IMPHAL, January 19: The two persons who were killed in a shoot out with Imphal East Commandoes yesterday at Urum Chiru, MAASI road are innocent, said their families today. The two persons identified as Md. Ishaque Ali (25) s/o Mv. Rajaq the other Md. Mushtaqkim (25 yrs) s/o Md Abul Hasan, both residents of Lilong Tairen Makhong Mairenkhun are civilians claimed family members. A Joint Action Committtee against the killing of the two persons has been formed, which has demanded for a judicial inquiry. Their bodies have not been accepted for final rites. Addressing a press conference at the Manipur Press Club, JAC Convenor, MD Abdul Qayum said Ishaq had picked up Mushtaqin in the afternoon to fetch petrol from Kakwa. Shortly after, they were said to have been picked up by a team of Imphal East CDO. “We deem the incident as a case of fake encounter. We demand a judicial inquiry into the incident” said Qayum. A memorandum of demands has also been submitted to the CM today.

Many comments have been made on how the government should proceed in the upkeep of the Kangla from various quarters, including the media. Although without explicitly stating it, it does appear some of these suggestions have been heard, but much more needs to be done yet, therefore this editorial again. Without a doubt, the Kangla will prove to be an invaluable lung of the ever increasing congestion of Imphal city. Even today, it is becoming almost surreal to walk into the green acres of the Kanga from the dusty, noisy, traffic-jammed confusion that the streets of Imphal have become. There are signs that efforts are being made to facelift the complex, but the question is whether the efforts are enough. The answer, in our opinion is clearly in the negative. Somebody who walks into the Kangla with the hope of understanding a vital chapter from the pages of the place’s history, invariably ends up lost. As for instance, there are no signs to suggest which route he should take for a comprehensive tour of the complex. There are also no indications what monuments the visitor would be passing by on each of the routes.

Normally, a visitor by instinct heads straight for the central durbar square guarded by the two newly re-installed Kangla-Sha. From there, he is as a loss again which way to head. If he headed north towards Slim’s cottage and other monuments along it, the visitor would have to return by the same route to the Kangla-sha to take the other route to the Govindaji temple ruins and the former Army hospital which has since been converted into the Kangla museum. The most economical route hence would be for the visitor to take a left turn at the first crossroads before reaching the Kangla auditorium, walk to the former residential complex of British officers, take a turn east toward the Slim cottage, turn left again towards the inner moat and the Kangla-sha, from there head to the Govindaji ruins and further down to the Kangla museum. They can then return and exit by the way the entered. But the visitor would either have to have a very strong navigator’s instinct or else be familiar with the layout of the Kangla to be able to decide the best possible tour map on the complex. There are absolutely no signs to suggest what the best way to cover the complex is, without missing out on important and interesting places to see.

Again, chances are, even those familiar with the Kangla’s topographical plan would not be able to identify many of the structures within. There are a number of enchanting and sometimes quaint cottages within the complex. Quite obviously they would be of extreme touristic interest, especially to foreign tourists drawn to the Kangla for its World War-II relics, and these interests would be multiplied manifolds if there were signs, preferably stone plaques besides these monuments, declaring briefly their history and antiquity. But nothing like this has been done yet. What a visitor gets to see is that many of these structures have been converted to government offices, some relevant, such as the archaeology department or environment and ecology department. But there is also the jarring presence of electricity department dumps, crowded with huge piles of electric poles, tonnes of power cables, innumerable electric transformer machines etc. Why and how has the Kangla been allowed to be used like this is beyond easy comprehension?

After seeing all this, it is difficult not to wonder if the occupation of the Kangla for nearly a century by troops, undesirable though it was for many reasons, did not have its good points as well. If this was not so, just as the complex is being used as a dumping ground by the electricity department now, in all likelihood, left up to the civil government’s whims from the beginning, the Kangla may have been already divided up into shop plots, or at best turned into a complex of Type-IV and Type-III government housing complex, in the manner and style of the Langol housing complex. That would have been tragic indeed. The Kangla was spared of such a fate, but let it not end here. It must be imaginatively developed further. Apart from the complex as a priceless relic of an ancient former kingdom, it could, and in our opinion should, also be developed in a complimentary fashion into a park of indigenous trees. There are many of them growing inside already, and the government should make it a point to allow only indigenous trees rather than exotic ones to be planted, if at all new trees need to be planted. Unfortunately, there are some evidences of the latter inclination already.

IMPHAL, Jan 18: A one day public hearing on private school fee structure was held today at Ima Khunthokhanbi Sanglen, DM College Campus with Prof W. Nabakumar, Dean of Human and Environmental Science MU as moderator and Thokchom Suresh, President of the All Manipur Students’ Union (AMSU) presiding over the meeting. The parents and guardians of students in private educational institutions and mission schools speaking at the meeting said that admission and monthly tuition fees in private schools were being increased. They further maintained that they would give full support to any initiatives taken up by AMSU with regard to fee hikes in private schools. Five resolutions were passed today, including calling for a joint meting of guardians and teaching staff of private schools on January 29 at the same meeting venue. A committee has also been initiated to look into the matter of fee hikes, comprising of Dr N. Santakumar as Convenor, L. Chandra as Co-Convenor and three other members.

IMPHAL, Jan 18: Two unidentified persons are said to have been killed today in a firing stand off between armed militants and Imphal East Police commandoes today around 2.30 pm at Urum Chiru, MAASI road under Irilbung Police station. Police sources say that the firing took place while the police commando team was undertaking search operations in the said area after getting reliable information about the presence of armed militants. Further, 7 Chinese made grenades, 3 RDX pieces weighing 3 and half kg (total), 3 remote circuit boards, 6 detonators, 3 electric detonators, 3 batteries, 1 .32 pistol and a van (regd number MNOX1004, light sky blue) were recovered in the operation. The two dead bodies have not been identified so far and are being kept in the JNIMS morgue for official identification. All bombs recovered in the operation were set off by Manipur police bomb squad later at the area of the firing.

IMPHAL, Jan 18: Some villagers living around Yairok Lok area in Langol hill area who had set out to collect firewood found a highly decomposed male body hanging from a tree in a secluded area of Yairok Lok around 9 am today. The villagers informed Lamphel police who rushed in to recover the dead body. According to the police, the dead person found hanging from his own belt, looks about 45 years. The body was clothed in grey trousers and a white vest. The body would have been hanging for over a year said the source. The dead body has been kept at RIMS morgue.

IMPHAL, Jan 18:  Demanding quick relief for the victims of the Sangakpham bomb blast in August last year, Conflict Widow Forum organized a day-long sit-in-protest at Sangakpham Bazar today.

Speaking to media person, the secretary of the forum, T Ambravati deplored the inability of the state government to provide justice to the victims even after identification and announcement of the NSCN-IM as the perpetrator of the crime. She further demanded trial of the case under a special court so that prompt justice for the victims and stern punishment of those behind the blast becomes a reality.  She said the compensation provided by the state government had fallen way short of providing relief to victims and families of those affected by the incident. 

She urged upon the political parties to include clauses for protection of civilians in their election manifestos.

IMPHAL, Jan 18: Troops of 27 Assam Rifles along with lady police representatives launched operation in the area  and  apprehended  one lady UNLF cadre, Bimota alias Echan,20, daughter of late Okram Bijen of Sugnu Napath Awang Leikai at Soura Bazar of Thoubal district today. She has been handed over to Kakching police station.

In another incident, combined team of 15 Assam Rifles and 23 Assam Rifles apprehended one PULF(Azad) cadre identified as ss Pvt Mamak Amuba Anwar Hussain alias Mangal,24, son of Nanatomba of Yairipok Nimgthounal Changay during combing opration at Yairipok Ningthonai Chingay today. He has been handed over to Yairipok Police station.

Later, discovering the transportation of illicit liquor at Litan market, troops of  23 Assam Rifles launched an operation and recovered 300 litres of illicit liquor from a Tata Sumo with registration No.MN 01W 0695 yesterday. The dealer identified as KA Athar,60, of Pasrei, Ukhrul was handed over to Litan Police station along with the recovered liqour.

Only a few months ago, there was much excitement in Imphal over the manner the government seemed bent on organising the parking system in the city’s busy Paona and Thangal Bazar areas. To ensure that the streets that cut through these shopping streets were free of congestion, parking had been prohibited along them, and an alternate space for parking had been created by pulling down market shed along the parallel road running on the other bank of the Naga Nullah at Nagamapal, causing much heartbreaks amongst women vegetable vendors who used the space to earn their meagre daily wages. But after much consideration, the public accepted the government’s move agreeing the hardship caused to many would ultimately be for the better common good, of course after the vendors were assured of suitable alternate spaces. Now, in just a matter of few months, the situation has changed and we may be compelled to change our opinion on the matter.

The two busy streets, in particular Thangal Bazar, has now returned to its former chaotic state, with cars parked everywhere along it, causing frustrating traffic jams along it. Sometimes the congestion is so overwhelming that even pedestrians are greatly inconvenienced. All the initial police enthusiasm and indeed bravado seem to have also died an unceremonious death. On the part of the police, it does seem it was more of a road show – an opportunity for new and pretty faces to demonstrate how manly they can also get. Now the pretty faces seem to have had enough of the mean streets and are happy to return to their old feminine ways of minding not the traffic in the heat and dust of Imphal’s dusty and potholed streets, but their vanity boxes in the comfort of their homes in front of their dressing tables. Jokes aside, what about the damages done in the name of enforcing traffic norm in the initial months? It is still fresh in public memory how some vehicles suffered minor damages in police actions on vehicles parked in these streets after the notification banning it. The justification given at the time seemed tenable for there was indeed a notified drive to clear the streets of parked vehicles. This justification has now turned into a blatant lie as the government simply has given up without accomplishing the mission, pushing which caused damages to those unfortunate to be in the way. Under the circumstance, those who suffered the damages should take the police department to court for the unnecessary trauma inflicted on them by all the false show of professional zeal.

More seriously, what about the hardships all the poor vegetable vendors on Nagamapal were made to go through for this whimsical and short-lived traffic drive of the government? Why is the government so very casual about such matters? Why is there such a lack of commitment to policy continuity? It is true the elections are round the corner and the government heads would be restrained to act, lest the election office sees these acts as populist, aimed at furthering electoral gains. However, a government is not about politicians alone. As law makers the elected legislators make laws, but the bureaucracy is the backbone of the executive wing of the government. It is their duty to ensure that the laws and policies formulated are continued without a break even in this transition phase of the legislature. Why have they decided to turn a blind eye to the traffic chaos returning to the streets of Paona Bazar and Thangal Bazar? Why are they allowing such a fine and much appreciated drive to reduce to an act of injustice to those who took the biggest blows of the policy, precisely by the ad hoc attitude with which they are now are treating it?

The same ad hoc-ism is again visible in the manner another decree of the government, publicly announced by none other than the chief minister Okram Ibobi – that of disallowing any further the practice of VIP vehicles using the Kangla complex as short cut. For a few weeks after the announcement, the practice had come to a halt. Today the VIPs of the civil as well as military establishments are back to their old ways, zipping their convoys through the Kangla. Their vehicles not only violate this sacrosanct space but greatly disturb the peace and quiet of this unique green spot in the middle of the increasingly maddening crowds of Imphal city. They are also thus an eyesore to tourists who come to see this priceless relic of a former kingdom and not VIP vehicles demonstrating there is nothing sacred about public spaces to their masters.

UKHRUL, Jan. 17: The Manipur State Congress Party (MSCP) inaugurated its party office at Phungreitang, Ukhrul today with former minister Vivek  Raj as the chief guest. Aleng Shimrah will be contesting from Ukhrul constituency in the forthcoming assembly elections under the party flag.

The office was inaugurated at the site of the Union Baptist Church after the flag hoisting ceremony at Shimrah’s residence.

Many thousands of party workers gathered at the jam-packed open site. Khamung Mashungva, the chief agent of Shimray, conducted the programme in the presence of Revd. Somi Kasomwoshi, pastor UTBC. During the function a key-note address was delivered detailing the political background of the candidate.

The function ended with special words of thanks by T.Zingkhai, one of the older workers of the candidate, and benediction prayer was graced by Revd. Ngachonmi, pastor, Viewland Baptist Church.

IMPHAL, Jan 17: The Bhartiya Janata Party (BJP), Manipur today released a “Chargesheet” titled dark Decade at the party office at Nityaipat Chuthek, Imphal. The chargesheet was released by BJP National spokesperson Prakash Javedkar in the presence of the North East Election Zonal representative Chandrasekhar Rao and President of the Mahila Morcha Samiti, Smriti Irani.

Addressing media persons today, BJP National spokesperson Prakash Javedkar said that the 10 years rule by the Secular Progressive Front (SPF) in Manipur has caused a number of harassment to the people of the state instead of giving peace, harmony and prosperity.

The charge-sheet further details the failure of the SPF government on various fronts and listed 15 point highlighting the break down of the law and order situation in the state that includes incidences of bomb blasts and killings.

“ Instead of arriving at a solution on the problem of insurgency, the Government allowed the situation to drift further and Manipur witnessed the number of underground groups increasing from 9 to over 40,” said the charge-sheet.

It further flagged off various scams saying that the SPF government could easily find a place in the Guiness book of world records for corruption. The charge-sheet also made a note of the incidences of bandhs and blockades in the states, saying that both the Central and State Congress government are responsible for the hardships faced by the people of Manipur. It also charged that the “O.Ibobi Singh Government sponsored black marketing has increased prices in Manipur phenomenally. Petrol at Rs.180/- Deisel at Rs.90, LPG at Rs 1500/- and Kerosene at Rs 100/- is the special Ibobi effect.”

IMPHAL, Jan 17: The daily incidents of political intimidation on Congress candidates and party workers shows no let down with 5 bombs being recovered from different locations today. A hand grenade was recovered from the residence of Moirangthgem (O) Inakhunbi w/o Jiten. Inakhunbi is Chairperson of Kakching Municipal Council and is said to be an active worker for the INC candidate for Kakching constituency and sitting MLA Y. Surchandra.

The bomb, detected by family members was taken away safely by a team of Kakching police.

Another bomb was recovered from the residence of Takhellambam Koshi(67), aid to be a Congress worker from Ngaikhong Khullen bazaar in Bishnupur district. The bomb was found within his residential complex this morning by family members and was taken away by Bishnupur police.

A hand grenade was also found at the residence of Chingkham Tomba (63) of Bishnupur Ward no 3 in the early morning hours today. He is also said to be a congress worker.

In yet another incident, a hand grenade was found in the courtyard of Moirangthem Borajaoba from Lamlai Makha Leikai, who is said to be a congress worker. A hand written note with a caution not to get involved in the forthcoming election was found near the grenade.Another grenade was also found opposite to the Manipur University gate this morning. The Singjamei police took away the grenade.

Two persons identified as Thoi and Lamkhai said to be party workers of DD Thaisi, INC candidate and sitting MLA for Karong AC (Senapati) have been reportedly kidnapped by unidentified armed persons yesterday evening from Karong.

DIMAPUR/IMPHAL, Jan 17: Normal activities in Nagaland commercial hub Dimapur and the state capital Kohima, as well as Naga-dominated areas in Manipur were affected due to the 12-hour bandh called by the NSCN-IM in protest against the move by New Delhi that prevented its chairman Isak Chisi Swu and general secretary Th. Muivah from visiting Zunheboto in Nagaland Saturday last.

Talking to Newmai News Network this evening, convenor of the NSCN-IM Steering Committee, V.S Atem said the bandh ended at 6 pm on Tuesday in `Nagalim`.

All business establishments in Dimapur were seen shut down during the bandh hours. In Kohima, the impact of the bandh was severe too with no shops seen opened. However, both private and public vehicles were seen plying as usual in the two towns.

In Senapati district headquarter, shops were closed since morning. Reports received from there said except a few vegetable vendors more or less all commercial places did not operate. Similar reports were also received from the district headquarters of Ukhrul, Tamenglong and Chandel.

It is worth noting that on January 14, Thuingaleng Muivah and Isak Chisi Swu were on their way to Zunheboto from their camp in Hebron along with a large entourage consisting of about 70 vehicles but were stopped by a waiting Assam Rifles team led by a brigadier at Bade village at around 9:30 am. Bade village is located about 20 kilometres from NSCN-IM`s Hebron camp.

The Assam Rifles personnel asked Muivah and Swu not to go ahead with their visit to Zunheboto without obtaining permission from the Ministry of Home Affairs. At around 3 pm the MHA had reportedly allowed Muivah and Isak Swu to visit Zunheboto but laid certain conditions.

One of the conditions was that Muivah and Swu should travel without weapons. The second condition was that their personal security guards shall not carry weapons even if they were concealed. The third condition was that the number of vehicles shall not exceed twenty and the NSCN-IM leaders will not hold any public meeting or press conference.

LAMKA, Jan 17: The two personnel of 39 AR, a havildar and a constable, who were killed in yersterday’s ambush at Zokhonuam located at about 20 kms along the international border with Myanmar from Singngat have been identified today after the bodies were taken to the district hospital mortuary.  The personnel have been identified as havildar Rajendra, 46, a resident of Bareilley district in Uttar Pradesh and constable Lakhinath Deori ,32,  from Arunachal Pradesh.

The body of Rajendra Pradesh will be flown to his native place later today while Deori has been taken to his native place by road.

In another incident, a labour of the 80 RCC BRTF, Mangal Munda , 27, son of Ramsoi Munda died after he fell down into a deep gorge at about 7.30 pm yesterday. His body has been taken to the district hospital today for post mortem.

NEW DELHI,  January 17: A day after beginning talks on the boundary question, India and China on Tuesday agreed to set up a working mechanism on border management to deal with important border affairs related to maintaining peace and tranquillity in the border.

The working mechanism, mooted by Chinese Premier Wen Jiabao, was finalised at the conclusion of the 15th meeting of the Special Representatives (SR) on the boundary question — National Security Advisor Shivshankar Menon and Chinese State Councillor Dai Bingguo here.

The agreement to establish the “Working Mechanism for Consultation and Coordination on India-China Border Affairs’’ was signed by India`s Ambassador to China S. Jaishankar and China`s Assistant Foreign Minister Liu Zhenmin.

It will “undertake other tasks that are mutually agreed upon by the two sides but will not discuss resolution of the Boundary Question or affect the Special Representatives Mechanism,’’ according to the text of the agreement released by the External Affairs Ministry.

The working mechanism will “study ways and means to conduct and strengthen exchanges and cooperation between military personnel and establishments of the two sides in the border areas.’’

The working mechanism “will explore the possibility of cooperation in the border areas that are agreed upon by the two sides.”

It will be headed by a joint secretary-level officer from the Ministry of External Affairs and a Director General-level officer from the Chinese Foreign Ministry and will comprise diplomatic and military officials of the two sides.

“The Working Mechanism will address issues and situations that may arise in the border areas that affect the maintenance of peace and tranquillity and will work actively towards maintaining the friendly atmosphere between the two countries,” says the text of the agreement.

The working mechanism will hold consultations once or twice every year alternately in India and China. Emergency consultations, if required, may be convened after mutual agreement.

Chinese State Councillor Dai Binggou said on Monday that Sino-Indian ties have made “substantial progress” and “can work miracles” together. He observed that the two sides have “scaled much height” and “produced some results” on the framework of settlement of the boundary issue.

The two sides expressed their belief in respecting and abiding by the Line of Actual Control, pending a resolution of the boundary question. They noted that strengthening peace and tranquillity in the India-China border areas was “very significant” for enhancing mutual trust and security between the two countries, for resolving the boundary question at an early date and for building the India-China strategic and cooperative partnership for peace and prosperity.

While establishing the working mechanism, the two sides aimed for timely communication of information on the border situation, for appropriately handling border incidents and for earnestly undertaking other cooperation activities in the India-China border areas.

During the two-day talks, the Special Representatives also agreed to prepare a joint record on the progress made so far in the talks between them on the boundary question.

The SR mechanism was set up in 2003 following the visit of then Prime Minister Atal Bihari Vajpayee to China with Mr. Dai and the then National Security Adviser Brajesh Mishra as the SRs.

“Making a positive appraisal of the current state of bilateral relations, the SRs noted the importance of regular high-level exchanges and strengthened cooperation across different areas between the two countries,’’ an External Affairs Ministry statement said here.

IMPHAL, Jan 17: To sensitize media persons of the state ahead of the general election, a daylong workshop of media person on “Systematic Voter’s Education and Electoral Participation (SVEEP) for CEO and Journalists” was held at Manipur Press Club today. The workshop was jointly organized by Chief Electoral Officer, Manipur and All Manipur working Journalists Union (AMWJU).

The workshop was participated by PC Lawmkunga, CEO Manipur, additional secretary SVEEP , A Tombikanta Singh, senior journalist Irengbam Arun, Rupachandra Yumnam and president of All Manipur Working Journalists Union, A Mobi Singh.

 Speaking on the occasion, the Chief Electoral Officer mentioned that the Election Expenditure Monitoring Mechanism implemented by the Election Commission is very effective in the state and revealed that political candidates and workers are very careful in spending money as compared to previous elections. The workshop was attended by around 150 media persons including field reporters and managers of media firms of the state.

The Chief Electoral Officer says that following the strict ECI’s guideline the state have not witnessed the usual mega election campaigns and large meetings. He further reiterates that any candidates who exceed an expenditure of Rs . 8 lacs will be disqualified.

The Chief Electoral Officer (CEO), Manipur further said that strict monitoring has been continuing for a smooth and peaceful election. He stated that the CEO office has spread eyes and ears through different observers which include general observers ranking of an IAS, IRS and police observer from a rank of DIG numbering to 39 individuals.

Irengbam Arun stated that the norms of the ECI have been properly observed by the CEO and the state has seen an unique system of polls and that this change is groundbreaking, he mentioned that the playing field has been levelled and each aspiring candidate has been given equal opportunity.

IMPHAL, Jan 17: BJP national vice-president, Rajya Sabha member and famous actress of yesteryears, Hema Malini will arrive in Manipur to campaign for her party candidates on Thursday.

As per the schedule released by the state BJP, she will be addressing four public meetings on that day. She starts her program at 11 am with a meeting at Langdum, followed by another at Ningombam Mini Stadium in Thoubal one hour later.

Next, she will travel to Lambui Khongngang Makhong in Uripok assembly constituency for a 2.30 pm appointment with the public and concludes the day with her last program at Imphal Dharmasala half an hour later. 

Another eminent actress and party leader Smruti Irani arrives on next Tuesday in the city and will address the public at Uripok, Thoubal, Hiyanglam.
