aljazeera, BBC, CNN-IBN, Voice of America, Washington Post, New York Times also discussed the ambush for several days, it said.

Mind Barriers

Of all the athletics feats in history, the one accomplished by Roger Bannister on May 6, 1954 at Oxford University`™s Iffley Road Track, is considered the greatest. Bannister`™s keen rivalry

Of all the athletics feats in history, the one accomplished by Roger Bannister on May 6, 1954 at Oxford University`™s Iffley Road Track, is considered the greatest. Bannister`™s keen rivalry with Australian John Landy, another mile runner, also the most romantic. Bannister ran the mile for the first time in human history under four minutes, a barrier many at the time thought was the absolute limit of human capability. Bannister had an able competitor in another young man, John Landy in chasing this record thought to be unbreakable. When everybody had come to believe they were fighting for a lost cause, it happened at Oxford. Aided by two pace setters, Bannister crossed the finish line in 3 minutes 59.4 seconds, just one sixth of a second short of four minutes. It was a moment for the world to celebrate. A barrier that none believed any human could cross was breached. If the event itself triggered euphoria, what followed was even more amazing. Nearly halfway around the world, just six weeks after Bannister did it, John Landy also accomplished the feat, completing the distance in 3 minutes 57.9 seconds, chipping off 1.5 seconds more from the record set by Bannister.

What made Landy suddenly able to do it after hearing of Bannister`™s achievement is the interesting question. Unlike Bannister, he did not need any pace setters to achieve the feat. In today`™s extremely competitive environment, using a pace setter would have put a cloud on records thus broken. Pace setters are fellow runners who are not in the competition for the top spot but who merely run ahead of the man meant to break the record for some time to make him chase them and then drop out. Bannister`™s record, although great, was still in the strict sense of the world, a team effort of three runners in which he took the lead role. All the same, nobody can deny the greatness of his feat. Moreover, Bannister beat Landy in a meet in Vancouver in August 1954 in which both ran sub-four-minute miles. The moot point is, the breach created by Bannister and later by Landy, ultimately resulted in a dam burst with runners after runners, from Steve Ovett to Sebastian Coe to Steve Cram to Noureddine Morceli to a whole stable of the finest mile runners, either emulating the record or else bettering it. Today the mile record stands at an incredible 3 minutes 43.13 seconds set in Rome in 1999 by Moroccan Hicham El Guerrouj. American Steve Scott has also created a record of his own, having run the mile under four minutes 136 times in his career. They too have a lot to thank Bannister for opening up the road ahead of them. The Bannister story has subsequently been repeated in many other disciplines where human limit had seemed to have been reached. To name just two, the incredible long jump record by Bob Beamon, the sub 10 second 100 meters sprint by Jim Hines, both set at the 1968 Mexico Olympics, have all been relegated to history.

The obvious inference is, many of the hurdles and barriers before human goals, although may appear to be physical and insurmountable, often turn out to be more psychological. Just the knowledge and conviction that a goal is achievable can transform human endurance, approach and indeed capability. Which is perhaps why pioneers have a great role in charting the course for any society. The issue comes to mind in the event of some candidates from the state making it through the UPSC conducted recruitment test for the top Central government services, including the IAS and the IPS. For a middle class society like Manipur, the middle class dream of getting into the government services remains predominant and no dream has been as big as getting into the IAS. Although there have been some major consolations that some in the reserved categories have been entering these services, amongst the state`™s general category candidates, there still seems to be a mind block preventing them from going the extra distance and achieve the goal. Few now and then have made it, but they have been exceptions rather than rule. Our prayer and hope is, a breach has been created in the psychological barrier that had prevented candidates, many of them brilliant, from making it into these services. And just as Bannister and Landy did, we do hope the breach results in a dam burst, so that the place can actually begin dreaming beyond this middle class dream and reach for the sky without a sense of `sour grapes`.

IMPHAL, August 12: The much awaited second round of talks between the State government and the JCILPS failed to arrive at a positive conclusion today.

The talk held inside the Chief Minister`™s bungalow was a crucial determiner of whether the following days will witness more agitations or bring an end to the present turmoil. However, the latter option seem far-fetched for the time being considering the outcome of the meeting between the JCILPS spearheading the ongoing demand for the implementation of the Inner Line Permit System in the State and the government.

JCILPS convenor, Khomdram Ratan told media persons that the JCILPS have been demanding the government to include its 5-points in the ILP bill which is present under process however, at present although there are deliberations to imbibe the points in the bill, there has been no positive response from the government endorsing the demand.

The JCILPS convenor was talking to media persons at the gate of the CM`™s bungalow after the second meeting which was attended by a 20-member team of the JCILPS including technical advisors and the Chief Minister and his cabinet ministers.

Even though the marathon sitting commenced from 4 pm today and continued till late into the evening lasting about five hours, both parties failed to reach to a positive agreement.

Ratan said, the JCILPS had once again urged the government to include its five-point demand in the proposed bill.

We have done our bit, now the rest is upto the government, he said.

`We have urged our part for amendments in the proposed draft Bill, now it is left to the government to decide,` he said.

He mentioned that if the government fails to include the five points, the agitations in the State will continue.

He also clarified the misunderstanding between the JAC of Sapam Robinhood and JCILPS regarding claiming of Robinhood`™s body .

As the talks also failed to arrive to a positive conclusion, he announced that Robinhood`™s body will not be accepted.

He mentioned that the JAC members were informed about the meeting and further requested to join in, but there was no positive response from their side.

When asked why the meeting took so long he replied that their five-points has 99 pages and it takes time to explain each and every point to the government representatives.

He said that JCILPS will stick with the resolution taken during the people`™s convention setting August 15 as deadline for the government to table a Bill in the Manipur Legislative Assembly.

If the government fails to do so JCILPS will discuss with the public and launch more intense agitations.

He said that copies of the dummy bill filed by the government appointed committee were handed to them during the meeting so they were not able to study it thoroughly due to time constrains.

Ratan added that there are no more further round of talks scheduled with the State government in future, and it is left entirely to the government whether to include the 5 points raised by the JCILPS and bring a positive ending to the ILP issue.

CPDM Interview with Chingtham Balbir

Name: Chingtham Balbir
Age: 21 years old
Address: Thangmeiband Lairenhanjaba Leikai, Imphal West
College: Zakir Husain College, Delhi

CPDM: Where are you presently located?
Chingtham Balbir: Delhi.

CPDM: Why did you leave manipur and choose Delhi for your studies?
Chingtham Balbir: The law and order situation in Manipur and the inadequate colleges there were the reasons I came to Delhi for my education.

CPDM: Which class are you in? Please tell us the name of your institute too?
Chingtham Balbir: I have given my 3rd year exam. I study in Zakir Husain oCllege.

CPDM: What is the purpose of your education?  What ambition in life motivates you to pursue education?
Chingtham Balbir: I would say to gain knowledge, wisdom and be independent, live at par with others in the society. I want to be someone who can direct the Manipuri society in the right way and so I am getting educated.

CPDM: What are your views on the inner line permit system movement in manipur? Do you think it is a right movement? Please share us your thoughts.
Chingtham Balbir: I don’t know the nitty gritty rules of ILPS and its provisions. But all in all, I support the cry to save the indigenous people and their resources.

CPDM: How have you come to know about the inner line permit system? Would you share it with us?
Chingtham Balbir: I am a member of Manipur Students’ Association Delhi. So, I get the news and knowledge of what happens in Manipur.

CPDM: Do you think the student community should/ should not participate in the ilp movement? Please elaborate your statement.
Chingtham Balbir: Since this is the people’s movement, I don’t think there should be a separate element called “students”.

CPDM: Do you think students who have left manipur for their studies should take part in political activities of such nature? Please elaborate.
Chingtham Balbir: When students of developed places leave their land and attend colleges elsewhere, it can be inferred that they do it because they wish to learn, explore and gain the experience of other developed places. But our Manipuri students’ chapter is a different one. We are forced to migrate to other places because of the prevailing situation. Again, we cannot study freely in other places. We face financial problems and live in tiny rooms like refugees. This is certainly not indicative of people from developed places seeking knowledge. Considering such facts, I think it is necessary to participate in political activities even if we are far away, so that we can make our homeland a better place.

CPDM: Have you taken any initiative/ active role in the ilps movement? If so. Please state it. Did anyone force you to join the agitation or take responsibility of it?
Chingtham Balbir: Yes. In 2014, during the ILPS agitation, the state forces committed excesses to the student agitators. On this a memorandum was submitted to the President of India. We also organised discussions and campaigns in various colleges on this issue.

CPDM: What are the reasons for the failure of ilps demand movement?
Chingtham Balbir: Difference in opinions among the leaders. Lack of proper research in the field and vague demands by the agitators, I think, are the main reasons.

CPDM: What do you want to say to the government of manipur with regards to the inner line permit system movement?
Chingtham Balbir: Politically negotiate the demands of the people.

CPDM: What do you want to say to the government and police forces of manipur on the issue of ilps imlementation?
Chingtham Balbir: Police should perform their duty properly. They should not function like a mercenary forces just for guarding the ministers. They should not pour out their frustrations to the public. The police are for the protection of the people. They must not treat the people as their enemy.

CPDM: What message do you want to convey to the leaders and civil society organisations of ilps movement?
Chingtham Balbir: The movement is not for a selected few. A rigorous discussion of the present movement is recommended and the demands put forward shoud be made crystal clear to the public. Pamphlets and publications can be a means to mobilise the public. Depending merely on public emotions and sentiments to win the movement will be difficult.
