For better or worse the state congress led Secular Progressive Front had recently taken a bold steps by introducing ‘the Manipur Lok Ayukta Bill, 2011on the last day of  three days long 12th Session winter session which could be the last session of the 9th Manipur Legislative Assembly.

The chief minister who was the leader of the house had introduced the said ‘the Manipur Lok Ayukta Bill, 2011 in the house on the first day of the session on December 20 which aims at rooting out corruption in the state after submitting its report by the Select Committee of the Manipur Legislative Assembly and further recommended for consideration of the said Bill to the house.

The Manipur Lok Ayukta Bill, 2011will authorities competent authorities to investigate any corruption case right from Chief Minister, Councils of minister, MLAs, bureaucrats officials to four grade employees under the state government departments.

In the meantime, as everyone in the state have well aware of the fact that state of Manipur have been suffering from corruption, and it will be very hard to find the departments under the state government which are free from corruption and bribery.

It has became a fashion of modern Manipur giving and taking of huge money as bribes during the time of appointment of any government jobs and even in private firms and most unfortunate is taking bribes from the parents during the time admission of their children to some of the reputed educational institutions in the state

On the other hand it is also known that corruption cannot be totally rooted out from the state even after promulgation of the strict laws in the state, but framing of law for preventing wide scale existing corruption to some extend is very much required while considering the present degree of corruption in the state.

It was very encourage to heard the deliberations of Chief Minister Okram Ibobi Singh in the recent sitting of the house during the discussion on passing of the said bill, during which he admitted that corrupt practices are on rise throughout the country and state of Manipur and stressed the need to implement a stern law to fight the corruption, and he also mentioned the house that the state is suffering from corruption and hence the Manipur Lok Ayukta Bill, 2011 need to be passed in the interest of the people.

It was very fortunate for that chief minister of the state has given his official remarks in the house acknowledging the immediate need of the promulgation of the an effective law to prevent the corruption practices in the state during the recent sitting of the state Assembly.

Now the question is whether the state government is able to uphold and maintain the proposed act into the state in the future administration to come, as the state government has introduced the bill for possessing in the house considering the spirit and importance for maintaining a strict law to eradicate the corruptions practices in every affairs of the state administrations.

It is upto the state government for the implementation the law of the newly introduced law to prevent corrupt practices which the common people of the state are waiting for a true justice be made after the persons involved in corrupt practices are found convicted under the newly introduced law and is has become the law enforcing bodies of the state to maintain their activeness in penal provisions without discriminating the category under the newly imposed act so that the newly imposed act to the state could be imposed in the state positively and satisfactorily by the common people of the state.

‘Knowing Jesus was born, died and rose again is just like ‘knowing a history’, but ‘believing and accepting’ His birth, His death and His resurrection in Glory is Salvation’.

‘For there is born to you this day in the city of David a Savior who is Christ the Lord’ Luke 2: 11. And the Messiah was born 2010 years ago in Bethlehem. His name is ‘Jesus Christ’ the ‘Son of God’. His ‘birthday’ is called ‘Christmas’. The word ‘Christmas’ comes from ‘Cristes Maesse’ early English phrase which means ‘Mass of Christ’ or ‘translated’ ‘Christ for the People’.

The name ‘Jesus’ means ‘The Lord Saves’, because He will save men from their sins. Christ came as Savior for the sinners.

In Matt. 1: 23 & Isaiah 7: 14 Behold, the virgin will be with a child and bear a Son, and they shall call His name ‘Immanuel’ which means ‘God with us’. The Word was made flesh, and dwelt among us John 1: 14. Everything that happened is the ‘fulfillment of God’s promises’!

CHRISTMAS LIGHT OF THE WORLD
“The people who walked in darkness have seen a Great Light” Isaiah 9: 2. Jesus is the One who brings you light. Without Jesus, there is only darkness, eternal death and no hope. But in Jesus, there is ‘Hope of Eternal Life’. As long as you follow Jesus there is light and life John 8: 12.

Jesus said, be the light because God came to light the dark world John 9: 5. Give light in darkness Luke 1: 79.

Most people may remember ‘David Livingstone’ for giving up his comfort life in England. His love for Jesus was so real and evident when he responded God’s called to take the gospel to Africa. He accepted the highest call from God. He went and died in Africa. But when his coffin (body) arrived in England, he was given the highest honored for his sacrificed. The lights he lighted in Africa are bright and brighter, because he went as the gospel light in the Dark Continent of Africa.

I remembered when I was a boy during Christmas my Pastor father Rev. Dilbung Wolthung led a “Candle-Light Midnight Service”. They put off all the lights inside the church. It was dark, silent and a bit scary. Then, my father lights a candle and said ‘light represent Jesus, He came to drive away darkness’.

Everyone came one after the other and lights their candle. And the church building was slowly brighter and brighter with so many candle lights. Pronouncing, Jesus came as the light; he wants you to be the light today. Let us shine forth for Jesus as Christmas is celebrated.

‘What Jesus was to the world of His time, He wants us to be in the world of our time’! ‘Christians should be the beam of light in the midst of ‘darkness’ and the ‘ray of hope’ in the midst of ‘despair’.

THE WISEMEN ARE WISE
The wise men are wise because they came for the right reason; they study the scriptures and seekers of the truth. They came to worship Jesus along with their gifts, the most significant gifts for Jesus.

They didn’t forget to take their treasures ‘gold, frankincense and myrrh’;

Gold: It is the gift you give to Kings. In days of old, tribute was paid by bringing gold to the king.  It was the most precious metal of those times and so the wise men are presenting it as a gift to the king.

Frankincense: It was a kind of incense used to worship God in the temple. So the wise men are saying this baby, Jesus, is not only king, he is also God. He is worthy of being worshipped.

Myrrh: It was a spice used to embalm the dead: Now that`s an unusual gift for a baby: the spice put on a dead body before wrapping it in linens. So the wise men, by their gifts, acknowledged that Jesus is God Incarnate, He is king, and He is going to die. Jesus is the Savior of the world and He has come to die for our sins.

So, it is very important to know that you can’t worship without giving, because giving is part of worship. They rejoiced with ‘Great Joy’ after finding Jesus and presented their gifts. ‘The joy of Christmas should always continue in our life not just during the Christmas season’.

THE PROPHET ISAIAH 9: 6
The prophets have portrayed a magnificent picture of the prophet Messiah, but the book Isaiah is more complete, giving details from His birth to the resurrection with Glory. ‘Isaiah’ means ‘The Lord Saves’. Because the prophet Isaiah was specially ‘commission’ to proclaim about the coming Messiah for His people. ‘God desires salvation, instead of condemnation’ for the world. As a matter of fact, the entire book of Isaiah is a testament to God’s salvation. In Isaiah there is no better news than the prophet’s prediction of the future birth of Immanuel, which means God with us Isaiah 7:14.

The Good News of Isaiah is that God will be sending a Messiah to establish His Kingdom on earth. Messiah means ‘God’s Anointed One, to come as King’. He will bring with Him three things every person needs: ‘Peace, Good Tidings and Salvation’ Isaiah 52: 7. It was not just the prophet Isaiah but most of the prophetic books in the Old Testament were some-what connected to tell about the coming Kingdom (Jesus) the future glory of Israel. Jesus is somewhere on every page of the entire Bible.

Isaiah 9: 6 “For to us a child is born, to us a Son is given, and the government will be on His shoulder; and He will be called Wonderful Counselor, the Mighty God, the Everlasting Father; the Prince of Peace.” 

WONDERFUL COUNSELOR- His virgin birth itself, His incarnation as a person (man) and all His magnificent works are such great wonders. His divine supernatural miracles to heal and save life brought a very special attention. He is a Wonderful Counselor because He has an answer for everything. Whatever He do and say will wonder the world. “He is ‘Wisdom’ sent from God” 1 Cor. 1: 30. “In whom are hidden all the treasures of wisdom and knowledge” Col. 2: 3. All means everything, and nothing left. In one word HE is WOW…!

THE MIGHTY GOD- He is the most powerful and Almighty. This child is ‘ALL mighty God’ in every battle. Nothing is too difficult for Him, because He is the mightiest, greatest, and the strongest. “Looking for the blessed hope to appear in most glorious way” Titus 2: 13. His Mighty presence will help us to fight every battle, for which the Almighty God will be on our side (King of kings and Lord of lords).

THE EVERLASTING FATHER-He will be our Everlasting Father; none can separate us from Him. Father is head of the family and so he rules; so is Jesus who will become the head of His people (church) and so He will rule forever.

In Israel, those who are the rulers such as the kings and the princes, those of magistrates or anything that rule were referred as ‘fathers’. It was a reverential title for those who had been given the responsibility to rule. So Messiah will be known as ‘Everlasting Father’ who will rule without ends. We are waiting for that ruler who also to restore back the broken relationship between men and God; establish His Kingdom on earth and rule forever, and nothing can separate us from Him.

THE PRINCE OF PEACE-The prophet Isaiah called the expected Messiah as the ‘Prince of Peace’. He Himself is the peace, who brought peace for men to reconcile with God; and He accomplishes it and that peace will reign forever.

“Glory to God in the highest heaven, and peace on earth to all whom God favors” Luke 2: 14.

Rom. 5: 1 “Therefore, having been justified by faith, we have peace with God through our Lord Jesus Christ” Heb. 13:20, 2 Cor. 5: 19, Ephe. 2:14.

God had forgiven our sins through His Son Jesus Christ. We ‘must’ also forgive one-another so that, Peace will prevail on earth. Forgiveness is the first step to follow Christ and first step to bring peace among men. No-forgiveness, no peace!

Nothing happened just like that but the fulfillments of past promises for hundreds of years. One such example; Matt. 1: 23 record the fulfillment of Isaiah 7: 14. All this took place to fulfill what was spoken by the Lord through His prophets.

Will you come home this Christmas? Do you know that your heavenly Father wants you to come home this Christmas? It doesn`t matter who you are or what you`ve done. God says “I want you to come home and receive my love and my forgiveness.” That’s what Christmas is all about! In our own context Christmas is the time for families to unite together. The children come home for Christmas once every year. Why not, make use of Christmas as a time to reach their heart for Jesus before they go back for another year.

Lastly, Christmas maybe summarize into five words, LOVE, GIVE, JOY, PEACE and HOPE!

For God so ‘LOVED’ the world that He ‘GAVE’ us His only begotten Son… he who believes in Him will see and experience the great ‘JOY’ of salvation. As the world received Him, let the ‘PEACE’ of God prevails forever, and allowed the ‘Prince of Peace’ to rule the world. And never to lose ‘HOPE’ that, God’s Son Jesus will surely come back to take us to His Everlasting Father in new heaven and new earth!

A FUTILE JOURNEY OF A MEITEI TO FIND EL DORADO

My journey of hopes and dreams of finding a God fell in ruins around me. It was like the Spanish conquistadors of the sixteenth century, who set off to find El Dorado – the mystic city of gold in South America. They never found it.

It had perhaps, been started upon false tracts. What began as a noble spiritual journey ended in the calm realisation that there cannot be a God

St Augustine’s journey to find God in his young adulthood ended in exhausted despair. He reports: “I had lost all hope of discovering the truth.” In the end he said God found him.

I may perhaps, be the first Meitei who set off on a journey to find God, any God. In the last leg of my journey of faith I came to perceive that life is not a journey towards God. As I wrote in my book – My Search for God, published in 2003.

The core of religion is God, the provider and moral keeper of suffering humanity. Philosophy plus God is religion. The English word “God” is used by multiple religions as a noun to refer to different deities.

The God who is above scientific thinking and commands religious and political adherence to him and to whom we must pay our gratitude and personal tributes for our proud civilisations, rules humanity from a safe place in Heaven – the eclectic choice for the spiritual philosophers.

I am not a philosopher, nor am I a theologian, nor an atheist. I was simply investing myself into finding a rational view of the concept of God in the light of new scientific discoveries.

‘Brevity is the soul wit’. I will be brief. For a start, I have travailed with the paradigm of God and his existence with such logical arguments in its favour as previously accepted by theologians.

The monotheist Abrahmic faiths – Jewish, Christian and Muslim religions still believe that God created human beings in the Garden of Eden (The Bible Genesis 2:8-14). The 2nd century Christians identified the place, located by the River Euphrates in Iraq, just west of the border between Iraq and Iran and just above the northern shore of the Persian Gulf.

But the present consensus among the palaeontologists and biologists is that human beings evolved through natural processes. The birthplace of humankind, according to the current consensus focuses on North East Africa.

Evolution means there has been ‘a change through time’ in certain lines of organisms giving rise to other lines or groups called macroevolution. The organisms do undergo changes during their lifespan, called microevolution.

While there is still a conflict between human evolution by natural processes, and human creation by God, evolution has now a strong standing power. It has been progressively accepted by researchers, following a series of discoveries in various fields of knowledge, conducted independently.

Even Pope John Paul II issued a message to the Pontifical Academy of Science, reaffirming the Roman Catholic Church’s long-standing position on evolution: that it does not necessarily

conflict with Christianity.

While there is no evidence for the existence of God there has been no attempt by the theologians to prove that there is a God or the validity of religion. Still there is belief that the Judeo-Christian God created this earth and everything in it.

A book appealing to Christians to accept as a proven fact the Darwinian theory of evolution, titled The Language of God, was published in 2006 by well-known genetic scientist Francis S. Collins, himself a believing non-Catholic Christian.

In his book Dr. Collins de¬clares that all living organisms have evolved from species to species by means of random change and natural selection without any intervention by God.

That human beings have evolved from lower animals and have not been created by a God has been proven by scientific methods, 150 years after Darwin’s hypothesis of evolution.

A scientific method is the process of proposing a hypothesis, and then testing its accuracy by collecting data on events the hypothesis predicts. If the predictions match the new data the
hypothesis is supported. Generally the best supported hypothesis is considered correct.

Evolution is the result of the frequency of the appearance of alleles in a population of organisms that changes over time. The alleles are the pieces of DNA that cause a particular trait eg “blue eyes” or “flat nose”.

My belief is that evolution and religion do not always contradict with each other except that the literal interpretation of the first chapter of Genesis in the Bible is unscientific and therefore unacceptable to students of evolution. They are not provable like gravity or electricity.

A religious belief can not be tested scientifically as there are no empirical tests that give different results whether the belief is true or not. Religion usually presupposes a driving force – an intelligent designer. This intelligent being is not always predictable and thus experiments judging religious beliefs cannot have predictable results.

Different religions have different names of God. For example: the Meitei Sanamahi religion has Tengbanba Mapu (Lord of the universe). The question whether different names used by different religions are equivalent has been raised and discussed.

Correlation between various theories and interpretations of the name of God, used to signify a monotheistic or ultimate Supreme Being from which all other divine attributes derive, has been a subject of ecumenical discourse between Eastern and Western scholars for over two centuries.

Many of the world’s religions are based on ‘revelations’ eg the final book of the New Testament; Krishna’s revelation in the Gita; Mohammad’s revelation in the Koran; or Yahweh’s in Torah. Usually these predictions or prophesies can not always be verified.

American creationists are forever trying to build up Christian beliefs around scientific principles. But the belief is no more a fact than painting a brick with gold paint makes it a bar of gold.

American creationists are now infiltrating US geology. They are ridiculously claiming that the Grand Canyon in Arizona was created by Noah’s Flood (Bible).

The Biblical narrative is that God became aggrieved when he saw that the earth was polluted by wickedness. He commanded Noah to build an Ark (a vessel) to save himself, his family and the world’s animals before he sent a Great Flood to cleanse the wickedness.

What is more ludicrous is that the biblical literalists continue to explore the mountains of Ararat in present-day Turkey where the Bible says the Ark came to rest, in search of archaeological remnants of the vessel, without success.

I have just been to see the Grand Canyon in Arizona. It is 433 Km (277m) long and 1.6 km (1m) deep gorge. It was formed during the six mullion years of geological activity and erosion by the Colorado River on the tectonically upraised earth’s crust.

In my search for God on the principle of free enquiry and with scientific method, the biological science began casting doubts and created difficulties for a teleological view.

I am an agnostic – a believer in the practicality of science. I look the universe in the face with an open mind for conviction. Historically, agnosticism does not merely mean a suspension of judgement. Rather it means intellectual justification for a discard of theology.

Agnosticism rose in the West after the Industrial Revolution as a by-product of the rise in the standard of living measured by GDP and increase in the Human Development Index, measured by longevity, years of education of a typical citizen.

Thomas Huxley in 1869 invented the word ‘Agnosticism’ but it took twenty years for him to openly write his essay entitled – Agnosticism. Agnostic is anti-Gnostic. Gnostic is a believer in the intuitive spiritual knowledge (of God).

An atheist is one who affirms that there is no God but he can not make a dogmatic statement on God’s non-existence. Many famous intellectuals such as George Bernard Shaw, Wordsworth, Shelley and Byron were atheists.

Atheism reared its head in 1811 when Percy Shelley (1792-1822), friend of Byron, wrote a pamphlet – The Necessity of Atheism as an undergraduate at the University College, Oxford. He was expelled from the University. Shelley argued about the development of a distinction between the workings of reason and imagination. He rejected revealed religion and its dogmas.

Many religions have different ideas of what God is and there is a disagreement whether God is male, female or neuter (Islam). The existence or non-existence of a God or Gods is a matter of faith. Our glimpse of God in this world and the next is hierarchical and ordered, and the meaning of the term religion has no single definition.

Every man should be able to give a reason for the faith that is in him. I know reality can not always been proved by logic, as logic does not always preserve the truth, It simply gives the idea about the subject matter.

And this article is my idea. Unlike St Augustine, God has not found me yet.

IMPHAL, Dec 22: A person succumbed to his injuries after he was knocked down by a speeding truck this morning about 8.20am at Kakching Lamkhai, under Kakching police station in Thoubal district.

The deceased person has been identified as Khamunsei Khoibu, 62 of Khangsim village.

According to reports, the person was knocked down by a speeding truck at Kakching Lamkhai. The driver of the truck bearing registration No. MN 01- 4127 surrendered to Kakching police immediately after the accident. The dead body have been handed over to family and relatives after conducting post mortem at JNIMS, Imphal.

Of all the proposal made by the state government in recent times, the one two days ago in the current state Assembly session to legislate a new law to not only ban bandh and blockades but to introduce deterrents including imprisonment of frontrunners of these disruptive agitations up to three months, is welcome. Nobody in Manipur today would disagree that the need of the hour is for such a legislation, having had to live with the hardships and damages to the state’s as well as household economy caused by these protests, which are in many ways a victimisation of the ordinary men and women, holding them as hostages so as to pressurise the powers that be to bend to their wishes. Daily wage earners and small enterprises which do not have the capacity to absorb the squeeze in market liquidity have been the worst sufferers, and they more than anybody else would be the ones to rejoice this new government intent. Ironically, most of these bandh and blockades have been imposed on behalf of the section of the population which would almost always end up as the worst victims of these very agitations. It has been long overdue to call this spade a spade, but better late than never.

It is very well for workers or sections of the society to call a strike when they perceive they are being subjected to unwarranted injustice by their employers or the administration. This is also a fundamental right guaranteed even by the UN Charter of Human Rights. However, to strike and to impose bandh and blockades are two radically different things. While strikes imply voluntary and non-violent participation in a protest against perceived injustice, bandh and blockades are about coercion of neutral and uninvolved sections of the society into either joining the protest or else suffering its consequences. In Manipur, at least this would need no explanation. Here in essence, even so called boycotts are coercive, and leaves the ordinary men and women on the streets facing the now very well known challenge of former US President, George W. Bush, epitomising brutal coercion like none other: “you are either with us or against us.” Anybody who does not boycott the event the boycott callers want to be boycotted are labelled traitors and made liable to face consequences, and sometimes these are extremely violent ones as well. So in Manipur’s violent environment today, boycotts are actually diktats which inspire the fear of death and are meant to be obeyed unconditionally. There is nothing in these which suggest they are voluntary expressions of dissidence by the public. It is a surprise boycott callers are not aware of the fact that they surrender the credibility of their claims of public support using the response to these so called boycotts as alibi precise because they have ensured there is nothing voluntary or spontaneous about these boycotts. Even the call for a plebiscite to settle Manipur’s long standing issues with the Indian Union suffers from this same stigma.

Leaving aside bandh and boycotts called by underground organisations, for they are outside the purview of the law, the government must ensure the law it intends to make on the matter is enforced strictly on those within the law by the application of the rule of law. The law must not be allowed to be diluted because extra legal concessions are allowed. Equally, it must also not be allowed to become a draconian tool to victimise opponents of the government. This can be only by strict adherence to the procedures laid down by the law while it is being formulated. This entails a lot of thoughts and discussions must go into its making. There is one clause the law could look into. Bandh callers have today come to use the media as their propaganda vehicles. Even organisations with only a handful of supporters have been made paper tigers by the media by force multiplying their actual strength in publishing their bandh announcements without the application of editorial freedom to decide the veracity of the claims. Perhaps the new law could also include a clause to make the media organisations more discerning so as not to give unwarranted publicity to habitual bandh and boycott callers. While it must be acknowledged there are dangers involved in imposing such restrictive measures on the functioning of the media, it must also be equally acknowledged that a great section of the media often jump their briefs of public responsibility. This responsibility to the public, in the present context must also be about lending support to the effort to make the protest culture in the state more sensible and sane.

It has further stated that all through-out his 83 years of fruitful life, `Mama` Buragohain devoted and worked tirelessly towards the emancipation of the Assamese people from Indian Colonial yoke.

From incarceration in different Indian jails after his arrest by join forces of Royal Bhutan Army and Indian Occupation Forces, he was released recently. He believed that the aspiration and destiny of Assamese people lies only in its` sovereignty and independence. It won’t be wrong to say that the year 2011’s one of the most talked about man and his movement in India is Kisan Baburao Hazare, popularly known as Anna Hazare, and his crusade against corruption. The man and his movement have been attracting a large number of people and a whole lot of discussion on the issues of civil society, credibility of the government and of course, on corruption which have haunted the country for decades. In fact, enormity of the problems of Indian political and the corresponding administrative systems generated the current Anna movement, which was brought to limelight in April this year when he decided to go for fast against corruption (and subsequent government inaction against criminal offenders). This re-articulates some of the systemic problems inherent in our political system. It also reaffirms that it will take quite some time to cleanse the system and get the confidence of the people back. Some may be quite right when they claim that the credibility of government is lost and this along with many of our problems are popped up due to the failure of the very political system on which we are relying for every aspect of our lives. Hence, there should be some kind of ‘forces’ to fix the problems. And this ‘force’, in a democratic process, should be used to create appropriate corrective measures, and therefore, the idea of Lokpal comes at right time.

The fact is that our democracy provides enough laws and statutes to meet any sort of eventualities or in other words to affront the criminal offenders. Take for example, in addition to various laws and statutes, there are institutions (such as CBI and CVC) that can investigate and even prosecute the persons found guilty in the corruption cases. But, many a times, people (especially those in power and those rich with good political connections) found guilty of crimes could not be prosecuted and punished. The single most important reason for such happenings lies in the problems with the existing system itself. The agencies established to address such issues are not independent off the influences and control of the Government of the day, and therefore, often misused. As a result, unless the autonomy of these institutions are established the problems of corruption and other offences cannot be dealt with properly and due justice cannot be delivered to the people concerned. Further, the slow process of our judicial system denies justice to the victims time and again. That is why even if we have all the system in place, there comes up the need to call for institutions like Lokpal which can provide not only speedy but also least expensive prosecution machinery. Besides attempting to provide special courts for corruption cases and its own investigative arm, the current Lokpal Bill has one more positive aspect in that it also provides for a citizen’s charter and redressal of grievances. It means that every public authority is to prepare a charter outlining its duties to the citizen. Failure to perform such duties will invite punishment, and a direction to so perform. It is not to claim that Lokpal is the panacea of our problems and need to be established at once. There are many issues around the proposed Lokpal including the issue of whether the functions and powers of the PM and MPs are to be brought under the investigative jurisdiction of the Lokpal, or will CBI be put under Lokpal or not.

Moreover, there are many other much worrying concerns highlighted by the recent political phenomena in the country. One such concern is the uncertain political fate of smaller communities in this diverse nation. One can discuss whether this Anna movement against corruption and the big cloud which have been gathered over this movement reemphasis the fact of democracy being a save game for ‘some people’ only. There are a lot of unprecedented events involved in this movement which never happened in any other movement started by ‘some other people’ particularly those belong to the North East. There are serious questions often come out in the discussions on the existing political phenomenon in the country. While Anna Hazare’s fast could forced the government to take a lot of unprecedented moves (unprecedented speed under the ‘Anna Pressure’ to constitute a drafting committee, ‘sense’ of the house to table the draft bill in the winter session of the Parliament, forcing politicians to work overtime, and finally, the extending the session of the Parliament by three days to discuss the Lokpa Bill), how come unprecedented movement of the people of Manipur remained unheard for years?’ Many would agree that many of us are victims of corruption at various levels. However, had it been initiated by a person from the North-East would it gather enough interest and momentum to force the government to initiate so many unprecedented moves? What happened to Iche’s (Irom Sarmila) fast against so much atrocity done to the people of Manipur under the shadow of AFSPA (Arms Forces Special Power Act)? Is government giving enough attention to such movements from the periphery? Is the suffering generated by corruption more severe than the suffering produced by unquestionable power of the armed forces?

One cannot compare these two movements by any methodological yardstick. But, the differential attention meted out to these movements of two different ‘people’ exposes weakness in the existing system of democracy that cares only number than anything else. It is often asked that in the 11 years of Iche’s fast, how many times our Parliament has discussed the issue of AFSPA or sufferings that have been experienced by people in the North East day in and day out. There is a fear that in a diverse country like ours this system of democracy, which emphasizes on quantity rather than quality, certainly puts the fate of minority communities in incertitude. It is in this context that the so called ‘the people’ seems to be divided into two: ‘first people’ who have electoral significance in national politics, and the ‘other people’ which carries negligible connotation in terms of electoral politics. Therefore, when the ‘first people’ raises a socio-political issue, this must be certainly heard and attended to at any cost.

If it happens to be the voice of the ‘other people’, there is no need for any urgency and may remain unheard too. In terms of electoral politics in India it’s the majority which is taken into account. And unequivocally, it is the electoral politics that makes the Executive, and thus, in order to remain as Executive utmost importance should be given to the voice of the ‘First people’ no matter what comes on the way. Consequently, it is high time that we think of reforming our electoral system in such a way that the unheard voices of the ‘other people’ get equal concern in national politics.

IMPHAL, December 21: A UG cadre suspected to be involved in the killing of PHED Irilbung chowkidar Soram Ibomcha and his son was killed by a combined team of Imphal east and west commandos during an encounter today at 12:30am at Naran Konjil, Imphal west, informed a police source.

A reliable police source has identified the suspected KCP (MTF) Kesho Meitei cadre as Laishram Ranbir alias Isen, 44, s/o (l) L Ibobi of Uchiwa.

The police source further informed that on getting reliable information about the presence of UG cadres in the surrounding area of Naran Konjil, the combined team of police commandos conducted a search operation in the area.

During the search operation, the suspected militants fired towards the commando team and in retaliatory firing, the said militant cadre was killed while his other accomplices managed to escape from the area in the cover of the darkness, further added the source.

Police further recovered one 9mm pistol with two live ammunitions and three empty cases from his possession, the source added.

Meanwhile, in contrary to the police version, family members of the dead victim have identified L Ranbir as an innocent person.

Family members while talking to media persons further identified Ranbir as working under the Mayang Imphal MLA. He is also a member of the Mayang Imphal Congress Committee and is survived by his wife, one son and one daughter, they further informed.

In connection with the incident, locals of Uchiwa today formed a JAC against the Assasination of Laishram Ranbir alias Isen and further submitted a memorandum to the Chief Minister demanding proper arrangement for the bereaved family and punishing the involved security personnel in the killing of L Ranbir.

Locals of the area have further decried the killing and took out a procession from their locality to submit a memorandum to the Chief Minister which was stopped by police at Mayang Imphal bazaar area. 

The memorandum was later submitted by a few representatives of the JAC and the local MLA to the Chief Minister this evening.

IMPHAL, Dec 21 (NNN): The United Naga Council (UNC) and the Naga People`s Front (NPF) in separate statements have expressed their grief over the demise of Manipur additional DGP Peter Ngahanyui (IPS) this morning.

The NPF said death of Peter Ngahanyui was a great loss for the society. Terming him as an upright police officer, NPF said Peter was a gentleman who was liked by people.

Meanwhile, the UNC said Peter was one of the patriotic Naga officer who was also victimised for his straight forwardness and selfless service by the Government of Manipur.

“In his death, Nagas have lost a fearless, selfless and dedicated police officer and the vacuum thus created by him would be irreparable. Nagas people will never forget those valuable contributions that he had rendered during his life time.

The UNC shares the grieve and the sorrow of the bereave family members. It also prays for the departed soul to rest in peace in the heavenly abode,” the UNC stated.

IMPHAL, Dec 21: Ngamkhohao Haokip president and Tonghen Kipgen general secretary of the Sadar Hills Districthood Demand Committee have tendered their resignation from their respective posts.

A statement signed by the two has stated that they have tendered their resignation on moral grounds as they have failed to achieve a full fledged Sadar Hills district under their leadership.

It has stated that public movement demanding a separate Sadar Hills district had taken place this year. It has further added, “All sections of the Sadar Hills people were consulted until the last moment that culminated to the signing of Memorandum of Understanding (MoU) with the Government of Manipur. As per Ihe MoU, Sadar Hills shall be inaugurated as a full-fledged Autonomous District at the earliest after submission of CRA & PDB report. The people of Sadar Hills are now waiting for the moment”.

However, in spite of the large-scale participation of all section of Sadar Hills people and civil organisations, districthood could not be achieved as expected. The 2011 movement unto Sadar Hills districthood has also caused untold miseries and suffering to not only the people of Sadar Hills but also the whole population of Manipur for which we regretted, the release added.

“We, the undersigned, deeply felt regretted for not achieving the aspiration of the people under our leadership and thereby owe moral responsibility and therefore in the larger interest of people of Sadar Hills we hereby tendered our resignation from the posts of President and General Secretary respectively with immediate effect” the release added.

IMPHAL, Dec 21: The AMCO (All Manipur Christian Organisation) has expressed its deepest concern over the gruesome killing of the care taker of PHED, Soram Ibomcha and his son Yaipu by an armed group in connection with monetary demand.

A press release of the organization has informed that such practice of abduction and killing of innocent people must be condemned by one and all. It is a crime against God and the people.

It has further mentioned that AMCO has been trying to eradicate injustice and corruption and cultivate love and concern among the people of Manipur. While SHDDC and the UNC imposed prolonged economic blockade and counter blockade, the AMCO members went to meet them and had prayer with them and earnestly requested them to relax the blockade on humanitarian ground. In the previous years too when the NSF of Ngaland banned vehicles bearing Manipur regd numbers to enter Nagaland, the AMCO went to Kohima several times and requested them to lift the ban, it added.

As the Christmas celebration is approaching many of our Manipuri students and workers who stay outside the state are coming home and we are sure they will be stranded on the way. At the same time many poor families of the hill and valley are coming for Christmas shopping during these coming days. The AMCO therefore fervently request the KCP (MC) to withdraw the general strike Dec.21 – 24 in public interest, it added.
