Education once regarded as `sacred` has become a `commodity` in today`™s highly commercialized world. Many private firms take keen interests in establishing educational institutions not to enlighten the society but for profits. At the beginning of every new academic session, media houses are wadded with advertisements of numerous institutions featuring their buildings, classrooms, laboratories and so on to lure the students. The outcome of such commercials is abnormal hike in admission and monthly tuition fees.

As far as Manipur is concerned, people have almost lost faith in the government schools. Even those government schools which once pioneered education in the state are now on sharp decline. The government schools are almost defunct though crores of rupees are being spent for the implementation of schemes like SSA and RMSA. In such a scenario, students irrespective of their financial backgrounds are being enrolled in private schools spread all over the entire state. The performance of these private schools is quite commendable as it is evident from the results of Board examinations. However, there seems to be a division amongst students on the basis of school fees. Some private schools charge much higher school fees on the ground that they have well-developed infrastructures. This non-uniform fee structure in private schools has been a factor for discrimination amongst students.

The recent decision of AMSU with regard to maintaining uniform fee structure for all private schools in the state must be welcomed by all. This will help in ushering into a new era of education. Students would not mind the differences whether they study in schools with good infrastructures or not. After all sincerity and efficiency of teachers drive the schools forward and not simply because of the infrastructures. In one way, uniform fee structure will give equal opportunities to students to have quality education without any discrimination. The students`™ bodies along with the association of private schools should try to implement the proposed fee structure as early as possible.

Here, the government should also encourage the private schools by providing grant-in-aid and other assistances for development of the schools. The education department has wasted enough in the government schools and there is still no sign of revival. The state government should also take the initiative to fix uniform fee structure for the private schools in the state. The education department should not remain as a silent spectator in such crucial matters. The students`™ bodies are indeed the `beacon` of the society. They have done so much beyond their capacities just to bring up the society in so many aspects. Uniform fee structure is a revolutionary step towards ending the differences amongst students. Moreover, this will also be a good lesson to the businessmen who are trying to convert schools into profitable commercial institutions.

The time has come for the general public to realize the reality of the present society. People should be thankful to the almighty that there are still some persons to guide them to the right path. The society has been totally spoilt by the men in power. The future of youths in this state is blurred. The state authorities could not even conduct the civil services examination fairly. It is the students`™ bodies of the state who have raised voices against the corrupt government officials. The people of the state might have been easily misguided if they were no such watchdogs in the society. The future of the state lies in the future of the students. All students must be treated equally and they must be given equal opportunities. Uniform fee structure will somehow remove `division` amongst students. Whether rich or poor, students will get the same opportunity to study in any of the private schools of the state. Discrimination and division will be ultimately be shed off once this policy of uniform fee structure for private schools is implemented in the state.

IMPHAL, Feb 9: The Maoist Communist Party, Manipur has made a final appeal to the Film Forum, Manipur to abide by the guidelines on production of films adopted at Kangla and State Guest House in 2006 or accept the intervention from the party in execution of the public resolution.

The party had issued a warning that beginning February 15, punitive actions will be taken against producer, director, actors and all persons involved in the films that do not adhere strictly to the guidelines.The party is aware of a general perception that monetary demands always associate serious pursuance on any issue and the party has been a victim of it, stated MCP in a press release.

In the past, the forum had tried to put a cover on its misdeed and instead show the party in a bad light during a public meeting participated by civil society organisations who were mislaid. Such tactics will have no effect on MCP.

It stated that MCP had treaded on the issue with an objective of rectifying the anomalies in the state film industry and not for financial benefit. Neither can the party be bought for any sum of money.

The guidelines which the MCP are pressing the forum to follow were drafted by the forum and MCP has no hand while formulating them. The MCP’ position on the issue is clear. It demands that the forum should observed the stricture that it had pledge. Whatever outcomes materialised from the future conduct of the forum should be accepted by it, the release stated, adding that the party will no longer pratice liniency in implementing its resoultion.

In the first quarter final, Khurai Polo Club defeated MPSC (B) by 8-1.

Both teams could not score any goal in the first chukker.

L Thomson of Khurai PC and S Abungcha of MPSC (B) scored one goal each in the second chukker.

H Papak, L Thompson and Th Momocha scored four goals for Khurai PC in the third chukker.

he recent report in The Hindu daily that prosecution sanctions sought against Army officers against whom serious charges of heinous crimes committed under cover of the Armed Forces Special Powers Act, AFSPA, including rape and murder, were shot down by the Union home ministry, exposes yet again the hollowness of the charge that the AFSPA is being unfairly defiled by activists with interests inimical to the Army as an organisation and the country as a whole. The contention has also been that the AFSPA is a tough but innocent piece of legislation meant to face an extraordinary situation, and that in the hands of a responsible and disciplined organisation like the Army, it can do no injustice. The argument further is that even if there are tendencies of the AFSPA being taken advantage of and used beyond expected norms, such tendencies would be checked in no time. The Hindu report has demonstrated that all the efforts to rescue the AFSPA from its demoniac image and give it a sanitised look are a deliberate cover up. It may be recalled, the AFSPA is well shielded from the country’s judicial system. Any allegation against soldiers acting where the Act is promulgated has to first have prosecution sanction from the Union home ministry before the soldiers can be taken to court.

Just to quickly recap The Hindu report, it said in the past four years alone, the Union home ministry rejected at least 42 requests to sanction the prosecution of military personnel found by the police to have engaged in crimes such as murder, homicide and rape in Kashmir. This report quite ironically comes in the wake of a Supreme Court judgement by a two-judge bench a week earlier that the AFSPA, ought not to cover cases in which crimes such as murder or rape were committed. Going into details, the report said 31 of the cases in which sanction was denied relate to rape, culpable homicide or murder. The others involve a wide variety of crimes, ranging from criminal trespass to illegal confinement. In not a single of these cases, had sanction been granted, it further said.

The report brings to the fore once again the glaring and blatant injustice brought about by a lack of accountability on one hand, and on the other the almost complete lack of transparency of the entire hierarchy involved in the execution and application of the AFSPA, from the ordinary soldier empowered beyond acceptable human norms by the Act to the Union home ministry which gives the soldier cover from scrutiny by the court of law for crimes the soldier commits under the Act. Thanks to the Right to Information, RTI Act, undoubtedly one of the most, if not the most progressive legislation the Indian Union has introduced since the day the country’s constitution came into being, not all filth of the officialdom can be swept under the carpet anymore.

There can be no doubt the AFSPA has outlived its days. It is indeed, as so many have argued, an Act to handle an emergency situation. But if this emergency has lasted over half a century, the prognosis cannot be still called an emergency much less tackled as an emergency. It is a much more sustained ailment and the therapy would have to be something radically different from how it is being treated currently. True, form the statist viewpoint, there can be no argument there still exists an extraordinary situation and the state is called upon to deal with the situation. What is however pertinent is, the instruments conjured up for this mission as well as strategies employed must change. The AFSPA must be repealed and a suitable replacement found. Or else, the AFSPA must be radically overhauled. In particular, it must be made altogether accountable to the court of law. Even if it can be argued that the state governments would be swayed by local sentiments, the prosecution sanctions which now come from the Union home ministry, perhaps could be made the responsibility of the state Governor, who is the eye and ear of the Centre. Because Governors are stationed in the states concerned, they would have a much better pulse of the place than some joint secretary or secretary in charge of the Northeast sitting in the Union home ministry in New Delhi. The argument that floods of civil litigations would stymie the function of the troops is also spurious. It implies there are too many infringements of the law under the AFSPA so that there would be too many cases to handle. If on the other hand, the apprehension is, there would be too many false litigations, it betrays a lack of faith in the judicial system’s ability to admit or reject these litigations depending on their merits. Furthermore, if this is the fear, a provision that makes false litigations liable to penalty could be introduced so that only genuine complaints are encouraged to be lodged at the courts.

IMPHAL, Feb 8: The Naga People`s Front (NPF), Chandel unit said that after the enduring all threat perception caused by supporters of Indian National Congress (INC) candidate in Tengnoupal assembly constituency and SS. Olish, the independent candidate of Chandel constituency in the voting process in both the constituencies of Chandel district, it has gone “beyond our toleration” by the persisting creation of fear psychosis by deploying heavily armed Manipur police commandos in the re-poll polling stations on  February 4.

The NPF said not satisfied with their scheme to ignite violence during election process, SS. Olish, the independent candidate of Chandel constituency in connivance with the state security forces, is all out to target NPF workers and victimize them as unlawful elements by attempting to lodge FIR. “While she had enjoyed full proof security to campaign in the election process, SS Olish  blames the NPF workers to malign the good image of the NPF party,” alleged the Chandel unit of NPF.

Strongly taking note of the intention to harass and torture the NPF workers of Chandel divisional unit in connivance with the state security personnel, such criminal attempts would not be healthy for the society and may affect the social harmony of the state, the NPF, Chandel unit stated. In this regard, many complaints were lodged through the concerned authority for necessary remedial action. The state security personnel as well as the Assam Rifles in connivance with INC workers in Tengnoupal (ST) A/C had physically and psychologically harassed, detained and abducted the NPF workers. The NPF agents of Khudei Khullen who were abducted before the polling day are now sent to jail by lodging fabricated allegation, the NPF alleged.

It alleged that the NPF Chandel divisional unit who advocated peaceful voting through exercising their respective franchise has become a soft target due to incorrect inputs highlighted in the print media. The factual event that the voters of Chandel district encountered was not rightly highlighted, it added.

“If the trend of victimizing the NPF workers by the security personnel instigated by SS. Olish is not restrained in time, it would be termed as an attempt to murder democracy in the country. The Election Commission of India and its state organs are earnestly appealed to advise the state authority to uphold social tranquility for the betterment of the state,” the NPF cautions.

IMPHAL, Feb 8 (NNN): Around 300 votes were allegedly cast by illegal means in Keirao constituency of Imphal East district in the recent polls to the Manipur assembly, and that also in the presence of a single polling agent of a particular party. The Chief Electoral Officer (CEO) has been requested for re-poll in five booths under the constituency.

Md. Wahidur Rahman, the election agent of Indian National Congress (INC) candidate Md. Allauddin Khan who contested the polls from 6-Keirao constituency, told a press meet at the Manipur Press Club here on Wednesday that he has requested the State CEO Lawmkunga to take up necessary action against those individuals who indulged in poll rigging in 6-Keirao constituency’s five booths.

In a representation written to the CEO, the election agent informed the latter that around 300 votes were cast by unfair means in five booths of 6-Keirao constituency and the electorate included dead persons and those who were out of station. During the voting, only one polling agent of a particular party was present.

He also demanded re-poll in the said polling booths—Heibong Makhong Junior High School, Heibong Makhong Junior Left Wing, Ideal high School South Wing, Ideal High School North Wing and Girls’ LP School.

IMPHAL, Feb 8 : Over 300 loaded trucks bound for Imphal are stranded at Jiribam, bordering Assam, along the 225-km-long National Highway 37 for five days due to the absence of armed Manipur paramilitary personnel to escort them. The Jiribam police said the trucks were being provided protection in the interim.

A number of militant groups extort illegal taxes while highwaymen loot passengers occasionally. Some drivers, who had plied in small numbers without armed paramilitary personnel, were waylaid, beaten up on the charge that the owners had not paid various taxes, and their vehicles torched.

As the trucks transport goods regularly, a blockade-like situation prevails in Manipur. Last year, there were blockades for 123 days as the Kuki and the Naga tribals made demands over the formation of a new district. However, the blockade was suspended on December 1 to facilitate a visit by Prime Minister Manmohan Singh and Congress president Sonia Gandhi on December 3 to inaugurate a slew of new constructions.

Talking to The Hindu, some traders said perishable items in the stranded trucks were rotting. Besides, the transporters were charging more for the inordinate delay. As a result, the traders had to jack up the prices.

Prices of all consumer items and construction materials remain exorbitant. Till recently, fuel was strictly rationed with most of the oil pumps remaining closed. However, at the direction of the Election Commission, the pumps were opened. Sources say that soon after the March 6 counting for the Assembly polls, fuel will become scarce since the trucks and oil tankers cannot be provided armed escorts along the highways on a daily basis.

The other lifeline is National Highway 39 that snakes through Nagaland. Many trucks and oil tankers avoid it fearing extortions and manhandling of the drivers, though the road condition is better.

Raising a highway protection force to prevent blockades by some tribal groups was one of the main election issues of the political parties contesting the January 28 Assembly polls.

IMPHAL, Feb 8: The military affairs committee, United National Liberation Front, has sent its greetings to the people of Manipur and the rank and files of other revolutionary groups on the 25th anniversary of its armed wing, the Manipur Peoples’ Army.

In a press statement, the MAC stated that the MPA had continuously carried out an armed struggle to regain the forsaken independence of Manipur and defeat the ‘Indian Occupation Force’. During the last 25 years, the MPA has been involved in more than 160 engagements in the battle-field with the IOF and mad exterminate scores of their soldiers. The outfit understands the need to intensify the arm-struggle to totally uproot the occupational forces from the land, it stated.

With each confrontation with the IOF, the organization has grown in experience and enhanced its capability. The party is also fully aware that it draws its strength from the public and truly believed that the fight for freedom will be successful only if the trust between the public and the revolutionaries are upheld, it added.

Manipur bore the adverse consequences of being neighbors to the economically and militarily powerful state like India. The MAC claimed that armed struggle is the most potent option to wrest self-rule from imperialist India.

Democratic form of struggle has always remained as an alternative. However, recently the use of force and finance supplied by western powers enable the existing regime to successfully quell the democratic struggles for liberation in the Arab countries. Similarly, there is no other struggle than taking up arms to make a powerful state like India bite the dust, it stated.

It questioned on the philosophy behind the Indian government overseeing an administration in Manipur under the shield of military laws like AFSPA for the last five decades since it became a Union Territory in 1958. It alleged, the dependence of governance on inputs supplied by the military is fool-proof evidence that the Indian government is bent on using brute force to suppress the independence of a culturally, linguistically and physiologically different race. The Indian rule will perish as others who have believed in disparity of races have met the same fate, it stated.

The dastardly and violent acts of counter-revolutionary and reactionary groups can neither kill the revolutionary spirit nor dishearten their fighters. On the other hand, the combined strength of the revolutionary groups will easily vanquish them, it added.

In consideration with the sentiment of the public and revolutionary demands, the CorCom was set up by seven different revolutionary groups. UNLF will extend full cooperation for creation of a common command and joint armed unit, it stated.

Operation Singhat in Churachandpur where a joint team of PLA, MPA and Red Army snatched weapons from the enemies was a successful experimentation towards formation of a single armed unit, it stated. The UNLF will support a united war for independence, it said.

The UNLF has offered revolutionary salute to all those who have died in the war waged for independence from India or killed by IOF, it stated, extending its regards to those who were injured in similar circumstances.
