UKHRUL, August 30: At least two civilians have been shot dead and scores grievously injured in police firing and subsequent assault on civilians even as irate mob beat up some four five police commando personnel in Ukhrul today.

The mob had also set ablaze two government vehicles after the United Naga Council (UNC)-sponsored public mass rally turned violent here on Saturday.

The two deceased have been identified as Ramkashing Vashi, 26, son of Christopher Vashi of Teinem village and Mayopam Ramror, 32 of Teinem village.

Both were said to be recently married and survived by their pregnant wives respectively. The bodies have been deposited at the Ukhrul District Hospital for post mortem.

Meanwhile, another critically wounded Ngachonmi Muivah of Somdal has been taken to Imphal for treatment while all the other injured are being treated at the district hospital.

However, the exact number of the injured could not be immediately ascertained, though expected to be around 16 including the critically wounded.

Eye witnesses said that as the public numbering over thousands turned out at Awon Tang junction and tried to proceed towards the Tangkhul Naga Long Ground around 1:35 pm to join a mass gathering where a joint memorandum of Naga Hohos and Naga frontal organisations of the respective districts was slated to be read out before being submitted to the Prime Minster of India at 2 pm, State security forces fired tear gas shells, mock bombs resulting in heavy casualties among the public.

Soon after, similar violent situation erupted at Alungtang and Wino Bazaar where police commandos fired live bullet allegedly from suspected AK 47 rifles upon the rallyists at point blank range killing the duo instantaneously in front of Ukhrul Higher Secondary School at Wino Bazaar even as explosions of mock bombs and tear gas shells continued, sources added.

In the ensuing mob action, eye witnesses said, some four five police commandos were beaten up by the irate mob resulting in grievous injury of one police personnel.

The public went ahead and set ablaze two vehicles including a Police commando gypsy in front of TNL Ground at Wino Bazaar.

The public also rained stones at security vehicles passing through the TNL Office breaking windows of some vehicles even as commandos kept blank firing. Thereafter the public put up boulders and logs across the road in dual direction in front of TNL office to block passage of security force vehicles.

At the same time, the public held a gathering at TNL Ground where effigies of the Chief Minister O Ibobi Singh and Dy CM Gaikhangam were burned amidst strong condemnation and curse.

Thereafter around 4 pm police commandos went on rampage on the main road of the township and damaged some private vehicles, eye witnesses have said.

Subsequently, the State forces resorted to physical attack on civilians crossing the District Mini Secretariat at Hamleikhong and whisked away 9 persons in their custody inside the office complex where the civilians were brutally assaulted resulting in critical injuries.

Later, with intervention of district administration, it was decided that State forces be retreated to ease the mounting tension for the time being and Assam Rifles personnel be deployed in the town instead and subsequently, the youth were released and rushed to the district hospital, sources added.

However, around 5:30 pm two persons who happened to be friends of the two deceased were returning home after visiting the hospital were reportedly severely beaten up by police commandos who were staying near Ukhrul Town Hall. However, they have been rescued by AR personnel and rushed them to Army hospital at Somsai immediately.

The public mass rally was held in all the Naga hill district of the State to demonstrate the sentiments of the Nagas in the backdrop of the continued imposition of CrPc 144 along with deployment of State security forces while also to pressurize the Government of India to expedite the process for Alternative Arrangement pending Indo-Naga solution.

The rally was staged at six different localities of the town which was attended by thousands of peoples from all localities of the town and villages from nearby villages.

IMPHAL, August 29: Haipou Jadonang had dedicated his life for the people of the State in general, and particularly the Zeliangrong community. It is because of his spirit of defiance that the Zeliangrong are still able to preserve and protect the rich culture and custom. Today’s youths should follow his footsteps.

This was stated by deputy Chief Minister Gaikhangam, during the observation of the 83rd Death Anniversary of freedom fighter Jadonang, today at Jadonang Memorial Park, Keishampat Imphal.

Respected figure of social work in the State, Th Iboyaima, MLA Tamei, Vice Chairman Hills Area Committee J Kikhongbou Newmai, MLA Tamenglong P Janghemlung and former Union Home Minister State K Meijinlung were also present in the observation.

The State leaders, invitees and many people from all walks of life paid floral tributes and observed two minutes silence as mark of respect to the departed freedom fighter.

It may be recalled that Jadonang was born at Kambiron village in Tamenglong district in 1905 and he was a Zeliangrong by birth. He was hanged to death by the British on this day, August 29, 1931 at the present Memorial Park on charges of high treason and waging war against the British Empire.

Gaikhangam today, once again declared the July Cabinet resolution of naming a Railway substation after Haipou Jadonang, which is now undergoing construction. He also said that a nine feet tall bronze statue of Jadonang, with an estimated cost of around Rs 50 lakhs will be ready before the coming anniversary.

Meanwhile, the anniversary was also observed at Langthabal Chingthak village organised by Kalyan Ashram Manipur.

The occasion was graced by Karam Shyam Singh, MLA Langthabal as the chief guest, Kripa Prasad Singh, vice president, Akhil Bharatiya Vanavasi Kalyan Ashram as the president and A Brajakumar Sharma, of RSS an Dr Bilashini as guests of honour.

During the occasion Dr K Lamalu Assistant Professor, Department of Adult Education MU narrated a brief history of Haipou Jadonang and patriotic songs were also presented by the Kalyan Ashram students.

Speaking at the function Kripa Prasad Singh said that all the institutes of Kalyan Ashram in India observed the 83rd death anniversary of Jadonang as he is also one among the freedom fighters of the country who deserves great respect.

The programme committee of Haipou Jadonang Death Anniversary Observation 2014 also observed the 83rd death anniversary at Tarung Committee Hall.

The occasion was attended by J Kikhongbou Newmai, vice chairman, Hills Area Committee, MLA Tamei A/C as the chief guest, K Humaliabou, chairman ADC, Tamenglong as the guest of honour and Ningthaodai Gonmei, former president, All Zeliangrong Students Union as the president and Akham Gonmei, research scholar as the main speaker of the occasion.

Adding luster to the occasion, the Zaliangrong Student’s Union Southern Area Manipur has also observed the 83rd Haipou Jadonang Death Anniversary at Gilgal English High School, Loktak Project under Churchandpur District, said a statement.

With the observation the 2nd Jadonang Memorial Painting Competition which was sponsored by the NHPC Ltd Loktak Project under the theme “Mother Nature: the giver of life” and Beauty of cultural diversity” were also held today. Students from many schools studying in the area participated in the competition.

In the function Dr Thuanreilung Phaomei asserted that Jadonang was not only freedom fighter of Zeliangrong community but also a national freedom fighter too. He was wrongly accused and hanged to death by the British.

In the function Isaac Vungkhunlal Deputy Manager HRD NHPC Ltd , Kabidim Pamei chairman Gilgal English High School were also present. Later prizes for the competition were distributed to the students, added the statement.

According to a DIPR statement, State chief secretary PC Lawmkunga presided over the official function which was also attended by Chief Minister Okram Ibobi Singh, deputy Chief Minister Gaikhangam, council of ministers, speaker, chief justice Manipur High Court, parliamentary secretaries, MLAs, DGP and other police and civil high ranking officials.

VK Duggal took oath as the 14th Governor of Manipur in December, 2013, it said.

HC rejects ousted RIMS director’s stay order plea

IMPHAL, August 29: A single bench of the High Court of Manipur today rejected Dr S Sekharjit’s plea seeking a stay order of his removal as RIMS director.

Dr Sekharjit had challenged his premature removal citing that he was not informed of the actual cause of his removal and pleaded the court to pass an interim order to stay the removal order.

The hearing of the case (No WP (C) No. 638 of 2014) had started yesterday in the court of Justice N Kotishwar, but the judgement with regards to the plea was reserved by the court.

Continuing the hearing today, the court rejected Sekharjit’s plea citing three grounds.

It may be mentioned that Dr S Sekharjit Singh was removed prematurely from the post of director, Regional Institute of Medical Sciences (RIMS), by an order of the Ministry of Health and Family Welfare (North East Section) issued on August 25. Subsequently, he filed a case before the High Court of Manipur on August 27.

It may be noted that according to an order signed by a deputy secretary of the ministry, Shekarjit was “relieved of his duty as director with immediate effect,” and Prof Chongtham Arunkumar was to take charge of the post.

The court also served show cause notice to the respondents of the case returnable within four weeks.

The new director Dr Ch Arunkumar, officially took charge of the post at 1 pm of August 26, at the RIMS administrative block.

IMPHAL, August 29: Sharmila Kanba Lup (SAKAL) today took out a mass rally condemning the inhuman treatment meted out against Irom chanu Sharmila during her arrest.

SAKAL also submitted a memorandum to the State Chief Minister demanding a judicial investigation into the circumstances of police brutality during Sharmila’s re-arrest and to immediately release her.

Several volunteers and members of the lup gathered in front of its temporary tent at Porompat and took out a rally under the banner ‘Protest rally against inhuman treatment of Sharmila.’

As the protestors were moving towards the Chief Minister’s bungalow, state security forces interrupted them at the Ananda Singh Higher Secondary traffic roundabout.

Following a brief argument with the protestors, the police allowed only the leaders of SAKAL to proceed further and submit a memorandum to the Chief Minister.

The SAKAL leaders Ima Nganbi, Ima Momon, Ima Ranami, Ima Sakhi were escorted in a police vehicle till the Chief Minister’s bungalow.

The memorandum signed by co-convenor Soiam Momonleima said SAKAL was established with the sole mission to save Sharmila and to intensify the struggle demanding repeal of Armed Forces Special Powers Act, 1958.

It said Irom chanu Sharmila is in a fragile condition as she has continued on with the fast for the past 13 years, nevertheless she has continued with her peaceful hunger strike demanding repeal of the draconian act.

However, a team of security forces led by SP Imphal East and the additional SP along with women personnel violently dragged Sharmila from her protest site, and in the violent fracas, Sharmila broke her right toe nail and her clothes were ripped, it maintained.

In the memorandum, the women protestors said those of them who were present inside the temporary tent when the incident occurred heard the SP shout at the police personnel to drag Sharmila out.

It further said that Sharmila was taken to the Jawaharlal Nehru Institute of Medical Science JNIMS by the Porompat Police and was given medical attention.

Later she was shifted to a special ward of the hospital under police custody as she was re-arrested under IPC 309, for the charge of attempt to commit suicide.

SAKAL has further claimed in its memorandum that the police had not served any arrest memo or reason for the arrest.

The memorandum also claimed that the SP denied any statement on the issue claiming that he was only acting under orders from his higher authorities.

SAKAL strongly condemned the brutal act of the Manipur police and further seek repeal of AFSPA and the immediate release of Sharmila.

It has also demanding a judicial investigation in the circumstances of “her abduction.”

IMPHAL, Aug 29: The North East Forum for International Solidarity has also strongly condemned the re-arrest of Irom Sharmila just two days after a local court had ruled that she cannot be charged with attempted suicide.

“We would also like to condemn the deputy Chief Minister of Manipur who defended the re-arresting of Irom Sharmila by saying that her health was deteriorating” it said while continuing that the truth is Sharmila was grabbed fiercely, dragged and thrown to the police vehicle by a group of police women.

It continued that such action is gross violation of human rights and huge disrespect to an activist who has been struggling to end violence and bring peace in the whole north east region of the country.

“People of Manipur across India are enraged with this blatant offence against a women and an activist who is fighting for ending the brutal law of AFSPA,” it observed.

On May 22, 1958, AFSPA was promulgated for the first time by the Indian State, it said before adding, “By denying us the right to rule of law the Indian State has kept us relegated to the status of second class citizens in the country that claims itself to be the world’s largest democracy.”

We demand the immediate release of Irom Sharmila and revoking of Armed Forces Special Power Act (AFSPA), it said.

IMPHAL, Aug 29: Manipur University SC and OBC Students Union has submitted a memorandum regarding the adoption of the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012 in Manipur University, to the Vice Chancellor, Deans of all schools, Registrar and all Head of Departments of Manipur University, said a press release by the Students Union.

According to the press release, the memorandum was submitted on August 28 to bring a permanent settlement of the present issue in the university, which is the misinterpretation of the Amendment Act that led to the notification for reservation of 31 percent for ST, 2 percent for SC and 17 percent for OBC by the authority of Manipur University on July 25 and resulted in controversy.

The controversial point is due to misinterpretation of the Act in the Section 3 (a) of the Amendment Act, 2012 and there is a need for clarification from the relevant authority of Manipur University, and there should not be any change in the reservation system and follow as usual, which is 7.5 percent for ST, 15 percent for SC and 27 percent for OBC, and moreover the university must be govern according to the law as laid down by the Central Educational Institutions (Reservation in Admission) Amendment Act 2012, stated the Students Union in the press release.

IMPHAL, August 29: A State cabinet today approved the one year extension of the Suspension of Operation with umbrella bodies of Kuki armed groups United Peoples Front and the Kuki National Front.

According to government spokesperson minister Moirangthem Okendro said the SoO agreement had ended on August 21.

He said the Ministry of Home Affairs had also instructed the State government on August 20 for the one year extension of the tripartite agreement.

Further according to the government spokesperson, the cabinet also decided to relax the ban on employment of fresh staff and create 384 posts of medical officers (MHS grade IV) and to recruit 579 posts including for the 195 posts vacancies.

He also said that the cabinet has approved the signing of undertaking for the Manipur State Power Distribution Company Limited to acquire loan from the Power Finance Corporation under the Re-structured Accelerated Power Development and Reforms Programme Part A and Part B.

The power corporation will actually get Rs 31.55 crore under Part A and another Rs 359 crore under Part B.

With the fund, the corporation will take up a power project each in 13 towns of the State to improve the power supply, he said.

KANGPOKPI, August 29: The Kuki Students’ Organisation, Sadar Hills has strongly lodged its displeasure over the construction of the Imphal-Tamenglong Road from Kangpokpi to Tamei under North East Council programme with an estimate amount of Rs. 78 crore, after a spot inspection today.

KSO Sadar Hills president Thangminlen Kipgen said a team of the KSO-SH had seen disappointing progress of the more than two years of work along the IT Rod from Kangpokpi to Tamei.

He said however, several portions of the road were found to be done as per specifications with the exception of a stretch between Chawangkining village and Thonglang Akutpa village which is still in its previous condition added the student body chief.

He also pointed out that various portions of the thinly black topped road have already started to peel off even before the road construction is completed while adding that improper drainage also accounts for the early damage.

Asserting that since the construction work of the IT Road Kangpokpi to Tamei will not be undertaken again for another decade or so, he said the implementing agencies as well as the State government and all those involved should recognise the plight of the people.

Thangminlen Kipgen alleged that the sluggish pace of the road construction is mainly due to the apathetic attitude of the concern division E.E. and not of the contractor while demanding replacement of the present E.E. with a new one who is more progress oriented to complete the work on the stipulated time.

Kipgen further said the concerned the contractors reiterate that they are most ready to complete the road construction within a given time frame while alleging the State government and the Division EE of delaying the payment of fund which had already been released by the NEC in the month of May.

He also asserted that the importance of I.T. Road vitally urgent to the Thadou-Kuki Christian as 100 years of Christianity is due to be celebrated in December, adding that many national and international missionaries would be invited to attend the function.

“It would be best on the part of the Government to intervene immediately in the matter, or else the public will not remain silent spectators if the road mars the centenary celebration”, warned the KSO Sadar Hills chief.

He also warned of launching various agitations on the part of KSO Sadar Hills if the implementing agencies as well as the concerned authority fail to construct the road according to the guidelines provided of NEC.

Taking out an auto rally today demanding the implementation of the Inner Line Permit System, the drivers resolved not to allow non-local passengers without proper ID cards until the demand is met.

The rally was participated by auto rickshaws and other vehicles plying along the routes of Langjing, Kumlou, Spinning Mill, Lamsang Bazar, Lairen Sajik, Lamdeng, Touthong, Kadangban, Lairen Kabi, Pheiyeng Auto, Mana Ingkhol, Iroisemba, Game Village, Hourang Sabal, Sanjenbam, Kangchup Geljang and Lamlongei Lamban Lamsang Apheiba.

The autos had gathered at four different locations and decided to converge at Iroishemba, however police stopped them at Iroisemba, Lamsang and Lamboi Khongnangkhong.

Later, the auto drivers gathered at the Lamdeng Makha Leikai Lampak and convened a meeting.

The auto rally was organised by the Uripok Kangchup Road Mega Diesel Association (UKRAMDA), SIROI Transport Co-operative Society, Lamsang Branch and Lamsang Khurkhul Road Development Union (LKRDU).

State inks hydro-electric projects deal with NEEPCO

IMPHAL, August 28: In a major development, the State government has signed a pre-implementation agreement for four hydroelectric projects in Manipur with the North Eastern Electric Power Corporation Ltd today at the Hotel Imphal.

The agreement was signed between joint secretary Power, Th Kirankumar and Manipur State Power Corporation Ltd MD A Sarat representing the State and chairman and managing director NEEPCO PC Pankaj and director personnel S Borgohai representing NEEPCO.

The projects are Tuivai Electric Project, Irang Hydroelectric Project, Khongnem Chakha Hydroelectric Project and the Pabram Hydroelectric Project.

State Chief Minister Okram Ibobi Singh who also attended the agreement signing function said Manipur has been facing an acute shortage of power for quite some time.

This is because of several reasons including the increasing supply-demand gap, insufficient inter and intra transmission and distribution network, huge losses incurred during transmission and other commercial losses, he said.

This frequent load shedding schedule in the State has been one of the major obstacles to development, the Chief Minister asserted.

Continuing further, he said following a detailed study of the problem, the State government in its effort to improve the power sector had recently restructured the State Electricity department into the Manipur State Power Company Limited (MSPCL) to look after the transmission and distribution of 33 KV voltage level and above and upcoming generations and the Manipur State Power Distribution Company Limited (MSPDCL) to look after the distribution system of 11 KV and down and other associated works.

The State government had also adopted a State Hydro Power Policy in 2012 to facilitate development of hydro power projects having capacity of more than 5 MW through private and public sectors in the State, Ibobi continued.

Further in his speech, the Chief Minister appealed to NEEPCO to work smoothly without taking much time to complete the projects and added the government will extend all possible help including in checking the law and order situation or in getting forest clearance for the construction of the project.

The Chief Minister also appealed to the people of the State to co-operate with NEEPCO to realise the projects.

The Tuivai Electric Project will be taken up at Delhkai Thanlon in CCPur district about 230 km from Imphal with a 110 metre high earthen dam across the Tuivai River at an estimate cost of Rs 325.06 crore.

Irang Hydroelectric Project will be taken up at Taobam in Tamenglong district about 100 Km away from Imphal. A 104 metres high earthen dam across Irang River will be constructed for the project and it will have four numbers of Francis turbines of 15 MW each. The cost estimate of the project is Rs 331.20 crore.

Khongnem Chakha Hydroelectric Project will have two Francis turbines of 33.50 MW and will be taken up at Maram centre in Senapati district about 90 km away from Imphal.

The project will have a 52 metre high concrete gravity dam across Barak River and cost estimate of the project is Rs 439.71 crore.

The fourth project Pabram Hydroelectric Project will have two Francis turbines of 95 MW and will be taken up at Phellong Village in Tamenglong district about 160 Km away from Imphal.

The project will have a 122 metre high concrete gravity dam across Barak River and the cost estimate of the project is Rs 1031.67 crore.

PC Pankaj on his part assured both the State government and the people that NEEPCO will try its level best to complete the projects within the time schedule.

He said even though preparations of DPR of a project take minimum three years, his company will try to complete the DPRS for the four projects within 15 months with a five year target for completion of thewhole projects.

NEEPCO will also take up wind power plant generations in Manipur and after completion of the projects will provide proper toilet facilities to the schools in the nearby areas, he said.

NEEPCO will also provide scholarships to poor students of the area, he continued.

IMPHAL, August 28: The Manipur High Court today reserved the former RIMS director Dr S Sekharjit’s challenge of his abrupt dismissal from his directorship, seeking a stay order on his unceremonious removal.

Prof. S Sekharjit Singh who was removed prematurely from the post of director, Regional Institute of Medical Sciences (RIMS), by an order of the Ministry of Health and Family Welfare (North East Section) issued on August 25, filed a case before the High Court of Manipur on August 27, seeking a stay of the order.

Sekharjit challenged that his removal was premature besides claiming the removal order failed to specify the actual reason for his removal. He pleaded the court to pass an interim order to stay the removal order.

Sekharjit’s case No. WP (C) No. 638 of 2014 was heard today wherein the court also served show cause notices to the respondents of the case returnable within four weeks.

It may be noted that in the order signed by a Deputy Secretary of the Ministry, Shekarjit was “relieved of his duty as director with immediate effect,” and that Prof. Chongtham Arunkumar was to take charge of the post.

The new director officially took charge of the post at 1 pm of August 26, at the RIMS administrative block.

Dr Sekharjit took charge as director of RIMS on September 14, 2010 and his tenure was to expire on September 13, 2015.

Chongtham Arunkumar is currently a professor of the Department of Orthopedics and hails from Singjamei Mathak Chongtham Leikai.

Sources anticipate that the removal of Sekharjit as director of RIMS could have been related with a case lodged by the Central Bureau of Investigation (CBI) against Sekharjit on charges of corruption regarding irregularities in the supply of dental chairs and other misappropriations.

CBI also submitted the FIR copy to the District and Sessions Judge, Manipur East on May 23, 2014.

The non-bailable case bears number Criminal Miscellaneous case number 41 of 2014 reference RC number 6 (A) 2014/IMP under section 120-B, 420 of the Indian Penal Code, read with 13 (2)/13 (1) (D), Prevention of Corruption Act.

Other respondents in the case also include Dr Rajiv Ratna Singh who is professor of Dental College, chief accounts officer Elangbam Devendro, professor H Shanti Singh of Anesthesia department and Lal Gopal of M/S Mukherjee Enterprise, Thakur Road, Kolkotta.

Mukherjee Enterprise is the supplier of dental chairs.

The CBI represents the State as the petitioner in the case and sources said that more investigation is underway to frame a charge sheet against Dr. Sekharjit.

It may also be mentioned that there is another CBI case against former RIMS director, Prof. L Fimate.

IMPHAL, August 28: As a national level mission, ‘Pradhanmantri Jan-Dhan Yojana’ was launched in the State today at Hotel Classic by the State Chief Minister, O Ibobi. The country wide mission which was announced by the Prime Minister, Narendra Modi in his Independence Day speech will be carried out at the district level too.

Addressing the function, the CM said that the primary objective of the scheme is to provide universal access to basic banking facilities for all households across the country through a bank branch or fixed point Business Correspondents called Bank Mitra within a reasonable distance.

He elaborated that this new scheme is indeed laudable as it will cover all households, both urban and rural, with at least one Basic Bank Account along with Ru-Pay Debit card facility having inbuilt “Accident Insurance” Cover of Rs. 1 lakh. Ru-Pay is poised to become India’s own unique domestic card network owned by National Payments Corporation of India.

Further an overdraft facility up to Rs. 5000 will also be provided to Aadhar enabled accounts after satisfactory operation of the account for six months. The Mission also envisages expansion of Direct Benefit Transfer under various Government Schemes through bank accounts to the beneficiaries, the Chief Minister said.

The scheme, by aiming to take financial literacy to the village level and seeking to provide micro-insurance to the people will also become a vehicle for financial institutions to become active partners in inclusive growth and nation-building, he said.

He stated that “in Manipur, we are looking forward to opening of a large number of bank accounts through the 9 Mega-camps taking place in all the nine districts of Manipur. The accounts would be opened by both public and private sector banks. As per the Census 2011, the total number of households in Manipur is 5, 91,107 and all these households are expected to be covered by this scheme and the biggest benefit of this scheme will be the access for all formal credit avenues.”

The CM continued that so far, the unbanked population has been dependent on informal channels of credit and often fell prey to greedy moneylenders. The CD ratio in the State is poor, hovering around 43 percent as against the national average of more than 75 percent Financial Inclusion will not be complete without taking smaller States along and improving the CD Ratio and banking penetration ratio in rural areas.

He opined that it will provide a platform for inculcating the habit to save money. This is critical as the absence of savings often makes them vulnerable.

It may be mentioned that in Manipur, e-payment in the government sector has been introduced since 2011, whereby all government payments including payment of salaries and all beneficiary related schemes have been made mandatory through e-payment except for a small number of identified payments.

He highlighted that the state has the highest concentration of unbanked blocks in the country. Most of the interior villages in the state are deprived of banking and financial services and the position of our state on the scale of Financial Inclusion is perhaps the lowest.

The bank branch to population ratio is very poor in Manipur. This low banking outreach in Manipur is a matter of great concern for the state government and needs immediate redressal. With a population of 27.22 lakhs, the total number of bank branches and ATMs in Manipur is 158 and 199 respectively which is extremely low and in rural the penetration of banks is very poor and has been a major issue for the government, the CM added.

The State Government is making constant efforts to establish more bank branches in the interior areas. You all are aware that to enable coverage of all the block headquarters with banking facility, the state government is constructing integrated complexes in 27 un-banked Block head-quarters under “Tribal Areas Inclusive Growth Project”, wherein the block level administrative offices, police outposts and banks will function in one complex.

Further, the CM said that the 399 Common Service Centers (CSCs) which have been set up under the National e-Governance to provide for delivery of e-services to the rural and remote location scan becomes an effective vehicle to deliver financial services to rural Manipur.

There is a need to associate other stake-holders like BSNL in making the roadmap for Financial Inclusion a workable one as telecom connectivity is an issue that needs to be specially tackled.

As part of the launching ceremony a live telecast of the address of Prime Minister from New Delhi and film based on Financial Inclusion was showcase. Passbook also distributed to customers for accounts under PMJDY.

A delegation of senior leaders of BJP Manipur Pradesh met the Union Health Minister in regard to the memorandum submitted on June 24 2014, highlighting him about the crisis in RIMS.

Sources said in today’s meeting the delegates have submitted another memorandum to the minister today at his New Delhi office at around 8 am.

In the memorandum, the proposal regarding promotion of RIMS to the level of AIIMS was highlighted.

It also mentioned issues on availability of life saving drugs, dressing material, necessary specialist at the time of requirement etc and referring of pathological or biochemical or radiological investigation of patient to the private clinics, and added that establishing of private clinics etc are regular trend in the State.

It further stated that in order to promote RIMS to the status of AIIMS a regular surveillance is needed. The delegation also urged the minister of bringing about good administration in the institution. It also highlighted on deficiencies in various fields like the condition of the maternity ward and non-functioning of clinical laboratories etc.

Sources continued that the memorandum also emphasised that RIMS has become a place for corruption, that even for a post of nurse about Rs 15 lakhs are being paid. Senior Doctor always advice patient to refer to private hospitals or clinics due to lack of equipment in the RIMS. The Cancer patient, heart patient have to go outside the State for treatment, it added.

IMPHAL, August 28: The hearing of the Public Interest Litigation (PIL) case filed against the appointment of five Parliamentary Secretaries due to commence from today before a division bench of the High Court of Manipur was deferred for three weeks.

The decision was taken by a division bench comprising of Chief Justice, LK Mohapatra and Justice N Kotishwar Singh, following a prayer from the counsel of the respondents, advocate general Ibohal, to defer the case.

In his plea submitted to the Government the advocate general, clarified that he had been instructed so by the state Government.

It may be recalled, Dr Khomdon Singh Lisham filed a PIL (10 of 2012) before the then Guwahati High Court, Imphal bench challenging the appointment of Parliamentary Secretaries. The case is still pending at the High Court of Manipur (present).

Against this backdrop, the same petitioner filed another miscellaneous petition (No. MC (PIL)/3/2013) before the same Court pleading to keep at abeyance the appointment order of the five Parliamentary Secretaries by the Government of Manipur.

The MLAs who were appointed as Parliamentary Secretaries included Keisam Meghachandra Singh, given charge of Minor Irrigation and Information & Public relations, Mairenbam Prithvi Raj Singh with charge of Tourism and Youth Affaris/Sports, Vungzagin Valte given charge of Horticulture and Soil Conservation, CADA; Md Amin Shah given charge of Minorities, OBC & SC, Science & Technology and Victor Keishing-Tribal Affairs & Hills and information Technology.

They were sworn in on October 8, 2012 by the Chief Minister of Manipur following their appointment order dated October 6, 2012.

UKHRUL, August 28: Over five decades down the line after establishing it as one of the sub-divisional blocks of Ukhrul district, ‘development’ still remains an elusive chimera for the people of Phungyar area as the State government continues to neglect their problems in myriad spheres of life.

Located about some 45 kms towards south from Ukhrul district headquarters, the development block — Phungyar headquarters — is being bounded by Ukhrul centre on the north, Imphal East district on the west and the two sub-divisions of the district, namely Kamjong and Kasom Khullen on the east and south respectively. It was upgraded to sub-divisional block in 1959 for the uplift of the inhabitants from around 39 neighbouring villages in the area.

The overall administrative functioning of Phungyar block had, however, virtually come to a grinding halt, apart from depriving the public of various facilities including health care, education, Public Distribution System (PDS), drinking water, road connectivity et al since the past many years as the government of Manipur has miserably failed to measure up to the status of sub division for the so-called Phungyar headquarters. This was the common sentiment poured out by the local public to a team of media persons who visited the area on Monday last.

Not surprisingly, the Phungyar Primary Health Centre (PHC) was found without a single doctor even though there are sanctioned posts of two medical doctors and one Ayush doctor.

Local public leaders said that three doctors were utilized a few years back but they never stationed at the centre and were later transferred somewhere some months back. In the doctors’ absence, it was found, a retired male staff nurse Yarngai, who voluntarily continued offering service is practically running the PHC.

“I was already retired in 2008, but seeing the hardships of the people due to absence of doctors here, I am assisting with only what I can to provide medicines for minor ailments like common cold, flu, diarrhea etc,” Yarngai said.

Another female staff said that even the two nurses from NHRM being utilized here have never stayed overnight, and expressed desire for engagement of nurses from the locals. She also said that since its inauguration in December last year the government has not provided a single equipment of any sort.

Meanwhile, perturbed with the way free medicines are often out of stock for the public, the local development committee has recently filed an RTI pertaining to issuance of medicines and the total amount of money sanctioned to the centre during the past three years. “We are awaiting response from the government,” a local leader said.

N. Thotchuishang, president, Oriental Club Phungyar said that the PHC has been rendered meaningless as the public cannot avail the benefits owing to perpetual absence of doctors.

“There have been several cases of patients dying while being transported out of the town in cases like delivery etc since there is no doctor to attend to them.”

He also blamed the absence of full-time SDO for the overall failure in the administration of the sub division, while deploring that functioning of different areas has gone haywire as most staffs of different departments often fail to attend their office.

Stating that water problem in the area is affecting the peoples economy, he said that every year during dry season each house hold here buy water at Rs.500/600 for a quantity of 500 litres.

A local elder K Shimreingam disclosed that the PWD department had handed over the SDO office to the concerned department after constructing a few years back but till date it has remained unoccupied and has turned into a shelter for construction workers.

Meanwhile, the public particularly, students from the block are facing hard times since they cannot easily obtain various official documents related to their studies as the concerned department office remain closed most of the time.

It was also learnt that Phungyar SDO in-charge Dipu Gangmei has not been able to station there since he has been holding dual charge as both ADC Ukhrul and SDO in-charge of the sub-division.

“We therefore request the government to immediately appoint a full-fledged SDO in the interest of the public and development of the area, he said.

He also rued that the road connecting the sub-division particularly the 15 kms stretch from Shangshak is in a bad shape since the BRTF/GREF authority handed it over to the State Public Works Department (PWD) some years back. The PDW has ever since not maintained the road rendering it deplorable as most portions of the stretch have developed pot holes and are engulfed by roadside bushes.

The public further informed that PDS items are sold to card holders at exorbitant price and that PDS rice is being sold at the same rate for all categories of beneficiaries irrespective of AAY, BPL and APL. PDS agent J Semmi has informed that rice is being sold at Rs. 15/kg, kerosene oil at Rs. 30/ltr adding sugar has not been received.

Pointing out that the MLA representative of the block is deducting one quintal of rice each month from each of the 61 PDS agents from the area for reasons unknown and that the government does not provide them conveyance cost, Semmi conceded that they are compelled to recoup their loss and expenses by increasing the rate of items for public distribution.

Even then, the public has expressed their gratitude to the local MLA Victor Keishing for taking up developmental works like construction of retaining walls, water tanks etc. in the area.

Meanwhile, Phungyar Higher Secondary School, principal in-charge Kopa Hungyo has said that the government has till date not provided full-fledged headmaster for the school on ground of non-creation of post.

Upgraded to higher secondary level from primary school in 2009-10, the school is supposed to have 24 lecturers as sanctioned by the government but is being managed by just 14 teachers including two primary teachers from SSA.

As a result, the school is lacking teaching staff in many important subjects like Physics, Tangkhul, Manipuri, English, Home Science etc. Hungyo lamented while adding that a government-appointed Chemistry lecturer has for the most part stayed out of station which is affecting the students’ studies.

He then urged the government to give preference to locals at the time of appointing teaching staff in order to prevent dereliction of duty by teachers in the school.

Sources also disclosed that the school has not received Mid-Day Meal items since 27 May, 2014. The school presently has 186 students out of which Class Xl and Xll have 6 and 8 students respectively.

Naresh further said that not all students after graduation can pursue higher studies because of the limited seats available in Manipur University. He emphasised that students from poor financial background cannot go outside the State for studies.

Naresh continued that the State government in this regard must open a State University, or the colleges must be upgraded with PG courses. He said that AMSU has been working for the welfare of the people since its inception.

In connection with the golden jubilee celebration which will be observed next year, Naresh said students from other parts of the Northeast will also be invited, adding that the golden jubilee celebration will be a year-long observation.

Naresh added that a website for AMSU will also be launched before the coming of golden jubilee celebration.

The Chief Minister, Okram Ibobi’s assurance of uninterrupted power supply during his recent visit seem to have paid off as the old connection was discarded and a new dedicated line connected to the hospital.

Medical superintendent of the hospital, Dr Shyamsunder Singh was also present till late at night to witness and check if the uninterrupted power supply was for real.

He said, he was happy that the Chief Minister and the Health Minister have kept their promise of providing the dedicated line

Now with the uninterrupted line, the blood bank, operation theatre and the general ward will have no problems regarding power supply and the hospital will soon be equipped for any kind of work during the night time too, he said.

He said this will surely help in the working of the doctor and the functioning of the hospital at large.

The MS further appealed to all not to sabotage and disrupt the dedicated line which is meant for the hospital where lives are saved.

“I appeal to the public not to get illegal connections from the hospital’s dedicated line and to cooperate for the good of our district hospital.”

The District Magistrate, Imphal West K. Radhakumar Singh, in a notification said in exercise of the powers conferred under Sub-Section 2 of Section 144 Cr.P.c. the district administration has prohibited assembly of five or more persons which is likely to turn unlawful in the whole area of Imphal West.

According to a release of the DIPR, the District Police has reported that in all likelihood of causing serious breach of peace, disturbances to public tranquillity and grave danger to human lives and properties in the whole area of Imphal West on account of the unlawful activities of some anti-social elements for furtherance of the their evil designs.

The release said the ban order is also in anticipation that the ongoing agitation demanding Inner Line Permit System and removal of AFSPA from this State by some organizations may result in serious breaches of peace, disturbances to public tranquillity and danger to human lives and properties.

It further stated that it has become expedient to issue prohibitory orders for prevention of breaches of peace, disturbances to public tranquillity and danger to human lives and properties and to prevent riot or affray, and therefore carrying sticks, stones, firearms and weapons of any other description or objects which can be used as offensive weapons has been prohibited within the said area from 6 P.M. of 27th August, 2014 until further orders.

This order is passed ex-parte under Sub-Section 2 of Section 144 Cr.P.c. and is directed to the public in general if there is emergency and circumstances do not permit the serving of a notice upon the public in due time, it said.

However, the order is not applicable to the agencies of the Government involved in the enforcement of law and order and the maintenance of essential services, it added.

Persons who want to take out processions for marriages, funeral and religious purposes etc. within the scheduled area may apply to the District Magistrate for permission and they shall not take out procession until the permission is obtained by them, it said.

The Governor-in-charge of Manipur is to be held by the incumbent Nagaland Governor Padmanabha Balkrishna Acharya, a source from the BJP State chapter informed IFP from the capital.

It may be mentioned that the resignation came after the BJP earlier made their stance clear that the UPA appointed Governors would have to go.

The Governor of Maharashtra, K Sankaranarayana, another UPA appointee resigned on Sunday last after getting his transfer order to Mizoram.

Former Delhi Chief Minister and Governor of Kerala, Sheila Dikshit resigned on Tuesday.

The resignation of VK Duggal is the third in a span of a week.

He was appointed as the Governor of the State on December 23, 2013.

This was Duggal’s fifth assignment after he retired as a Home Secretary in March 2007.

Soon after his retirement, he was appointed as a member of the Commission on Centre State Relations where he served for three years.

PB Acharya was sworn in as the 18th Governor of Nagaland July 14, 2014.

This is not the first time that Governors appointed by previous governments have been made to quit or resign. It may be recalled the BJP complained to the Supreme Court in 2004 against the UPA government for making the NDA appointed Governors resign.

The source from Delhi added that the State BJP has been intimating the Centre about the various situations prevalent in the State and to make certain changes in the administration.

It was mentioned that the ousting of RIMS director L Sekharjit and the resignation of the Governor was an initiative of the BJP and the decision was made by the Prime Minister’s Office, PMO, to usher in development and transparency for effective administration of the State.
