The valedictory function was attended by MLA Tongbram Mangibabu; titular king of Manipur Leishemba Sanajaoba and Kumbi MLA Soraisam Bira Singh as chief guest, president and guest of honour respectively.

During the function, prizes of the Thang-Ta competition for private schools held in connection with the festival were presented to respective winners.

Alpha BCI Memorial Academy, Hijam Dewan Leikai Thangmeiband clinched the first position, Sanatombi Oriental English School, Kumbi and Shining School, Pangei shared the second position while Sacred Heart School, Porompat fetched the third position.

IMPHAL, April 26: The Joint Administrative Council (JAC) of All Manipur Trade Unions`™ Council (AMTUC) and All Manipur Government Employees`™ Organisation (AMGEO) has announced to take mass casual leave from April 27 to 29 alleging the government of failing to fulfill their demands.

Speaking to media persons in this regard at the JAC`™s office today, secretary general Purjit Lairikyengbam said they will continue with cease-work strike until the government fulfills their 29-point charter of demands.

On May 19, 2010, the government had signed a memorandum of Understanding regarding the JAC`™s charter of demands, however, the government has continued to neglect it till date, he stated.

This is not a sign of good governance, the JAC leader observed.

The JAC, he said has already met with the chief secretary, commissioners and other concern officials but without little success of seeing their demands fulfilled.

The charter of demand include withdrawal of the new pension scheme and adopting the old pension scheme, regularization of adhoc, muster roll, casual and contract employees to fill up the vacant posts, implementation of the 7th central revised pay from January 1, 2011 and to sanction the arrears under the revised pay-scale, increment of rations for State police personnel, IRB to Rs 2500 from the present Rs 1000, etc.

Purjit cried out that the government has ripped off several kinds of allowances and benefits of its employees, which is illegitimate and inhuman, he said.

As for the Chief Minister`™s claim that fulfilling the demands of the JAC would mean that developmental works undertaken in the State are hampered, everyone is aware of the fact that funding for developmental projects and salaries for the employees are different and not related, he stated.

He further appealed to the State government employees and the public to support the JAC`™s demands and for the employees to take casual leave during April 27 and 29.

Situated along the Mt Koubru range about 30 Km from Kangpokpi L Thomjang village was established in 2009 under the chieftainship of Ngamsei Guite.

The inauguration function of the village was attended by the MLA as the chief guest while rev Kamkhosat Kilong, Ch BA attended as the dedicating minister.

MLA Nemcha Kipgen unveiled the village inauguration monolith while rev Kamkhosat Kilong dedicated it to the Almighty.

Speaking at the function MLA Nemcha Kipgen said any kind of development whether a village level development or community level development comes only through peace and unity among the people and secondly when the development agencies works in a fear free environment where they can execute the work accordingly.

Therefore, it is important on the part of the people to maintain peace and harmony in the society starting from the village level asserted the MLA.

Underlining the imperative role of village chiefs in bringing development at village level, the MLA lamented that development could reach up to the mark only when concern village chiefs exercise their power in implementing and utilizing any development programme and fund for the village accordingly and transparently.

She also opined that misuse of development fund is not only against the law but it can also bring poverty and unendurable hardships to the society.

The lady MLA also urged the newly inaugurated L Thomjang village chief to utilize any development fund proposed for the village accordingly for the welfare of the people so as to ensure glorious development.

The first phase of Road connectivity to the village under PMGSY has been completed black topping will be done during the second phase said the MLA who also assured electricity and community hall along with a playground.

Guite Inpi, Churachandpur advisor Khaijasong Guite said I have learnt many villages in Senapati district had been established only to avail MGNREGS facility which is not a traditional way of establishing a village while adding that overflowing villages with miniature population is one of the key factor accounts for developmental downside.

He said the road construction especially along the road adjacent to the Kongba River is pathetic.

He said the Khurai Block Congress Committee general secretary making comments on the developmental works in the constituency while there is still a Congress MLA is unethical and regrettable.

The general secretary speaking with authority above the local MLA, while the later continues to remain mute is unfortunate, he added.

The Congress party should be held accountable if any untoward incident happens due to the unethical comments of the so-called Khurai Block Congress Committee general secretary.

The construction site for the Kasturba Gandhi Ballika VIdhyalaya under the KGBV Scheme exclusively meant for girl students of Class VI to VIII and Class IX residential co-ed school falls under the reserved forest area, he continued.

Any construction in such area would be of no-use unless the concern authority which is the Congress MLA in this case to take prior clearance certificate from the Forest department.

The BJP Manipur Pradesh leader also took a media team to a tour of Kongpal Khaidem Leikai and Kongpal Kongkham Leikai inspecting the deteriorating condition of the roads.

Locals told media persons that the roads have been in this condition since some three months back and the retaining walls along the river bank have not also sunk 4 feet but cracks have also started to appear already.

The retaining walls were completed some nine months ago and this is a clear case of contractors doing sub-standard work, they said.

The roads were found with deep cracks making driving along the road all the more difficult.

A local who identified himself as Laishram Loken Singh said on top of the bad roads and sinking retaining walls the locals are also facing drinking water scarcity.

He further expressed the need for the authorities to monitor the developmental works undertaken properly.

HEIROK, April 26: Observing that local youth clubs should always distance themselves from politics, Education minister M Okendro exhorted the clubs to reach out to the people about the various development programes taken up by the government in their respective jurisdictions.

He said local clubs should strive for the welfare of the people without paying heed to influence from any section.

The minister was attending Yaoshang Sports Prize Distribution 2015 of the Divine Nongpok Ningthou Youth Club, Heirok Part II Devi Mandop Leikai at the premises of the club at Heirok, Thoubal district today.

Speaking as chief guest, Okendro asserted that local clubs should shoulder the responsibility of organizing various programmes related to boosting human resources apart from guiding youths on the right path.

If clubs render their duties of an ideal club then development and prosperity will come in their respective areas. However, they should refrain from taking laws into their own hands in the name of performing duties as unwarranted incident may arises thereof, he said.

He further said that construction work for `Ningsing Khul`™, a model village set up at Heirok is in full swing while adding that a target has been set to inaugurate the model village by December 7 of this year.

Around 300 people with four persons aged above 40 years each from the BPL families of the total 75 Wards under Heirok Constituency will be accommodated in the model village. The government is also discussing to provide suitable vocational jobs to them in order to sustain their livelihood, said Okendro who is the local MLA.

Announcing that the Wangpokpi Bridge constructed at Heirok Kabo Leikai will be constructed on December 7, the Minister maintained that the difficulties faced by the people regarding travelling from Heirok Part II to Part III will be solved with the inauguration of the bridge.

He also said that each of the 21 clubs of Heirok had been handed over with a development programme as a trial basis to bring development in their respective areas while adding that the government is closely monitoring the works to maintain its quality control.

In collaboration with Ibotombi Memorial Trust, meritorious students of the constituency, who were selected for pursuing MBBS course, have been provided a financial assistance of Rs 50, 000 each, Okendro said.

Editor of Naharolgi Thoudang, Khoirom Loyalakpa who was present at the occasion as guest of honour stated that the role of local clubs in bringing about positive changes in the society is of paramount importance.

He said that clubs should perform independently for betterment of the people without any affiliation to any political forum.

Saying that clubs are also shouldering responsibility of producing talented sportspersons from their respective areas by organizing sports events from to time, he expressed that the concerned authority of the areas should extend assistance to the clubs in this regard.

Going Beyond The Notion Of State: Citizenship, governance and development in Manipur

The change is salient `“ one may enter into a mall, a cinema hall, attend a meeting in a government office, or just get into a restaurant. Cool, just be patient; I am definitely not talking of my birthplace Manipur. I am rather talking of Delhi of late. The recent changes happening in Delhi possess both ethical and cultural components, and for these they are absolutely lovely. When I talk of change, I do mean it in the positive sense of the social milieu getting better without multiplying the strangeness of both process and outcomes. In other words, we now see signs of both social contextualisation and moving forward happening in Delhi; this is visible in both the government and the market sector.

Here one would certainly be concerned as to what exactly is the scenario back home in Manipur. Well, historically Manipur is replete with experiences of change (more of the negative one, and less of the positive) and absence of change; I am more familiar of post-1949 Manipur. The changes happening have confined more or less in the valley, and the absence of change has been the fortune of the mountains of Manipur. The changes happening in the valley have been mostly material without ethical and cultural components; the changes are non-contextualised and non-rooted. These have resulted mostly in multiplication of corruption and rise of nepotism. The absence of changes in the mountains of Manipur has been even more painful for the common people. First, the mountains of Manipur are yet to experience the reality of democratic governance. This absence of governance has had a very deleterious effect on the access to services and market, and consequently on the scope for social and individual enhancement. This absence of governance or rather the notion of nation state as still inexperienced, the vacuum has long been occupied by non-state forces challenging the formal state. But very unfortunately for the common people, these non-state forces have not found time to articulate and attend to the developmental needs of the mountain population besides political mobilisation.

In these circumstances it is naturally expected that the people do long for a break from whatever developmental path they have experienced in the province. In the valley, the people do want a kind of governance structure and social atmosphere where there will be equal `“equal across ethnicity and economic status- scope for participation in whatever opportunities available for advancement in well-being and based on efforts, quality and merit. This is because the long jeopardy caused to genuine efforts and genuine quality has dampened social cohesion, social strength and deepened inter-generational transmission of poverty. The consequence is the rise to majority of the numbers experiencing unhappiness under the prevailing character of governance. This number has not had the capability to influence the democratic outcomes for the very democracy prevailing is non-contextualised, and the clubs exercising state-power are too powerful. In the case of the mountains, the people have been made to bear with the twin squeeze of absence of state-governance on one hand, and the violent impositions of all hues from the non-state forces on the other. These have forced the common people to work ever harder in a context of non-delivery of modernisation elements by the state and the extractions of the non-state forces. In the mountains, the elites on both state and non-state sides have been so strongly pre-occupied with rent-extraction from all sides without in any way bothering to attend to the needs of the common people. The state elites find the existence of the violent non-state elites a convenient excuse to concentrate on personal aggrandisement. The non-state and violent elites too apply the same logic vice versa. Thus the common people are forever caught in a stationary situation to struggle for their livelihood. This is why inter alia we see absolute degradation of forests, worsening of poverty, deep gender challenges and other serious development burdens in the mountain areas of Manipur.

Whatever the case, we must emphasise that the prevailing socio-economic milieu is unsustainable in both the geographic divisions of Manipur. Change must happen. The question arises who would spearhead the changes. There is some deep introspection required here about the contextual challenges in Manipur. It would be too much if we expect that the provincial government with the prevailing characters would be able to rise to the occasion. However, there is also the constitutional as well as contextual reality that it cannot be ignored either. This is where we expect certain impositions from the central government on the provincial government on important issues relating to the livelihood and advance opportunities of the common people. The experience of China during the mid-1990s is interesting in this regard. In order to usher into the various market-oriented reforms, the centre had to prevail upon many provinces in big decisions. It was as Henry M. Paulson, Jr., former Secretary of the Treasury of the USA has put in his just-published book Dealing With China: `reform efforts led initially to more central control, not less.`

What we need in Manipur is contextualisation of democracy by going beyond the issues of state. In other words, there is a fundamentality of the need for necessarily incorporating the civil society in conceptualising the notion of state in Manipur. Here we may recall the late-1980s`™ perception of civil society in Eastern Europe: `the notion that democratization should be broadly conceptualized in terms of civil society instead of aspects of the state, and in terms of trans-national and international interdependencies instead of domestic forces alone. Hence, in one way or another, the transitions to democracy inaugurated after 1989 were presented as the triumph of civil society. For leading democratic intellectuals such as Michnik in Poland and Havel in Czechoslovakia, civil society was a term with almost magic powers: it combined a political project of freedom, an economic project of growth, a form of international insertion and the basis for building democratic institutions. In other words, there appeared to be no inherent contradiction between finding and building democracy through civil society and institutionalizing it formally, between growth through marketization and civil and social rights.` But we have a very challenging scenario in Manipur in the sense that the civil society perceptions in the valley are not in convergence with those prevailing in the mountains in most cases. The atmosphere of governance oriented towards rent-seeking over decades have led the articulations to mostly based on contradictions of each other instead of evolving towards a shared conviction. This is where the strong intervention from the Centre for establishing democracy, democratic participation, democratisation of opportunities for individual advancements and institution building is called for. In any case, we cannot afford the repetition of the democratisation experience with civil society perspectives: `because civil society organizations were expressly political and addressed issues concerned with `high`™ politics and the form of the state, environmental, ethnic and gender problems were largely ignored.` Further, `while civil society as “democracy” does provide an alternative to state socialism, the existence of the necessary preconditions for civil society `“ based on the autonomous individual (freed from communal identities) as moral agent `“ cannot be taken for granted . . . It is not the apotheosis of the individual that vitiates the civil (and communal) pole of civil society but the continued existence of strong ethnic and group solidarities which have continually thwarted the very emergence of those legal, economic and moral individual identities upon which civil society is envisioned.`

While the imperative for change is all the more in the mountains of Manipur, the challenge and the fear for undesirable outcomes are all the more here as well. Whatever reform which might come in place should conform, at least for the mountain areas, to the second principle of justice of John Rawls which states: `Social and economic inequalities are to be arranged so that they are both: (a) to the greatest benefit of the least advantaged, consistent with the just saving principle, and (b) attached to offices and positions open to all under conditions of fair equality of opportunity.` But, with the prevailing realities, there is little if any likelihood of any political reform satisfying this Second Principle of Rawls, and instead it may just worsen the condition of the `least advantaged` in the mountain villages. This invites the question as to how to avoid such an outcome. This can be done only by allowing the mountain population to emerge as `autonomous individuals`. The global development experience tells us that evolving individual property rights regime has been the foundation for emergence of autonomous individuals. There is both urgency and pre-requisite for completing the cadastral surveys in the mountain areas of Manipur in the interest of the common people in general and the `least advantaged` in particular.

While our hearts go out to the people of Nepal, and are overwhelmed with sorrow by the images of suffering and loss continually coming in, there is one thing positive only human tragedy of the magnitude can bring. Even if temporarily, Nepal`™s time of great sorrow has brought the world together. Nature`™s fury has no particular target, and can befall on anybody anywhere on the planet. At such times, the frailty and commonality of the human predicament becomes stark, making everybody, including the mightiest, meek and vulnerable. Against the magnitude of the cosmos, and its reserve of energy, humans are practically nothing. The inherent paradox of nature`™s destructive energy is precisely this, and in the word of Irish Poet, W.B. Yeats, it is a `terrible beauty`. The same can be said of tragedy itself. Terrifying as it may be, there is in a metaphysical way, a beauty in it too. It opens up a window for man to see and realise his limits and littleness. This is why, in literature, tragedy as a genre still stands tall. Indeed, the most memorable literary characters ever, are tragic ones `“ Macbeth, Hamlet, King Lear, Othello, Anna Karenina, Khamba and Thoibi etc. All religions also address this insignificance of man in the cosmos, teaching him therefore he can find permanence only in god. In the Gita, this is done most dramatically. When Arjuna refuses to fight, saying he would rather be a beggar or a hermit, Krishna shows him the frightening visage of himself as the churning universe, and that regardless of what he does, Arjuna cannot escape his insignificance, and that the only meaning he can give his own life is to know and do his duty. May the Nepal tragedy, which has already claimed 2,200 lives be this lesson in humility for the world. It is however doubtful if this moral unity of mankind will remain much longer than the memory of Nepal tragedy lasts, and until another nature`™s catastrophe visits, it will be back to square one of rat races, cutthroat competitions, treacheries and wars.

Scientists now explain to us that earthquakes are caused by landmasses in the earth`™s crust crashing into each other. The Indian landmass thus crashed into the Asian mass about 25 million years ago, and the impact is still continuing, so that the Indian landmass continues its northward shift at the rate of 1 to 1.5 inches a year. Sometimes the impact tension builds up for years, and then it is suddenly released so that the landmasses slip against each other, or over each other, by as much as 10 feet. In the case of the Indian plate (landmass) these big slips have been regularly occurring at an interval of about 70 years, which was how scientist had been expecting the latest Nepal earthquake for quite some time now. The Northeast fall within the same fault line as Nepal, this is all the more reason for people here to be also prepared. Sensible and scientific construction of homes and public buildings is the best way to do this.

Plates movements in the earth`™s crust is a reality, though it is hardly a phenomenon which can be demonstrated. The most ready common sense proof of this is the existence of mountains, as Bill Bryson points out in `A Short History of Nearly Everything`. Bryson is not any scientist of repute, but is a universally acknowledged excellent chronicler of the history of science. He said when the theory of the plates movements and crashes was first proposed, scientists were amazed they did not think of this much earlier, for it this was not so, and there were no internal pressures within the earth`™s crust that continually pushed mountains up, in the four billion or so years of the earth`™s existence, gravity and erosion would have ensured the earth`™s surface a smooth sphere. Bryson also humorously notes that scientist again gasped in disbelief that they did not think of the Big Bang Theory when Newton discovered gravity after an apple fell on his head. If everything attracted each other, the universe should have long ago converged and collapsed, unless there was a counterforce pulling everything away from each other. Edwin Hubble paved the way for the Big Bang Theory, when he observed in 1929 that all stars seemed to be travelling away from each other. Nature is mysterious and awesome indeed.

IMPHAL, April 26: The All Manipur Students`™ Union (AMSU) has today assured that it would endorse all the genuine movement spearheaded by the JAC All Manipur Hill District Contract Basis Teacher`™s Association with regards to its demands.

A statement issued by Surbala, information and publicity secretary AMSU, said that the indifferent attitude of the State government even as the issue has entered into a deadlock is a total disregard to the teachers`™ community.

From a simple teacher`™s agitation the movement has gain substantial momentum including boycotting of national projects followed by imposition of general strike on April 27 and yet it is far from over, it said.

No doubt, it is only the daily wage earners and students`™ community who are going to bear the direct brunt of such agitation, it continued.

In an age wherein development of human resources is considered to be priority, keeping the contract teachers who were recruited in the year 2006 in a state of oblivion not only reflects the incompetency of the government but at the same time it is also unfortunate, it claimed.

Observing that the government should regularise the teachers whose verification process are over, it said that AMSU had also submitted a written statement to the government regarding the demands.

It appealed the government to bring an amicable solution at the earliest before things gets out of hands.

On 24 April 2015, nine militant groups of the northeast, including the NSCN (Khaplang) and the ULFA faction led by Paresh Baruah, have come together to form a new unified front during a meeting held recently in Myanmar, security sources said.

According to Hindustan Times report, the move to form the “United National Liberation Front of West South East Asia” comes close on the heels of S.S. Khaplang, chairman of the NSCN (K), abrogating a 14-year-old ceasefire agreement with the Centre last month. Khaplang, a Hemi Naga from Myanmar, played a key role in organising the meeting of militant groups where the decision to form the new grouping was made, security sources told Hindustan Times. Though Khaplang will be the nominal head of the new grouping, a key role will be played by Paresh Baruah, the chief of the United Liberation Front of Asom-Independent who has consistently opposed peace talks with the Central government, the sources said.

Nagaland Post states that both Khaplang and Baruah are currently based in Myanmar. Baruah moved to Myanmar after authorities in Bangladesh launched a crackdown on his group, the sources said.

Besides the NSCN (K) and ULFA-Independent, other groups that participated in the meeting held at Taga in Sagaing division of Myanmar earlier this month were the Kangleipak Communist Party, Kanglei Yawol Kunna Lup, People’s Revolutionary Party of Kangleipak, People’s Liberation Army, United National Liberation Front and National Democratic Front of Bodoland (Songbijit faction).

The new grouping is dominated by militant organisations from Manipur, which refer to the northeastern region as “West South East Asia”.

Nagaland Post states that security sources said Chinese intelligence played an active role in encouraging the northeastern groups to come together on a common platform. Chinese intelligence operatives are active in the Sagaing region and weapons are often shipped to the northeastern groups through the China-Myanmar border.

“The Chinese have promised to provide weapons and logistics to the new grouping as they want to keep things boiling in the northeast in view of their claim on the state of Arunachal Pradesh,” a source said.

Earlier, the Chinese intelligence had played a role in bringing together several militant groups from the Manipur Valley in an umbrella organisation called CorCom. Most of these groups have now joined the new grouping.

Several groups from the North Eastern states have training camps in Sagaing division. After the NSCN-Khaplang signed a truce with Myanmarese authorities in 2012, it has consolidated its position in the neighbouring country.

The NSCN (K) split in late March after Khaplang abrogated the ceasefire signed with the Central government in 2001 and wound up the cease-fire supervisory board. The group had at the time accused the Central government of not being serious about discussing the issue of “sovereignty” for Nagas. Khaplang also expelled two of its kilonsers- Wangtin Naga and P. Tikhak from the group, who were in favour of extending the ceasefire pact with the Government of India. Following the expulsion, Wangtin and Tikhak formed a new group under the name NSCN (Reformation) Nagaland Post states.
