Badly Timed Limbo

It is pertinent to delve some more on the likely drawbacks of the prolonged wait… more »

It is pertinent to delve some more on the likely drawbacks of the prolonged wait for the result of elections to the 10th Manipur Legislative Assembly held on January 28. The anticipated government limbo on account of this is extremely ill-timed as February is the concluding month of the financial year in this country, and the Union Budget for the coming year would be out on the last day of the month. Not long after, the state too would be holding its own budget session. It is true in all the years that have gone by, the annual budget session has not been taken too seriously by successful governments. These sessions as well as the budget documents to be discussed and passed have been in the nature of annual balance sheets of the government, and thereby in their essence, an accounting affair. Under the circumstance, most of them could have been done better by a chartered accountant, for they seldom, if at all, have been a vision statement of a government. But, many in the intelligentsia in the recent past have been trying to induce the government to incline towards the latter and were hopeful that there would be an attitude shift in the near future. This Assembly limbo at such a crucial time of the year cannot but be considered encouraging from this standpoint. It has been just two days since the elections were held, and so it may yet be too early to comment on the how the caretaker government would conduct itself for the next one month, but it is expected that it would be a joyless job for those in shadow power of circumstance. Who would be enthusiastic to begin any meaningful work now, knowing full well it could be others who claim the credit for them. We do however hope and trust the present team would at least be committed enough to keep the normal functioning of the government mechanism intact without slackening too much.

On the positive side, at least the election office would be in a better position to study the performances of its officials on the ground on the day of the polling and decide on how many repolls are to be held now that it has over a month to accomplish this mission. Since there is much more time than usual, we hope and trust it will be able to tie up all loose ends satisfactorily. This is important considering the number of complaints pouring in, especially from the hill districts, of malpractices at the point of the gun by militants. Since the voting procedure included individual mug-shot of voters taken against his election ink stained finger prior to casting of vote, it should not be difficult to determine if there have indeed been cases of impersonations. If the number of votes polled and the number of pictures do not tally, the answer to this question would become obvious. There have also been complaints of intimidation and coercion of voters outside of the polling arena. On this count, we suppose there would be no foolproof way of accounting them or taking remedial action. This is basically a policing lacuna and nothing to do with the election office. But then, intimidation or no intimidation, voting was done in secrecy, so once inside the booth, the voters would have had the freedom to make the choices they want. At least from this point of view, there can be no doubt this time it would be a popular mandate on who should be in power in the state.

But the election this time, as have been noted by many, would be interesting for the verdict on at least two other issues. One is on whether the popular aspirations are still in congruence with what many underground organisations think they are. There was a virtual ban on the ruling Congress by a group of powerful insurgent organisations and if the people still vote the Congress into power, or even as the single largest party, it should serve as an alarm bell for the concerned militant organisations to introspect and read the bold writings on the wall. The other issue at stake is the question of faith, or call it challenge if you please, to the idea of Manipur as a federal home for many different ethnic groups. The entry of Nagaland chief minister, Niephiu Rio’ Naga Peoples’ Front, NPF, into the election fray, campaigning on a variation of what the United Naga Council, UNC, has been championing for some years now – that of dismembering Manipur to create a separate administration for Naga of the state, is the case in point. It will now be known if this dissenting view of Manipur has popular support when it comes to the crux. Whatever the verdict of the electorate is let the lessons the verdict offer be learnt by all concerned.

(MPP, AGP V/s NPF and neighbouring politics)
By B. Angousana Sharma, Retd. CPF
A comprehensive but concise outlook for 63 year constitutional parliamentary democracy in India is now appeared to be rough, rugged and blurred surface of a mirror in the public domain through the unadmissible administration of the multi-party parliamentary debatorium with the agendas of insignificant unlimited provision in the conglomerated constitution which roomed to confiscate the right of the citizens of the country by the incapable and unbridled democracy, steering by the limited Heads of the nation; whom are under suspicious sounding everywhere in the administration, which is unfortunate for the democracy when claimed to be the biggest democratic country in the world, whereof the most hoached-poached discipline of administration exhibits; where, discipline of the people is yet to be immunized; as if, else of the integrity in the majority population is showing the intuitional ethics which playing as key role in the society; as of the fact the administration of the biggest populated country is pulling like crankering a huge body, but how far the pully of chain would claim to be maintaining the administration of a super-power ascending sub-continent seems to be a hard task for the nation. Because, the multi-party, unistitutional political segments are causing to be stone-blocked on the path of development with the regional and local political pill boxes.

It is also true enough the National Political Heads are playing in the capital Head Quarters; in the meantime the regional/local loop holes might enlarge which leads to be a corrupt plant turned to be obstacle the mainstream of the administration. On the one hand the local and regional political discipline would turn to play the cards of the lapsed in the administration. Besides, the national issues termed to local interpretation. Rest of the problems become local, which, later shoulder to the population. By the time, when the situation turned to unusual due to huge lapses in the administration where as the opportunist advantaged to crop-up the Anti-National activities into the region with the cards of the numerous issues which later faced the administration, very hard to fulfill the demands surrounded; which is the result of the Multi-party democratic administration in the non-democratic minds of the Leaders.

Problems after problems, causes after causes varying the formulation of the movements, architeched by the expertised wave of thoughts in the politicians become headache to the states and national heads. Very cloudy, non-descriptive, vague banners forebears the clumsy thoughts of the politicians. Their oscillatory strikes in repeat fumble deals reacts the people, rather pricking the silent mood of the people.

In the crux of the time the heavy loading poverty, unemployment, resentment, non-evolution, non-methodical, non-strategic, non-industrialistic, the ecological problems of deforestation, over mining mechanism, uncontrollable demographic situation are all natural, non-articulative and obvious formulations. As of the fact administration and governance of the rule destabilized, hence imbibed negative; of the lore people become selfish and self centered. Thus, politics declined to regional and local which terms to communal due to lack of political institutions, and due to un-distilled strategies of the political system in the parliamentary Multi-party Govt. peoples have been sidelined.

These are all talks about democracy; and democracy, the Indian democracy has own specific but insignificant disciplines with the multi-racial cultures and ethos where full of faul plays embraced the society which are very poisonous and envenoming the political atmosphere. Because Indian`s like democracy could maintain through integrity more than the political disciplines of the parties; otherwise discriminatory communalism would over run the society. This is of the reason how India is administering by integrity (faith unto God, Non-violence, Ram-Bharosha). It is true enough India is administered by Integrity not by the Debatorium, the Parliament. India`s parliament is nothing but Sadar Bazar of Delhi.

Besides, duties of the democrats have to be institutionalised so that duties of the bureaucrats and technocrats as well as defense and diplomats can be endorsed time to time. In the mean time the role of Intelligence on the part of the departmental heads to be scanned are found to be accountable. Therefore, integrity of the key persons could supervise by the democrats, whose (democrats) integrity must be superp as Patriot. In the sense, the term patriot is derived from PAT or affection or having love for own country; in the far way, becoming of a leader of the NATION, i.e. PATRIOT.

Consequent upon creation of the democratic administration there were vast interpretations of the systems of the administrations when the stage of the theory to be brought into consideration for application into a federal Govt. Because, to socialize the selfish mind, to upbroaden the desire for general purposes would have been streamlined through the presentation of the constitution, which of the core matters are to be institutionalized the leaders which found to be lapsed in India. Thereupon, the qualities of the opportunism, selfishness in the leaders could wash through integrity and education; but due to hasty applications of the political theories the politicians become half hearted on the part of participation. This would be the reason of the National politics is weak and regional politics is in free swing in the small pockets. Therefore, till improvement of the National politics democrats become smaller in size whereas, pseudo-democrats become powerful leaders in the local grid with the narrow and temporary beam. Thus, declination of the National political avenues appeared, the local power grid is upper hand in politics, in the states; in the meantime reality of democracy remained deem.

NPF (Naga Peoples Front) is example of the weak democracy in India. NPF is with the provision of Indian constitution enter the territory of Manipur which has a prolong dream of Naga integration in the neighbouring states, with the plan to through the Greater Nagaland issue. And consequent upon initiation of NPF into the soil of Manipur the Greater Nagaland issue into the territories of the neighbouring states enhanced a bigger arena for Naga Sovereignty. But, the bureaucrats who deals the issue had very clear vision that it is not achievable, the matter is MISSION IMPOSSIBLE, since the Assam, Arunachal Pradesh and Manipur assemblies have no deviation to break the territorial integrity, as federal has full right to protect own territory of a state even being governed by the single parliamentary directives in union. However, the Indian bureaucrats have not exert to play the cards tactfully which is ill fortunate for the NSCN with the Naga Sovereign issue towards the neighbours, pinching and irritating Manipur in particular.

Ultimately NSCN projects the NPF card openly under the mainstream of the ruling Nagaland Govt, so that a democratic movement as political push through can be paved the path of Greater Nagaland, a dream, whereas, the central shrewds are with divide and rule device as micro mechanism. Unnecessary tension is cropping up with the Manipuries which is fruitless plant for future generation. Because, Manipur has numerous children to see not the Nagas; Naga should not forget it.

NPF extends political fielding into the tribal settled areas of Manipur with the banner of Naga integration. But Naga politics has to fathom a thought of AGP (Asom Gana Parishad) of Assam, MPP (Manipur People`s Party) of Manipur before stepping out to enchroach the political arena, so that they can field the ideology with correct and clear picture of the agendas to the tribal people of Manipur, Assam and Arunachal Pradesh.

Because, AGP has no ideology to disturb the neighbouring states to Nagaland, Meghalaya and Arunachal Pradesh; Manipur peoples Party has no intention to step out to Silchar or Kohima, so that the neighbourig states could feel unusual atmosphere of politics. As of today the thrush of Naga integration has long been motivating the tribal people of Manipur which hurt the local administration in the state. Hence intention of the movement seems to be harmful to humanity.

Besides, the Central Govt. as well as the National Political Parties in India had not endeavoured to break the status-quo of silence in the bliss of non-violence, which is yet to harm the people of the North East India. How far silent will observe, non- violence will maintain no one can predict it? The silent can break at any time, at any moment in the public. If the Central Govt. is not keeping a close eye upon the intolerable acts of anti-federal character, over the territory of Manipur; at that moment, for the act of violence who will be held responsible?

This will be the height of the situation created due to “Divide and Rule” policy of the Central Govt., in-stead of inducting positive, pacification and right governance in the states. There were evidences of faul plays while dealing the small issues of Greater Nagaland. Either Central Govt. is intending to erase the territory of Manipur or trying to subdue the will of Manupuries which is humiliation, which will be the dark dream for both Naga and Govt. of India.

Let Naga card play at Nagaland, not in Manipur. Let Manipur remain peace and tranquil as Manipuries either of Hill or of valley were enjoying the equal share of the state.

It may be true enough, the political leaders are not qualified according to the vast arena of the constitution as they are always running behind personal benefits, not mostly in the public interest; which of the benefits have to be provided to the people. As of the reason the Govt. is not capable to hold talks with the revolutionary groups. Therefore, free and open demands of the fundamentalist and pro-co critic questions start floating to the govt., as well as the innocent peoples of the nation.

Therefore, Govt. has to have a deep concern over the situations created due to maladministration into the insurgency prone territories of the country, so that, remedial, viable atmosphere can be established in those states.

Why so conspired and callused in the democratic administration. There must have equal deal, should not be partial and selfish; must have equal vision; should have democratic governance over the bureaucrats and technocrats; otherwise, there will be more Greater Nagaland in India, there will be more territorial conflict in between states.

Therefore, the nationalist political leaders must have the interest to meet up such types of problems, rather leaders should not maintain a longer silence. Leaders (democrats) should try to come on the floor to solve the regional/local problems, immediately.

That, act of positive opinion would nector to solve the unsolved or turmoil. Such voice will hitch the false act of violence. If the leaders remain silent the nation will lead to doom. If the nation would not be existed the dream of the leaders for election, selection and post will vanish into the Blue.

It is also true that; on the context of the Regional Politics as the AGP, the MPP are both rational on the part of integrity and ethics of the territorial concern. Both parties are maintaining the wisdom of Party Politics onward democracy in the country which is “federal in nature”, “Unity in form”.

MPP could extend her party HQrs., at Silchar and at Kohima; AGP could extend her HQrs at Kohima , Dimapur, Meghalaya and Arunachal Pradesh but did not do so; why? It is political consciousness and human rationality on the part of neighbouring politics and thought of fellow brothers.

Whereas NPF is trying to push her ideology with the fan of Naga integration is found to be purely out of tracked into the venture of the sermonetted constitution of India where in any kind of culture can be doctrinated which may either harmful to the people or distorting the existing social and political system in the country which is ill fated to Indians. This advantage is nothing but to poke the neighbour.

What is the agenda of the NPF in the territory of Manipur? What will be the benefits of the tribal people of Manipur? What is the motto of NPF and Nagaland Govt.? No doubt that Nagaland creates turmoil to the neighbouring territories. This is history of India where democracy interprets the colour and communal definitions; although the interpretation of the constitution is to be sorted out immediately and the clear cut interpretations of the democrats are invited.

What is the picture of the parliamentary debates on the part of the sieze fire agreement and negotiation in between NSCN and the tribal people of Manipur; so that delaying tactis shall take prolong interval. In the mean time both Naga and tribal people of Manipur will open the eyes in the void with repentance; because, impossible will never cause to be possible.

Due to Naga problem the people of Manipur is suffering for long interval on the part of communication i.e. road communication for the early beginning due to NH-39, now NH-2 but today another territorial conflict with the Greater Nagaland issue based on ethnicity has been hotting up due to bureaucratic games of colluding the issue, rather Govt. of India is not taking the sentiment of the people of Manipur seriously which is not a healthy signal in administration.

Therefore Govt. of India should not compel to form another Isreal in the East India. Hence tolerable level of Manipuries may not overtake to TIME.

CHEITHAROL KUMBABA: THE ROYAL CHRONICLE OF MANIPUR

Date: Monday, 30th January 2012

Time:  6.30pm

Venue: Conference Room No 1, India International Centre

40 Max Mueller Marg (Near Lodhi Garden), New Delhi 110003

30th January 2012:  Manipur is presently is one of the most conflict-ridden states in India. Over 20,000 people have been killed in the last five decades. Today more than 30 armed groups operate in Manipur – ranging from small outfits to organizations with several thousand members. Besides them, dozens of battalions of the Indian Army and several units of Indian paramilitary forces are stationed throughout the state at the Indo-Burma-border.

However, very few know that the state was an independent kingdom with 3000 years of written history. Manipur literal meaning Mani- Gems and Pur-land is a beautiful state that nestles deep within a lush green corner of North East India. Late Pandit Jawaharlal Nehru, former Prime Minister of India, paid a fitting tribute by describing it as “Jewel of India”. It is surrounded by blue hills with an oval shaped valley at the centre, rich in art and tradition and surcharged with nature’s pristine glory. Manipur lies on a melting pot of culture. It is birth place of Polo, a home for rich handloom and handicraft products.

The Cheitharol Kumbaba: The Royal Chronicle of Manipur is a monumental work covering the history of Manipur, right upto the modern period. Providing a detailed month-by-month record of the rule of no less than 76 Kings, it is a formidable reference history of this colourful State, which continues to remain in turmoil!

The subject covers every aspect of Manipur and throws much light on relation with neighbouring areas namely Burma, Tripura and Assam as well as more distant areas like Bengal and Vindravan. Wildlife and shikar were always a popular sport with royalty all over the world, but one is amazed with the frequency of references about tigers and the mention of capture of 63 elephants in a single episode in 1780 Saka (1858 AD) during the reign of Maharaja Churachand Singh. Tiger conservationists will be no less alarmed when they compare today’s situation with the sizable tiger population of the past. There is also mention of a Raja of Assam seeking the then Manipur King’s help with a physician for his prolonged illness in 1770 Saka (1848 AD), and being cured in 6 months time.

No less surprising is the reference to very frequent earthquake and the number of lunar eclipses. The Manipuries were always keen sportsmen and their love for various sports and the game of polo are often mentioned in this volume. The accurate prophecies of Manipuri astrologers are highlighted as compared to their counterparts elsewhere. All in all, this is a volume with a mine of information which will throw much light on many burning subjects of today, whether historical or political, and these are aptly explained in the Foreword and Preface by two eminent personalities.

In addition the opinion of Marcus Thompson, MBA, BA, M.Phil., Oxford, UK, sums up the importance of this work.“As a foreigner and visitor to Manipur, interested in its history, I have been limited to reading the memories of British Political Agents (which in themselves are fascinating) but give a very one-sided perspective, and only one of events during the British period. Nepram Bihari’s book, The Royal Chronicle of Manipur changes this. The Chronicle focuses on events at Court, political and military upheavals, births, deaths, ceremonies… and tiger hunts. It also records other notable events, like earthquakes, droughts, floods and food shortages. There are elements of social, subaltern history also included, recording what ordinary Manipuries and their neighbours were doing. This translation into English makes available an unrivalled record of events to a wider audience.”

Also according to Former Governor of Nagaland and Manipur, O.N. Shrivastava “Dealing chronologically with the life, times and event during the reign of 76 kings-from lord Pakhangba (33 A.D.) to Maharajah Bodhchandra (1955 A.D.) it is by any standard an exhaustive compilation, replete with footnotes, glossary, references and agreements including the one between Maharaja Bodh Chandra and government of India. The book fills a historic void and needs to be valued as integral to the continuing cultural freedom of our country. The author by translating Manipur’s history from the Meitei script into English, has made almost 2000 years of developments in Manipur available to the global leader.”

On 30th January 2012, Manipur Women Gun Survivors Network & India International Centre are jointly organising Manipur – Past And Present: Panel Discussion & Book Launch Cheitharol Kumbaba: The Royal Chronicle Of Manipur written by Shri Nepram Bihari, at Conference Room No 1, India International Centre 40 Max Mueller Marg, New Delhi- 3, 6.30 pm.

Nara further stated that the party had on several occasions made their apprehension felt about the conduct of MSCP candidate Paonam Brojen.

He alleged that the party workers and supporters of the CPI had been intimidated from time to time in the run up to the general elections.

Dr Nara further said that a party worker Tongjam Ratan was stopped by MSCP workers on December 25 and badly beaten up with hockey sticks while his Bolero jeep was set ablaze.

“Despite of an FIR being lodged under a non-bailable section, there has been no action taken”, he said.

Saying that the firing incident at Tentha happened was the fall out of the public displeasure over police inaction over various incidents of intimidation to CPI workers by MSCP supporters, Nara expressed surprise at the difference in police response.

He claimed that the police have not done anything about the intimidation of party workers in Wangjing but in Tentha, they started firing without any warning shots.

Calling the police action inhuman, Nara said, “Thoubal police has failed in its duty of protecting the lives and property of the people under its jurisdiction”, Nara adding that the firing was a case of crime committed by the police.

He further added that a JAC over the death of Moirangthem Ragini, 46, and injury of Moirangthem Medhabati,32, has been formed which would be submitting a memorandum to the Chief Minister.

Nara also added that the CPI would submit the party memorandum over the firing and subsequent casualties. He said that the general strike was being called to protest and condemn the incident in no uncertain terms and added that a magisterial inquiry should be announced and immediate action should be taken regarding the police involved in the firing incident.

Thaisii complains of mass booth capturing by NSCN-IM in Karong AC, demands re-poll

IMPHAL, Jan 29: INC candidate for 47-Karong assembly constituency, DD Thaisii has alleged that normal polling procedures have been violated at various polling stations under Karong assembly constituency.

Addressing media persons at Manipur Congress Bhavan, Thaisii claimed that there was mass booth capturing by NSCN-IM cadres and called for a re-poll.

He said, “I am aware of instances where Naga People’s Front (NPF) supporters NSCN-IM intimidated voters to cast votes in favour of the NPF. The norms and guidelines laid down by the Election Commission of India that one person can cast only a single vote and that the person should be photographed were violated. There were cases in which one voter was made to vote for the NPF more than once.”

Thaisii further alleged that when his polling agents complained verbally regarding the “booth captures”, the presiding officer failed to pay attention to the complaint made by the polling agents due to threats from the NSCN-IM. “But the facts can be ascertained from the photograph records collected by the polling officials under the supervision of presiding officers. They will show that large scale of impersonation also took place forcefully by the NSCN-IM”, he said.

He further added that in case the presiding officers failed to record the photographs of the voters which is mandatory and if they cannot produce the save, it can be presumed that large scale impersonation had taken place.

Saying that 18 polling stations had witnessed intimidation and casting of votes without photographic documentation, Thaisii said that a re-poll should be held in the said locations.

He also alleged that armed cadres of NSCN-IM fired several rounds from sophisticated weapons at Koide Village on January 28 at 11 am.

Thaisii also said that INC candidate supporters, namely Z Dahrii, s/o Zozii, member of village authority, Phaibung Khullen Village Senapati and S Thoulu, s/o Sam, vice-chairman of Phaibung Khullen Village Authority were shot on the legs on January 29 at 4 am.

At the time of filing this report, the two persons were brought to Imphal for treatment of their bullet injuries. However, the treatment of the injured persons will be done at a private clinic despite RIMS being designated as a treatment and trauma centre for election related casualties.

DD Thaisii himself said, “I wanted them to have better health care facilities. They are going to private clinics for their comfort.

PK Joseph of Oinam Village who is said to have been beaten up brutally by supporters of NPF candidate on January 26 is also in the ICU of a private clinic in Imphal.

IMPHAL, Jan 29: Evidences of the involvement of NSCN (IM) cadres using their full resources to muscle in on getting representatives of the Naga Peoples’ Front (NPF) elected at the just concluded 10th Manipur Legislative Assembly polls have been reported.

Briefing mediapersons at Manipur Press Club today, A Bungson who is the election agent of 41 Chandel AC independent candidate SS Olish stated that five persons including three women had been abducted by cadres of the NSCN (IM). The persons were also present at the press meet and showed tell-tale scars of brutalization by the NSCN (IM) cadres.

One of the victims, Alen (name changed) stated that five of them came from Toupokpi of Chakpikarong sub-division in a Bolero jeep (MN04A/5616) on January 27 to meet family members at Nungpan village. When they arrived at a house, a gypsy pulled up at the gate and the five of them were kept under arrest by the persons who identified themselves as NSCN (IM) cadres.

They were later transported to another location where they were kept for some time, later they were beaten up by the cadres on charges of campaigning for the independent candidate SS Olish. The cadres reprimanded them and ordered them that they should endorse the NPF which is supported by the NSCN (IM). Alen further stated that they were kept under constant vigil, but following some difference of opinions amongst the cadres, those guarding them asked them to flee from the spot. The five of them fled and arrived at a safe location at about 2 am today.

“ We have apprehension of going back home and feel threatened, this is not a free and fair election, we have been abducted and beaten up for trying to exercise our democratic rights. We demand intervention from the concerned government representatives in this regard and for fair conduct of polls”, he said.

Demanding that unfair means and force have been used in many polling stations in the constituency, election agent A Bungson further stated that one ST Thungnoh, who is a NSCN (IM) cadre manipulated the voting at the polling station of Chandel 41/16 by sitting near the EVM machine and making sure that all polls were awarded to the NPF.

Similarly, at polling station 41/23 of Modi Primary School, three persons vandalized the EVM and votes were not cast, the agents aside of the NPF were driven out from the polling station.

Further, in another incident, an NSCN (IM) cadre LK Binishing assaulted a woman voter at 41/31 station at Larong identified as SK Sangpen, 50, who is presently being treated at RIMS hospital for severe head injury.

Following such incidents of using muscle power by the NSCN (IM) cadres in support of the NPF candidate, the untoward matters had been reported to the CEO and the ECI yesterday. It was also learned that three gypsy vehicles of a particular department of Tengnoupal were forcibly used by the NPF supporters.

Decrying the matter, the victims and the public of the area demanded that repolls should be conducted in at least 23 stations and a judicial inquiry should also be initiated in the Tanmpi incident in which seven individuals were killed.

In another separate incident, a Congress worker of 45 Chingai AC candidate NK Shimray of Ukhrul district has been shot at by suspected NSCN (IM) cadres. Chinalong, 27, son of Ottson of Chingai sub-division has been shot by armed persons today at about 9.45 am. The incident took place at Karoktang Street as the victim was whisked away by three unknown persons and later shot him. He sustained five bullet wound in both legs and arms. The persons accompanying the victim alleged that the attack might have been the handiwork of NSCN (IM) cadres.

Voters irked by snail pace polling, voting continued at some stations up to 5 hrs after scheduled closing time

IMPHAL ,Jan 28: For the first time in the history of the state, the 10th Manipur Legislative Assembly polls which was supposed to conclude at 3 in the evening dragged on till almost 9 pm in some stations today amidst loud groans from the weary voters.

“I have been standing in this queue since 8.25 in the morning and now its nearly 1 pm and am still nowhere near the entrance, my feet aches and I sort of feel harassed ! This is not the way that an assembly poll should be conducted and, there is something wrong with the voting system”, Shashikumari Aribam, a voter of Thangmeiband a/c told IFP.

Similar scenes were witnessed in many valley districts polling stations and complaints were voiced that the voting process was moving at a snail’s pace. Since the polling stations opened up at 7 am today, voters started queuing up and there were reports of errors in the EVM machines which caused delays in the voting process. The machines were however later fixed by experts but the delay continued.

For an individual to cast a vote , he or she must line up in separate queues and later verified by the polling agents inside the polling station by ascertaining the house number and credentials from the electoral roll of the area, later the individual is ink marked in the finger, the thumb impression taken and later a photograph is taken along with the marked fingernally, the person gets to cast the vote in the EVM. The process in many stations approximately took about 4/5 minutes per person.

Nalini, a voter of Sagolband 11/8 polling station complained, “We have been standing since morning. The afternoon Sun is also harsh and I came without having lunch in the expectation that it would be a speedy process. Where on Earth does it take more than 5/6 hours to cast your vote. This is not acceptable”, she said.

She also added that some of her friends left without casting votes due to the slow voting pace.

Meanwhile it was reported that, touts were distributing amount of Rs 1000 and above to woo voters in the polling areas.

Ranjit (name changed) of Keisamthong a/c candidly said that he was waiting till the evening to get the maximum amount being doled out by the touts. “We might even get Rs 2000, so we are holding out to see”, he said.

At the stipulated closing poll time of 3 pm, the queues were huddled inside the compounds and the gates of the pooling stations were closed by security guards banning further entry of possible voters.

The voting process carried out till late evening in the valley areas and some even reported of crossing 9.30 pm.

Interestingly, voters which were supposed to be photographed by using digital cameras for controlling proxy voters were substituted with cheap mobile phones. As darkness set in and due to shortage of power, many polling stations were illuminated with candles and the photos were shot by using candlelight.

Inquiring the CEO about the delay in the poll process, PC Lawmkunga said that it may have been caused due to the process of photographing the candidates.

Senior Congress leaders skip campaign

NEW DELHI, Jan. 28 (The Telegraph): The Congress appeared to have outsourced Manipur to local… more »

NEW DELHI, Jan. 28 (The Telegraph): The Congress appeared to have outsourced Manipur to local leaders as no senior leader, including AICC president Sonia Gandhi and AICC general secretary Rahul Gandhi, campaigned in the northeastern state for tomorrow’s Assembly polls.

This is the first time when no senior Congress leader has campaigned for polls in the militancy-torn state.

Chief minister Okram Ibobi Singh is contesting to retain the hot seat for the third time in a row against a united Opposition with former chief minister and Nationalist Congress Party (NCP) leader Radhabinod Koijam at the helm.

More importantly, the absence of campaigning by senior leaders indicates that militant threats have worked and allegations of corruption against Ibobi have embarrassed the high command.

A list of campaigners sent by the AICC to the Election Commission on January 10 included the names of Sonia, Prime Minister Manmohan Singh, Rahul Gandhi, Union finance minister Pranab Mukherjee, AICC general secretary Ghulam Nabi Azad, AICC secretaries Maj. Ved Prakash and K. Jayakumar and Luizinho Faleiro, permanent invitee to the Congress Working Committee, in charge of Manipur.

Sources said even Faleiro went quietly and left on Tuesday, two days before the campaigning ended. The rest of the campaigners on the list of 40 leaders were from Manipur.

Faleiro was not available for comment despite repeated calls. Confidence in the Congress’s past successes is claimed to be one of the reasons for this. “Manipur we are winning in any case,” said Prakash, who was pulled out of Manipur and entrusted with work in Punjab polls.

The BJP, on the other hand, has worked aggressively. Star campaigners like Najma Heptullah and Hema Malini campaigned in Thoubal, Ibobi Singh’s stronghold. Heptullah has visited Manipur twice and Rajya Sabha MP Prakash Javadekar has been frequenting the state too.

The absence of senior leaders during campaigning has prompted Opposition parties and discontented former Congressmen to mock the Congress. “Both (Sonia and Rahul) had cold feet in the wake of militant threats,” said N. Biren Singh, a former minister in Ibobi’s cabinet.

The Coordination Committee, an alliance of seven militant groups from the Imphal valley, had released a list of some 1,800 Congress workers, threatening to eliminate them if they worked for the party.

So far, militants have thrown more than two dozen grenades at Congress workers’ houses and offices. Many of them exploded, including one in Imphal this morning. One person was injured in the explosion at the house of former Manipur government official and doctor Bilashini Devi at Thangmeiband in Imphal West district. Her husband had contested the last elections.

Manipur PCC chief Gaikhangam put up a brave face, as he argued that militant threats were not new and Sonia and Singh had visited Imphal last month “on the eve of declaration of election schedule”. “They didn’t come because of paucity of time. They were busy with big states like Uttar Pradesh. It was not because of law and order that they did not come,” he said over phone from Manipur.

Even Ibobi could not campaign in the hill districts where an anti-Congress wave is set to benefit Opposition parties.

The Election Commission today expressed concern over militancy during polls and attacks on personnel on polling duty. It reminded the election machinery in Manipur to ensure peace during polling.

But this has not been the case in the past.

In 2007, Sonia had campaigned in Churachandpur. Earlier, former Prime Minister Rajiv Gandhi had campaigned in Manipur, days before he was killed by an LTTE suicide bomber in Sriperambudur. Congress’s R.K Jaichandra Singh was then the chief minister of Manipur.

However, it is not only about leaders from the national capital. Even Ibobi could not campaign in the hill districts where an anti-Congress wave is set to benefit Opposition parties. He could not defuse the tension between ethnic groups such as the Kukis, the Nagas and the Meiteis in the months preceding the elections.
